"China and India are important neighbours and representatives of major developing countries and emerging economies. The healthy and stable development of China-India relations is in the fundamental interests of both peoples, meets the common aspirations of countries in the Global South, and aligns with the trend of the times. China-India relations have transcended the bilateral scope and possess global and strategic significance."&nbsp;Wang referred to meetings between Chinese President Xi Jinping and Indian Prime Minister Narendra Modi in Kazan and Tianjin, saying the two leaders had reached important understandings that provided direction for improving bilateral ties. He said China is prepared to work with India from a strategic and long-term perspective, strengthen communication, improve mutual understanding and manage differences. "China is willing to work with India to grasp bilateral relations from a strategic and long-term perspective, strengthen communication, enhance understanding, eliminate differences, overcome obstacles, and be good-neighborly and friendly friends and mutually beneficial partners, achieving a harmonious coexistence between the dragon and the elephant."&nbsp; Also Read: <a href="https://www.wionews.com/world/us-military-aircraft-lands-in-moscow-mystery-theories-swirl-as-kremlin-claims-it-has-no-idea-1787665191079">CIA Director John Ratcliffe on secret trip to Russia amid rumours over US military aircraft mystery landing in Moscow</a><h2>India and China discuss border management</h2>Wang said the two sides are implementing understandings reached during previous Special Representatives' meetings and that institutionalized exchanges and cooperation are gradually resuming. He also said both countries remain committed to maintaining peace and tranquility in border areas. "Both sides should learn from historical experience, place the border issue in its proper place within bilateral relations, and move forward without stagnation, regression, or deviation, gradually building a positive narrative on China-India border affairs, making dialogue, peace, consultation, and cooperation the mainstream, and injecting positive factors into the healthy and stable development of bilateral relations."&nbsp; The talks covered border demarcation negotiations, border control, institutional mechanisms and cross-border cooperation. Earlier this month, the two countries' Working Mechanism for Consultation and Coordination on India-China Border Affairs also discussed demarcation, border management, mechanisms and cross-border cooperation while preparing for the 25th Special Representatives' meeting.

<h2>Doval says India and China are partners, not competitors</h2>Ajit Doval emphasized the importance of stable and predictable relations between the two Asian powers. "India and China are both ancient civilizations, populous nations, and important economies, and are partners, not competitors. Developing a stable, predictable, and forward-looking India-China relationship is in the common interest of both peoples and is of great significance to Asia and the world."&nbsp;Doval said relations between the two countries had returned to a positive trajectory under the guidance of their leaders and noted that border areas had remained broadly peaceful. “Under the guidance of the leaders of both countries, India-China relations have returned to the right track, border areas have maintained overall peace, and exchanges and cooperation in various fields have steadily progressed.” He added that India is ready to strengthen strategic communication, expand mutually beneficial cooperation, deepen multilateral coordination and improve management of border areas.&nbsp;"India is willing to further strengthen strategic communication with China, expand mutually beneficial cooperation, deepen multilateral collaboration, effectively manage border areas, explore solutions to border issues, and promote the accelerated improvement and development of India-China relations."<h2>Both sides reaffirm 2005 political guiding principles</h2>During the meeting, China and India discussed ways to advance negotiations on boundary demarcation and strengthen mechanisms for maintaining stability along the frontier. Both sides reaffirmed their commitment to the political guiding principles agreed in 2005 and agreed to use the Special Representatives mechanism to pursue a fair, reasonable and mutually acceptable comprehensive settlement of the boundary question. They also agreed to continue addressing differences through dialogue and consultation while jointly maintaining peace and tranquility along the border.<h2>26th Special Representatives meeting to be held in India next year</h2>A key outcome of the meeting was an agreement to hold the 26th meeting of the Special Representatives on the China-India Boundary Question in India in 2027. The decision signals that both sides intend to maintain the Special Representatives mechanism as a key channel for negotiations and strategic communication on the boundary issue. The Chinese Foreign Ministry has described the Special Representatives talks as the principal channel for China-India boundary negotiations and an important platform for discussing issues of mutual interest. The two sides also exchanged views on international and regional issues of common concern.<h2>‘The Chinese border is our most important border’: MJ Akbar</h2>On SR-level talks between NSA Ajit Doval and Chinese FM Wang Yi in China, former Union Minister MJ Akbar said, "The Chinese border is our most important border, whereas the Pakistani border is our most volatile border. But the management of the Chinese border is a critical element in whether there is equanimity in the relationship between India and China, and this has been true even before 1962. The reason why the NSA inspires confidence is that the Chinese respect his integrity and honour his candour. These virtues play well in the Chinese playbook. There has been a recent issue in terms, again, over Arunachal Pradesh, the Chinese maintain their positions, we assert our positions, but the secret of the relationship between India and China, as established in the historic visit by Rajiv Gandhi in 1988, is, and this is quite remarkable as a philosophy for resolution, both countries have accepted a formula in which non-resolution is the resolution. A conflict between India and China can really have ruinous implications for, I think, for the region as well as for, I think, the world. It will explode and perhaps join the bonfire that lies both to the west of this region as well as to the east."

