<p>Italian Senator Giulio Terzi di Sant'Agata has raised alarm over China's use of deepfake technology, espionage via Chinese-made devices, and the leveraging of its cultural institutions for propaganda purposes.</p>

<p>During a seminar titled “Hong Kong: Beijing's expansion to stifle dissent globally,” held at the Italian Senate, last week, the senator gave the example of a Ukrainian student at the University of Pennsylvania who discovered a deep fake video of herself speaking Mandarin, selling products, and propagating anti-Western messages.</p>

<p>Such manipulative tactics, according to Terzi, mirror China’s modus operandi, which people of Hong Kong and Taiwan have long been acquainted with. He highlighted the case of a Taiwanese woman who found footage of the earthquake recorded by her home security camera on a Chinese social media platform, emphasising the infiltration of Chinese-made devices into Taiwan.</p>

<p>Addressing the economic relationship between the European Union (EU) and China, Terzi pointed out that it is not balanced, and lopsided for the union. “The EU and China are the main economic partners with 2.3 billion euros of trade goods per day. However, with an EU trade deficit of almost 400 billion euros, this ratio is critically and structurally unbalanced,” he remarked.</p>

<p>He also emphasised the importance of China honouring its commitments in Hong Kong and welcomed the EU's efforts to engage in dialogue on human rights issues with China. “The EU reiterated its deep concerns about the human rights situation in China, especially violations of systematic human rights in Xinjiang and Tibet, the workforce, the treatment of human rights defenders and women people belonging to minorities, as well as the continued erosion of fundamental freedoms in Hong Kong, where China should honour its previous commitments,” Senator Terzi stated.</p>

<p>A case out of the United States is raising alarm about artificial intelligence (AI)-generated content yet again. This time it was a fabricated audio clip of a high school principal in the US state of Maryland which went viral and sparked outrage and even to some death threats amid allegations of racism and antisemitism.&nbsp;</p>

<p>The fabricated audio of Pikesville high school principal Eric Eiswert where he can be heard making racist and antisemitic comments went viral back in January. The clip sparked outrage and led him to be placed on administrative leave pending an investigation.&nbsp;</p>

<p>Meanwhile, the administrators of the school were left dealing with a flood of angry calls and threats of violence. One user on X told Eiswert that the “world would be a better place if you were on the other side of the dirt,” according to a police report.&nbsp;</p>

<p>In the clip which was created using AI, Eiswert was purportedly heard ranting against Jews and “ungrateful Black kids”. At the time,&nbsp;the high school principal maintained that it wasn’t his voice on the recording and believed that it was a deepfake, and turns out he was right.&nbsp;</p>

<p>“You need one image to put a person into a video, you need 30 seconds of audio to clone somebody’s voice,” Hany Farid, a digital forensics expert at the University of California, Berkeley, told AFP.</p>

<p>He added, “There’s almost nothing you can do unless you hide under a rock.”&nbsp;</p>

<h2><strong>Who was the perpetrator?</strong></h2>

<p>It was not until late last month that the Baltimore County Police Department charged a disgruntled staff member at the school in connection with the clip, which had been boosted by a popular Instagram account.&nbsp;</p>

<p>The incident garnered attention across the US after activist DeRay McKesson shared the clip and called for Eiswert to be fired. However, after the charges surfaced, he reportedly conceded he had been fooled.</p>

<p>The police, who also consulted Farid said that he found that the clip was “manipulated, and multiple recordings were spliced together using unknown software.”</p>

<p>According to the charging documents, Darien made searches for AI tools via the school’s network before the audio came out.&nbsp;</p>

<p>More than 75 per cent of Indians have encountered deepfake content in the past year or so, and a significant number of people were unable to spot real and artificial intelligence (AI)-generated content, according to a recent report by the American global computer security software company, McAfee.&nbsp;</p>

<h2><strong>One in four Indians believed&nbsp;political deepfakes were real</strong></h2>

<p>The study by MSI-ACI involved 7,000 consumers from across several countries like&nbsp;India, Australia, the United States, the United Kingdom, Japan, France, and Germany, to examine the impact of AI and technology.&nbsp;</p>

<p>Notably, with 75 per cent of people saying that they have encountered deepfake content in the past year or so, only 30 per cent of respondents feel confident in their ability to distinguish between real and fake content.&nbsp;</p>

