China on Tuesday unveiled details of a contentious new national security law for Hong Kong, ending weeks of uncertainty that have exacerbated concerns over Beijing's erosion of freedoms in the global financial hub.&nbsp;

Beijing passed the legislation on Tuesday, bypassing the city's local parliament and setting the stage for the most radical changes to the former British colony's way of life since it returned to Chinese rule 23 years ago.

The law defines four crimes: separatist activity, state subversion, terrorist activity and collusion with foreign forces.

Beijing said the legislation was necessary after sometimes violent anti-government and anti-Beijing protests rocked the city since June last year, plunging it into its biggest crisis in decades. Protesters are angry at what they see as Beijing's tightening squeeze on Hong Kong's affairs.

Timeline of Hong Kong's struggle against Chinese hegemony

Hong Kong leader Carrie Lam told the main U.N. human rights forum on Tuesday that China's national security legislation for Hong Kong would fill a "gaping hole" and would not undermine its autonomy.

Lam, in a video message to the Human Rights Council in Geneva, said that legislation to safeguard national security was "urgently needed" for the sake of 7.5 million Hong Kong residents, but also the 1.4 billion people on the mainland.

Hong Kong had been "traumatised by escalating violence fanned by external forces", she said, adding: "No central government could turn a blind eye to such threats to sovereignty and national security as well as risks of subversion of state power."

"All in all these acts have crossed the 'one country' red line and called for resolute action," Lam said, adding that the new legislation would be applied "in accordance with the Basic Law", Hong Kong's mini-constitution.

She noted that the Basic Law - which enshrines the principle of “one country, two systems” to govern Hong Kong after it returned to Chinese rule in 1997 - protects freedoms of speech, assembly and the press.

"In short, the legislation will not undermine 'one country, two systems' and Hong Kong’s high degree of autonomy," Lam said.

"The legislation aims to prevent, curb and punish acts of cessation, subversion of state power, terrorist activities and collusion with foreign or external forces to endanger national security. These crimes will be clearly defined in the law," she said.

Hong Kong was rocked by months of sometimes violent anti-China, pro-democracy unrest last year, with protesters angry at perceived meddling by Chinese Communist Party rulers in the city's freedoms. China denies interference.

Lam said that except for "rare specified situations", Hong Kong would exercise jurisdiction over offences under the law which would not affect Hong Kong's "renowned judicial independence".

"We will only target an extremely small minority of people who have breached the law, while the life and property, basic rights and freedoms of the overwhelming majority of Hong Kong residents will be protected," she said.

Hong Kong leader Carrie Lam says national security law won't undermine autonomy

Carrie Lam is called the person who sold Hong Kong to China. She's a leader who calls her own people the enemies. WION's Executive Editor Palki Sharma Upadhyay gets you the story of Hong Kong's Chief executive.

Gravitas: Carrie Lam: A leader who sold Hong Kong

Carrie lam,&nbsp;the chief executive of Hong Kong went from unassuming bureaucrat to the face of Beijing’s authoritarian influence in Hong Kong and sparked a mass uprising along the way.

She is called the person who sold her city to China. A career bureaucrat, who takes orders from Beijing.

Her tenure has seen two violent protests and, the freedom of her people is being taken away. China is drafting the new national security law, she must be thinking — her political aspirations have truly led to the loss of freedom.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/gravitas-carrie-lam-a-leader-who-sold-hong-kong-307191/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Not only for her people, even for herself when the British left Hong Kong in 1997.No one saw the political ambitions of a local civil servant Carrie lam stopped dressing in Margaret Thatcher-like suits and — began to don the traditional Chinese cheongsams. The shift in her allegiance was complete.

Today — she is the chief executive of Hong Kong but the history will judge her as the person who sold Hong Kong to China.

She has choked her citizens with tear gas and — bruised them with rubber bullets.

Beijing admires Carrie Lam for this ability a bureaucrat by training — she finds it easier to take instructions from her masters in China Xi Jinping became the president of China in 2013.

One year later, the umbrella revolution broke out in Hong Kong. China had proposed reforms to the Hong Kong electoral system. It wanted a bigger say in selecting the chief executive of Hong Kong.

