Come January he is expected to bring his strong foreign policy voice to Washington, but he also will be closely watched for how he handles the president.

Even so, Democrats were confident, with Nancy Pelosi, the party's top leader in the House, saying "it's just a question of the size of the victory."

At a polling station in Arlington, Virginia, head election officer William Harkins said "it's a very good turnout."

Trump himself noted the energy as he wrapped up a punishing schedule of rallies around the country that were intended to boost Republican candidates -- and his own brand heading towards reelection in 2020.

"The midterm elections used to be, like, boring," Trump told a crowd in Cleveland, Ohio, on Monday. "Now it's like the hottest thing."

Now that the Democrats have won control of the US&nbsp;House of Representatives, they need to choose a leader and that means solving one of their toughest puzzles: Nancy Pelosi.

A contest among the Democrats for the House's top job of speaker will play out over the next 10 weeks or so, with the formidable 78-year-old San Francisco liberal at the center.

Pelosi has been clear that she wants to be speaker of the House again. She made history from 2007 to 2011 as the first woman speaker, a powerful position second in the line of emergency presidential succession after the vice president.

During the congressional campaigns that just ended, dozens of Democratic House candidates called for new leadership, registering indirect dissatisfaction with Pelosi, who has become a punching bag for Republicans. But not all the Democrats urging new leadership won election to the House.

With some races still undecided, Democrats were headed for a gain of more than 30 seats, beyond the 23 they needed to claim their first majority in the 435-member House in eight years. Their first order of business as the House majority will be to decide whether to put the speaker's gavel back in Pelosi's hands, or not.

"Leader Pelosi is very confident about her support in the caucus and among our members-elect," said Drew Hammill, a spokesman for Pelosi.

Currently minority leader, Pelosi is expected to discuss her plans to run for speaker at a news conference on Wednesday.

At a victory celebration in Washington on Tuesday, Pelosi said a Democratic House "will work for solutions that bring us together because we have all had enough of division.”

She was flanked by No. 2 House Democrat Steny Hoyer and No. 3 House Democrat James Clyburn in a sign that the three could aim to lead the chamber in the new Congress that convenes in early January.

For 16 years, Pelosi has steered the House Democrats, first as minority leader, then speaker, then minority leader again after the 2011 Republican takeover of the chamber. Her path back to the top job is clear.

First, she must capture a majority of Democrats in a behind-closed-doors Nov. 28 party leadership election. No certain rival to Pelosi has emerged but there are possible challengers.

Two years ago, in the internal party race for minority leader, 63 Democrats voted for Representative Tim Ryan of Ohio, but Pelosi received 134 votes.

On Sunday, Ryan was asked on Fox News' "Sunday Morning Futures" program if he would challenge Pelosi.

"There are a number of candidates that are having conversations that are talking about running," he said. "I will say it's not going to be a coronation. Somebody is going to run for leadership."

"The American people want a change. I think the Democrats want a change. So we're going to have that discussion starting on Wednesday. ... I want to be a part of that discussion."

Clyburn won't challenge

Clyburn, a 13-term congressman from South Carolina, has told reporters that he will not challenge Pelosi directly but will run for speaker if she does not have enough votes.

Many Democrats have said the No. 2 House Democrat, Steny Hoyer of Maryland, is also waiting in the wings.

Still, at ages 78 and 79, respectively, neither Clyburn nor Hoyer represents the kind of "new blood" that some younger Democrats seek.

A handful of more junior lawmakers are in the frame, as well. One is Louisiana's Cedric Richmond, 45, chairman of the Congressional Black Caucus, which recently sent a letter to lawmakers saying that if there is a leadership change, it wanted one of the top two Democratic leadership spots, a Democratic aide said. Clyburn is also a caucus member.

Ben Ray Lujan, 46, New Mexico is the current chairman of the Democratic Congressional Campaign Committee, which coordinates House Democrats' election efforts.

Two others sometimes tagged as potential party leaders are Hakeem Jeffries, 48, a New Yorker who is also a member of the Congressional Black Caucus, and Cheri Bustos, 57, from a northwestern Illinois district that President Donald Trump won in 2016.

