Pyongyang, North Korea
North Korea on Thursday lashed out at "reckless provocation" by the United States and its allies for criticising Pyongyang's support for Russia's war in Ukraine, including the deployment of troops.
In a statement carried by the official Korean Central News Agency, a foreign ministry spokesman said the 10 nations and the European Union (EU) were "distorting and slandering" Pyongyang's "normal cooperative" ties with Moscow.
Pyongyang has sent thousands of troops to reinforce Russia's war effort, including to the Kursk border region, where Ukrainian forces seized territory earlier this year.

On Monday, those nations and the EU said North Korea's growing involvement in the war in Ukraine in support of Russia constituted a "dangerous expansion of the conflict, with serious consequences for European and Indo-Pacific security".
The foreign ministers of Australia, Canada, France, Germany, Italy, Japan, South Korea, New Zealand, the United Kingdom, the United States and the high representative of the European Union signed the statement, released by Washington.
"We urge the DPRK to cease immediately all assistance for Russia's war of aggression against Ukraine, including by withdrawing its troops", the statement said.

But Pyongyang's foreign ministry fired back, with the spokesman offering its "serious concern and protest, denouncing and rejecting in the strongest terms the reckless provocation of the US and its vassal forces".
North Korea said the "madness" of the response by "hostile forces" indicated that the increased cooperation between Pyongyang and Moscow was effectively "deterring the US and the West's ill-intended extension of influence".
It did not specifically mention its troop deployment alongside Russian forces, only saying the war in Ukraine "has been prolonged" by what it called the "adventuristic military policy and policy of exclusive alliance" of Washington and its allies.
North Korea "will firmly safeguard its legitimate right as a sovereign state, put no restrictions on exercising it and continue to make crucial efforts to preserve regional and global peace and security", the statement carried by KCNA said.

The European Union has launched a €10 billionn (£8.3 billion) space programme called Iris2, aiming to build a network of 290 satellites to compete with Elon Musk’s Starlink. This ambitious project is designed to strengthen Europe’s control over its communications and offer secure connections for governments and military operations amidst rising cybersecurity threats.
“This is a big step towards Europe’s sovereignty and secure connectivity,” the EU said in a statement about the launch.

A ‘Mega Constellation’ for secure connections

Using advanced technology, Iris2 will provide a system equivalent to 1,000 satellites, operating in both medium Earth orbit and low Earth orbit. This will ensure widespread coverage for defence, internet services, TV, weather updates, and border surveillance across Europe.
Leading European companies like Airbus Defence and Space, Thales Alenia Space, and Telespazio will be key contributors to the project.

Geopolitical challenge

The Iris2 project aims to meet Europe’s long-term satellite needs, which have become more urgent due to events like Russia’s invasion of Ukraine and cyberattacks in Europe.

UK chooses to stay out

The UK, once part of the EU’s Galileo satellite programme, has opted not to join Iris2. EU officials confirmed that Britain has made no move to participate in the project, despite shared concerns about defence and cybersecurity.
“So far, we have not seen any interest from our UK partners,” an EU official said, responding to questions about potential UK involvement, even with Labour leader Keir Starmer’s promise to improve EU-UK relations.
Since Brexit, the UK has been working on its satellite efforts. In August, the UK launched its Tyche Earth-imaging military satellite, and another satellite, Juno, is planned for 2027 to enhance surveillance and intelligence capabilities.

Iris2 is the EU’s third major satellite programme, following Galileo and Copernicus. It reflects Europe’s growing focus on protecting its communication systems and reducing reliance on other global players.
The first government and commercial communications through Iris2 are expected to start by 2030. With this initiative, the EU is taking a firm step towards greater independence and improved cybersecurity in an increasingly competitive global tech arena.

Asian automakers are hoping for help from the European commission to pare back its car CO2 emissions policies, which have come under mounting pressure from carmakers, national governments, and the European People's Party (EPP), the European Parliament's largest political group. Firmly opposed to rollbacks, climate policy chief Wopke Hoekstra said Thursday.

"No. Asked at an industry event in Brussels if the Europeans would change their regulations, the answer is no," Hoekstra told Reuters in an interview.

Europe's auto sector is in crisis, with electric vehicle (EV) demand lagging, intense competition from Chinese manufacturers and concerns for thousands of jobs, EPP said this week in launching a campaign to ease CO2 rules. The efforts join calls from industry groups and officials for regulatory relief.

Relief for automakers from meeting CO2 limits of 2025, which many manufacturers stand to fail, is the first of the EPP’s demands. The European Automobile Manufacturers Association (ACEA) says such penalties could amount to up to €15 billion (USD 15.8 billion), and it warns they could undermined EV investment.

But despite these concerns, the European Commission has said that such strong emissions rules are necessary to deliver legal climate obligations and bring certainty to investors.

The fears of financial penalties were dismissed by Hoekstra, who noted that manufacturers had already managed to offset fines under past targets. Volkswagen, for instance, narrowly surpassed limits in 2020 and thus avoided steep penalties.

The EPP has presented the new regulations with a flexible approach: The CO2 limits would have a three-year compliance window. That would allow automakers to get around missing next years targets without the threat of fines in the immediate but by making it up by 2027.

But the car sector in Europe faces big challenges, from lacklustre EV sales to stiff competition from Chinese rivals. But Hoekstra's stance represents the EU's determination to cling to its climate agenda at odds with industrial competitiveness.

The debate over CO2 regulations highlights a broader struggle between achieving green objectives and addressing economic realities in Europe’s automotive industry.

Estonia bats for India-EU Free Trade Agreement

The European Union has shared evidence with the Indian government about Indian entities violating G7 and EU sanctions on Russia. The evidence was shared during the EU Sanctions Envoy's visit to India earlier this year, with Brussels hoping that India will take action against the entities given that India has the 'means'. Delhi has sought more information on the evidence provided.