Carrie lam caught Beijing’s attention in 2017 — she was chosen to be the chief executive of Hong Kong. She became the first woman to ever hold the position. She was sworn in by Xi Jinping himself.

Once she took office — she did Beijing’s bidding suppressing pro-democracy activists with an unprecedented force in 2018 — she banned the pro-independence Hong Kong national party. This is the turning point in Carrie Lam’s story. Pro-democracy activists began to condemn her, calling her china’s puppet. In mid-2019 — the fears came true, Carrie lam’s government introduced the extradition bill.

This was China’s plan to instil fear in pro-democracy activists.&nbsp;

Protests followed the Hong Kong police fired 150 rounds of tear gas. In an interview — Carrie Lam broke down when asked if she had betrayed Hong Kong.

The protestors demanded Carrie Lam’s resignation. She soon withdrew the bill and apologized to Hong Kong’s residents. In December — Carrie Lam faced an impeachment motion for mishandling the extradition bill and the protests. The majority of pro-china legislators bailed her out.

But — Beijing was not happy with the way she cowered due to public pressure. Now — China has decided to take matters into its own hands with the national security law. A law that will make protests illegal and curb free speech.

Still, Carrie Lam calls her people 'the enemies'. She is speaking for China, not Hong Kong. She has put 9,000 protesters in jail since last year. Her transformation is complete. The same Carrie Lam was a pro-democracy activist during her student days.

China's puppet in Hong Kong Carrie Lam: A leader who killed her own city

Hong Kong leader Carrie Lam on Tuesday urged opponents of Beijing's plan to impose national security legislation in the financial hub to stop "smearing" the effort, saying those who did were "the enemy of the people".

Her comments come on the first anniversary of what organisers said was a 'two million'&nbsp;protest in Hong Kong history.

Beijing last month announced a plan to introduce legislation in Hong Kong to tackle secession, subversion, terrorism and foreign interference and which could see Chinese security agencies set up bases in the city.

Critics see the law as the most serious threat to a "one country, two systems" formula, agreed when the former British colony returned to Chinese rule in 1997, aimed at ensuring its freedoms and role as a global financial centre.

''I urge those who have been resorting to demonising and stigmatising [the law] to stop. When they do this, they are pitching themselves against Hong Kong residents, who want stability again – they want a safe environment, work and life,''&nbsp;she said on Tuesday ahead of her weekly Executive Council meeting.

''The common goal must be for Hong Kong to resume stability. It has been said the law will only to target a handful of people who are acting in a way that undermines national security,''&nbsp;she added. ''We are talking about protecting the vast majority of Hong Kong people and their legitimate rights and interests.''

Opponents of security law are 'enemy of the people', says Hong Kong chief Carrie Lam

Beijing’s liaison office held ''unprecedented''&nbsp;round of meetings with senior Hong Kong officials to boost support for national security law.

According to sources, the mainland government arm asked ministers and undersecretaries to support the proposed legislation in a series of discussions over past three weeks.

''[They] mainly asked us to openly show support for the law in departments’ capacity,''&nbsp;said an official, who attended one of the sessions and wished to remain anonymous. ''They also explained Beijing’s rationale behind imposing such laws and clarified some implementation issues.''

The mainland agency’s effort to garner support was on a scale ''not seen in other issues in recent years'', according to another veteran government official.

The revelation came as the National People’s Congress Standing Committee scheduled a three-day meeting from next Thursday, implying the legislation could be hammered out, or even passed, by the end of next week.

The bill, which would outlaw activities of succession, subversion, terrorism and foreign interference in Hong Kong, was not on the official agenda, but Tam Yiu-chung, the city’s sole representative to the apex body of the national legislature, said the item “could be added in the last minute”.

Many of the 36 Hong Kong deputies to the National People’s Congress (NPC) would like to sit in the meeting, he added.

China privately urged top Hong Kong officials to back national security law

Hong Kong leader Carrie Lam warned on Tuesday the city could not afford further "chaos" as it marked the first anniversary of the start of rolling mass pro-democracy protests.

