India's fertiliser imports from Russia surged 246 percent&nbsp;to a record 4.35 million metric tons in the 2022/23 financial year ended on March 31 as suppliers gave discounts to the global market price for DAP, urea and NPK fertilisers.

Russia's aggressive selling last year eroded the Indian market share of other fertiliser exporters including China, Egypt, Jordan, and the United Arab Emirates.

"Russian companies were offering DAP at discounts of as high as $80 (per ton). However, now they are not offering discounts of even $5," said another Indian company official.

The current price of Russian DAP is approximately $570 per ton on a cost and freight (CFR) basis for Indian buyers, which is the same price offered to other Asian buyers, said a Russian industry official.

Global fertiliser prices have been surging over the past two months, making it challenging for Indian companies to accumulate stocks for the upcoming winter season when demand for DAP rises for the wheat crop, said an official from a Mumbai-based fertiliser company.

Russian sellers stop fertiliser discounts to India: Report

A UN official on Friday (November 18) said she hoped that a shipment of Russian fertiliser exports to Malawi would lead to a further easing of a 300,000 tonne backlog in European ports, as the global body works to address Russian concerns that have threatened a Black Sea grains export deal.

A deal aimed at addressing global food shortages by helping Ukraine export its agricultural products from Black Sea ports was extended for four months on Thursday, though Russia said its demands were yet to be addressed.

"We are really very pleased on the extension of the Black Sea grains initiative....," Rebeca Grynspan, Secretary-General of the UN Conference on Trade and Development (UNCTAD) told a media briefing in Geneva. "But we have said very clearly that we are still not where we want to be, there is still work to be done and especially on fertilisers."

Moscow won guarantees for its own grain and fertiliser exports as part of the July agreement&nbsp;brokered by the United Nations and Turkey. But it has complained that its shipments, though not directly targeted, are constrained by sanctions.

Grynspan, who is in charge of the fertiliser negotiations, said that she hoped a shipment set to sail from the Netherlands on Nov. 21 to Malawi via Mozambique would serve as a model for future exports and that work was going on for another humanitarian cargo to be sent to West Africa.

In the same briefing, she voiced optimism that Russia and Ukraine could agree to the terms for resuming exports of Russian ammonia via a pipeline to the Black Sea. The export of ammonia, a key ingredient in fertiliser, was not part of Thursday's renewal.

Grynspan also said that the U.N. would be aiming for a longer renewal period of the Black Sea Grains deal, beyond the 120 days agreed on November 17.

UN plans further Russian fertiliser exports to Africa, upbeat on ammonia pipeline

On Thursday, Moscow pleaded with the United Nations, which sponsored a deal to release Ukraine's grain supplies from a Russian blockade of its Black Sea ports, to assist in carrying out the accord's provisions aimed at easing Russia's food and fertiliser exports.&nbsp;

Following a four-day hiatus, Russia rejoined the programme on Wednesday, releasing pressure on food prices and allaying concerns about a potential new global food crisis.&nbsp;

Moscow has made it clear that it does not believe enough has been done to ensure that it can export its own enormous food and fertiliser output despite the barrage of Western sanctions imposed in reaction to its invasion of Ukraine. The agreement is set to expire on November 19.

"We still do not see any results regarding a second aspect: the removal of obstacles to the export of Russian fertilisers and grain," Foreign Minister Sergei Lavrov told a news conference in Amman, Jordan.

"We have once again called on the United Nations Secretary-General to ensure that he fulfils the obligations he agreed to through his own initiative," Lavrov added. He said the situation needed to be resolved "in the very near future".

"If we're talking about the volumes of fertilisers and grain in question, then these volumes from the Russian side are incomparably higher than from the Ukrainian side."

Although Russian agricultural exports are not specifically targeted by sanctions imposed by the US, EU, and other parties, Moscow claims they are severely hampered by the limitations placed on its financial, logistics, and insurance sectors.&nbsp;

Moscow has not expressly committed to prolonging the initiative, which was mediated by Turkey and the United Nations, and was agreed upon in July for a 120-day period.&nbsp;

Russia had halted its participation following an attack on its Sevastopol naval port in the Crimea, but on Wednesday it rejoined the agreement after receiving little in return and pledging that even if it withdrew once more, it would not obstruct Ukrainian exports to Turkey.

Global urea prices this month topped $1,000 per tonne for the first time, according to BMO Capital Markets. Russia and China have curbed exports.

