The European Union imposed chemical weapons sanctions on nine Russian and Syrian officials on Monday, including the chief of the powerful GRU military intelligence agency.

The EU blamed the Russians -- two agents and the head and the deputy head of the GRU -- for the "possession, transport and use" of the nerve agent used in the attack in Salisbury, England last March.

In addition to an assets freeze and travel ban for the Russian officials, the bloc announced sanctions on an alleged Syrian chemical weapons agency and five Syrians, EU states said in a statement.

"This decision contributes to the EU's efforts to counter the proliferation and use of chemical weapons which poses a serious threat to international security," the statement said, after a meeting of EU foreign ministers.

Full details of those targeted were to be placed in the EU Official Journal later Monday.

Russian agents have been blamed for the poisoning of former Russian spy Sergei Skripal and his daughter in the English city in March last year using the Soviet-developed nerve agent Novichok.

The Salisbury attack, the first offensive use of chemical weapons in Europe since World War II, caused an international outcry and prompted a mass expulsion of Russian diplomats by Western nations.

The Skripals survived the attack but a woman died in June after her partner picked up a discarded perfume bottle that British investigators believe was used to carry the Novichok.

Moscow denies involvement in the poisoning and has offered numerous and varied alternative explanations and counter-accusations.

UK PM May makes no change to demands in talks with EU leaders: Report

Spain said Friday it had reached a deal with Britain allowing citizens living in both countries to keep voting in local elections as the prospect of no-deal Brexit looms.

"This agreement will prevent these rights from disappearing for British people who live in our country and for Spanish people living in the United Kingdom," Spanish government spokeswoman Isabel Celaa told reporters.

"There will be municipal elections in Spain and in the United Kingdom in May," she added.

The local polls in Britain and Spain, on May 2 and May 26 respectively, will be held after Britain's planned exit from the European Union on March 29.

The British parliament's massive rejection of Prime Minister Theresa May's EU divorce deal with Brussels earlier this week has raised the prospect of Britain crashing out of the bloc without any deal in place.

The bilateral agreement announced on Friday comes as part of a series of other measures touted by the Spanish government to try and guarantee the rights of Britons living in Spain and vice-versa in the event of a no-deal Brexit.

Spain is the number one destination for British nationals living outside Britain, ahead of France and Ireland.

Officially, just under 241,000 Britons are registered as residing in Spain, but many have not formally signed up and it is estimated up to 800,000 live in the country.

In December, the European Commission also announced it had taken measures in sectors most exposed to a so-called hard Brexit.

The aim is to avoid chaos on March 29 that would cause problems for citizens and companies in Britain and the EU, particularly in financial services, air transport and customs.

<a href="http://www.wionews.com/business-economy/asian-markets-sink-after-us-federal-reserve-hikes-rates-185461">Asian markets</a> were mixed Thursday as renewed concerns about<a href="http://www.wionews.com/india-news/india-engaging-with-china-on-indo-pacific-concept-186852"> China</a><a href="http://www.wionews.com/opinions/with-china-us-tensions-on-the-rise-does-australia-need-a-new-defence-strategy-178938">-US tensions</a> overshadowed a positive lead from Wall Street following a better-than-expected round of corporate earnings.

The pound extended gains against the dollar after prime minister Theresa May survived a no-confidence vote as she prepares to draw up new proposals to leave the European Union that is palatable to a majority of MPs.

After a tumultuous December, global equities have enjoyed a broadly strong start to the year, largely thanks optimism China and the US will resolve their trade row.

But confidence took a knock Wednesday from a report that said US officials were carrying out a criminal probe into Chinese tech giant Huawei and could soon indict the firm over allegations of theft of trade secrets from its US business partners.

Lawmakers have also introduced a bill to ban the export of American parts and components to Chinese telecom companies that are in violation of US export control or sanctions laws -- with Huawei and fellow Chinese firm ZTE the likely targets.

"Huawei is effectively an intelligence-gathering arm of the Chinese Communist Party whose founder and CEO was an engineer for the People's Liberation Army," said Republican Senator Tom Cotton, one of the bill's sponsors.

The developments follow the arrest last year in Canada of Huawei's chief financial officer Meng Wanzhou, who is the daughter of the company founder and faces extradition to the US on Iran-linked fraud charges.

It also muddies the waters in trade talks between Beijing and Washington, which looked to be on a positive course after officials held three days of talks earlier this month, with both sides seemingly upbeat.

Cost of US shutdown

In early trade, Hong Kong eased 0.1 per cent and Shanghai shed 0.3 per cent while Tokyo was down 0.2 per cent by the break and Singapore slipped 0.4 per cent.

But Sydney edged up 0.1 per cent while Seoul put on 0.2 per cent with Taipei, Wellington, Manila and Jakarta also in positive territory.

On Wall Street, all three main indexes closed with gains after earnings reports from Bank of America and Goldman Sachs that overshot forecasts, while executives said they were confident the US economy was in rude health.

The Federal Reserve's closely followed "Beige Book" report pointed out that while political and trade uncertainty was weighing on business confidence, growth was continuing at a modest pace in most of the country.

However, there are increasing worries about the impact of the US government shutdown as it moves towards a fifth week, with Oxford Economics estimating it is slashing growth by $700 million a week.

On currency markets, the pound edged up against the dollar with dealers optimistic that Britain will not leave the EU without a deal in place, despite May's exit plan being thrown out by MPs Tuesday.

On Wednesday she survived a no-confidence vote and is now planning her next move, with speculation swirling that the March 29 date for leaving will be delayed or another referendum will be called.

"Nothing has happened in the last 24 hours to dissuade us from the view that we are headed in the direction of an (exit) delay, softer Brexit... or no Brexit," said National Australia Bank strategist Ray Attrill.

British Prime Minister <a href="http://www.wionews.com/world/uk-pm-may-pledges-to-find-compromise-that-will-avoid-no-deal-brexit-2nd-referendum-190821">Theresa May </a>reached out to her opponents on Wednesday after <a href="http://www.wionews.com/world/uk-pm-theresa-may-survives-no-confidence-vote-against-her-government-190826">narrowly surviving a confidence vote</a> sparked by the crushing defeat in the parliament of her Brexit deal.

After a tumultuous 24 hours which she admitted voters might find "unsettling", she conceded the divorce terms she struck with the EU had been roundly rejected but vowed to work to find an alternative.

"Now MPs have made clear what they don't want, we must all work constructively together to set out what parliament does want," May said in a televised evening address to the nation.

On Tuesday,<a href="http://www.wionews.com/world/uk-parliament-votes-down-pm-mays-eu-brexit-deal-by-230-votes-190586"> MPs dealt the prime minister the heaviest drubbing</a> in modern British political history by rejecting the divorce agreement by a stunning 432 votes to 202.

But May emerged victorious on Wednesday night in a confidence vote triggered by the opposition Labour party, the first for 26 years, winning 325 votes to 306.

She set out a schedule of cross-party talks that began immediately with meetings with the Scottish nationalist, Welsh nationalist and the pro-EU Liberal Democrat leaders.

"We must find solutions that are negotiable and command sufficient support in this House," she had told earlier told parliament.

However, opposition leaders set out a list of demands for cooperating, including discussing delaying Brexit beyond March 29, and ruling out the possibility that Britain crashes out without any deal at all.

Late night talks

May is working on the tightest-possible deadline as Britain prepares to leave the bloc that for half a century defined its economic and political relations with the rest of the world.

Her defeat <a href="http://www.wionews.com/world/still-time-to-negotiate-germanys-merkel-says-after-may-loses-brexit-vote-190761">sparked warnings from European leaders</a> that the prospect of "no deal" had increased, with the potential for huge economic disruption on both sides of the Channel.

May must return to parliament on Monday with a Plan B that she and her team intend to negotiate with various MPs through the weekend.

But main opposition Labour leader Jeremy Corbyn said he would only meet May if she could "remove clearly, once and for all the prospect of the catastrophe of a no-deal Brexit".

May said she was "disappointed" by Corbyn's decision and stressed that "our door remains open".

Ian Blackford of the Scottish National Party (SNP) said after meeting May late Wednesday that his 35-seat party would only hold "genuine" talks.

If she were prepared to consider delaying Brexit, ruling out "no deal" and the option of holding a second referendum, they would participate, he said in a letter afterwards.&nbsp;

May has flatly rejected a second vote.

Divorce delay?

May survived Wednesday thanks to the support of members of her Conservative Party and its Northern Irish allies in the Democratic Union Party.

But more than a third of the Conservatives and all 10 DUP members of parliament voted against her Brexit arrangements on Tuesday -- each for their own reason.

May will thus tread carefully as she tries to win over opposition lawmakers -- many of whom want to remain in the EU -- while also attempting to appease more hardened Brexit-backing coalition partners.

