The United Nations and the IAEA both urged the parties to not engage in shelling near the plant due to safety reasons but Ukrainian foreign minister Dmytro Kuleba denied any change in stance from Russia. "Russian military must get out of the plant," he said on Twitter.

The situation at the power plant is a complex one at present as although it is operated by a Ukrainian crew, the control remains with Russian military who took over the facility in March.

On the other hand, local governor Oleksandr Starukh took to Telegram to announce that Russian forces were shelling Zaporizhzhia and they ended up causing massive damages to the buildings.

Urging the US to stop the nuclear negotiations with Tehran, Israel's Defence Minister Benny Gantz met national security advisor Jake Sullivan.

In 2018, former US President Donald Trump abandoned the Joint Comprehensive Plan of Action and imposed sanctions on Iran.

Western diplomats have long expressed concern about devices this cascade, or cluster, of centrifuges is equipped with.

The use of these so-called modified sub-headers means Iran could switch more quickly and easily to enriching to higher purity levels.

While Iran is required to inform the International Atomic Energy Agency about such a switch, if it chose not to, it might escape detection for some time as there is currently a lag between Iran's enrichment and IAEA inspectors' verification of what is produced.

"On 7 July 2022, Iran informed the Agency that, on the same day, it had begun feeding the aforementioned cascade with UF6 enriched up to 5% U-235," the confidential report to IAEA member states said.

UF6 refers to uranium hexafluoride gas which is fed into centrifuges to be enriched.

In a report on June 20 also seen by Reuters, the IAEA said that months after Iran informed it of its intention to use the cascade, Iran had begun feeding UF6 into it for passivation, a process that comes before enrichment.

The IAEA verified on July 6 that passivation had ended, Saturday's report said.

"On 9 July 2022, the Agency verified that Iran had begun feeding UF6 enriched up to 5% U-235 into the cascade of 166 IR-6 centrifuges with modified sub-headers for the declared purpose of producing UF6 enriched up to 20% U-235," it said.

Iran is already enriching to up to 60% elsewhere, well above the up to 20% it produced before its 2015 deal with major powers that capped its enrichment level at 3.67% but still below the roughly 90% of weapons grade.

The move is the latest step of many to breach and move well beyond the restrictions which the 2015 deal imposed on Iran's nuclear activities. It comes as talks to revive that deal are at an impasse and Western powers have warned time is running out to reach an agreement.

The United States pulled out of the deal in 2018 under then-President Donald Trump, re-imposing sanctions against Tehran that the deal had lifted.

Iran escalates uranium enrichment with adaptable machines at Fordow, IAEA reports

The United Nations&nbsp;nuclear watchdog is increasingly concerned about the welfare of Ukrainian staff at the Russian-held Zaporizhzhia nuclear power plant in Ukraine, Europe's largest, it said on Friday, adding that it must go there as soon as possible.

The International Atomic Energy Agency has for months said that the situation at Zaporizhzhia, where Ukrainian staff are working operating the plant under the order of Russian troops, poses a safety risk and that it wants to send a mission there.

"The IAEA is aware of recent reports in the media and elsewhere indicating a deteriorating situation for Ukrainian staff at the country's largest nuclear power plant," a statement by the Vienna-based United Nations agency said.

It added that it was "increasingly concerned about the difficult conditions facing staff, and it must go there as soon as possible to address this and other urgent issues".

One of those issues was that IAEA inspectors need to carry out verification work, including checking on the "large amounts" of nuclear material there.

Although remote transmission of data on that material to IAEA headquarters was restored this month, physical inventory verifications must still be carried out in person by inspectors within an interval that "cannot exceed a specified duration", the agency said, without elaborating.

Two of the plant's six reactors have recently been refuelled and such checks on that fuel are a prerequisite before restarting them, it added. Two reactors are currently operating.

"The situation at this major nuclear power plant is clearly untenable. We are informed that Ukrainian staff are operating the facility under extremely stressful conditions while the site is under the control of Russian armed forces," IAEA Director General Rafael Grossi said in the statement.

"The recent reports are very troubling and further deepen my concern about the well-being of personnel there."

That leaves a window of opportunity of three to four weeks to restore at least some of the monitoring that is being scrapped, or the IAEA will lose the ability to piece together Iran's most important nuclear activities. "I think this would be a fatal blow (to reviving the deal)," Grossi said of what would happen if that window went unused.

U.S. officials speaking on condition of anonymity said even after the three or four week period Iran could still provide additional information to allow for the nuclear deal's revival. "We are not on death watch (for the next) three to four weeks," said a senior U.S. official, saying the deal could be resurrected, although the longer Iran withheld access the more transparency it would have to give the IAEA.

Indirect talks between Iran and the United States on reviving the 2015 deal have been stalled since March.&nbsp;"You think we would retreat from our positions if you pass a resolution at the (IAEA) Board of Governors? In the name of God and the great nation of Iran, we will not back off a single step from our positions," Iranian President Ebrahim Raisi said in a speech.

Since then-President Donald Trump pulled Washington out of the deal and re-imposed sanctions against Tehran in 2018, Iran has breached many of the deal's limits on its nuclear activities. It is enriching uranium to close to weapons grade.

