Her hard work paid rich dividends as Dipti who had performed exceptionally well in her board examinations, and also successfully cleared the National Eligibility cum Entrance Test (NEET), secured admission to the Government Medical College at Akola.&nbsp;

But that was not enough, as even after successfully securing admission to a medical college, financial constraints were preventing Dipti from pursuing her dreams. After securing admission to the medical college, she was unable to afford the fees and other expenses due to her father's modest income. While her relatives contributed to the fees, she was still short of funds for the hostel and other expenses.&nbsp;

Just when she was losing hope, Tendulkar came to the rescue. His timely intervention through his foundation, in association with the Seva Sahyog Foundation (SSF), ensured that Dipti is well on track to realizing her dreams and aspirations of becoming the first girl from her village to become a doctor.&nbsp;

A video message from SSF's Twitter handle has Dipti saying: "I am thankful to Sachin Tendulkar Foundation for awarding me the scholarship. The scholarship has lightened all my financial burdens which allows me to focus more on my studies. My lifelong dream of becoming a doctor is now moving forward and is becoming reality at Government medical college Akola. I promise I will work hard and one day I will be able to help other brilliant students for fulfilling their dreams just as Sachin Tendulkar Foundation helped."

The seven were placed under investigation for manslaughter after a board of experts looking into Maradona's death found he had received inadequate care and was abandoned to his fate for a "prolonged, agonizing period".

The football legend died of a heart attack last November at the age of 60, just weeks after undergoing brain surgery for a blood clot.

An investigation was opened following a complaint filed by two of Maradona's five children against neurosurgeon Leopoldo Luque, whom they blame for their father's deteriorating condition after the operation.

A panel of 20 medical experts convened by Argentina's public prosecutor said last month that Maradona's treatment was rife with "deficiencies and irregularities" and the medical team had left his survival "to fate".

The panel concluded he "would have had a better chance of survival" with adequate treatment in an appropriate medical facility.

Instead, he died in his bed in a rented house in an exclusive Buenos Aires neighbourhood, where he was receiving home care.

The others under investigation are Maradona's psychiatrist Agustina Cosachov, 35, psychologist Carlos Diaz, 29, nurses Ricardo Almiron, 37, and Dahiana Madrid, 36, nursing coordinator Mariano Perroni, 40, and medical coordinator Nancy Forlini, 52,

Over two weeks from Monday, they will appear one by one before prosecutors, accompanied by defence lawyers, to reply to the allegations against them.

The hearings, postponed from last month due to a spike in Coronavirus cases in Argentina, will end with Luque, 39, on June 28.

A judge will then decide whether the matter should go to trial in a process expected to last months, even years.

All seven accused are prohibited from leaving the country, and risk between eight and 25 years in prison if convicted.

Luque has repeatedly defended his actions, saying "I did my best. I offered Diego everything I could: some things he accepted, others not."

The doctor is seeking a dismissal of the case and says Maradona had been depressed in his final days.

"I know that the (coronavirus) quarantine hit him very hard," Luque has said.

Maradona had battled cocaine and alcohol addictions during his life.

The oral antiviral treatment, molnupiravir, aims to stop COVID-19 from progressing and can be given early in the course of the disease, similar to Tamiflu to treat influenza.

The treatment course being tested in the trial is an oral dose given every 12 hours for five days.

Merck expects to have more than 10 million courses of therapy available by the end of this year and said it was in discussions with other countries interested in advance purchase agreements for molnupiravir.

The company, which is developing the drug with Ridgeback Biotherapeutics, is assessing the treatment in a late-stage trial in non-hospitalized patients to see if it reduces the risk of hospitalization or death.

US to need Merck's COVID-19 drug for preparedness, says doctor

The emerging consequences of COVID-19 particularly in the field of healthcare and medicine gave a new fillip to the online medical teleconsultation. In an effort to govern the medical teleconsultation the Ministry of Health and Family Welfare (“MoHFW”), Government of India issued the ‘Telemedicine Practise Guidelines’ for governing the practice of online medical consultation in India on 25 March 2020. The Telemedicine Practise Guidelines (“Guidelines”) were made by the Board of Governors under the Indian Medical Council Act, 1956, in consultation with the Niti Aayog.

