Here is the full interview:

WION: How do you see army-to-army engagement between the Indian Army and the French Army?

Gen Pierre Schill: Thank you for welcoming me here. I'm very happy to be here for three days and when I met my counterpart General Manoj Pande, we had very ancient relations between our two armies, we have a very ancient relation between our two countries. You mentioned the great honour of welcoming President Macron here for the Republic Day and marching of the French unit in the opening of the parade this year, and this is a sign of those 25 years of strategic relationship between our two countries. Relation is at the strategic level, there is a way to feed this relation at the army level. So the armed forces and the relation between the two Navies or Air forces counterparts are well-known, but there is also a very important relation between our two armies.

WION: What are the key focus areas when you had a conversation with your Indian counterpart here in Delhi?

Gen Pierre Schill: The base of our discussions was about how to deepen and enhance the relation we had during the last years and for example, in 2023 we increased the relation. General Manoj Pande was in charge and I was too and we met in Paris one year ago when he came and I received him in Paris. So we decided to enhance this relationship. So we did some important common activities in 2023, including exercises. We had an Army Detachment on a French ship which came here last year and that was the time to make a very interesting exercise. So the base for our discussions was to agree that we must go on further in quantity, but also in quality, for some common exercises, some exchanges of staff members, and also some talks about doctrine or exchange of experience, Army experience.

WION: So you pointed out to various exercises which have been happening between the Indian side and the French side, there are upcoming exercises as well - the Shakti exercises, which will take place in the month of May, if you can elaborate what will be the focus area, the participation at the French level with the Indian side?

Gen Pierre Schill: Yes...every two years we are doing those Shakti exercises and we try to do it once in France and once in India. So in 2024, it will be an exercise in India, here. The place is at the moment still [being] discussed, but what I know is that we will have about 100 French soldiers and we will come and do common exercise with the Army but also with some participation from the Air Force. And we will do an exercise at battalion level. That means we will try to increase the level of the exercise every year. The interest here is mutual knowledge. It is also the tactical theme we will make but it is also an exchange of military knowledge of our soldiers because our two armies are active armies that are really prepared for fight. And so that's sure from my side, regarding the fact that my soldiers will be able to know and learn from soldiers here, really efficient and famous with a famous military skill of the Indian Army.

WION: We saw the French contingent at the Republic Day Parade, which was symbolic of the India-French relationship. We also saw the Indian contingent at the Bastille Day parade as well. Symbolic of the relationship. How do you see the participation of these contingents? The French contingent marched on Republic Day, which was seen across the world and tweeted by the French president as well.

Gen Pierre Schill: I was lucky to be in the Champs-Élysées on Bastille Day, when Prime Minister [Narendra] Modi came and when three Armed forces contingents, from Air Force, Navy and Army were opening the parade. It was great. When French remember Bastille Day of 2023 they have in sight the parade of the Indian detachment. I think this is very important, our relation is a strategic relation, fed by the military relation. So having some Indian units on Bastille Day and Prime Minister Modi coming and this year having our President on the Republic Day and those French units marching with the Indian Army are very symbolic and very important symbols of this relation between our two countries.

WION: Sir, your three-day visit was not just about the meeting but also about your travels. You saw the firing as well, the artillery firing in Rajasthan. What do you make out of that? Your conversation as well, your addresses as well and any specific comments on India's make in India projects.

Gen Pierre Schill: I was very impressed during the last three days by all that I've seen. I've met...the higher [officials] responsible of the Army, of course General Pande, but also the Vice Chief of Air force, Vice Chief of Navy and some units on the ground including a demonstration of shooting, long-range artillery Indian shooting. I was very impressed at all levels because of the professionalism of the Indian Army, the quality of their equipment and as you mentioned, make-in-India equipment with the ambition to have real strategic autonomy. And I value this a lot because this is very close to the French view of strategic autonomy, freedom of decision, support of a world in which the rules are the normal way to cope with the relations between states. And I think this is the heart and the base of our relationship and what we military, we need to keep possible for our politicians. That means supporting this view of our two countries but very, very impressive Indian Army and I will have a lot to think about coming back to France.

France has expelled a Tunisian Muslim cleric Mahjoub Mahjoubi due to what Interior Minister Gerald Darmanin described as "radicalism" and remarks deemed "unacceptable". The employees working at the Eiffel Tower walked out, on Monday (Feb 19) amid a dispute over the management of the monument and demanded a salary increase proportional to revenue from ticket sales.

The workers have also demanded better maintenance of the 135-year-old tower which is reportedly starting to show traces of rust on some of its ironwork.

A report by the French newspaper Le Monde said that the iconic tower has not been repainted for 14 years, rather than the usual seven, while other repair work is also falling behind schedule.

Deal struck between Eiffel Tower operator and staff

The Eiffel Tower’s operator, Société d'Exploitation de la Tour Eiffel (SETE), said that a deal was struck between the workers’ union and the organisation, on Saturday (Feb 24), “under which the parties will regularly monitor the company’s business model, investment in works and revenue through a body that will meet every six months.”