If Pelosi prevails at the party level, she would become the Democrats' candidate for speaker in a public roll call vote in early January by all 435 House members from both parties.

The winner of a majority of the votes cast gets the gavel. That means the candidate of the party with the most House seats wins, as long as party members stick together.

"I guess they only run fake news and won't talk about real threats that don't suit their agenda," tweeted the president's eldest son, urging his followers to vote Republican.

But with turnout a key unknown factor and pollsters still unsure about the effect of Trump's maverick style on voters, both parties admit that they may be in for nasty surprises.

After a campaign in which Trump was accused of race-baiting with repeated and unsubstantiated references to an "invasion" of undocumented immigrants bent on rape and murder, left-right divisions in America could not be deeper.

Although not on the ballot, Trump made himself the focus of the entire contest, jetting around the country to hold rallies -- in three states on Monday alone. The election is widely seen as a referendum on the first two years of his term.

Trump declared "the Republican agenda is the American dream" and at his final event, in Cape Girardeau, Missouri, he called on supporters to seize their "righteous destiny as Americans."

Democrats saw the election in equally historic terms.

Voters will "define the future, not just of Texas, but of this country, not just of this generation but every generation that follows," said Democrat Beto O'Rourke, who is challenging Senator Ted Cruz in traditionally deep-Republican Texas.

- Hot economy, hot rhetoric -

At every rally, Trump has vowed to his supporters that they will "win, win, win."

But as he touched down in Indiana for the second leg of his final-day tour Monday, even Trump conceded that the House may slip from his party's grasp.

"We'll just have to work a little bit differently," he told reporters when asked how he'd live with a Democrat-controlled lower chamber.

The party of a first-term president tends to lose congressional seats in off-year elections. However, a healthy economy favours the incumbent, so Trump may yet defy the historical pattern.

New figures on the eve of the polls confirmed that job growth is soaring and Trump gives himself credit for the "hottest economy on Earth."

But to the dismay of some Republicans, he has often pivoted away from that message in the final week of campaigning to emphasize a hardline crackdown against undocumented immigrants.

Trump has sent thousands of soldiers to the Mexican border, suggested that migrants who throw stones at law enforcement officers should be shot, and made wild claims about the Democrats planning to turn the country into a crime-and-drugs black hole.

Stirring fear of foreigners and trumpeting American nationalism worked for the real estate billionaire in his 2016 election victory against the Democrats' establishment candidate Hillary Clinton.

But the angry tone has also turned off swaths of Americans.

Bernie Sanders, the leftist populist who some feel would have had a better chance than Clinton to take on Trump in 2016, lashed out Monday at the president, calling him a "pathological liar."

"He is a sexist, a racist, a homophobe, a xenophobe and a religious bigot. He is trying to do what we have never seen in the modern history of this country, to do what he is doing right now, to gain votes by trying to divide the American people up based on where we came from," Sanders said on SiriusXM Progress radio.

Trump's ultra-loyal white base laps up his colourful style, often cheering and chanting as he makes jaw-dropping insults against opponents and factually erroneous claims.

However, even some Republicans became jittery after a Florida man and ardent Trump supporter were charged with sending homemade bombs to more than a dozen senior Democrats and other high profile opponents of Trump.

From afar, the US midterm elections might seem to be all about Donald Trump, and there is some truth to this. The man, as has been the case for some years now, is unavoidable.

More than 700 days after the host of The Apprentice was elected to lead the world’s largest military and economic power, this will be the first chance for Americans to express buyer’s remorse at the ballot box by potentially giving the Democrats control of the House (and less likely the Senate) in order to rein in the president.

Trump himself is not up for re-election, though. Voters will be making decisions about local and state representatives, so it would be a mistake to presume the outcome will be entirely dependent on questions of federal leadership.

However, Democrat Tip O’Neill’s famous claim that “all politics is local” is not entirely true here; this election has local, national and international implications.

This is why, once again, non-Americans are taking such an interest in an American election. Many believe that Trump and his Republican Party represent much of what endangers the world.

Who is up for election?

Members of the US House of Representatives serve two-year terms, and senators six-year terms. This means that all 435 members of the House and 35 out of 100 senators (33 plus two empty seats due to resignations) are up for re-election on November 6.

