Structural reforms were the focus of the fourth tranche of the Rs 20 lakh-crore economic stimulus package -- to help the country become self-reliant -- that Union finance minister Nirmala Sitharaman announced in a press briefing on Saturday. The package was first announced by Prime Minister Narendra Modi on May 11 in a televised address to the nation.

Sitharaman gave a massive reform boost to mining, defence, civil aviation and power distribution sectors under the government's Rs 20 lakh-crore economic stimulus package.

The finance minister said the government would introduce competition, transparency and private sector participation in coal sector through a revenue sharing mechanism instead of regime of fixed rupee/tonne.

"PM Modi had said that we should prepare for tough competition. When we speak of AatmaNirbhar Bharat, we are not looking inwards; it is not isolationist policy. It simply means we are making India rely on its strengths, and are ready to face global challenges," Sitharaman said, adding today’s announcements will focus on structural reforms in new sectors, where growth is possible and employment is generated.

"We are going to focus on eight sectors today -- coal, minerals, defence production, airspace management, MROs, power distribution companies, space sectors, atomic energy," she said, adding, "once we decongest sectors, we can boost the sector, for growth and jobs."

A viability gap funding was provided for the creation of social infrastructure like hospitals, while a PPP model was proposed for the country's space programme.

The government also decided to establish research atomic reactor in PPP mode for the production of medical isotopes to provide affordable treatment for cancer and other diseases.

COAL AND MINING

Sitharaman said, "There is a need to reduce import of substitutable coal and increase self-reliance in coal production. Therefore, the government will introduce competition, transparency and private sector participation in coal sector through a revenue sharing mechanism instead of regime of fixed rupee/tonne. This means, now, any party can bid for a coal block and sell in the open market."

For this, entry norms will be liberalised.

The Centre will offer nearly 50 blocks immediately with no eligibility conditions, but only upfront payment with a ceiling.

"The sectoral reform for mining of minerals will boost growth, employment and bring state-of-the-art technology especially in exploration," Sitharaman said, adding, "the government will introduce a seamless composite exploration-cum-mining-production regime. As many as 500 mining blocks will be offered through an open and transparent auction process. The government will also introduce a joint auction of bauxite and coal mineral blocks to enhance aluminum industry's competitiveness. This will help the industry reduce electricity costs."

- Rationalisation of stamp duty payable at the time of award of mining leases will also be done

SELF RELIANCE IN DEFENCE PRODUCTION

India will ease limits on foreign direct investment in defence manufacturing, in a bid to bring more production into the country.

Under the plan, foreign investors would be able to own up to a 74% stake in defence manufacturing ventures, up from the current 49% limit. India would also expand the list of weapons that can not be imported,

"We will notify a list of weapons/platforms for ban on import with year wise timelines. There will be indigenisation of imported spares."

- Separate budget provisioning for domestic capital procurement

- Faster decision making in defence procurement

- Government to corporatise Ordnance Factory Board

AIRCRAFT MAINTENANCE, REPAIR AND OVERHAUL

- "India will become a global hub for Aircraft Maintenance, Repair and Overhaul (MRO). The tax regime for the MRO ecosystem has been rationalised. Aircraft component repairs and airframe maintenance to increase from Rs 800 crores to Rs 2000 crores in three years."

- "Airports Authority of India has awarded three airports out of six bid for operation and maintenance on Public-Private Partnership (PPP) basis. Additional investment by private players in 12 airports in first and second rounds expected around Rs 13,000 crore."

- "Restrictions on the utilisation of Indian Air Space will be eased so that civilian flying becomes more efficient. This will bring a total benefit of Rs 1,000 crore per year for the aviation sector."

- "Foreign Direct Investment limit in defence manufacturing under automatic route is being raised from 49 per cent to 74 per cent."

- Six more airports for auction under a PPE model. Annual revenue from this in the first round can amout to Rs 1,000 crore/year with an additional downpayment of Rs 2,300 crore for the Airports Authority of India. Additional investment by private players in 12 airports in the first and second rounds are expected to bring in around 13,000 crore. Another six airports will be put out for the third round of bidding

- Restrictions on utilisation of the Indian air space to be eased for increasing efficiency of passenger aircraft, to cut fuel usage and time

SOCIAL INFRASTRUCTURE PROJECTS

The government would boost private sector investments in social-infrastructure projects, like hospitals, by revamping the Viability Gap Funding Scheme. The total outlay for this has been pegged at Rs 8,100 crore.