India-China talks: Kailash Mansarovar Yatra, direct flights to resume in 2025 - Know when

Indian and Chinese commanders have increased engagements to maintain stability on the Indo-Tibet border ahead of the brutal winter season.

Talks have been going on for the last ten days, involving local commanders at the levels of the brigade and below. Both sides are taking measures to prevent any untoward incident in the coming months, as the two militaries start taking winter posture.

The ongoing talks are a part of the confidence-building measures (CBMs), which were discussed during the Corps Commander-level talks.

Another round of talks between the two sides is expected before the start of the summer season.

“Even as these CBMs are being implemented along the LAC, the Army has continued to maintain adequate reserves in the depth areas as part of preparations to deal with any contingency that may crop up,” a source was quoted as saying by the Indian Express.

The source also said that India will continue to develop its infrastructure in the strategic areas despite harsh conditions.

<h2>20th round of military talks</h2>

During the 20th round of military talks last month, there was no significant progress on the ground. However, both parties agreed to sustain dialogue and negotiations through various military and diplomatic channels, while committing to uphold peace and tranquillity.&nbsp;

Talks also encompass an overall de-escalation of troops in the Ladakh region.&nbsp;

<h2>Ongoing peace efforts</h2>

In a notable development in September 2022, both sides withdrew troops from Patrolling Point-15 in the Gogra-Hot Springs area, marking a substantial move in the standoff that commenced in May 2020.&nbsp;

It must be noted that both sides had deployed 50,000 to 60,000 troops along the Line of Actual Control (LAC), the de facto border between India and Tibet, after the military standoff began.

Over the last three years, some resolution has been achieved in friction points like Galwan Valley, north and south banks of Pangong Tso, and the Gogra-Hot Springs area, through the establishment of buffer zones.

But there are still some active friction points, including Depsang Plains and Demchok.

India and China ramp up engagements to prevent escalation during brutal winters

The 20th round of Corps Commander-level talks between India and China held Monday-Tuesday (Oct 9-10) failed to curtail tensions along the Indo-Tibet border in Eastern Ladakh.

This means that both Indian and Chinese soldiers will continue to remain deployed in forward areas along the Line of Actual Control (LAC) for the fourth straight winter.

<h2>Statement from Indian MEA</h2>

India’s Ministry of External Affairs (MEA) released a statement on Wednesday (Oct 11), which read, “The 20th round of India-China Corps Commander Level Meeting was held at Chushul-Moldo border meeting point on the Indian side on 9-10 October 2023.”