Due to the Democrats’ success in the 2012 election, just nine of those 35 Senate seats are Republican-controlled. So the Democrats’ chance of taking the Senate is slim – around 1-in-7, according to FiveThirtyEight.com – despite the fact Republicans currently hold only a narrow 51-49 majority.

For those outside the US, this may seem remarkable, given the profoundly unethical decisions enacted by the Trump administration, and the parade of misogyny that surrounded Judge Brett Kavanaugh’s recent Senate confirmation hearing for the Supreme Court.

And yet, there are a number of plausible scenarios in which the minority party could actually lose ground.

To forge a path to victory in the Senate, Democrats will need to retain seats in states that Trump won easily in 2016 – North Dakota, Montana and Missouri – as well as in Florida, where incumbent Democrat Bill Nelson faces a tough race against multimillionaire Republican Governor Rick Scott.

They’ll also need to pick up a seat or two in the traditionally Republican states of Arizona, Texas, Tennessee and Mississippi (listed in order of likelihood). The fact that Mississippi and Tennessee are even in play for the Democrats is noteworthy because Trump won both in 2016 by over 15 percentage points.

But given the circumstances, the Democrats remain unlikely to win a Senate majority.

A Democratic victory in the House is far more probable, with FiveThirtyEight.com giving the minority party a 6-in-7 chance to take back control.

Because all House seats are up for grabs, this is the contest that many will view as a national referendum on the Trump administration. And the results will be shaped by voter turnout.

Typically, turnout for midterm elections is older and whiter than it is for presidential elections, and this is a demographic that favours Republicans. The Republicans have maintained or taken control of the House in every midterm election since 1994, with the exception of 2006, when President George W. Bush’s popularity had plummeted to the mid-30s due to his mishandling of the Iraq war and Hurricane Katrina.

According to recent polling averages, Trump’s approval rating has been hovering at just over 40 per cent.

Why is gerrymandering significant?

This election is consequential for far more than the future of the Trump administration. Republican victories in state legislatures and governors’ races, which occur alongside the national election, will provide another opportunity for the party to consolidate its power through gerrymandering.

Gerrymandering is the underhanded process whereby elected politicians redraw federal and state electorate boundaries to group voters by demographics and improve their chances of success at the ballot box.

These lines are redrawn every 10 years, following a nationwide census. The next census is in 2020, so the lines will next be redrawn in 2021. This year’s midterm election is therefore crucial in determining which party will control each state during the upcoming redistricting process.

Gerrymandering tends to be a tactic of Republicans, who currently hold the majority of seats in 32 of America’s 50 state houses. Furthermore, the task of gerrymandering is more straightforward for Republicans, as Democratic voters are typically packed together in urban centres, while Republicans are usually spread out across states.

In a number of states, Republicans have engineered things so Democrats are sure to win just a few seats with massive majorities, while Republicans are favoured to capture far more by closer margins, for instance, a 55 per cent to 45 per cent majority.

However, there is a catch. In a wave election, as this one may well be, those Republicans who would normally expect to get elected with 55 per cent of the vote could be vulnerable. This may occur in this year’s House races in North Carolina.

What is the effect of voter suppression?

Further impeding the Democrats’ chances is the systematic and widespread strategy of voter suppression, which is typically utilised by Republicans to prevent likely Democrat voters, such as African Americans, from voting.

One particularly alarming example has been happening in Georgia, where Democrat Stacey Abrams is attempting to become the country’s first female African American governor.

Her Republican opponent, Brian Kemp, also happens to be Georgia’s secretary of state. His office had been strictly enforcing a new law known as “exact match”, under which voter-registration applications are dismissed for absurdly minor discrepancies, such as missing hyphens or slightly mismatched signatures.

A judge recently halted this practice, but over 53,000 registration applications have already been suspended. African Americans comprise 32 per cent of the state’s population and nearly 70 per cent of the rejected applications.

This kind of behaviour is not confined to a few rogue states. Other methods of voter suppression, such as felon disenfranchisement, voter ID laws and reductions in the number of polling booths in African American communities, are routinely used across the country to disproportionately target minority voters.