David O’Sullivan, EU Sanctions Envoy, said, "I travelled to India in October 2024 for the second time to discuss with Indian authorities systemic solutions to stop the illicit flow of Common High Priority items to Russia. Several third countries I visited have put in place specific mechanisms to solve this issue."

He explained, "Russia’s brutal and illegal invasion of Ukraine is existential for the EU. We will continue to disrupt the activities of the Russian military-industrial complex by shutting down illicit procurement networks on a constant basis.”

It is learnt that the EU is currently negotiating its 15th package of sanctions against Russia. This package will consist of listings of vessels part of the Shadow Fleet and entities that have been supplying ‘battlefield items’ to Russia.

EU sources said, “Two entities based in India are subject to specific export restrictions: Si2 Microsystems Pvt Ltd and Innovio Ventures. The EU will continue to work with Indian authorities to find a systemic solution to stop sanctions circumvention of Common High Priority goods to Russia.”

Sources pointed out, "These items are used to make Russian military equipment more precise and therefore more lethal. The EU already listed hundreds of entities part of the Russian military-industrial complex as well as actors based in third countries that have been actively undermining the EU sanctions framework."

The G7 and EU imposed sanctions on Russia in the aftermath of the Russia-Ukraine war that started in 2022. The sanctions are aimed at degrading Moscow's capacity by restricting access to technologies, industrial inputs, and financial systems. These sanctions include freezing assets, banning certain exports, and prohibiting imports like diamonds, metals, and oil products, targeting Russia's economic sectors critical to its military operations.

India's official stance is that it doesn't follow G7 and EU sanctions and opposes any unilateral sanctions that haven't been approved by the UN, but the EU hopes that action can be taken by Delhi on the entities ahead of the India-EU summit next year. Delhi shares close and historic ties with Moscow and sees Russia as an important partner in its quest for natural resources and Make in India defence policy.

Since the 2022 war, Russia has increased its engagement with Asian giants like China and India, who in turn have increased imports of Russian energy, like crude oil. Since the war, India has increased the import of Russian crude oil, and the trade between the two countries stands at USD 65.4 billion for the financial year 2023-24 with a growth rate of 32.5% year on year.

Earlier this year, the United States had imposed sanctions on several Indian entities for their alleged support to Russia's military-industrial base. India has underscored that its legal and regulatory frameworks on trade and non-proliferation are robust, and these actions by Indian entities do not violate Indian laws.

The Ministry of External Affairs spokesperson Randhir Jaiswal had said, "Our understanding is that the sanctioned transactions and companies are not in violation of Indian laws. Nevertheless, in keeping with India's established non-proliferation credentials, we are working with all the relevant Indian departments and agencies to sensitise Indian companies on applicable export control provisions."

Georgia PM threatens to punish protesters as court rejects bid to annul vote

Georgian Prime Minister Irakli Kobakhidze said on Monday (Dec 2) that the violent protests triggered after he announced a halt to negotiations on the country's joining of the European Union, would not bring about a revolution.

"I remind everyone that there will be no revolution in Georgia," Kobakhidze said.

He further accused the opposition of arranging funds for the "Ukraine-style pro-EU uprising" from abroad, and went on to slam the Western countries for not denouncing the "organised violence" staged by the demonstrators the way they were denouncing the strong force deployed by the police in the Black Sea nation.

Earlier on Monday, protesters and police clashed in Georgia's capital as resistance to the government's decision to suspend the EU membership talks continues to intensify.

Tensions have been escalating in Georgia after the announcement on Thursday (Nov 28) that the government would stall the EU talks for four years.

The pro-EU demonstrators took to the streets and engaged in skirmishes with the police.

The protesters on Sunday night gathered in Tbilisi and launched fireworks at the police, who retaliated with volleys of water cannons.

This also comes after the governing Georgian Dream party claimed victory in the parliamentary elections held on October 26, which, according to the pro-European opposition, were fraudulent.

Georgia's opposition is boycotting the new parliament, citing concerns over the legitimacy of the elections.

Meanwhile, pro-EU President Salome Zurabishvili asked the constitutional court to nullify the election results, declaring the newly formed government and the new legislature "illegitimate".

As per Eka Beselia, the lawyer representing Zurabishvili, the president wants the court to cancel the results "over widespread violations of voting universality and ballot secrecy".

Her office said in a statement that on Tuesday, she "filed a lawsuit at the Constitutional Court of Georgia, requesting the annulment of the election results as unconstitutional."

Georgian PM Kobakhidze says there will be 'no revolution' as protests hit country

Police in Georgia arrested dozens of people overnight and early Friday in a violent crackdown on protests against the government's decision to delay EU membership talks.

The Black Sea nation has been rocked by turmoil since the ruling party declared victory in October parliamentary elections that the pro-EU opposition decried as falsified.

On Thursday night and Friday morning, riot police fired rubber bullets, tear gas and water cannons to disperse gatherings outside parliament in Tbilisi, beating peaceful protesters and journalists, an AFP reporter witnessed.

The interior ministry said 32 of its staff were injured and "43 individuals were detained by law enforcement for disobeying lawful police orders and for petty hooliganism".

Thousands of people took to the streets after Prime Minister Irakli Kobakhidze of the ruling Georgian Dream party shelved plans to pursue membership of the European Union until 2028.

The opposition has accused Georgian Dream of steering Tbilisi away from its long-held dream of joining the bloc and gravitating towards Russia.

Two politicians from the opposition Coalition for Change, Elene Khoshtaria and Nana Malashkhia, were reportedly injured during the protests.

Khoshtaria sustained a broken arm, while Malashkhia suffered a broken nose, the coalition said.

Prominent poet Zviad Ratiani was among those arrested, the PEN Writers' association in Georgia said, demanding his immediate release.

