The coalition between Merkel's CDU/CSU bloc and the SPD has struggled to stay afloat for much of the time since it was formed in March 2018 to end months of political limbo following an inconclusive national election.

The conservatives had agreed to an SPD proposal to introduce a higher basic pension for low-income workers who had been employed for at least 35 years. But some details were left open and talks on finalising terms had stalled for months.

The impasse led some SPD members, worried by the party's falling ratings, to threaten to quit the coalition.

If the partners had failed to reach a deal, SPD members might have decided to vote against staying in the coalition at a party congress on December&nbsp;6-8.

Dreyer estimated that up to 1.5 million people would benefit from the deal through increased pension entitlements.

"Especially women will benefit from this... so this is also a strong signal when it comes to feminist policies," she added.

Annegret Kramp-Karrenbauer, chairwoman of Merkel's Christian Democratic Union (CDU), said the agreement would reduce the risk of old-age poverty while the decision to lower contributions to the public unemployment insurance scheme was meant to give the slowing economy a fiscal stimulus.

The planned investment fund will be worth up to 10 billion euros to support cutting-edge technologies in areas such as digitisation and climate protection, Kramp-Karrenbauer added. It will be run by the state-owned KfW bank.

He has expressed hope that the meeting, the first at such a high level since 2016, could take place in Paris in November.

The summit has been repeatedly postponed as previous attempts to organise pullbacks of troops have failed, most recently on Monday.

Russia has said it backs a new summit but refused to commit to a timetable.

"We want to hold the summit as soon as possible, but at the same time we consider this summit has to be well organised to ensure it gets the necessary results," Kremlin spokesman Dmitry Peskov said Tuesday.

He added it was "too early to say" whether the meeting could take place this year because "many questions" remained unresolved.

The troop pullbacks are one of the Kremlin's conditions to stage a summit that Kiev hopes could restart the stalled peace process.

Soldiers on Friday were set to signal their intention to withdraw by firing a flare before moving back a kilometre, Kiev said.

Monitors from the Organisation for Security and Co-operation in Europe (OSCE) will be observing the disengagement which could be spread over several days.

If the pullback goes ahead, it raises the possibility of a withdrawal along the more than 400-kilometre (249-mile) frontline.

Since coming to power in May, comedian-turned-president Zelensky, 41, has sought to revive a peace process to end the separatist conflict in eastern Ukraine that has claimed some 13,000 lives since 2014.

German Chancellor Angela Merkel on Sunday said her government was stepping up efforts to roll out a vast network of electric car charging points in a bid to encourage drivers to make the switch and help the country meet its climate targets.

In her weekly podcast, Merkel said the rapid expansion of reliable, easy-to-use charging stations across Germany was necessary to give drivers "the confidence to buy an e-car".

"That's why we want to create one million charging points by 2030, and the industry will participate in this too," she said.

The comments came on the eve of a major meeting between car industry bosses and government ministries in Berlin.

In September, Merkel's government set itself the ambitious goal of increasing the number of charging stations to a million as part of a package of measures to reduce Germany's greenhouse gas emissions by at least 55 per cent from 1990 levels by 2030.

The country currently has just 21,000 public car charging points.

The government's "climate package" also wants to see seven to 10 million zero-emission electric cars on the roads by 2030, up from around 220,000 last August.

But to achieve that, the transport ministry says drivers first need to overcome "range anxiety" -- the fear of running out of juice in between charging points.

According to documents seen by AFP, the ministry will at Monday's meeting lay out a plan that prioritises installing battery-charging stations at supermarkets and petrol stations and making it easier for building owners to set up charging points in underground parks.

Even today, it has a barrel for filling ink using a dropper and the Genius Iridium Nib from Germany.

Notably, Mahatma Gandhi had written over 31,000 letters in his quest to take India to its freedom. Many of these letters were written using the pen that was made for him in 1934 by Ratnam, by using indigenous materials which were based upon Mahatma Gandhi's request to him to create 'swadeshi'&nbsp;(locally made) products - be it a pin or a pen.

A young Ratnam, took on the challenge and developed an ink pen which won him Mahatma Gandhi's praise, evident when the latter wrote him a letter saying, "Dear Ratnam, I have used the fountain pen and it seems to be a good substitute to the foreign pens, one sees in the bazaar."

A copy of the prized letter has been presented in a 'recycled wood'&nbsp;and brass frame, created to match the vintage aesthetic of the Ratnam pen.

IGCs give us the opportunity to talk about the whole breadth of the future of our relationship. This time, the focus will be economic and trade relations, innovation and digitalisation, and climate protection and sustainable development," the statement read.

"Additionally, we will talk about how we can work towards climate protection and sustainable development in our relationship. We will also discuss foreign and security policy issues -- that means that our discussion will cover a large spectrum," it added.

The discussions will also touch upon renewable energy, smart cities, and new forms of mobility, Merkel further said.

The German Chancellor added that she is impressed by the "developmental dynamic of India" and how the country has rapidly developed over the past few years.

"All of us know that India has great potential. Therefore it is important that we, as Germans, the largest trade partner of India in the EU (European Union), work further for the strengthening of our relationship and learn from India and also are able to use our technological development in India."
