Plea in Supreme Court against deportation of seven Rohingyas to Myanmar

Bangladesh on Wednesday abolished a controversial quota system for civil service jobs that had been the target of major street protests that paralysed parts of the country earlier this year.

The cabinet announced the end of the decades-long policy that reserved more than half of all government jobs for the offspring of veterans from Bangladesh's war of independence and disadvantaged ethnic minorities.

Cabinet secretary Mohammad Shafiul Alam said quotas set aside for top-tier public service positions would be scrapped entirely, but some reservations for lower-level positions would remain.

Recruitment for the most sought-after jobs would be determined by examination only, he said, adding a government decree to that effect would be issued later in the week.

The contentious quota scheme was the subject of enormous rallies in April that brought Bangladesh, a Muslim-majority democracy of 160 million, to a standstill and saw more than 100 injured.

Tens of thousands of students demanded reforms of rules granting almost one-third of highly sought-after government jobs to the descendants of veterans of the 1971 war. Protesters also wanted to reduce the quota for ethnic minorities to 10 per cent of government jobs.

Prime Minister Sheikh Hasina, whose father led Bangladesh's push for independence from Pakistan, had long refused to amend the system.

There was no immediate response to the government's announcement from protest leaders, some of whom were detained in a sweeping crackdown in recent months by Bangladesh's security forces.

Human rights groups have warned Hasina's administration is clamping down on dissent in the lead up to elections in December. Her main opponent, Khaleda Zia, was jailed on corruption charges in February.

Former chief justice of Bangladesh Surendra Kumar Sinha, who has sought political asylum in the US, has urged India to support the rule of law and democracy in his country, saying the Indian government should not ignore the will of people by backing the "autocratic" Awami League-led government.

Sinha, 67, the first Hindu Chief Justice of Bangladesh, alleged that he was forced to resign because he opposed the "undemocratic" and "authoritarian" regime.

The Bangladeshi government led by Prime Minister Sheikh Hasina has refuted Sinha's allegations and charged him with corruption.

At the launch of his book 'A Broken Dream: Rule of Law, Human Rights and Democracy' here, Sinha told PTI that the Indian government is ignoring the will of the Bangladeshi people by standing solidly behind the Hasina government, which he alleged got itself elected in a "farce election".

"If India supports an autocrat and this autocracy, this terrorism (suppression of people's voices) continues, then one-day people will revolt," Sinha said.

The ruling Awami League has accused him of corruption and misuse of power. Sinha denies those allegations.

"India should not encourage a government which is actually an authoritarian. They should not, because the people are hostile against the government. They (the ruling party) can dominate for one term or two terms. But when the time comes, people will revolt, then certainly India will lose ground (in Bangladesh)," Sinha said.

He acknowledged that India is concerned about the Muslim fundamentalist groups and leaders in Bangladesh.

Responding to the allegations that he is politically motivated, Sinha said he does not have any political ambition. "What I want in Bangladesh is that there should be democracy. There should be rule of law," he said.

In his book, Sinha described in detail the circumstances under which he had to leave the country and resign as the Chief Justice of Bangladesh.

Responding to a question, Sinha said he reached out to the Modi government and other leaders of the ruling party with his issues of concern.

"I went to India and explained to him (Modi) the problems I am facing. I don't know who advised him, he sided with the autocratic government of Bangladesh. In the long-run, India will pay a price for it," Sinha warned.

Sinha claimed in his meetings with the Indian leader, including Modi, he explained to them the problems being faced by the minority Hindus in Bangladesh and the frequent demolition of temples in the country.

"They think if they back Justice Sinha, they may lose Awami League. But ultimately, India may lose Bangladesh," he said, claiming that the ruling party would be handsomely defeated in the event of a free and fair election.

The comments came during Singh's visit to Kolkata to chair the 23rd meeting of the Eastern Zonal Council. The meeting was also attended by West Bengal Chief Minister Mamata Banerjee, her Jharkhand counterpart Raghubar Das and Bihar Deputy Chief Minister Sushil Modi. More than 650,000 Rohingya Muslims fled Myanmar's Rakhine state in August 2017 after Myanmar's army launched a massive crackdown in its northern state. India and Bangladesh are known to have given shelter to a large number of Rohingya refugees. In June, the Home Ministry wrote a letter to the Jammu and Kashmir government, saying, "Such illegal migrations poses serious challenges and has security implications since some of the migrants have been found to have indulged in illegal activities and are vulnerable to radicalisation."

Bangladesh has postponed plans to begin relocating Rohingya Muslims to a remote island, officials said Monday, amid staunch opposition to the controversial idea among refugees living near the Myanmar border.

Prime Minister Sheikh Hasina was slated to open the new settlement built to house 100,000 refugees on Bhashan Char on October 3, despite warnings the silty strip was prone to violent weather.

But a spokesman for Bangladesh's armed forces, which has overseen the $280 million-effort to transform the muddy islet into a habitable camp, said the opening ceremony had been delayed.

"We will announce a new date soon," Lieutenant Colonel Alamgir Kabir told AFP, without providing further details.

The controversial plan, first floated in 2015, was already well behind schedule.

Officials previously said they wanted to start moving refugees from overcrowded camps near the border with Myanmar to the island in June, before the monsoon season began.

A senior disaster management official told AFP in September that nearly three-quarters of the project was complete, with the navy fast-tracking construction of shelters and evacuation centres.

No reason was provided for the latest delay.

But the proposal to uproot the refugees to a remote island that only rose from the sea in 2006 remains unpopular in the teeming Rohingya camps.

The island is one hour by boat from the nearest land but violent storms make the journey by sea dangerous or sometimes impossible.

"It is cut off from the mainland. What if someone needs emergency medical attention?" said Rohingya community leader Abdul Gowffer.

The UN has insisted that any relocation to Bhashan Char be voluntary.

Local authorities have been seeking to reassure refugees that they will be safe on the island. "We are still working on it. We're talking to the families,"
Bangladesh's Refugee Commissioner Mohammad Abul Kalam told AFP.

One million displaced Muslims live cheek by jowl on hillside shanties near the Myanmar border, in conditions aid groups warn put them at risk from floods, landslides and disease.