Ukraine said Friday it was "disappointed" by Tbilisi's decision to pause EU accession talks, accusing the Georgian government of trying to "please Moscow".

Opposition lawmakers are boycotting the new parliament, while Georgia's pro-EU president Salome Zurabishvili has sought to annul the election results through the country's constitutional court.

The prime minister's announcement to delay EU accession came hours after the European Parliament adopted a non-binding resolution rejecting the results of Georgia's October 26 elections, alleging "significant irregularities".

The resolution called for a new vote within a year under international supervision and for sanctions to be imposed on top Georgian officials, including Prime Minister Kobakhidze.

Accusing the European Parliament of "blackmail", Kobakhidze said: "We have decided not to bring up the issue of joining the European Union on the agenda until the end of 2028."

But he pledged to continue implementing reforms, adding: "By 2028, Georgia will be more prepared than any other candidate country to open accession talks with Brussels and become a member state in 2030."

On Thursday, Georgian Dream MPs voted unanimously for Kobakhidze to continue as prime minister.

But constitutional law experts say any decisions made by the new parliament are invalid because it is still awaiting a court ruling on Zurabishvili's bid to annul the election results.

On Wednesday, the ruling party nominated far-right politician and former football international Mikheil Kavelashvili for the largely ceremonial post of president, further ratcheting up tensions.

The former Soviet country officially gained EU candidate status in December 2023, an aspiration that is supported by 80 per cent of the population, according to polling.

But earlier this year Brussels froze Georgia's accession process, citing the need for Tbilisi to address what it says is democratic backsliding.

Georgia: Dozens arrested as pro-EU protesters clash with police

The European Union's foreign policy chief said International Criminal Court arrest warrants issued Thursday for Israeli Prime Minister Benjamin Netanyahu, his former defence minister Yoav Gallant and Hamas's military chief Mohammed Deif were "binding" and should be implemented.

"It is not a political decision. It is a decision of a court, of a court of justice, of an international court of justice. And the decision of the court has to be respected and implemented," said Joseph Borrell during a visit to the Jordanian capital Amman.

French farmers are ramping up protests against the European Union's trade agreement with South America's Mercosur bloc, voicing concerns over its potential impact on local agriculture. They argue that the deal could flood European markets with cheaper, lower-standard imports, threatening their livelihoods and environmental standards. The protests highlight growing opposition to the deal within France and other EU countries.

European leaders are panicking over the historic victory of Republican leader Donald Trump in the 2024 United States presidential elections, with calls growing for economic overhaul and reforms to boost growth. As European leaders gather in Hungary’s Budapest to discuss pressing economic issues these days, Italy Prime Minister Giorgia Meloni has warned it was high time the 27-nation bloc found a “balance”.

“Don’t ask what the US can do for you, ask what Europe should do for itself,” the Italian leader said. “Europe must find a balance. We know what we have to do,” she added.

The European Union has ample reasons to be worried over a Trump presidency in the US, amid fears over his policies concerning Ukraine war, NATO and trade protectionism. Trump previously warned the EU will have to pay “a big price” for not allowing wider market access to the US companies.

In a details report, Draghi proposed to inject a massive €800 billion investment booster shot into the European economy in a year, almost equal to five per cent of the EU’s total annual economic output. To implement this proposal, the EU may have to rely on more borrowings, something that remains a red line for a few economies.

Germany’s coalition government collapsed Wednesday (Nov 6) whereas Emmanuel Macron, the French president, continues to function without a parliamentary majority. (With inputs from agencies)

EU in panic after Trump’s victory, Italy’s Meloni warns can’t rely on US

US media reported Monday (Nov 4) that Western intelligence officials have linked Russia to a covert flight sabotage operation, involving a plot to start fires on planes using incendiary devices. Wall Street Journal reported, citing the officials, that the operation specifically targets passenger and cargo flights to the US and Canada.

The development comes after device explosions were reported at two logistics hubs of DHL, the world's leading logistics company. A probe was launched following explosions in Leipzig, Germany and Birmingham, UK.

Results of the probe

According to the officials, the explosive shipment at the DHL UK centre came from Lithuania. The shipment had electric massagers implanted with a magnesium-based flammable substance.

The WSJ reported that the devices “appear to have been a test run to figure out how to get such incendiary devices aboard planes bound for North America.”

Russia rubbishes allegations

Russia has vehemently rejected these allegations as “unsubstantiated insinuations from the media.” Kremlin spokesperson Dmitry Peskov said, “We have never heard any official accusations.”

Russia plotting to sabotage US-bound flights with incendiary devices, claims report

Microsoft-owned professional networking platform LinkedIn was on Thursday (Oct 24) fined 310 million euros (around $335 million) for privacy violations related to its tracking ads business.

The Irish Data Protection Commission (IDPC) issued the under the European Union's General Data Protection Regulation (GDPR). The inquiry examined LinkedIn's processing of personal data for the purposes of behavioural analysis and targeted advertising of users who have created LinkedIn profiles.

The decision, made by the Commissioners for Data Protection, Dr Des Hogan and Dale Sunderland, concerns the lawfulness, fairness and transparency of this processing.

The decision includes a reprimand, an order for LinkedIn to bring its processing into compliance, and administrative fines totalling 310 million euros, the Irish regulator said in a statement.

DPC Deputy Commissioner Graham Doyle commented that the lawfulness of processing is a fundamental aspect of data protection law and the processing of personal data without an appropriate legal basis is a clear and serious violation of a data subjects' fundamental right to data protection.

The networking platform had sought to claim (variously) “consent”, “legitimate interests” and “contractual necessity” based legal bases for processing people's information — when obtained directly and/or from third parties — to track and profile its users for behavioural advertising.

However, the DPC found none were valid. LinkedIn also failed to comply with the GDPR principles of transparency and fairness.

