Democrats warned that US <a href="https://www.wionews.com/world/amid-criticism-trump-signs-order-targeting-anti-semitism-at-universities-267765">President Donald Trump</a> was on the verge of dictatorship while Republicans fiercely defended his record at the opening of a stormy, historic debate on impeachment charges Wednesday.

The parties held tightly to diametrically opposed views of Trump as they weighed articles of impeachment at the beginning of a two-day debate.

Trump is alleged to have wielded the power of the presidency for personal and political gain by pressuring Ukraine to interfere in the <a href="https://www.wionews.com/world/donald-trump-warns-russia-not-to-meddle-in-us-election-2020-267555">2020 US election</a>.

There is little question about the outcome in the House Judiciary Committee: by the end of the week the majority-Democrat panel is expected to approve the charges and send them to the entire House of Representatives for passage next week.

But lawmakers in the televised hearing appeared focused on speaking to voters, whose sentiment will be crucial if, as expected, Trump goes on trial in the US Senate in January.

In a grave voice, Democratic committee chairman Jerry Nadler opened the hearing.

"Today we begin consideration of two articles of <a href="https://www.wionews.com/world/trumps-impeachment-trial-first-priority-in-january-us-senate-leader-267756">impeachment against President</a> Donald J. Trump," he said.

"Taken together, the two articles charge President Trump with placing his private political interests above our national security, above our free and fair elections, and above our ability to hold public officials accountable," he said.

"If the president can first abuse his power and then stonewall all congressional requests for information, Congress cannot fulfill its duty to act as a check and balance against the Executive,&nbsp;and the president becomes a dictator."

Charges 'generic, vague'

Doug Collins, the senior Republican on the committee, argued that Democrats have been seeking to impeach Trump ever since he came into office in January 2017, and have no clear case beyond "abuse of power."

"It's just generic vague statements," Collins said.&nbsp;

"You go home and pick something you don't like about the president, and there's your abuse of power."

"This is as much about political expediency as it is anything else, and that should never be an article of impeachment."

Trump faces becoming only the third president in US history to be impeached and placed on trial in the Senate.

He is accused of pressuring Ukraine for help against his Democratic challenger Joe Biden ahead of next year's national elections, and holding up military aid to the country which it needed to face Russian aggression, unless it did his bidding.

Johnson responded that the accusations were "an absolute invention".&nbsp;

Tusk said he would advise the bloc's 27 other member states to accept a postponement request from the UK government, which Johnson was forced to submit Saturday under British law after he had failed to win lawmakers' backing for his new agreement.

However, earlier on Tuesday MPs gave their initial approval to legislation enacting the agreement struck with Brussels last week -- only to then block the British premier's timetable to pass it ahead of the latest October 31 date for Brexit.

Johnson immediately announced he would pause the process of trying to ratify the text -- the first that MPs have backed since the 2016 referendum -- while he consulted European Union leaders on a possible delay.

"Following Prime Minister Boris Johnson's decision to pause the process of ratification of the Withdrawal Agreement, and in order to avoid a no-deal Brexit, I will recommend the EU27 accept the UK request for an extension," Tusk said in a tweet.

France's European Affairs Minister Amelie de Montchalin said Paris was open to a "technical" Brexit extension of "several days" but ruled out reopening discussions to renegotiate the deal reached by the two sides.

Johnson won a significant victory when the House of Commons voted by 329 to 299 to approve in principle a bill that implements his Brexit deal.

But just minutes later, MPs rejected by 322 to 308 his timetable motion demanding they push through the bill in three days to allow Britain's departure at the end of this month.

Johnson reiterated his desire to stick to the October 31 date and said Britain would step up preparations in case of a disorderly "no-deal" exit. 
Ratifying the bill before October 31 would have allowed him to avoid a legally-mandated delay, which was set provisionally at three months but is open for EU leaders to amend.

With speedy ratification now in doubt, a postponement seems inevitable.

"I will speak to EU member states about their intentions," Johnson told MPs.

"Until we have reached a decision I will say, we will pause this legislation.

"Let me be clear — our policy remains that we should not delay, that we should leave the European Union on October 31. That is what I will say to the EU."

Ahead of the vote, Johnson warned he would seek an election to break the political deadlock, although this requires the support of the Labour party.

Blindside parliament

Johnson, a leading Brexit campaigner in the 2016 EU referendum, took office in July promising to deliver on the result come what may.

He defied expectations in striking a new divorce deal at a Brussels summit last month, and despite Saturday's setback, has now shown he has the numbers to get it through parliament.

Opposition parties, many of whom dislike his divorce deal, said it was "ludicrous" to expect proper scrutiny of the legislation in less than three days.