Even the fact that voting takes place on a Tuesday, rather than a weekend, &nbsp;marginalises people who cannot get off work. These people are likely to be poorer and less likely to be white.

Will Trump be impeached?

As was proven on the evening of November 8, 2016, while polls can show likelihoods, nothing is guaranteed. However, the polls currently suggest that the most likely outcome of these midterms is a Democratic-controlled House and a Republican-controlled Senate.

What this would mean for Trump is more frustration. The Democrats would be able to investigate the president’s questionable financial deals, potential fraud related to Trump University and possible links to Russian interference in the 2016 election. They could also push for the release of Trump’s much sought-after tax returns.

It seems likely the House will find grounds to impeach Trump. But, hold your breath – that would be only step one of a lengthy process.

Dismissal of a president requires 67 of 100 Senate votes, a threshold that makes such an event unlikely. Given the president’s propensity for mendacity, it will be intriguing to see whether he is able to avoid any perjury charges that might arise from Robert Mueller’s ongoing investigation into Russian election interference. But again, such charges are unlikely to lead to his removal from office.

Yet who can say? Whatever the outcome on November 6, there is much about the future of US politics – and the global ramifications – that remains entirely unpredictable.

For those outside the US, this may seem remarkable, given the profoundly unethical decisions enacted by the Trump administration, and the parade of misogyny that surrounded Judge Brett Kavanaugh’s recent Senate confirmation hearing for the Supreme Court. And yet, there are a number of plausible scenarios in which the minority party could actually lose ground. To forge a path to victory in the Senate, Democrats will need to retain seats in states that Trump won easily in 2016 – North Dakota, Montana and Missouri – as well as in Florida, where incumbent Democrat Bill Nelson faces a tough race against multimillionaire Republican Governor Rick Scott. They’ll also need to pick up a seat or two in the traditionally Republican states of Arizona, Texas, Tennessee and Mississippi (listed in order of likelihood). The fact that Mississippi and Tennessee are even in play for the Democrats is noteworthy because Trump won both in 2016 by over 15 percentage points. But given the circumstances, the Democrats remain unlikely to win a Senate majority. A Democratic victory in the House is far more probable, with FiveThirtyEight.com giving the minority party a 6-in-7 chance to take back control. Because all House seats are up for grabs, this is the contest that many will view as a national referendum on the Trump administration. And the results will be shaped by voter turnout. Typically, turnout for midterm elections is older and whiter than it is for presidential elections, and this is a demographic that favours Republicans. The Republicans have maintained or taken control of the House in every midterm election since 1994, with the exception of 2006, when President George W. Bush’s popularity had plummeted to the mid-30s due to his mishandling of the Iraq war and Hurricane Katrina. According to recent polling averages, Trump’s approval rating has been hovering at just over 40 per cent. Why is gerrymandering significant? This election is consequential for far more than the future of the Trump administration. Republican victories in state legislatures and governors’ races, which occur alongside the national election, will provide another opportunity for the party to consolidate its power through gerrymandering. Gerrymandering is the underhanded process whereby elected politicians redraw federal and state electorate boundaries to group voters by demographics and improve their chances of success at the ballot box. These lines are redrawn every 10 years, following a nationwide census. The next census is in 2020, so the lines will next be redrawn in 2021. This year’s midterm election is therefore crucial in determining which party will control each state during the upcoming redistricting process. Gerrymandering tends to be a tactic of Republicans, who currently hold the majority of seats in 32 of America’s 50 state houses. Furthermore, the task of gerrymandering is more straightforward for Republicans, as Democratic voters are typically packed together in urban centres, while Republicans are usually spread out across states. In a number of states, Republicans have engineered things so Democrats are sure to win just a few seats with massive majorities, while Republicans are favoured to capture far more by closer margins, for instance, a 55 per cent to 45 per cent majority. However, there is a catch. In a wave election, as this one may well be, those Republicans who would normally expect to get elected with 55 per cent of the vote could be vulnerable. This may occur in this year’s House races in North Carolina. What is the effect of voter suppression? Further impeding the Democrats’ chances is the systematic and widespread strategy of voter suppression, which is typically utilised by Republicans to prevent likely Democrat voters, such as African Americans, from voting. One particularly alarming example has been happening in Georgia, where Democrat Stacey Abrams is attempting to become the country’s first female African American governor. Her Republican opponent, Brian Kemp, also happens to be Georgia’s secretary of state. His office had been strictly enforcing a new law known as “exact match”, under which voter-registration applications are dismissed for absurdly minor discrepancies, such as missing hyphens or slightly mismatched signatures. A judge recently halted this practice, but over 53,000 registration applications have already been suspended. African Americans comprise 32 per cent of the state’s population and nearly 70 per cent of the rejected applications. This kind of behaviour is not confined to a few rogue states. Other methods of voter suppression, such as felon disenfranchisement, voter ID laws and reductions in the number of polling booths in African American communities, are routinely used across the country to disproportionately target minority voters. Even the fact that voting takes place on a Tuesday, rather than a weekend, marginalises people who cannot get off work. These people are likely to be poorer and less likely to be white. Will Trump be impeached? As was proven on the evening of November 8, 2016, while polls can show likelihoods, nothing is guaranteed. However, the polls currently suggest that the most likely outcome of these midterms is a Democratic-controlled House and a Republican-controlled Senate. What this would mean for Trump is more frustration. The Democrats would be able to investigate the president’s questionable financial deals, potential fraud related to Trump University and possible links to Russian interference in the 2016 election. They could also push for the release of Trump’s much sought-after tax returns. It seems likely the House will find grounds to impeach Trump. But, hold your breath – that would be only step one of a lengthy process. Dismissal of a president requires 67 of 100 Senate votes, a threshold that makes such an event unlikely. Given the president’s propensity for mendacity, it will be intriguing to see whether he is able to avoid any perjury charges that might arise from Robert Mueller’s ongoing investigation into Russian election interference. But again, such charges are unlikely to lead to his removal from office. Yet who can say? Whatever the outcome on November 6, there is much about the future of US politics – and the global ramifications – that remains entirely unpredictable. Why US midterm polls are crucial for both Republicans and Democrats