In view of the prevailing COVID19 pandemic, it was felt that it is safer for other patients as well as the health workers to provide consultation and initial treatment through information and communication technologies. The Guidelines were promulgated to achieve quality healthcare in a cost-effective manner.&nbsp;

The practice of online medical consultation (through the internet or other communication technologies) has been prevalent across the world. Considering the nature of medical emergencies, effective and immediate guidance by a medical practitioner can be the difference between life and death. This practice is better known as ‘telemedicine’.

The World Health Organisation (“WHO”) defines ‘telemedicine’ as – “The delivery of health care services, where distance is a critical factor, by all health care professionals using information and communication technologies for the exchange of valid information for diagnosis, treatment and prevention of disease and injuries, research and evaluation, and for the continuing education of health care providers, all in the interests of advancing the health of individuals and their communities.”

WHO has further recognised four essential features which are intrinsic to the practice of ‘telemedicine’ – (i) Providing clinical support; (ii) Overcoming geographical barriers; (iii) Use of various types of information &amp; communications technology; and (iv) Improvement of health outcomes.

Chapter 1 of the said Guidelines provide for the Scope and Application thereof. It provides that the Guidelines are meant for Registered Medical Practitioners (RMP) only, those who are enrolled in the State Medical Register or the Indian Medical Register. Further, RMPs can provide online consultation to and from any part of India adhering to the applicable rules and regulations. RMPs are free to use any information or communication technology such as telephones, messages, WhatsApp, Facebook messenger etc.

The RMPs may ask for any information (Such as complaints, symptoms etc.) from the patients, and the latter will be responsible for the accuracy of such information. The RMP has the responsibility to realise when the disease or condition is not adequately addressable through online consultation. Guideline 3.7.2, makes it incumbent on the RMPs to keep all records of the online consultation including reports, documents, prescriptions etc.&nbsp;

The Board of Governors, which superseded the Medical Council of India by virtue of Section 3A of the Indian Medical Council Act, 1956, has the authority to make regulations under Section 33 thereof. The Guidelines were brought about as an amendment to the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002.

The amendment added Regulation 3.8 to the aforesaid regulations, which stated that the Guidelines shall be included in the Appendix 5 of the aforesaid Regulations, thereby giving them statutory force.&nbsp;

The Draft Indian Medical Council (Professional Conduct, Etiquette and Ethics) (Amendment) Regulations, 2020 along with the Guidelines were placed for approval before the MoHFW on the 24 April 2020, and the approval was accorded to these amendments on 25 March 2020.

Thereafter, in view of the urgency, the Guidelines were published on the website of the Medical Council of India for use by the role players. The Guidelines were subsequently also published in the Gazette of India on 12 May 2020 and were made effective from 25 March 2020.

Interestingly, the framework of governance of the medical education and medical practice field was again revised by virtue of the National Medical Commission, Act 2019, which has come into effect from 25.09.2020. Therefore, the Indian Medical Council Act, 1956 stood repealed and the Board of Governors was replaced by the National Medical Commission.&nbsp;

There is no specific savings clause in the Indian Medical Council Act 1956, therefore the effect of its repeal would be governed by Section 60(2) of the National Medical Commission Act, 2019, derived from Section 6 of the General Clauses Act, 1897.

Since there is no specific mention of the effect of the new Act of 2019 on the Guidelines, they shall continue to govern the field of telemedicine under the erstwhile Act of 1956.&nbsp;

Additionally, the Act of 2019 also specifically provides for a transitory provision under Section 61 (2), the purport of which would mean that until the National Medical Commission amends or issues new Guidelines, the extant Guidelines, in effect from 25.03.2020, shall continue to have effect.

Since the Guidelines are included in Appendix 5 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 and were brought about as an amendment to the said regulations, their existence is protected under the transitory provisions of the Act of 2019. Section 61 (2) of the Act of 2019 states that the rules and regulations framed under the Act of 1956 shall continue to be in force and operate, till new rules and regulations are issued by the National Medical Commission.&nbsp;

In view of the above, it is abundantly clear that the Guidelines have statutory force and are binding on the RMPs. Notably, since the Guidelines themselves provide for strict adherence of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 and any violation thereof, would constitute ‘Misconduct’ under the regulations.