More than a million people flooded the streets a year ago to protest a bill by Lam's government that would have allowed people to be extradited to mainland China, where courts are controlled by the Communist Party, for trial.&nbsp;

Lam later withdrew the bill but the legislation triggerd widespread concern that the central government in Beijing was stifling freedoms in the global financial hub, sparking months of anti-government protests.

"All of us can see the difficulty we have been through in the past year, and due to such serious situations we have more problems to deal with," Lam said during her weekly media conference, which coincided with the anniversary.&nbsp;

"We need to learn from mistakes, I wish all lawmakers can learn from mistakes - that Hong Kong cannot bear such chaos."

After a relative lull in protests during the coronavirus pandemic, demonstrators have returned to the streets in recent weeks and more rallies are expected.

Activists have called for people to gather at lunchtime and later on Thursday to mark the anniversary of last year's mass rally. They have also announced plans to hold a referendum on Sunday about whether to launch a city-wide strike against national security laws proposed last month.

That legislation, which authorities insist will focus on "troublemakers" who pose a threat to national security, has ratcheted tensions higher. Lam cautioned against the activists' plans to hold a strike referendum.

"Over the past year, Hong Kongers and the world have been bearing witness to the deteriorating situation in Hong Kong, with Beijing tightening its grip over the city's liberties, democracy activist Joshua Wong said in a Twitter feed.&nbsp;

On Monday, a Chinese official suggested that the degree of autonomy that Hong Kong would have when the post-colonial agreement on its status runs out in 2047 could depend on how the city behaves until then.

Hong Kong leader says financial hub cannot afford any more 'chaos'

Hong Kong lawmakers are set to resume a debate on Wednesday over a controversial bill that would make disrespecting China's national anthem a criminal offence, as the city ramps up for fresh protests amid simmering anti-government tensions.

An annual vigil to mark the June 4, 1989, anniversary of Chinese troops opening fire on pro-democracy students in and around Tiananmen Square has been cancelled for the first time ever due to the coronavirus but activists still plan to rally.

Coronavirus outbreak: Hong Kong declares virus emergency as 41 die in China

Hong Kong's reputation as a global business hub was dealt a fresh blow Monday after Moody's downgraded a key rating, blaming a lack of government response to months of popular protests and China's increased influence over the city's institutions.

The rating downgrade is a major blow to Hong Kong's pro-Beijing leader Carrie Lam, who has struggled to end more than seven months of huge and often violent pro-democracy protests.

It also reflects growing concern within the business community that the institutional features that give Hong Kong more political and economic autonomy are weakening under pressure from the authoritarian mainland.

In a statement explaining its decision to downgrade the long-term issuer and senior unsecured ratings one notch to Aa3, Moody's delivered a blunt assessment of the government's response to the protests.

"The absence of tangible plans to address either the political or economic and social concerns of the Hong Kong population that have come to the fore in the past nine months may reflect weaker inherent institutional capacity than Moody's had previously assessed," the New York-based credit rating agency said.

It described the government's response to demands for greater political freedoms -- and sky-high living costs -- as "notably slow, tentative and inconclusive".

"It may also point to more significant constraints on the autonomy of Hong Kong's institutions than previously thought," the agency added, in a nod to pressure from Beijing.

Months of political unrest has upended Hong Kong's reputation for stability while the protests present the most severe challenge to Beijing's rule since the former British colony's 1997 handover to China.

Millions of pro-democracy supporters have taken to Hong Kong's streets with clashes between hardcore protesters and police frequently breaking out.

Combined with the fallout of the US-China trade war, the protests have slammed the tourist and retail sectors and helped tip Hong Kong into a recession.

The protests were initially sparked by a proposed law allowing extraditions to the authoritarian mainland where the opaque judicial system answers to the Communist Party.

Opponents saw it as the latest move by Beijing to chip away at the city's unique freedoms, such as its independent judicial system.

But as Beijing and Lam dug in, the movement morphed into a broader campaign calling for democratic reforms and police accountability.

The extradition law was eventually abandoned, but Beijing has refused further concessions and thrown its full support behind Lam.

Among the key demands of the movement are an inquiry into the police, an amnesty for the thousands arrested and fully free elections.

Moody's decision comes four months after Fitch downgraded the city's sovereign rating, citing ongoing protests and uncertainty caused by closer integration with the Chinese mainland.

