Malaysia will review its labour laws to cut an "over dependence" on foreign labour and address other issues, its prime minister said on Thursday, amid simmering discontent against overseas workers who make up 46 per cent of the labour force.

In the first quarter of the year, Southeast Asia`s third biggest economy had a labour force of 15.5 million. More than 7 million of them were foreigners, from countries such as Bangladesh, with many working in the construction and hotel industries.

Labour force refers to employed or unemployed people between the age of 16 and 64. <a href="https://www.wionews.com/world/china-malaysia-restart-massive-belt-and-road-project-after-hiccups-238327">Prime Minister Mahathir Mohamad</a> told a gathering of international trade chambers that generating more skilled jobs, raising salaries and wages, enhancing "management of migrant workers" and improving labour market conditions were some of his government`s top labour reform priorities.

"These reforms are crucial, not only in developing human capital to support our future economic growth but also in addressing job mismatches which contribute to graduate underemployment, unemployment, and slow wage growth as well as over-dependence on foreign labour," he said.

The prime minister said his government was also working on increasing the female labour force participation rate to 59 percent by next year. In the first quarter, the figure was 55.7 percent.

Sri Lanka put on a clinical performance with bat and ball to record a 122-run win in the third and final one-day international and complete a <a href="https://www.wionews.com/sports/sri-lanka-beat-bangladesh-by-seven-wickets-to-seal-odi-series-239060">clean sweep over Bangladesh</a> in Colombo on Wednesday.

Former captain Angelo Mathews led Sri Lanka with 87 off 90 balls, guiding the side to 294-8 before Dasun Shanaka backed his 30 off 14 with three wickets for 27 runs to complete the rout.

Somuya Sarkar hit the only half-century for Bangladesh, 69 off 86 balls, but it gave Sri Lanka no trouble as the visitors were bowled out for 172.

Kasun Rajitha (2-17) and Lahiru Kumara (2-26) complemented Shanaka with the ball to complete the victory in 36 overs.

Leg-spinner Akila Dananjaya deceived Soumya with his flight to bowl the left-hander in the 32nd over for his only wicket, rendering the rest of the game a mere formality.

Tail-ender Taijul Islam’s unbeaten 39 off 28 balls only managed to entertain a sparse crowd at the R. Premadasa Stadium and delay the result. &nbsp;

"I worked hard after getting dropped from the side. I was confident with my batting which helped me perform well. We're all relieved as a team because we performed together," Shanaka said after the match.

The home side won the first two matches respectively by 91 runs and seven wickets. &nbsp;&nbsp;

"There are a lot of negatives, starting from myself to the team. We have to hold it tight and come back strong," said Bangladesh captain Tamim Iqbal, who scored 21 runs in the three matches.

Mathews and Kusal Mendis, who made 54 off 58 balls, set the platform for Sri Lanka's big innings after skipper Dimuth Karunaratne won the toss and elected to bat first.&nbsp;

Mathews and Mendis put on 101 for the fourth wicket.

Bangladesh got an early breakthrough when Shafiul Islam removed Avishka Fernando for six but Karunaratne (46) and Kusal Perera (42) steadied the innings with an 83-run stand.

Left-arm spinner Taijul Islam removed Karunaratne to break the partnership and Rubel Hossain got rid of Perera in the next over to bring Bangladesh back into the contest.

But Mathews and Mendis snatched the momentum back thanks to some sloppy fielding by Bangladeshi players.

Mushfiqur Rahim dropped Mathews on 32 off Shafiul before Sabbir Rahman gave the former Sri Lankan captain another life on 63 off Mehidy Hasan's bowling.&nbsp;

Mathews, who hit eight fours and a six, was finally dismissed by Soumya Sarkar in the last over but not before Bangladesh reviewed a caught behind appeal initially dismissed by on-field umpire.

Soumya finished with 3-56 while medium pace Shafiul also claimed 3-68.

The island nation's cricket board has dedicated the match to pace bowler Nuwan Kulasekara who announced his retirement last week.

Tamim-led Bangladesh wore black armbands to pay respect to their first national captain, Shamim Kabir, who died on Monday.

Bangladesh’s central bank left key interest rates unchanged on Wednesday with Governor Fazle Kabir saying it aimed to achieve record economic growth while curbing inflationary pressures.

Kabir said policy would aim to keep average inflation within 5.5 per cent in the 2019/20 financial year that started in July, while achieving the government’s record 8.20 per cent growth target.

The bank left the policy repo rate at 6.00 per cent and the reverse repo rate at 4.75 per cent.

