The New Delhi Summit reaffirms that the G20 is the premier forum for international economic co-operation, not a platform to resolve geopolitical and security issues,” the spokesperson said.<br />

“We always believe that the key to the final resolution of the Ukraine crisis lies in discarding the Cold War mentality, attaching importance to and respecting all sides' legitimate security concerns, and seeking a political solution through dialogue and negotiation,” she added.</p>

<p>China has thrown its support behind the G20 Delhi Declaration released during India's presidency of the multilateral grouping. This move has sparked discussions about the intricacies of global politics.&nbsp;</p>

<p>Harsh Pant, the vice president of studies and foreign policy at the Observer Research Foundation (ORF), spoke to WION on the subtleties behind China's agreement.&nbsp;</p>

<p>Underscoring that the G20 document reflects India's position effectively, Prof Pant said, "China has been getting relatively bad press in recent months and recent times. It has been very obstructionist about the G20 process, but with India making an effort to reach out to Russia, it would have been foolhardy for China not to accept."</p>

<p>"With other countries accepting most of the logic of what India was proposing, China would have been termed as a spoiler, and I don't think China wanted to be out of the tent simply for the sake of it," he added.&nbsp;</p>

<p>Pant stressed that China's willingness to compromise reflects the general mood of the summit.&nbsp;</p>

<p>He suggested that India framed most of the declaration through the lens of the Global South, aligning with China's interest in greater engagement with this region.</p>

<p>"China is also keen on having a greater engagement with the global south so I don't think anything there for china to complain about in that sense and therefore China's willingness to be onboard happened," he said.&nbsp;</p>

<p>He highlighted that the G20 is not the platform for resolving geopolitical issues. "That (condemnation of Russia) was never the point of G20 and that will never happen to a G20 platform if the war is to be resolved."</p>

<p>"If Ukrainians read it carefully," Pant noted, "they will find that the challenges that Ukraine has faced and is facing are very well represented here."</p>

<p>Notably, Ukraine was mentioned for a total of four times in the document. The Delhi declaration read, "Concerning the war in Ukraine, while recalling the discussion in Bali, we reiterated our national positions and resolutions adopted at the UN Security Council and the UN General Assembly (A/RES/ES-11/1 and A/RES/ES-11/6) and underscored that all states must act in a manner consistent with the Purposes and Principles of the UN Charter in its entirety."</p>

<p>Pant added, "The entire West, which continues to support Ukraine, was present at the G20 summit. If they have supported this document, they must have found something of value in it. G20 can only outline some of the principles through which the conflict can be resolved, and most of these principles favor Ukraine."</p>

<p>"If you read the statement carefully, almost all the points India has been making about the Ukraine conflict are there. Whether it's pertaining to territorial integrity being respected, international law and the UN, or strictly respecting territory integrity, even the known use and threat of nuclear weapons... without naming Russia a number of things would have been said that are directed at Russia so I think I don't see any particular change in India stands on Russia-Ukraine because of the G20 document."</p>

<h2><strong>Upholding&nbsp;international law</strong></h2>

<p>G20 forum noted with “deep concern the immense human suffering and the adverse impact of wars and conflicts around the world”.</p>

<p>"In line with the UN Charter, all states must refrain from the threat or use of force to seek territorial acquisition against the territorial integrity and sovereignty or political independence of any state. The use or threat of use of nuclear weapons is inadmissible," the statement said.&nbsp;</p>

<p>It also called on "all states to uphold the principles of international law including territorial integrity and sovereignty, international humanitarian law, and the multilateral system that safeguards peace and stability. G20 Summit: India hails Delhi declaration that came through 'without a footnote'

<p>After the New Delhi Leaders' Declaration was adopted with the consensus of G20 member nations, Ukraine reacted to this historic development.&nbsp;Ukrainian foreign affairs ministry spokesman Oleg Nikolenko wrote on X, formerly Twitter, "G20 adopted a final declaration. We are grateful to the partners who tried to include strong wording in the text. However, in terms of Russia's aggression against Ukraine, G20 has nothing to be proud of."&nbsp;</p>

<p>In his post on the social media platform X, Nikolenko posted a picture of the declaration in which he scrapped out a few parts of the statement with red and replaced them with wordings Kyiv claims are more suitable to be included in the text.&nbsp;</p>