“The two sides exchanged views in a frank, open and constructive manner for an early and mutually acceptable resolution of the remaining issues along the LAC in the Western Sector, in accordance with the guidance provided by the national leadership of the two countries, and building on the progress made in the last round of Corps Commanders’ Meeting held on 13-14 August 2023,” the statement by MEA added.

It added that both sides agreed to maintain the “momentum of dialogue and negotiations through the relevant military and diplomatic mechanisms”.

“They also committed to maintain peace and tranquillity on the ground in the border areas in the interim,” the short statement added.

<h2>Peace efforts continue</h2>

This was the second time when military commanders from the two nations held talks for two consecutive days. These talks form one of two approaches employed by India and China to address the prolonged military standoff.

The 20th round of Corps Commander-level talks between India and China held Monday-Tuesday (Oct 9-10) failed to curtail tensions along the Indo-Tibet border in Eastern Ladakh.

Statement from Indian MEA India’s Ministry of External Affairs (MEA) released a statement on Wednesday (Oct 11), which read, “The 20th round of India-China Corps Commander Level Meeting was held at Chushul-Moldo border meeting point on the Indian side on 9-10 October 2023.” “The two sides exchanged views in a frank, open and constructive manner for an early and mutually acceptable resolution of the remaining issues along the LAC in the Western Sector, in accordance with the guidance provided by the national leadership of the two countries, and building on the progress made in the last round of Corps Commanders’ Meeting held on 13-14 August 2023,” the statement by MEA added. It added that both sides agreed to maintain the “momentum of dialogue and negotiations through the relevant military and diplomatic mechanisms”. “They also committed to maintain peace and tranquillity on the ground in the border areas in the interim,” the short statement added. Peace efforts continue This was the second time when military commanders from the two nations held talks for two consecutive days. These talks form one of two approaches employed by India and China to address the prolonged military standoff. Australia, Maldives officials deny attending China’s Indian Ocean meet

China has been using different tactics at the border areas over the years. From aerial incursions into Taiwan’s defence zone to unfurling flag at Galwan valley, China’s aggressive approach continues in border and territorial issues. All of this comes at a time when Xi Jinping led government rolled out a new ‘border law’. China’s National People’s Congress passed the law last year which said that PLA shall take measures to strengthen the border defence, support economic and social development in border areas. Among other things, the law allows PLA to work closely with civilians living near the border. The law can affect the neighbouring countries of China. It is suspected that China may have stalled negotiations with India over the LAC standoff for the border law to be implemented. China shares nearly 22,000 km border land with 14 other countries. China is yet to finalise border agreements with India and Bhutan.

The seventh round of Corps Commander-level talks between armies of India and China is scheduled to take place on October 12 with a specific agenda of firming up a roadmap for disengagement of troops from friction points in eastern Ladakh, government sources said on Sunday.

At the talks, the two sides are also expected to look into further steps to maintain stability on the ground and avoid any action that may trigger fresh tension in the region where troops from both sides will be facing difficult conditions in the next four months due to harsh winters, they said.

A senior official of the Ministry of External Affairs (MEA) is set to be part of the Indian delegation at the talks which will be led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps of the Indian Army, the sources said.

Lt Gen PGK Menon, who will succeed Lt Gen Singh as the commander of the crucial corps in mid-October, will also join the Indian team at the seventh round of military talks, they said.

Following the last round of military talks on September 21, the two sides announced a slew of decisions including not sending more troops to the frontline, refraining from unilaterally changing the situation on the ground and avoiding any actions that may further complicate matters.

The military talks were held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave.

The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the Line of Actual Control (LAC).

Days after the military talks, the two sides held diplomatic talks under the framework of Working Mechanism for Consultation and Coordination (WMCC) on border affairs, but no concrete outcome emerged from the negotiation on September 30.

After the diplomatic talks, the MEA said it was agreed that the next round of the meeting of senior commanders should be held at an early date so that both sides can work towards early and complete disengagement of the troops along the LAC in accordance with the existing bilateral agreement and protocols.