Meanwhile, the country has approved the purchase of 100,000 tonnes of wheat from Russia in an inter-state deal, officials at the state grains buying agency said on Tuesday, as South Asia's top wheat buyer looks to secure supplies.

The wheat is being bought at $267.30 a tonne, which includes cost, insurance and freight, and other port-related expenses.

Russian state firm Prodintorg will supply the wheat, with the first batch of around 52,000 tonnes arriving in the first week of August, one of the officials said.

The import price is slightly lower than the lowest offer of $267.98 a tonne that the state grains buyer received in its last tender to buy 50,000 tonnes of wheat.

Bangladesh imported 200,000 tonnes of wheat from Russia in an inter-state deal in 2017 after Dhaka rejected three cargoes of Russian wheat totalling 150,000 tonnes over quality concerns.

The country has turned to the Black Sea region for wheat in recent months because supply from India has dwindled as Indian grain is needed to meet its growing domestic demand.

The state grains buyer imported 550,000 tonnes of wheat in the year to June, officials said.

Apart from government purchases, private traders import about 5.5 million tonnes of wheat annually to meet growing demand, while the country's output has stagnated at about 1 million tonnes.

Bangladesh has been among the largest buyers of Russian wheat in recent years. It purchased 1.9 million tonnes of Russian wheat over the July 2018-May 2019 period.

<a href="https://www.wionews.com/world/japans-abe-unlikely-to-meet-south-koreas-moon-at-un-in-september-source-239155">Japan</a> on Tuesday offered to play a role of mediator between Bangladesh and Myanmar to ensure peaceful and smooth repatriation of Rohingya people to their place of origin in Rakhine State.

The said offer was proposed during a bilateral meeting between Bangladesh Foreign Minister Dr AK Abdul Momen and his Japanese counterpart Tara Kono here on Tuesday.

At a joint press conference following the bilateral, the two diplomats stressed on the need for necessary steps to be taken by the Myanmar government to create an environment conducive to the return of the Rohingyas, reported Dhaka Tribune.

Kono, who is on a three-day official visit to Bangladesh, visited <a href="https://www.wionews.com/south-asia/myanmar-delegation-holds-repatriation-talks-with-rohingya-in-bangladesh-238936">Rohingya settlements</a> in Cox`s Bazar earlier in the day and talked to many people living there to understand their situation first hand.

Meanwhile, Bangladesh Law Minister Anisul Huq on Tuesday told the United Nations (UN) that the flow of Rohingyas into Bangladesh, although low, continues still.

More than 700,000 Rohingya were forced to flee the northern Rakhine in western Myanmar following a brutal military crackdown in 2017. The United Nations said that the offensive against the ethnic group included mass killings and gang rapes executed with "genocidal intent".

Followingly, the minorities took shelter in three dozen camps in Bangladesh`s Cox`s Bazar, pushing the number of Rohingya refugees in Bangladesh to above 1.2 million. Many still fear for their safety if they return to Myanmar where the Muslim minority has faced decades of repression.

It may be noted that Bangladesh and Myanmar had signed a repatriation deal in November 2017, but so far virtually no Rohingya have volunteered to return. Bangladesh has said it will not force any Rohingya to leave the country.

On Saturday, a 15-member delegation of Myanmar government officials visited Cox`s Bazar and held repatriation talks with the Muslim community.

Last November, a move to start the repatriation process fell through after none of the Rohingya agreed to return to Myanmar. It followed a visit to the camps in October last year by a Myanmar delegation.

Rakhine state is one of Myanmar's poorest regions and NGOs provide aid to tens of thousands of Rohingya Muslims still languishing in displacement camps as well as other local communities.

A lower-than-expected population of male Bengal tigers in the world's largest mangrove forest has sparked fears about the long-term viability of the endangered species in Bangladesh, officials said Tuesday.

A poaching crackdown by authorities in the Bangladeshi part of the Sundarbans mangroves saw an increase in the big cat population from 106 to 114 four years ago, according to a census published in May.

But a closer analysis of the data found the number of male tigers was lower than the typical ratio of one male for every three tigresses, with the figure now at one male for every five females, officials said.

"We are extremely worried. The standard ratio should be one male for every three female tigers," Jahidul Kabir, the government's conservator of forest wildlife, told AFP.

"In the Sharonkhola range, we found only two males against 19 female tigers," he said, adding the future of the tiger population in the Sundarbans could be at stake if the forest continues to lose male tigers," he added.

Authorities are planning to capture male tigers from other parts of the forest and introduce them in the Sharonkhola range, which is the densest tiger habitat in the mangroves.

The census was conducted on 1,656 square kilometres (640 square miles) of forest last year and used camera traps to count the big cats.