China's official Purchasing Managers' Index (PMI), which measures factory activity, came in at 50.2 in October, down from 50.8 the previous month, the latest sign of weakness in the world's second-largest economy amid the trade war and a domestic debt problem.

Asian exporting countries from South Korea to Malaysia saw PMI decreases in October, according to indices compiled by Nikkei/IHS Markit.

Taiwan saw its steepest falls in production and new business in just over three years, purchasing activity by companies fell for the first time since May 2016, and firms anticipate lower factory output in the next 12 months, Nikkei/IHS Markit said.

"Taiwan is feeling the effects of this trade war because China is the factory for many companies in Taiwan. When the estuary is blocked, you feel the effects," said Sun Ming-te of the Taiwan Institute of Economic Research.

After boasting about the economy and raising fears over immigration, US President Donald Trump is facing pushback from his predecessor Barack Obama, who is taking on an increasingly prominent role in the final weekend of campaigning before midterm elections in which Republican control of Congress is threatened.

With rallies taking place in Montana and Florida, a state he had already visited on Wednesday, Trump is keeping up his relentless campaign schedule before Tuesday's ballot, which has become a referendum on his utterly unconventional presidency.

The campaigning comes one week after a gunman, who allegedly hated immigrants and Jews, killed 11 people at a synagogue in Pittsburgh, and after a fanatical Trump supporter was arrested in Florida on charges of mailing homemade bombs to more than a dozen Trump opponents, including Obama.

At a moment of deep national division, with the political temperature soaring, the president's critics say he has helped create an atmosphere in which the two attackers felt comfortable to carry out their crimes.

"A Republican Congress means more jobs and less crime. A Democratic Congress means more crime and less jobs, very simple. I like that. Nothing like simplicity," Trump told supporters in Belgrade, Montana.

Trump says his Republicans are in a good position ahead of the midterm congressional elections, particularly with new employment figures out showing the economy booming.

But polls point to the Democrats capturing at least the House of Representatives, threatening the billionaire president with the spectre of an opposition finally able to block policies and dig into his highly opaque personal finances.