<p>Amoung the changes he made in the text include changing "the war in Ukraine" to "the war against Ukraine". It replaced the term "Ukraine crisis" with "Russia's war of aggression against Ukraine." &nbsp;</p>

The external affairs minister said,&nbsp;"They dwelt on the ongoing war in Ukraine and the impact it has had, especially on developing and least developing nations still recovering from the pandemic and economic disruption."<br />

Jaishankar said: “It is a fact that this is today a very polarising issue and there are multiple views on this. There are a spectrum of views on this, so I think in all fairness it was only right to record what was the reality in the meeting rooms.”<br />

“Considerable time was spent — especially in the last few days — in regard to geopolitical issues, which really centered around the war in Ukraine,” Jaishankar said, adding further,&nbsp;“Everybody helped, because everybody came together for the consensus, but the emerging markets took a particular lead on this and many of us have a strong history of working together.”&nbsp;<br />

Meanwhile, India's G20 Sherpa Amitabh Kant dubbed the declaration historic and path-breaking and said there was 100% consensus on all developmental and geopolitical issues.&nbsp;</p>

<p>Through the Delhi declaration, the G20 leaders, "highlighted the human suffering and negative added impacts of the war in Ukraine with regard to global food and energy security, supply chains, macro-financial stability, inflation and growth, which has complicated the policy environment for countries, especially developing and least developed countries which are still recovering from the COVID-19 pandemic and the economic disruption which has derailed progress towards the SDGs. There were different views and assessments of the situation."</p>

Ukraine shares its own ‘closer to reality’ version of Delhi G20 Summit declaration

<p>In a major breakthrough indicative of India's success in G20 Summit, a consensus has been reached and&nbsp;New Delhi G20 Leaders' Summit Declaration has been adopted. The major announcement was made by Indian Prime Minister Narendra Modi himself as the leaders assembled for the second session on the first day of the G20 Summit.&nbsp;</p>

<p>"I have received good news. Due to the hard work of our team, consensus has been built on New Delhi G20 Leaders' Summit Declaration. My proposal is to adopt this leadership declaration. I announce to adopt this declaration," Indian PM Modi said on Saturday while&nbsp;congratulating his Sherpa and&nbsp;ministers&nbsp;who made it possible with their hard work.</p>

<p>"It is my proposal that this G20 declaration be adopted," the prime minister had said.</p>

<p>The 18th summit of the Group of Twenty (G20) opens in New Delhi on 9th September and concludes the next day. The iconic photograph showing Prime Minister Narendra Modi receiving the presidential gavel from President Joko Widodo last November in Bali is about to be replaced by a new photo. It will show Mr Modi saying ‘Order, Order’ as he strikes the gavel at the presidential table to begin the summit by delivering his opening remarks. This ultimate G20 moment of India will be watched by millions around the world. It will be a high point for the nation’s ‘model of democracy with development’, pro-active international diplomacy, and global leadership.</p>

<h2><strong>G20, an apex institution</strong></h2>

<p>India is no stranger to hosting large international conferences. Some of the biggest summits in the past were the Non-Aligned Movement (NAM) Summit in March 1983, the Commonwealth Heads of Government (CHOGM) Summit in November 1983, and the Third India-Africa Forum Summit (IAFS) in March 2015. But there is something special and unique about G20 and its Delhi Summit.</p>

<p>One, G20 is composed of the world’s top developed nations and the most important emerging economies. All permanent members of the UN Security Council are there. So are all G7 members and the five members of BRICS. The MIKTA group, with its five members, is in G20, and there are others: Saudi Arabia, Argentina, and the European Union (EU). Besides, leading multilateral institutions such as the UN, World Bank, IMF, and others will attend the summit, as they did in the past.&nbsp;</p>

<p>Two, the list of nine guests of India, as the G20 president, is imbued with significance of its own: Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain, and the UAE.</p>

<p>Three, the political and economic weight of G20 countries is noteworthy. By all accounts, G20 now represents about 65% of the world’s population, 85% of the global GDP, and 75% of international trade. If the Indian proposal to admit the African Union (AU) as a member of G20 is accepted at the summit, these figures will register further increase.</p>

