The month of August recorded 254.9 mm of rainfall, which is 30 per cent of the precipitation received in the monsoon season. The country registered a rainfall deficit of 25 per cent in August 2005, 24.6 per cent in 1965; 24.4 per cent in 1920; 24.1 per cent in 2009 and 24 per cent deficit in 1913, as per the IMD data. 
 
IMD chief Mrutyunjay Mohapatra said that El Nino is the main reason behind below-normal rainfall in August, apart from the "unfavourable phase of the Madden Julian Oscillation (MJO) which is known to reduce convection in the Bay of Bengal and the Arabian Sea". 
 
El Nino is the climatic change that takes place due to the warming of waters in the Pacific Ocean near South America. Generally, El Nino is related to the dry weather and weakening monsoon winds in India.

"The favourable phase of MJO results in rainfall even if there is no low-pressure system. July recorded above-normal rainfall due to the favourable phase of MJO," Mohapatra stated. 
 
He added that the prevailing El Nino conditions impacted only two low-pressure systems, among the five, which developed over the Bay of Bengal (BoB). "Another reason for below-normal rainfall in August was a lower number of low-pressure systems in the South China Sea and they, too, moved northward," he further stated. 
 
Low-pressure systems that develop over the South China Sea typically move westward and reach the north BoB after crossing Thailand and Vietnam.

Because of the positive Indian Ocean Dipole (IOD), the outlook for the month of September does not look very bleak, said Madhavan Rajeevan, former secretary at the Ministry of Earth Sciences, while speaking to PTI. 
 
"September is not expected to be as bad as August. Models suggest the September rainfall will be on the lower side of the normal," he added. The senior meteorologist held El Nino as the primary reason for the high rainfall deficit recorded in August. 
 
"The absence of the positive phase of MJO must have also played a marginal role," he stated. Meanwhile, Mohapatra said, "Rainfall in September is likely to be on the lower side (94 per cent to 99 per cent) of the normal (422.8 mm).”

The agency has said that the Pacific weather phenomenon may make this year's dry season most severe since 2019. Reuters reported that a climate researcher from the agency has said that the dry season also poses threat to Indonesia's tropical glaciers. The glaciers are 12,000-year-old.

"The glaciers might vanish before 2026, or even faster, and El Nino could accelerate the melting process," said Donaldi Permana, referring to the so-called 'Eternity Glaciers'. Permana was quoted by Reuters.

The glaciers, which he said were among the few left in the tropics, are the 4,884-m (16,000-ft) -high Carstensz Pyramid and the East Northwall Firn, which is 4,700 m (15,420 ft) high, in the Jayawijaya mountains in the easternmost region of Papua.

Permana said that the glaciers have thinned significantly in past few years. They have shrunk to 8 metres in 2021 from 32 metres in 2010. The total area fell to 0.23 square kilometres by 2022. It was 2.4 square kilometres in the year 2000.

But little can be done to prevent the shrinking, he said, adding that the event could disrupt the regional ecosystem and trigger a rise in the global sea level within a decade.

"We are now in a position to document the glaciers' extinction," added Donaldi, a coordinator of the climate research division of the agency, known as BMKG. "At least we can tell future generations that we used to have glaciers."

Other than in Papua, tropical glaciers may be found in the Andes of South America and Kilimanjaro mountains and as well as in Mount Kenya and Rwenzory in Africa.

Indonesia is the world's top exporter of coal, and aims to reach net zero emissions by 2060. Coal-fired power makes up more than half its energy supply.

Last year it set an ambitious deadline of 2030 to cut emissions by 31.89 per cent on its own, or by 43.2 per cent with international support.

The National Weather Service has forecasted that the US would witness excessive heat in July, which has broken several records already.

This heatwave warning covers the entire Phoenix metro area and beyond in Arizona, and will remain in effect until at least Sunday.

It comes a week after US witnessed one of the hottest months, accentuated by the El Niño pattern that has caused global temperatures to rise further.

“We are still anticipating this current heatwave to continue through next week and likely beyond with it rivalling some of the worst heatwaves this area has ever seen,” the National Weather Service (NWS)&nbsp;said last Friday, reports The Guardian.

“This week has been hot with temperatures on average five degrees above normal in the Phoenix area to a few degrees above normal across the western deserts, but there is very high confidence this heat will get even worse next week,” the government agency added.

<h2>Temperatures to be some of the hottest</h2>

It further said that from Tuesday till the rest of the week, “temperatures across the region may be some of the hottest we have ever seen.”

The meteorologists believe that Phoenix could break the record for consecutive days above 110 degrees Fahrenheit as a result. The city has been above 110 degrees for 10 consecutive days and could break the record of 19 days next Tuesday, reports CNN.