In a statement, LinkedIn said that the IDPC reached a final decision on claims from 2018 about “some of our digital advertising efforts in the EU”.

“While we believe we have been in compliance with the General Data Protection Regulation (GDPR), we are working to ensure our ad practices meet this decision by the IDPC's deadline,” the company said.

Ireland fines LinkedIn $335 million for privacy violations under EU rules

The European Union's (EU's) five biggest members spend 42 billion euros ($45.60 billion) annually subsidizing fossil-fuel company cars, according to a study commissioned by environmental group Transport & Environment (T&E), which called for more subsidies for EVs instead.

This substantial expenditure raises significant concerns regarding the EU's commitments to reducing carbon emissions and transitioning towards sustainable transport solutions according to a report by Reuters.

The Reuters report sheds light on the notable disparities between the EU's green aspirations and the ongoing financial support for fossil-fuel vehicles. Experts argue that such subsidies are counterproductive to climate objectives, which aim to curtail emissions and promote greener alternatives.

Italy provides 16 billion Euros in subsidies for fossil-fuel company cars, followed by Germany, which provides 13.7 billion Euros, the study by consultancy Environmental Resources Management (ERM), released on Monday, showed. France and Poland provided 6.4 billion Euros and 6.1 billion Euros annually respectively.

As nations strive to meet their climate targets, the justification for these subsidies becomes increasingly difficult to explain. Many argue that instead of bolstering fossil-fuel vehicles, funds should be redirected towards sustainable initiatives that promote electric vehicles and enhance public transport. The transition to renewables is imperative in meeting the EU's ambitious climate goals, yet this financial support seems to deter progress.

Furthermore, the study indicates that these subsidies are not only economically burdensome but also socially inequitable. The financial support primarily benefits higher-income individuals and corporations that can afford company cars, leaving low-income workers and the general populace to feel the adverse effects of air pollution and climate change. As such, the call for re-evaluating these subsidies has garnered momentum among both environmentalists and policymakers.

To address this issue, there is an urgent need for EU member states to reassess their priorities and shift funding towards initiatives that genuinely benefit the environment and society as a whole. Although the current subsidies may provide short-term economic relief for certain sectors, the long-term implications for climate change and public health are too significant to ignore.

As discussions surrounding the EU's climate policies continue to evolve, this report serves as a critical reminder of the challenges that lie ahead in refocusing on economic interests with environmental responsibilities. The future of transportation in the EU depends on making thoughtful choices that align with sustainable development and climate justice.

Hence, the broader implications of such subsidies on climate policy and social equity in Europe should not be overlooked by the authorities. By shedding light on the spending habits of the largest EU nations, it becomes clear that a complete shift is essential if the EU is to fulfil its environmental promises.

The EU-funded project PAIR is reportedly working on developing two advanced technologies aimed at preventing the spillover of new pandemics. Even four years after the COVID-19 pandemic struck in 2020, the world has not been able to completely recover. Notably, all the pandemics over the last 120 years have been caused by RNA respiratory viruses. These viruses most often originate in animals and then jump to humans, especially under favourable conditions.

Under PAIR, the two technologies being developed are PANPOC and PANRISK.

The initiatives and technologies will first be introduced and tested in five European nations: Denmark, France, Latvia, Italy, and Spain. The EU will also issue new guidelines for a European One Health genomic-informed surveillance and outbreak response once the feedback from these nations is registered.

More about PANPOC

This device is made up of an integrated heater and optical detection systems. The device uses a real-time fluorescence-based detection system, which can be used for both clinical diagnostics (human samples) and veterinary surveillance.

The technology will enable health and veterinary authorities, clinical end-users, and primary care providers to detect RNA respiratory viruses with high accuracy.

EU’s PAIR project: Advanced technology to help detect viruses before pandemic outbreak

The European Union has approved a significant measure imposing tariffs of up to 45 percent on electric vehicles manufactured in China. This decision comes despite opposition from Germany, the EU's largest economy and major automotive producer.

EU Slaps 45% Tariffs on Chinese EVs

The European Union voted on Friday to impose tariffs up to 45 per cent on Chinese-made electric vehicles, in a decision likely to ratchet up tensions with Beijing, according to a report by CNBC.

Now, the European Commission, the bloc's executive arm, can act to enforce the duties that would last for five years. Ten member states have reportedly supported the measure. Germany and four others voted against it, and 12 abstained.

This follows an investigation that concluded China was unfairly subsidising its industry. Beijing rejects this accusation and has threatened it with retaliatory tariffs on European sectors such as dairy, brandy, pork, and automobiles.

The bloc is working to diversify away from the country after former European Central Bank President Mario Draghi sounded a warning that "China's state-sponsored competition" threatens the EU and leaves it at risk of blackmail. Last year, the EU traded with China €739 billion ($815 billion) in volume, and there was disagreement within the bloc about acting on the tariffs.

The EU and China are in negotiations, seeking an alternative to the tariffs. Both sides are weighing the options of whether it is possible to be able to conclude an agreement regarding a system for controlling prices and volumes of exports instead of the duties.

The European Commission now declares that any alternative has to meet strict criteria such as not violating World Trade Organization regulations, adjustments for the adverse effects of Chinese subsidies, and something the EU can monitor effectively for compliance.

For instance, the new tariff rates placed on electric vehicle manufacturers exported from China might be up to 35 per cent. Added to this is the new rate, which will be added on top of the existing 10 per cent rate.

The Chinese EV manufacturers will have to decide either to absorb these tariffs or raise prices, especially at a time when slowing demand in the country is already cutting into their profit margins. The very possibility of tariffs has led some Chinese automobile manufacturers to consider the establishment of manufacturing units in Europe, which may help them bypass the duties.

