Devendra Fadnavis takes oath as Maharashtra's CM for 2nd time

Maharashtra Chief Minister and Bharatiya Janata Party leader Devendra Fadnavis on Saturday arrived at the state BJP office and said that a stable government will be provided to <a href="https://www.wionews.com/india-news/maharashtra-will-not-stay-asleep-if-bjp-tries-to-break-shiv-sena-uddhav-thackeray-264044">Maharashtra</a>.&nbsp;

Fadnavis added that it is possible under PM Modi's leadership.

"Modi hai toh mumkin hai!!" Fadnavis said.

Earlier in the day, in a dramatic turn of events, Fadnavis took oath as Maharashtra Chief Minister for the second time after BJP pulled off a coup of sorts by forming the government in Maharashtra with the support of NCP's Ajit Pawar.

The oath was administered by Governor Bhagat Singh Koshyari at Raj Bhawan, news agency ANI reported.&nbsp;

Nationalist Congress Party's Ajit Pawar was sworn in as deputy chief minister of the state.

The development came after <a href="https://www.wionews.com/india-news/ajits-decision-to-support-bjp-against-the-party-line-sharad-pawar-264066">NCP chief Sharad Pawar</a> on Friday, after concluding discussions with the Congress and the Shiv Sena, told reporters that the parties have a consensus on Shiv Sena chief Uddhav Thackeray's name for the post of Maharashtra CM.

Shiv Sena senior leader Sanjay Raut said that Thackeray has given his consent to lead Maharashtra as the chief minister.&nbsp;

Union Minister Ravi Shankar Prasad said that "it was a conspiracy (by NCP-Shiv Sena-Congress) to control Mumbai through the backdoor".

"Throughout the election campaign, Devendra Fadnavis' name was projected as the Maharashtra Chief Minister. Support base of BJP and the prospect of Devendra Fadnavis becoming CM, played a crucial role in success of Shiv Sena candidates," Prasad told media today.&nbsp;

Meanwhile, the Congress is planning to move its MLAs out of Maharashtra to a Congress-ruled state, news agency ANI reported.&nbsp;

The Maharashtra Surprise: Devendra Fadnavis takes oath as Maharashtra CM, Ajit Pawar as his deputy

Who says silence is not golden in Indian politics? Just a few hours ago, when it seemed that the Shiv Sena, Nationalist Congress Party (NCP) and the Congress had all but stitched together a fragile alliance to form a government in Maharashtra, people woke up from slumber to a new reality and a new government. Political pundits failed to read the mistaken silence of the Bharatiya Janata Party (BJP) since Devendra Fadnavis resigned as chief minister following the collapse of talks with its oldest alliance partner, the Shiv Sena, in the aftermath of a hung assembly after elections. The BJP master strategists led by Prime Minister Narendra Modi and Home Minister Amit Shah were secretly at work without even giving an iota of hint what was cooking.

The Indian media jumped the gun and rushed to anoint NCP chief Sharad Pawar as the modern-day Chanakya for succeeding in cajoling the Congress to join what critics termed as an "unthinkable and unprincipled alliance". But it was the real Chanakya Amit Shah who sprang a surprise by breaking in Pawar's own party. In fact, it was the Sena which was very apprehensive of the BJP's attempts of horse-trading and poaching of its newly-elected MLAs and had, therefore, huddled them to the safe environs of the Congress-ruled Rajasthan. But none had the inkling of the BJP's masterstroke that it could strike at the heart of the NCP and wean away Pawar's nephew Ajit Pawar.&nbsp;

As things stand, it is now almost certain that Ajit will walk out on his parent party with more than 18 MLAs to avoid anti-defection law either by forming a new party or merging the entire block with the BJP. The BJP, which fell short of 40 seats in the 288-member house, will also need the support of some smaller parties and independents, some of them BJP rebels, to prove majority. That the BJP has already done its homework by enlisting their support is a foregone conclusion.

In the latest twist of turns, the chief protagonist Sharad Pawar, who had almost scripted an unimaginable story of bringing the two warring parties Shiv Sena and Congress together, has been left red-faced. Never in his dreams could he have imagined that his nephew would do a Vibhishana to him! But it is surprising that the Maratha strongman, who himself had been giving conflicting signals to the media in recent days regarding the government formation, could not read the riot act.