The Sundarbans, which also straddle parts of eastern India, is home to some rare flora and fauna including Irrawaddy dolphins and Bengal tigers, both declared endangered because of poaching and loss of habitat.

Alarm bells rang in 2015 when a census found that only 106 tigers were living in the forest, less than a quarter of the 440-strong population in 2004.&nbsp;

Since the 2015 findings, authorities have undertaken a series of measures to boost the number of Bengal tigers in the forest - one of the world's last remaining wild habitats for the big cats. &nbsp;&nbsp;

As part of the measures, the size of the wildlife sanctuary in the forest was more than doubled. An elite security force launched a major crackdown against pirates-turned-poachers active in the forest.

Monirul Khan, a zoology professor and a tiger expert at the state-run Jahangirnagar University, said he believed poaching was behind the low male tiger numbers.

"No doubt this is a worrying trend. And the possible reason is poaching," Khan said.

"Male tigers are aggressive and they cover bigger territory, which make them vulnerable to poaching."

Bangladesh 'extremely worried' over low male tiger population

Bangladesh's law enforcement agencies have used systematic torture on detainees to stifle dissent, an international human rights group said on Monday in a report that the government dismissed as baseless.

The report, titled "Cycle of Fear", was jointly produced by the Geneva-based World Organization Against Torture (OMCT) - a coalition of NGOs fighting torture and ill-treatment - and the Bangladeshi human rights group Odhikar.

OMCT said the report was based on an examination of more than 300 cases of what it called torture between 2009 and 2017 and information gathered from alleged victims, members of the executive, the judiciary, representatives of civil society and of international organisations.

Information it received revealed that "Extreme forms of physical violence" had been used on detainees, the organisation said, citing instances such as shooting in the legs or knees, the breaking of bones, drilling holes in arms and legs, and rape, as well as mental abuse, including mock executions and death threats.

Complaints of torture, enforced disappearances and extrajudicial killings had increased in recent years and the government had failed to investigate and punish the perpetrators, the organisations said.

The government of Prime Minister Sheikh Hasina, who won a third straight term in a December 2018 election, rejected the report.

"We can tell you with emphasis that there is no single incident of disappearance or extrajudicial killing with the knowledge of this government," Home Minister Asaduzzaman Khan told Reuters.

"For the last 10 years there is no lawlessness in the country or any application of torture by this government to silence dissent with any government machinery," he added.

Gerald Staberock, OMCT secretary general, said torture was used to instil fear and quash dissent, to coerce confessions or as a tool for corrupt law enforcement agents to extract bribes.

"We call on Bangladesh to acknowledge the magnitude of the problem and start a complete overhaul of its law enforcement and judiciary systems," Staberock said.

A political deadlock in Bangladesh fed "widespread impunity", the groups said. Several leaders of the main opposition Bangladesh Nationalist Party have been jailed on charges the opposition says are politically motivated.

"While the government has declared at various times a ‘zero tolerance policy’ towards torture and other serious human rights violations, there is little evidence of such a policy ever being pursued and transformed into real accountability," the report said.

A top-level Myanmar government delegation began repatriation talks with Rohingya leaders in a Bangladesh refugee camp on Saturday, an official said, with many of the Muslim minority fearing for their safety if they return home.

Some 740,000 Rohingya fled a 2017 crackdown by Myanmar's military and are living in squalid conditions in camps in Bangladesh's southeastern border district of Cox's Bazar.

The two countries signed a repatriation deal in November 2017 but so far virtually no Rohingya have volunteered to go back to Myanmar, where the group has faced decades of repression.

The Myanmar team, led by permanent foreign secretary U Myint Thu, arrived in Cox's Bazar on Saturday amid tightened security in the camps.

The delegation visited Kutupalong -- the world's largest refugee settlement -- where they discussed repatriation with Rohingya community leaders over several hours, said Bangladesh refugee commissioner Mohammad Abul Kalam.

"Both parties seemed positive about it and the discussion will continue tomorrow (Sunday)," he told AFP.

One of the Rohingya leaders who joined the talks, Dil Mohammad, said they "went well" as he reiterated demands for Myanmar to recognise Rohingya as an ethnic group.

"We hope this discussion will be fruitful. We told them that we won't return unless we are recognised as Rohingya in Myanmar," he said.

Myanmar denies the minority citizenship and refers to them as "Bengalis" -- inferring that the Rohingya are illegal immigrants from Bangladesh.&nbsp;

It is the second time in less than a year that Myanmar officials were trying to convince Rohingya refugees to return to their homeland in violence-wracked Rakhine state, after a repatriation offer was rejected by Rohingya leaders in October.