<p>Four, India’s presidency is part of a four-year cycle during which the presidency stays with developing countries only. Indonesia held it earlier. After India, it will move to Brazil and then to South Africa. Thus, the countries of the Global South have a rare opportunity to drive the G20 agenda in the desired direction, but in a pragmatic manner so that the Global North marches in tandem.</p>

<h2><strong>Presidency so far</strong></h2>

<p>India’s presidency began on 1 December 2022 and will end on 30 November 2023, that is, a few weeks after the Delhi Summit. The preceding nine months and eight days saw a series of intense preparations for the ultimate gathering of world leaders. The first of them – President Bola Ahmed Tinubu of Nigeria – arrived in Delhi on September 5.</p>

<p>The G20, as an informal multilateral institution, operates through its Finance Track (with its 8 work streams), the Sherpa Track (with its 13 working groups and two initiatives), and the autonomous meetings of the Foreign Ministers. The two tracks held meetings of their working groups composed of senior officials as well as Ministerial meetings. Besides, at the non-official level, 11 Engagement Groups contributed with a rich crop of inputs after holding their own meetings throughout the year, culminating in their own summits. For example, the communiques issued by Business 20 (B20) and Think 20 (T20) contain many substantial ideas and recommendations that the G20 governments may have accorded ample consideration.</p>

<p>In all these preparatory meetings, all G20 members were represented suitably. However, at the forthcoming summit, three leaders, through their absence, have drawn much attention to themselves. They are: Andrés Manuel López Obrador, President of Mexico, who has not attended a single G20 summit probably on ideological grounds; Vladimir Putin, President of Russia, who telephoned PM Modi to explain his preoccupation with the war as the reason of his absence; and Xi Jinping, President of China, who let it be known through a spokesman of the foreign ministry that China would be represented by Premier Li Qiang. Neither the Chinese President nor the spokesman offered any explanation for the former’s absence, leaving the world’s Sinologists and others to offer multiple theories.</p>

<p>But as External Affairs Minister S Jaishankar pointed out, all twenty members of G20 will be represented at the Delhi Summit. He also observed that “the countries are represented by whoever they have chosen to represent them”, adding, “The levels of representation do not become the final determinant of the position of a country.”</p>

<h2><strong>Key issues for summit</strong></h2>

<p>G20, founded in 1999 at the level of finance ministers and central bank governors, was elevated to the level of the Heads of State/ Government to address the global economic and financial crisis of 2007. Two years later, in 2009, it was officially depicted as “the premier forum for international economic cooperation.” Thus, today, while some argue that G20 can discuss and decide only economic issues, others maintain that as the powerful grouping of the world’s top leaders, G20 has no choice but to discuss political and geopolitical issues too, which have a bearing on the planet’s economies.</p>

<p>This argument is at the heart of the biggest challenge before the Delhi Summit: how should the Russian invasion of Ukraine and its economic consequences faced, especially by the countries of the Global South, be addressed and then reflected in the proposed Delhi Declaration? With India’s valuable help at the Bali Summit last year, negotiators agreed on two paragraphs, now known as ‘the Bali paras.’ In the run up to this year’s summit, Russia and China continue to insist on the exclusion of ‘the Bali paras,’ whereas the remaining 18 members including India, emphasise the need for their retention.</p>

<p>At the time of writing, G20 Sherpas and other officials were engaged in non-stop negotiations to break this vexed diplomatic impasse. There are other issues too on which differences persist among the US, EU, China, India, and others, but the word is that most of them can be managed, provided the Ukraine question gets resolved through consensus. On that vital matter depends whether the summit will issue a Joint Declaration or a mere ‘Chair’s Summary and Outcome Document.’</p>

<p>On most other substantive issues that form the core of G20 agenda, consensus has already been reached through the preceding official level and ministerial level deliberations. These include a wide array of subjects such as the measures essential to ensure the steady growth of a resilient and inclusive global economy; steps and finance needed for energy transition and for the accelerated implementation of SDGs 2030; promotion and sharing of Digital Public Infrastructure services with all interested nations; initiatives for environmental protection, leveraging of the Blue Economy and restoration and enriching of biodiversity; better preparedness for the next pandemic; and practical progress in women-led development and reform of multilateral development banks and other institutions. Agreement is also near on the admission of the AU as a member of G20.</p>