It was the first time the agency had downgraded Hong Kong since 1995 when fears about the city's future following its handover to China were at their peak.

Moody's changed Hong Kong's outlook from stable to negative in September after Fitch's move but did not follow suit on a ratings downgrade.

It the statement announcing Monday's downgrade, Moody's moved Hong Kong's outlook back to stable, noting the city's large fiscal reserves, minimal debt burden and ample foreign exchange reserves.

But it warned "closer institutional integration between Hong Kong and China" could contribute to further downgrades in the future.

'No tangible plans': Moody's downgrades protest-hit Hong Kong

Hong Kong leader Carrie Lam’s government again pushed back on a key demand of protesters as a downtown rally turned violent, showing the unrest that began last June still has no end in sight.

Hong Kong unrest: Protesters call for electoral reforms

Hong Kong's strengths as a global financial hub have not been undermined by months of pro-democracy protests, the Chinese-ruled city's chief executive, Carrie Lam, said on Monday.

Protests in Hong Kong escalated in June over a now-withdrawn bill which would have allowed extraditions to mainland China, where courts are controlled by the Communist Party. They have since broadened to include demands such as universal suffrage.

Speaking at the opening of a regional financial forum, Lam said the city's financial system remained stable thanks to lessons learnt since the Asian financial crisis. Lam cited the listing of e-commerce giant Alibaba Group Holding Ltd as a boon for other listings by mainland companies.

The city's "strengths and resilience, just like our financial systems, have not been undermined despite (the fact) that we experienced considerable social unrest and challenges," Lam said.

She added she was confident the city will bridge divisions, and realise its goals of a reunited community and "flourishing" economy.

Many protests involved violent clashes between protesters and the police on central streets lined by the city's tallest towers hosting top finance companies.

Some financial firms have been caught in the middle, with branches of mainland banks repeatedly vandalised as protesters vented their anger at what they perceive as Beijing meddling in the city's affairs, an accusation denied by Beijing which blames the West for fomenting unrest.

HSBC has also drawn the ire of some protesters who accuse it of being complicit in action by the authorities against activists trying to raise money to support their campaign. HSBC strongly denies any connection.

Hurt by a tariff war between Washington and Beijing, and with protests hurting tourism and retail sales, Hong Kong's economy has fallen into recession and relies on its finance industry to prevent a deeper downturn.

Hong Kong's strengths as global financial hub intact despite protests: Carrie Lam

Hong Kong's Chief Executive Carrie Lam today affirmed her wish to work closely with Beijing's top official to get back on ''the right path''. The protests are now running into their sixth month.

China appointed a <a href="https://www.wionews.com/world/china-luo-huining-replaced-wang-zhimin-as-hong-kongs-top-envoy-272120">new envoy</a> to Hong Kong, Luo Huining unexpectedly. The Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (SAR) reports to China's State Council or the&nbsp;cabinet. It is the main platform for Beijing to retain its influence on the city.

"I would work closely with director Luo in the coming future, committing to 'one country, two systems', and the Basic Law, for Hong Kong to ... return to the right path," Lam said at a press conference, her first this year.

Huining echoed similar sentiments, hoping the city would return to <a href="https://www.wionews.com/world/new-chief-of-chinas-hong-kong-liaison-office-hopes-city-returns-to-right-path-272407">''right path'</a>'.

Earlier in November, Reuters had reported that China was intent on replacing the former liaison office chief, Wang Zhimin, who was facing criticism over the unrest.

Even though Lam did not refer to the protests in her remarks, she alluded to the outbreak of a respiratory virus in China's Wuhan city. Such cases in Hong Kong have increased to 21, out of which seven have been released from the hospital.

The clashes between the police and protests have intensified over the last week. Earlier, the district council elections were swept by pro-democracy candidates. No concessions have been given by the government yet.

The protests began against the controversial Extradition Bill, which is now scrapped. Later on, the demonstrations evolved into a full-fledged movement demanding democracy. The protesters have also demanded an independent inquiry into instances of police brutality, even though the police say that they exercised restraint.