The additional tariffs already held the pace of Chinese carmakers' momentum in Europe, whose sales went down 48 per cent in August to an 18-month low. The region remains a desirable destination for Chinese manufacturers since its EV sales volumes remain relatively high and pricing is stronger than other export markets.

The share of electric vehicles sold in the EU that were manufactured in China has risen from around 3 per cent to over 20 per cent in the last three years. About 8 per cent of that share is held by Chinese brands, as international companies that export from China, including Tesla Inc., take up the rest.

However, the move will have a "minor impact" on Chinese manufacturers, according to Kevin Lau, analyst at Daiwa Securities. The region accounts for a very small part of their overall sales, he said. BYD Co., Zhejiang Geely Holding Group Co., and SAIC Motor Corp. reported between 1 per cent to 3 per cent share of total sales in the first four months of this year, based on Lau's estimates.

While Brussels works to level the playing field for European companies, German car-makers are worried about revenge that will only heap more misery onto their biggest market globally. Mercedes-Benz Group AG and BMW AG pushed Berlin into speaking out against the higher tariffs and compelled the EU to negotiate with Beijing.

More than likely, the most direct impact of a trade conflict would be on German carmakers like Volkswagen AG, Mercedes, and BMW, as China accounted for almost one-third of their auto sales in 2023.

WION: What is the key focus during India visit?

Commissioner Johannes Hahn: First and most prominent one is to further strengthen our already very strong ties between India and Europe, and in particular, to promote our European Union bonds, a new instrument to finance the recovery and resilience of the European economy after the pandemic. So far, we have raised more than 500 billion euros, and out of this, 65 for so-called Green bonds. And our intention is, and that's why I'm here, that investors from India engage themselves in Europe, to get an attractive bond. Which is safe, triple A rated, which is sustainable, which is successful, and at the same time supporting Europe in the way that Europe can be even more engaged in India and in general, it's about the European single market, where India has a very strong interest. India-Europe, we are the strongest trade partners.

WION: Sir, you mentioned euro bonds. If you can elaborate on euro bonds, why should an Indian investor look towards Euro bonds as a place to invest?

Commissioner Johannes Hahn: Well, if it's about bonds, what we can offer is a bond which is very safe, triple rated, guaranteed, not only by the European budget, but also by the European member states. It's therefore extremely safe. It's sustainable because we focus also on the green transition. So it's about addressing the effects of climate change, which is our common goal, India and Europe. And finally, if you are interested in diversifying your portfolio, to have bonds in your portfolio being dominated in Euro, it's additionally an element which should be taken into consideration.

WION: So element of the Euro bond is the green bond, if you can talk about your ambition on the green bonds.

Commissioner Johannes Hahn: Well, as I said, green transition is and the financing of the effects of climate change, to be more clean, to be more sustainable, is one of our top priorities of the current European commissioners, also the future one, and that's why we have committed ourselves to spend at least 30% of our budget for the green transition, and this is the reason why we have so far issued 65 billion euro as green bonds, and finally, it will be around 200 billion. And with that, we are financing green projects in Europe, we have introduced a very transparent, very easily understandable, very updated dashboard where you can see for which purposes the money is used.

WION: In terms of helping India in terms of green transition. If you can talk about that, India has its own ambitions when it comes to green transition, we have been an important player when it comes to initiatives like the International Solar Alliance...

Commissioner Johannes Hahn: Well, we share the same goals. And I believe, by the way, that Europe and India could be in the forefront of the discussions between the West and the South, because at the end, it's about common challenges. And I think common ideas which have to be implemented in projects. And this is why, for instance, we have provided, only recently, a big round of 1 billion euro for the production of green hydrogen here in India. This is a kind of seed financing, and once this is up and running, it can be rolled out, and it could be a very attractive business case. We are also investing in Smart City solutions, where, due to the use of digital devices, IT programmes, artificial intelligence, for instance, we can reduce CO2 emissions. We have also invested in water management, water treatment, and these are areas where we believe India is very interested, and the response is a very positive one. And for instance, also big cities, metros, trains.

WION: Your assessment of India-EU FTA?

Commissioner Johannes Hahn: I don't have the crystal ball. All these negotiations are always comprehensive. It takes time, everybody has specific interests, but I'm confident we have a lot of experiences. India has a lot of experience in this kind of agreements, and I'm very confident. Also, Prime Minister Modi has expressed that we should re-energize the negotiations. And the thing it's time wise, a good coincidence that in India, but also in Europe, a new cycle, new parliamentary cycle, which gives us the leeway to negotiate substantially, profoundly, and I'm confident at the end of the day, we will have a very comprehensive FTA, an ambitious one, because at the end it's something where two big economies working closely together to the mutual benefit of all our citizens.

WION: EU's position on the situation in West Asia?

Commissioner Johannes Hahn: First, it's our neighborhood. So we are extremely concerned, and that's why we urge all parties to refrain from further escalations, to move towards the ceasefire. And of course, it's also about releasing hostages.

Several hundred people rallied in central London on Saturday to call for the UK to rejoin the European Union which it left in 2020. Protesters carried placards reading "Brexit is a monumental disaster" and chanting "rejoin" as they marched past the prime minister's Downing Street residence to gather in Parliament Square.

The European Parliament on Thursday adopted a resolution calling on EU countries to let Ukraine use Western weapons to strike military targets inside Russia, prompting an angry rebuke from Moscow.

Kyiv has been pleading with its allies to allow it to use donated arms to strike "legitimate" military targets deep in Russian territory, like the air bases used by Russian planes in their relentless bombardment of Ukraine.

EU lawmakers approved the resolution, which is non-binding and does not reflect the stance of the bloc's 27 countries, with 425 votes in favour, 131 against and 63 abstentions, during a plenary session in Strasbourg.

The text "calls on the member states to immediately lift restrictions on the use of Western weapons systems delivered to Ukraine against legitimate military targets on Russian territory."

