A new tax proposal which targets fossil fuel giants within the world's richest economies could raise hundreds of billions of dollars to aid vulnerable nations grappling with the adverse effects of climate change.

The "Climate Damages Tax" report, unveiled on Monday (Apr 29), advocates for an additional levy on carbon emissions by fossil fuel entities located in Organisation for Economic Co-operation and Development (OECD) countries.

Would the tax make significant contributions to the fight against climate change?

As per the Guardian, projections suggest that the levy could potentially raise $720 billion (£580 billion) by the end of this decade.

The authors of the report calculate that if the tax takes effect in 2024, initially at $5 per tonne of CO2 equivalent, escalating by $5 annually, by 2030 it would raise around $900 billion in total.

Of the forecasted revenue, $720 billion would be earmarked for the international loss and damage fund, they propose. The remaining $180 billion could be redistributed as a "domestic dividend," supporting communities within richer nations with a fair climate transition.

As per David Hillman, the director of the Stamp Out Poverty campaign and co-author of the report, this "demonstrates that the richest, most economically powerful countries, with the greatest historical responsibility for climate change, need look no further than their fossil fuel industries to collect tens of billions a year in extra income by taxing them far more rigorously."

"This is surely the fairest way to boost revenues for the loss and damage fund to ensure that it is sufficiently financed as to be fit for purpose," he added.

The report has the backing of dozens of climate organisations worldwide, including Greenpeace, Stamp Out Poverty, Power Shift Africa and Christian Aid.

The proposed tax, as per Areeba Hamid, a joint director at Greenpeace UK, is an equitable strategy to compel the fossil fuel sector "to stop drilling and start paying for the damage they are causing around the world".

Wine production globally dropped 10 per cent in 2023. Citing the International Organization of Vine and Wine or OIV, the news agency AFP reported on Thursday (Apr 25) that this drop was the biggest in more than 60 years. The OIV said that the drop happened because of "extreme" climate changes. Extreme environmental conditions including droughts, fires and other problems with climate were mostly to blame for the drastic fall, the OIV added. The global grape harvest was the worst since 1961, and worse even than its early estimates in November. Australia, Italy among the worst affected As per the OIV, Australia and Italy suffered the worst, with 26 and 23 per cent drops. Spain lost more than a fifth of its production. Harvests in Chile and South Africa were down by more than 10 per cent. Also watch | Climate change endangers wine production worldwide × France bucked the falling harvest trend, with a four per cent rise, making it by far the world's biggest wine producer. Wine consumption lowest since 1996 The OIV further said that wine consumption last year was at its lowest level since 1996. The reasons for this were price increases caused by inflation and a sharp fall in wine drinking in China due to its economic slowdown. The Portuguese, French and Italians remain the world's biggest wine drinkers per capita. John Barker, OIV's director, said that the underlying decrease in consumption was being driven by demographic and lifestyle changes. "But given the very complicated influences on global demand at the moment. What is clear is that inflation is the dominant factor affecting demand in 2023," Barker said. Meanwhile, land given to growing grapes to eat or for wine fell for the third consecutive year to 7.2 million hectares. But India became one of the global top 10 grape producers for the first time with a three per cent rise in the size of its vineyards. (With inputs from agencies)

England child alcohol use tops global chart: WHO Report

Colonies of emperor penguin chicks were wiped out last year as global warming eroded their icy homes, a study published Thursday found, despite the birds' attempts to adapt to the shrinking landscape.

The study by the British Antarctic Survey found that record-low sea ice levels in 2023 contributed to the second-worst year for emperor penguin chick mortality since observations began in 2018.

It follows a "catastrophic breeding failure" in 2022, signalling long-term implications for the population, the study's author Peter Fretwell told AFP.

Emperor penguins breed on sea-ice platforms, with chicks hatching in the winter between late July and mid-August.

The chicks are reared until they develop waterproof feathers, typically in December ahead of the summer melt.

But if the ice melts too early, the chicks risk drowning and freezing.