There was a further push to get the plan off the ground after 700,000 Rohingya, fleeing a violent crackdown in Myanmar in August last year, poured into southeast Bangladesh.

But rights groups have warned it is too risky to house refugees on the island. Hundreds of thousands have died in Bangladesh from natural disasters in the last 50 years, mostly in coastal areas near Bhashan Char.

Local officials have pointed to a newly-constructed three-metre (nine-feet) high embankment around the island they say will keep out tidal surges in the event of a cyclone. But refugees remain wary.

"Any strong blow from a cyclone and, God forbid, the shelters would be wiped out," said a community leader, Mohammad Shoyeb.

Bangladesh delays plan to shift Rohingyas to remote island

Bangladesh will consider making changes to a proposed law that journalists and countries such as the United States say could suppress free speech, a government minister said on Sunday after a meeting with a group of editors.

The South Asian nation's parliament passed the Digital Security Act on September 19, combining the colonial-era Official Secrets Act with tough new provisions such as allowing police to arrest individuals without a warrant.

It would have come into force with the signature of President Abdul Hamid ahead of a general election expected in December.

But Anisul Huq, Bangladesh's law, justice and parliamentary affairs minister, said the concerns will be raised in Prime Minister Sheikh Hasina's cabinet. He did not say when that could happen.

"We had a detailed discussion with representatives of the Editors' Council and took serious note of their concerns," Huq told Reuters.

"We assured them that if the cabinet agrees, then we may make some amendments. We will also take some measures to make (some of the contentious) sections clear that those will not target the journalist community or silence their voices to reveal the truth."

The government will again meet with the journalists once the matter is taken up in cabinet, Huq said.

Matiur Rahman Chowdhury, who attended the meeting in his capacity as editor of the Bangla daily Manab Zamin, said: "It's a rare instance that after passing a law in parliament the cabinet has agreed to sit again to discuss that.

"For now, we are not going to hold any protest or movement as the minister has promised to do something positive. We will wait until that cabinet decision."

US CONCERN

The proposed law stipulates a maximum jail sentence of 14 years for espionage if an individual is found secretly recording information with electronic instruments inside a government building or for spreading "propaganda" against Bangladesh's 1971 war for independence from Pakistan.

Further element journalists have opposed is the inclusion of the colonial-era Official Secrets Act, which includes a 14-year sentence for sharing state secrets with an enemy.

Since Hasina's election victory in 2009 scores of people, including journalists, have been jailed in Bangladesh for criticising the government on the internet. A Bangladesh court this month rejected bail for prominent social activist and photographer Shahidul Alam, who was arrested last month for spreading "propaganda and false information" during widespread student protests.

The proposed law has also attracted strong criticism internationally.

"The United States shares the concerns of the international community that the recently passed Digital Security Act could be used to suppress and criminalise free speech, all to the detriment of Bangladesh’s democracy, development and prosperity," the U.S. ambassador to Bangladesh, Marcia Bernicat, said in a statement on Sunday.

"We encourage the Government of Bangladesh to consider changes to the law that would bring it into conformity with the Bangladesh constitution and with Bangladesh’s international commitments on human, civil and political rights."

The opposition Bangladesh Nationalist Party, meanwhile, held a public meeting in Dhaka on Sunday, attended by tens of thousands of people, to demand that former Prime Minister Khaleda Zia be released from jail.

Khaleda was jailed in February for five years on what BNP describes as trumped-up corruption charges, an allegation the government denies, citing court independence.

Bangladesh to consider amending law seen curbing free speech

Journalists and human rights groups are demanding major amendments to a bill recently passed in Bangladesh's Parliament, saying it will further choke constitutionally protected freedom of speech.

A powerful body of editors of leading newspapers and TV stations has officially protested the bill, called the Digital Security Act, and plans to form a human chain to protest Saturday in front of the national press club in Dhaka.

"We are moving toward a bad time. This law will hurt the media, democracy and freedom of expression," said Khandakar Muniruzzaman, acting editor of the Bengali-language daily Sangbad and among those planning to participate in the protest Saturday.

Senior editors, journalist groups and human rights groups in and outside Bangladesh are echoing these concerns, demanding that lawmakers clarify sections of the bill they say could be wielded arbitrarily against government critics before the president signs it.

In Bangladesh, the president customarily signs anything passed by Parliament. He can send it back to Parliament, but if members think no changes are needed, it will go back to him for a signature. If the president does not sign it in six months, it automatically becomes law.

The bill would replace a previous information communication technology law, which was also criticized by journalists and human rights groups for its alleged use to crack down on dissent. Many editors and reporters have been sued for defamation under the law.

Observers say the bill is part of a broader campaign to silence critics in Bangladesh, and reflects a worrying trend in fledgling Asian democracies.

Journalists in Nepal are combating a similar law, part of an expansive rewriting of that country's civil and criminal codes meant to define the parameters of Nepal's new constitution.

Laws like the one recently passed in Nepal and the one pending in Bangladesh, where democracy was restored in 1990 after the military dictator was ousted, could make it more difficult for journalists to expose corruption.

Bangladesh's Prime Minister Sheikh Hasina, who political opponents decry as an autocrat, defended the bill in Parliament last week, saying that it was meant to protect the country from propaganda.

"Journalism is surely not for increasing conflict, or for tarnishing the image of the country," she said.

Bangladeshi journalists are taking particular umbrage with a section of the bill that authorizes up to 14 years in prison for gathering, sending or preserving classified information of any government using a computer or other digital device. The journalists say publishing such information is a way to hold officials accountable. The section evokes the sentiment of a British colonial-era law about protecting official secrets.

The bill would also authorize prison sentences of up to three years for publishing information that is "aggressive or frightening" and up to 10 years for posting information that "ruins communal harmony or creates instability or disorder or disturbs or is about to disturb the law and order situation."

Government officials have listed incidents in recent years in which false social media posts about people disrespecting the Quran have incited violence.

Critics of the bill say existing criminal laws adequately address these concerns.

Fears of the broad reach of the bill extend beyond journalists.

Human Rights Watch said the law would be ripe for abuse, in part because it would empower police to search or arrest suspects without a court order.

"Bangladesh authorities have failed to address serious human rights violations, and when criticized, chosen to target the messenger," spokeswoman Meenakshi Ganguly told The Associated Press.

