Heavy rains lashes Kerala, 7 fishermen missing

India's monsoon rains were 20% below average in the week ending on Wednesday, the weather office said, as summer showers turned patchy over the central, western and southern parts of the country, raising concerns over the progress of crop plantings.

Overall, India has received 16% below average rain since the monsoon season began on June 1.

Monsoon rains are crucial for farm output and economic growth in India, where about 55% of all arable land is reliant on rainfall and the farm sector employs nearly half of the country's 1.3 billion people.

India typically receives 75 per cent of its annual rain from the June-September monsoon as moisture-laden winds sweep in from the southwest of the peninsula.

In the week to July 17, soybean and cotton areas in the central parts of the country received 68% less than average rainfall, while rubber and tea areas in southern India got 71% lower rains, data from the India Meteorological Department (IMD) showed.

Key sugarcane and groundnut producing areas in western India also received below-average rains, the IMD data showed.

The IMD defines average, or normal, rainfall as between 96 per cent and 104 per cent of a 50-year average of 89 centimetres for the entire four-month season beginning June.

Indian farmers plant rice, cane, corn, cotton, soybean and groundnut -- the main winter oilseeds -- in the rainy months of June and July, with harvests from October.

Patchy rains have led to some anxious sky-watching, even as floods in eastern and northeastern India have displaced and killed people.

At least 5.8 million people have been displaced and some 30 have died in the past two weeks in the tea-growing state of Assam due to the monsoon rains.

Assam and Bihar states have been the worst-affected parts of India, and floods have also hit neighbouring Nepal and Bangladesh.

At least 153 people have been killed in India, Nepal and Bangladesh. Parts of Pakistan have also seen flooding.

Although India is sitting on massive mounds of staples such as rice, wheat and sugar, any drop in oilseed production will push up imports of expensive vegetable oils.

India imports about 60% of its vegetable oil need at an annual cost of up to $10 billion – its third-biggest import item after crude oil and gold.

Heavy rainfall to lash Mumbai for next three days: India Meteorological Department

India's monsoon rains were 24% below average in the week ended June 26, the weather office said on Thursday, as the seasonal rainfall was scanty over central and western parts of the country.

The rains are crucial for farm output and economic growth as about 55% of the South Asian nation's arable land is rain-fed, and the farm sector makes up about 15% of a nearly $2.5-trillion economy that is Asia's third-biggest.

The below-average rainfall has delayed sowing of summer-sown crop such as rice, soybean and corn and threatens to curtail crop yields.

Monsoon has delivered 36% lower-than-normal rainfall since the start of the season on June 1, due to a delay in the onset of monsoon rains, according to data compiled by India Meteorological Department.

India Meteorological Department issues thunderstorm warning for Rajasthan, Madhya Pradesh

Monsoon has progressed more slowly than usual after hitting Kerala nearly a week late. Monsoon rains have been 44 per cent lower-than-average so far in June, delaying the sowing of summer-sown crops and raising concerns that parts of the country could face a worsening drought.

This shortfall could have a major impact on consumer demand, the overall economy and financial markets.

The India Meteorological Department (IMD) has forecast average rainfall in 2019, while the country's only private forecaster Skymet has predicted below-normal rainfall.

What are the monsoon types?

A normal, or average, monsoon means rainfall between 96 per cent and 104 per cent of a 50-year average of 89 cm in total during the four-month monsoon season from June to September, according to the IMD's classification.

Rainfall below 90 per cent of the average is classified as deficient, the same as a drought. In 2018, India received 9 per cent lower rainfall than normal, although in some regions the deficit was as high as 37 per cent.

Rainfall above 110 per cent of the average would mean an excessive monsoon, which could cause flooding and reduce the yields of certain crops.

Watch: Monsoon delayed, heatwave persists as temperature hover around 50°C

The monsoon season starts with rains on the southern Kerala coast around June 1, and usually covers the country by the middle of July.

What is the progress this year?

The monsoon arrived in Kerala on June 8 versus the usual June 1. However, Cyclone Vayu developed in the Arabian Sea and that drew moisture from the monsoon and weakened its progress. The monsoon typically covers half of India by mid-June but this year has covered just a quarter of the country.

Does the delay mean lower rainfall?

There are instances when the monsoon delivered average or above average rainfall even after arriving late or progressing slowly.

In 2016, the monsoon landed in Kerala on June 8 but covered the entire country by July 13 and delivered average rainfall. Other times, rainfall deficits in June were fully offset by a week of raining in July.

The monsoon delivers about 70 per cent of India's annual rainfall and determines the yield of rice, wheat, sugarcane and oilseeds, such as soybeans. Farming makes up about 15 per cent of India's $2.5 trillion economy but employs more than half of its 1.3 billion people.

Rising farm output from a decent monsoon boosts demand for consumer goods in rural regions.

A stronger economic outlook tends to lift the stock prices of companies focused on selling products in rural areas.

India is self-sufficient in rice and wheat, but a drought would increases imports of pulses and edible oils, such as palm oil, soyoil and sunflower oil. Monsoon rains replenish reservoirs and groundwater, allowing better irrigation and more hydropower output. Higher rainfall can trim demand for subsidised diesel, which is used to pump wells for irrigation.