The status quo "hinders Ukraine's ability to fully exercise its right to self-defence under international public law and leaves Ukraine exposed to attacks on its population and infrastructure," reads the resolution.

Echoing an earlier warning by President Vladimir Putin, Vyacheslav Volodin, the president of Russia's lower house Duma, condemned the vote, saying that Russia would give a "tough response" if the resolution were acted on.

EU parliament backs Ukraine plea to use Western weapons to strike inside Russia

On September 18, the European Union's second-ranking court declared that a fine of about 1.5 billion Euros, i.e., 1.7 billion US dollars approximately levied against Google by regulatory authorities must be overturned, supporting the American technology company in its appeal against the sanction according to a report by Reuters.

This decision is a significant victory for Google, as it directly affects the company’s advertising practices and its relationship with the European Union (EU) regulators, while Qualcomm failed to repeal a penalty.

The ruling underlines outgoing EU antitrust chief Margrethe Vestager's complicated record in defending her crackdown on Big Tech in court. She scored two major wins last week against Google in a separate case and against Apple's tax deal with Irish authorities.

Further, it is to be noted that the European Commission in its 2019 decision said Google had abused its dominance to prevent websites from using brokers other than its AdSense platform that provided search adverts. The practices it said were illegal and they primarily took place from 2006 to 2016.

The Luxembourg-based General Court mostly agreed with the European Union competition enforcer's assessments of the case, but annulled the fine, saying that the Commission had failed to take into account all the relevant circumstances.

"The Commission has also not demonstrated that the clauses in question had, first, possibly deterred innovation, next, helped Google to maintain and strengthen its dominant position on the national markets for online search advertising at issue, and, last, that they had possibly harmed consumers," the judges said.

Google’s take on the judgement

Google said the case was about a narrow subset of text-only search ads placed on a limited number of publishers’ websites. "We made changes to our contracts in 2016 to remove the relevant provisions, even before the Commission's decision. We are pleased that the court has recognised errors in the original decision and annulled the fine," the company said in an email.

What are the options left for the Commission?

The Commission, which can appeal to the EU Court of Justice (CJEU) on points of law, stated that it would study the judgment and reflect on possible next steps.

The AdSense fine, one of a trio of fines that have cost Google a total of 8.25 billion Euros, was triggered by a complaint from Microsoft in 2010.

Last week, the company lost its final fight against a 2.42 billion Euro fine levied for using its price comparison shopping service to gain an unfair advantage over smaller European rivals. Whereas in Qualcomm's case, the US chipmaker only managed to convince the General Court to trim its EU antitrust fine to 238.7 million Euros from 242 million Euros.

The deciding judges rejected all its arguments. Further, the Commission imposed the fine in 2019, saying that Qualcomm sold its chipsets below cost between 2009 and 2011, in a practice known as predatory pricing, to hamper the British phone software maker ICERA, which is now part of the Nvidia Corporation.

"Qualcomm respectfully disagrees with the judgment and the Commission’s decision and believes that we have always remained in compliance with European competition law," the chipmaker said. The Commission said it had also taken note of that ruling. Qualcomm can appeal to the CJEU on points of law.

Google wins appeal against EU antitrust fine, Qualcomm suffers a setback

Transport & Environment (T&E), a prominent campaign group, has released new projections for the market share of battery-electric vehicles (BEVs) in the European Union. According to their analysis, BEVs are expected to capture between 20 per cent and 24 per cent of the total market by 2025. This forecast is primarily attributed to the anticipated reduction in selling prices for electric vehicles.

The current landscape of EV sales in the EU has shown a slowdown in recent months. In the first half of the year, EVs accounted for only 14 per cent of the market share. This deceleration can be partially attributed to the inconsistent policies regarding green incentives across different EU member states. EU regulators have imposed substantial tariffs on Chinese cars in an effort to protect the European automotive industry.

Germany, which represents the largest EV market within the European Union, took action in September by introducing new incentives aimed at accelerating the transition to green transportation. This move is expected to have a significant impact on the overall EV adoption rate in the region.

T&E has revised its earlier forecast from June, which had predicted a 21 per cent market share for EVs next year. The organisation now anticipates a resurgence in sales, based on several factors. One key consideration in their updated projections is the expected introduction of seven new fully-electric models priced under 25,000 euros (USD 27,835.00) in 2024 and 2025. These affordable models are predicted to capture 10 per cent to 15 per cent of the BEV market next year, making electric vehicles more accessible to a broader range of consumers.

In terms of environmental impact, T&E estimates that BEVs will play a crucial role in helping carmakers meet EU emissions targets next year. The organisation projects that BEVs will contribute approximately 60 per cent of the required carbon dioxide (CO2) reduction. Hybrid vehicles are expected to account for an additional 20 per cent of emission reductions, further supporting the industry's efforts to comply with regulatory standards.

However, the European automotive industry is facing challenges on multiple fronts. A decline in EV demand, coupled with increased competition from more affordable Chinese competitors, has led some European manufacturers to call for legislative action.

Specifically, they are urging EU lawmakers to activate a crisis clause that would postpone their CO2 targets by two years, providing them with more time to adapt to the changing market conditions.

The shifting landscape has already prompted several major automakers to reassess their electrification strategies. Companies such as Stellantis, Toyota, Renault, and Mercedes-Benz have all announced adjustments to their electrification targets, scaling back their initial ambitions in response to market realities and challenges.

T&E strongly opposes any attempts to weaken or delay the 2025-2030 emission targets. The organization emphasises the importance of maintaining robust national policies to support the electrification of the automotive sector. They argue that protecting underperforming automakers will only serve to diminish their competitiveness in the long run. T&E asserts that the current dominance of Chinese EV manufacturers in the market demonstrates the risks of shielding less progressive European automakers from competition.