She stuck to two key principles on Wednesday: limiting EU migration and pursuing an independent trade policy.

Both points rule out Labour hopes of membership of an EU customs union or its single market.

Yet she also hinted at the possibility of delaying Brexit.

May said the EU would allow this "if it was clear that there was a plan that was moving toward an agreed deal".

EU officials have said extending the negotiating period could be possible until the newly-elected European Parliament meets in July.

Blurred lines

European leaders have repeatedly said they will not reopen the draft withdrawal agreement sealed at a special Brussels summit in December.

French President Emmanuel Macron suggested the EU might be willing to tweak a few minor points -- but only if they did not alter the bloc's existing position on trade and borders.

"We won't, just to solve Britain's domestic political issues, stop defending European interests," he said.

German Chancellor Angela Merkel said there was time for talks as long as London could present a clear and united position.

"We're now waiting on what the prime minister proposes," she said.

And Irish Prime Leo Varadkar added, "that if the United Kingdom were to evolve from its red lines on the customs union and on the single market, that the European Union could evolve also."

We must all work together for Brexit, says PM Theresa May after winning confidence vote

By Chris Stafford

Just 24 hours after suffering a historic defeat in parliament over her Brexit deal, the prime minister has survived a vote of no confidence in her government – thanks to the support of her backbench MPs. Up until this point, these same backbench MPs have been all too willing to vote against her and her Brexit deal.

The result was expected, given that a Conservative rebellion would have likely resulted in a general election that might have gone very badly for the party. Ousting the prime minister is less appealing when, instead of offering the potential for career advancement, there is a strong chance that it would instead lead to a demotion to the shadow cabinet.

With the very public plotting and scheming that has been displayed over Brexit, it is little wonder that British people have become profoundly mistrustful of their elected representatives and their motivations. What happens next is, therefore, crucial not only for the prime minister and the country but also the public’s faith in the nation’s democracy.

The way forward is not clear and many in the EU would like to know just what it is the UK actually wants. In an attempt to find out, May has promised to consult with leading parliamentarians over the way forward. She has been criticised for not doing this sooner and, while it could perhaps throw up a fresh idea to move things forward, it is hard to see what assurances the prime minister or the European Union can give that would placate anyone.

Re-open the negotiations?

Realistically speaking the only way to get the major changes on the controversial issues would be to re-open Brexit negotiations with the European Union and extend the article 50 period. While there is some support for the latter, the former has not been an acceptable option on the continent for some time now. That doesn’t appear likely to change.

Many prominent hard Brexit supporters have suggested that parliament’s dismissal of the deal will put the EU under pressure. They think Brussels will come back to the negotiating table once the screws are turned. But, as things stand, this looks like misplaced bravado and even wishful thinking.

To suggest that the defeat of the deal in parliament will somehow force the EU to waver is a perfect display of the flawed logic that created this situation in the first place. While the prospect of a no-deal Brexit is, of course, concerning to them, the remaining EU member states are prepared to weather the storm of a no-deal if they must. They would rather not have to, but if it is a choice between that or threatening the integrity of the single market and the European project itself, the choice is clear – and has been since before article 50 was even triggered.

A government cornered

Ultimately, if a new deal is well and truly off the table, there are a limited set of options the government can pursue. Brexit could be cancelled or it could be put to another referendum. Neither is likely to be popular options within the Conservative Party. More likely, it has been suggested that the government may keep making parliament vote on the deal, or some version of it, until it passes, although the legality of this is now in question. If the deal cannot get through the Commons, there may be no other option but to leave without a deal. Conservative MPs, therefore, need to either get behind the deal or resign themselves to endorsing a no-deal scenario.

It is also decision time for Jeremy Corbyn and the Labour Party. Having failed to win the vote of no confidence and force their preferred option of a general election, they too have to either get behind the deal or consign the country to a no-deal scenario. That said, there is, of course, the ever-controversial option of a second referendum. Corbyn has resisted calls for this so far – but, with mounting pressure from MPs and the membership, as well as a desperate need for some distinctiveness on Brexit between the two major parties, it may prove hard to keep voting down the prime minister’s deal without offering a viable alternative.

Parliament takes back control

Having successfully showed their desire and ability to assert themselves in the Brexit process in parliament, the MPs themselves may be the key to ending the deadlock. There is the looming threat that they will seize complete control of the issue, legislating to prevent a no-deal scenario from even being possible.

Given the historic defeat over the Brexit deal, it is not implausible that such a move could get the support it needs. However, if the EU refuses to budge on the deal or the timing of Brexit, it is again hard to see where this would ultimately lead. Despite claims that Brexit would allow the UK to “take back control”, it still seems that it is the European Union that is very much in charge of the situation.

Theresa May survives confidence vote, but Brussels is in charge now

British Prime Minister Theresa May on Wednesday <a href="http://www.wionews.com/world/uk-pm-may-pledges-to-find-compromise-that-will-avoid-no-deal-brexit-2nd-referendum-190821">survived a no-confidence vote</a> sparked by the crushing defeat of her Brexit deal just weeks before the UK leaves the European Union.

A stunning 24-hour span saw May on Tuesday dealt the heaviest drubbing by parliament in modern British political history -- 432 votes to 202 -- over the divorce terms she reached with Brussels.

She emerged victorious in parliament's first no-confidence vote in a British government in 26 years on Wednesday by a 325-306 margin, a majority of 19.

But it may have only been a pyrrhic victory for the hobbled but determined premier as she tries to steer the world's fifth-biggest economy through its biggest crisis in a generation.

The opposition Labour Party could try to oust her government again in the hope of triggering snap elections before Britain's scheduled March 29 Brexit date.

And May herself is working on the tightest-possible deadline as Britain prepares to leave the bloc that for half a century defined its economic and political relations with the rest of the world.

She has promised to return to parliament on Monday with an alternative Brexit strategy devised through cross-party talks with the opposition.

There is now an assumption among many European diplomats that Brexit will have to be delayed to avoid a potentially catastrophic "no-deal" breakup.

May notably refused to rule out the idea when quizzed about it in parliament earlier on Wednesday.

Divorce delay?
May survived Wednesday thanks to the support of members of her Conservative Party and ruling coalition Northern Irish allies in the Democratic Union Party.

During a grilling in parliament earlier on Wednesday, May repeated two key principles -- limiting migration and pursuing an independent trade policy -- which would rule out Labour hopes of membership of an EU customs union or its single market.

But she also hinted at the possibility of delaying Brexit.

May said the EU would allow this "if it was clear that there was a plan towards moving towards an agreed deal".

All 27 EU leaders would have to sign off a Brexit date postponement in case May requests one -- something she has until now refused to do.

EU officials have said extending the negotiating period could be possible until the newly-elected European Parliament meets in June.

Blurred lines
EU leaders have repeatedly said they will not reopen the draft withdrawal agreement sealed at a special Brussels summit in December.

French President Emmanuel Macron suggested after May's fiasco on Tuesday that the EU might be willing to tweak a few minor points -- but only if they did not alter the bloc's existing position on trade and borders.

"Maybe we’ll make improvements on one or two things, but I don’t really think so because we’ve reached the maximum of what we could do with the deal," the French leader said.

"We won't, just to solve Britain's domestic political issues, stop defending European interests."

German Chancellor Angela Merkel added: "We still have time to negotiate but we're now waiting on what the prime minister proposes."&nbsp;

And Irish Prime Leo Varadkar added "that if the United Kingdom were to evolve from its red lines on the customs union and on the single market, that the European Union could evolve also."

Zombie government
Labour leader Jeremy Corbyn opened Wednesday's debate by telling May she was leading a "zombie government" whose Brexit agreement was "officially dead".

May must "do the right thing and resign," said Corbyn.

But there is still no consensus in parliament on how to proceed and May called an election "the worst thing we could do".

"It would deepen division when we need unity, it would bring chaos when we need certainty and it would bring delay when we need to move forward," May argued.

News brief: Big stories of the day

Prime Minister Theresa May said on Wednesday that <a href="http://www.wionews.com/world/still-time-to-negotiate-germanys-merkel-says-after-may-loses-brexit-vote-190761">Britain will be leaving the European Union on March </a><a href="http://www.wionews.com/world/still-time-to-negotiate-germanys-merkel-says-after-may-loses-brexit-vote-190761">29</a>, and that the bloc would only consider extending the 'Article 50' negotiating period if there was a credible alternative exit plan.

"The government's policy is that we are leaving the European Union on the 29th of March. But the EU would only extend Article 50 if actually it was clear that there was a plan that was moving towards an agreed deal," she told parliament, a day after her proposed Brexit deal was rejected by a large margin.