In the last stages of the campaign, Trump is dueling with Obama, who returned to the public eye at a Florida rally on Friday.&nbsp;

Obama is set to campaign again Sunday in his hometown of Chicago, as well as in Indiana, where the seat of Democratic Senator Joe Donnelly is in danger.

At a rally on Friday, Trump called America's first black president "Barack H. Obama," a reference to Obama's middle name of Hussein. Before his presidential run, Trump fanned conspiracy theories about the origins of Obama, who was born in Hawaii.

"I'm here for one simple reason: to ask you to vote," Obama said. "The consequences of any of us staying home are profound because America is at a crossroads... The character of our country is on the ballot."

The latest official jobs figures, which showed 250,000 net new positions in October -- ahead of forecasts -- gave him a golden opportunity to crow over what he almost daily claims to be the world's "hottest economy."

But if, on the one hand, the president has been touting the United States as a land of plenty with jobs for all, on the other he has stirred fear and loathing.

Even as illegal immigration has dipped to a quarter of what it was in 2000, Trump claims that the country faces an "invasion" of Central Americans.

He has ordered regular army troops to the US-Mexican border as a caravan of a few thousand impoverished migrants slowly marches toward the boundary. They are currently marching toward Isla, in Mexico's state of Veracruz.

He has also announced "tent cities" to detain people demanding political asylum, and claimed the power to scrap the right to citizenship for anyone born on US soil -- until now considered protected by the US Constitution.

A military spokesman said that more than 7,000 US soldiers will be positioned in states bordering Mexico by the end of the weekend.

Newsweek reported that it had obtained documents which showed intelligence officials did not anticipate high involvement of criminal gangs among the migrants, and that the administration expects only a minority of those in the caravan would actually reach the border.

"These are bad people, there's some bad hombres in that group," Trump told the Montana rally.

"They came out with a list of 300 really bad ones, really bad ones, they're in there," he added, without specifying a source.

US midterms: To fight Trump, Democrats increasingly lean on Obama

Iran's top leader said on Saturday <a href="http://www.wionews.com/world/trump-has-disgraced-us-prestige-irans-leader-khamenei-175258">US&nbsp;President Donald Trump's policies</a> face opposition across the world as Washington prepared to reimpose sanctions on Iran's vital oil-exporting and financial sectors, state television reported.

Supreme Leader Ayatollah Ali Khamenei also said Iran's arch-adversary the United States had failed to reassert its domination over Iran since the country's 1979 Islamic Revolution that toppled the U.S.-backed Shah.

"The world opposes every decision made by Trump," Iranian state television quoted Khamenei, a Shi'ite cleric with ultimate authority in Iran, as saying during a meeting with thousands of students.

"America's goal has been to re-establish the domination it had (before 1979) but it has failed. America has been defeated by the Islamic Republic over the past 40 years."

Washington will on Monday reintroduce far-reaching sanctions on Iran's vital oil sales and banking sectors to try to force the Islamic Republic into negotiations to scrap its nuclear energy and ballistic missile programmes and end its support for proxies in conflicts across the Middle East.

However, the Trump administration said on Friday that eight importing countries would temporarily be allowed to keep buying Iranian oil when sanctions come back into effect. Iran is the world's No. 3 oil exporter.

Hispanics are more interested in voting this year than in the last US congressional midterm elections in 2014 and their enthusiasm outpaces that of all US adults, according to a Reuters/Ipsos national tracking poll released on Sunday.

The poll also found likely Hispanic voters nearly twice as inclined to support Democrats for the House of Representatives as Republicans in Tuesday's elections.

Voter registration groups are using Republican President Donald Trump's nationalist, anti-immigrant rhetoric as an opportunity to drive up Latino enthusiasm. In an illustration of their passion, one group that is part of an alliance that has reached out to more than 1 million potential voters in Arizona took its name from the Spanish word for "fight."

Most opinion polls and political handicappers expect Democrats to win the 23 seats they need to assume control of the House. Republicans are favoured to keep control of the Senate.

Latinos could play a crucial role in several races, from tight Senate battles in Arizona and Texas to Florida's close Senate and governor's races. In California, the flourishing Latino population has helped put in play some Republican-controlled House districts Democrats hope to flip.