- The government will also enhance the quantum of viability gap funding up to 30 per cent each of total project cost as VGF by Centre and State/Statutory bodies

TARIFF POLICY REFORMS AND POWER DISTRIBUTION

"A tariff policy with reforms will be released, including consumer rights, promotion of industry and sustainability of sector."

- Privatisation of Discoms in Union Territories

PRIVATE PARTICIPATION IN SPACE ACTIVITIES

"Indian private sector will be a co-traveller in the space sector journey. This will provide a level-playing field for private companies in satellites, launches and space-based services."

- Private sector will be allowed to use ISRO facilities and other relevant assets to improve their capacities

ATOMIC-ENERGY RELATED REFORMS

India's robust start-up ecosystem to the nuclear sector -- "Technology Development cum Incubation Centres will be set up for fostering synergy between research facilities and tech entrepreneurs."

'Will boost job opportunities: PM'

The economic measures would create many business opportunities and contribute to economic transformation, Prime Minister Narendra Modi said.

Thousands of Germans across the country took to the streets on Saturday to protest against restrictions imposed by the government to contain the coronavirus pandemic.

Some lockdown measures have already been relaxed in the country. But the protestors have been voicing their opinion against the measures Chancellor Angela Merkel had imposed. They staged demonstrations at several locations across the capital Berlin and the surrounding state of Brandenburg.

These people have also been derided on social media as "covidiots" who risk causing a second wave of infections that could lead to a tightening of restrictions.

Merkel last week agreed to a gradual re-opening of schools, shops and restaurants and even soccer. She, however, has repeatedly warned about a second wave of infections.

The hard core of protesters is being led by several new groups.

One group is Resistance 2020, led by a lawyer from eastern Leipzig and a doctor from south-western Germany who question official corona statistics and view the main political parties as constructs of an elitist rule.

Another group called COMPACT describes itself as the "sharp sword against imperial propaganda". It declares on its website that it is helping the "information offensive" for the growing protest movement.

The novel coronavirus has so far infected more than 1,73,000 people in Germany and killed nearly 7,900.

German media have suggested Russia could be behind a misinformation campaign that is spurring on the protestors.

Germans stage protests against lockdown measures, social distancing rules

Passengers hoping to ride the Noida-Greater Noida metro, whenever it resumes operations, will be required to wear face masks, install Aarogya Setu app on their smartphones and have a body temperature not more than 37.7 degrees Celsius, officials said on Saturday.

The commuters will also have to follow social distancing norms and sanitise their hands at the stations and on board the trains, officials said, adding that entry into the stations shall be restricted in case of overcrowding.

Senior officials said the Noida Metro Rail Corporation (NMRC) is all set to resume its Aqua Line services after the end of the lockdown and is awaiting nod from the Centre and the Uttar Pradesh government.

"NMRC is making necessary preparations at all its stations and inside the trains to ensure that all passengers of the Aqua Line follow the guidelines laid down by the government for prevention of the Covid-19 infection," NMRC Managing Director Ritu Maheshwari said.

"The main objective of NMRC is to provide essential mobility services post lockdown, as per the government's decision, with all specified safety measures and precautions to safeguard against spread of COVID-19,? Maheshwari added. Regarding the operations, the NMRC said for a few days initially, a 15-minute frequency of trains will be maintained throughout the week -- Sunday to Saturday.

"Trend of the ridership will be analysed and any change due to demands, if considered essential, train frequency will be modified accordingly. Stations falling in containment zones shall remain closed and trains will not stop on these stations," Maheshwari said.

The changes will be conveyed to the commuters through public notices and announcements and shall also be updated on the NMRC website and applications, she said in a statement.

The NMRC has also put out certain conditions and only passengers that fulfil those would be allowed travel on the rapid rail network between the twin cities of Noida and Greater Noida.

"Only the passengers with face mask or covered (face) will be allowed. Every passenger will be screened by thermal sensors. The limiting temperature for travel permission will be as 37.7 degrees centigrade.? ?Passengers having 'Aarogya Setu' app with safe status will only be allowed. Persons entering NMRC premises will have to apply hand sanitiser which will be made available after screening of the person," according to the statement.

A 'Passenger Screening Team' will be at concourse level before frisking area by the NMRC to ensure all guidelines for the passengers are being complied.

"In case of doubt regarding any person having corona infection/ symptoms, the suspected person will not be allowed entry in station premises and they will be given proper instructions for seeking further medical help. To handle a suspected passenger or baggage, two Personal Protective Equipment (PPE) suits at each station will be made available for the concerned staff deployed at the station," it said.