The massive camps have sparked tensions between the neighbouring nations with Bangladesh blaming Myanmar for delays in repatriating the refugees.

Dhaka has said it will not force any Rohingya to leave, while Myanmar has faced international pressure to allow the Rohingya to return to Rakhine and grant them citizenship rights.

The UN has complained that progress to address the refugee crisis has been far too slow.

The new visit comes in the wake of talks between Bangladesh's Prime Minister Sheikh Hasina and Chinese President Xi Jinping in Beijing.

China is a key ally of Myanmar, and Hasina said then that Beijing would "do whatever is required" to help resolve the Rohingya crisis.

A heart transplant was successfully carried out on a six-year-old girl in the Ukrainian capital Kyiv amidst the constant danger of Russian missiles, reported CNN. The procedure was reportedly carried out on Sunday (July 9) at Heart Institute of Ukraine's Ministry of Health. The operation lasted for three hours and the girl was given the heart of a four-year-old boy who was previously declared brain dead due to an aneurysm.

The institute has said that this is the first heart transplant in Ukraine which involves children so young.

“The operation was also unique in that both the donor and the recipient were very young children, and the transplant required more effort from the doctors,” it said, as quoted by CNN.

The team of doctors who performed the surgery was led by Dr Boris Todurov, who is the chief scientist of the Department of Surgical and Minimally Invasive Treatment.

In a Facebook post, Dr Todurov said that the procedure went "smoothly" and that the girl was intubated for two hours.

Security at Rohingya refugee camps in Bangladesh will be tightened during the visit of a high-level Myanmar delegation this weekend for repatriation talks, officials said Thursday.

Some 740,000 Rohingya fled a crackdown by Myanmar's military in 2017 in Rakhine state and are living in nearly three dozen refugee camps in Bangladesh's southeastern border district of Cox's Bazar.

Many still fear for their safety if they return to Myanmar, where the Muslim minority has faced decades of repression and erosion of rights.

"We have stepped up security in the camps during their tour," Bangladesh's refugee commissioner Mohammad Abul Kalam told AFP.

He added that the delegation would meet with Rohingya leaders this weekend to inform them of measures they have taken for their return to Rakhine.

The camps -- where the Rohingya population has grown to nearly a million -- have sparked tensions between the neighbouring countries with Bangladesh blaming Myanmar for delays in repatriating the refugees.

The two governments signed a repatriation deal in November 2017, but so far virtually no Rohingya have volunteered to return. Bangladesh has said it will not force any Rohingya to leave.

Foreign Minister A.K. Abdul Momen told reporters in the capital Dhaka on Wednesday he hoped the "repatriation will begin by September".

Myanmar has faced international pressure to allow the Rohingya to return to Rakhine and grant them citizenship rights.&nbsp;

The United Nations has complained that progress to address the refugee crisis has been far too slow.

Last November a move to start the repatriation process fell through after none of the Rohingya agreed to return to their country. It followed a visit to the camps in October last year by a Myanmar delegation.

The new visit comes in the wake of talks between Bangladesh Prime Minister Sheikh Hasina and President Xi Jinping in Beijing.

India on Thursday deported 30 Bangladeshi nationals, including three women, who had illegally entered India without valid documents.

The Bangladeshi nationals were kept in various detention centres in Assam after a local court convicted them of illegal immigration. Officials in Karimganj district of Assam deported them through the Kalibari Ghat checkpoint.

Karimganj Superintendent of Police Manabendra Debroy said, "A total of 30 people were deported back to Bangladesh. They were sent back in groups of five after completion of formalities and handed over to the Bangladesh authorities."

"Illegal Bangladeshi immigrants are different from 'declared foreigners'&nbsp;who are kept in detention centres for their inability to prove that they are Indian citizens. Those deported today were 'convicted foreigners'&nbsp;who had entered India without valid documents," Debroy added.

The immigrants belonged to Chittagong, Comilla, Pabna, Sylhet and other districts of Bangladesh.

Veteran Sri Lankan star Lasith Malinga said Thursday he was "very happy" to make way for younger players as he calls time on his illustrious 15-year career in the 50-over format.

Malinga will play his final one-day international in Colombo Friday in the first of three ODIs against Bangladesh but hopes to continue playing in the shorter T20 format.

"I am very happy to leave at this time. This is an opportunity for new players to prove themselves and prepare for the next World Cup," Malinga, 35, told reporters Thursday at the team's final training session.

