A Chinese professor has urged the government to offer parents one million yuan ($156,000) for each newborn child in a bid to shore up the country's declining birth rate, sparking a debate on social media about the soaring costs of raising children.

China's population rose by its slowest rate in decades from 2010-2020, the country's latest census showed, raising fears that the country's dwindling workforce will be unable to support an increasingly elderly population.

Liang Jianzhang, professor at Peking University's School of Economics and also founder of travel service provider Ctrip, said in a video posted on his Weibo social media channel that it would cost 10% of China's GDP to raise birth rates from the current 1.3 to the replacement level of 2.1.

That amounts to one million yuan per child, and could be allocated in the form of cash, tax relief or housing subsidies, he said.

"I've spoken to a lot of young people ... if it's just a few tens of thousands of yuan, it basically wouldn't encourage people to have another child," he said.

The costs would be offset by future contributions made to the economy, said Liang.

"If a family gives birth to another child, that child's future contributions to social security, to tax revenues, will exceed one million yuan," he said.

The comments were trending on Weibo on Tuesday night, with users debating whether it was a reasonable use of China's tax revenues, and whether one million yuan was even enough to cover educational costs.

"Having a child and not making the most of their talents is considered a crime in today's society," said a user posting under the name Not Old and Confused.

"It should be done as early as possible - if you wait a couple of years no one will want to give birth even for two million yuan," said another user named Rainy Wind.

China professor calls for million-yuan reward to boost birth rates

The US birth rate fell 4% last year, the largest single-year decrease in nearly 50 years, according to a government report being released on Wednesday.

The rate dropped for moms of every major race and ethnicity, and in nearly age group, falling to the lowest point since federal health officials started tracking it more than a century ago.

Births have been declining in younger women for years, as many postponed motherhood and had smaller families.

Birth rates for women in their late 30s and in their 40s have been inching up. But not last year.

"The fact that you saw declines in births even for older moms is quite striking," said Brady Hamilton, of the US Centers for Disease Control and Prevention, the lead author of the new report.

The CDC report is based on a review of more than 99% of birth certificates issued last year. The findings echo a recent Associated Press analysis of 2020 data from 25 states showing that births had fallen during the coronavirus outbreak.

The pandemic no doubt contributed to last year's big decline, experts say. Anxiety about COVID-19 and its impact on the economy likely caused many couples to think that having a baby right then was a bad idea.

But many of the 2020 pregnancies began well before the US epidemic. CDC researchers are working on a follow-up report to better parse out how the decline unfolded, Hamilton said.

In a series of surprises unleashed by this year, a woman from Britain was recently able to hatch three ducklings from eggs bought at a supermarket.

CNN received a statement from Charli Lello, a 29-year-old woman who incubated duck eggs while being furloughed from work due to the coronavirus pandemic.

She got the idea from quail eggs, and had been planning to get ducks even before the lockdown had begun in the country.

She admitted to CNN, “Part of me thought this would never work”.

After six days of being in the incubator, the duck eggs started showing veins and an embryo.

The three ducklings that hatched from these eggs have been aptly named Beep, Peep, and Meep.

Lello also keeps chickens and plans to keep the ducks with her at her home in Hertfordshire in London, with plans to eventually let them live with chickens.

However, this is a one-of-a-kind event. Usually, eggs bought at a supermarket will not hatch. In conversation with CNN, Lello called the event “rare”, and suggested others to exercise caution.

A normal delivery was conducted at a COVID hospital for the first time in Ladakh, where three cases were reported on Sunday, taking the tally in the Union Territory to 80, an official bulletin said.

The normal delivery was conducted at the dedicated COVID-19 hospital in Kargil district on Saturday and the condition of both the mother and the baby is stable, a media bulletin issued by the Directorate of Health Services, Ladakh, read.

It said three people -- two from Leh and one from Kargil -- tested positive, while four patients of Kargil district were cured and discharged from the hospital.

Earlier, Ladakh had recorded 77 cases, of which 43 have already recovered from the disease and subsequently released from hospitals.

With this, Ladakh now has 30 active cases with 23 in Kargil and seven in Leh district.

Meanwhile, District Magistrate, Kargil, Baseer-ul-Haq Choudhary visited different parts of the town on Saturday evening and found several shopkeepers violating the lockdown norms, besides a number of people were found not wearing masks.

Choudhary gave on the spot directions to the officers concerned to seal 10 shops for violating the standard operating procedure (SOPs) and guidelines while several youth were fined for not wearing masks, an official spokesperson said.

Later, the district magistrate, who is also chairman of the District Disaster Management authority (DDMA), issued an order for imposition of fine for not wearing masks in public and workplaces and also spitting in public.

According to the order, a penalty of Rs 500 would be imposed in both the cases.

All sub-divisional magistrates or executive magistrates and police personnel have been directed to ensure strict compliance of the order, he said, adding that revenue officials of the rank of patwari and above and police personnel of the rank of head constable and above are authorised to impose and collect fines as mentioned in the order.