That all was not well between the uncle and nephew was not a hidden secret. Sharad Pawar’s ambition of promoting his daughter Supriya Sule at the expense of his nephew never went down well with the latter. The early signs of the rift appeared in 2009 when Sharad Pawar appointed Chhagan Bhujbal as the deputy chief minister in the Ashok Chavan-led government after the Congress and NCP swept the polls. Miffed by Sharad Pawar’s decision to cut him to size, Ajit showed up his clout when he secured the support of a majority of the NCP MLAs a year later forcing his uncle to instate him as the deputy chief minister replacing Bhujbal. Since then, Ajit has been working to come out of the shadow of his dominant uncle.

Early this year, Ajit took some political positions which did not gel with the official policy of the NCP. Not only did he support the Modi government’s decision to abrogate the controversial Article 370 from Jammu and Kashmir, he went on to demand that Pakistan-occupied Kashmir should also be made a part of India.

What surprises the most is that the senior Pawar did not even get a whiff of his nephew's designs who was at the helm of the talks along with him leading to an almost certain Shiv Sena-NCP-Congress government! Till a month-and-a-half ago, Ajit must have endeared himself to his uncle after he resigned as an MLA after Sharad Pawar’s name got embroiled in the 25,000 crore rupee Maharashtra State Cooperative Bank scam saying he was perturbed over the allegations against the latter. He also owed his deputy chief ministership to his uncle then.

But, as they say, politics is a strange game like cricket where fortunes change in just a matter of time. The same thing happened in Maharashtra. While Uddhav Thackeray, Sharad Pawar and Sonia Gandhi might be ruing for taking their own sweet time to firm up the alliance, the Modi-Shah duo should be commended for thumbing the nose of the opposition and walking away with the trophy. For, everything is fair in love and war. And this was Maharashtra, the second largest state after Uttar Pradesh which sends maximum MPs to the Lok Sabha, where political stakes are very high for all the parties.

A coup in Maharashtra politics

After being sworn-in as Deputy Chief Minister of Maharashtra on Saturday,<a href="https://www.wionews.com/india-news/maharashtra-ncp-to-name-new-legislative-leader-after-it-sacked-ajit-pawar-264033"> NCP Ajit Pawar</a> said that it's more suitable for two parties (<a href="https://www.wionews.com/india-news/devendra-fadnavis-takes-oath-as-maharashtra-chief-minister-ajit-pawar-as-deputy-cm-263978">BJP-NCP</a>) to come together to form a government rather than three parties (NCP-Congress-Shiv Sena) to strive for it.

"The mandate was in clear favour to none and it was not possible for any party to form the government alone. Two-three parties have to come together to form the government however, eventually, two parties coming together and forming a government is more suitable," said Pawar.

In what can be termed as a surprising development, Devendra Fadnavis on Saturday took oath as Maharashtra Chief Minister for the second consecutive term while NCP's Ajit Pawar took oath as Deputy Chief Minister of the state.

The move came at a time when deliberations between Congress, NCP and Shiv Sena seemingly reached the final stage on Friday.

The BJP, which emerged as the single largest party, could not stake claim to form a government as its ally Shiv Sena remained firm on rotating the Chief Minister's post and equal sharing of Cabinet berths.

Shiv Sena parted its ways with BJP to explore ways to form a government. It, however, failed to prove the support of the required number of MLAs in the time given by state Governor Bhagat Singh Koshyari.

The Governor had then invited NCP, the third-largest party, to prove its ability to form the government failing which President`s Rule was imposed in the state.

The BJP won 105 seats in the 288-member assembly followed by Shiv Sena 56, NCP 54 and Congress 44.&nbsp;

Is BJP all set to sweep assembly polls, Voting underway in Maharashtra & Haryana

Polling for 90 seats of Haryana and 288 constituencies of Maharashtra began at 7 am today and will continue till 6 pm. The electoral fate of over 4,400 candidates -- 1,169 in Haryana and 3,237 in Maharashtra will be sealed in EVMs by the voters who will exercise their democratic franchise in the assembly elections.