"We may have had some setbacks, but we have the capability to win another World Cup," he added, pointing to <a href="https://www.google.com/url?client=internal-uds-cse&amp;cx=006054055338965708568:09spwrlibei&amp;q=https://www.wionews.com/india-news/sri-lanka-approves-visa-on-arrival-scheme-for-india-from-august-1-238312&amp;sa=U&amp;ved=2ahUKEwit9dO878_jAhULHo8KHWkoDFUQFjAAegQIBBAC&amp;usg=AOvVaw3SU9HIyxcB8NKTaHNUm8NL">Sri Lanka</a>'s success at the 1996 World Cup and 2014 T20 World Cup.

Two days ago, Malinga posted a video message on his wife's Facebook page saying he felt no ill will towards officials and players who may have tried to push him out of the ODI team.

He said he was sidelined by selectors two years ago but was able to prove his value at the recent World Cup, where he took four for 43 in Sri Lanka's group-stage win over eventual champions England.

Malinga has his sights on next year's T20 World Cup in Australia, and Sri Lanka's cricket board confirmed he would be available for selection for the T20 squad.

Malinga is leaving as Sri Lanka's third-highest wicket-taker in ODI cricket with 335 wickets in 219 innings so far since his first ODI against the United Arab Emirates in 2014.

Only Muttiah Muralitharan (523) and Chaminda Vaas (399) have taken more wickets than Malinga in ODIs for Sri Lanka.

Onion prices in <a href="https://www.wionews.com/south-asia/bangladesh-pm-hasina-accuses-myanmar-of-defying-promise-over-repatriation-of-rohingyas-225839">Bangladesh</a> have doubled over the past two weeks after floods ravaged the crop and as imports from top supplier India became expensive after New Delhi withdrew incentives for overseas sales, industry officials told Reuters.

Onions are used as the base for traditional dishes across Asia such as biryani in Pakistan and India, belacan in Malaysia and fish curry in Bangladesh.

Prices in Bangladesh doubled to 50 takas ($0.59) per kg because of floods and traders say they could rise further ahead of the Eid-ul-Adha festival in August when demand usually goes up for the vegetable.

"The upward trend due to supply shortage could continue over the next few months," said Dhaka-based trader Hazi Shahid, adding the country has to raise imports from India to calm prices.

Severe flooding has killed at least 61 people, displaced nearly 800,000 and inundated thousands of homes across one-third of Bangladesh, government officials said on Tuesday, after two weeks of heavy monsoon rains.&nbsp;

The price rise has become a headache for the government of Bangladesh Prime Minister Sheikh Hasina, which may plan sales of subsidised onions through the state-run Trading Corporation of Bangladesh (TCB).

"The price hike is like a nightmare for me. If prices of onions don`t come down soon, we`ll start selling in the open markets through the TCB," Commerce Minister Tipu Munshi said. Indian suppliers have fallen after New Delhi discouraged exports.

India withdrew 10 per cent export incentives on onion in June after the prices of the bulb jumped 47 per cent in a month in the local market due to dwindling supplies.&nbsp;

As the subsidy has been withdrawn, Indian exporters have to charge more for overseas sales, said Ajit Shah, president of the Mumbai-based Onion Exporters` Association.

Even in India supplies are limited and the planting of summer-sown crops has been delayed in some areas due to low rainfall, Shah said.

India`s monsoon rains to date have been 19per cent below average since the season began on June 1, according to the India Meteorological Department.

India exported 2.2 million tonnes of fresh onions in the 2018/19 fiscal year ended on March 30.

During the same time, Bangladesh imported 578,111 tonnes of onions from India, according to data compiled by India`s Agricultural and Processed Food Products Export Development Authority.

Onion prices in Bangladesh are unlikely to come down unless prices fall in India with a bumper production, said an exporter based in Kolkata, adding, however, that the "Indian crop is not looking great due to uneven distribution of monsoon rains."

The death toll from severe <a href="https://www.wionews.com/south-asia/death-toll-reaches-90-in-nepal-floods-landslides-236862">flooding in parts of Nepal</a> and Bangladesh rose to more than 167 on Monday, even as heavy rains are starting to ebb and water levels started to recede in some of the worst-affected areas.

Torrential rains in Bangladesh killed more than 47 people in the last two weeks and at least 120 are missing and feared dead following severe floods and landslides in mostly mountainous Nepal, authorities from the two countries said.

Parts of Pakistan have also been flooded.

In Bangladesh, at least 700,000 people have been displaced.

Deaths due to flooding in the region more than doubled in the last five days.

At least five districts in central Bangladesh are at the risk of being flooded, as water levels of two rivers are still rising, an official at the Bangladesh Water Development Board told Reuters.