This implies that if online consultation patients have a grievance against the conduct of an RMP, they can initiate disciplinary proceedings against them at the State Medical Council, and if found guilty of misconduct or negligence, they will be punished under the said regulations. Additionally, the protection of data needs to be given prime importance and as per the Information Technology Act (in view of the sensitive personal data involved).

When he rummaged through the bills of his patients, he found that people were paying anything between $5-$50 for months, as he told CBS News. "Patients wanted to pay, but they didn't have the ability to pay'', he said.

He referred to the ongoing coronavirus pandemic and said many people have lost their means of livelihood owing to the pandemic, which still has the highest toll in the United States.

The girls were in stable condition after the final separation, the last phase in a lengthy series of surgeries since last year, said Gergely Pataki, founder of Action for Defenceless People Foundation (ADPF) which led the huge team of doctors.

'But keeping in mind that such rare complicated surgical procedures have its risks, complications might still occur,' he told reporters at a press conference in CMH.

The girls have undergone two neurosurgical operations and 44 plastic surgeries so far.

Before the surgery doctors had said there was only a 50 per cent chance of the twins surviving.

According to ADPF, only a handful of operations to separate twins joined at the head have been successful.

The Hungarian charity was set up in 2002 by neurosurgeon Andras Csokay and plastic surgeon Pataki to provide free surgery to poor people in Hungary and abroad.

In the first phase of surgery in Bangladesh last year, the shared blood vessels of the twins' brains were separated in a 14-hour operation.

ADPF neurosurgeons and plastic surgeons supported by anesthesiologists, radiologists and paediatricians also used innovative 3D animation software to map the two brains.

The twins' overwhelmed mother Taslima Khatun said she cried tears of joy when one of her daughters spoke to her on Saturday.

'One of my babies this morning told me, 'Mother take me on your lap.' This gave me huge peace of mind. I'm so very happy,' she said.

She was however concerned about whether the twins would make a complete recovery.

Anaesthesiologist Marcell Csapody said they were 'hopeful and optimistic' the twins would make a full recovery but had to be realistic as the youngsters were not yet completely out of danger.

'We have to be optimistic and (simultaneously) realistic,' he said.

ADPF has performed around 500 reconstructive surgery operations in Asia and Africa, including for Rohingya Muslim refugees in Bangladesh.

A doctor at the hospital treating him told the Interfax news agency that Navalny had been diagnosed with hives and that he was feeling better.

But one doctor who has treated him in the past and was able to speak briefly with him and look at him through the crack of a door on Sunday said she could not rule out that he had been poisoned.

"We cannot rule out that toxic damage to the skin and mucous membranes by an unknown chemical substance was inflicted with the help of a 'third party'," Anastasia Vasilyeva, the doctor, wrote on Facebook.

Vasilyeva, who said Navalny had a rash on his upper body, skin lesions, and discharge from his eye, called for samples of Navalny's bedsheets, skin and hair to be tested for chemicals.

She said she found the fact that she had not been allowed to examine him properly suspicious.

The Moscow hospital where Navalny's spokeswoman said he was being treated could not be reached for comment.

Separately, Navalny's lawyer, Olga Mikhailova, wrote on Facebook on Sunday evening that doctors did not know what was wrong with her client, but that she deemed his symptoms strange given that he had never suffered from allergies in the past.

Navalny suffered a serious chemical burn to his right eye in 2017 as a result of an assault. Doctors were able to restore his sight and save the eye.

He was jailed on Wednesday this week for 30 days for calling for Saturday's unauthorised march to protest against the exclusion of several opposition candidates from a local election later this year.

While Navalny was behind bars, police rounded up more than 1,000 people in the Russian capital during Saturday's rally in one of the biggest crackdowns in recent years against the opposition, drawing international criticism.

The little boy lost his right leg four years ago when he was only eight months old in crossfire between government forces and Taliban fighters in their native village in eastern Afghanistan's Logar province. Ahmad’s sister was lucky and recovered from her wounds but doctors were unable to save Ahmad’s leg and amputated it below the knee.