<h2><strong>Stakes and challenges&nbsp;</strong></h2>

<p>The sad but overarching reality about the world today is that it faces multiple conflicts, sharpening strategic contestation, pressing global challenges and polarisation – even within the G20. Can the grouping hope to address all this by perpetuating differences or by narrowing them through mutual accommodation? The goal of Indian diplomacy today is to emphasise the large areas of agreement and narrow the areas of disagreement within the G20 family. The summit’s outcome, thus, depends on the members of G20 itself.</p>

<p>India has put a premium on its role as “the voice of the Global South”. But it also serves as the bridge between the Global South and the Global North, and between the West and the East. Can it succeed in all these roles at a time when India-China relations have touched a new low? That is the question under discussion in the capital’s diplomatic corridors.</p>

<p>In this complex situation, PM Modi has aptly observed, “We recognise that we all have our positions and perspectives on various global issues. At the same time, we have repeatedly emphasised that a divided world will find it difficult to fight common challenges.” Should this key message from the G20 President inspire all its members, the success of the Delhi Summit will stand assured.</p>

Some of the biggest summits in the past were the Non-Aligned Movement (NAM) Summit in March 1983, the Commonwealth Heads of Government (CHOGM) Summit in November 1983, and the Third India-Africa Forum Summit (IAFS) in March 2015. But there is something special and unique about G20 and its Delhi Summit. One, G20 is composed of the world’s top developed nations and the most important emerging economies. All permanent members of the UN Security Council are there. So are all G7 members and the five members of BRICS. The MIKTA group, with its five members, is in G20, and there are others: Saudi Arabia, Argentina, and the European Union (EU). Besides, leading multilateral institutions such as the UN, World Bank, IMF, and others will attend the summit, as they did in the past. Two, the list of nine guests of India, as the G20 president, is imbued with significance of its own: Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain, and the UAE. Three, the political and economic weight of G20 countries is noteworthy. By all accounts, G20 now represents about 65% of the world’s population, 85% of the global GDP, and 75% of international trade. If the Indian proposal to admit the African Union (AU) as a member of G20 is accepted at the summit, these figures will register further increase. Four, India’s presidency is part of a four-year cycle during which the presidency stays with developing countries only. Indonesia held it earlier. After India, it will move to Brazil and then to South Africa. Thus, the countries of the Global South have a rare opportunity to drive the G20 agenda in the desired direction, but in a pragmatic manner so that the Global North marches in tandem. Presidency so far India’s presidency began on 1 December 2022 and will end on 30 November 2023, that is, a few weeks after the Delhi Summit. The preceding nine months and eight days saw a series of intense preparations for the ultimate gathering of world leaders. The first of them – President Bola Ahmed Tinubu of Nigeria – arrived in Delhi on September 5. The G20, as an informal multilateral institution, operates through its Finance Track (with its 8 work streams), the Sherpa Track (with its 13 working groups and two initiatives), and the autonomous meetings of the Foreign Ministers. The two tracks held meetings of their working groups composed of senior officials as well as Ministerial meetings. Besides, at the non-official level, 11 Engagement Groups contributed with a rich crop of inputs after holding their own meetings throughout the year, culminating in their own summits. For example, the communiques issued by Business 20 (B20) and Think 20 (T20) contain many substantial ideas and recommendations that the G20 governments may have accorded ample consideration. In all these preparatory meetings, all G20 members were represented suitably. However, at the forthcoming summit, three leaders, through their absence, have drawn much attention to themselves. They are: Andrés Manuel López Obrador, President of Mexico, who has not attended a single G20 summit probably on ideological grounds; Vladimir Putin, President of Russia, who telephoned PM Modi to explain his preoccupation with the war as the reason of his absence; and Xi Jinping, President of China, who let it be known through a spokesman of the foreign ministry that China would be represented by Premier Li Qiang. Neither the Chinese President nor the spokesman offered any explanation for the former’s absence, leaving the world’s Sinologists and others to offer multiple theories. But as External Affairs Minister S Jaishankar pointed out, all twenty members of G20 will be represented at the Delhi Summit. He also observed that “the countries are represented by whoever they have chosen to represent them”, adding, “The levels of representation do not become the final determinant of the position of a country.” Key issues for summit G20, founded in 1999 at the level