On Monday, more than 40 million people were out under heat alerts from California to Florida.

The heat advisories have also been issued to places like Miami in Florida and Houston and San Antonio in Texas, where&nbsp;heat indices&nbsp;will peak this afternoon at around 110 degrees, said the CNN report.

According to the NWS, next week’s temperatures will range in the highs from 113 to 118F (45 to 48C) across the lower deserts on Wednesday and Thursday. It added that there are pockets of 5-10 per cent probability of reaching a dangerous 120F (49C).

"The atmospheric setup … also looks to have similarities to the conditions on July 28, 1995, that led to&nbsp;Phoenix&nbsp;reaching 121 degrees and Yuma hit 124 degrees,” the NWS said.

&nbsp;“Even if we do not get quite that hot during this current heatwave, this should go down as one of the longest, if not&nbsp;the&nbsp;longest duration heatwave this area has ever seen,” it added.

Arizona state too issued a similar public warning, saying, “Avoid a heat-related emergency and be smart about summer hiking: be off the trail before the heat of the day (10-4 pm) and bring more water than you think you need.”

As envoys gathered in Bonn in early June to prepare for this year's annual climate talks in November, average global surface air temperatures were more than 1.5C above pre-industrial levels for several days, the EU-funded Copernicus Climate Change Service (C3S) said.

Though mean temperatures had temporarily breached the 1.5C threshold before, this was the first time they had done so in the northern hemisphere summer that starts on June 1. Sea temperatures also broke April and May records.

"We've run out of time because change takes time," said Sarah Perkins-Kirkpatrick, a climatologist at Australia's University of New South Wales.

As climate envoys from the two biggest greenhouse gas emitters prepare to meet next month, temperatures broke June records in the Chinese capital Beijing, and extreme heatwaves have hit the United States.

Parts of North America were some 10C above the seasonal average this month, and smoke from forest fires blanketed Canada and the U.S. East Coast in hazardous haze, with carbon emissions estimated at a record 160 million metric tons.

In India, one of the most climate vulnerable regions, deaths were reported to have spiked as a result of sustained high temperatures, and extreme heat has been recorded in Spain, Iran and Vietnam, raising fears that last year's deadly summer could become routine.

Countries agreed in Paris in 2015 to try to keep long-term average temperature rises within 1.5C, but there is now a 66% likelihood the annual mean will cross the 1.5C threshold for at least one whole year between now and 2027, the World Meteorological Organization predicted in May.

<h2>'Quadruple whammy'</h2>

High land temperatures have been matched by those on the sea, with warming intensified by an El Nino event and other factors.

Global average sea surface temperatures hit 21C in late March and have remained at record levels for the time of year throughout April and May. Australia's weather agency warned that Pacific and Indian Ocean sea temperatures could be 3C warmer than normal by October.

Global warming is the major factor, said Piers Forster, professor of climate physics at the University of Leeds, but El Nino, the decline in Saharan dust blowing over the ocean and the use of low-sulphur shipping fuels were also to blame.

"So in all, oceans are being hit by a quadruple whammy," he said. "It's a sign of things to come."

Thousands of dead fish have been washing up on Texan beaches and heat-induced algal blooms have also been blamed for killing sea lions and dolphins in California.

Warmer seas could also mean less wind and rain, creating a vicious circle that leads to even more heat, said Annalisa Bracco, a climatologist at the Georgia Institute of Technology.

Though this year's high sea temperatures are caused by a "perfect combination" of circumstances, the ecological impact could endure, she said.

"The ocean is going to have a very slow response as it accumulates (heat) slowly but also keeps it for very long."

<h2>The road to Dubai</h2>

Climate experts say the extent and frequency of extreme weather are increasing, and this year has also seen punishing droughts across the world, as well as a rare and deadly cyclone in Africa.

The Worldwide Fund for Nature, however, warned of a "worrying lack of momentum" during climate talks in Bonn this month, with little progress made on key issues like fossil fuels and finance ahead of November's COP28 climate talks in Dubai.

"It was very detached from what was going on outside of the building in Bonn - I was very disappointed by that," said Li Shuo, Greenpeace's senior climate adviser in Beijing.

"We are really getting to the moment of truth ... I am hoping that the sheer reality will help us change people's moves and change the politics."

Talks between the United States and China could resume next week with U.S. climate envoy John Kerry set to visit Beijing, though few expect it to add momentum to climate negotiations.

"This is more a trust-building exercise," Li said. "I don't think either side will be able to push the other side to say much more than they are willing to do - the politics won't allow that."

"The onset of El Nino will greatly increase the likelihood of breaking temperature records and triggering more extreme heat in many parts of the world and in the ocean," said WMO secretary-general Petteri Taalas.

The world has been affected by an exceptionally long La Nina since 2020. It is El Nino's cooling opposite. La Nina ended earlier this year.

