Assam flood: 15 dead, 43 lakh people affected; 90% Kaziranga Park inundated

Union Minister Amit Shah on Wednesday said that the government is determined to identify all the illegal immigrants and infiltrators living on every inch of this country and deport them as per the international law.

Responding to a supplementary query by Samajwadi Party member Javed Ali Khan in the Rajya Sabha, Shah said: "It is a very good question. The NRC is part of the Assam Accord and was also in (BJP's) election manifesto based on which the government has came to power. The government will identify illegal immigrants living on every inch of the country's soil and will deport them as per international law."

On Tuesday, the government said that it has adopted a multi-pronged approach to ensure effective surveillance and domination of international borders to check infiltration of illegal immigrants.

The Ministry of Home Affairs said in a written reply to Parvesh Sahib Singh in Lok Sabha said that physical infrastructure like border fencing, floodlighting, construction of border roads and establishment of border outposts have been created.

Currently, the National Register of Citizens (NRC) is being updated under the direct monitoring of the Supreme Court. The apex court has fixed July 31 as the deadline for finalisation of the NRC in Assam.

The NRC aims to separate "genuine" citizens from "illegal immigrants". The government has maintained that its intention is to ensure no illegal immigrant is registered under the NRC and no genuine citizen is left out of it.

He said in case of non-availability of government ICU beds, a consolidated ICU treatment allowance up to Rs1 Lakh per patient will be paid directly to the private hospital in the name of the treating patient. Highlighting the efforts of the state government in response to tackling the crisis, Sarma said that 12.8 lakhs blood slides have been collected and diagnostic services for JE were already available in all district hospitals and medical colleges. Union Health Minister Dr Harsh Vardhan on Sunday dispatched a central team to review the Japanese Encephalitis (JE) situation in view of recently reported cases in Assam and also directed the Ministry to extend all support and assistance to the state government.

"I am closely monitoring the situation. The Health Ministry is coordinating with the Assam government for the prevention and management of JE to ensure that the cases don`t rise in the state," the Union Minister said in a statement.

He also said the Union Health Ministry is providing all logistical and technical support to the Assam government in terms of surveillance and diagnostic kits to strengthen their efforts in dealing with the JE in the state.

Noting that community participation and empowerment are the most crucial to the prevention of JE, Dr Vardhan has urged all the stakeholders to start rigorous awareness campaigns regarding the preventive steps to be taken by the communities.

The Central team, likely to reach Assam this evening, is headed by the Ministry of Health and Family Welfare Additional Secretary Sanjeeva Kumar and is accompanied by the senior officers from the National Vector Borne Diseases Control Programme in New Delhi.

All 27 districts of Assam have been covered under the JE vaccination campaign (for 1-15 years) followed by the routine immunization as part of the Immunization Programme. Ten high endemic districts of Assam - Shivsagar Barpeta, Nagaon, Sonitpur, Darrang, Udalguri, Bongaigaon, Cachar, Morigaon, and Nalbari - have been included under the multipronged strategy for the prevention and control of JE.

These districts have also been covered under adult JE vaccination campaign.

Out of 10 high burdened districts, funds have been provided for the establishment of seven Pediatric ICUs (PICUs). Of these, four PICUs have been made functional.

For the diagnosis of the disease, till date 28 Sentinel Surveillance Hospitals have been identified and the Union Health Ministry is providing diagnostic kits to Assam free of cost, said the statement.

For rehabilitation of JE disabled patients, the Centre has provided funds for the strengthening of two Physical Medicine and Rehabilitation (PMR) departments at Dibrugarh Medical College and Guwahati Medical College.JE is vector-borne encephalitis transmitted by Culex groups of mosquitoes.

These mosquitoes breed mainly in rice fields and large water bodies rich in aquatic vegetations. Migratory birds along with pigs in the community play an important role in the transmission of JE from one area to other areas.

The National Register of Citizens (NRC) is being updated under the direct monitoring of the Supreme Court.

The final draft of NRC was released on July 30, 2018, that included the names of 2.9 crore people out of the total applications of 3.29 crore. Around 40.7 lakh people had found their names excluded from the list.

A window ending December 31, 2018, was provided for those who wanted to file claims for re-inclusion.

Give fair hearing to all those who wish to get enrolled: Supreme Court on NRC list

The president of Assam unit of the Congress party, Ripun Bora, submitted his resignation to party president Rahul Gandhi after Congress's "humiliating defeat" in the recently-concluded Lok Sabha elections.

"I take the moral responsibility for the dismal performance of the Congress party in the result of Lok Sabha elections under my leadership in Assam. Whatever may be the reason for this humiliating defeat of my party in Assam, my conscience does not allow me to continue as president of Assam PCC," Bora said in his resignation letter.

"I shall always be a disciplined soldier of my party and I am ready to dedicate myself to work for the party in the days to come. In order to give a new look to the party and rejuvenate it I think a new successor should take immediately my place," he added.

Out of the total 14 Lok Sabha seats in Assam, Congress only managed to win three, while the BJP bagged nine of them and two went to others.

Bora is the latest to resign over Congress's performance. Uttar Pradesh Congress chief Raj Babbar, party's Odisha unit chief Niranjan Patnaik and Karnataka state unit president HK Patil have already sent their resignations to Gandhi. Delhi Congress president Shiela Dikshit has also sent her resignation to the party chief.

The Congress is going through a crisis after its humiliating defeat in the Lok Sabha elections, where the voters gave a decisive mandate to BJP-led NDA to govern the country for the next fiver years. Rahul Gandhi has himself offered to resign as party president, though the proposal was rejected during the party's working committee meeting.

The Supreme Court Wednesday ruled that it will not extend the July 31 deadline for finalisation of the National Register of Citizens (NRC) in Assam.

A bench comprising Chief Justice Ranjan Gogoi and Justice R F Nariman also gave a "free hand" to Prateek Hajela, Assam NRC coordinator dealing with claims and objections of persons against wrong exclusion or inclusion of citizens in the NRC.

The direction came after Hajela informed the bench that many persons, who had objected to the inclusion of certain individuals in the draft NRC are not coming forward before panels which are dealing with such complaints.