Hong Kong currently follows the ''one country, two systems'' model of governance which gives the city more autonomy than Chinese mainland. The British colony came under Chinese rule in 1996.

China has repeatedly asserted claims of the West triggering the unrest to stir instability in the region.

Hong Kong to celebrate New Year with a fresh wave of protests

Hong Kong police have earned a total of HK$135 million&nbsp;in allowances during the past six months of <a href="https://www.wionews.com/world/protesters-target-malls-during-christmas-in-hong-kong-270245">anti-government protests</a>, government figures show.

The meal and work-related allowances were on top of HK$950 million overtime pay that police have earned since the protests intensified in June, according to the figures released to city legislators on Friday.

The Chinese-ruled city has been convulsed by more than 900 often violent protests since June, the security bureau said earlier, as public opposition to a now-withdrawn extradition bill developed into demands for greater freedoms.

The protests have regularly featured ranks of riot police firing volleys of tear gas or baton-charging protesters, often in central business or tourist areas. Police, in turn, have been attacked with petrol bombs and other projectiles hurled by protesters, many of them masked.

Malls were a target on Christmas Day as with several protesters going after Starbucks cafe in Mira Place as Hong Kong leader Carrie Lam condemned the act of protesters. "Such illegal acts have not only dampened the festive mood but also adversely affected local businesses," Lam said in a Facebook post. Meanwhile, the Civil Human Rights Front has applied to stage another march on New Year's Day indicating there would be no rest for authorities in the runup to the new year.

Protesters target malls during Christmas in Hong Kong

Hong Kong riot police swept into several shopping malls on Saturday, chasing off and <a href="https://www.wionews.com/world/hong-kong-police-say-suspect-fired-shot-during-protest-related-arrest-269472">arresting some anti-government Hong Kong demonstrators</a> who had gathered to press their demands in the peak shopping weekend before Christmas.

In a mall in Yuen Long, close to the China border, hundreds of black-clad protesters marked the five-month anniversary of an attack in a train station by an armed mob wearing white T-shirts which beat up bystanders and protesters with pipes and poles.

Police have been criticised for not responding quickly enough to calls for help, and for not arresting any alleged culprits at the scene. They later made several arrests and said the assailants had links to organised criminal gangs, or triads.

The protesters demanded justice for the attack, shouting "Fight for Freedom" and "Stand With Hong Kong".

"The government didn't do anything so far after 5 months ... I deserve an answer, an explanation," said a 30-year-old clerk surnamed Law.

"Yuen Long is no longer a safe place ... and we all live in white terror when we worry if we will be beaten up when dressed in black."

As dozens of riot police stormed into the mall to chase protesters off, a sushi restaurant had its window smashed and shops were forced to close.

Protests in Hong Kong are now in their seventh month, albeit in a relative lull. Residents are angry at what they see as China's meddling in the city's freedoms guaranteed under the "one country, two systems" formula when it returned to Chinese rule in 1997.

Many are also outraged by perceived police brutality, and are demanding an independent investigation into allegations of excessive force. Other demands include the release of all arrested demonstrators and full democracy.

On Friday night, police arrested a man who fired a single shot with a pistol at plain clothes officers in the northern Tai Po district. No one was injured.

A search of a nearby flat revealed a cache of weaponry including a semi-automatic rifle and bullets. Steve Li, a senior police officer on the scene, told reporters the police had information that the suspect planned to use the pistol during a protest to "cause chaos and to hurt police officers."

In Tsim Sha Tsui on Saturday, groups of protesters also converged on a mall popular with mainland Chinese luxury shoppers.

"We can't celebrate Christmas when our city is taken over by the police. When you see the police outside the mall, do you feel like shopping for presents?" said Bob, 17, a protester.

Hong Kong unrest: Protesters face off with police in mall protests

Hong&nbsp;Kong's chief secretary, Matthew Cheung, said on Tuesday he was disappointed with recent protest&nbsp;violence&nbsp;after a period of relative calm, as the <a href="https://www.wionews.com/business-economy/hong-kong-falls-into-first-recession-in-10-years-as-protests-trade-war-weigh-259138">Asian financial hub</a> geared up for&nbsp;more&nbsp;anti-government&nbsp;demonstrations in the coming days.

