'Bruh, it's down again?': ChatGPT suffers global outage, millions of users unable to access platform

US AI giant OpenAI on Friday (Jan 17) reacted to the death of whistleblower Suchir Balaji amid claims by his mother that the Indian-American techie may have been murdered. The 26-year-old was found dead in his San Francisco apartment in November, and local investigators closed the case saying it was an act of suicide.
Suchir&rsquo;s mother, Poornima Rao, recently appeared for an interview with American commentator Tucker Carlson, where she blamed the ChatGPT maker for her son&rsquo;s death and demanded a probe by the Federal Bureau of Investigation (FBI).
Reacting to Poornima&rsquo;s comments, OpenAI said it was willing to cooperate with San Francisco Police Department if needed.

The news organisations argue that ChatGPT was fed with millions of copyrighted works from their websites, including archives, for training purposes and it was done without consent or remuneration. According to the publishers, this data scraping amounts to copyright infringement on a massive scale.

"[OpenAI's] unlawful use of The Times's work to create artificial intelligence products that compete with it threatens The Times's ability to provide that service," the newspaper's attorneys wrote in an amended complaint filed in August 2023.
"Using the valuable intellectual property of others in these ways without paying for it has been extremely lucrative for [OpenAI]."
<h2>Argument by OpenAI and Microsoft</h2>
On the contrary, attorneys for Microsoft argue that using journalistic text for training an AI model was not illegal.
"In this case, The New York Times uses its might and its megaphone to challenge the latest profound technological advance: the Large Language Model, or LLM," wrote the lawyers in their court filing.
Earlier, other news publishers, including the Associated Press, News Corp. and Vox Media, struck a deal with OpenAI over content-sharing. But the Times and company are going full offensive, who argue that ChatGPT's dataset must be deleted and billions should be paid in damages.

Meta announced that they are “99 per cent of the way there” in solving a blackout they were facing because of which people were not able to access&nbsp;Instagram, Facebook and WhatsApp.

Monitoring website Downdetector at around 10 pm GMT on Wednesday (Dec 11) said that 23,445 reports emerged regarding Facebook outages, 11,466 for Instagram outages and 18,646 complaints for&nbsp;WhatsApp&nbsp;came from Britain. However, all three social media platforms remained largely unaffected in the United States.

Meta issued an update on the situation on microblogging site&nbsp;X and said that the problem has been almost resolved.&nbsp;

“Thanks for bearing with us! We’re 99% of the way there – just doing some last checks. We apologise to those who’ve been affected by the outage," said a spokesperson.

The global outages were not as severe as the 2021 outage on Facebook when the company had deleted its own address by making a configuration error in a protocol. Even though the error was noticed immediately, it took them several hours to fix the problem.

In a statement issued on Threads during the outage, Meta said, “Earlier today, a technical issue caused people to have difficulty accessing some of our services. We resolved the issue as quickly as possible and we apologise for any inconvenience.”

After the services were restored, WhatsApp wrote on X, "And we're back, happy chatting!" Meanwhile, Instagram said, "Andddd we're back - sorry for the wait, and thanks for bearing with us."&nbsp;

Popular AI-powered chatbot ChatGPT also went offline because of a technical issue and left users across the world struggling to access the service.&nbsp;

The outage started shortly before 7 PM ET, also impacting&nbsp;API and&nbsp;Sora&nbsp;services of OpenAI.&nbsp;

In a blog post on Monday (Oct 21), the tech giant said the Copilot Assistants will be available for public preview next month on Copilot Studio.&nbsp;

Copilot users can create and manage agents through&nbsp;Copilot Studio, part of Microsoft Dynamics 365 productivity applications. 
 
It&nbsp;is like a Play Store of AI bots. 
 
Ten such virtual assistants will be launched in the first phase, the blog post said.

The Copilot bots can do simple inquiries as well as complex operations in sales, service, finance, and supply chain management.

Some of these pre-built bots have already been adopted by big companies like McKinsey.

Microsoft CEO Satya Nadella said that AI agents can enhance productivity and reduce monotonous tasks.

“These tools are fundamentally changing outsourcing, increasing value and reducing waste,” he said.

The Copilot Studio will allow users, including those without coding skills, to build agents using Microsoft’s AI models, some of which are developed by OpenAI, which made ChatGPT.

Nadella called this a 'no-code way for you to be able to build agents'.&nbsp;

Charles Lamanna, a corporate vice president at Microsoft, was dismissive when asked about the impact the Copilots can have on employment.

They can do that in a few places with some human supervisory oversight like coding, but in most places they cannot. That's a reality check for where we are right now,” he said.

Studies that forecast significant economic growth from AI lack any empirical evidence, he pointed out, while adding that AI might eventually exacerbate inequality.