British PM May: We are leaving the EU on March 29

In the Brexit-voting town of Redcar in northeastern England, residents voiced dismay at the political infighting that threatens to delay Britain's departure from the EU and called on politicians to "make this work for the country".&nbsp;

"I think they're behaving like children," said one resident, Mark Blakey, a day after British MPs voted overwhelmingly against a Brexit deal agreed with Brussels in a humiliating blow for <a href="http://www.wionews.com/world/uk-parliament-votes-down-pm-mays-eu-brexit-deal-by-230-votes-190586">Prime Minister Theresa May</a>.

The result leaves Britain with no plan and in turmoil just 73 days before its scheduled divorce date.

"There's a lot of political infighting, a lot of people trying to go for the top job and for their own self-serving benefits rather than thinking right," said Blakey.

"They need to, quite frankly, grow up, see what the situation is and come together with a proper plan across the parties," said Blakey.

"What we need to do is make this work for the country."

Opposition dilemma&nbsp;

Redcar, a once-prosperous industrial seaside town that has fallen on hard times, voted by 66 per cent in favour of leaving the European Union in the shock 2016 referendum.

It also traditionally votes Labour, illustrating the dilemma faced by the main opposition party, which also has many anti-Brexit supporters who want a second referendum.

Redcar's story is one of economic decline from its heyday.

It used to have a small tourism economy that died out with the 1960s and the advent of cheap foreign travel.

After Britain joined the European common market in 1973, its fishing fleet was next; and its skyline-dominating steelworks was mothballed by its Thai owners in 2015.

For many in Redcar, the Brexit vote was a protest and a hope that radical change could reverse the town's fortunes.

Local resident Kevin Steveson said he hoped that Britain would still be leaving the European Union "but obviously there are one or two things that they've got to sort out".

"I think too many people are taking it to a party political stance. I think Theresa May is doing a not bad job. I hope she wins a vote of no-confidence today," he said.

'Let's get back to normal'&nbsp;

On the beach, local farmer Ivan Crane said he was "worried" about export markets and prices for cattle and grain.

Crane said he had voted to stay in the European Union in 2016 but now wanted Brexit to be implemented.

Asked if he wanted a second referendum, Crane said: "No, I think what's to be will be. I think it sucks it and see."

With a population of 36,000, Redcar sits on the River Tees estuary and originally boomed as a seaside resort from the 1850s.

Archive photographs in the museum show a jolly world of bandstands, swimming baths, promenades and piers, entertainers, rollercoasters and small fishing boats.

The Yorkshire town's historic clock tower centrepiece is dedicated to King Edward VII, who liked to visit.

Its steelworks were emblematic of Britain's industrial might and produced steel for the Sydney Harbour Bridge among other 20th-century landmarks around the world.

Now its high street resembles many in provincial England: a mixture of cafes, betting shops, England flag-bedecked pubs showing football, tattoo parlours and charity shops.

The uncertainty hanging over Britain is a concern to residents like Kathy, who said it was time for MPs to "make their minds up and just get on with it".

"I think they should make a decision, stick to it, do it and let the world get back to normal," she said.

Brexit-voting town urges British MPs to grow up

Labour opposition party <a href="http://www.wionews.com/world/uk-parliament-votes-down-pm-mays-eu-brexit-deal-by-230-votes-190586">Jeremy Corbyn has submitted a motion</a> of asserting that the Conservative government led by PM Theresa&nbsp;May has suffered a "catastrophic&nbsp;defeat"&nbsp;who will now face a vote of "no confidence". Amid the political row, European Union leader Donald Tusk urged British leaders to rethink their Brexit strategy after parliament rejected the planned withdrawal agreement.

"If a deal is impossible, and no one wants no deal, then who will finally have the courage to say what the only positive solution is?" Tusk tweeted.

Tusk said European Union member states will remain united in their stance on Brexit, Tusk's spokesman said.

"We regret the outcome of the vote and urge the UK government to clarify its intentions with respect to its next steps as soon as possible," the spokesman said, adding, "the EU27 will remain united... and will seek to reduce the damage caused by Brexit."

The Irish government waded into the Brexit debacle informing that it would intensify preparations for a no-deal Brexit after British MPs overwhelming voted to reject the deal.

"Regrettably, the outcome of tonight's vote increases the risk of a disorderly Brexit. Consequently, the government will continue to intensify preparations for such an outcome," Dublin said in a statement.

Reacting to the development, German vice-chancellor Olaf Scholz said the defeat of British Prime Minister Theresa May's Brexit deal in Parliament was a "bitter day for Europe".

"This is a bitter day for Europe. We are well prepared -- but a hard Brexit would be the least attractive choice, for the EU and GB (Great Britain)," Scholz said.

After Brexit defeat in Parliament, PM Theresa May's government to face no confidence vote today

The EU and European governments warned Tuesday that the <a href="http://www.wionews.com/world/uk-parliament-votes-down-pm-mays-eu-brexit-deal-by-230-votes-190586">British parliament's rejection of a Brexit deal</a> heightened the risk of a disorderly withdrawal from the bloc.

Following are some of the key reactions to the vote, which saw MPs vote by a massive 432 to 202 votes against the <a href="http://www.wionews.com/world/brexit-in-dates-from-leave-shock-to-no-confidence-vote-183632">agreement</a>:

European Union

"I urge the United Kingdom to clarify its intentions as soon as possible. Time is almost up," -- European Commission president Jean-Claude Juncker.

"The Withdrawal Agreement is a fair compromise and the best possible deal. It reduces the damage caused by Brexit for citizens and businesses across Europe. It is the only way to ensure an orderly withdrawal of the United Kingdom from the European Union.

"The risk of a disorderly withdrawal of the United Kingdom has increased with this evening's vote. While we do not want this to happen, the European Commission will continue its contingency work to help ensure the EU is fully prepared."

- "If a deal is impossible, and no one wants no deal, then who will finally have the courage to say what the only positive solution is?" -- EU Council president Donald Tusk, who added the remaining EU27 "will remain united".

- "It's now up to the British government to say what the next stage is. The EU will remain united and determined to find a deal." -- The EU's chief Brexit negotiator Michel Barnier.

Germany

- "This is a bitter day for Europe. We are well prepared -- but a hard Brexit would be the least attractive choice, for the EU and GB (Great Britain)." -- German Finance Minister and Vice Chancellor Olaf Scholz.

-"A hard Brexit will be the worst of all options." -- Annegret Kramp-Karrenbauer, leader of Chancellor Angela Merkel's centre-right CDU party and her likely successor.

France

- "The pressure is mainly on them." -- President Emmanuel Macron, referring to Britain.

The British people would be "the biggest losers" of a no-deal option, he said.

"Either way, we will have to negotiate a transition period with them because the British cannot afford to no longer have planes taking off or landing at home, and their supermarkets, as much as 70 per cent, is supplied with (products) from continental Europe."

Ireland

"Regrettably, the outcome of tonight's vote increases the risk of a disorderly Brexit. Consequently, the government will continue to intensify preparations for such an outcome," government statement.

Austria&nbsp;

-"In any case, there will be no renegotiations on the withdrawal agreement." -- &nbsp;Austrian Chancellor Sebastian Kurz, in a tweet.

Spain

-"An unordered exit would be negative for the EU and catastrophic for the UK." -- Spanish premier Pedro Sanchez.

How Europe reacted to Brexit deal defeat

A court in Moscow ruled on Wednesday that four Ukrainian sailors seized by Russia last year off the coast of Crimea should be kept in pre-trial detention until April 24, Russian news agencies reported.

Russia seized three Ukrainian navy vessels and their combined crew of 24 on November 25 near Russian-annexed Crimea. Moscow accuses them of illegally entering Russian waters, something Kiev denies.

In similar rulings on Tuesday, the court extended the detention of the other 20 Ukrainians until April 24 and, in the case of four of them, until April 26.

The United States and European Union have called on Russia to release the men, but the Kremlin has said they must be put on trial. No date has been set for a trial.

Moscow could hand over the men as part of a prisoner swap deal with Ukraine later this year, a Russian diplomatic source was quoted as saying last week by the pro-Kremlin Izvestia newspaper.

German Chancellor Angela Merkel said on Wednesday that it was necessary to keep trying to secure an orderly Brexit but she stressed that Germany was prepared if Britain did end up exiting the European Union in a disorderly fashion.

She said she regretted that the <a href="http://www.wionews.com/world/risk-of-no-deal-has-never-seemed-so-high-says-eu-negotiator-after-may-loses-brexit-vote-in-parliament-190702">British parliament had rejected a Brexit deal</a> negotiated with the European Union and said British Prime Minister Theresa May needed to say how Britain would proceed.

"We think now it is up to the British side," Merkel said. "We want to keep damage to a minimum, and there will be damage with the departure of Britain."

"We will of course try to find an orderly solution but we are also prepared for the scenario that there may not be an orderly solution," Merkel added.