Death toll from Nepal, Bangladesh floods jumps over 167

Floods have forced more than three million people from their homes across north and northeastern India, officials said on Monday (July 15). Floodwaters in the northeastern Indian state of Assam rose overnight with the Brahmaputra river, which flows down from the Himalayas into Bangladesh, and its tributaries still in spate. More than 1.7 million people in Assam have been displaced by the floods, authorities said, and most of the Kaziranga National Park, home to the rare one-horned rhino, was also underwater. Known for its tea industry, Assam is often inundated by seasonal flooding, and state and federal governments have spent millions of rupees on flood control. Worst affected is the northern Indian state of Bihar, where some 1.9 million people have fled their homes due to rising waters, a state government release said. In neighboring Nepal, 64 people were killed and 31 were missing, with around a third of all districts hit by heavy rains, authorities said. Many of the deaths were caused by landslides that swept away houses.

Big US companies are accelerating efforts to move more of their supply chains from China to neighbouring countries in light of <a href="https://www.wionews.com/world/trump-administration-plans-to-divert-40-million-in-aid-to-venezuelas-opposition-236654">Trump administration</a> tariffs.

Companies in sectors such as technology, clothing and footwear are exporting more goods from emerging giants including Vietnam and Malaysia, data show.

At the same time, the shift has exposed the murkiness of trade export rules, putting a premium on lawyers expert in the minutiae of US customs rules.

"We have a lot of questions from our members," said Sage Chandler, vice president of international trade at the Consumer Technology Association. "Companies are trying to find ways to avoid having to pay 25 per cent."&nbsp;

Some companies may be pushing the envelope a little too much, violating US rules against "transhipments," the routing of China-made goods through other countries to evade tariffs, legal experts say.

The speeding shift from China&nbsp;

<a href="https://www.wionews.com/world/us-president-donald-trump-seeks-to-override-supreme-court-ruling-on-census-233448">President Donald Trump</a> since last year has slapped 25 per cent duties on $250 billion worth of Chinese imports and threatened additional levies on all other Chinese items coming to the United States though the two sides agreed last month to hold their fire for now.

Trump's trade measures have led some multinationals to fortify their North American operations and others to transfer some manufacturing capacity from China to any number of countries, including Vietnam, Cambodia, Malaysia, the Philipines, Bangladesh, India and Ethiopia.

Exports of computers and electronics from Vietnam to the United States have risen 71.6 per cent in the first five months of 2019 compared with the year-ago period, according to government data.&nbsp;

The pattern has also held for other machines and equipment, with exports from Vietnam rising 54.4 per cent over that period.

Even before Trump targeted China on trade, US companies had been reducing their dependence on China because of increasing production costs and elevated transport expenses compared with other Asian countries.

But the trade war has sped up those moves.

Ralph Lauren has "accelerated the diversification of our supply chain to mitigate the long-term impact of any potential tariff outcomes," said a spokesperson for the clothing company, adding that tariffs have so far not hit the company's goods.

Xcel Brands, which owns Isaac Mizrahi, Judith Ripka and other fashion houses, will cease manufacturing in China in 2020, a big shift from two years ago when the country was the source of 100 per cent of its merchandise.&nbsp;

The company has moved clothes-making operations to Vietnam, Cambodia and Bangladesh, and is exploring adding capacity in Central America, Mexico and Canada.

This retooling, which was in the works before the tariffs, could boost profit margins, said Xcel chief executive Robert D'Loren. The trade war with China "accelerated our sourcing diversification efforts," he said.&nbsp;

A decade ago, more than 90 per cent of US footwear was made in China. But today, the figure is 69 per cent, said Matt Priest, president of Footwear Distributors and Retailers of America.

Problem solved

Yet shifting production outside of China to other Asian centres is not necessarily a panacea.&nbsp;

Many of these countries lack the roads, airports and other vital infrastructure of the world's second-biggest economy. And there is no guarantee that the emerging manufacturing venues will be safe from <a href="https://www.wionews.com/world/china-says-us-tariffs-must-be-lifted-to-reach-a-deal-to-end-trade-war-232996">US tariffs</a> down the road.

Companies can also run afoul of US law if goods are made in China and then sent to an intermediate destination to dodge US tariffs.

"I have noticed an upswing in the number of tariff evasion cases that have been made public and also in the number of inquiries my firm has received," said Jeff Newman, a Boston attorney.

A June Wall Street Journal report showed that billions of dollars of Chinese-made goods were being rerouted in this manner through Vietnam, Malaysia and the Philippines.

US customers officials did not respond to request for comment.

Retail giants such as Walmart and Target say significantly reducing their reliance on Chinese-made goods is unrealistic because of the demand for low prices.