"Bangladeshi journalists, already under pressure, will now worry about doing their job in exposing government failures," she said.

Some critics say introducing such a law a few months before general elections, which are expected in December, could also target opposition activists and candidates.

Bangladesh's main opposition Bangladesh Nationalist Party, or BNP, has said the bill is intended to silence its members. Party leader former Prime Minister Khaleda Zia, an archrival of Hasina, is currently in jail for corruption. Her supporters say her jailing is politically motivated, an allegation authorities have denied.

An election-time government is expected to be formed in mid-October that Hasina is supposed to head in line with the constitution, but the opposition says an election under Hasina could be rigged. The opposition wants a non-partisan caretaker government to oversee the elections.

The opposition says their activists are facing thousands of politically-motivated criminal charges, but police say they are following the law, without regard to suspects' political affiliations.

Journalists slam pending Bangladesh digital security law

A severely hamstrung Kedar Jadhav ran the most defining single of his short international career as India beat Bangladesh by three wickets to win their seventh Asia Cup title in a pulsating last-ball finish.

Chasing a modest target of 222, India made a rough weather of the chase at 160 for five with Jadhav (23 no) initially retiring after pulling his right hamstring only to come back when it mattered the most.

He came in the 48th over with India still needing 11 runs. With six runs needed off the last over, Jadhav and Kuldeep Yadav kept their cool against Mahmudullah Riyadh taking three singles and double off the first five balls.

The part-time off-spinner drifted the final delivery onto Jadhav's legs as it brushed his pads for a leg bye to ensure India maintained its supremacy among continental neighbours.

The win also establishes Rohit Sharma's leadership skills having won the Nidahas T20 tri-nation earlier and now the Asia Cup while providing a healing touch after the Test series drubbing in England.

Buvneshwar Kumar (21) and Ravindra Jadeja (23) also played their part after middle-order led by Mahendra Singh Dhoni once again failed to perform.

It was Bhuvneshwar's six off Rubel Hossain in the 46th over followed by a boundary off Mustafizur Rahman in the 47th that eased the pressure put due to the balls consumed by the former India skipper.

India started the chase with Shikhar Dhawan (15) and Rohit Sharma (48, 55 balls) helping themselves to a boundary each off Mehidy Hasan Miraz's off-break. However tournament's top scorer Dhawan couldn't clear the mid-off fielder trying to hoist left-arm spinner, Nazmul Islam.

Ambati Rayudu, who ha not performed against the top teams failed again making it 46 for 2.

In-form skipper Rohit continued from where he had left against Pakistan as he lofted Nazmul for a six over long-on. A short-arm pull off Mustafizur Rahman and a hook off

Rubel Hossain also got him two more sixes India were cruising along at 83 for two.

It was another short ball from Rubel that Rohit tried to pull but found the fielder at the square leg boundary.

Dinesh Karthik (37) hit a six but looked edgy during his 61 ball stay before being yorked when Mahmudullah Riyadh rifled one in after 54-run stand with Dhoni (36, 67 balls).

Dhoni is a shadow of his old self and consumed a lot of balls, hitting three boundaries in between. However, Kedar Jadhav (19, 20 balls) hit a straight six off Mahmudullah but then pulled his right hamstring going for a quick single.

He was in considerable pain after that and Dhoni who was just getting into the groove lost his rhythm and edged one off Mustafizur Rahman to Mushfiqur Rahim behind the stumps.

Once Dhoni was gone, things became troublesome for India at 160 for five as Kedar continued to hobble.

He was finally instructed to get off the field as his presence was hampering the other batsmen from taking quick singles or twos.

Earlier, India's unorthodox spin duo of Kuldeep Yadav and Kedar Jadhav wreaked havoc after opener Liton Das's fine hundred as Bangladesh were bowled out for a modest 222 after being put in to bat.

An injury-ravaged Bangladesh made a flying start, courtesy Liton's maiden ODI hundred (121 off 117 balls), as he added 120 runs with fellow opener Mehidy Hasan Miraz (32).

Just when it looked like Bangladesh would make a match of it, things went downhill as India's tiny neighbours suffered an all-too-familiar batting collapse, losing 10 wickets for 102 runs. The innings lasted 48.3 overs.

Chinaman Kuldeep's 3 for 45 was well complemented by Kedar's 2/41 in nine overs of unconventional off-breaks, as Bangladesh frittered away the initiative with poor shot selection.

Mahendra Singh Dhoni's smart work behind the stumps also played its part as much as Ravindra Jadeja's electric fielding inside the 30-yard circle.

Promoting lower-order batsman Miraz as opener was a masterstroke by skipper Mashrafe Mortaza, who wanted to preserve his regular opener Imrul Kayes and Soumya Sarkar.

Miraz did his job perfectly by dropping anchor as Liton hit a flurry of boundaries off Jasprit Bumrah (1/39) and Bhuvneshwar Kumar. Anything on his legs was dispatched to the boundary.

When Yuzvendra Chahal (1/31 in 8 overs) was introduced, he was hit over deep mid-wicket for a six, as India found it difficult to get a breakthrough.

However, things changed once Miraz was caught by Ambati Rayudu in the cover region off Kedar's bowling.

The moment Kedar started bowling his side-arm off-breaks, Bangladesh couldn't force the pace as he mixed his deliveries well. He bowled an impressive 28 dot balls.

Imrul Kayes (2) was adjudged leg-before off Chahal and the in-form Mushfiqur Rahim (2) pulled a rank half-tracker from Kedar straight into the deep midwicket's hands.

From 120 for no loss, Bangladesh slumped to 137 for three and things went from bad to worse from thereon.

Journalist groups in Bangladesh have cancelled planned protests against a new law they say cripples press freedom after the government offered talks instead.

The law, which combines some existing measures such as the colonial-era Official Secrets Act with tough new provisions, was passed by parliament on Sept. 19, three months before an expected national election. It now awaits the signature of President Abdul Hamid to come into force.

Journalist groups and unions had planned protests in Dhaka on Thursday and Saturday, but the government has now invited them to join talks expected on Sunday.

"If we can achieve our demand through discussion then that is good for all," said Saiful Islam, president of Dhaka Reporters Unity, a forum for journalists.