Devendra Fadnavis is only the second Chief Minister after Vasantrao Naik to complete his full term in office. His rise from being the Mayor of Nagpur to the Chief Minister of Maharashtra is a telling commentary on how meritocracy rules the wealthiest state in India, which also happens to be the second most populous state and the third-largest in terms of area. Even the first non-Congress government in the state, led by the Shiv Sena from 1995-1999 (the BJP was part of the coalition, but a junior partner then) saw two Chief Ministers, with Manohar Joshi being replaced by Narayan Rane, in the last year.

His achievements include the "Right to Services" bill, with 'Aaple Sarkar' online portal providing a total of 403 online services that benefitted over 14 lakh citizens; the 'Atal Maha Aarogya' camp that has proven beneficial to 24 lakh patients in the state; starting work on Metro routes of which 298km is in various stages of construction. He took major steps to decongest Mumbai, making Mumbai a "WiFi City" with over 1700 hotspots, installed over 5000 CCTV cameras to make the city safer, made 1052 police stations online, closing 11 toll nakas in the state and extended discounts to light motor vehicles on 52 toll nakas. Speeding up the process for the international airport in Navi Mumbai, he initiated projects to set up as many as 10 airports in the state in Tier-2 and Tier-3 cities.&nbsp;

Fadnavis also ensured better connectivity, the allocation of funds for the Mumbai-Delhi industrial corridor, securing clearances for the "Chhatrapati Shivaji" sea memorial and the "Babasaheb Ambedkar Memorial" at Indu Mills, achieving the digitisation process of as many as 66458 schools, and ensured that 2750 MW of power capacity is added. He sanctioned 10 smart city projects, started work on the Bandra-Virar-CST-Panvel elevated railway corridor, kickstarted the 712 km Mumbai-Nagpur Samruddhi super expressway which will connect 24 districts of the state and set up the first automatic weather station in Dongargaon in Nagpur in 2017.&nbsp;

These are only some of the sterling examples of how Devendra Fadnavis has made the "Minimum Government, Maximum Governance" model successful, his abiding work ethic. Most importantly, the rate of conviction for crimes has gone up from 9% to a staggering 52% and cyber labs have been set up in all districts of the state.

The pro-farmer Fadnavis government, which announced a farm loan write-off package of Rs 34,022 crore in June 2017 for all farmers with a Rs 1.5 lakh debt, has spent Rs 50,000 crore for farmer welfare in the last five years, as comparison to the less than Rs 20,000 crore in 15 years of the corrupt Congress-NCP rule. After 151 talukas were found affected by drought earlier this year, Fadnavis assured that more than 52 lakh farmers have received compensation of Rs 2700 crore under the Pradhan Mantri Crop Insurance Scheme. With a view to providing weather-related information and digital kiosks in all gram panchayats to farmers in real-time, the project "Mahavedh" has been made operational in all 2060 revenue circles in the state.

Speeding up the process for the international airport in Navi Mumbai, he initiated projects to set up as many as 10 airports in the state in Tier-2 and Tier-3 cities. Fadnavis also ensured better connectivity, the allocation of funds for the Mumbai-Delhi industrial corridor, securing clearances for the "Chhatrapati Shivaji" sea memorial and the "Babasaheb Ambedkar Memorial" at Indu Mills, achieving the digitisation process of as many as 66458 schools, and ensured that 2750 MW of power capacity is added. He sanctioned 10 smart city projects, started work on the Bandra-Virar-CST-Panvel elevated railway corridor, kickstarted the 712 km Mumbai-Nagpur Samruddhi super expressway which will connect 24 districts of the state and set up the first automatic weather station in Dongargaon in Nagpur in 2017. "What the Congress gave to the common man during its 60-year rule was nothing but 'anachar' (misrule), 'brashtachar' (corruption), Fadnavis said.

Fadnavis said speeches of Congress chief Rahul Gandhi and other party leaders were "entertaining" as they are bereft of substance.

The Congress government did not take any action after the 2008 terror strikes in Mumbai, Fadnavis said, adding the then Prime Minister had no guts to punish Pakistan, from where the attackers had come.

Attacking the Congress further, Fadnavis said only Pakistan and the Rahul Gandhi-led party wanted proof of the causalities in the Balakot air strikes.

Seeking support of electors for the BJP, Fadnavis said these polls offer to the voters a choice between "those who are for development and those who are for anarchy".