The Reuters/Ipsos poll, taken September 1 to October 29, found that 36 per cent of Hispanic voters said they were "certain" to vote, up from 27 per cent in 2014. That increase is nearly double the five percentage point rise in voter enthusiasm among all Americans over the same period, the poll showed.

Enthusiasm appears especially high among Hispanic Democrats.

Forty-two per cent of Hispanic Democrats said they were "certain" to vote, up from 29 per cent in 2014. Among likely Hispanic voters, 60 per cent said they will vote for a Democratic candidate for the House, and 32 per cent would back a Republican.

Hispanics are a politically diverse group, with 55 per cent of likely voters identifying as Democrats, 31 per cent as Republicans and 12 per cent as independent, the poll showed.

Just over half, 53 per cent, of likely Hispanic voters said they were "very motivated" to pick a candidate for Congress who opposes Trump, compared with 43 per cent of all likely voters, 75 per cent of likely Democratic voters and 9 per cent of likely Republican voters.

'GET YOUR VOICE HEARD'

For candidates in border states with large Hispanic populations such as Arizona, a fundamental question is whether Latino voters will turn up in large numbers on Tuesday.

The voting bloc has long held potential for the Democratic Party but often disappoints. Record-low Hispanic turnout in 2014 was a warning sign for both parties.

Bea Nevarez hopes to turn that around, registering 800 people to vote this year. In the final days before the elections, she went door-to-door to encourage people to vote in Tucson.

Nevarez, 18, works for a group called "Lucha," a Spanish word meaning "struggle" or "fight." It is a partisan affiliate of One Arizona, a broad alliance that says it has knocked on 1.5 million doors in the state this year, part of a broad grassroots effort to reverse declining Latino participation. One Arizona says it has registered 200,000 voters this year.

"I'm out here trying to get your voice heard," Nevarez tells reluctant voters.

Her persistence paid off when she knocked on the door of Jose Alberto and Norma Moreno, Mexican immigrants who are now US citizens.

Sitting at his kitchen table, Jose Alberto Moreno, 62, at first told Nevarez he had no intention of voting.

"I don't believe in any of that. All politicians are liars," said Moreno, who works at a furniture warehouse.

But Nevarez insisted, engaging him in a conversation that eventually turned to healthcare, Moreno's main concern. After a few minutes, he agreed to vote.

"I'm going to do it now. She convinced me," Moreno said.

The Republican National Committee said it has also reached out to voters in Arizona this year, as part of a drive in 11 states.

America's 29 million Latinos account for nearly 13 per cent of eligible voters this year, but their turnout rate has declined since 2006, according to the Pew Research Center. Only 27 per cent of eligible Latinos voted in the last midterm elections in 2014, and only 16 per cent of those aged 18 to 35, Pew said.

Some activists said they were motivated by watching Joe Arpaio, a former Arizona sheriff whose anti-immigrant policies brought his office multi-million-dollar penalties for racial profiling and eventually a contempt of court conviction.

He maintained that the prosecution was political, aimed at helping oust him from office. Trump later pardoned him.

"We have seen an igniting of fear, division and violence under this (Trump) administration, but that's not new to Arizona," said Alejandra Gomez, a co-executive director of Lucha. "We had the original Trump here under Arpaio."

Ready for a fight: Voter enthusiasm surges among US Hispanics

Donald Trump's stunning 2016 White House win got a major boost from sagging Democratic enthusiasm in Pennsylvania, but now the party is poised for big wins on Tuesday in congressional races in the state that could signal which party controls the U.S. House of Representatives.

A court-ordered overhaul of Pennsylvania voting districts and stubbornly low approval ratings for Trump in the state have placed Democrats within striking distance of claiming at least half of Pennsylvania's 18 congressional seats in a test of the party's ability to win back working-class voters.

Republicans are scrambling.

Take Republican incumbent Keith Rothfus. He won the election in 2012 in Pennsylvania's current 12th district outside Pittsburgh, which includes some staunch Republican strongholds. The 56-year-old attorney was reelected twice by constituents who favoured Trump by over 20 percentage points in 2016.