Why is the monsoon key for Prime Minister Narendra Modi?

PM Modi has promised to double farmers' income over five years and promised to boost the economy. Makers of consumer products are reporting poor rural demand. Depleting reservoirs have forced cities including Chennai, Mumbai and Hyderabad to cut water supplies.

How does the monsoon affect prices and RBI policy?

Food makes up nearly half of India's consumer price index, which the Reserve Bank of India monitors when deciding on monetary policy, including interest rates. Bumper farm output would keep food prices under control.

The government has paid farmers during past droughts, straining the fiscal deficit. A good monsoon will limit that kind of government spending. A drought would raise vegetable and pulse prices, requiring increased spending on welfare schemes.

How reliable are monsoon forecasts?

The IMD issues its first forecast typically in mid-April.

On average, its forecast has been accurate only once every five years over the past two decades, even after taking into account an error band of plus or minus 5 percentage points.

The IMD's 2017 forecast was the most accurate since 2008. In 2018, it forecast 97 per cent rainfall but India received only 91 per cent. Even during normal monsoon years, some parts of India face drought while others flood.

In 2018, Kerala had it worst flooding in about 100 years even as the western state of Maharashtra had a drought. The IMD releases its second monsoon forecast in the last week of May or first week of June with an update in the middle of the monsoon season.

Monsoon has progressed more slowly than usual after hitting Kerala nearly a week late. Monsoon rains have been 44 per cent lower-than-average so far in June, delaying the sowing of summer-sown crops and raising concerns that parts of the country could face a worsening drought.

In India, all eyes on a monsoon that is critical for the economy

Cyclone Vayu has weakened and crossed Gujarat's Kutch district on Tuesday morning, causing rainfall at some places in the state, a MeT official said.

Rains are likely to continue till Wednesday in Kutch, Saurashtra and north Gujarat regions because of its impact, she said.

"Cyclone Vayu converted into a low-pressure area when it crossed over Kutch in the morning. This will cause rainfall in the region," said Manorama Mohanty, scientist at the India Meteorological Department's (IMD) Ahmedabad centre.

"Warning for ports has been lowered, but the advisory for fishermen will continue till Wednesday morning. The low-pressure system is going to further weaken," she said.

The low-pressure system will cause strong winds over northeast Arabian Sea and adjoining Saurashtra and Kutch regions with a speed of 30-40 kmph gusting to 50 kmph till Tuesday evening, the IMD said in a release. Weather will remain rough over northeast Arabian Sea and along and off the Gujarat coast, it said.

Several parts of Saurashtra, Kutch and north Gujarat regions received rainfall in the last 24 hours, the state's emergency response centre said in a release.

In the last 24 hours, Talala and Veraval talukas in Gir-Somnath district received 33 mm and 25 mm rainfall, respectively, while Borsad taluka in Anand district got 29 mm rain, as per official data.

Some parts of Dahod, Gandhinagar, Rajkot, Jamnagar, and Sabarkantha districts also received showers during this period.

Ahmedabad is also expected to receive moderate to light rainfall till Thursday, the IMD said.

The cyclone was earlier predicted to make landfall in Gujarat on June 13.

However, it later began to move away from the state, sparing the coastline of any possible damage.

The IMD last Friday said the cyclone was likely to "recurve" and return to the coast in Kutch district as a weakened system.

Cyclone Vayu lies centred over Northeast Arabian sea: India Meteorological Department

The monsoon is expected to make onset in Andhra Pradesh and Telangana after June 16 as a result of the very severe cyclonic storm Vayu that skirted Gujarat coast on Thursday, the Meteorological Department has predicted.

"We expect monsoon to enter Telangana after 16 June, the same for Andhra. It will enter this region after 2-3 days. In south coastal Andhra, we have given heatwave warning for 3 days and in Telangana for 2 days. Monsoon is expected to be normal," Mukund Rao, Meteorologist at IMD Hyderabad said on Friday.

The IMD had earlier predicted that the monsoon would arrive by June 12 but with Cyclone Vayu draining away all the moisture, the monsoon got delayed further resulting in a rise in temperature across the state (Hyderabad).

The city's previous high of 47.8 degrees Celsius was recorded in Palam on June 9, 2014.

"The Palam Observatory recorded an all-time high of 48 degrees Celsius Monday. The factors that led to this are dry westerly winds, no effect of a western disturbance in the plains and intense heating in the month of June," said India Meteorological Department regional weather forecasting chief Kuldeep Srivastava.

"Southwesterly winds on Tuesday may cause the temperature to drop by one or two notches. However, the heat wave will persist," he said.

The Safdarjung Observatory, which provides official figures for the city, recorded a high of 45.6 and a low of 27.2 degrees Celsius.

Hot dry winds- loo - swept the city, compounding the woes of people who had to venture out for work.

In large areas, a heatwave is declared when the mercury touches the 45-degree mark for two consecutive days and a severe heatwave is when the temperature soars to 47 degrees Celsius for two days on the trot, according to the India Meteorological Department.

In small areas, like the national capital, a heatwave is declared if the maximum temperature is recorded at 45 degrees Celsius even for a day, it said.