That means retailers are more likely to stop producing goods with very low-profit margins than to incur additional costs by moving production out of China, according to Priest of the footwear distributors association.&nbsp;

He points to flip flops, which earn returns of only around six or seven per cent.

"It won't be worth moving to Vietnam for six or seven per cent-margin shoes," Priest said.&nbsp;

"That shoe is not worth it."

Heavy rains and overflowing rivers have swamped 23 districts in northern and northwestern Bangladesh, officials said.

At least 30 people have been killed since the floods began last week.&nbsp;

“The government has opened more than 1,000 temporary shelters but due to deep waters and lack of communications, many people aren`t able to reach them," Raihana Islam, an official in the flood-afflicted district of Bogra, told Reuters.

Islam said scores of people had instead camped on embankments, railway lines and highways, where traffic has come to a standstill.

Aside from concern over crops, authorities are also worried that rising flood waters could take a toll on livestock.

South Asia receives monsoon rains between June and October that often lead to floods later in the season, but the intensity of the deluge in Bangladesh is uncommon.

“The severity of the flood of this year is worse compared to recent years,” Ariful Islam, an executive engineer of Bangladesh Water Development Board, said.

The floods worsened after three embankments on the Brahmaputra river, which flows down from the Himalayas, through northeastern India and into Bangladesh, gave way late on Thursday, said Mohammad Moniruzzaman, an official in the federal agriculture ministry.

"The onrush of water submerged a vast area along with several dozen villages,” he told Reuters.

In the neighbouring Indian state of Assam, floods on the Brahmaputra and its tributaries since last week displaced some 5.8 million people, but the situation has improved with waters receding, a state minister said.

"While some people have started going back to their homes, about 70% continue to remain in makeshift relief camps," Assam Water Resources Minister Keshab Mahanta said.

Water levels were also coming down in the northern Indian state of Bihar, where floods have killed at least 78 people.&nbsp;

"We are now taking measures to prevent outbreak of any disease,” Manish Kumar, the emergency officer at Bihar’s worst flood-hit district of Sitamarhi, told Reuters.

Two people died in Sri Lanka and five were missing due to heavy rain which had forced hundreds to flee their homes across the island nation, the state-run Disaster Management Centre said.

Bangladesh rivers break their banks, forcing 400,000 to flee homes

One of Bangladesh's main rivers breached an embankment, flooding a northern district and forcing thousands from their homes, an official said on Thursday, as the <a href="https://www.wionews.com/south-asia/death-toll-reaches-90-in-nepal-floods-landslides-236862">toll from monsoon rains</a> in neighbouring India climbed to 97 in two flood-hit states.

Several million people are living in camps and makeshift settlements in India's eastern state of Bihar and northeastern Assam, officials said, with heavy rains and flooding since last week driving even animals to seek shelter in people's homes.

The monsoon brings heavy rains to South Asia between June and October, often triggering floods later in the season.

In Bangladesh, the Jamuna river broke through an embankment on Wednesday night, inundating at least 40 villages and displacing more than 200,000 people, government official Rokhsana Begum said.

"We have enough supply of dry food and drinking water but we cannot reach many areas due to high water levels," said the official in the district of Gaibandha, one of 21 hit by floods.

Inadequate supplies are also a concern in the Indian state of Assam, where more than 5.8 million people have been forced out of their homes, but the situation is improving.

"No fresh areas have come under floodwaters since Wednesday night," Assam's health and finance minister, Himanta Biswa Sarma, said.

Poaching

The state's Kaziranga National Park, home to endangered one-horned rhinos and tigers, was waist-deep in water, with animals sheltering in higher areas, and some straying into villages.

On Thursday, an adult tiger was found sleeping on a bed in a house on the edge of the sanctuary. "It appears the tiger strayed into a human settlement area to escape the floods and now appears very tired," park director Shiv Kumar told Reuters.

"We are preparing to tranquilise the tiger."

The floods have killed at least 43 animals, but authorities worry that poachers could take advantage of the deluge to target animals, especially one-horned rhinos, whose numbers are down to about 3,500 worldwide.

"The biggest worry during the floods is from poachers who might take advantage of the rhinos moving to the hills and kill the animals for their horn," said Assam Forest Minister Parimal Suklabaidya.

The death toll in Bihar, which was swamped by waters from the neighbouring Himalayan nation of Nepal, jumped to 67, as rescuers reached further into flood-hit areas.

"I still feel the chances are that the number may again increase," Pratyaya Amrit, a state disaster management official, told Reuters, referring to the death toll.

