Israel's Prime Minister Benjamin Netanyahu has said that if Lebanon's Hezbollah opened a second front in the ongoing war between Israel and Hamas, then he would bring devastation in southern Lebanon and turn Beirut into today's Gaza.

"If Hezbollah decides to open an all-out war, then with its own hands it will turn Beirut and southern Lebanon, which are not far from here, into Gaza and Khan Yunis," Netanyahu said.

The warning was issued by Netanyahu during his visit to the Israel Defense Force's (IDF) northern command's headquarters.

The northern command oversees units which have exchanged fire with Hezbollah along Israeli border with Lebanon in the weeks since the Hamas terror attack of October 7.

Praising the military reservists, Netanyahu said they have shown "great spirit in their readiness for battle."

Israeli PM Netanyahu threatens Hezbollah, says 'will turn Beirut into Gaza if...'

In a rare and unprecedented move, United Nations Secretary-General Antonio Guterres invoked Article 99 of the UN Charter on Wednesday (Dec 6). This decision is aimed at formally warning the UN Security Council about the global threat emanating from Israel's ongoing military operations in Gaza.

Guterres has been urging an "immediate humanitarian ceasefire" since October 18, but the Security Council has yet to adopt a resolution due to differences among its permanent members.

Understanding Article 99: A unique power for the Secretary-General

Article 99 is a distinctive provision within the UN Charter, granting the secretary-general a special and independent political tool.

The purpose is to issue warnings about new threats to international peace and security, focusing on matters not yet on the council's agenda.

By invoking Article 99, Guterres gains the right to speak at the Security Council without the need for an invitation from a member state.

In a letter addressed to the Security Council on Wednesday (Dec 6), Guterres expressed his deep concern over the council's continuous lack of action and the severe deterioration of the situation in Gaza.

He argued that the escalating crisis compelled him to invoke Article 99, marking the first time since he assumed the role of secretary-general in 2017.

The letter shed light the dire conditions in Gaza, with over 16,000 Palestinians dead and thousands more missing.

Guterres warned of a potential breakdown in public order, a collapsing humanitarian system, and the absence of effective protection for civilians.

Can Article 99 bring an end to the war?

Article 99 grants the secretary-general the authority to bring attention to threats, but it does not confer the power to force the Security Council to adopt specific resolutions.

The Security Council, as the UN's most powerful body, has the responsibility to maintain international peace and security.

If the council chooses to act on Guterres's advice and adopts a ceasefire resolution, it gains additional powers to ensure implementation.

These powers include the authority to impose sanctions or authorise the deployment of an international force.

However, Article 99 does not provide Guterres with the means to compel the Security Council to adopt resolutions. The veto power held by the five permanent members—China, Russia, the United States, the United Kingdom, and France—poses a significant challenge.

The ability to adopt a substantive resolution relies on unanimous approval or the abstention of the permanent members. The United States, Israel's chief backer, has previously vetoed a resolution, while Russia, which has been more critical of Israel, has blocked another.

Historical instances of Article 99

Article 99 has been invoked on only four occasions in the past:

Congo (1960): Secretary-General Dag Hammarskjold invoked Article 99, leading to the Security Council adopting Resolution 143, calling for Belgium to withdraw its troops. The Congolese war continued, with deepening crises in subsequent years.

East Pakistan (1971): Secretary-General U Thant cited Article 99 to seek the Security Council's intervention during the conflict in East Pakistan (now Bangladesh). The outcome and the extent of the invocation's use remain unclear.

Iran (1979): Secretary-General Kurt Waldheim used Article 99 during the Iran hostage crisis, but the hostages were held for 444 days until released after the Algiers Accords were signed in 1981.

Lebanon (1989): Secretary-General Javier Perez de Cuellar invoked Article 99 to call for a ceasefire in Lebanon's escalating civil war. However, the conflict continued despite the Security Council's call for a ceasefire.

The historical use of Article 99 has yielded mixed results, with limited success in achieving lasting peace. The tool, designed as a preventative measure, aims to deter conflicts from escalating.

However, in the current context of the Gaza conflict, Article 99 has been invoked after the situation has already escalated.

