Prisoners are only permitted to spend 30 minutes each day outside their cell. Lazaro Cruz, who was Jurado’s then-estranged husband was identified as the suspected killer and charged a month later, but he fled.&nbsp;

Jurado was the mother of three at the time of her death. Her three-year-old and seven-month-old daughters lived with her in the US while her four-year-old son lived in El Salvador.&nbsp;

Fairfax County Police Chief Kevin Davis, as per CNN, said this case is not a “traditional cold case” as Lazaro Cruz was identified right away, he was just “on the lam.”

According to the police, Lazaro Cruz, after the murder tried to flee to Canada but was refused entry due to falsified documents. Cory also said that one of the border agents said they noticed what appeared to be a “fresh cut” on his hand at the time.

The suspected murderer then managed to evade authorities and travelled to Houston, Texas, from where he is believed to have been smuggled out of the United States with the help of a smuggler, eventually ending up in El Salvador.&nbsp;

However, at the time, El Salvador did not have any mechanisms or policies in place which would allow Lazaro Cruz’s extradition. It was not until 2000, that the country’s constitution was amended, which allowed extradition of Salvadoran nationals.

In 2022, the US Justice Department said that Lazaro Cruz had been detained by Costa Rican authorities while trying to enter their country from Nicaragua.&nbsp;

“It also expresses solidarity with the relatives of those affected and deceased in this incident,” it added. 
 
The federation has sought a report on the incident and suspended&nbsp;the tournament after the stampede while&nbsp;calling for a meeting with the Security Commission of Sports Venues on Sunday. 
 
El Salvador President Nayib Bukele said the National Civil Police and the Attorney General's Office would conduct a "thorough investigation" into the turn of events that led to the stampede at the stadium. 
 
“Everyone will be investigated: teams, managers, stadium, box office, league, federation, etc. Whoever the culprits are, they will not go unpunished,” Bukele wrote on Twitter. 
 
The incident comes after a deadly stampede last year killed 135 spectators at a stadium in Indonesia’s East Java in October. Many were crushed as they fled for exits after police fired tear gas into the crowd.

In a video posted by Bukele, prisoners stripped down to white shorts, with their heads shaved, are seen running through the new prison into cells. Many of them are seen bearing gang tattoos.&nbsp;

President Bukele declared a ‘war on gangs’ last March, passing emergency measures which have been extended several times.&nbsp;

The emergency measures have been controversial as they limit some constitutional rights, such as allowing the security forces to arrest suspects without a warrant.&nbsp;

Since then, more than 64,000 suspects have been arrested in the anti-crime dragnet. Arrests can be made without a warrant, private communications are accessible by the government, and detainees no longer have the right to a lawyer.&nbsp;

Human rights organisations argue that innocent people have been caught up in the policy, including at least dozens who have died in police custody.&nbsp;

But Bukele's anti-gang push remains widely popular with Salvadorans, and the country's security minister told Reuters it would continue until all criminals are captured.

The President had famously forecasted that the price of bitcoin would reach $100,000.&nbsp;

However, the recent crypto crash has thrown President's Bukele's hopes of crypto-based rescue of country's economy into disarray. The bitcoin price currently hovers around $16,000.

The 84-seat unicameral assembly agreed Tuesday night to grant the government's newest request to maintain the decree, with 66 members voting in favor of an extension through mid-September.

The small Central American country has also increased sentences for gang membership five-fold, to up to 45 years.

To house part of the detainees, Bukele ordered the construction of a gigantic prison for 40,000 gang members in a rural area of the city of Tecoluca, in the center of the country, which should be ready before the end of the year.

"The results of the emergency regime have been overwhelming, we have had a strong impact on these terrorist structures," Villatoro said Tuesday in his report on the gang crackdowns.

Almost 69 percent of the detainees are accused of belonging to the notorious Mara Salvatrucha gang -- also known as MS-13 -- followed by the Surenos faction of the Barrio 18 gang (17.7 per cent) and the Revolucionarios faction of the same group (12.7 per cent).

Rights groups have denounced the arbitrary arrest of many people, including minors, with no gang links.

In different operations, the police and the army have seized more than a million dollars, in addition to 1,283 weapons.

More than 1,500 vehicles, as well as drugs and cell phones, have also been seized.

The wave of detentions is unprecedented in the country of 6.5 million people, who have suffered decades of violent crime driven by powerful gangs such as MS-13 and Barrio 18.

These gangs count some 70,000 members, most of them now behind bars, according to the authorities.

When they can’t or don’t have the resources to do so or are simply not believed, they face imprisonment,” Avila-Guillen said. &nbsp;

“Everyone in the US should have their eyes on El Salvador right now to understand exactly what a future without Roe entails,” she added.