of finance ministers and central bank governors, was elevated to the level of the Heads of State/ Government to address the global economic and financial crisis of 2007. Two years later, in 2009, it was officially depicted as “the premier forum for international economic cooperation.” Thus, today, while some argue that G20 can discuss and decide only economic issues, others maintain that as the powerful grouping of the world’s top leaders, G20 has no choice but to discuss political and geopolitical issues too, which have a bearing on the planet’s economies. This argument is at the heart of the biggest challenge before the Delhi Summit: how should the Russian invasion of Ukraine and its economic consequences faced, especially by the countries of the Global South, be addressed and then reflected in the proposed Delhi Declaration? With India’s valuable help at the Bali Summit last year, negotiators agreed on two paragraphs, now known as ‘the Bali paras.’ In the run up to this year’s summit, Russia and China continue to insist on the exclusion of ‘the Bali paras,’ whereas the remaining 18 members including India, emphasise the need for their retention. At the time of writing, G20 Sherpas and other officials were engaged in non-stop negotiations to break this vexed diplomatic impasse. There are other issues too on which differences persist among the US, EU, China, India, and others, but the word is that most of them can be managed, provided the Ukraine question gets resolved through consensus. On that vital matter depends whether the summit will issue a Joint Declaration or a mere ‘Chair’s Summary and Outcome Document.’ On most other substantive issues that form the core of G20 agenda, consensus has already been reached through the preceding official level and ministerial level deliberations. These include a wide array of subjects such as the measures essential to ensure the steady growth of a resilient and inclusive global economy; steps and finance needed for energy transition and for the accelerated implementation of SDGs 2030; promotion and sharing of Digital Public Infrastructure services with all interested nations; initiatives for environmental protection, leveraging of the Blue Economy and restoration and enriching of biodiversity; better preparedness for the next pandemic; and practical progress in women-led development and reform of multilateral development banks and other institutions. Agreement is also near on the admission of the AU as a member of G20. Stakes and challenges The sad but overarching reality about the world today is that it faces multiple conflicts, sharpening strategic contestation, pressing global challenges and polarisation – even within the G20. Can the grouping hope to address all this by perpetuating differences or by narrowing them through mutual accommodation? The goal of Indian diplomacy today is to emphasise the large areas of agreement and narrow the areas of disagreement within the G20 family. The summit’s outcome, thus, depends on the members of G20 itself. India has put a premium on its role as “the voice of the Global South”. But it also serves as the bridge between the Global South and the Global North, and between the West and the East. Can it succeed in all these roles at a time when India-China relations have touched a new low? That is the question under discussion in the capital’s diplomatic corridors. In this complex situation, PM Modi has aptly observed, “We recognise that we all have our positions and perspectives on various global issues. At the same time, we have repeatedly emphasised that a divided world will find it difficult to fight common challenges.” Should this key message from the G20 President inspire all its members, the success of the Delhi Summit will stand assured. G20 Summit, New Delhi: Before the curtain rises

<p>The UN Security Council's Counter-Terrorism Committee on Saturday called on member-countries to ensure "zero tolerance" towards terrorist activities and vowed to deal with the scourge more vigorously at the end of its two-day special conclave in India.</p>

<p>The meeting, attended by representatives of 15 member countries of the UN Security Council and global counter-terror experts, adopted the "Delhi Declaration" listing the Council's priorities in combating the challenge of terrorism and terror-financing.</p>

<p>In the document, the global body expressed concerns over the increasing use of Internet and other information and communications technologies, including social media platforms, for terrorist purposes, reported PTI.</p>

<p>It said innovations in financial technologies such as crowd funding platforms present a risk of being misused for terrorist-financing and noted with concern the increasing global misuse of unmanned aerial systems by terrorists to conduct attacks on critical infrastructure.</p>

<p>The Counter Terror Council urged all member-states to ensure "zero tolerance" towards terrorism, consistent with their obligations under international laws, including human rights law, according to the declaration.</p>

<p>India hosted the meeting in its capacity as chair of the Committee. While the second and final day's meeting took place in Delhi on Saturday, the first day's events were held in Mumbai.</p>