The unions and the Editors Council of Bangladesh, which represents the country's largest daily newspapers, will attend the talks.

"The information ministry is very much aware about the concern of the journalist community," Bangladesh’s Information Minister Hasanul Haq said in the letter. "It is of the utmost necessity to sit with the Editors Council to discuss the issue, to settle the concerns and ensure free movement of information."

Media freedom

The journalists' groups have called on the government to revise or drop multiple sections in the law they say stifle media freedom and breach their right to free speech.

They are unhappy about a provision that allows police to arrest any individual without a warrant.

There is a maximum sentence of 14 years for espionage if an individual is found secretly recording information with electronic instruments inside a government building.

Another section imposes the same jail sentence for spreading "propaganda and campaign" against Bangladesh's 1971 war for independence from Pakistan. A further element journalists have opposed is the inclusion in the law of the colonial-era Official Secrets Act, which includes a sentence of up to 14 years for sharing state secrets with an enemy.

"This section of this law is a major obstacle for journalists in revealing truth," said Reaz Uddin Ahmed, acting chairman of the Editors Council.

Human Rights Watch has called the law a "tool ripe for abuse and a clear violation of the country’s obligations under international law to protect free speech".

Critics see the law as an authoritarian move by Prime Minister Sheikh Hasina, already facing flak for violently suppressing protests last month by school students demanding improved road safety and over a campaign against drugs in which security forces are accused of extrajudicial killings.

Hasina has defended the new law by saying it is aimed at controlling cyber and digital crimes.

"The journalists are only thinking about their interest, not about society and only for that they are raising their voices," she said this week.

Scores of people, including journalists, have been jailed in Bangladesh under Hasina's rule since 2009 for criticising the government online.

"Mominul is not playing, left-arm spinner Nazmul Islam comes in - we're going with 5 bowlers today. They (India) are the best side for a reason. We have a great chance but there is always the pressure in a final so we're just going out there and looking to win the game," he added.

Asia Cup final: India win toss, opt to bowl against Bangladesh

India will be aiming to reassert their continental supremacy while an injury-hit Bangladesh will hope to shrug off stage fright when the two sides square off in the grand finale of the Asia Cup here Friday.

A passionate Bangladesh turned out to be the party-poopers on Wednesday as they wrecked the prospects of an India-Pakistan summit clash with a gutsy performance despite losing key players to injury.

On paper, India will remain overwhelming favourites to win the tournament for a record seventh time while Bangladesh will be hoping to be third-time lucky in a summit clash.

Final of any tournament is a one-off game in complete isolation from how a team has performed in the tournament. Even the most consistent teams have slipped on the proverbial banana peel when it has mattered the most.

Add to this the fact that the Indo-Bangla cricketing rivalry has grown in intensity.

But what is definitely a dampener for Bangladesh heading into the final is the injury woes that the side is facing.

Star batsman Tamim Iqbal is already out with a fractured hand and Bangladesh will also not have premier all-rounder Shakib-Al-Hasan in the line-up owing to a finger injury.

He is expected to undergo surgery which will also force him out of the home series against Zimbabwe starting September 30.

For India, it will be a different test though.

A victory in the Asia Cup without their skipper and best batsman Virat Kohli will be a big statement going into next year's World Cup.

Not to forget, the Asia Cup trophy will be a healing touch after 1-4 Test series defeat in England.

The team's exploits in shorter formats have always successfully papered over the deficiencies when it comes to playing quality five-day cricket in adverse conditions.

An Asia Cup triumph can partially divert attention from the England debacle.

After resting five regulars during a wake-up call from Afghanistan in their tied Super Four encounter, the order is expected to be restored in the summit clash.

The crack opening pair of skipper Rohit Sharma and his deputy Shikhar Dhawan will be back at the top of the order while Jasprit Bumrah, Bhuvneshwar Kumar and Yuzvendra Chahal will bolster the bowling.

A lot will depend on the start provided by Rohit (269 runs) and Shikhar (327 runs) as the middle order has looked shaky at times.

Ambati Rayudu has looked set in all the games but has not finished off well while Kedar Jadhav and Mahendra Singh Dhoni have struggled in middle overs.

Dhoni's struggle is the biggest worry as a total of 240 plus could prove to be challenging on a slow track if the team bats second.

The only match where the Indian middle order was tested was the Afghanistan game where they came a cropper despite a century opening stand by the makeshift pair of KL Rahul and Ambati Rayudu.

A significant batting contribution from Dhoni is expected as he might again come in at No.4 in order to face more deliveries.

The Bangladesh bowling attack is one of the most potent in 50 over cricket with Mustafizur Rahaman, Rubel Hossain, and Mashrafe Mortaza ready to test batting line-ups.

Mustafizur has a lot of tricks up his sleeve while Mashrafe's experience comes in handy. However, not having Shakib in the line-up could prove to be a major setback for the side.

In batting, the team will bank heavily on the ever-dependable Mushfiqur Rahim, who has been the 'crisis man' along with the very stylish Mahmudullah Riyadh.

They will be challenged by an in-form Jasprit Bumrah. Tackling the guile of Kuldeep Yadav, deception of Yuzvendra Chahal and probing questions from Ravindra Jadeja will also be quite a task for the Bangladesh line-up.

Probable Squads:

India: Rohit Sharma (c), Shikhar Dhawan, Ambati Rayudu, Dinesh Karthik, MS Dhoni (wk), Kedar Jadhav, Ravindra Jadeja, Yuzvendra Chahal, Kuldeep Yadav, Bhuvneshwar Kumar, Jasprit Bumrah, Manish Pandey, Siddarth Kaul, KL Rahul, Deepak Chahar.

Bangladesh: Masrafe Bin Mortaza (captain), Shakib Al Hasan, Tamim Iqbal, Mohammad Mithun, Litton Kumar Das, Mushfiqur Rahim, Ariful Haque, Mahmudullah, Mosaddek Hossain Saikat, Nazmul Hossain Shanto, Mehidy Hasan Miraz, Nazmul Islam Apu, Rubel Hossain, Mustafizur Rahman, Abu Haider Rony.

Asia Cup Final: India ready to tame depleted Bangla Tigers

Mushfiqur Rahim struck a valiant 99 as Bangladesh produced an all-around effort to stun Pakistan by 37 runs in the last Super Four match and progress to the final of the Asia Cup here Wednesday.