She is the only earner in the family, working in the fields to feed her family of 12, after her husband got sick years ago. She hopes Ahmad will become the breadwinner of her family in the future.&nbsp;

''I want to go school and become a doctor to help people, give them medicines and make (artificial) limbs for them to dance," Ahmad said about his dream.

According to ICRC data, children make up 10 per cent of Afghans who have lost a leg or arm in the ongoing conflict, particularly because of land mines.

Allah Muhammad, 14, is another child who lost his right leg below the knee five years ago to a land mine explosion while playing with other children on a hilltop near their houses in western Paghman district in Kabul province.

''There were lots of problems in my life when I lost my leg ... now I am comfortable with my artificial leg, now I can perform everything normally," Muhammad told EFE. “I hope the ICRC continues its assistance to us for years to come."

Najmuddin Helal, the head of ICRC’s Kabul Orthopedic Center, said, “80 per cent of the war amputees who lost a leg or arm are caused by land mines in Afghanistan.”

Anti-personnel mines and other explosive devices killed at least 256 children in 2018, a UN report said early this year.

''Children who survive such blasts live with lasting detrimental impact on their quality of life due to loss of limbs or eyesight and psychological trauma," the report said.

The ICRC, which started its orthopaedic services 30 years ago, said that out of the 180,000 disabled people registered with them, up to 55 per cent had been disabled directly by war and the remainder by diseases and accidents as an indirect consequence of conflict.&nbsp;

''We can say the 80% disabilities are either directly caused by war or as indirect consequences of the war" as four decades of war have deprived people of even basic health services, said Dr Shukrullah Zerak, who has worked for past 25 years as physiotherapist with the ICRC.

Zerak believes that the current physical rehabilitation services for disabled persons by ICRC and a few other NGOs are not sufficient and the government needs to take action.&nbsp;

''We still have lots of disabled persons who don’t have access to such services, either due to lack of facilities to arrive in orthopaedic centres or due to lack of awareness of such services in remote parts of the country,''&nbsp;he said.

The Afghan government does not grant the rights of disabled persons guaranteed in international conventions for them in areas like health and education.&nbsp;

''Even governments don’t deliver on their own regulation, based on which 3-6 per cent of employees of each organ must be disabled persons," he said.

According to the most cited estimated data by government and humanitarian organizations, over 1 million Afghans suffer from some form of physical disability, mainly caused by conflict, congenital diseases and accidents. But only 130,000 of them are lucky to receive a monthly pension of less than $20 from the Afghan government which spends a big part of its foreign-donated budget on the war, whose main victims are civilians such as little Ahmad.

Afghan amputee boy dreams a better future by becoming a doctor

A man filed a complaint against doctors at NIMS Hospital here for 'leaving' a scissor in his wife’s abdomen during surgery.

According to the complainant Harshavardhan, his wife Maheshwari Chowdhary was suffering from Hernia and had undergone surgery under the care of Dr. Venumadhav, Surgical Gastroenterologist, on November 2, 2018, at NIMS hospital.

“Now since two days, Maheshwari was having severe abdominal pain. Yesterday she was admitted to NIMS hospital again. After all medical tests, a scissor was found in her abdomen in an X-Ray. This scissor was left by the doctors’ team during her surgery,” Harshavardhan alleged.

Taking action on the complaint, the police registered a case under Sections 336 and 337 of the IPC against the team of doctors who had performed the surgery of Maheshwari. The case is under investigation, said Vijay Kumar, ACP Panjagutta division.

“Maheshwari was having pain in her abdomen. She had undergone Hernia surgery on November 2. Today, a scissor was found in her abdomen after medical tests. The medical team immediately operated and removed the scissor from her abdomen. Her condition is stable now,” said Dr Manoher, Director of NIMS hospital.

Manoher further said that an internal committee is looking into the incident. After the internal committee submits a report, action will be initiated against the concerned persons, he assured.&nbsp;

Telangana is witnessing a spurt in swine flu or H1N1 cases from the past few weeks. As per the information by government officials, at least 10-15 swine flu cases have been detected in the region.

Speaking to ANI, Dr Shankar, Director Institute of Preventive Medicine, said, "In last 15 days, we have got around 10 to 15 positive swine flu cases from all over Telangana&nbsp;from different hospitals. We are providing them with the required treatment and are also keeping a watch on the suspected people suffering from this diseases."