In the United States, nitrogen fertilizer supplies are adequate for applications before winter, said Daren Coppock, CEO at US-based Agricultural Retailers Association. Applying fertilizer before winter reduces farmers' spring workload.

But with prices so high, some farmers are delaying purchases, risking a scramble for supplies during their busiest time of year, Coppock said.

Global nitrogen fertilizer sales were worth $53 billion in 2020, and prices are at least 80 per cent&nbsp;higher so far this year, according to Argus Media.

Normally, MKC, a Kansas farm cooperative, sells fertilizer to farmers for payment up front with delivery months down the road, giving growers certainty about a key expense.

With prices soaring, MKC has scaled back its pre-paid sales out of caution.

"You just don't know what the price is going to be. It has put a lot of retailers in a tough spot," said Troy Walker, MKC's director of retail fertilizer.

Delaying fertilizer purchases until spring runs the risk of further supply chain congestion as farmers rush to apply fertilizer and plant seed during a tight window.

"There's going to be a lot of people who wait and see," Coppock said. "(But) if everybody's scrambling in the spring to get enough, somebody's corn isn't going to get covered."

Wisconsin farmer Jim Zimmerman decided to bite the bullet and secure all his fertilizer for spring, this year.

"It's next year's prices I'm worried about," Zimmerman said. "It could get worse."

Nutrien Ltd, the largest U.S. farm supplier, has secured less nitrogen fertilizer than usual for spring delivery because manufacturers are making less available, said Jeff Tarsi, the company's senior vice president of retail. Sales to farmers are likely to occur closer to spring than usual, he said.

The one nitrogen product that is running short in North America is urea ammonium nitrate (UAN), said Kreg Ruhl, crop nutrients manager at Illinois-based farm cooperative Growmark. UAN is a liquid form that is convenient for farmers to apply.

The US&nbsp;International Trade Commission is conducting an anti-dumping investigation into UAN from Russia and Trinidad and Tobago, at the request of US&nbsp;producer CF Industries.

Importers are reluctant to book shipments into 2022, because they may have to pay retroactive duties if CF wins its case, Ruhl said.

Farmers could reduce their fertilizer needs by planting more soybeans and less corn, but there is little evidence many plans to do so.

The US&nbsp;Department of Agriculture forecast US&nbsp;corn plantings would decline to 92 million acres in 2022, from 93.3 million in 2021.

Waiting until spring to buy fertiliser could disappoint some farmers, said Matt Conacher, senior fertilizer manager at Federated Cooperatives Limited, a Canadian wholesale seller.

"My advice is, if you can get your fertiliser now, do so."

The Government has also decided to buy fresh stocks from the same company in a bid to stop the diplomatic spat with China; one of the biggest investors in Sri Lanka’s development and economic plans.

In such a backdrop - Sri Lanka turned to India for help to obtain imports of nano nitrogen fertiliser for farmers to kick start their cultivations.

Yet, State Minister of Organic Fertiliser Production and Agriculture Shasheendra Rajapaksa has recently said his Ministry has no involvement in importing nano nitrogen fertilisers and that the Ministry of Agriculture is the only party involved in the importation of nano nitrogen fertiliser.

However, on 18th November, the Minister of Agriculture Mahindananda Aluthgamage stated that his ministry did not take any action regarding the nano nitrogen imports; it was in fact the Ministry of Fertiliser that was overseeing the Indian imports.

Earlier this year, the Sri Lankan government led by President Gotabhaya Rajapaksa decided to impose a ban on the use of chemical fertiliser in a bid to move to more sustainable and greener methods of agriculture.&nbsp;

This had sparked months-long protests across the island, with farmers lamenting that they are unable to produce cultivations with organic fertiliser, with many still awaiting fertiliser and are well behind schedule for the ongoing Maha season.&nbsp;&nbsp;

In a major step back from the stringent policy to move to only using organic fertiliser, permission was granted yesterday to import quality plant nutrients, including urea once again.

Secretary to the Ministry of Agriculture Prof. Udith K. Jayasinghe, while admitting that the country’s sudden move to shift to organic fertiliser had in fact done more harm than good, said that the decision was reached following a risk management plan made by a group of agronomists and experts to President Gotabaya Rajapaksa.