In a defensive move, Apple has taken the drastic decision to remove its highly anticipated generative AI software, dubbed "Apple Intelligence," from the iPhone 16 Pro in the European Union (EU). This decision comes as a result of the impact of the EU's Digital Markets Act (DMA) on the tech giant's plans for its latest flagship smartphone as detailed in a report by Forbes.

The DMA, a pro-competition law aimed at fostering a fair digital market, has forced Apple to make significant changes to its traditionally closed ecosystem. One of the most notable impacts is the inability to roll out Apple Intelligence, a key feature that was expected to be a major selling point for the iPhone 16 Pro.

"Due to the regulatory uncertainties brought about by the Digital Markets Act, we do not believe that we will be able to roll out three of these [new] features -- iPhone Mirroring, SharePlay Screen Sharing enhancements, and Apple Intelligence -- to our EU users this year," Apple stated in a recent announcement.

The decision to withhold Apple Intelligence from European users is a drastic one, as the generative Artificial Intelligence (AI) software was poised to revolutionize the way users interact with their smartphones. The feature, which allows for seamless integration of AI-powered capabilities across various apps and services, was expected to be a game-changer in the smartphone market.

However, Apple's concerns about the DMA's impact on user privacy and data security have led the company to take a cautious approach. The tech giant fears that the DMA's interoperability requirements could force it to compromise the integrity of its products, potentially exposing sensitive user data to third parties.

The absence of Apple Intelligence in the European Union will undoubtedly be a disappointment for many iPhone enthusiasts. The feature was touted as a significant upgrade over its competitors, offering a more personalized and efficient user experience powered by advanced AI technology.

This decision puts Apple at a disadvantage

The decision also puts Apple at a disadvantage compared to its rivals in the European market. Google's Gemini AI and Samsung's Galaxy AI, which are set to roll out with their respective flagship devices, will have a head start in gathering user data and improving their AI offerings.

Despite the setback, Apple remains committed to its brand identity, which is largely built upon the promise of user privacy. The company is seeking clarity from regulatory authorities on how to make Apple Intelligence compatible with the DMA's requirements, but until then, European users will have to settle for a downgraded version of the iPhone 16 Pro.

As the tech industry continues to evolve and adapt to new regulatory restrictions, it remains to be seen how Apple and other companies will navigate the challenges posed by the Digital Markets Act.

The absence of Apple Intelligence in the European Union will undoubtedly be a disappointment for many iPhone enthusiasts. iPhone 16 Pro faces drastic downgrade in European Union due to the Digital Markets Act

The European Commission has disclosed that it received proposals from Chinese electric vehicle (EV) manufacturers for minimum import prices into the European Union, a strategy aimed at avoiding potential tariffs. However, the Commission has rejected all of these offers.

This development comes in the context of an ongoing anti-subsidy investigation being conducted by the Commission into EVs manufactured in China. The Commission explained that several EV exporters had submitted what are known as "price undertakings." These undertakings represent commitments from exporters to adhere to minimum import prices as a means of counterbalancing subsidies they may have received.

A spokesperson for the Commission elaborated on the evaluation process said, "Our review focused on whether the offers would eliminate the injurious effects of subsidies and could be effectively monitored and enforced. The Commission has concluded that none of the offers met these requirements."

While the Commission refrained from divulging specific details of the offers, they emphasised that each proposal underwent a thorough review to ensure compliance with both World Trade Organization (WTO) and EU anti-subsidy regulations.

Despite rejecting the current proposals, the Commission maintains an openness to negotiated solutions. The spokesperson clarified, "The Commission remains open to a negotiated solution, but it must fully comply with WTO rules and fully remedy the injurious effects of subsidies identified."

The timing of these developments is significant, as EU trade chief Valdis Dombrovskis is scheduled to meet with Chinese Commerce Minister Wang Wentao in the coming week. This meeting could potentially serve as a platform for further dialogue on the issue.

Meanwhile, the Commission is on the brink of proposing substantial final tariffs on EVs manufactured in China. These proposed duties could reach up to 35.3 per cent, which would be applied in addition to the EU's standard 10 per cent import duty on cars. This potential cumulative tariff of over 45 per cent represents a significant barrier for Chinese EV manufacturers seeking to enter or expand in the European market.

The implementation of these final duties is subject to a voting process within the EU. For the tariffs to be blocked, a qualified majority of EU members would need to vote against them. Specifically, this would require 15 out of the 27 EU member states, representing at least 65 per cent of the EU's population, to oppose the levies. Barring such opposition, the new tariffs are set to be implemented by the end of October.

The European Union's top diplomat Josep Borrell warned on Tuesday that increased violence in the occupied West Bank since the Israel-Hamas war erupted meant it risked becoming "a new Gaza".

Violence in the West Bank, which Israel has occupied since 1967, and is separated from the Gaza Strip by Israeli territory, has flared alongside the war that began after Palestinian militant group Hamas attacked Israel on October 7.

Borrell said Israel was opening "a new front... with a clear objective: to turn the West Bank into a new Gaza -– in rising violence, delegitimising the Palestinian Authority and stimulating provocations to react forcefully."

Israel was also "not shying away from saying to the face of the world that the only way to reach a peaceful settlement is to annex the West Bank and Gaza," Borrell added at a ministerial meeting of the Arab League in Cairo.

He accused "radical members of the Israeli government" of trying to make it "impossible to create a future Palestinian state", which Prime Minister Benjamin Netanyahu and several cabinet members have painted as a threat to Israel.

Some Israeli ministers have recently called to increase military operations in the West Bank.

"Without action, the West Bank will become a new Gaza," Borrell said.

"And Gaza will become a new West Bank, as settlers' movements are preparing new settlements," he told the meeting.

"The international community deplores, feels, and condemns, but finds it hard to act."

