With Africa in focus, India has suggested that national governments should be part of taking calls where the UN peacebuilding commission are active and has urged "donors and international organizations (to) provide flexibility" for program re-design amidst COVID pandemic.

India in its statement at the United Nations Security Council or UNSC said, "national governments should support and engage local peacebuilders to help design and lead COVID-19 sensitization and response efforts to help mitigate further conflict, prevent violence, adapt and sustain peace processes, and rebuild social cohesion."

The New Delhi in its statement on the subject “Pandemics and the Challenges of Sustaining Peace” gave a 10-point suggestion under which UN peacekeeping should adapt as the world faces the COVID pandemic.

Majority of UN peacebuilding work takes place in Africa where New Delhi has a huge interest and the suggestions are largely in that context. &nbsp;

The suggestion included UN Secretariat carrying out "realistic assessment" of contingents in the mission areas with "troop competencies need to be a critical requirement of selection criteria."

It called on troop contributing countries to adhere to "training plans, including pre-deployment and in-mission training" and "peacebuilding, has to....rest on institutions and not on individuals" with "strengthening of national institutions combined with the strengthening of democratic structures (that) should not be compromised in the face of the crisis brought about by the pandemic."

"Institution building", is an area where India's strength lies and has provided support in areas like judicial systems, elections, etc.

Highlighting how "India has been a positive contributor to international peace and security", the statement said, "We area major Troop Contributing Country to the UN Peacekeeping Operations, including through women peacekeepers."

Other suggestions include ensuring other things such as the participation of women and youth, peacebuilders to counter misinformation and combat “infodemic” of false information, &nbsp;increased support for psycho-social and trauma healing programs during the crisis.

Amidst the pandemic, India has deployed additional medical personnel and equipment to the military hospitals in Goma, United Nations Organization Stabilization Mission in the Democratic Republic of the Congo &nbsp;(MONUSCO) and Juba, United Nations Mission in South Sudan (UNMISS).

In the statement pointing out at how it had "experienced first-hand the cruel linkage between transnational organized crime and terrorism", India said, "D-Company that used to smuggle gold and counterfeit currencies transformed into a terrorist entity overnight causing a series of bomb blasts in the city of Mumbai in 1993."

Putting the focus on Islamabad's role in supporting terrorism in the region, the statement said,"The perpetrator of that incident (Mumbai 1993 attacks), unsurprisingly, continues to enjoy patronage in a neighbouring country, a hub for arms trafficking and narcotics trade, along with other terrorists and terrorist entities that have been proscribed by the United Nations."

India in the statement suggested "it is important to hold states accountable for activities that support or encourage terrorism from territories under their control" and the resolutions of the Security Council "make clear the primary responsibility of member states in countering terrorist acts and in preventing and suppressing their financing."

This even as New Delhi in the past has raised questions on how Pakistan has been violating UN sanctions on terror groups who freely roam in the country.

The statement also mentioned Financial Action Task Force (FATF) calling its recommendations to be implemented to strengthen "capabilities of governance structure of financial and economic assets ...to counter the menace" of terrorism.

Collective action against Lashkar, Jaish terror groups will serve humankind well, says India at UNSC

As India clinched a seat as a non-permanent member at the UNSC, India's external affairs minister S Jaishankar congratulated his team's effort at the UN high table.

India won 184 votes from 192 members who voted at the UN General Assembly while being unopposed in the Asia-Pacific category for the 2021-22 term. The country will start its term from January next year.

"Peacekeeping has always been a part of our tradition and our history and contribution to UN peacekeeping has been second to none. So, we'll be looking very closely at issues relating to mandate to see how we can provide greater protection to our peacekeepers," Tirumurti asserted.&nbsp;

It is the eighth time India has been elected as a non-permanent member, it was elected for the&nbsp;first time in 1950-51 and most recently in 2011-12.

Norway, Mexico, Ireland and India were elected as non-permanent members by the UN General Assembly, however, Kenya and Djibouti failed to garner two-thirds majority vote among the 192 members who voted at the UNGA.

India won a resounding victory with 184 votes out of the 192 countries that participated in the election. Mexico fared splendidly as well taking 187 votes as both India and Mexico ran unopposed.

However, the African region which was being keenly watched since there were set to be no clear winners threw up a challenge as Kenya got 113 votes and Djibouti managed just 78 votes.

With both Kenya and Djibouti highlighting their role in solving humanitarian issues including brokering peace in the Horn of Africa, both failed to convince the member states failing to get enough votes for their cause.

Canada was disappointed once again after failing to win in 2010 was pushed back by Norway which won 130 votes and Ireland which took 128 votes. It was&nbsp;a big blow&nbsp;to the Trudeau government which had invested heavily politically for a victory.

"As we move forward, we remain committed to the goals and principles that we laid out during this campaign," Trudeau said in a statement.

The UN Security Council has ten non-permanent members including the permanent members - Britain, China, France, Russia, and the United States who have veto powers.

The UN General Assembly also elected Turkish diplomat Volkan Bozkir as its president for the 2020-21 session.