And yet, the UN has said the last eight years were the warmest ever recorded, despite La Nina's cooling effect stretching over nearly half that period.

Without that weather phenomenon, the warming could have been even worse.

"The declaration of an El Nino by WMO is the signal to governments around the world to mobilise preparations to limit the impacts on our health, our ecosystems and our economies," said Taalas.

"Early warnings and anticipatory action of extreme weather events associated with this major climate phenomenon are vital to save lives and livelihoods."

“WHO is preparing for the very high probability that 2023 and 2024 will be marked by an El Nino event, which could increase transmission of dengue and other so-called arboviruses such as Zika and chikungunya. Speaking about how the organisation is going to tackle the threat, Ghebreyesus said, “To respond to this threat, WHO last year established a global arbovirus initiative, which aims to strengthen the world’s ability to prevent, detect and respond to outbreaks of these diseases. Many of the same capacities that countries established for COVID-19 can also be leveraged for dengue and other diseases. And many of the actions that can prevent dengue are the same actions that can help prevent so many other diseases - including climate action.”

There has already been an increase in tropical diseases in regions from South America to Asia. A state of emergency has been declared in Peru due to its worst recorded dengue outbreak, as almost 150,000 suspected cases have been reported so far. The WHO stated that the increasing infections are placing a "heavy burden" on the health system of the country. 
 
Meanwhile, in the last three years, the highest number of dengue cases have been reported in Thailand with 19,503 cases reported by local health authorities in 2023. 
 
According to WHO, cases have also been on the rise in Cambodia and Malaysia while authorities in Singapore warned earlier about the potential for an increase in cases between June and October.

"As far as exports are concerned, we will not be in any hurry at all."

A government spokesperson did not immediately respond to a request for comment.

At the start of the current sugar season to September&nbsp;30, 2023, the industry pegged this year's output at 36 million tonnes, which has been scaled down to 32.8 million tonnes.

Due to the lower output, India allowed exports of 6.1 million tonnes for this season. As the quota is exhausted, India is currently not exporting sugar.

Even if India agrees to allow exports later during the 2023-2024 season, New Delhi may not allow more than 4 million tonnes, the officials said. The government is keen to control food prices ahead of some state elections in 2023 and a general election in mid-2024.

The country exported more than 11 million tonnes in 2021/2022, an all-time high.

The world needs more Indian sugar and as early as possible since global prices are trading near 11-years high, said a Mumbai-based dealer with a global trade house.

This weather pattern which is marked by warmer-than-average sea surface temperatures in the eastern and central Pacific Ocean near the equator had last occurred in 2018-19. This phenomenon occurs every two-seven years on average. 
 
"Depending on its strength, El Nino can cause a range of impacts, such as increasing the risk of heavy rainfall and droughts in certain locations around the world," stated NOAA climate scientist Michelle L'Heureux. 
 
"Climate change can exacerbate or mitigate certain impacts related to El Nino. For example, El Nino could lead to new records for temperatures, particularly in areas that already experience above-average temperatures during El Nino," the scientist added.

This week, Australia issued a warning that El Nino is likely to lead people to warmer and drier days in a country which is vulnerable to fierce bushfires. 
 
Meanwhile, Japan held a developing El Nino partly responsible for its warmest spring on record. The influence of the phenomenon on the United States is weak during summer months but is more strong starting from late fall through spring, said NOAA, in its statement. 
 
By the months of winter, an 84 per cent chance of the climate phenomenon developing "greater than moderate" has been estimated, and a 56 per cent chance is there of a strong El Nino. 
 
This is likely to cause wetter than average conditions in the country's few parts, from southern California to the Gulf Coast. It is also expected to lead drier than average conditions in the Ohio Valley and Pacific Northwest.

This phenomenon occurs every two-seven years on average. "Depending on its strength, El Nino can cause a range of impacts, such as increasing the risk of heavy rainfall and droughts in certain locations around the world," stated NOAA climate scientist Michelle L'Heureux. "Climate change can exacerbate or mitigate certain impacts related to El Nino. For example, El Nino could lead to new records for temperatures, particularly in areas that already experience above-average temperatures during El Nino," the scientist added. Meanwhile, Japan held a developing El Nino partly responsible for its warmest spring on record. The influence of the phenomenon on the United States is weak during summer months but is more strong starting from late fall through spring, said NOAA, in its statement. By the months of winter, an 84 per cent chance of the climate phenomenon developing "greater than moderate" has been estimated, and a 56 per cent chance is there of a strong El Nino. This is likely to cause wetter than average conditions in the country's few parts, from southern California to the Gulf Coast. It is also expected to lead drier than average conditions in the Ohio Valley and Pacific Northwest.