<p>The meeting underlined the need for taking "urgent action" to counter terrorism in all its forms and manifestations through the full and effective implementation of various UN resolutions.</p>

<p>The Committee reaffirmed that terrorism in all forms constitutes "one of the most serious threats" to international peace and security, and vowed to contribute further to enhancing the effectiveness of the overall effort to fight the scourge on a global level.</p>

<p>It said terrorism should not be associated with any religion, nationality, civilisation or ethnic group, and called on member states&nbsp;to continue their efforts towards the Comprehensive Convention on International Terrorism. The Committee stressed the need to effectively counter terror groups like ISIL, also known as Daesh, and Al-Qaida, and their affiliates, and foil their attempts to incite and recruit others to commit terrorist acts.&nbsp;</p>

<p>It strongly condemned the "continued flow of weapons, military equipment, unmanned aerial systems and improvised explosive devices (IED) to and between ISIL, Al-Qaida, their affiliates and associated individuals and groups. The Committee encouraged member states to prevent and disrupt procurement networks for such weapons and systems. It also noted the importance of continuing discussions on the misuse of emerging technologies for terrorist purposes in other relevant international forums, including the G20.&nbsp;</p>

<p>While elaborating on various measures to contain terrorism, the committee, at the same time emphasised on the need for respecting human rights and fundamental freedoms. The Committee emphasised the need for member states and CTED ( Counter-Terrorism Committee Executive Directorate) to continue cooperation with the private sector and civil society for more effective means to counter the use of new and emerging technologies for terrorist purposes. It recognised the efforts of the UN-affiliated Tech Against Terrorism initiative to foster collaboration with representatives of the technology industry, including technology firms, civil society, academia, and government, to disrupt terrorists' ability to use the Internet</p>

<p>The Committee also referred to relevant UN resolutions to emphasise the need for member states to develop counter-terrorist narratives and innovative technological solutions. The Council recognised the ongoing work of the Financial Action Task Force (FATF) concerning virtual assets and virtual assets service providers (VASPs).</p>

<p>It also decided to work on recommendations on the three themes of the special meeting, namely 'Countering Terrorist Exploitation of ICT and Emerging Technologies', 'Threats and opportunities related to new payment technologies and fundraising methods' and 'Threats posed by misuse of unmanned aerial systems (UAS) by terrorists'. UN Secretary-General Antonio Guterres, in message to the meet, called for concerted global efforts to deal with the challenge of the use of new technologies by various terror groups.&nbsp;<br />

In Delhi Declaration, top UN Security Council body calls for 'zero tolerance' towards terrorism

<p>“Positively noting” the joint statement — the Delhi Declaration —issued by eight countries on Afghanistan, the Taliban on Thursday expressed displeasure over the participant&nbsp;countries of the NSA meet&nbsp;calling Afghanistan “a safe haven for terrorism.”</p>

<p>Speaking exclusively to WION days after India hosted the NSA security dialogue meeting to discuss the Afghanistan situation, deputy spokesperson of Taliban, Imanallah Samangani said the concerns raised by the participant&nbsp;countries were “unfounded.”</p>

<p>Seven countries had participated in the summit hosted by India. They are: Iran, Kazakhstan, the Kyrgyz Republic, Russia, Tajikistan, Turkmenistan and Uzbekistan</p>

<p>He also completely rejected the reports that Pakistan is buying US-made weapons from the Taliban that were left behind in Afghanistan in the aftermath of troops withdrawal.</p>

<p>The Taliban spokesperson also expressed hope that the ‘Troika Plus’ meeting that is taking place in Islamabad currently will bring forth a “positive result” for the Taliban government.</p>

<p><strong>WION:</strong> A meeting is currently ongoing in Islamabad called the ‘Troika Plus’. The Taliban government delegation is also expected to meet the Troika Plus members. What will be the demands of the Taliban government? What are Taliban expecting from this meeting?&nbsp;</p>

<p><strong>Samangani:</strong> We are looking positively at the meeting. And we hope and expect that our neighbours take steps in a calculated and positive manner for Afghanistan. I hope they respect the current situation and conditions of Afghanistan with regard to governance. Afghanistan is an independent country. We expect that our neighbours assist us given the current conditions in Afghanistan and help us uplift the current conditions of the people.</p>