Mushfiqur's notched up his 30th half-century, while Mohammad Mithun made 60 to lift Bangladesh to a decent 239 all out from a precarious position after opting to bat in the virtual semi-final of the tournament.

Mushfiqur was unlucky as he fell one short of what could have been his seventh ODI century but did enough to rescue Bangladesh with a 144-run fourth wicket stand with Mithun after they were reduced to 12 for three inside five overs.

Later, opener Imam-ul-Haq (83) turned out to be the lone bright spot as Pakistan faltered in pursuit of the modest chase to be restricted to 202 for nine.

Bangladesh will now take on India in the title clash in Dubai on Friday.
Just like Bangladesh, Pakistan's chase got off to a disastrous start as they were reduced to 18 for three in 3.3 overs.

But Imam did not give up the fight and stitched two crucial partnerships with Shoaib Malik (30) and Asif Ali (31) to keep Pakistan in the hunt.

Imam first stitched 67 runs for the fourth wicket with Malik and then shared crucial a 71-run partnership with Ali to keep Pakistan's hopes alive.
But the day belonged to Bangladesh as they never gave up hope and fought tooth and nail to stay one step ahead of Pakistan in the match.

Pakistan did not have the best of starts as they lost Fakhar Zaman, Babar Azam and skipper Sarfraz Ahmed early.

Left-arm pacer Mustafizur Rahman (4/43) and off-spinner Mehidy Hasan (2/28) did the early damage for Bangladesh.

But the turning point of the match was Bangladesh skipper Mashrafe Mortaza's blinder of a catch at midwicket to remove Malik off Rubel Hossain's bowling in the 21st over.

Mortaza dived full length to his left to latch on to a screamer as Malik went for a chip over midwicket.

That was the trigger that Bangladesh needed as Bangladesh bowled and fielded brilliantly inside the circle to frustrate the Pakistani batsmen.
However, Imam and Ali raised some visions of a victory with their 71-run stand but both the batsmen's dismissal in quick succession derailed Pakistan's chase.

Earlier, Bangladesh too was off to a horrendous start as they lost their first three wickets with the scoreboard reading just 12 in 4.2 overs.

Left-arm pacer Junaid did the early damage, removing openers Liton Das and Soumya Sarkar in his consecutive overs.

One-down Mominul Haque failed once again as he was cleaned up by young left-arm fast bowler Shaheen Shah Afridi (2/47) in the fourth over.

But Bangladesh's go-to man in crisis situations, Mushfiqur once again came to his side's rescue and in Mithun's company first stabilised the rocking ship and in the process brought up the century stand in 176 deliveries.

In dire need of a partnership, the duo started cautiously and grew in confidence as the match progressed.

Both Mushfiqur and Mithun punished the bad deliveries that came their way.

But just when the partnership was looking dangerous, Pakistan got the vital breakthrough in the form of Mithun who was caught by Hasan Ali (2/60) off his own bowling in the 35th over.

Mithun's second fifty of his career came off 84 balls with the help of just four boundaries.

Imrul Kayes (9) looked shaky from the onset and didn't last long, falling LBW to leg-spinner Shadab Khan (1/52).

The diminutive Mushfiqur, however, went about his business with a calm head and looked set for a well-deserved century but luck was not on his side as he sneaked a good length delivery from Afridi to Sarfraz Ahmed just one short of the three-figure mark.

Mushfiqur scored his runs off 116 balls with the help of nine fours.
Towards the end, Mahmudullah (25) and skipper Mashrafe Mortaza tried to use their long handle to maximum effect to take Bangladesh beyond the 250-run mark.

For Pakistan, comeback man Junaid Khan shone with the ball, registering impressive figures of four for 19 from his nine overs.

Gritty Bangladesh stun Pakistan by 37 runs to set up Asia Cup final date with India

Bangladesh's leader accused neighbouring Myanmar of finding new excuses to delay the return of more than 700,000 Rohingya who were forced across the border over the past year, and said in an interview late Tuesday that under no circumstance would the refugees remain permanently in her already crowded country.

"I already have 160 million people in my country," Prime Minister Sheikh Hasina said, when asked whether Bangladesh would be willing to walk back its policy against permanent integration. "I can't take any other burden. I can't take it. My country cannot bear."

Hasina was speaking to Reuters in New York, where she is attending the annual United Nations meeting of world leaders.

The prime minister, who faces a national election in December, said she does not want to pick a fight with Myanmar over the refugees.

But she suggested patience is growing thin with Myanmar's leader, Nobel Peace Prize winner Aung San Suu Kyi, and its military that she said wields the "main power" there.

Hasina has previously called on the international community to pressure Myanmar to implement the deal.

Calls to Myanmar's government spokesman, Zaw Htay, went unanswered. He said recently that he will no longer answer media questions by phone, but will answer questions at a biweekly press conference.

Rohingya fled to refugee camps in Bangladesh after a bloody military campaign against the Muslim minority in Myanmar's Rakhine State. The two countries reached a deal in November to begin repatriation within two months, but it has not started, with stateless Rohingya still crossing the border into Bangladesh and the refugee camps at Cox's Bazar.

"They agree everything, but unfortunately they don't act, that is the problem," Hasina said of Myanmar. "Everything is set but ... every time they try to find some new excuse," she told Reuters.

Myanmar has said it is ready to take back the refugees and has built transit centers to house them initially on their return.

But it has complained that Bangladesh has not provided its officials with the correct forms. Bangladesh has rejected those claims and UN aid agencies say it is not yet safe for the refugees to return.

Given the delays, Bangladesh has been preparing new homes on a remote island called Bhasan Char, which rights groups have said could be subject to flooding. Cox's Bazar is also vulnerable to flooding but this year's monsoon season was light.

Hasina said building permanent structures for refugees on the mainland "is not at all a possibility (and) not acceptable" since they are Myanmar citizens and must return.

Rohingya regard themselves as native to Myanmar's Rakhine state, but are widely considered interlopers by the country's Buddhist majority and are denied citizenship.

Human rights groups and Rohingya activists have estimated thousands died in last year's security crackdown, which was sparked by attacks by Rohingya insurgents on security forces in Rakhine in August 2017.