Joint Secretary in the Ministry of External Affairs Naveen Srivastava, who has been leading the Indian side at the WMCC talks, also attended the military talks on September 21 for the first time.

The sources said Srivastava is likely to be the representative of the MEA at the seventh round of talks.

It will be Lt Gen Singh's last round of talks with the Chinese military as he will take charge as head of the prestigious Indian Military Academy around October 15.

Lt Gen Menon was also part of the Indian delegation at the sixth round of talks.

At the previous six rounds of Corps Commander-level talks, the Indian side led by Lt Gen Singh insisted on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April.

The situation in eastern Ladakh deteriorated following at least three attempts by the Chinese military to "intimidate" Indian troops along the northern and southern bank of Pangong lake area between August 29 and September 8 where even shots were fired in the air for the first time at the LAC in 45 years.

As the tensions escalated further, the foreign ministers of the two countries held talks in Moscow on September 10 where they reached on the five-point agreement to defuse the situation in eastern Ladakh.

The agreement was the basis for the sixth round of Corps Commander-level talks.

In the last three months, the Indian Army rushed tanks, heavy weaponry, ammunition, fuel, food and essential winter supplies into various treacherous and high-altitude areas of the region to maintain combat readiness through the harsh winter of around four months beginning mid-October.

India-China talks to resolve Ladakh standoff to continue, says MEA

India and China military top brass are slated to begin talks to resolve the stand-off situation in eastern Ladakh region -- particularly at north bank of Pangong Tso where the Chinese People's Liberation Army has attempted to change status quo.

The other motive is de-escalation of forces across the Line of Actual Control.&nbsp; The talks were held at the Border Personnel Meeting Point in Maldo on the Chinese side of the Line of Actual Control (LAC) in Eastern Ladakh.

The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquillity in the border areas.

Indian military delegation is headed by the commander of Leh-based 14 Corp Lieutenant General Harinder Singh and the Chinese are led by Major General Liu Lin, Commander of South Xinjiang Military Region.

Without specifically mentioning the talks, an Indian Army spokesperson said: "Indian and Chinese officials continue to remain engaged through the established military and diplomatic channels to address the current situation in the India-China border areas."

After the standoff began early last month, the Indian military leadership decided that Indian troops would adopt a firm approach dealing with the aggressive posturing by the Chinese troops in all disputed areas of Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie.

Sources further pointed out that the standoff was not a spontaneous reaction to India's road construction in Ladakh. Unusual activities were first noticed in few weeks before that clash.

China on Friday said that it is committed to properly resolve the relevant issue with India.

The Chinese army is learnt to have deployed around 2,500 troops in Pangong Tso and Galwan Valley besides gradually enhancing temporary infrastructure and weaponry.

The sources said satellite images have captured significant ramping up of defence infrastructure by China on its side of the LAC, the de-facto border, including upgrading a military airbase around 180 km from the Pangong Tso area.

Both the sides are expected to deliberate on specific proposals to end the month-long bitter standoff in eastern Ladakh during the first extensive talks between the Indian and Chinese military.

India and China military top brass are slated to begin talks to resolve the stand-off situation in eastern Ladakh region -- particularly at north bank of Pangong Tso where the Chinese People's Liberation Army has attempted to change status quo. The other motive is de-escalation of forces across the Line of Actual Control. The talks were held at the Border Personnel Meeting Point in Maldo on the Chinese side of the Line of Actual Control (LAC) in Eastern Ladakh. Without specifically mentioning the talks, an Indian Army spokesperson said: "Indian and Chinese officials continue to remain engaged through the established military and diplomatic channels to address the current situation in the India-China border areas." Saturday's meeting took place after 12 rounds of talks between local commanders of the two armies and three rounds of discussions at the level of major general-rank officials could not produce any tangible outcome, the sources said. The high-level military dialogue took place a day after the two countries held diplomatic talks during which both sides agreed to handle their "differences" through peaceful discussions while respecting each other's sensitivities and concerns. India, China top military-level talks today: What we know so far

Amid continued Sino-India discord over a host of issues, Foreign Secretary Vijay Gokhale has made a surprise visit to Beijing and held talks with top Chinese officials on bilateral ties and topics related to regional and international importance.