<p>&nbsp;<strong>WION: </strong>Yesterday, India hosted a meeting of the National Security Advisors of those regions&nbsp;neighbouring Afghanistan. Do you concur with the Delhi Declaration issued by the participant countries?</p>

<p><strong>Samangani:</strong> The regional summit that took place in Delhi, we have noted it positively. Yesterday, we saw the Delhi Declaration and I would want to say that there are some legitimate demands mentioned in the declaration, but those demands have largely already been met. The declaration also raises some concerns about Afghanistan posing a security threat to its neighbours in the region. I think these concerns are unfounded. By the grace of God, there is a centralised government in Afghanistan now. We have guaranteed security to the Afghanistani people. Most importantly, the Islamic Emirate of Afghanistan understands its national responsibilities and international responsibilities very well, and it knows what responsibility it has and owes towards its neighbouring countries. There might be some genuine concerns raised, but it can always be resolved through dialogue, which opens room for understanding.&nbsp;</p>

<p><strong>WION:</strong> Recently, there was a report in a Pakistani daily newspaper that the Taliban are in talks with Pakistan to sell US-made weapons. It estimates that US troops left behind or abandoned at 200,000 weapons. What is your take on this report?</p>

<p><strong>Samangani:</strong>&nbsp;We completely reject these reports. The Islamic Emirate has its own security organ in the country, and we now have a free Afghanistan and a free government. And this free government needs to ensure Afghanistan’s security in the future. Therefore, we need military equipment and facilities. And it is by no means possible to sell Afghanistan’s existing equipment and facilities.&nbsp;</p>

<p><strong>WION:</strong> There are reports that the Taliban are at the forefront between the Pakistani government and the Tehreek-e-Taliban. What is the status and would you want to tell the contours of this deal to the global community?</p>

<p><strong>Samangani:</strong>&nbsp;Islamic Emirate is of the opinion that security should be provided and guaranteed in the entire region. Because the bigger problem we have in the region is the issue of security. Our region would be facing a major economic crisis until the issues regarding security are not resolved. Therefore, it is absolutely necessary to solve the problems linked to political and security as soon as possible. We have the opportunity to take more serious steps for the economic prosperity of the region. So, if progress has been made in Pakistan in this direction, we welcome it and hope that other problems, too, will be solved.&nbsp;</p>

<p><strong>WION:</strong> India was a major development partner of Afghanistan before Taliban took control of Afghanistan. What are Taliban going to do to reinstate that, and will you be welcoming India in Afghanistan?&nbsp;</p>

<p><strong>Samangani</strong>: We understand that India is the second-largest population in the world and the fifth-largest economy in the world. It plays an important role in world politics and has been active in Afghanistan in the past. Regardless of the mistakes of the Indian government’s policies and strategies they made in the past, we don’t want to look back and instead want to look forward. Therefore, we hope that the (Indian government’s) policies and strategies will be reconsidered with the current situation in Afghanistan. The Islamic Emirate also believes that there should be an inter-regional understanding in the whole region. The problems that we face in Afghanistan, India can play a major role in this case. We hope that India understands the current realities of modern-day Afghanistan and engages with us. The Islamic Emirate of Afghanistan wants to have good economic, diplomatic, transit and trade relations with all neighbouring countries and there are no restrictions placed in this regard.&nbsp;</p>

<p><strong>WION:</strong> The US Special Representative on Afghanistan Thomas West recently stated that the US has no plans to open its embassy here in Kabul. What will the Taliban be doing to convince them in these Troika talks to come back to Afghanistan and establish diplomatic relations?</p>

<p><strong>Samangani</strong>: The Islamic Emirate of Afghanistan attaches great importance to the political dialogue, and everyone knows that only through dialogue is how the emirate will be able to get rid of the problems plaguing Afghanistan. Let me be clear that the United States and other countries should respect and understand the realities of Afghanistan, which is in everyone’s interest, so that we can enter the phase of formal interaction as soon as possible. If the American side is ready and if it has any concerns, it can solve all the problems and issues with the Islamic Emirate only through political dialogue.</p>
