Arriving for the third and probably final day of an extraordinary European summit, Merkel said the 27 leaders had "many positions" on the size of the fund, on rules for accessing it and on tying it to respect for the rule of law.

"I still can't say whether a solution will be found," she said. "There is a lot of good will... but it may also be that no result will be achieved today."

Earlier on Saturday, European Union leaders remained deadlocked over the COVID-19 recovery plan due to resistance from the Netherlands and its allies: Austria, Denmark, Finland and Sweden.

European Council president Charles Michel was expected to propose another plan to the 27 leaders at noon (1000 GMT) Sunday after his blueprints for a 750-billion-euro ($850 billion) package were refused by the richer northern member states.

Michel's latest proposal would keep the total recovery budget at 750 million euros, but shift the balance slightly from grants to loans.

After months of standstill because of the coronavirus, the two sides resumed negotiations this week on how to define Britain's future economic ties with the bloc, but the tone has hardened in both camps.

"I will keep pushing for a good solution, but the EU and Germany too must and should prepare for the case that an agreement is not reached," Merkel told German lawmakers in Berlin.

The veteran leader was speaking on the first day of Germany's six-month EU presidency, set to be dominated by the coronavirus pandemic and its economic fallout.

But Britain's divorce will loom large too, since London and Brussels only have until the end of December to clinch a new agreement or end their half-century relationship without specific plans for how they plan to trade or coexist in other fields.&nbsp;

Without a deal, ties would be reduced to minimum standards set by the World Trade Organization with high tariffs and serious disruptions to business.

Merkel already warned last week that Britain would "have to live with the consequences" of weaker trade ties with the EU in a no-deal outcome.

Germany has set itself an ambitious agenda for the EU presidency, which observers say may be the last chance for outgoing chancellor Merkel to shape her European legacy.

Her main goal is to push through a massive economic recovery plan to help the 27-member club cope with its steepest recession since World War II, triggered by a pandemic that has so far killed more than 500,000 people worldwide.

"We are living in very serious times and need to react accordingly," Merkel told German MPs.

The chancellor, who has just over a year left in her final term, has thrown her political weight behind the proposed 750-billion-euro ($843-billion) recovery fund.

The fund would controversially be financed through shared EU borrowing, in a stunning U-turn for Germany after years of opposition to debt pooling.

But so-called frugal nations including Austria and the Netherlands want to rein in the spending and are insisting on loans rather than grants.

Merkel has urged holdout nations to show unprecedented solidarity with hard-hit neighbours, warning that an uneven recovery could undermine the EU single market and end up harming stronger economies too.

But "member states' positions are still very far apart" on the matter, she admitted.

"We must get away from the idea that it is we who define what the United Kingdom may wish," indicated Merkel, who has consistently sought to help bring about an outcome which avoids a hard Brexit.

"The United Kingdom defines and we, as the EU27, make an appropriate response," said Merkel.

"If the United Kingdom does not want regulations comparable to that of Europe in terms of the environment, the labour market or social norms, our relations will lose intensity," she observed.

US President&nbsp;Donald Trump&nbsp;has ordered the US military to remove nearly 9,500 troops from Germany in a move likely to raise concerns in Europe about the US commitment to the region.

The move would reduce US troop numbers in&nbsp;Germany&nbsp;to 25,000, compared with the 34,500 currently there, a senior US official said.

The official said the move was the result of months of work by America’s top military officer, General Mark Milley, chairman of the joint chiefs of staff, and had nothing to do with tensions between Trump and the German chancellor, Angela Merkel, who&nbsp;thwarted Trump’s plan to host a G7 meeting this month.

A second senior administration official said the 9,500 troops would be sent elsewhere: some to Poland, some to other allied countries, and the rest would return home. The official said there was less need for the large contingent in Germany because of overall increased defence spending by the US-led Nato military alliance.

The second official said the change was ordered in a memorandum signed recently by Trump’s national security adviser, Robert O’Brien. The official said the United States started working on the plan last September and had just now got the pieces in place.

The move is the latest twist in relations between Berlin and Washington, which have often been strained during Trump’s presidency. Trump has pressed Germany to raise defence spending and accused Berlin of being a captive of Russia due to its energy reliance.

"The German economy will shrink significantly in 2020," the so-called "Wise Men" expert panel (SVR) said, with the exact size of the impact "depending on the extent and duration of health policy measures and the subsequent recovery".

Like other economists around the world, the group sketched different scenarios for the virus' impact on Europe's top economy depending on whether it follows a "V" shape, with a sharp drop matched by a swift recovery, or a more prolonged "U" in which the rebound takes longer to materialise.

Germany's 83 million people are currently under slightly less strict lockdown conditions than in other European nations like France and Italy, with non-essential excursions outside mostly still allowed.

But companies from airline giant Lufthansa to car behemoth Volkswagen have already slashed their operations in response.

'V' or 'U'?&nbsp;

In their central outlook with activity "normalising over the summer", the SVR forecast a 2.8 per cent drop in gross domestic product (GDP) in 2020, followed by a 3.7 per cent expansion next year.

But a deeper "V" due to widespread halts in production or a longer period of isolation to slow the virus' spread could bring a 5.4 per cent slump, followed by growth of 4.9 per cent in 2021.

In the still-more-damaging "U" scenario, with contact restrictions lasting "beyond the summer" and economic recovery setting in only next year, GDP might fall 4.5 per cent in 2020, but add just 1.0 percent next year, the experts suggested.

SVR member Achim Trueger urged Berlin to coordinate with governments elsewhere in Europe and further afield on both health and economic measures to lay the groundwork for the recovery in Germany's highly-interconnected economy.

"It's not much good if one country, hopefully Germany, comes through the crisis relatively well, but around us the crisis is not yet over, then we won't be able to ramp up production," Trueger said.

The SVR members hailed as &nbsp;"welcome" a 1.1-trillion-euro package of economic support from Berlin including easier access to benefits for workers on shorter hours, guarantees for loans to business and direct support for firms hardest hit by the crisis -- up to and including the state taking stakes in stricken companies.

In the weeks ahead, "optimum use should be made of the time during which the public health measures are in place in order to support the recovery and long-term economic development," the experts added.

That could range from training and further education for workers to making faster progress on construction projects in areas affected by shutdowns, like schools and public transport.

"Further, the restrictions make fast progress on digitalisation imperative for businesses and public administration," the economists said -- with integrating IT into daily work, an area where Germany is widely seen as lagging behind.

Angela Merkel is "doing well" in self-imposed quarantine and awaiting the results of her coronavirus test, her spokesman said Monday, as the veteran chancellor joined millions of Germans in working from home.

Merkel decided to self-isolate as a precaution after learning on Sunday that a doctor who vaccinated her last Friday was infected with the novel coronavirus.

"The chancellor is doing well," her spokesman Steffen Seibert told reporters.

Dialling in from her Berlin flat, Merkel, 65, led a cabinet meeting that decided on a major rescue package for virus-stricken companies and employees in Europe's top economy.