Elaborating further about the preparation undertaken by the medical practitioners to combat the spread of the disease, Dr. Shankar said, "We have procured all the drugs which will be required for treating the patients suffering from this disease after The Ministry of Health issued an alert to all the state health officials, especially Telangana&nbsp;officials, to get ready to face swine flu."

"At present, there are two labs for testing of swine flu samples all over in Telangana (/search?query=Telangana), one lab is Institute of Preventive Medicine and another one is in Fever Hospital. All the samples of patients who are suspected of suffering from this virus are being sent here for the analysis. The government may soon open two more labs in the state and we are also planning to set up two hospitals near these labs," he added.

Advocate Qamar Nadeem told the BBC Urdu service that Dr Afridi, who has received several remissions in sentence, will complete his jail term this month.

He said that Dr Afridi was awarded a total of 33 years jail term on four different charges in which he was awarded 30 years on three counts while three years on one. However, after an approval of his appeal, 10 years of imprisonment had been remitted, the Express Tribune reported.

According to Mr Nadeem, if Dr Afridi's total jail term and remissions are taken into consideration, then he is likely to be freed this month.

Dr Afridi, 56, was shifted to Adiala Jail of Rawalpindi from Peshawar central jail on Friday, apparently due to security concerns.

According to media reports, he was moved in a helicopter but no official statement was issued by the government. However, it is still not clear as to whether he will be kept in Adiala jail or shifted to another location, the report said.

There is a chance that after his release, Dr Afridi might move to the US to settle there permanently, it said.

On April 28, an official of the Central Prison Peshawar confirmed that in the afternoon a large number of policemen as well as army contingent reached the prison and took Dr Afridi away with them amid tight security.

A 13-year-old girl was allegedly confined by a doctor in his clinic for three days and raped at a village here, police said on Sunday. The girl managed to escape from her confinement and report the matter to her father yesterday, Circle Officer (CO) SKS Pertap said.

On the basis of a complaint lodged by the girl’s father, the doctor, Sonu Verma, was arrested and his clinic was sealed. Some objectionable material was also seized from the clinic, the officer said.

The complainant alleged that the doctor confined his daughter in his clinic when she had gone to bring some medicines, the CO said.

The officer said according to the girl’s father, the doctor had given her a sedative and raped her. The complainant also claimed that he along with villagers had launched a search in the area after she went missing, he said.

The matter is being investigated and the girl was sent for medical examination, Pertap said.

Randall Margraves had asked the Michigan judge for five minutes in a locked room with Larry Nassar, the ex-USA Gymnastics doctor now convicted of having sexually assaulted scores of young girls and women under his care.&nbsp;

Though know-it-all Google got it wrong this time, Rukhmabai was not India&#39;s first practising female physician, but her life needs to be remembered for the pioneering role she played in underlining the plight of child marriage. It was because of the long arduous journey that she undertook, from fighting legal battles at the courts of India, braving jail terms and in writing to the Empress of India, Queen Victoria, that eventually the Age of Consent Bill was passed. The Bill outlawed child marriages across the British Empire.

But something which was outlawed in 1891 continues to persist in India. The age of consent has been constantly revised through the decades. The first Act had the age moved from 10 to 12 for girls. We need to remember that Rukhmabai, when she appealed to the court for the annulment of her marriage, her argument was that she was a minor when she got married at the age of eleven.&nbsp;

Post-independence with the adoption of the Indian constitution of 1950, and then again with another set of changes in 1978, the age of marriage has come to be settled at 18 for girls. But the Age of Consent is a highly contested issue in India. Not only have many religious groups protested against setting an age bar to a marrying couple, the Child Marriage Act gets violated with impunity every day in India. &nbsp;

According to the 2011 Census, almost 4 per cent of girls getting married fall below the age of 18. Though this is a dramatic drop, considering 47 per cent minors were married off in the year 1998, such figures indicate that millions of girls are still getting married without consent. The law categorically states that below the age of 18, a girl is not of the age to give consent and, thus, any conjugal relation will be considered as rape.