What has Israel's response been?

The effectiveness of Article 99 in influencing Security Council actions remains uncertain. The secretary-general's intervention, while facilitating discussions and encouraging compromise, does not fundamentally alter the political calculations of the Security Council's powerful members.

The veto power wielded by the permanent members, especially the United States, plays a pivotal role in shaping resolutions related to the Israel-Gaza conflict.

Israel's ambassador to the UN, Gilad Erdan, has criticised Guterres, accusing him of bias against Israel.

Erdan contends that Guterres's call for a ceasefire is, in reality, a call to maintain what he sees as "Hamas's reign of terror in Gaza."

As the conflict persists and diplomatic efforts unfold, the impact of Article 99 on the Security Council's actions will be closely monitored.

The tool's historical use suggests that while it can prompt discussions and resolutions, achieving lasting peace requires navigating the intricate dynamics of international relations and the complex geopolitics surrounding the Israel-Gaza war.

Explained | UN Chief Guterres activates Article 99: Can it bring peace to Israel and Gaza?

The death of IDF soldier Gal Eisenkot and the rising Israeli military casualties in Gaza reflect the harsh realities of the ongoing conflict. As Prime Minister Netanyahu continues his hardline stance, Israel faces a pivotal moment. The potential decision to engage in underground warfare in Gaza's tunnels or to employ unconventional methods like flooding poses significant risks. Amidst these challenges, the long-term viability of Netanyahu's aims, particularly against groups like Hamas and Hezbollah, remains a subject of intense debate, highlighting the intricate dynamics of West Asia politics.

UN chief Guterres speaks on the situation in Gaza

Iranian President Ebrahim Raisi, during his talks with Russian President Vladimir Putin in Moscow, accused the West of backing Israel's "genocide" against the Palestinians in Gaza.

Putin met Raisi in the Kremlin a day after visiting the United Arab Emirates and Saudi Arabia, where he had a discussion with leaders over the upsurge in violence in Gaza as well as in Ukraine along with the efforts carried out by Russian and OPEC to boost the prices of oil.

In their televised remarks, both leaders did not mention the growing military cooperation between the two countries, which has been a matter of concern for the United States, which claims that Iran is providing Russia with weapons to use in its war against Ukraine.

Putin stated that discussing the current situation in the Middle East, especially in the Palestinian territories, is the need of the hour.

Raisi responded via a translator: "What is happening in Palestine and Gaza is of course genocide and a crime against humanity." He said it was "even more sad" that this was supported by the United States and the West.

Iran has strongly voiced support for the Palestinian militant group Hamas, which is the ruling authority in Gaza, in its war against Israel. Russia has relations with all the key players in the region including Hamas and Israel, which it angered by hosting a Hamas delegation in Moscow in October.

Putin said that the sight of suffering and bloodied children in Gaza makes "tears come to your eyes", however, Western governments dubbed his remarks as hypocritical when Putin's forces have claimed the lives of thousands of civilians in Ukraine.

Earlier, the Kremlin said that Russia and Iran were developing relations, "including in the field of military-technical cooperation", but declined to comment on a suggestion by the White House that Iran may be considering providing Russia with ballistic missiles.

White House spokesman John Kirby on Wednesday dubbed the rapidly growing defence relationship as "worrisome".

Israel-Hamas war | Blinken: Gap between Israel's intent to protect civilians & casualties

The ongoing war in Gaza has given the world new reasons to help Egypt. Egypt appeared to be in serious danger of going bankrupt two months ago. There are now compelling new reasons for the world to step in and help.

Israel-Hamas war: Egypt rises amid war in Gaza

Founded in the chaos of the fifteen-year Lebanese civil war, Hezbollah is driven by its opposition to Israel and its resistance to Western influence in West Asia. So far, Israel and Hezbollah have stopped short of reviving the full-scale war they fought in 2006. A repeat of the 2006 scenario will force Israel's military to fight on two fronts, stretching its forces thin. Hamas and other Palestinian groups in the Gaza Strip have a variety of homemade or smuggled rockets at their disposal to use against Israel. Hezbollah can rain fire on targets throughout Israel, including with far more advanced and hard-hitting weaponry than what Hamas has been able to muster. In 2016, estimates put its arsenal at around 150-thousand rockets, a tenfold increase over the roughly 15-thousand that were said to be available ahead of the 2006 Lebanon war. That number has since grown even larger. Hezbollah also possesses short-range ballistic missiles, drones, and anti-ship missiles.