The move was welcomed by Israel, which said it was a "first and necessary step towards the goal of restoring Iran's compliance with its safeguards obligations".

Iran said the cameras it has disconnected had been operating as a "goodwill gesture", outside its safeguard agreement with the IAEA.

Iran already announced it had disconnected some IAEA cameras monitoring its nuclear sites in anticipation of the watchdog's adoption of the Western-drafted censure motion Wednesday.

The motion -- the first to criticise Iran since June 2020 -- was approved by 30 members of the IAEA board of governors, with only Russia and China voting against it.

The resolution came after the Vienna-based IAEA raised concerns about traces of enriched uranium previously found at three sites Tehran had not declared as having hosted nuclear activities.

"The adoption of the resolution, which is based on the hasty and unbalanced report of the director general of the IAEA and on false and fabricated information from the Zionist regime (Israel), will only weaken the process of cooperation and interaction between the Islamic Republic of Iran and the agency," the foreign ministry statement said.

"Iran has taken reciprocal practical steps due to the non-constructive approach of the agency and the adoption of the resolution, including the installation of advanced centrifuges and the deactivation of cameras."

In a statement on Wednesday, Iran's Atomic Energy Organisation stressed that it was continuing to abide by the safeguard agreement with the IAEA.

"More than 80 percent of the agency's existing cameras are operating according to the safeguard agreement and will continue to operate just as before," it said.

Foreign ministry spokesman Saeed Khatibzadeh condemned the resolution in a tweet, insisting Iran has "the world's most transparent peaceful nuclear programme".

"The initiators are responsible for the consequences. Iran's response is firm &amp; proportionate," he said.

Iran struck a deal with major powers in 2015 setting limits to its nuclear activities in return for relief from international sanctions -- but the agreement has been in disarray since then US president Donald Trump abandoned the agreement three years later and reimposed sanctions.

In response, Iran began rolling back on its commitments under the deal from 2019.

Talks began in April last year on reviving the agreement through the lifting of US sanctions and Iran returning to full compliance but they have stalled in recent months.

The head of the UN's atomic watchdog on Tuesday said that the radiation levels at the Chernobyl power plant are “normal” and condemned the weeks-long occupation by the Russian forces.

International Atomic Energy Agency director-general Rafael Grossi told reporters Russia's weeks-long occupation of the site was "very, very dangerous", according to AFP.

"The radiation level, I would say, is at normal. There have been some moments when the levels have gone up because of the movement of the heavy equipment that Russian forces were bringing here and when they left," Grossi added.

The comments were made during the 36th anniversary of the Chernobyl disaster, which occurred as the result of a flawed reactor design that was operated with inadequately trained personnel.

Grossi was dispatched to Chernobyl Power Plant to help prevent the dangers of a nuclear accident amidst the ongoing conflict in Ukraine.

On Thursday, the UN agency said that the mission will “deliver vital equipment and conduct radiological and other assessments at the site”.

The site of the world’s worst nuclear disaster, the Chornobyl Nuclear Power plant, was under Russian occupation for five weeks before they handed it over to Ukrainian troops.

Responding to the claims, the IAEA had said it is working to determine the veracity of reports that Russian soldiers received high doses of radiation.In the years since the disaster, thousands have died due to radiation-induced cancers and illnesses.

The Chornobyl NPP continues to work on backup diesel generators and will be reconnected to the Ukrainian electricity grid in the morning, the statement said.

Earlier, the agency also informed that Ukraine's Zaporizhzhia NPP which is also under the control of Russia is not in a position to deliver the necessary spare parts, equipment, and specialized personnel to carry out planned repairs.

In a statement Tuesday, the UN watchdog said that the Chernobyl nuclear power plant is no longer sending data to them. The agency also expressed concern for staff operating under Russian guard at the Ukrainian facility.

Rafael Grossi, the chief of the International Atomic Energy Agency (IAEA), "indicated that remote data transmission from safeguards monitoring systems installed at the Chornobyl NPP had been lost", the agency said in its statement.

"The Agency is looking into the status of safeguards monitoring systems in other locations in Ukraine and will provide further information soon," it said.

By "safeguards," the IAEA refers to the technical measures it uses to regulate nuclear material and activities with the goal of suppressing the spread of nuclear weapons through the early detection of their misuse.

On February 24, Russia invaded Ukraine and seized Chernobyl, the site of a 1986 disaster that killed hundreds of people and spread radioactive contamination west across Europe.

Staff conditions were "worsening" at the site, the IAEA said, citing Ukraine's nuclear regulator.&nbsp;Over 200 technical staff and guards are trapped on the site, working 13 days straight since the Russians took over.&nbsp;

The defunct plant lies inside an exclusion zone that also contains decommissioned reactors and a radioactive waste facility.&nbsp;

A staff of more than 2,000 is still employed at the plant as it must be constantly managed to prevent another nuclear accident.

Russian authorities were urged to allow workers to rotate because regular shifts and rest were crucial to the site's safety.

"I call on the forces in effective control of the site to urgently facilitate the safe rotation of personnel there."

Since the Ukrainian regulator could only reach the plant via email, Grossi reiterated his offer to travel to the plant or elsewhere to secure from all parties "the commitment to safety and security" of Ukraine's power plants.