EU negotiator Michel Barnier warned on Wednesday that the British Parliament's overwhelming rejection of a negotiated Brexit deal increases the risk that Britain will crash out of the European Union without an agreement.

We must still strive for orderly Brexit: Angela Merkel

Britain's parliament on Tuesday voted against Prime Minister <a href="http://www.wionews.com/world/britains-may-faces-defeat-in-parliament-over-brexit-plan-190530">Theresa May's Brexit deal </a>by a massive margin, triggering a no-confidence vote that could bring down her government.&nbsp;

The House of Commons lower house voted 432 to 202 against May's plan for taking Britain out of the European Union after nearly five decades, one of the biggest defeats ever suffered by a British premier.

The EU warned that the vote, which plunges Britain into uncharted waters, boosts the risk of a "no deal" Brexit.

Moments after the outcome, opposition Labour leader Jeremy Corbyn submitted a motion of no-confidence in May's government.

The vote is set for Wednesday.

Speaking moments before the MPs cast their ballots, May said MPs had a "duty to deliver" on the results of a 2016 referendum that started the divorce.

"I believe we have a duty to deliver on the democratic decision of the British people," May said, warning MPs that the EU would not offer any "alternative deal".

"A vote against this deal is a vote for uncertainty, division, and the very real threat of a no deal," she argued to loud jeers from the packed chamber.

"The responsibility of each and every one of us at this moment is profound, for this is a historic decision that will set the future of our country for generations."

Most lawmakers have always opposed Brexit, as have some leading members of May's government, creating an inherent contradiction that has torn apart the island nation.

And with just over two months to go until the scheduled March 29 departure, Britain still cannot decide what to do.

May must now decide whether she tries to hold another vote, gets kicked out of office, delays Brexit -- or if Brexit even happens at all.

As their nation's fate was being decided, hundreds of noisy supporters and opponents of Brexit, some banging drums and others driving floats with huge dolls mocking top UK politicians, rallied outside the ancient parliament building in London.

"It could end up being the day that will lead to us leaving with no deal!" said 25-year-old Simon Fisher, who backs a swift and sharp break with the EU.

A much larger rally nearby in support of a second referendum turned Parliament Square into a sea of EU flags.

One pro-Brexit activist attempting to join the rally was detained by police to shouts of "scum" from fellow protesters in an indication of rising tensions.

Others voiced their support for a second referendum, an option May's government rules out.

'No Deal? No problem!'

May made it her mission to carry out the wishes of voters after she became premier in July 2016, putting aside her own initial misgivings and stating repeatedly that "Brexit means Brexit".

But facing a heavy drubbing, May decided to postpone a parliamentary vote in December on the Brexit deal in the hope of winning concessions from Brussels -- and that a Christmas break would change lawmakers' minds.

EU leaders came back with only non-binding clarifications, and just a handful of new MPs have rallied to May's side.

The UK government's current plan appears to be to try to ram a very similar version of the agreement through parliament on a second or possibly even third attempt.

European Commission President Jean-Claude Juncker returned to Brussels from Strasbourg on Tuesday "to handle the situation after the vote," according to his office.

In Strasbourg, German Foreign Minister Heiko Maas raised the possibility of further talks while ruling out a full renegotiation of the text.

Hardline Brexiteers and Remainers oppose the agreement for different reasons and many fear it could lock Britain into an unfavourable trading relationship with the EU.

Bitter debates about Britain's place in the world have dominated the national discourse ever since the referendum, dividing families and playing out in front of parliament on Tuesday.

Financial markets were also watching closely, with several currency trading companies roping in extra staff for the vote and at least one putting a cap on trades to avoid excessive movements.

Risk of no deal

Criticism of the deal is focused on an arrangement to keep open the border with Ireland by aligning Britain with some EU trade rules, if and until London and Brussels sign a new economic partnership which could take several years.

Sammy Wilson, Brexit spokesman with Northern Ireland's Democratic Unionist Party, upon which May relies for her parliamentary majority, told the BBC his party would not be forced into backing the deal by fears over the border.

The government must set out what happens next by Monday, if -- as is expected -- it survives the no-confidence vote.

Speculation is growing on both sides of the Channel that May could ask to delay Brexit.

But a diplomatic source told AFP any extension would not be possible beyond June 30, when the new European Parliament will be formed.&nbsp;

The withdrawal agreement includes plans for a post-Brexit transition period until a new relationship is drawn up, in return for continued budget contributions from London.

Without it, and if there is no delay, Britain will sever ties with its nearest neighbours with no agreement to ease the blow.

Britain's Brexit vote: How many lawmakers are backing PM May?

British Prime Minister Theresa May urged lawmakers on Monday to take a "<a href="http://www.wionews.com/world/this-is-the-best-deal-possible-and-is-worthy-of-their-support-may-on-brexit-deal-190260">second look</a>" at her deal to leave the European Union, a last-ditch effort to win over a parliament that looks set to reject the agreement.

The fate of the United Kingdom's March 29 exit from the EU is in the balance before Tuesday when parliament is widely expected to vote against May's deal, opening up outcomes ranging from a disorderly divorce to reversing Brexit.

In the deepest crisis in British politics for at least half a century, May and EU leaders exchanged letters giving assurances on her withdrawal agreement, though there was little sign of a change of heart among rebel lawmakers.

May used a speech at a china factory in the leave-supporting city of Stoke-on-Trent in central England to say that lawmakers blocking Brexit altogether was now a more likely outcome than Britain leaving without a deal.

She then returned to parliament, where she asked lawmakers to give her deal a chance, referring to the assurances she secured from Brussels and warning parliament it risked the break up of the United Kingdom if it voted against the agreement.

"So I say to members on all sides of this House (of Commons) - whatever you may have previously concluded - over these next 24 hours, give this deal a second look," she said.

"No it is not perfect. And yes it is a compromise," she said, telling them to think about how any decision will be judged in history books. "I say we should deliver for the British people and get on with building a brighter future for our country by backing this deal tomorrow."

May has refused to budge over her deal despite criticism from all quarters. The agreement, which envisages close economic ties with the EU, has united the opposing sides of the debate - pro-EU lawmakers who see it as the worst of all worlds, and Brexit supporters who say it will make Britain a vassal state.

As the world's biggest trading bloc tried to brace for an unpredictable ride, Spain said the EU could agree to extend the deadline for Brexit, but not beyond elections for the European Parliament due in May.

May warned lawmakers on Sunday that failing to deliver Brexit would be "catastrophic" for democracy, and her ministers said thwarting the outcome of the 2016 referendum could lead to a rise in far-right populism.

LETTER FROM EU

As part of the effort to get the deal approved by the British parliament, the EU and May set out some assurances in a choreographed exchange of letters on Monday.

The EU told May that it stood by commitments to find ways to avoid triggering the "Irish backstop" in their Brexit deal and that this pledge had legal weight.

In a joint reply to questions from May, European Commission President Jean-Claude Juncker and European Council President Donald Tusk said the EU stood by its commitment to try and reach a post-Brexit trade deal by the end of next year in order to avoid using the unpopular backstop.

While stressing that nothing in their letter could be seen as changing or being inconsistent with the draft treaty agreed with May last month, they said a commitment to a speedy trade deal made by EU leaders had "legal value" which committed the Union "in the most solemn manner".

However, even if the target date were not met, they wrote, Britain would have the option to extend a status-quo transition period to avoid triggering the backstop, which is meant to avoid a hard customs border for Northern Ireland.

"If the backstop were nevertheless to be triggered, it would only apply temporarily, unless and until it is superseded by a subsequent agreement that ensures that a hard border is avoided," they said.

May said the assurances might not go far enough for some lawmakers and the small Northern Irish party that props up her minority government said it was insufficient.

Nigel Dodds, deputy leader of the Democratic Unionist Party, said he could not support the deal, saying his party's desire to get it renegotiated meant it could not support any move by the opposition Labour Party to press for a no confidence vote.

'PARLIAMENT PLOT'

With no-deal Brexit the default option if May's deal is defeated, some lawmakers are planning to pull control of Brexit from the government.

Though May is weakened, the executive has significant powers, especially during times of crisis, so it was unclear how parliament would be able to take control of Brexit.

If May's deal is defeated and the government is unable to have any amended version passed in the next three weeks, one suggestion is for senior lawmakers who chair parliamentary committees to come up with an alternative Brexit plan.

"We're in the very, very final stages of the end-game here," said Nick Boles, one of the Conservative lawmakers behind the plan, who said he would vote for May's deal.

"What we need to do is find the solution, and if the government can't find the solution - and we want the government to find the solution, and we'll be voting for her solution - but if it can't, then parliament needs to," he told BBC radio.