<p>In a more concerning finding of the study, which was conducted in January and February, McAfee&nbsp;found that nearly one in four (22 per cent) Indians surveyed said that they had encountered a political deepfake including video, image, or recording of a candidate which they thought was initially true.&nbsp;</p>

<p>This comes as India is in the midst of holding the world’s largest elections with nearly one billion voters headed to the polls and the impact of this deepfake content on their decisions would be difficult to know.&nbsp;</p>

<p>However, it is also believed that the number of Indians exposed to this digitally altered content is much higher as many people were unable to distinguish between real and fake content.&nbsp;</p>

<p>According to the study, nearly eight of 10 (80 per cent) people are more concerned about deepfakes than they were last year.&nbsp;</p>

<p>At least 31 per cent of respondents also said they believe that the influence of deepfakes on the country’s general elections is one of the most concerning issues related to AI-powered technology, as per&nbsp;the report.&nbsp;</p>

<p>According to the McAfee study, 64 per cent of respondents believe that AI has made it harder to spot online scams as the technology becomes more sophisticated and highlighted the challenges posed by deepfake technology in detecting fraudulent activities.</p>

<p>The government said that if a person both creates deepfakes and then shares it, the Crown Prosecution Service (CPS) could charge them with two offences, potentially leading to their sentence being increased.&nbsp;</p>

<p>In an official statement, Laura Farris, the Minister for Victims and Safeguarding, said: "The creation of deepfake sexual images is despicable and completely unacceptable irrespective of whether the image is shared."&nbsp;</p>

<p>"It is another example of ways in which certain people seek to degrade and dehumanise others - especially women. And it has the capacity to cause catastrophic consequences if the material is shared more widely. This government will not tolerate it," Farris added.&nbsp;</p>

<p>"This new offence sends a crystal clear message that making this material is immoral, often misogynistic and a crime," she said.&nbsp;</p>

<p><strong>Lok Sabha Elections 2024</strong>: India's ruling Bharatiya Janata Party has accused the principal opposition party Indian National Congress of deploying "deepfakes" to "mislead" people during the country's raging election campaign in which Prime Minister Narendra Modi is seeking a third term in a row.&nbsp;</p>

<p>The row erupted after Congress leaders shared a video in which a BJP lawmaker from northern Uttar Pradesh state's Azamgarh, Dinesh Lal Yadav, popularly known as Nirahua, can be heard making controversial remarks against PM Modi and the state chief minister Yogi Adityanath.&nbsp;</p>

<p>In the video, denounced by the BJP as a 'deepfake', Yadav can be heard saying that Prime Minister Narendra Modi and Uttar Pradesh Chief Minister Yogi Adityanath did their part to limit unemployment by choosing not to have children of their own.&nbsp;</p>

<p>Veteran political consultant Steve Kramer has admitted to commissioning a robocall that impersonated President Joe Biden using artificial intelligence (AI). The call, which appealed to&nbsp;New Hampshire&nbsp;voters&nbsp;to not vote in the presidential primary&nbsp;and save their votes for the general elections to be held in November,&nbsp;sparked investigations and backlash from election officials and watchdogs.</p>

Recently, voicing concern over AI generated deepfakes, James Cleverly, the UK home secretary during a recent interview, warned that criminals and "malign actors" working on behalf of malicious states like Russia and Iran could these to hijack the general election.</p>

<p>“This time, in a multi-person video conference, it turns out that everyone you see is fake,” said the Hong Kong police official, as quoted by the South China Morning Post (SCMP).&nbsp;</p>

<p>Scammers in this case used deepfake technology to turn publicly available video and other footage of staff members into convincing meeting participants.</p>

The manipulated video, where Rashmika's face was superimposed onto British influencer Zara Patel, had gone viral, sparking a widespread investigation.</p>

<p>Since November, authorities have been diligently pursuing leads in the Rashmika case. The Delhi Police had interrogated numerous social media users who shared the deepfake, but the creator had remained elusive until now. The law enforcement agency had previously reached out to Meta as well in November, urging them to provide the URL of the account responsible for circulating the viral video.</p>

<p>An FIR had been filed in connection with the incident. Recently, Indian cricket legend&nbsp;Sachin Tendulkar also fell victim to a deepfake video. The video was manipulated to endorse an online game.</p>