Fourteen of 66 penguin colonies, which can each produce several hundred to several thousand chicks in a year, were affected by early sea-ice loss in 2023, said the study published in the Journal of Antarctic Science.

The result is "high if not total levels of mortality", Fretwell said.

Yet 2023 "wasn't as bad as we feared", he said.

A record 19 colonies were affected the year before.

On the move

The study also found that several colonies, particularly those ravaged the previous year, had moved in search of better conditions onto icebergs, ice shelves or more stable sea ice.

While such moves offer a hopeful sign that the birds can adapt to the changing environment, Fretwell warned it was a "temporary solution".

"Penguins are limited in the amount of adaptation they can do. There are only so many places they can go," he said.

Instead, Fretwell said humans needed to adapt by reduce planet-heating greenhouse gas emissions that are contributing to ice melt to mitigate the main threat facing the species.

Both 2022 and 2023 were the first years to see the area of sea-ice fall below two million square kilometres (770,000 square miles) since the beginning of satellite records.

That marks a decine of about 30 percent from the 1981-2010 average.

There are about a quarter of a million breeding emperor penguin pairs, all in Antarctica, according to a 2020 study.

"If you get multiple bad years, it is going to start to drive the population down over time," Fretwell said.

The study noted that if greenhouse gas emissions continue at current levels, the penguin population is expected to decline by 99 percent by the end of the century.

Red alert sounded in China amid fears of massive 'once-a-century' floods

In 2023, Asia earned a title that is anything but an achievement: the world's most disaster-hit region by climate-related hazards.

Asia was worst-hit with floods and storms causing the highest number of casualties last year, as per a report by the World Meteorological Organization (WMO) released on Tuesday (Apr 23).

As per the United Nations agency Asia reported 79 disasters linked to hydro-meteorological events in 2023. Of these, more than 80 per cent were related to floods and storms and collectively had a death toll of over 2,000, while another nine million people were directly affected, said the WMO.

Global Warming and Asia

According to WMO, last year global temperatures rose to record highs, and Asia was warming faster than the rest of the world.

Last year, the continent recorded temperatures nearly two degrees Celsius above the 1961 to 1990 average, reported Reuters citing the WMO. Furthermore, Asia's annual mean near-surface temperature was the second-highest on record, at 0.91 degrees Celsius above the 1991-2020 average.

Rising temperatures, coupled with melting glaciers, threaten the region's future water security, said WMO.

In a statement, WMO Secretary-General Celeste Saulo said: "The report's conclusions are sobering."

"Many countries in the region experienced their hottest year on record in 2023, along with a barrage of extreme conditions, from droughts and heatwaves to floods and storms".

"Climate change exacerbated the frequency and severity of such events, profoundly impacting societies, economies, and, most importantly, human lives and the environment that we live in," added the WMO chief.

According to a research by the World Weather Attribution (WWA), released on Thursday (April 18), "human-induced" climate change caused the heatwave that swept over Africa's Sahel area in early April and claimed multiple lives. Human-induced heatwave From April 1 to April 5, the West African countries of Mali and Burkina Faso experienced a heatwave that resulted in several deaths due to temperatures over 45 degrees Celsius. Researchers at the WWA found that "heatwaves with the magnitude observed in March and April 2024 in the region would have been impossible to occur without the global warming of 1.2C to date" and connected this finding to "human-induced climate change" based on observations and climate models. “Even minimum temperatures, overnight, remained relatively high, making it so that people did not get a break from the heat,” the study added. Once-in-a-200-year event According to the paper, the Sahel experiences high temperatures frequently during this time of year, but the heatwave in April would have been 1.4C colder "if humans had not warmed the planet by burning fossil fuels". Although the five days of intense heat were a once-in-a-200-year happening, "these trends will continue with future warming". Also read: Climate change could lead to losses worth $38 trillion every year by 2050, study warns Even though the people of the two nations were accustomed to high temperatures, the duration and intensity of the heat caused a rise in hospital admissions and casualties, according to the WWA. A lack of data in the affected countries made it impossible to know the exact number of deaths, the WWA said, adding there were likely hundreds, if not thousands, of other heat-related casualties. Countries in the Sahel region have had to contend with drought since the 1970s, as well as periods of intense rainfall from the 1990s.