This week, a US government investigation reported that Myanmar's military waged a planned, coordinated campaign of mass killings, gang rapes and other atrocities against the Rohingya.

Myanmar has rejected similar findings as "one-sided" and said it had conducted a legitimate counterinsurgency operation.

Ahead of December's election, Hasina and her ruling Awami League have been on the defensive following student protests over an unregulated transport industry. The protest was triggered after a speeding bus killed two students in Dhaka.

However, the main opposition party, the Bangladesh Nationalist Party, has been in disarray after its leader and former prime minister, Khaleda Zia, was jailed for corruption in February - charges she says were part of a plot to keep her and her family out of politics.

Bangladesh won the toss and opted to bat against Pakistan in what is said to be a virtual semi-final clash on Wednesday.

The winning team will set up a date with India, who reached the finals after thumping victories against Bangladesh and Pakistan.

Speaking after the toss, Bangladesh skipper Mashrafe Mortaza said, "We would like to bat first. Looks a good wicket to bat on. Last match we lost many wickets in the middle overs but number 6 and 7 batted so well."

"Hopefully, we get a good start. We have been struggling with the top order but hopefully, we'll do well today. Sarkar comes back into the side. We have quite a few changes. Shanto is not playing, Rubel is back into the side."

"Big loss is that Shakib is not playing as he fractured his finger, hence Mominul comes in. Fans have been supporting us right throughout the tournament," he added.

Pakistan, on the other hand, will not leave a single stone unturned to win the game against Afghanistan and lock horns with India for the third time in finals.

Talking about their strategy for today, Pakistani skipper Sarfraz Ahmed said, "The conditions get different later in the night. But if you have wickets in hand, you can chase whatever the target is. I have asked the batsmen to play positive cricket, hopefully we bat well today."

"They have a good batting line-up. We'll try to get them out early and chase it down later. Junaid Khan comes in for Mohammad Amir," he added.

Teams:
Pakistan (Playing XI): Imam-ul-Haq, Fakhar Zaman, Babar Azam, Shoaib Malik, Sarfraz Ahmed(w/c), Asif Ali, Shadab Khan, Mohammad Nawaz, Hasan Ali, Junaid Khan, Shaheen Afridi

Asia Cup: Bangladesh elect to bat in virtual semi-final clash against Pakistan

Pakistan and Bangladesh will lock horns on Wednesday, in what will be a virtual semi-final, to decide who will meet India in the 2018 Asia Cup finals.

Both the teams have lost comprehensively to India while beating Afghanistan in the Super four stage.

If seen the recent forms, Bangladesh have the winning momentum on their side, having beaten the Afghans in their last game. Imrul Kayes and Mahmudullah did the job with the bat then, and Mustafizur Rahman starred with the ball.

Kayes, who was brought in only in the second half of the tournament as Bangladesh looked for replacements for the injured Tamim Iqbal, impressed in his first outing, hitting an unbeaten 72, while Mahmudullah scored a crucial 74 and, together, they lifted their team from 87/5.

Bangladesh will look to continue their performance in this crunch clash, and a lot will depend on the experienced shoulders of Mushfiqur Rahim and Shakib Al Hasan.

Pakistan, meanwhile, have their own issues to sort. A sub-par fielding performance in their last outing ensured that India reached the target of 238 earlier than expected and with nine wickets hand.

The start has been a problem for them too, as Fakhar Zaman, one of the lynchpins of this batting line-up, has struggled to get going and has managed scores of 24, 0, 0, and 31 in the tournament so far.

Imam-ul-Haq, Babar Azam, and Sarfraz Ahmed have performed decently. Haq has two half-centuries, Azam has one, and Ahmed enjoyed some batting time in the middle in his last outing, against India, with his patient 44.

It's only Shoaib Malik, who has risen to the occasion and has contributed heavily to the team's cause with 9*, 43, 51* and 78. Pakistan will bank big on their most experienced cricketer.

The bowling also has not looked at its best since their first group-stage match against Hong Kong.

Mohammad Amir hasn't picked up a wicket in the tournament yet while Usman Shinwari and Hasan Ali have been expensive in phases.

Shaheen Afridi has impressed in the two ODIs that he has played. The bowlers will have to strike against a potent Bangladesh middle order to reach the finals.

Probable squad

Bangladesh: Mashrafe Mortaza (c), Shakib Al Hasan (vc), Mohammad Mithun, Liton Das, Mushfiqur Rahim (wk), Ariful Haque, Mahmudullah, Mosaddek Hossain, Nazmul Hossain, Mehidy Hasan Miraz, Nazmul Islam, Rubel Hossain, Mustafizur Rahman, Abu Hider, Mominul Haque, Soumya Sarkar, Imrul Kayes

Pakistan: Sarfraz Ahmed (c & wk), Fakhar Zaman, Shoaib Malik, Mohammad Amir, Shadab Khan, Imam ul Haq, Shan Masood, Babar Azam, Asif Ali, Haris Sohail, Mohammad Nawaz, Fahim Ashraf, Hasan Ali, Junaid Khan, Usman Shinwari, Shaheen Afridi

Asia Cup: Pakistan-Bangladesh lock horns to set up date with India in finals

United States Ambassador to United Nations, Nikki Haley, on Monday announced White House's decision to almost double its aid for displaced Rohingya Muslims in Bangladesh and Myanmar.

Haley said the United States would give an extra $185 million, of which $156 million would go to refugees and host communities in Bangladesh, taking its total humanitarian aid for the crisis to nearly $389 million in the past year.

Over 700,000 Rohingyas crossed the border to Bangladesh after a Myanmar military crackdown unleashed in the western state of Rakhine last year.

UN-mandated investigators have said the military carried out mass killings and gang rapes of Rohingya with "genocidal intent." Myanmar rejected the findings as "one-sided" and said it was a legitimate counterinsurgency operation.

Meanwhile, a US government investigation has found that Myanmar’s military waged a "well-planned and coordinated" campaign of mass killings, gang rapes and other atrocities against the Southeast Asian nation’s Rohingya Muslim minority.

The US State Department report, reviewed by Reuters ahead of its expected public release on Monday, could be used to justify further US sanctions or other punitive measures against Myanmar authorities, said US officials.