Only in urgent requirement cases, masks will be made available at the station, it said.

To ensure adequate social distance, passengers will be advised to stand in a queue at designated space by visible marking at one-metre spacing at frisking zone, at the ticket counters, platforms and inside the train.

"Commuters should maintain at least 10 mm gap between AFC sensor and smart card or QR ticket to avoid touching QR tickets or cards at the AFC gates. On escalators, a gap of at least two steps should be maintained between two users," the NMRC said.

The metro operator also said that digital payments would be preferred instead of currency notes while encouraging use of smart cards and the NMRC app.

United States President Donald Trump has said he does not want to talk to his Chinese counterpart Xi Jinping "right now" -- in an apparent extension to his displeasure at Beijing's handling of the coronavirus outbreak.

The novel coronavirus -- which broke out in China's Wuhan in December last year -- has claimed 3,07,666 lives and infected more than 4.5 million people globally, according to Johns Hopkins University data.

The US is the worst affected country with 87,530 deaths and over 1.4 million infections reported so far.

To this end, Trump on Thursday threatened to "cut off the whole relationship" with China.

The president has been pressing China to agree for an inquiry into the origin of the virus, including the allegation that it emerged from a lab in Wuhan.

"Just don't want to talk to him right now. We will see what happens over the next little while," Trump told reporters at the White House on Friday.

Earlier in the day, Trump said he did not want to talk about the trade deal with China.

China, as per the trade deal inked earlier this year, is buying a lot more of American goods than last year.

"They are spending a lot on the trade deal, but the trade deal I don't know somehow I lost a little flavour for it, you can understand," Trump said.

"Each country that's affected is the same thing. Russia now is badly affected. France is badly affected. You look at each country and you can say 'affected' or you can say 'infected', either way you want to put it," he said.

White House Press Secretary Kayleigh McEnany told reporters that President Trump was frustrated with China.

"We know that this disease came from China, and why that information was not shared, some of the information I just suggested is really unacceptable. So he's frustrated at this point, and I'll leave it to him," McEnany said.

China has so far denied America's accusation of covering up the extent of its coronavirus outbreak and accused the US of attempting to divert the public attention by insinuating that the virus originated from a virology laboratory in Wuhan.

Pakistan on Saturday resumed domestic flight operations in a phased manner as the government eased the nationwide-lockdown imposed to contain the spread of the coronavirus that has claimed the lives of over 830 people in the country.

The resumption of the domestic flight services under strict restrictions from five major airports on Saturday came as the Pakistan government last week said that it would begin a phased lifting of the lockdown due to its effect on the economy and the workforce, the Geo News reported.

"The first Pakistan International Airline (PIA) flight carrying 84 passengers departed from Karachi for Lahore at 1 pm along with flights for Lahore and Islamabad via private airlines," the report said.

A spokesperson for the Pakistan Civil Aviation Authority (PCCA) said domestic flights will be operated by Pakistan International Airlines (PIA) and one private company for now.

The ban on international flight operations, meanwhile, has been extended until May 31.

PCCA in a series of tweet on Friday said it would be keeping a close monitor of the passengers before they board the flight to ensure there is no further rise in COVID-19 cases.

"In view of the difficulties being faced by passengers in travelling between major cities in Pakistan, Pakistan has been pleased to allow limited domestic flight operation from 5 major airports namely Islamabad, Karachi, Lahore, Peshawar and Quetta with effect from 16th May, 2020," the Pakistan Civil Aviation Authority said in a tweet.

The PCCA said that it has set very strict Standard operating Procedures (SOP), ensuring disinfection, sanitising, social distancing and safety for the airline crew and passengers.

"It is highlighted that the SOPs for domestic passengers and chartered flight operation require disinfection of the aircraft prior to boarding, at least one vacant seat between the passengers, compulsory wearing of masks and use of hand sanitiser," PCCA said in a further tweet.

As per the norms, no food and beverages will be allowed during domestic flight.

Airlines are required to maintain emergency Personal Protective Equipment in every aircraft to deal with any health emergency during flight.

"Every passenger will be required to fill a health declaration form prior to boarding the aircraft, which include identification of the passenger, brief travel history during the past two weeks, current health state and an undertaking to comply with the SOPs," the PCCA said in the series of tweets.

Aviation Minister Ghulam Sarwar Khan earlier said that social distancing will be followed based on available seats and flights will only be allowed to fill 50 per cent of their full capacity, the report said.