'Human-induced' climate change sparked deadly heatwave in West Africa: Study

A new study warns that climate change could cut global economic output by 20 per cent by 2050. Researchers from the Potsdam Institute for Climate Impact Research (PIK) published their findings in Nature on Wednesday (April 18).

As per the PIK’s calculations, countries meet ambitious emission-cutting goals, but as many of them fall short, the actual damage could be even worse.

The study estimates climate change could cost the global economy a staggering $38 trillion every year by 2050. This is six times more expensive than the estimated cost of limiting global temperatures to 2 degrees Celsius above pre-industrial levels.

The study further states that despite damage affecting various regions to different degrees, poorer regions and those contributing least to global warming will be hit hardest.

Anders Levermann, a senior PIK scientist, says, “Countries that are least responsible for climate change are expected to suffer income loss that is 60 per cent more than the higher-income countries and 40 per cent greater than higher-emission countries.”

The industrial economies of Germany and the United States would shrink by roughly 11 per cent by mid-century (13 per cent for France), even if climate action is properly taken, according to the researchers.

PIK researchers built their analysis on 40 years of climate data from over 1,600 regions. These estimates don't include the additional costs of extreme weather events like storms and fires, which climate change is also worsening.

"High-income losses are projected for most regions, including North America and Europe, with South Asia and Africa being the hardest hit," according to Maximilian Kotz, one of the study's authors. "These losses are caused by a wide range of economically relevant effects of climate change, such as consequences for agricultural yields, labor productivity and infrastructure."

As per the World Bank, global GDP surpassed $100 trillion in 2022 and is expected to double by 2050, if not for the drag of climate change.

Some experts believe the PIK estimate is likely an understatement of the true economic impact of climate change. This aligns with the findings of the Stern Report, a 2006 analysis by economist Nicholas Stern commissioned by the UK government, which reached similar conclusions.

The Stern Review, another study published in 2006, echoes similar concerns. It projected that climate change could inflict economic damage equivalent to a 20 per cent reduction in global GDP by 2050.

The report also said that the costs of mitigating climate change would be significantly lower than the long-term economic burden of inaction.

Also read: Ancient humans lived in THIS vast lava tube in Saudi Arabia 7,000 years ago "High-income losses are projected for most regions, including North America and Europe, with South Asia and Africa being the hardest hit," according to Maximilian Kotz, one of the study's authors. "These losses are caused by a wide range of economically relevant effects of climate change, such as consequences for agricultural yields, labor productivity and infrastructure." As per the World Bank, global GDP surpassed $100 trillion in 2022 and is expected to double by 2050, if not for the drag of climate change. Anglerfishes colonised the ocean some 55 million years ago by becoming sexual parasites, a new study has revealed. The unique fishes, which are found in the ocean’s midnight zone, adapted to the deep sea environment during a period of extreme global warming, the researchers said.

Anglerfishes are one of the most diverse vertebrate groups in the deep sea. They have unique features including bioluminescent lures. The light from these organs attracts prey towards them, which they use as their weapon to prey on other species.

Many anglerfish species roam on the seafloor, a zone ranging from the near shore to depths of thousands of feet. They walk along the bottom using modified fins that look like legs. But others live in the deep open water of the bathypelagic, or midnight zone, which is 3,000 to 13,000 feet (900 to 4,000 meters) below the surface.

How anglerfishes survived the ocean’s midnight zone?

The recent study by BioRxiv suggests anglerfish of the group Ceratioidea colonised this midnight zone during the Paleocene-Eocene Thermal Maximum, which occurred 55 million years ago and lasted for around 200,000 years.

The period, researchers believe, may have been initiated by volcanic events that released methane into the atmosphere. The temperatures were so extreme that polar seas reached temperatures of up to 23 degrees Celsius, while sea surface temperatures may have gotten as warm as 36 degrees Celsius.