Labour leader Jeremy Corbyn, who has called for a second referendum on Brexit, said Johnson was trying to "blindside" MPs into supporting a "rotten bill".

The Democratic Unionist Party, Johnson's Northern Irish allies, accused him of duping them about new trading arrangements for the province. 
DUP MP Sammy Wilson said he "nearly choked" when he heard Johnson's assurances, adding: "The prime minister thinks I can't read the agreement."

EU 'will be ready'

The timetable motion was intended to ensure the House of Commons debated the bill quickly, allowing it to go onto the unelected upper House of Lords.

Johnson warned that seeking further time risked a "no-deal" exit if the EU refused a delay.

Businesses and markets on both sides of the Channel fear such a scenario, where Britain severs ties with its closest trading partner with no new plans in place after 46 years of integration.

The deal covers EU citizens' rights, Britain's financial settlements, a post-Brexit transition period until at least the end of 2020 and new trade arrangements for Northern Ireland.

It also sets out vague plans for a loose free trade agreement with the EU after Brexit.

An earlier Brexit text agreed by Johnson's predecessor Theresa May was rejected three times by MPs earlier this year.

Deputy mayor Florence Haguet-Volckaert urged the participants — most of them pensioners — to speak freely on four themes Macron has put up for debate: taxation and public spending; democracy and citizenship; the functioning of government and public services; the environment.

"We're here to listen to you," she assured as councillors sat, pens poised, to note complaints that will be forwarded to Macron as part of a two-month democratic experiment.

Across France, dozens of town hall-style debates are planned as Macron attempts to defuse yellow vest anger over inequality and his perceived indifference to the struggles of rural and small-town France.

Every week since mid-November, tens of thousands of people have taken to the streets to protest high taxes, low spending power and what they see as the 41-year-old's arrogance.

While a fuel tax hike lit the fire of the protests, Macron's perceived arrogance — he famously told an unemployed gardener he only had to "cross the road" to find work -- has been its oxygen.

In an attempt to reconnect with voters he has given more than three days in the past week to debating, a sport in which he excels.

He took on hundreds of mayors in two sessions each lasting over six hours before turning up unannounced Thursday to a meeting in the southern town of Valence, holding forth with 250 citizens including yellow vests.

The public grievances inscribed in a hardback notebook set out in Saint-Sebastien's town hall — a tradition launched by King Louis XVI just before the French Revolution and now resurrected around the country — run to several pages.

Many echo yellow vest demands, from repealing a recent lowering of the speed limit to bringing back a highly popular tax on the rich.

Such is the anger among protesters towards the political class that some have burned effigies of Macron.

But the tone of the debate in Saint-Sebastien — a suburb of Evreux, where protesters have regularly occupied traffic roundabouts — was courteous.

Macron has used the debates to launch a spirited defence of his policies while admitting to "errors" and leaving the door open to some corrective measures.

Polls show his approval ratings, which had sunk to the early 20s, rising four points in the past month to 31 per cent, suggesting he may finally be on the rebound.

BJP chief Amit Shah on Saturday challenged Congress president Rahul Gandhi to a debate with any leader of the Bharatiya Janata Yuva Morcha (BJYM) on the development track record of the two parties in poll-bound Madhya Pradesh.

"I challenge Rahul baba (Rahul Gandhi): decide the city, forum, date and time, and I will send the chief of my Yuva Morcha (youth wing) of that city and let there be a debate on development... (during) your 55 years of rule and (chief minister) Shivraj Singh Chouhan's 14 year-rule," Shah said, addressing a gathering here.

However, he said the Bharatiya Janata Party (BJP) had much more to achieve.

"There is a lot to be done. (West) Bengal, Odisha, Telangana, Tamil Nadu and Kerala have to be won. Until the saffron flag of the BJP flutters from the south to the eastern coast, no BJP worker has the right to rest," he said.

Shah stressed the victory in November 28 polls in Madhya Pradesh will boost the enthusiasm of party workers in West Bengal and provide some succour to "mothers of martyred party workers in Kerala".

The result on Thursday saw 52 per cent of voters back a British exit on a turnout of 72 per cent of eligible voters. 
 
Since then, the petition -- which only British citizens or UK residents have the right to sign -- was proving so popular that by 1417 GMT today, 1,580,220 people had signed it with the number rising quickly. 
 
It appeared to be rising at a rate of around 1,000 signatures a minute at one point. 
 
Most of those who signed were based in areas where support for staying in the EU was strongest such as London, the website indicated. 
 
Parliament has to consider a debate on any petition which attracts more than 100,000 signatures.