The findings resulted from more than a thousand interviews of Rohingya men and women in refugee camps in neighbouring Bangladesh, where almost 700,000 Rohingya have fled after a military campaign last year in Myanmar's Rakhine State.

“The survey reveals that the recent violence in northern Rakhine State was extreme, large-scale, widespread, and seemingly geared toward both terrorizing the population and driving out the Rohingya residents,” according to the 20-page report. “The scope and scale of the military’s operations indicate they were well-planned and coordinated.”

Aid doubled for Rohingyas in Bangladesh, Myanmar: Nikki Haley

A US government investigation has found that Myanmar’s military waged a "well-planned and coordinated" campaign of mass killings, gang rapes and other atrocities against the Southeast Asian nation’s Rohingya Muslim minority.

The US State Department report, reviewed by Reuters ahead of its expected public release on Monday, could be used to justify further US sanctions or other punitive measures against Myanmar authorities, said US officials.

But it stopped short of describing the crackdown as genocide or crimes against humanity, an issue that other US officials said was the subject of fierce internal debate that delayed the report's rollout for nearly a month.

Survivors described in harrowing detail what they had witnessed, including soldiers killing infants and small children, the shooting of unarmed men, and victims buried alive or thrown into pits of mass graves. They described widespread sexual assault by Myanmar’s military of Rohingya women, often carried out in public.

One witness described four Rohingya girls who were abducted, tied up with ropes and raped for three days. They were left "half dead," he said, according to the report.

Human rights groups and Rohingya activists have put the death toll in the thousands from the crackdown, which was sparked by attacks by Rohingya insurgents on security forces in Rakhine State in August 2017.

UN report found 'genocidal intent'

The results of the US investigation were being released nearly a month after UN investigators issued their own report accusing Myanmar’s military of acting with "genocidal intent" and calling for the country’s commander-in-chief and five generals to be prosecuted under international law.

The military in Myanmar, also known as Burma, where Buddhism is the main religion, has denied accusations of ethnic cleansing and says its actions were part of a fight against terrorism.

US Senior State Department officials said the objective of the investigation was not to determine genocide but to "document the facts" on the atrocities to guide US policy aimed at holding the perpetrators accountable, but the report proposes no new steps.

One of the officials, speaking on condition of anonymity, said it would be up to US Secretary of State Mike Pompeo whether to make such a "legal" designation in the future and did not rule out the possibility.

A declaration of genocide by the US government, which has only gone as far as labelling the crackdown "ethnic cleansing," could have legal implications of committing Washington to stronger punitive measures against Myanmar.

The International Criminal Court last week said it had begun an examination of whether the alleged forced deportations of Rohingya could constitute war crimes or crimes against humanity.

Asked whether the new US findings could be used to bolster such international prosecution, the State Department official said no decision had been made on seeking "judicial accountability" over the Rohingya crisis.

Sarah Margon, director of the Washington office of Human Right Watch, said: "What's missing now is a clear indication of whether the US government intends to pursue meaningful accountability and help ensure justice for so many victims."

"The stories from some refugees show a pattern of planning and pre-meditation" by the military and other attackers, the report said, citing confiscation in advance of knives and other tools that could be used as weapons.

About 80 per cent of refugees surveyed said they witnessed a killing, most often by military or police, according to the report.

“Reports of mutilation included the cutting and spreading of entrails, severed limbs or hands/feet, pulling out nails or burning beards and genitals to force a confession, or being burned alive," the report said.

In a few cases, witnesses said Rohingya were either killed in pits bulldozed by the military or buried alive.

The State Department’s investigation was modelled on a US forensic examination of mass atrocities in Sudan's Darfur region in 2004, which led to a US declaration of genocide that culminated in sanctions against the Sudanese government.

The Trump administration, which has been criticized by human rights groups and some US lawmakers for a cautious response to Myanmar, could now face added pressure to take a tougher stand.

The United States on Monday announced it was almost doubling its aid for displaced Rohingya Muslims in Bangladesh and Myanmar, with an extra $185 million.

Any stiffer measures against Myanmar authorities could be tempered though by US concerns about complicating relations between civilian leader Aung San Suu Kyi, a Nobel Peace Prize laureate, and the powerful military which might push Myanmar closer to China.

The US government on Aug. 17 imposed sanctions on four military and police commanders and two army units but Myanmar’s military chief, Min Aung Hlaing, was spared. Further targeted sanctions have been under consideration, officials said earlier.

Irrfan Khan, who starred in and co-produced prominent Bangladeshi director, Mostofa Sarwar Farooki’s 2017 drama, 'Doob: No Bed of Roses', has a reason to celebrate as the bilingual film is a contender in the foreign film category at the Oscars.

The film has been selected by the Bangladesh Oscar Committee as the official selection from the country.

The film revolves around the life of a renowned filmmaker who creates a scandal in Bangladesh when he leaves his wife to marry his daughter’s friend. The film premiered at the Shanghai International Film Festival in 2017 and is now headed to the 91st Academy Awards, to compete for the award of Best Foreign Film.

Irrfan’s spokesperson said, “Irrfan is extremely happy to hear the news. It is an honour to be recognised by the jury and he is delighted that his film is getting the much-deserved acknowledgement at long last.”

Mostofa Sarwar Farooki said, “Obviously I am happy because No Bed of Roses is representing Bangladesh at the Oscars. I hope the film would find some love from the Academy voters. 14 killed as landslides sweep away Rohingya shelters in Bangladesh

Prime Minister Sheikh Hasina, met with Canada's Special Envoy to Myanmar Bob Rae and assured him of addressing the visa issue pertaining to foreign relief workers working in Rohingya shelter camps in Bangladesh.

"The government is cautiously dealing with the matter as many foreign nationals are working in the Rohingya camps after coming to Bangladesh with tourist visa," Hasina's press secretary Ehsanul Karim quoted Hasina as saying, as per The Dhaka Tribune.

Hasina further underscored that her government is aware that many foreign nationals in the guise of relief workers are trying to infiltrate in Bangladesh.

"This may lead to child and women trafficking, sexual abuse, terrorism," she added.

She further asserted that to resolve the issue a special category visa will be issued to the relief workers.

The Bangladeshi PM later recalled historical relations between Bangladesh and Canada since Bangladesh's independence, adding that the two countries can further work on strengthening cooperation.