As both sides aim to balance their books by 2025 they have also agreed to invest around 380 million euros ($412 million) up to 2031 toward maintaining the tower, said the SETE in a statement.

The strike came after the Confédération Générale du Travail (CGT) union said that workers had decided to strike over the Eiffel Tower operator’s business model.

The powerful French union claimed that SETE’s model was based on an inflated estimate of the number of future visitors and an underestimation of the cost of maintenance and renovation of the Eiffel Tower.

The strike that began less than a week ago was the second walkout in two months ahead of the 2024 Olympic Games this summer which will be hosted in the French capital city of Paris.

Impact of strikes on visitors

According to the Eiffel Tower’s website, the Parisian monument hosts approximately seven million visitors per year and around 25,000 people every day. The strikes also led to thousands of cancellations of tickets which tourists book months in advance.

SETE extended apologies to visitors, who booked their tickets months in advance, caught in the strike action which reportedly led to the loss of some 100,000 admissions. The operator said visitors who bought tickets between February 19 and 24 will get refunds.

Last week, Paris deputy mayor Emmanuel Grégoire said extended closures during the COVID-19 pandemic deprived the landmark of 130 million euros ($141 million) in revenue.

A fire erupted at a battery recycling facility in southern France, engulfing approximately 900 tonnes of lithium batteries and releasing thick black smoke into the sky, Reuters reported citing local authorities on Sunday.

The fire, which broke out in a warehouse owned by French recycling group SNAM in Viviez, north of Toulouse, has raised concerns about potential environmental and health hazards posed by the burning batteries.

"This incident underscores the potential dangers associated with lithium batteries, given their combustible nature and the toxic materials they contain," Reuters quoted the local councillor Pascal Mazet as saying.

Lithium batteries, integral to various electrical devices including smartphones and electric vehicles, are known to pose fire risks when exposed to heat, raising alarms about the environmental and health implications of the ongoing fire.

In a similar incident in January 2023, a massive fire erupted at a warehouse storing car components and thousands of lithium batteries in Normandy, although authorities managed to contain the blaze without causing casualties.

Despite assurances from firefighters regarding the absence of dangerous air pollution, concerns persist about the potential release of toxic materials into the environment as a result of the ongoing fire at the Viviez facility.

According to reports, thick smoke billowed over the Viviez site, with up to 70 firefighters deployed to combat the inferno, as depicted by French media.

While efforts to control the fire are underway, local official Charles Giusti emphasised that residents living in proximity to the plant face no immediate danger.

However, the slow-burning nature of the fire is expected to prolong firefighting efforts over the coming hours, posing logistical challenges for emergency responders.

A security note for the site warns of potential emissions of cadmium, a highly toxic substance, in the event of a major fire.

While acknowledging the environmental risks posed by toxic fumes, the note assures residents that immediate health hazards are unlikely given the factory's environment and the behaviour of emitted fumes.

France's economic trajectory has taken a downward turn. Finance Minister Bruno Le Maire announced a revised growth forecast for 2024, slashing it from 1.4% to 1% due to multiple factors.

France lowers 2024 GDP growth forecast amid global uncertainty

In reaction to rising uncertainties on a worldwide scale due to conflicts in Ukraine and Gaza, coupled with economic slowdowns in crucial trading partners like Germany and China, France has reduced its 2024 GDP growth forecast to 1 per cent, lower than the initially anticipated 1.4 per cent.

French Finance Minister Bruno Le Maire revealed the modification in an interview with TF1, emphasising the necessity to navigate through a shifting geopolitical landscape affecting economic prospects.

"It's a growth prediction that stays positive, but considers the new geopolitical surroundings," Reuters quoted Finance Minister Le Maire as saying.

The updated projection reveals worries about ongoing conflicts, interruptions in maritime transport, and sluggish economic performance in critical markets, necessitating strategic adjustments to fiscal measures.

To deal with economic headwinds and sustain fiscal stability, the French government outlined action plans, including spending cuts totalling 10 billion euros across numerous departments and agencies.

Minister Le Maire stressed that while there would be no tax increases or decreases in social security payments, all governmental entities would be mandated to contribute to the austerity measures.

The advised cuts incorporate reductions in operating expenses for ministries, adjustments in public policies, and budgetary trims for state operators.

Added to this, Minister Le Maire confirmed that the government is looking to achieve its objective of reducing the 2024 state deficit to 4.4 per cent of GDP.

He pointed out the likelihood of introducing a supplementary budget in the summer, depending on economic conditions and political evolvements, to guarantee alignment with long-term fiscal objectives.

The government aims to progressively narrow the fiscal shortfall in the approaching years, intending to fall below the EU-mandated ceiling of 3 per cent by 2027.

The downward modification in France's growth forecast aligns with recent corrections made by renowned international bodies, including the European Commission, the OECD, and France's statistics agency INSEE.

The European Commission, in particular, cut its 2024 GDP growth outlook for France to 0.9 per cent, representing a decrease from the initially estimated 1.2 per cent in November, mentioning current economic challenges within the Eurozone.

Similarly, the OECD decreased its growth forecast for France to 0.6 per cent, showing widespread worries over sluggish economic recovery.