Israeli settler attacks against Palestinians in the West Bank hit a record in 2023, according to Israeli rights group Yesh Din, and the European Union has said last year saw the most settlement building permits issued in decades.

Some 490,000 Israelis live in the West Bank, in settlements that are illegal under international law, alongside three million Palestinians.

Since the Gaza war began on October 7, Israeli troops or settlers have killed at least 662 Palestinians in the West Bank, according to the Palestinian health ministry.

European Union warns Israeli-occupied West Bank becoming 'new Gaza'

In a landmark decision, the European Union's top court has concluded Apple's extensive legal battles concerning a substantial repayment of 14 billion dollars in back taxes to Ireland. On Tuesday, the European Court of Justice dismissed Apple's last legal challenge against the European Commission's order to repay 13 billion euros, which translates to over 14 billion dollars. This ruling carries significant implications for corporate tax practices within the European Union and beyond according to a report by CBS News.

Brief History of the case

The case, originating in 2016, has been filled with contention. The European Commission determined that Ireland had granted unlawful financial advantages to Apple, violating European Union (EU) laws that prohibit state aid. The court confirmed that Ireland is mandated to recover these funds from the tech giant. Previously, the EU General Court had sided with Apple, prompting outrage among EU officials and igniting discussions about tax fairness among multinational corporations.

Apple CEO’s response

Tim Cook, Apple's CEO, had previously expressed strong disapproval of the ruling, describing the actions against Apple as "total political crap." The initial ruling indicated that Ireland had provided Apple with preferential tax deals, allowing the company to benefit from extraordinarily low corporate tax rates, which plummeted from an already low 1 per cent in 2003 to an astonishing 0.005 per cent in 2014.

The European Commission's allegations against Apple reflect a broader initiative to ensure that large corporations contribute their fair share of taxes amid rising concerns about tax avoidance and corporate accountability. The implications of this ruling extend beyond Apple, as other tech companies are also under scrutiny for similar practices. This decision reinforces the EU's commitment to holding corporations accountable for their tax contributions, especially as they continue to generate substantial profits within the region.

In response to the ruling, Apple expressed disappointment and reiterated its stance that no special deal was ever arranged. The company stated, "We are disappointed with today's decision as previously the General Court reviewed the facts and categorically annulled this case. There has never been a special deal."

This ruling aims to close loopholes that have enabled major corporations to exploit tax advantages within the EU. In an era where the digital economy is thriving, the need for fair competition and regulatory integrity is more crucial than ever. Apple, along with other tech giants, will need to navigate this evolving regulatory landscape as the EU continues to tighten its rules on corporate taxation.

On the same day, Google also lost its final legal challenge on Tuesday against an EU penalty, for giving its own shopping recommendations an illegal advantage over rivals in search results, ending a long-running antitrust case that came with a whopping fine of $2.7 billion.

Hence, this ruling serves as a wake-up call not only for Apple but for all multinational corporations operating within the European Union. It signals a shift towards rigorous enforcement of tax policies and a commitment to a fairer tax system prioritising transparency and accountability. As the digital landscape evolves, so too must the regulatory frameworks designed to govern it.

European enterprises operating in China have reached a critical juncture in their investment decisions, prompting urgent calls for action from Beijing to address the growing pessimism among these companies. According to the EU Chamber of Commerce in China, the future of European businesses in the country hangs in the balance, with many questioning whether to continue investing amidst a deteriorating business climate as detailed in a CNBC report.

"We truly believe we are at a critical juncture. If action is to be taken, it must occur now," remarked Jens Eskelund, the chamber's president, during a recent press briefing. This sentiment reflects the widespread concern among European businesses about the viability of their operations in China.

Deteriorating business climate and economic downturn; decline in Foreign Direct Investments

The growth rate in China, the second-largest economy globally, has experienced a significant downturn. Despite its long-standing promises to enhance the business climate, China has not made substantial progress, leading to a sense of "promise fatigue" among foreign investors. This fatigue is highlighted in the chamber's latest position paper, which underlines the need for immediate and decisive measures from Beijing to restore confidence.

Data from China's Ministry of Commerce reveals a stark decline in foreign direct investment, plummeting by 29.6 per cent during the first seven months of the year compared to the previous year. This decline is attributed to an elevated baseline from the previous year, further worsening the concerns of foreign investors.

In response to the concerns raised by foreign businesses, Chinese authorities have made several policy adjustments. These include permitting foreign enterprises to fully own hospitals in select cities and regions, as well as conducting human stem cell research and treatments in designated areas. Additionally, the government has announced plans to relax restrictions on foreign investment in manufacturing, aiming to open the Chinese market further to overseas firms.

However, these advancements, while positive, do not significantly impact European businesses. Jens Eskelund emphasized that despite these changes, optimism about profitability in China over the next two years remains at a record low among chamber members. "Perhaps there is a need to expedite the resolution of regulatory hurdles given the current market conditions, which do not seem to provide the same returns as they did prior to the pandemic," he stated.

Economic projections and long-term implications on the Chinese economy

Official projections indicate that China's economy is expected to expand by approximately 5 per cent this year. However, retail sales increased by only 2 per cent in June compared to the previous year and by 2.7 per cent in July. Imports measured in U.S. dollar terms saw a mere 0.5 per cent increase in August year-on-year, reflecting ongoing weak domestic demand.

While the long-term potential of China as a consumer market and its capabilities are not in question, the immediate need for concrete actions to infuse confidence among investors is paramount. "Long-term, I don’t think anyone truly questions the potential of China and its capabilities. That is not the issue here," Eskelund remarked. "We observe remarkable supply chains and recognize the long-term prospects of China as a consumer market. What we need is to witness concrete actions that infuse confidence, allowing us to believe that investments can be made within a reasonable timeframe".