Kantajew temple, situated in the Dinajpur district in northern Bangladesh, is a late-medieval heritage site with one of the most amazing historical architectures of the country, that is tremendously valuable and worthy of preservation.

In 1704, Maharaja Pran Nath of Dinajpur started the original construction of the temple and it took another 48 years to complete the structure.&nbsp;

In 1752, the entire work of the temple was completed under the reign of Raja Ramnath, son of Maharaja Pran Nath.

The beautiful temple, with signature designs visible in the magnificently laid edifice with ornate terracotta, is dedicated to Lord Krishna and his beloved Radha and depicts the tales of Mahabharata and Ramayana on its walls.

The deities are placed at a higher pedestal inside the temple, whereby the devotees only offer prayers from a distance.

Every year on Janmashtami, the statue of Radha Krishna is taken by the boat through the river to Dinajpur to the King`s palace for two months.

When we think of international borders between two countries, we often tend to come across either secured checkpoints or, perhaps, unremarkable, isolated, and imaginary dividers between the two pieces of land.

In this context, it would be very interesting to note that a house located on the zero-line (no fencing in an area of 385 yards) between India and Bangladesh is home to people who belong to the two different countries.&nbsp;

The house is located in Haripukur, on the India-Bangladesh border. Interestingly, the house draws attention as `Bangladesh` is written on the left wall while `India` on the other side.&nbsp;

This identification indicates that all dwellers in the house do not belong to the same country.

&nbsp;People share the same house, celebrate festivals together and continue their daily works without affecting anyone`s interest, despite vigilant security at all times.

The Border Security Force and Border Guards Bangladesh (BGB) keep their troops deployed on respective sides of the India-Bangladesh border. Speaking to ANI, BGB Major Nayeem commander said that they do not face much problem due to a cordial relationship with India but remain cautious at the same time.

The BSF too reiterated the same thing to ANI.BSF commander B.S. Negi told ANI that the BSF and the BGB ensure the security and safety of zero-line.

"There is no line between temples and mosques here, but people are not fear-free. They do feel some sort of restrictions due to round the clock presence of security forces. Bangladeshis and Indians have a separate mosque to offer Namaz prayers. Even before any celebration or festival security forces are intimated," Negi added.&nbsp;

The Dhaka-bound train hit the van in Ullahpara, some 145 kilometres (90 miles) away from the capital, as 14 people were returning home from a wedding ceremony, local police chief Koushik Ahmed said.

As the van neared an unmanned railway crossing without noticing the rushing train approaching, the crash occurred leaving eight people including the bride and the groom dead on spot.

"Another two (injured) died in the hospital and the rest were injured," he told AFP.

Fatal railway accidents are common in the South Asian country where some 40 percent of the approximately 2,500 rail crossings are unmanned.

According to the police, nearly 6,000 people died in railway accidents on the country's 2,800-kilometres (1,730-mile) rail network in the last six and a half years.

The Indian Coast Guard in a coordinated operation with the Bangladesh Coast Guard brought back as many as 516 Indian fishermen along with 32 Indian fishing boats from Bangladesh who were stranded due to bad weather and rough seas in the Bay of Bengal.&nbsp;

The Bangladesh Coast Guard had provided shelter to these Indian fishing boats at Payra Port in Bangladesh approximately 135 kms from International Maritime Boundary Line (IMBL). &nbsp; &nbsp;

The boats were escorted by two Bangladesh Coast Guard ships – Mansoor Ali and Sadhini Bangla up to the IMBL, where they were formally handed over to two Indian Coast Guard ships – Vijaya and Anmol.&nbsp;

The Coast Guard ships escorted the ships up to the Kakdwip Harbour, later handed over to the West Bengal Fisheries Department.&nbsp;

However, coordinated search by Indian and Bangladesh Coast Guard continues for the four ships that capsized in the Bay of Bengal carrying 24 fishermen. One of the total 25 fishermen miraculously floated on a wooden plank for four days before being rescued by a Bangladeshi ship.&nbsp;

On July 7, four Indian fishing boats from West Bengal - Dashabhuja, Babaji, Joyjogiraj and Nayan from Bengal with 61 crew members and fishermen on board capsized in the Bay of Bengal. Of these 61 fishermen, 36 were rescued by the IFB in the vicinity.&nbsp;

The Indian Coast Guard received a telephonic message from Assistant Director (Fisheries Department), Diamond Harbour regarding the four fishing boats capsizing. Immediately, the Indian Coast Guard deployed a Hovercraft, Fast Patrol Vessel and ICG aircraft in the Indian waters.

On the other hand, the Indian Coast Guard requested Bangladesh Coast Guard to assist in rescue operations in Bangladesh waters.