Both government and non-governmental organisations studying the situation commented that poverty has a big role to play in the perpetuation of this regressive social custom. Unable to feed, parents often give away their daughters in marriage to much older men. Inextricably linked to poverty is the grave inadequacy of educational opportunities for girls. When girls are not going to school, particularly in rural areas, seemingly the best next options available to them was to get married.

This brings us back to the case of Rukhmabai again. When her husband and in-laws kept pressurising Rukhmabai to join them, she started writing a series of letters in the local newspaper under the pseudonym A Hindu Lady. The letters melted many a heart and garnered a&nbsp;huge amount of support for her cause.

One of the reasons Rukhmabai cited for not wanting to go back to her husband is that she would want to study. &nbsp;Hearing her plea, many came forward to donate. Eventually, &nbsp;a fund was created to support her travel and study in England at the London School of Medicine, 5 years degree course. She subsequently went to England and returned to India as a first qualified physician and worked for many years in Rajkot and Surat.

Rukhmabai&#39;s life became a lesson in service and fight against regressive tradition that pulled back women. Donning a white saree all her life, Rukhmabai will be remembered for &quot;demonstrating (the) courage to intervene against traditions&quot;, as Maharaja of Indore pointed out. Towards the end of her life, she even took up the pen to urge the abolition of Purdah.

The Bill outlawed child marriages across the British Empire. But something which was outlawed in 1891 continues to persist in India. The age of consent has been constantly revised through the decades. The first Act had the age moved from 10 to 12 for girls. We need to remember that Rukhmabai, when she appealed to the court for the annulment of her marriage, her argument was that she was a minor when she got married at the age of eleven. The law categorically states that below the age of 18, a girl is not of the age to give consent and, thus, any conjugal relation will be considered as rape. × Post-independence with the adoption of the Indian constitution of 1950, and then again with another set of changes in 1978, the age of marriage has come to be settled at 18 for girls. But the Age of Consent is a highly contested issue in India. Not only have many religious groups protested against setting an age bar to a marrying couple, the Child Marriage Act gets violated with impunity every day in India. According to the 2011 Census, almost 4 per cent of girls getting married fall below the age of 18. Though this is a dramatic drop, considering 47 per cent minors were married off in the year 1998, such figures indicate that millions of girls are still getting married without consent. Unable to feed, parents often give away their daughters in marriage to much older men. Inextricably linked to poverty is the grave inadequacy of educational opportunities for girls. When girls are not going to school, particularly in rural areas, seemingly the best next options available to them was to get married. When her husband and in-laws kept pressurising Rukhmabai to join them, she started writing a series of letters in the local newspaper under the pseudonym A Hindu Lady. The letters melted many a heart and garnered a huge amount of support for her cause. One of the reasons Rukhmabai cited for not wanting to go back to her husband is that she would want to study. Hearing her plea, many came forward to donate. Eventually, a fund was created to support her travel and study in England at the London School of Medicine, 5 years degree course. She subsequently went to England and returned to India as a first qualified physician and worked for many years in Rajkot and Surat. Rukhmabai's life became a lesson in service and fight against regressive tradition that pulled back women. Donning a white saree all her life, Rukhmabai will be remembered for "demonstrating (the) courage to intervene against traditions", as Maharaja of Indore pointed out. In the latest update coming in from United Hospital in Dhaka, 30 security personnel were brought in for treatment following the attack this evening. Duty manager at the United Hospital, Dr Miraj, speaking exclusively to WION, has confirmed that two security personnel who were brought to the hospital have now been declared dead. 
 
According to Dr Miraj, the men brought in had suffered severe shrapnel injuries sustained in grenade attacks at the Holey Artisan Bakery. 
The most severe injuries being reported by medical staff at the United Hospital were caused by shrapnel from grenade attacks during the exchange of fire between the IS attackers and security personnel. 
 
The United Hospital is located barely 300 metres from the Holey Artisan Bakery in the Gulshan-2 diplomatic enclave in Dhaka. The embassies and High Commissions of Malaysia, Romania, Australia, Pakistan, Canada, and Russia are among those that are in this high security zone where the bakery is situated. 
 
No civilians have so far been brought to the United Hospital for treatment from the scene of the attack.