This led to a wipe-out of numerous deep-sea organisms that likely opened up new ecological niches, the study suggests. It was this window that allowed ceratoid anglerfish to adapt to new surroundings and exist even under changing climates.

"Anglerfish just did it in reverse. They were walking on the ocean floor and they went back up into the water column."

Living in the midnight zone means having no real home as there are no reefs, caves, seaweed or other substrate to lean on to. Hence, this environment is not conducive to mating, but researchers suggest anglerfish adopt new breeding strategies to come out of this problem.

A certain species of bumblebees can survive extreme water or flooding for several days, reveals a recent study that left scientists surprised.

The species of queen bumblebees, commonly found in eastern North America, can withstand increased floods brought on by climate change that threaten their winter hibernation burrows beneath the soil, reveals a study on Wednesday.

The study was led by Sabrina Rondeau, who is a postdoctoral fellow at the University of Ottawa. The observations gathered from the study show that these pollinators can survive flood-like situations caused due to climate change, which is a sign of relief, as queen bumblebees are crucial to ecosystems.

With global warming prompting more frequent and extreme floods in regions around the world, it poses "an unpredictable challenge for soil-dwelling species, particularly bees nesting or overwintering underground", co-author Nigel Raine of the University of Guelph said in a statement.

Accidental discovery that led to surprising results

Rondeau said she first discovered queen bumblebees could withstand drowning by accident. She had been studying the effect of pesticide residues in soil on queen bumblebees that burrow underground for the winter when water accidentally entered the tubes of the bees.

At first, she got scared that she might lose all those queen bumblebees, but to her surprise, they survived the water. She concluded that might be because the water was quite less, which was of no harm to them.

She then launched another experiment to better understand what happened.

She with a team of researchers placed 143 hibernating queen bumblebees in tubes, some with no water as a comparative group, some floating in water and some fully submerged using a plunger for a period ranging from eight hours to seven days, according to the study published in the journal Biology Letters.

Surprisingly, about 81 per cent of the hibernating queens that were submerged in the water not only survived seven days but also remained alive for eight weeks after being returned to a dry environment.

The common eastern bumblebees used in the study are found to be particularly able to survive bad weather conditions, not showing the same degree of population declines as other bee species, Rondeau said.

"So we are also wondering whether this resistance to flooding can be part of why they're doing so well," said Rondeau.

The study will now try to replicate other species of bumblebees to determine how common the trait is.

Sweden has experienced its earliest recorded beginning of what it defines as "summer," with three southern towns reporting average temperatures above 10 degrees Celsius (50 degrees Fahrenheit) for five consecutive days, announced the country's meteorological service on Thursday (April 11).

"A Swedish weather record was broken on Saturday, April 6, 2024. Each day from April 6th to 10th, the average daily temperature was at least 10 degrees at SMHI's stations in Malmo, Kristianstad and Karlshamn," SMHI said on its website.

"The condition was thereby met for meteorological summer at these three stations," it said.

"This is the earliest arrival date for summer ever observed in Sweden, with statistics that date back to the end of the 1800s," it added.

The previous record occurred in 1906 when the official start of summer was recorded on April 10th.

"Inevitably, as global warming progresses, the likelihood of summer arriving ever earlier increases," SMHI said.

Even though summer has officially begun, much of Sweden was not expected to experience warm weather through the following week, with temperatures predicted to stay in the single digits.

Simon Stiell, the UN Climate Chief, warned that governments, business leaders, and development banks have a two-year window to implement measures to prevent more severe climate change.

In a speech at the Chatham House in London, Stiell said, "We still have a chance to make greenhouse gas emissions tumble, with a new generation of national climate plans. But we need these stronger plans now."

He added, "More and more people want climate action right across societies and political spectrums, largely because they are feeling the impacts of the climate crisis in their everyday lives and household budgets."

The cherished Japanese tradition of cherry blossom viewing, known as "hanami," should ideally be a simple joy. Each year, during early spring, these delicate flowers grace the country for about 10 days, inviting a nationwide celebration of outdoor picnics and leisurely daytime revelry.