Israeli Prime Minister Benjamin Netanyahu traveled to Gaza for the first time since the start of the Israel-Hamas conflict on October 7. Reports state that Israeli soldiers were informed by Prime Minister Netanyahu during the visit that Israel would not give up until it prevails.

Hollywood celebrities are paying the price for taking sides in the Gaza war -- plastering their social media accounts with slogans such as "Free Palestine" or "I stand with Israel".

Israeli actress Gal Gadot, best known for starring in Wonder Woman, has expressed unyielding support for her country since October 7, when Hamas fighters burst out of Gaza, killing about 1,200 people, mostly civilians, and taking around 240 hostage, according to Israeli officials.

"I stand with Israel, you should too," she declared to her 109 million Instagram followers.

She has continued to regularly publish or share posts demanding that Hamas release the civilians it is holding -- earning her both approval and criticism.

Famous stars can generate equally strong admiration and repulsion from the public, especially if they comment on divisive issues.

Well before social media, boxer Muhammad Ali, the actor Jane Fonda and singer Bob Dylan were adored or hated over their opposition to the Vietnam War.

More recently the actors Ben Stiller, Angelina Jolie and Sean Penn showed their support for Ukraine by visiting the country, in moves that were approved by most of their Western fans.

But the Israel-Palestinian issue is more divisive than most, exposing celebrities to even fiercer backlashes.

Kylie Jenner, the half-sister of socialite Kim Kardashian, shared a pro-Israeli post with her 399 million Instagram followers shortly after October 7, which according to US media she deleted an hour later after being hit with insults.

The Oscar-winning actor Susan Sarandon was dropped by her talent agency in November for comments she made at a pro-Palestinian rally, for which she later apologised.

Melissa Barrera, star of the fifth and sixth instalments of the "Scream" franchise, was cut from the cast of the seventh by the producers, who said they had "zero tolerance for anti-Semitism and incitement to hatred".

The Mexican had denounced what she called "ethnic cleansing" in Gaza.

Celebrities who take sides in the conflict have "a lot to lose and little to gain", said Nicolas Vanderbiest, founder of the public relations firm Saper Vedere in Brussels.

Producers and sponsors have little appetite for mixing geopolitics and business, he said.

In this issue, two "extremely organised" communities are on the lookout, creating a "herd affect", Vanderbiest added.

Tom Cruise prevented his own agent from losing her job after she had referred to "genocide" on her Instagram account, according to the cinema trade press.

Celebrities could just stay quiet, but with this conflict there is "pressure to pronounce" and no immunity from criticism, said Jamil Jean-Marc Dakhlia, a professor of information and communication at Sorbonne Nouvelle University in Paris.

"Silence is seen as taking a position," Dakhlia said. "So we are in a situation where you are forced to take sides, and not necessarily with much nuance."

American singer and actor Selena Gomez, with 429 million Instagram followers, has been criticised for not taking a stronger stance on the issue.

Along with hundreds of others, including Hadid, singer Jennifer Lopez and actor Joaquin Phoenix, she took a middle road, signing a petition calling for a ceasefire and the safe release of hostages.

Earlier, hundreds of celebrities, including Gadot, had signed an open letter thanking US President Joe Biden for supporting "the Jewish people" and calling for the release of all hostages held by Hamas.

You and your sisters are antisemitic," said one comment, with many others expressing similar views. 50 Cent working on documentary on Sean Combs rape allegations Famous stars can generate equally strong admiration and repulsion from the public, especially if they comment on divisive issues. - Insults - But the Israel-Palestinian issue is more divisive than most, exposing celebrities to even fiercer backlashes. "So we are in a situation where you are forced to take sides, and not necessarily with much nuance." American singer and actor Selena Gomez, with 429 million Instagram followers, has been criticised for not taking a stronger stance on the issue. Very few signed both.