Voting down Brexit deal could lead to breakup of United Kingdom: Theresa May

Prime Minister Theresa May will on Monday repeat weekend <a href="http://www.wionews.com/videos/theresa-may-requests-mps-to-back-brexit-deal-190017">warnings to MPs</a> poised to reject her EU divorce deal that failing to deliver <a href="http://www.wionews.com/world/brexit-in-dates-from-leave-shock-to-no-confidence-vote-183632">Brexit </a>would be "catastrophic" for British democracy.

On the eve of Tuesday's monumental vote in parliament on her withdrawal agreement -- forged from 18 months of gruelling negotiations with European leaders -- May is set to address factory workers in Stoke, a Brexit-backing city in central England.

The <a href="http://www.wionews.com/world/british-pm-warns-of-catastrophe-if-lawmakers-dont-back-brexit-deal-189952">embattled leader</a>, who is widely expected to lose the House of Commons vote by a wide margin, will make a final bid for support by arguing: "We all have a duty to implement the result of the referendum.

"I ask MPs to consider the consequences of their actions on the faith of the British people in our democracy," May is expected to say, according to excerpts of her speech released by her office.

"What if we found ourselves in a situation where parliament tried to take the UK out of the EU in opposition to a remain vote?" she will ask.

"People's faith in the democratic process and their politicians would suffer catastrophic harm."

'No confidence in the government'

Britain is set to leave the European Union on March 29 but, with less than 11 weeks left, has yet to finalise the terms of its departure.

May's deal agrees a 21-month transition period under current terms while the future relationship with the bloc is negotiated, but it has drawn steadfast opposition from both Brexiteers and Remainers.&nbsp;

The prime minister has said rejecting it will throw Britain into "uncharted territory" and put the country at risk of crashing out without an agreement, or even no Brexit at all.

The opposition Labour Party, which favours remaining in a permanent customs union with the EU, has suggested it will seek a no-confidence vote in the government if MPs throw out the plan.

The Observer newspaper reported Sunday that its lawmakers have been told it could be tabled "within hours" of that on Tuesday, with the confidence vote to be held the following day.

If the government lose a no-confidence motion, there will be a period of 14 days in which parties can seek to find an alternative working majority in parliament.

If they fail to do so, a general election would be called.

"We will table a motion of no confidence in the government at a time of our choosing, but it's going to be soon, don't worry about it," Labour leader Jeremy Corbyn told the BBC on Sunday.

Corbyn conceded if the party won power, parliament would likely need to delay Brexit beyond March 29 so it could renegotiate the withdrawal agreement.

'A very British coup'

The prime minister already postponed a House of Commons vote on her plan in December to avoid defeat -- and MPs look set to reject it again on Tuesday.

Lawmakers who believe it either leaves Britain too close or too distant from the bloc, fired ominous warning shots this week, voting to force the prime minister to quickly set out an alternative plan for Brexit if she loses the vote.

It was her second setback in 24 hours after MPs also voted to deny the government certain taxation powers in a no-deal scenario -- in a bid to avoid such an outcome.&nbsp;

The Sunday Times said a group of senior cross-party backbench rebels are now plotting to change House of Commons rules to enable them to override government business if the deal falls.

Described as "a very British coup", the plan would see May lose control of parliamentary business to MPs, threatening her ability to govern, the newspaper said.&nbsp;

It said Downing Street was "extremely concerned" about the possibility, which could see lawmakers then delay Brexit through new legislation.&nbsp;

Conservative MP Nick Boles, who favours a Norway-style relationship which would keep Britain in the EU's single market, told the paper he was exploring tactics in the Commons to rule out a no-deal scenario.

"We have a mechanism which will give parliament control of the Brexit negotiations and ensure we do not leave the EU without a deal on March 29," he said.

"I am working on ways to achieve that outcome," Boles said, indicating he would publish the plan on Tuesday.

Theresa May heads to Brexit-backing city to make last-ditch plea to rebel MPs

Prime Minister Theresa May on Monday published further assurances from the EU on the eve of a crucial parliamentary vote on her Brexit deal and warned MPs that rejecting it would lead to "paralysis" that could see Britain stay in the bloc.

European Commission President Jean-Claude Juncker and European Council President Donald Tusk repeated in a letter that they would not reopen the divorce deal, but said they could offer clarifications with "legal value" on a controversial clause on Ireland.

In a speech shortly afterwards in Stoke, a Brexit-backing city in central England, May admitted their offer fell short of what she wanted.

But she said, "I'm convinced that MPs now have the clearest assurances that <a href="http://www.wionews.com/world/brexit-supporting-mps-say-they-will-try-again-to-unseat-pm-theresa-may-178430">this is the best deal possible</a> and is worthy of their support."

May had promised clarifications on the so-called Irish backstop arrangement when she postponed a vote on the agreement in December, facing certain defeat in the House of Commons.

But as MPs prepare to finally cast their judgement on Tuesday evening, large numbers of her own Conservative MPs and her Northern Irish allies are still strongly opposed.

Anti-Brexit MPs have now stepped up efforts to tie the government's hands in parliament in a bid to avoid the damaging prospect of Britain leaving the EU on March 29 with no deal at all.

May repeated that the only way to avoid "no deal" was to support her agreement, saying that "if no deal is as bad as you believe it is, it will be the height of recklessness to do anything else".

But with growing calls to delay Brexit or call a second referendum to resolve the issue, she said: "It's now my judgment that a more likely outcome is a paralysis in parliament that risks there being no Brexit."

Assurances with 'legal value'

May signed the divorce deal with other EU leaders in November after 18 months of tough negotiations, but it has faced huge opposition in Britain.

The most contentious element is the backstop, which would keep Britain tied to some EU trade rules, with even closer alignment for the province of Northern Ireland, if and until another way was found to avoid border checks with Ireland.

Tusk and Juncker said the EU "does not wish to see the backstop enter into force" and noted that if it was necessary, it would only be temporary.

They promised to work quickly to find alternatives to keep open the border, including using technology, a solution backed by Brexit supporters.

The pair repeated that similar assurances to this nature made at an EU summit in December "have legal value".

May conceded however that the EU had rejected her request for a time limit to the backstop should it come into effect.&nbsp;

Nigel Dodds of Northern Ireland's Democratic Unionist Party (DUP), which props up May's government in parliament, was dismissive.

The EU leaders admitted they had no mandate to reopen the Brexit deal, he told the BBC, and so "obviously can't do what is necessary for the House of Commons".

Delaying Brexit?

The opposition Labour party, which favours remaining in a permanent customs union with the EU, has suggested it will seek a no-confidence vote in the government if MPs reject May's plan.

If the government loses, parties would have 14 days to find an alternative that had the support of a majority of MPs, or an election would be called.

Labour leader Jeremy Corbyn has conceded that, if the party won power, parliament would likely need to delay Brexit so it could renegotiate the withdrawal agreement.

Speculation is growing in Brussels and London that May could also seek an extension to the Article 50 exit process if she loses the vote on Tuesday.

She has denied this repeatedly, but asked about this in Stoke, gave what some viewed as an equivocal answer, saying: "I don't believe we should be extending Article 50."

May repeated her opposition to a second referendum, which a growing minority of MPs support as the only way out of the parliamentary deadlock on Brexit.

There is also talk of MPs taking control of the situation by altering the rules of parliament.

Conservative MP Nick Boles, who wants to keep Britain attached to the EU's single market like Norway, proposes that senior MPs be allowed to frame a "compromise" Brexit deal.

Prime Minister Theresa May on Monday published further assurances from the EU on the eve of a crucial parliamentary vote on her Brexit deal and warned MPs that rejecting it would lead to "paralysis" that could see Britain stay in the bloc.

'This is the best deal possible,' May says on Brexit deal; EU says it will not better it

Prime Minister <a href="http://www.wionews.com/world/may-heads-to-brexit-backing-city-to-make-last-ditch-plea-to-rebel-mps-190098">Theresa May</a> was on Monday to ramp up warnings to MPs poised to reject her EU divorce deal that failing to deliver Brexit would be "catastrophic" for British democracy.

On the eve of Tuesday's monumental vote in parliament on her withdrawal agreement — forged from 18 months of gruelling negotiations with European leaders — May is set to address factory workers in Stoke, a Brexit-backing city in central England.

The embattled leader, who is widely expected to lose the House of Commons vote by a wide margin, will make a final bid for support by warning Brexit-supporting MPs that they risk sabotaging the whole process, and reminding EU supporters of their democratic responsibilities.

"We all have a duty to implement the result of the referendum," she was to say, according to extracts released early.

"I ask MPs to consider the consequences of their actions on the faith of the British people in our democracy," May is expected to say, asking what the response would have been if parliament tried to take Britain out of the EU had Remain had won the 2016 vote.

She is also set to later make a statement to parliament, setting out reassurances from Brussels over contentious aspects of the deal, although there appears little prospect of her unveiling anything with legal force.