Bangladesh to issue special visa for relief workers in Rohingya camps

&nbspSome Rohingya refugees who fled from Myanmar are finding work in the fishing industry in neighbouring Bangladesh, earning a tiny daily income and occasional share of the catch, all under the official radar.

The Shamlapur refugee camp, near a fishing colony on one of the world's longest beaches, is home to about 10,000 Rohingya refugees, aid groups say, many driven out of Myanmar's Rakhine State by sectarian violence last year.

"We saved our lives by escaping here, so we are happy to be here," said Mohammed Yosuf, 20, who works as a fisherman, earning about 200 or 300 taka ($1.20 to $3.60) for each five-day trip.

Yosuf said he fled with his wife, Sobora Khatun, who was nine months' pregnant when they escaped after two months shackled in captivity. Their three-year-old son drowned in a river crossing, but baby daughter Rukia was born safely.

They are among nearly 700,000 Rohingya Muslims who fled a military crackdown, the United Nations and human rights groups say, almost all of them winding up in makeshift camps around the southern district of Cox's Bazar.

Although the refugees cannot work legally, some find jobs on fishing boats or help push them out to sea. The vessels are similar to the craft that carried thousands of Rohingya across the waters to Bangladesh.

Others in the camp earn money by shattering ice blocks to preserve the catch in the searing heat, mending nets or repairing boats.

Two in five Rohingyas depend on a family member with an informal job in Shamlapur, while one in 20 rely on financial assistance from a family member abroad, a survey by migration research group the Exchange Foundation shows.

"Rohingyas in Shamlapur are mostly living in makeshift accommodation and are only occasionally engaged in (illegal and seasonal) gainful employment," the group said in March.

Some Rohingya women have found work drying fish at a yard in nearby Nazirartek, for a daily takehome of 100 taka to 200 taka ($1.20 to $2.40).

"I was wounded by a sword to my face," said Hasina Begum, 30, describing how she fled her home.

"Then I lost consciousness and I was lying on the ground and some of my neighbours took me to the boat and we crossed the river to the Bangladesh border," said Hasina, who battles pain and memory difficulties after losing the sight of one eye.

She escaped from Kutupalong refugee camp to seek fish-drying work.

"Yes, it's a better life, as I can work here with drying fish and I can earn money," she added.

Spread over 200 acres (81 hectares), the fish-drying yards handle around 100 tonnes of fish every day of the peak drying season from September to May.

Here, under a blistering noon sun, a Rohingya woman toils over a long wooden table, sorting pungent clusters of fish while constantly swatting away flies and mosquitoes. Others tie up fish that had been draped over bamboo poles to dry.

The fish-drying industry generates annual revenue of about $20 million, traders and government officials say.

Even the children work hard.

From dawn, they push boats into the water or join fishing trips to earn a small bag of fish they can swap for tamarind from canny beachside vendors who get the better of the deal, as the fish is prized above the sour flavouring the children enjoy.

Hakim Ali, 45, works on a salt pan on the edge of the Teknaf river dividing the two countries, carrying bags of salt for 10 taka (12 cents) each to gather between 300 and 500 taka ($3.60 and $6) every day.

Ali said he left his home near the town of Buthidaung in Myanmar eight months ago, after rampaging mobs killed one of his brothers, threw another in jail and razed his home and paddy fields.

"We want justice and freedom of movement in Myanmar," Ali told Reuters, when asked what it would take for him to return.

"If the Myanmar government fulfils the demand, that day I will go."

The first monsoon rains have hit camps in Bangladesh housing around a million Rohingya refugees, triggering floods and landslides but no casualties or major damage so far, officials said Sunday.

Aid agencies have been warning that the monsoon season could prompt a humanitarian catastrophe in coming months at what is the world's biggest refugee camp, sheltering people fleeing violence in Myanmar.

The sites in southeastern Bangladesh are predicted to be hit by powerful cyclones and by more than 2.5 metres (eight feet) of rainfall over the coming three months of monsoon -- roughly triple what Britain gets in a year.

Bangladesh's meteorological office said the Cox's Bazar area where many of the refugees live in makeshift shelters on bare hillsides had 138 millimetres (5.4 inches) of rain since Saturday evening.

"Some areas like the football field areas are flooded. Some houses have been inundated with water. There have been a few landslides. The conditions are bad," UN refugee agency spokesperson Caroline Gluck told AFP.

The monsoon season "is going to be big test for everybody involved in the humanitarian response in support of the government of Bangladesh", she said.&nbsp

More heavy rain is forecast for &nbspcoming days.

Rohingya leaders told AFP the rains have already devastated some parts of the camps and turned some dirt roads into quagmires, hindering the movement of refugees and relief materials.

Kamal Hossain, a Rohingya community leader, said at least five shanties were destroyed by landslides or strong winds over around 12 hours of a sustained downpour beginning on Saturday evening.

"It’s just the beginning and the entire monsoon season is ahead of us. Some people have been relocated but the majority are still living under risk," said Mohammad Mohibullah, another community leader. &nbsp &nbsp

Last year heavy rain triggered mudslips in Cox's Bazar and the nearby Chittagong Hill Tracts, killing at least 170 people. More than 100 died in landslides in the region in 2012, and two years earlier around 50 perished.

Gluck said that so far nearly 29,000 refugees have been relocated to new areas out of an estimated 200,000 people at very high risk of landslides and flood, who need to be moved to safer areas.&nbsp

There are fears that heavy flooding could also cause latrines to overflow and spread disease in the crowded camps. Around 700,000 Rohingya Muslims have poured in from Myanmar since August, fleeing an army crackdown.&nbsp

They joined hundreds of thousands of earlier refugees from mainly Buddhist Myanmar, where the Rohingya are a persecuted and stateless minority.

Many of the hillsides were cleared of trees to make way for shelters, making the land highly unstable.

"After getting the information from the state governments about the number of Rohingyas, we will hand over the case to the Ministry of External Affairs (MEA). We will talk to Burma (Myanmar) government for starting the process of their (Rohingyas) deportation," he said.

The MHA had written to all the states, asking them to identify the Rohingyas living in their respective states and a survey be conducted to know their numbers in order to start the deportation process.&nbsp