However, this claim was once again refuted by the minister of Agriculture Mahindananda Aluthgamage yesterday, who said that the government has so far not decided to allow the importation of chemical fertilisers for paddy and vegetables.

Blame game on contaminated fertiliser continues; Sri Lanka govt backtracks on greener agriculture move

As farmers rush to plant rabi winter crops as chill sets in northern India, several states across the country are reporting a massive shortage of fertiliser, threatening to disrupt their planting season.

Several states like Rajasthan, Punjab, Haryana, Karnataka and Uttar Pradesh are facing a severe shortage of fertilizers mainly of Di-ammonium Phosphate (DAP), according to media reports.

DAP is a preferred fertiliser containing nitrogen and phosphorus that are the primary nutrients for crops. It is used before the sowing season arrives.

The government provides subsidies for farmers by compensating the companies that sell fertilisers at market rates.

Farmers primarily plant mustard, potato, garlic, chickpea, red lentil, green peas, cumin and coriander during October, when the winter starts to set in northern India. The peak demand for fertilisers comes during the November-December period, when rabi crops wheat and onion are sown.

Several videos have emerged on social media showing hundreds of farmers standing in long queues, with some of them claiming they had been waiting for hours for a sack of fertilizer.

Meanwhile, the government has denied any shortage of fertiliser.

Terming the reports of a fertiliser shortage as “rumours”, Union Chemicals and Fertilisers Minister Mansukh Mandaviya appealed to farmers not to “hoard” fertilisers.

Last week Punjab’s Agriculture Minister Randeep Singh Nabha had met Mandaviya and raised the issue of shortage of fertilisers in the state.

Mandaviya assured to supply 10 rakes of DAP, five rakes of NPK (complex fertiliser) and two rakes of single super phosphate to the state.

Earlier, Union Agriculture Minister Narendra Singh Tomar blamed the shortage of DAP fertiliser on fluctuations in international prices.&nbsp;

“There is a slight shortage of DAP fertiliser because we import it and the prices have also gone up. When DAP prices had increased in the last season, Prime Minister Narendra Modi took a decision to provide it at a subsidised rate of Rs 1,200 per bag to reduce the burden on farmers. Now, prices have increased globally and it has been decided that the fertiliser would be provided at a subsidised rate of Rs 1,650 per bag,” he said.

Shortage of fertiliser poses fresh problems for Indian farmers ahead of sowing season

Sri Lanka had barred shipment of Chinese organic fertiliser after it was found to be contaminated with bacteria, a development that has miffed Beijing which was quick to blacklist People’s Bank of Sri Lanka in a quid pro quo move. The People's Bank is the second largest commercial bank in Sri Lanka.

Indian supplies reached on two Indian Air force Globemaster aircraft on Thursday, which was Diwali day. The supplies were requested by Sri Lankan government.

A release by the Indian high commission in Colombo said, "the deployment was essentially to support the government of Sri Lanka's initiative towards organic farming and to expedite availability of Nano Nitrogen fertiliser to the Sri Lankan farmers".

The C17 aircraft operations were coordinated in close liaison with Sri Lanka Air Force.

The Indian mission pointed out that the close coordination between the two services led to the "quick deployment....and expeditious disembarkation" of IAF aircraft.

The Indian crew was received by Chief of Staff,&nbsp;Sri Lanka Air Force AVM Prasanna Payoe.

This is not for the first time that New Delhi has reached out to Colombo as part of its "Neighbourhood First' policy" and 'First Responder' in the region.

Indian Navy and Coast Guard have promptly responded to several crises in Sri Lanka such as containing the fire onboard MT New Diamond and MV XPress Pearl.

India also sent 100 T Liquid Medical Oxygen during the fourth wave of Covid pandemic via INS Shakti.

Seeking to allay concerns, Chemicals and Fertilisers Minister Mansukh Mandaviya on Monday said there will be more than adequate supply of crop nutrients, including urea and DAP, in November, and urged farmers not to hoard the commodities on rumours of shortage.

He asked state governments to take strict action against hoarders and those engaged in black marketing.

Through a video message posted on Twitter, the minister said he held a meeting with officials of the Department of Fertilisers to review the availability of fertilisers across the country. The sowing of rabi (winter-sown) crops, including wheat and mustard, has already started from last month.

Dispelling the rumours of shortage, Mandaviya said the department has made plans to make available 76 lakh tonnes of urea for November as against the demand of 41 lakh tonnes by states.