Leave-supporting MPs fear one provision in the deal for a "backstop", designed to prevent a hard border between the British province of Northern Ireland and the Republic of Ireland, would keep Britain indefinitely tied into a form of EU customs union.

'No confidence in the government'

Britain is set to leave the European Union on March 29 but, with less than 11 weeks left, has yet to finalise the terms of its departure.

May's deal agrees a 21-month transition period under current terms while the future relationship with the bloc is negotiated, but it has drawn steadfast opposition from both Brexiteers and Remainers.&nbsp;

If the government loses a no-confidence motion, there will be a period of 14 days in which parties can seek to find an alternative working majority in parliament.

If they fail to do so, a general election would be called.

"We will table a motion of no confidence in the government at a time of our choosing, but it's going to be soon," Labour leader Jeremy Corbyn told the BBC on Sunday.

Corbyn conceded that, if the party won power, parliament would likely need to delay Brexit beyond March 29 so it could renegotiate the withdrawal agreement.

'A very British coup'

Lawmakers who believe the deal either leaves Britain too close or too distant from the bloc, fired ominous warning shots this week, voting to force the prime minister to quickly set out an alternative plan for Brexit if she loses the vote.

The Sunday Times said a group of senior cross-party backbench rebels are now plotting to change House of Commons rules to enable them to override government business if the deal falls.

Described as "a very British coup", the plan would see May lose control of parliamentary business to MPs, threatening her ability to govern, the newspaper said.&nbsp;

It said Downing Street was "extremely concerned" about the possibility, which could see lawmakers then delay Brexit through new legislation.&nbsp;

Conservative MP Nick Boles, who favours a Norway-style relationship which would keep Britain attached to the EU's single market, told BBC radio he was set to publish a bill that would allow MPs to frame a "compromise" Brexit deal.

"The European Union Withdrawal Number 2 Bill" would see parliament's Liaison Committee take a key role if the prime minister's withdrawal agreement is rejected by parliament.

Approve Brexit deal or Britain may end up at risk of not leaving European Union: Thersa May

British Prime Minister Theresa May has warned lawmakers that failure to back her plan to leave the European Union would be catastrophic for Britain, in a plea for support two days ahead of a vote in parliament that she is expected to lose.

Lawmakers are set to vote on May's Brexit deal on Tuesday, after she shelved plans for a vote in December when it became clear that not enough lawmakers from her own party or others would back the deal she agreed with Brussels.

May looks little closer to securing the support she needs, but writing in the Sunday Express she said lawmakers must not let down the people who voted for Brexit.

"Doing so would be a catastrophic and unforgivable breach of trust in our democracy," May said.

"So my message to Parliament this weekend is simple: it is time to forget the games and do what is right for our country."

On Friday, her foreign minister Jeremy Hunt said Brexit might not happen at all if May's deal was defeated.

Britain, the world's fifth largest economy, is scheduled to quit the European Union on March 29.

The Sunday Times reported that rebel lawmakers were planning to wrest control of the legislative agenda away from May next week with a view to suspending or delaying Brexit, citing a senior government source.

British PM warns of catastrophe if lawmakers don't back Brexit deal

Greek Prime Minister Alexis Tspiras Sunday called an "immediate" no-confidence vote in parliament over the resignation of a top minister opposed to the country's name change deal with Macedonia.

"We will proceed immediately to the renewal of the confidence in our government by the parliament in order to proceed with the major issues for our country," he said.

Tsipras earlier Sunday accepted the resignation of Defence Minister Panos Kammenos, who is head of his main coalition ally in government, the nationalist Independent Greeks party (ANEL).

The semi-official ANA news agency said the debate on a no-confidence vote could begin as early as Tuesday and could be concluded by Thursday.

Kammenos said that he would vote against the government as supporting it would imply backing for the name deal with Macedonia.

The nationalist ANEL has supported the Tsipras administration with its seven lawmakers and has six ministers and junior ministers in the government.

Kammenos had threatened to pull out of the government when the name deal comes to a vote in Athens from the moment Tsipras signed it with Macedonian Prime Minister Zoran Zaev in the border Prespes region in June. However, some of his ANEL party's MPs remain ambivalent.

Macedonian lawmakers voted late on Friday to rename their country the Republic of North Macedonia but the agreement now needs backing from the Greek parliament to come into effect.

For the Greeks, Macedonia is the name of a history-rich northern province that was the cradle of Alexander the Great's ancient empire.

Greece has blocked its neighbour's accession to NATO and the European Union ever since Macedonia broke away from the former Yugoslavia in 1991.

"We will do everything to block the ratification of the Prespes deal," Kammenos told a news conference Sunday after announcing his resignation.&nbsp;

He charged that the agreement was "anti-constitutional" and called for a referendum on the issue to coincide with EU elections in May.

After meeting with Tsipras earlier Sunday, Kammenos said, "the Macedonia issue does not allow me not to sacrifice my post".

Tsipras believes the agreement can be ratified with the 145 lawmakers of his leftist Syriza party plus the votes of the small pro-EU To Potami party as well as some ANEL lawmakers who disagree with Kammenos's position.

The main opposition New Democracy party is vehemently against the agreement.&nbsp;

Greek PM calls confidence vote after minister quits over Macedonia deal

Macedonian Prime Minister Zoran Zaev on Saturday called on Greece to end their nations' decades-long dispute by ratifying the deal to rename his country "The Republic of North Macedonia".&nbsp;

Macedonian lawmakers voted through the agreement late on Friday and it now needs backing from the Greek parliament to come into effect.&nbsp;

"Our parliament found the strength but it wasn't easy. But I am convinced that the Greek parliament will also find the strength to make the decision," Zaev told a press conference in Skopje.&nbsp;

During the vote, 81 of the Macedonian parliament's 120 MPs backed the name change, securing the required two-thirds majority to push it through.

Zaev, who came to power in May 2017, is now looking to his Greek counterpart Alexis Tsipras to uphold his end of the deal, which the pair brokered last year.&nbsp;

"Within 10 days... if we see everything is in order, we will vote," Tsipras said on Friday evening.

Athens has promised to lift its veto on Skopje's attempts to join NATO and the European Union if Macedonia changes its name.

Zaev said he was "convinced that Greek lawmakers will recognise the historical significance of the agreement".

The accord aims to start unravelling one of the world's longest diplomatic disputes, which began nearly three decades ago with Macedonia's declaration of independence but whose roots date back centuries.

Since 1991, Athens has objected to its neighbour being called Macedonia because it has its own northern province of the same name, which in ancient times was the cradle of Alexander the Great's empire -- a source of intense pride for modern-day Greeks.

Last June, Zaev and Tsipras reached a landmark compromise over the name dispute, with the pair nominated for the 2019 Nobel Peace Prize for their efforts.&nbsp;

Macedonia PM urges Greek MPs to ratify name deal

By Louise Thompson&nbsp;

A cross-parliamentary group of MPs has struck again, landing another major blow against the government ahead of the vote on Theresa May’s Brexit deal on January 15. The manoeuvre changes the parliamentary timetable to give the prime minister just three days to come up with a new plan if she loses the vote. This was highly controversial in constitutional terms and the debate was extremely heated. Here’s what it means for the next stage of Brexit.

What does the amendment passed by parliament say?

Since the meaningful vote on the final Brexit deal was delayed in December, MPs have been pulling out all the stops to find creative ways of forcing the government’s hand. The amendments made to the Finance Bill were an example of this.

Now, MPs have voted through a business motion that drastically shortens the Brexit timeline should May lose the vote on her final Brexit deal on January 15. According to the amendment, she must return to the House of Commons within three days for a vote on the further options. This is instead of the plan currently in place, which would have given her 21 days to present a new plan.

Who is behind the amendment?

This is a cross-party amendment. A quick glance at the list of signatories shows some very familiar faces. Conservative backbencher Dominic Grieve has been a continual thorn in May’s side as she tries to pass Brexit legislation. Back in September 2017, he was writing about the need to challenge the government on its withdrawal legislation, which he felt was not up to scratch. His crusade to strengthen parliament’s voice on the issue has continued ever since. Now you can expect to see a “Grieve amendment” attached to almost any piece of Brexit-related legislation in parliament.

Also on the list is Chris Leslie, the Labour backbencher who has been similarly passionate about holding the government to account, tabling hundreds of amendments to May’s Brexit bills. Both are on the Politico’s list of Brexit troublemakers, where Leslie is described as an “amendment tabling machine”.

The SNP, Lib Dems, Plaid and the Greens have also signed up to the amendment. The smaller parties would typically always work together, but opposition to the prime minister’s Brexit timetable is now coming from MPs of all parties, including a significant number of her own.

Why was the selection of the amendment so controversial?