Gokhale&#39;s visit, which was kept under wraps was announced through a tweet by Indian Embassy early today.

&quot;During the consultations, the two sides reviewed recent developments in bilateral relations, including high level exchanges, and discussed the agenda for bilateral engagement in the coming months,&quot; a statement by the Indian Embassy here said.

Gokhale who was India&#39;s envoy to China before he succeeded S Jaishankar as the Foreign Secretary last month, held talks with Chinese Vice Foreign Minister Kong Xuanyou, and called on Foreign Minister Wang Yi and state councillor Yang Jiechi, the statement said.

In Chinese hierarchy, Yang who is the State Councillor besides Special Representative of India-China border talks, is placed higher than the Foreign Minister.

Both Wang and Yang visited New Delhi to kick-start the bilateral dialogue, the first after the 73-day standoff at Doklam which strained ties.

&quot; Both sides agreed upon the need to expedite various dialogue mechanisms in order to promote multifaceted cooperation across diverse fields of India-China engagement,&quot; the statement said.

They noted the need to build on the convergences between India and China and address differences on the basis of mutual respect and sensitivity to each other&#39;s concerns, interests and aspirations, the statement said.

&quot; Both sides underlined that as two major countries, sound development of relations between India and China is a factor of stability in the world today. The two sides also exchanged views on regional and international issues of common interest,&quot; it said.

Late last night, the Chinese Foreign Ministry posted a statement on its website.

The Chinese Foreign Ministry in its statement said that Wang told Gokhale that the two sides should enhance strategic mutual trust and accelerate common development in line with the political consensus of the leaders of the two countries.

&quot; We hope that the Indian side will handle sensitive issues prudently and work with China to promote the sound development of China-India relations,&quot; Wang said in an apparent reference to host of sensitive issues, including the current political crisis in Maldives being faced by the two countries.

China and India are both representatives of emerging markets and big developing countries, Wang said, adding that &quot;commonality&quot; cannot be replaced.

Gokhale, meanwhile, said India attaches great importance to its relations with China and is willing to work with it to implement the consensus of leaders, strengthen strategic communications, take care of each other&#39;s core concerns and create a good atmosphere and conditions for the sustained and steady development of bilateral relations.

The visit of Gokhale, who reportedly held the key negotiations to resolve the 73-day standoff at Doklam, came in the backdrop of difficult bilateral and trilateral issues being dealt with by the two countries.

The Doklam standoff ended on August 28 after the Chinese military stopped road building close to the strategic Chicken Neck corridor in an area claimed by Bhutan.

Besides the tensions along the 3,488 km long Line of Actual Control (LAC), the two countries faced a range of issues, including India&#39;s objection to the USD 50 billion China-Pakistan Economic Corridor, China blocking efforts at the UN to list JeM chief Masood Azhar as a global terrorist as well as India&#39;s entry into the Nuclear Suppliers Group (NSG).

The current political crisis in the Maldives also emerged as an irritant in bilateral ties.

The Maldives was plunged into a crisis when President Abdulla Yameen declared a 15-day emergency on February 5 and ordered the arrest of the Chief Justice and a former head of state after the Supreme Court termed &quot;unconstitutional&quot; the imprisonment of nine MPs and former President Mohammed Nasheed.

China which has made large scale investments in the Maldives, called for the crisis to be resolved by relevant parties internally and opposed any external intervention. Beijing also opposed even UN mediation to resolve the crisis.

Former president Nasheed, who is currently in exile in Sri Lanka, however, had called for the Indian intervention to resolve the crisis.