A Finnish woman who underwent hormonal therapy to become the nation's first transgender man has given birth, local media said Wednesday, triggering controversy as laws require infertility to change gender.

"The baby weighed nearly four kilogrammes and was 53 centimetres in length (at birth)," the transgender man, whose name was not revealed to protect the family's privacy, told Finnish news outlet Lannen Media a fortnight after the birth.

The man, who's in his 30s, legally changed his gender from a woman in 2015 after years of testosterone therapy.

But he decided to cancel sex change surgery, to complete his male physical transition, before trying to get pregnant with his husband.

Under Finnish law for hormonal therapy, a person is required to prove they are "infertile" in order to change legal gender from female to male.&nbsp

In practice, Finnish medical units deem their transgender patients infertile when testosterone therapy has continued for a prolonged period.

But fertility can sometimes return if hormonal therapy is put on hold.

This case is exceptional because the couple, living in the Helsinki region, decided to suspend hormonal treatment and the man's period returned.

"Do I want the society to dictate what I can do with my body and my life? Nothing can stop me. I'm a free man," the man recalled in an earlier interview with Finland's largest daily Helsingin Sanomat while still pregnant.

Finland is the only remaining Nordic country to require infertility from its citizens who want to change their legal gender, prompting sharp criticism from human rights organisations in recent years.

The man was granted paternal leave.

A baby suffering from a birth defect caused by the Zika virus was born on Tuesday in New Jersey to a woman visiting from Honduras who is infected with virus after she was bitten by a mosquito early on in her pregnancy, media reported.

The baby girl is suffering from severe microcephaly, a birth defect marked by small head size that can lead to severe developmental problems, after she was delivered through cesarean section at Hackensack University Medical Center in Hackensack, New Jersey, the news website NorthJersey.com reported.

U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly. The World Health Organization has said there is strong scientific consensus that Zika can also cause Guillain-Barre, a rare neurological syndrome that causes temporary paralysis in adults.

The connection between Zika and microcephaly first came to light last fall in Brazil, which has now confirmed more than 1,300 cases of microcephaly that it considers to be related to Zika infections in the mothers.

The unidentified premature newborn also suffers from intestinal and visual issues, Manny Alvarez, chief of obstetrics and gynecology at Hackensack, told NorthJersey.com.

"You could see the pain in her heart," Alvarez said of the mother, the website reported.

Hospital officials were not available for comment.

The unidentified 31-year-old mother was staying with relatives after she arrived in the United States more than a month ago from Honduras, where she was bitten by a mosquito, Alvarez said.

Zika is carried by mosquitoes, which transmit the virus to humans. A small number of cases of sexual transmission have been reported in the United States and elsewhere. A case of suspected transmission through a blood transfusion in Brazil has raised questions about other ways that Zika may spread.

In January, the U.S. Centers for Disease Control and Prevention said that a U.S. woman who had lived in Brazil gave birth to a microcephalic baby in Hawaii.

The Zika outbreak is affecting large parts of Latin America and the Caribbean, with Brazil the hardest hit.

Honduras is the Central American country with the highest number of Zika cases, with 19,000 infections, and at least 238 pregnant women infected. It has also detected at least 78 Guillain-Barre cases.

There is no vaccine or treatment for Zika, which is a close cousin of dengue and chikungunya and causes mild fever, rash and red eyes. An estimated 80 percent of people infected have no symptoms, making it difficult for pregnant women to know whether they have been infected.

Babies born prematurely may grow up to have weaker bones, according to a new study which also found that low birth weight plays a big role in developing osteoporosis.

"Our study shows that both those born prematurely with a very low birth weight and those who were born full term, but small for their gestational age, had lower bone mass than the control group, who were born full term with normal weights," said Chandima Balasuriya, a specialist in Internal Medicine and Endocrinology from the Norwegian University of Science and Technology.

Researchers found that adults who were born full term but were small for their gestational age also had lower bone mass.

These findings are important since peak bone mass is a major determinant of future osteoporosis, the researchers said.
Researchers looked at 186 adults who were 26-28 years old. They found that 52 of the participants were very low birth weight babies, with a mean birth weight of 1.2 kilogrammes, and a mean gestational age of 29 weeks.

Another 59 participants had been born to term, but were considered "small for gestational age", with a mean birth weight of just under 3 kilogrammes.

Researchers also had a control group of 77 adults who were born at term with normal weight.

For all three groups, researchers measured bone mineral content and density in the spine, neck, hip and the whole body, and looked at current height and weight, smoking, level of physical activity and a variety of other measures.

When they looked at the data from adults who were born small for their gestational age at term, they found that this group had lower bone mass than adults who were born with normal weight at term.

When researchers corrected the bone mass measurement for the heights of this group, who tended to be shorter, they found that the low bone mass was partly due to their smaller body size.

In contrast, body size alone did not account for the lower bone mass researchers found in adults who had been pre-term babies.

"Ensuring that children with low birth weights have a diet rich in calcium, vitamin D and protein, in combination with exercise that involves weight-bearing physical activities may help reduce risk of bone fractures later in life," Balasuriya said.