MPs spent the morning of January 9 in a heated debate about whether or not the amendment was constitutional – did it fall within the boundaries of parliamentary procedure? Many directed significant ire at Speaker John Bercow for selecting it for consideration, implying that he may be straying from the impartiality which the occupant of the chair should stand by. For some, it was a case of the speaker rewriting or reinterpreting parliamentary rules, something that parliamentary correspondent Mark D'Arcy described as a “massive ruling” that could alter the course of Brexit should the prime minister lose the vote on the final deal.

This was because the amendment was tabled to a business motion. This is different from tabling amendments to a piece of legislation like the EU Withdrawal Bill. Typically, only the government can amend the business or timetable of the House and as such, amendments would normally only come from government. There was some speculation that the amendment was a test, putting the speaker in an awkward position as he had to decide what to do with it. It later became apparent that the amendment had been selected (perhaps to placate MPs and allow the matter to be on the record). In the speaker’s words, it came down to a distinction between motion and an amendment, with this being one of the latter, as well as a discussion about the meaning of the word “forthwith” and whether this meant that a motion was unamendable or not.

It was clearly a difficult decision for Bercow, who repeatedly said he had to think carefully and make a judgement. But with reports that the House of Commons clerks had advised against the move, it seemed that the speaker really was taking a decision alone. It means that although parliament was not able to debate the amendment, Grieve was able to officially move it, and as a result, the House of Commons could vote on it. It was passed by 308 votes to 297.

Is this amendment enough to stop a no-deal Brexit? It is clear evidence of opposition to a no-deal Brexit and a growing consensus around the need for a clear decision to be expressed by parliament on a suitable alternative to the deal currently on the table.

On its own, the amendment is not going to stop a no-deal Brexit. But it does speed up the timetable by which the government would need to come back to the House of Commons with a new plan of action should the vote on the deal be lost. As such, it is part of parliament’s wider attempt to rewrite the Brexit story.

Does it currently look like May will lose the Brexit deal vote?

The prime minister’s assurances over Christmas about the Northern Ireland border may have quelled the opposition from a handful of MPs, but it still looks likely that she will lose the vote on the final deal. It was reported that she planned to repeatedly put the deal to a vote until it passed. Grieve’s amendment aimed to prevent this. But it’s not really clear if the prime minister has a Plan B.

What is Labour planning on doing if she loses the vote?

At the moment we are expecting Labour to table a &nbsp;motion of no confidence in the government if the prime minister loses the vote on January 15. But the Grieve amendment may complicate things a little bit. Should party leader Jeremy Corbyn hang tight and see what comes back in the three-day window, or table it right away? His chances of winning would depend on the timing and on whether or not a plan B does emerge from the government benches.

At the moment we are expecting Labour to table a motion of no confidence in the government if the prime minister loses the vote on January 15. But the Grieve amendment may complicate things a little bit. Should party leader Jeremy Corbyn hang tight and see what comes back in the three-day window, or table it right away? His chances of winning would depend on the timing and on whether or not a plan B does emerge from the government benches. Brexit row: What does the latest parliamentary upset mean for Theresa May?

Russia on Friday condemned British plans to open military bases in south-east Asia and the Caribbean and said it stood ready to take retaliatory measures if its own interests or those of its allies were threatened.

British defence minister Gavin Williamson told the Sunday Telegraph newspaper last month that London was working on plans to build two new foreign bases "within the next couple of years" after it left the European Union.

Williamson did not specify where the bases might be built, but the newspaper reported that options included Singapore or Brunei near the South China Sea and Montserrat or Guyana in the Caribbean.

Maria Zakharova, a spokeswoman for Russia's foreign ministry, on Friday described Williamson's comments as baffling and warned such plans could destabilise world affairs.

"Of course, Britain like any other country is independent when it comes to its military construction plans. But against the backdrop of overall rising military and political tensions in the world ... statements about the desire to build up its military presence in third countries are counter-productive, destabilising and possibly of a provocational nature," she said.

"In the event of any measures that pose a threat to Russia's security or that of its allies our country reserves the right to take appropriate retaliatory measures."

Russia has military bases in several countries across the former Soviet Union and operates military facilities in Syria and Vietnam.

Britain's business minister on Thursday warned that the prospect of crashing out of the European Union without an agreement would be "disastrous" for the country, as fractious MPs prepare to vote on a contentious Brexit deal.

Greg Clark's comments contradicted official government policy of not ruling out a no-deal Brexit and exposed further divisions after embattled Prime Minister Theresa May suffered a series of setbacks in parliament.

A no-deal Brexit would be "a disastrous situation in which we move to the most rudimentary terms of trade with our closest partners," Greg Clark told BBC radio.

In such a scenario, Britain would be forced to trade with the EU on World Trade Organization terms, which could mean much higher tariffs for some products such as cars.

As things stand, Britain will leave the EU with no official deal on March 29 if parliament fails to approve an agreement the government has struck with the bloc.

No-deal Brexit would be disastrous: UK minister

By John Bruton

It puzzles many people in Britain that something known as an “Irish backstop” should be at the heart of an increasingly bitter dispute. This is over the deal the UK government has made with the European Union on the terms for Brexit.

Most people understand that when the UK leaves the EU on March 29, the only land boundary between the United Kingdom and the European Union will be the 300-mile-long border in Ireland. Some do understand that if the UK leaves the EU, there will have to be border controls. After all, leaving the union was supposed to be about taking back “control,” and given that countries can only exercise control in their own territory, there is a logical necessity to have controls at the border of a country’s territory.

This is not something made up by the EU to annoy Brits but is a logical consequence of Brexit, which is, as we all know, something Britons have chosen for themselves and not something imposed on them by the European Union.

The proposed backstop in British Prime Minister Theresa May’s deal with the EU involves the whole of the UK staying in a close customs arrangement with the union. The original idea was that the backstop would be confined to Northern Ireland, but the British government preferred a backstop arrangement that would cover the whole UK, so as to minimize the controls that would otherwise have to be imposed between Britain and Northern Ireland. The object of the entire exercise is to avoid having controls at the 300 crossing points between Northern Ireland and the Republic of Ireland.

Some in Britain think the UK should be free to leave the EU, and that the British and Irish governments should then just decide, between themselves, that they were simply not going to have controls on the Irish border. That would not work because Ireland would still be in the European Union and would be breaking EU rules if it failed to control its portion of the EU land border.

Apart from being illegal, it would be impractical. The UK, once outside the European Union, would immediately go off and try to make trade deals with non-EU countries. These would inevitably involve agreeing to different standards and tariffs on goods coming from these non-EU countries to the ones that the European Union (including Ireland) would be applying to these nations. So, if there were no controls on the Irish border, goods from these non-EU states with which the UK had made its own trade deals could enter the European Union via Northern Ireland, without complying with EU standards or paying EU tariffs.

That would destroy the single market, which is based on common rules and tariffs, made, enforced and interpreted in the same way for all 27 EU members, including the Republic of Ireland.

Outside of the EU, under World Trade Organisation (WTO) rules, the United Kingdom would also have to impose tariffs on its side of the Irish border — unless it wanted to collect no tariffs at all — on goods coming into the UK from any country in the world. This is because of a WTO rule that says in the absence of a broad trade agreement, a country cannot discriminate between WTO member countries in the rate of tariffs it charges on goods coming from those countries (the most favoured nation rule).

So, in the absence of a trade deal with the EU, the UK must charge the same tariffs on Irish goods as it would charge on goods coming from any WTO members, with whom it has no trade deal — which, if the UK leaves the EU without a deal, would be every WTO country. If it attempted to discriminate unilaterally, the UK would be taken to the WTO court by some or all of the WTO countries who would not be getting the same concessions.

The UK is a trading nation. As such, it benefits from a rules-based world trading system. So, it would not be in the UK’s interest to start breaking WTO rules on the day it left the EU, just to solve a problem that is of its own making.

The two allegiances in Ireland

The other big reason for having an Irish backstop and for avoiding a hard border is about human beings, rather than just about commerce. For the past four centuries, two communities with different allegiances have lived together, geographically intermingled, in the Irish province of Ulster.

One community feels a sense of allegiance to Britain, its monarch, its historic narrative and its flag. The other feels an allegiance to Ireland and identifies itself with different historic narrative and different symbols. The two communities have different religious allegiances too, but the disagreements between them are not primarily about religious matters — they are all about national identity.

For centuries, the contest between these two identities was a zero-sum game. Either the British identity had to win or the Irish identity had to win. That zero-sum approach led to wars, threats of wars or uprisings from the 17th century all the way up until the late 20th century. These conflicts caused many casualties in Ireland and in Britain, too.

British and Irish political leaders have, for the last 40 years, been trying to find a different way forward. Rather than a zero-sum game where if one identity won, the other had to lose, these leaders sought to create conditions in which both identities could coexist comfortably together within Northern Ireland, without either of them winning or losing. The aim was to ensure that neither would feel cut off from the focus of their emotional allegiance. The nationalists would not feel cut off from Dublin, and Unionists would not feel cut off from London or the “mainland” as they would call it.