But redistricting has forced Rothfus into a new 17th district, where only 36 per cent of voters are Republicans and nearly half are Democrats.

Opinion polls now show Rothfus trailing moderate Democrat Conor Lamb, a 34-year-old former Marine who gained political stardom by winning a special House election in a solidly Republican district last spring. Lamb has support from more than half of likely voters.

The change in Democratic fortunes increases the party's hopes of making the net gain of 23 seats it needs to control the House and stall much of Trump's agenda. Republicans are favoured to hold the Senate.

"Pennsylvania is going to be the bellwether. It is ground zero if you're looking at who's going to control the House," said Mike DeVanney, a Pittsburgh-based Republican strategist.

MORE SEATS IN PLAY

Democrats, who currently hold six of Pennsylvania's House seats, could win at least nine, according to the University of Virginia Center for Politics, which tracks House and Senate races.

"Anything more than that probably would reflect an outcome in which Democrats won significantly more than the 23 net seats they need," said Center analyst Kyle Kondik.

All told, at least seven House Republican seats once considered safe are now in play as a result of the redrawn map in Pennsylvania.

"We were having elections that did not have two candidates running in them in many of these districts. That doesn't give people a real choice," Lamb told Reuters in an interview. "A citizen deserves to have a competitive election."

Rothfus, who was not available for an interview, has campaigned largely on economic issues, a position that won him an endorsement on Friday from the Pittsburgh Post-Gazette.

"The healthy economy we're seeing is a result of a combination of the Tax Cuts and Jobs Act and the deregulation of small businesses," Rothfus said last month on Twitter. "That's what is putting hard-working Americans to work, and that's what is putting more money in their pockets."

Republicans and Democrats have both tried to use district lines to maximize their power.

The last redistricting wave began eight years ago when the conservative Tea Party movement, driven by opposition to Democratic former President Barack Obama, gave Republicans control of the U.S. House and 10 new governorships.

The dynamics underlying this year's House races in Pennsylvania, including anger among Democratic and independent voters over Trump, could give Democrats a shot at exceeding their state sweep in 2006, which was a banner year nationally for the party.

The Pennsylvania Supreme Court ordered the state's new district map earlier this year in a ruling that later survived a Republican challenge to the U.S. Supreme Court.

Under the new map, two Republican-held House seats outside Philadelphia where Republican incumbents are stepping down are seen as likely Democratic or safe Democratic wins, according to a Reuters analysis of a trio of political forecasting groups: Cook Political Report, Inside Elections and the University of Virginia's Center for Politics.

A third Republican seat with a retiring incumbent, near the eastern city of Allentown, is rated as leaning Democratic.

Meanwhile, Trump's political style looks to be becoming a liability.

A Franklin &amp; Marshall College survey of likely Pennsylvania voters conducted Oct. 22-28 found that 52 per cent preferred Democratic House candidates. Two out of three viewed that choice as a vote against Trump, who has a 36 per cent approval rate in the state.

At least three other House Republican incumbents - Mike Kelly, Scott Perry and Brian Fitzpatrick - are in tight reelection battles.

Democrat George Scott needs Republican support to defeat Perry in a district including the state capital, Harrisburg. On Thursday, he was able to showcase Republican backing by appearing with about a dozen Republicans, including a former state senator, a former state representative and a staffer to a former Republican governor. Several said Perry had become too partisan in Washington, where he joined the hardline conservative House Freedom Caucus.

Perry, whose campaign declined an interview request, has defended membership in that group.

"It is not a right-wing organization. We take anybody that comes," Perry said in a debate last month, according to local media.

The critics expressed concern over Perry's votes to repeal the Affordable Care Act - Obama's signature health care program - and its insurance protections for people with preexisting medical conditions.

Former state Representative Steve Nickol told Reuters that he supported Perry during his first run for Congress but was dismayed to see him become "radically partisan" in Washington.

"I've talked to even some elected (Republican) officials who are kind of upset with the way things are and feel that Scott (Perry) is a little too extreme in some of his positions," Nickol said.

"They're not about to come out and endorse George, even though they've told me in private that they'll vote for him."