Similarly, he said 18 lakh tonnes of DAP (di-ammonium phosphate) has been made available as against the projected demand of 17 lakh tonnes. As much as 30 lakh tonnes of NPK nutrients will be supplied this month as against the demand of 17 lakh tonnes.

"The government has made arrangements to supply more fertilisers than required in November. Hence, I appeal to all farmers not to get carried away by rumours of shortage and request not to hoard fertilisers," Mandaviya said.

The minister said he has got information from various states about the black marketing of fertilisers.

The government is making available fertilisers, namely urea and 24 grades of P&amp;K (phosphatic and potassic) fertilisers, to farmers at subsidised prices through manufacturers/ importers.

The subsidy on P&amp;K fertilisers is being governed by the NBS (nutrient-based subsidy) scheme with effect from April 2010.

In the case of urea, the Centre has fixed the maximum retail prices and reimburses the difference between the MRP (maximum retail price) and production cost in the form of subsidy.

Last month, the government announced a net subsidy of Rs 28,655 crore on P&amp;K fertilisers to ensure that farmers get nutrients at affordable prices during the rabi sowing season.

The Cabinet Committee on Economic Affairs (CCEA) approved the NBS rates for P&amp;K fertilisers for the October 2021-March 2022 period.

Under the NBS, the per-kg subsidy rates of N (nitrogen) has been fixed at Rs 18.789, P (phosphorus) Rs 45.323, K (potash) Rs 10.116 and S (sulphur) at Rs 2.374.

A Commercial High Court has banned any payment to Qingdao Seawin Biotech Group Co., Ltd for the 96,000 tonnes of fertiliser, an official statement added.

Authorities halted the $42 million deal last month, but reports said the cargo had still been shipped and was due in Colombo. The location of the ship has not been revealed.

Sri Lanka Ports Authority said the agricultural ministry ordered them on Saturday to prevent the unloading of the fertiliser in any port and to turn away the Chinese vessel.

Sri Lanka originally ordered the organic fertiliser from China as part of its efforts to become the world's first 100 percent organic farming nation.

The organic plant nutrients from China were meant to replace the phased-out chemicals during the main rice cultivation season that started October 15.

Responding to an opposition question raised on the ongoing fertiliser crisis, he said the National Plant Quarantine Service had approved the fertiliser from India.

"If there is a delay, a decision has been reached to import the nano-nitrogen fertilizer from India using air freight," Aluthgamage said.

The opposition had questioned the Minister as to how the government was going to solve the problem of farmers who are waiting for fertiliser to start the major cultivation season.

The government had to drop the plans to import the Chinese organic fertiliser after scientists, activists, and political parties strongly objected the move following the detection of a harmful microorganism identified as 'Erwinia'&nbsp;on September 17.

Sri Lanka halted a 96,000-tonne shipment of fertiliser from China on Wednesday citing quality issues, undermining the island's plans for the world's first fully organic farming sector.

Agriculture minister Mahindananda Aluthgamage stopped the cargo of organic fertiliser as samples showed harmful bacteria, his office said in a statement.

In May, the government banned the import of chemical fertiliser, part of an ambitious drive to go fully organic.

The organic plant nutrients from China were meant to replace the phased-out chemicals during the main rice cultivation season, starting early October.

"The minister decided not to import the organic nitrogen fertiliser from China to be used in the 'Maha' (big) cultivation season," the statement said.

"When we tested the fertiliser samples sent by the Chinese supplier, we found in them bacteria that is harmful to the soil," it quoted the minister as saying.

The ministry said it would "focus on somehow providing fertiliser requirements of farmers".

Officials said the cargo was ready to be shipped to Sri Lanka when the government decided to cancel the order, worth an estimated $42 million.

The government had offered subsidies to local farmers to produce their own compost, but they failed to meet demand -- hence the Chinese imports, officials said.

President Gotabaya Rajapaksa came to power in 2019 promising subsidised foreign fertiliser, but did a U-turn arguing that agro chemicals were poisoning people.

His administration has denied that the ban on chemical fertiliser, herbicides and pesticides is because of a foreign exchange shortage, maintaining that it is committed to healthier agriculture.

As it battles the acute shortage, it has halted other imports, including vehicles and spare parts.

Farmers of rice -- the main foreign exchange-earning export commodity, along with tea -- have warned crops could be halved without chemicals.