The Belfast Agreement of 1998 achieved this. Crafted between Ireland and the United Kingdom, when both were members of the barrier-free EU, it created structures to have a comfort zone for both communities. This was done through establishing three interlocking structures of cooperation, incorporated in an overarching international treaty, namely: power-sharing within Northern Ireland; cooperation between north and south; and cooperation between Dublin and London. On the strength of this agreement, Ireland changed its constitution to remove a territorial claim it had on Northern Ireland.

Now, 20 years later, the UK’s decision to leave the European Union puts these structures at risk because Brexit requires barriers to go up between the UK and Ireland, where previously there was free exchange. This is why, at a meeting in London, long before the referendum in 2016, I described Brexit as an “unfriendly act” by the UK vis-à-vis my country.

The backstop is simply an effort to mitigate the damage. It is a second-best option — and a bad second best at that. The only option that will not damage the structure of peace we have so painstakingly built between Ireland and Britain, and within the island of Ireland, would be for the UK to decide to stay in the EU after all.

Brexit row: Why is there an Irish backstop?

Britain's battle over <a href="http://www.wionews.com/world/pm-may-says-if-brexit-deal-is-rejected-uk-will-be-in-uncharted-territory-188563">Brexit </a>resumes Monday when parliament returns from its Christmas break to debate and -- most likely -- defeat Prime Minister Theresa May's unpopular EU divorce deal.

The stakes could hardly be higher as the clock ticks down to the moment the world's fifth-biggest economy splits from it main trading partner on March 29.

May and the other 27 EU leaders agreed on a draft in November designed to keep the process as orderly and undamaging as possible.

It took nearly two years to negotiate and has managed to upset just about everyone in British politics.

May survived her party's resulting no-confidence motion but was forced to abort a December vote on the pact after admitting it would lose by a "significant margin".

There are few signs that much has changed since.

May returned empty-handed from a subsequent EU summit she had hoped could address the concerns of her disgruntled Northern Irish coalition partners.

Vote to go ahead

Brexit-backing MPs in her Conservative party are still in revolt while opposition Labour leaders are angling for new elections.

May insisted on Sunday that the vote will go ahead as planned on or around January 15. The formal debate kicks off in parliament Wednesday.

But she also warned the deal's defeat would put Britain "in unchartered territory (in which) I don't think anybody can say exactly what will happen".

London has been swirling with rumours about how exactly May intends to avoid Britain crashing out of the bloc without any trade or other arrangements in place.

One idea mentioned by advisers involves the government simply re-introducing more or less the same version of the draft over and over again.

"If we have to have the vote 30 times, we will," a Downing Street source told BuzzFeed News.

May refused to rule out the possibility of a second or third vote in parliament when pressed about it in a BBC interview Sunday.

Other reports said she intends to invite her party's most vocal opponents over for private drinks on Monday and Wednesday.

The arm twisting will be accompanied by a new government campaign designed to prepare Britons for the full impact of a disruptive no-deal scenario.

One test on Monday will see up to 150 trucks sent down a highway to the Channel port of Dover to determine how the authorities deal with gridlock.

Dover handles most of Britain's trade with Europe and is expected to get quickly plugged up if no customs arrangements are made.

But Conservative MP Jacob Rees-Mogg said reports that he and other EU sceptics could be persuaded by May's arguments about a calamitous no-deal Brexit were "wishful thinking".

Most Conservatives either "think that these fears are exaggerated or that (it) is a price worth paying for leaving the shackles of the European Union," he wrote in the Sunday Express.

Involving parliament

May outlined a formal plan of action Sunday that included the possibility of giving parliament a bigger say in a new round of trade talks with Brussels that begins once Brexit enters into force.

These "future relationship" negotiations will also try to resolve the prickly issue of keeping the Irish border open while preserving the integrity of the EU.

The temporary solution laid out in the draft withdrawal agreement does not suit Northern Ireland's tiny Democratic Unionist Party (DUP) that props up May's government.

"There's a number of ways which we're looking to see how we can involve parliament in a greater way in the future," May told the BBC.

She also promised to continue to seek "further assurances from the European Union" about the border issue ahead of next week's vote.

The DUP wants a binding guarantee from Brussels that Northern Ireland's trade with the rest of Britain will not be subjected to any types of checks.

May spent part of her holidays ringing up EU leaders about possible concessions. Brussels has made clear it will cede nothing before the vote.

Involving parliament May outlined a formal plan of action Sunday that included the possibility of giving parliament a bigger say in a new round of trade talks with Brussels that begins once Brexit enters into force.

Britain's battle over Brexit resumes ahead of big vote

Last year was the fourth warmest on record, extending a scorching streak driven by rising concentrations of man-made greenhouse gases, the European Union's Copernicus Climate Change Service said on Monday.

Average world surface air temperatures were 14.7 Celsius (58.5 Fahrenheit) in 2018, 0.2C less than 2016 which was the hottest year on record, it said in the first global assessment of temperatures based on full-year data.

The year 2016 was boosted by an El Nino event that warmed the surface of the Pacific Ocean.

"In 2018, we have again seen a very warm year, the fourth warmest on record," Jean-Noël Thépaut, head of the Copernicus Climate Change Service, said in a statement.

"Dramatic climatic events like the warm and dry summer in large parts of Europe or the increasing temperature around the Arctic regions are alarming signs to all of us," he added.

The years 2017 and 2015 were also fractionally warmer than 2018 in records dating back to the 19th century, Copernicus said.

Almost 200 nations agreed to a "rule book" to govern the Paris climate agreement in talks in Poland last month, even though critics said it was insufficient to prevent dangerous levels of global warming.

The 2015 Paris accord seeks to end the fossil fuel era this century by shifting to cleaner energies such as wind and solar power. US President Donald Trump plans to pull out and instead promote the US fossil fuel industry.

The Copernicus report confirms projections by the UN’s World Meteorological Organization (WMO) in November that 2018 would be fourth warmest, after a cool start to the year.

More Britons want to remain a member of the European Union than leave, according to a survey published on Sunday which also showed voters want to make the final decision themselves.

Britain is due leave the EU on March 29, but Prime Minister Theresa May is struggling to get her exit deal approved by parliament, opening up huge uncertainty over whether a deal is possible, or even whether the country will leave at all.

The survey by polling firm YouGov showed that if a referendum were held immediately, 46 per cent would vote to remain, 39 per cent would vote to leave, and the rest either did not know, would not vote, or refused to answer the question.

When the undecided and those who refused to answer were removed from the sample, the split was 54-46 in favour of remaining.

That is broadly in line with other polls in recent months which show a deeply divided electorate, in which opinion has swung towards remaining in the EU. The 2016 referendum voted 52 to 48 per cent in favour of leaving.

The poll of more than 25,000 voters was commissioned by the People's Vote campaign, which is spearheading an increasingly vocal push for a second referendum on Brexit.

On Sunday, May reiterated her opposition to holding a second referendum, saying it would be divisive and disrespectful to those who voted to leave in the initial vote, and also highlighted a lack of time available to hold a new referendum.

But, the survey showed 41 per cent thought the final decision about Brexit should be made by a new public vote versus 36 per cent who believe it should be up to parliament. Removing those who are undecided, the split was 53 per cent in favour of another referendum and 47 per cent against.

Lawmakers are due to vote on whether to accept May's exit deal in the week beginning Jan. 14.

Britons would now vote to stay in EU, want second referendum: Poll

British Prime Minister Theresa May might again push back a final vote in parliament on her Brexit deal, less than three months before the country is due to leave the European Union, a newspaper reported.

The Sunday Telegraph said May's aides were believed to be drawing up a plan to make approval of the deal by members of parliament conditional on the European Union providing further concessions.

The newspaper said the move was intended to help limit the scale of opposition in parliament to her plan while allowing more time for negotiations to continue with EU leaders.

May was forced to postpone in December a key vote on the Brexit plan she has agreed with other EU leaders in the face of deep opposition from within her own Conservative Party and other groups in parliament.

The vote has been rescheduled for the week starting Jan. 14 after a debate which is scheduled to begin in the coming week.

Britain is due to leave the EU on March 29 and May's inability so far to get her deal through parliament has alarmed business leaders and investors who fear that the country is heading for an economically damaging no-deal Brexit.

May renewed her warnings about the possible consequences of parliament not backing her plan, telling the Mail on Sunday newspaper that jobs were at stake and lawmakers would be putting democracy at risk if they did not deliver on the outcome of the 2016 referendum that backed leaving the EU.

The Sunday Times said lawmakers, including some from May's Conservatives, would try to thwart a no-deal Brexit by proposing that the finance ministry lose its emergency funding powers if parliament did not agree to Britain leaving the bloc without an agreement.