Pakistan on Saturday said it has reported 1,581 new cases of coronavirus in the last 24 hours, taking the total infections in the country to 38,799 with 834 deaths.

A new life-threatening inflammatory syndrome associated with COVID-19 has so far affected 230 children and killed two in Europe.

The condition, known as paediatric inflammatory multisystem syndrome (PIMS), shares symptoms with toxic shock and Kawasaki disease including fever, rashes, swollen glands and, in severe cases, heart inflammation.

Two children had succumbed to the condition: one in Britain and one in France, the Swedish-based European Centre for Disease Prevention and Control (ECDC) said in a risk report.

Recent studies have shown that the syndrome developing in children due to coronavirus could pose a greater risk to the young than the elderly and those with chronic health conditions, as assumed earlier.

On Friday, the WHO issued a preliminary definition of the syndrome, which it said had become more frequent during the current pandemic but has also appeared in children who did not test positive for COVID-19.

The condition affected children and adolescents showing fever for more than three days, with elevated markers of inflammation.

The children also showed at least two of the following symptoms: rash or signs of inflammation around the mouth, hands or feet; shock or low blood pressure; heart problems; evidence of bleeding disorder; and acute gastrointestinal problems.

The case definition pertained to children who had contracted COVID-19 or had had likely contact with COVID-19 patients, and had no other obvious microbial cause of inflammation.

To this end, the US Centers for Disease Control and Prevention on Thursday issued guidance to doctors on how to recognise and report cases of the syndrome, following the reports of cases in Europe and more than 100 in the state of New York.

At its briefing, the WHO urged governments and companies to work together to develop a vaccine and treatments against COVID-19, and make distribution equitable.

The announcement of the exam schedule for pending class 10 and 12 board exams has been postponed. The Ministry of Human Resources and Development on Saturday said the CBSE was still considering certain technical aspects before finalising the datesheet.

The ministry had earlier announced it would notify the schedule at 5 pm on Saturday.

"CBSE is taking into consideration some additional technical aspects before finalizing the datesheets of the board exams of classes 10th and 12th, due to which, the datesheets will now be released by Monday i.E. 18-05-2020. Inconvenience caused is sincerely regretted (sic)," Union HRD Minister Ramesh Pokhriyal 'Nishank' tweeted.

The ministry had last week announced that the pending class 10 and 12 CBSE exams, which were postponed due to the COVID-19-induced lockdown, would be conducted from July 1 to 15.

However, the schedule as well as the modalities and guidelines have not been announced yet.

While class 12 exams will be conducted across the country, the class 10 exams are only pending in North East Delhi where they were affected due to the law and order situation.

Universities and schools across the country have been closed and exams postponed since March 16 when the Centre announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak.

Later, a nationwide lockdown was announced on March 24, which has now been extended till May 17.

The board was not able to conduct class 10 and 12 exams on eight examination days due to the coronavirus outbreak.

Further, due to the law and order situation in North East Delhi, the board was not able to conduct exams on four examination days, while a very small number of students from and around this district were not able to appear in exams on six days.

The board had last month announced that it will only conduct pending exams in 29 subjects which are crucial for promotion and admission to higher educational institutions.

The modalities of assessment for the subjects for which exams are not being conducted will be announced soon by the board.

The schedule has been decided in order to ensure that the board exams are completed before competitive examinations such as engineering entrance JEE-Mains, which is scheduled from July 18-23, and medical entrance exam NEET, which is scheduled on July 26.

The University Grants Commission (UGC) has issued guidelines to universities that the new academic session for freshers will begin from September while for the existing students from August.

A previously known antiviral drug can speed up recovery of COVID-19 patients, a recent study has found in what may be called an advance that may help slow down the tide of the pandemic across the world.

According to the study, treatment with the drug interferon (IFN) -- a2b may significantly accelerate virus clearance and reduce levels of inflammatory proteins in COVID-19 patients. It has been published in the journal Frontiers in Immunology.

Interferons are a group of proteins released by the human body in response to all viruses. They are signalling molecules which help in communication between cells and tissues, and are the "first line of defense".

In the current study, the researchers assessed the effectiveness of the drug in a group of 77 patients with COVID-19 in Wuhan, China. None of the patients required intensive care or prolonged oxygen supplementation or intubation, the study noted.

Scientists found that treatment with this drug which has been in clinical use for many years, significantly reduced the duration of detectable virus in the upper respiratory tract on average by about seven days.

