<p>While holding meetings with leaders of the All Mizoram Manipuri Association (AMMA), Lalengmawia appealed to them to ask people of the Meitei community not to leave the state on the basis of the advisory which was issued by the Peace Accord MNF Returnees’ Association (PAMRA), read the statement.<br />

The leaders were informed by him that PAMRA's press statement was misconstrued in one section of the media. A meeting was also convened by the home secretary with leaders of PAMRA who stated that they had issued the advisory to request members of the Meitei community in Mizoram to exercise caution in the wake of ongoing ethnic conflict in Manipur, the statement further stated.<br />

The home secretary was further told that the press release issued was not a diktat or a quit notice for the Meiteis.<br />

<p>Fresh violence broke out in the conflict-torn Indian state of Manipur on Friday night as reports emerged of automatic weapons firing from Kangvai in Churachandpur district and Kwakta in Bishnupur district and intermittent bursts of firing took place on Saturday morning, stated police and army sources.<br />

A column of the RAF dispersed the crowd. Last night, another mob attempted to vandalise Iringbam Police Station in the Imphal West district. At 11:40 pm local time, 300 to 400 people gathered outside the police station and tried to ransack it. The RAF dispersed the crowd.<br />

According to the sources of the Army, the office of the country's ruling party Bharatiya Janata Party (BJP) was surrounded by a mob of 200 to 300 people around midnight at Sinjemai, and the crowd was dispersed by an Army column.<br />

The mob gathered also tried to vandalise state BJP president Adhikarimayum Sharda Devi's residence in Imphal West at midnight, however, their efforts were foiled by the Army and RAF. According to the Army, the crowd was dispersed.</p>

<p>Despite the presence of nine security escort personnel, five security guards and eight additional guards, the mob power prevailed. Fortunately enough, Singh wasn't at his house and nobody got injured when the arsonists threw 'petrol bombs' and started the fire.&nbsp;</p>

<h2><strong>Second attack on ministers' house</strong></h2>

<p>"We couldn't prevent the incident as the mob was overwhelming and we couldn't control the situation. They threw petrol bombs from all directions - from the bylane behind the building and from the front entrance -&nbsp;so we simply couldn't control the mob," L Dineshwor Singh, Escort Commander, said.</p>

<p>Commenting on the violence, Singh said it was 'unfortunate' that such incidents&nbsp;were taking place in his home state.&nbsp;</p>

<p>"I am currently in Kerala for official work. Thankfully, nobody got injured last night at my Imphal home. The miscreants came with petrol bombs and damage has been done to the ground floor and first floor of my home," Singh was quoted as saying by ANI.&nbsp;</p>

<p>"It is very sad to see what is happening in my home state.&nbsp;I will still continue to appeal for peace. Those indulging in this kind of violence are absolutely inhuman."</p>

<p>Notably, this was the second instance when the minister's home was targetted by the rioters, according to <em>The New Indian Express</em>. In May, a similar attack was thwarted when the security personnel fired in the air to disperse the mob. The attack followed a recent meeting, chaired by Singh, with&nbsp;a group of intellectuals from&nbsp;Meitei and Kuki communities to discuss how to bring peace to the violence-hit northeast state.</p>

Manipur violence: Union ministers' house set on fire by arsonists

<p>Nearly 73 died and around 250 were injured as a result of the&nbsp;ethnic violence that broke out in Manipur on May 3.&nbsp;Thousands of men and women have taken shelter in the neighbouring districts of Mizoram and Assam. Nearly 6,665 men, women and children have taken shelter in the neighbouring districts of Mizoram and around 3,000 have fled to Cachar, Assam.&nbsp;</p>

As per reports of the Coordinating Committee on Manipur Integrity (COCOMI), an organisation working with the state’s Bharatiya Janata Party (BJP) government to restore peace, nearly 7,472 Meiteis have migrated to Imphal while 5,200 Kukis have left Imphal. The violence has resulted in nearly 23,000 people migrating to other regions of the country. Clashes between Meitei and Kuki The violence started as a result of a clash between the Hindu majority, Meitei and the Christian Kuki tribe in Churachandpur district on May 3, when Kukis took part in a solidarity march organised by the All Tribal Student Union Manipur (ATSUM) in protest against an April 19 Manipur high court order directing the state government to give Scheduled Tribe (ST) reservation to the Meitei community. <p>Chad President Idriss Deby declared a state of emergency in two eastern provinces on Sunday after violent intercommunal clashes left dozens dead earlier this month.</p>

<p>The state of emergency will run for three months in Sila and Ouaddai regions bordering Sudan where 50 people have died since August 9 in fighting between cattle herders and settled farmers, the president's office said.</p>

<p>"From now, we will deploy military forces who are going to ensure the security of the population in the region," Deby said while on a trip to Sila.</p>

<p>"We must disarm all the civilians who have weapons in their hands," he said.</p>

<p>Eastern Chad is in the grip of a cycle of violence between nomadic camel herders and sedentary farmers from the Ouaddian community.</p>

<p>Herders have for decades moved their livestock through the Ouaddai region in rotations between summer and winter pastures.</p>

<p>Most of the herders' animals belong to the president's Zaghawa ethnic group, and the farmers say they often escape censure when unrest breaks out between the two sides.</p>

<p>Similar conflicts between herders and farmers erupt in other African states, notably Nigeria.</p>

<p>Drought and population growth have aggravated the conflict, while an influx of weapons from conflict-stricken neighbours have made it even more deadly.</p>

<p>Deby earlier this month blamed the surge in violence partly fon an influx of guns to the former French colony from conflict zones in neighbouring Libya, Central African Republic and Sudan, where a protest movement ousted the president in April.</p>

<p>"The government has created special disarmament units. We take away the weapons, but the next day more arrive," he said.</p>

<p>The president described the violence as a "national concern", adding: "We are witnessing a terrible phenomenon."</p>

<p>"Those with guns are not hesitating to shoot the police. We must wage a total war against those who carry weapons and are killing people," he said at the time.</p>

<p>Legislative elections in Chad are scheduled to take place by the end of the year.</p>

<p>They have been postponed several times since 2015 as Deby, who grabbed power in 1990, looks to maintain his hold on the country.</p>

<p>Deby hinted in June that military courts may be reintroduced in a bid to curb unrest, a suggestion denounced by the country's opposition.</p>

<p>Military justice, applied to civilians as well as the armed forces, was abolished in Chad in 1993. In 2016, the country also scrapped the death penalty, except for "terrorism".</p>

<p>Deby said the decades-long conflict over land in Ouaddai had spread since the start of this year to other regions where previously the communities lived side by side in an "exemplary" manner.</p>