Cheung, speaking at a weekly press briefing, was referring to a protest on Sunday when police fired tear gas in late-night street clashes the first time tear gas had been used in nearly two weeks.

"The work of&nbsp;stopping the&nbsp;violence&nbsp;has not yet been completed, we need to keep working on it. At the same time, we need to put effort into resolving deep-rooted&nbsp;problems," Cheung said.

His comments came after the city's leader, Chief Executive Carrie Lam, met Chinese President<a href="https://www.wionews.com/opinions/chinas-failed-quest-for-soft-power-268344"> Xi Jinping</a> on Monday.

Xi offered Lam his support and praised her courage in governing the city during the "most difficult times" of often violent anti-government&nbsp;protests.

Lam, who is due back in&nbsp;Hong&nbsp;Kong&nbsp;on Tuesday, also met Premier <a href="https://www.wionews.com/world/chinese-premier-says-hong-kong-not-yet-out-of-protest-dilemma-268458">Li Keqiang</a> during her regular duty visit to Beijing.

"Hong&nbsp;Kong&nbsp;right now has not stepped out of its dilemma," Li said, according to remarks broadcast by Cable TV, as he urged Lam's administration to end the&nbsp;violence.

"The government&nbsp;should make continuous efforts to bring the&nbsp;violence&nbsp;and chaos to an end in accordance with the law and restore order".

He also urged the&nbsp;government&nbsp;to address "deep-rooted issues in the economic and social development of&nbsp;Hong&nbsp;Kong" to ensure stability and prosperity in the region.

The financial hub has been embroiled in&nbsp;more&nbsp;than six months of anti-government&nbsp;protests which show no sign of abating.

Protests are scheduled across the city on Tuesday as well as through the rest of the week and into<a href="https://www.wionews.com/videos/migrants-gather-at-us-mexico-border-for-christmas-party-268529"> Christmas</a>.

Protesters are angry about what they see as an encroachment by China on wide-ranging autonomy&nbsp;Hong&nbsp;Kong&nbsp;was guaranteed under a "one country, two systems" framework which governs the former British colony and the neighbouring casino hub of Macau.

China has rejected the complaints and blamed other countries, including the United States, for inciting the protests.

Xi is due to begin a three-day visit to Macau on Wednesday and security has been tightened. There have been no protests in the former Portuguese colony.

While the number of protests and the&nbsp;violence&nbsp;has eased in&nbsp;Hong&nbsp;Kong&nbsp;in recent weeks, the pro-democracy movement retains broad public backing, with families and older people coming out to recent demonstrations.

They are calling on the&nbsp;government&nbsp;to listen to their demands which include an independent investigation into police behaviour and the implementation of full universal suffrage.

The trigger for the protests was a proposed extradition law, that would have allowed&nbsp;Hong&nbsp;Kong&nbsp;citizens to be prosecuted in mainland courts. The bill, which the city later dropped, raised concern about what many&nbsp;Hong&nbsp;Kong&nbsp;people see as the undermining by Beijing of their freedoms.

The recent arrest by mainland security officials of a&nbsp;Hong&nbsp;Kong&nbsp;resident at a checkpoint on a newly-opened bridge linking&nbsp;Hong&nbsp;Kong&nbsp;with <a href="https://www.wionews.com/world/wall-street-slips-as-us-law-on-hong-kong-brings-back-trade-fears-265311">Macau</a> and the mainland city of <a href="https://www.wionews.com/photos/timeline-chinas-military-drones-make-it-a-mobile-warfare-specialist-260842">Zhuhai </a>has stirred new concerns.

The media reported the 53-year-old suspect was detained on Friday while travelling to Macau on a bus.

Cheung, asked about the arrest, said the matter was beyond the city's control and related to security matters on the mainland.

"It's perfectly justified for them to exercise jurisdiction within their own territory, it's entirely legal and justified," he said.

Mainland police said the person detained was part of a mobile phone smuggling syndicate.

Hong&nbsp;Kong&nbsp;residents have been on heightened alert to citizens disappearing over the border into mainland China since five city booksellers went missing in 2015. All later appeared in detention in China, with some showing up in video footage making what appeared to be forced confessions.