He advocated a more regulated approach to AI, as opposed to uncritical optimism about the technology.

He warned that the AI frenzy could eventually end up in a tech stocks crash in what he called an “AI spring followed by AI winter”.

"If you listen to tech industry leaders, business-sector forecasters, and much of the media, you may believe that recent advances in generative AI will soon bring extraordinary productivity benefits, revolutionising life as we know it. Yet neither economic theory nor the data support such exuberant forecasts," he said.

According to a report published in Ars Technica, security researcher Johann Rehberger discovered a stunning vulnerability in the chatbot's "long-term conversation memory" tool. This tool instructs the artificial intelligence to remember all details related to the conversations and store them in its memory file.

The feature was released in the AI's beta version in February and for the entire public in September. However, what was fun about this feature was that it was easy to trick, as per Rehberger.

In a blog post, the researcher&nbsp;said that by uploading a third-party file like Microsoft Word which had "false" memories listed like bullet points, it was possible to make the chatbot believe that Rehberger lived in the Matrix&nbsp;and was more than 100 years old.

After the researcher found the exploit, he privately informed OpenAI about it.

Rehberger said that the company did not take any steps and just closed the ticket while calling it a "Model Safety Issue" and not a security issue.

Rehberger then decided to carry out a full proof-of-concept hack to show OpenAI how ChatGPT's memories can be fiddled with. This time, the researcher asked the ChatGPT to exfiltrate the data to an outside server.

According to the report, this time OpenAI issued a patch and stopped ChatGPT from moving data off-server, however, the memory issue was still not fixed.

"To be clear: A website or untrusted document can still invoke the memory tool to store arbitrary memories," wrote Rehberger, in his blog post.

ChatGPT, on the other hand, would reject prompts for such images&nbsp;citing its terms of service that prohibit depictions of real-world violence, disrespect to religious figures and explicit content.

The test by the British newspaper also showed that Grok appears to be ready to generate images based on copyrighted characters, with some minor tweaks in the prompts. These included a pic of Disney character Mickey Mouse saluting German Nazi leader Adolf Hitler, and Donald Duck using heroin.

When asked to create images of political violence, The Guardian report said,&nbsp;Grok showed "Trump lying down with blackened hands and an explosion behind."

The Guardian test found that the Grok image generation chatbot lacked "most of the safety guardrails that have become standard within the artificial intelligence industry."

Grok did reject requests to produce nude images.

Musk has been promoting Grok image generator on X, the social media platform he owns.

Chinese developers will no longer be able to rely on Artificial Intelligence market leader ChatGPT. Starting July 9, OpenAI will block users in China from accessing its tools and services.&nbsp;

While OpenAI's ChatGPT was already restricted by China's firewall, developers could previously use VPNs to leverage OpenAI's tools for fine-tuning their AI applications and conducting research.&nbsp;

"We are taking additional steps to block API traffic from regions where we do not support access to OpenAI’s services," an OpenAI spokesperson told Bloomberg last month.

This latest block, originating from OpenAI rather than the Chinese government, is poised to have substantial effects on the AI landscape in China.

OpenAI, as per the Guardian, has not elaborated on the reason behind this block. However, this move by OpenAI follows rising tensions between Washington and Beijing, with the US imposing restrictions on the export of advanced semiconductors vital for AI technology training.

The Chinese AI community has expressed "significant concern" over OpenAI's decision,&nbsp; Xiaohu Zhu, founder of the Shanghai-based Centre for Safe AGI, told the Guardian.

He said that "the decision raises questions about equitable access to AI technologies globally."

However, the move also presents opportunities for Chinese AI firms like SenseTime, Baidu, Zhipu AI, and Tencent Cloud.

As per the report, following chatter about the block, these companies started offering free tokens and migration services to attract former OpenAI users.

While Baidu is offering 50m free tokens as well as free migration services, ZhipuAI, a local company, offered 150m free tokens for its model. Tencent Cloud meanwhile is giving away 100m free tokens to new users till the end of this month (July).

"Competitors are offering migration pathways for former OpenAI users, seeing this as an opportunity to expand their user base," explained Zhu.

OpenAI's exit may help accelerate the development of Chinese AI companies, which are already in tight competition with US counterparts. China hosts around 130 large language models, accounting for 40 per cent of the global total. While US companies lead in generative AI innovation, Chinese firms have been embroiled in a price war that might affect their profit margins and innovation capacity.

Nonetheless, experts like Winston Ma of New York University suggest that this situation comes "at a time when Chinese big tech players are closing on performance gap with OpenAI and are offering these Chinese LLM models essentially free."

"OpenAI’s departure is a short-term shock to the China market, but it may provide a long-term opportunity for Chinese domestic LLM models to be put to the real test," he added.