However, this annual celebration has been tinged with apprehension. Climate change has infused uncertainty into the once-predictable timing of cherry blossom blooms, as reported by The Times.

Amongst flowers worldwide, none are awaited with as much anticipation as the sakura, or flowering cherry. These blooms symbolise the advent of spring, and mark the beginning of the academic and fiscal year in Japan.

Dominance of Somei-Yoshino

In previous centuries, a diverse array of cherry blossom species flourished.

However, over the past century, one variety has come to dominate: the Somei-Yoshino. These cloned trees, with their fluffy pink-white blossoms, bloom simultaneously but fleetingly, lasting barely a week.

While Somei-Yoshino trees are popular, they are susceptible to a disease called witches' broom, which mars their appearance and inhibits flowering. Recognising this threat, the Flower Association of Japan has ceased distributing Somei-Yoshino in favour of a heartier alternative known as Jindai Akebono.

The impact of climate change

Climate change has introduced new uncertainties into the timing and duration of cherry blossom blooms.

Rising temperatures and shifting weather patterns have disrupted the once-definite schedule of sakura blossoms, leading to challenges for tourism operators and local businesses that depend on the annual influx of visitors during peak bloom season.

According to the Japan Meteorological Agency, the average date of cherry blossom blooming has been advancing by approximately 1.2 days every decade since 1963, creating logistical challenges for organisers of hanami events and tours.

Japan’s iconic cherry blossoms are feeling the impact of severe climate change. Here’s how

The European Court of Human Rights (ECtHR) in France, on Tuesday (Apr 9) delivered a landmark ruling and found Switzerland’s failure to adequately tackle the climate crisis a violation of human rights in a case brought by more than 2,000 women.

About the hearing

The court ruled in favour of a group of elderly women from Switzerland who argued that the Swiss government’s inadequate efforts to combat climate change put them at risk of dying during heatwaves.

The women, most of whom are in their 70s, argued that their age and gender made them particularly vulnerable to the effects of heatwaves which have become more frequent and are intensifying in recent years due to climate change.

The court in the French city of Strasbourg heard the case against Switzerland’s government which had been accused of not only undermining the health and quality of life of the women but also putting them at risk of dying.

Court President Siofra O’Leary said the Swiss government had violated the human right to a private and family life as it failed to formulate and implement domestic policies to tackle climate change.

“This included a failure to quantify, through a carbon budget or otherwise, national greenhouse gas emissions limitations,” O’Leary told the courtroom.

She also noted that the Swiss government had failed to meet its past greenhouse gas emission reduction targets. The ECtHR also found “critical gaps” in Switzerland’s policies to tackle climate change.

The judgement marks the first time that the court has ruled on climate litigation. Notably, the court does not allow a right to appeal and their judgement is legally binding.

‘We still can’t really believe it’

“We still can’t really believe it. We keep asking our lawyers, ‘is that right?’,” said Rosemarie Wydler-Walti, one of the leaders of the Swiss women, KlimaSeniorinnen or Senior Women for Climate Protection, as quoted by the news agency Reuters.

Swedish environmental activist Greta Thunberg also joined the campaigners in celebrating at the court.

The judgement in the case heard by a 17-judge panel at the ECtHR also comes as dozens of courts across the world are hearing climate lawsuits brought by communities against governments which hinge on human rights.

“Regardless of the legal arguments, what these cases do is they remind us of the high importance and urgency which our citizens attach to climate action,” said the European Commission spokesperson after the ruling.

Court dismisses two other cases

The court dismissed two other cases brought by six Portuguese young people and a former French mayor, both of which largely argued that European governments had failed to tackle climate change quickly enough and that it violated their rights.

The six Portuguese youths filed a lawsuit against 32 European governments, but had been dismissed by the court saying that the two claims were ruled “inadmissible.”

“It is a betrayal beyond words, and today’s rulings make very clear that the European states have a legal responsibility to take real time action and to protect people, to protect its citizens,” said Thunberg.