The drug also reduced blood levels of the immune system molecules interleukin(IL)-6, and C-reactive protein (CRP), which are involved in the inflammatory response to the viral infection in patients.

Interferons, the study noted, work by targetting the different stages of a virus' life cycle, inhibiting them from multiplying, and also boost an ongoing immune response to pathogens by activating different immune cells to clear the infection.

However, some viruses can block this natural defense mechanism. But, researchers added, if a virus blocks interferon production, then treating with interferon can offset this.

Cambodia`s shadow puppet tradition goes back to the 7th century and has survived the collapse of empires, wars and Khmer Rouge reign of terror that left some 1.7 million people dead.

In recent years, however, local interest in the art that was designated a UNESCO intangible cultural heritage in 2005 has dwindled, with foreign tourists and funding becoming its main supporters.

Now, the coronavirus pandemic has dealt one theatre in Phnom Penh a new blow, bringing the curtain down on a troupe and its leader who has been performing in the capital for more than 26 years.

Puppet master Mann Kosal is sifting through hundreds of leather puppets that he and his colleagues made over the years as workers dismantle the theatre around them.

"As a performer, we need to perform as a team. But once the coronavirus came, we could not do that anymore," he says.

The few people who would come to watch the performances in the 80-seat theatre have evaporated due to travel restrictions and his staff are mostly at home due to a ban on gatherings and also to avoid the infection.

"I would just dream of Friday and Saturdays (performance days) to come so we could perform. If there was no coronavirus, we could perform one, two, or three times a week even with less audience - that would`ve made me happier," he says.

Kosal became enthralled by "Sbek Thom" or "large cow hide" puppetry after he started working for the Department of Performing Arts.

He studied all aspects of the art from creating the puppets - which can measure 2 metres (6-1/2 feet) in height - out of a single cowhide, to handling the puppets, whose shadows are projected onto a large white screen, as well as the songs and speech of the story.

The tales depicted in shows are based on a Khmer version of the Ramayana, the Sanskrit epics of ancient India.

"I sometimes let my student sing the song or speak and I perform holding the shadow puppets. We exchange and do different jobs," he says.

Sovana Phum was one of five shadow puppet theatre troupes in the country. All are now facing similar difficulties.

The Ministry of Culture and Fine Arts has taken control over the troupe, which will continue to perform under the same name, Sovana Phum Theatre Organization. Kosal has been appointed a technical advisor.

There is significant drop in new COVID-19 cases in Germany. Germany will start to relax some border controls introduced in March to slow the spread of the coronavirus with the aim of having free travel in Europe from mid-June. The tentative step, aimed partly at helping the tourism sector, comes as the European Commission prepares to urge a return to "unrestricted free movement", though that push will stop if there is a major second wave of infections. In partnership with DW News, we bring to you ground report from Berlin, Germany.

The Broadway family musical 'Frozen' is closing permanently, producers announced on Thursday, the first big casualty of the coronavirus shutdown in New York`s theatre industry.

The Disney production, which opened in March 2018 and is based on the blockbuster 2013 movie, will not return, Disney said in a statement.

Broadway theatres went dark on March 12 and this week extended the closure to Sept. 6. Live performances, especially big musicals with their large casts and the challenges of social distancing on stage, are expected to be among the last events to return while the coronavirus pandemic continues.

'Frozen,' about two sisters who are pulled apart by a mysterious secret, features the Oscar-winning song 'Let It Go.' Along with 'Aladdin' and 'The Lion King,' the play was one of three Disney musicals based on popular movies running on Broadway.

It was the first musical and the biggest Broadway production to fall victim to the coronavirus, which has hit New York City hardest in United States.

Thomas Schumacher, president and producer of Disney Theatrical Productions, said in a statement it was hard to believe a few years ago "that a global pandemic would so alter the world economy that running three Disney shows on Broadway would become untenable."

'Frozen' was taking an average of about $1 million a week in ticket sales, according to box-office data.

The actors union Equity said the closure was a wake-up call showing the challenges faced by live theatre during the pandemic.

“Today’s news should be an all hands on deck moment for Governor Cuomo, Mayor De Blasio and Congress,” executive director Mary McColl said in a statement.

“Public officials at all levels must think much more boldly about supporting the arts or our entire economy will be slower to recover," she added.

Two plays - a new production of "Who`s Afraid of Virginia Woolf?" and new British comedy "Hangmen" - had opened in preview before the shutdown. Producers later said they will not return once Broadway reopens.
