In an unusual move, the United States summoned Afghan National Security Advisor Hamdullah Mohib hours after he blasted Special US Representative Zalmay Khalilzad for bypassing the elected government of Afghanistan in their direct <a href="https://www.wionews.com/south-asia/us-taliban-talks-end-for-now-with-no-afghan-peace-deal-202982">peace talks with the Taliban</a>.

"Under Secretary for Political Affairs David Hale summoned Afghan National Security Advisor Hamdullah Mohib today to reject the public comments attributed to National Security Advisor Mohib criticising the US approach to reconciliation," State Department deputy spokesman Robert Palladino said after the meeting the between the two officials.

Over the past two days, Mohib at various public forums during an appearance at a Washington DC-based think-tank and in an interaction with reporters described the US's talks with the Taliban as surrender discussion.

He alleged Khalilzad was keeping the "duly elected" Afghan government in dark and that in the latest round of talks in Doha, they were humiliated and made to wait in a hotel lobby.

"We don't know what's going on. We don't have the kind of transparency that we should have," Mohib told reporters at a news conference on Thursday.

He claimed the Afghan government was getting the information in bits and pieces.

"The last people to find out (about the peace talks) are us," Mohib claimed.

He alleged the Afghan-born US diplomat Khalilzad has personal ambition in Afghanistan.

"The perception in Afghanistan and people in the government think that perhaps all of this talk is to create a caretaker government of which he will then become the viceroy," Mohib alleged.

But Palladino said Under Secretary Hale in his meeting with the Afghan NSA "underscored" the "longstanding" US assistance and support to Afghanistan.

Hale expressed America's commitment to the Afghan government's stability and full participation in the peace process, the State Department deputy spokesman said.

"He also reminded National Security Advisor Mohib that Special Representative Khalilzad represents the Secretary, and that attacks on Ambassador Khalilzad are attacks on the Department and only serve to hinder the bilateral relationship and the peace process," Palladino said in a strongly worded statement.

It is rare that a visiting NSA is summoned by the US State Department in this manner.

Palladino also said that the US was displeased with Mohib's remarks.

Also expressing his displeasure was US National Security Advisor John Bolton, who reportedly refused to meet Mohib.

Husain Haqqani, a former Pakistani ambassador to the US who is now at the Hudson Institute think-tank, criticised the State Department for such a treatment to Mohib.

"Such arrogance! Not expected of US diplomats. More suited to the erstwhile Soviet Union or China," he said.

"Support for" Afghan peace "could have been asserted without such language," said Haqqani.

It was at the Hudson Institute on Wednesday that Mohib launched his blistering attack on Khalilzad.

Mohib said while the democratically elected Afghan government has been kept out of the peace talks, Islamabad was well aware of the developments happening at the talks in Doha.

"The patron (Pakistan foreign minister) tweets and says there was progress in Doha. Were they there? What is the relationship of the Taliban with Pakistan? I have to say it, spell it out," he said.

"What is the relationship (between the Taliban and Pakistan)? Has anybody asked and what does it mean? What will be the end of that relationship? Will peace in Afghanistan mean Pakistan no longer using proxies for their political objectives and terrorists. Will the UN raise that question of what the policy or non-state actors," Mohib asked.

There will be no peace unless Pakistan stops supporting "non-state actors", he said.

"Imagine these discussions were successful. What would be Pakistan's objective? What would it be for the Pakistani military? What would be the incentives for them? The incentive for them is they've just defeated the United States [and] all of its coalition partners," he said.

"It (Pakistan) has the incentive to continue to sponsor and support its policy of Islamic extremist. That is the best weapon they have and they will continue to use it at the cost of all Muslims," Mohib said.

"If we don't hold Pakistan responsible for the use of their non-state actors and terrorists here, you will not be able to hold them back anywhere else," said the Afghan NSA.

On Thursday, he alleged Khalilzad was trying to delegitimize the Afghan government.

"The reason he is delegitimizing the Afghan government and weakening it, and at the same time elevating the Taliban can only have one approach. It's definitely not for peace."

US State Department summons visiting Afghan NSA in rare rebuke

US and Taliban negotiators wrapped up their longest round of peace talks on Tuesday with progress made but no agreement on when foreign troops might withdraw, officials from both sides said.

The 16 days of talks, in which the United States also sought assurances that the Taliban would not allow militant groups to use Afghanistan to stage attacks, are expected to resume in late March.

The negotiations in Doha, Qatar included the Taliban's political chief Mullah Abdul Ghani Baradar and a US team led by special envoy Zalmay Khalilzad.

Khalilzad, an Afghan-born veteran US diplomat, said the sides made progress on discussions about counter-terrorism assurances and a troop withdrawal from Afghanistan.&nbsp;&nbsp;

"The conditions for peace have improved. It`s clear all sides want to end the war. Despite ups and downs, we kept things on track and made real strides," Khalilzad said on Twitter.

The Taliban have held multiple rounds of peace talks with the American team led by Khalilzad but have so far refused to talk to the Afghan government.

"When the agreement in draft about a withdrawal timeline and effective counter-terrorism measures is finalised, the Taliban and other Afghans, including the government, will begin intra-Afghan negotiations on a political settlement and comprehensive ceasefire," Khalilzad said.

SOME PROGRESS

Taliban spokesman Zabihullah Mujahid said the sides made progress on the issues of withdrawing foreign forces and preventing future attacks on other countries from Afghanistan.

But, in a statement, he stressed that no agreement was reached on a ceasefire or talks with the Afghan government.

A spokesman for Afghan President Ashraf Ghani tweeted that he hoped to see a long-term ceasefire agreement and the start of direct talks between the government and Taliban soon.

The talks were held in a closed-off banquet hall at the five-star Ritz-Carlton seaside hotel on the southern end of Doha.

Qatar has hosted the Taliban`s political office since 2013 and has looked to position itself as an important regional player for conflict resolution.

"We appreciate how difficult it is to end 18 years of war. Qatar looks forward to resumption of the talks in the coming weeks," said Qatar`s lead mediator Mutlaq Bin Majid Al-Qahtani.

No date has been set for the next round.

Khalilzad said he would return to Washington to brief US and international officials.&nbsp;

Talks ended on a day in which Taliban insurgents stepped up pressure on the battlefield, killing 20 Afghan soldiers and capturing another 20 in western Afghanistan. In another province, officials said an airstrike killed both Taliban fighters and civilians.&nbsp;

About 14,000 US troops are based in Afghanistan as part of a US-led NATO mission to train, assist and advise Afghan forces. Some US forces carry out counter-terrorism operations.

The United States has been pushing the Taliban to agree to a ceasefire and to talk with Afghanistan`s government, which the militant group considers a US puppet regime.&nbsp;

"The US officials were pressing the Taliban to declare a ceasefire, but our leaders were clear that a ceasefire can only be announced after the foreign force withdrawal announcement (is) made," said a senior Taliban commander privy to the talks.

Another Taliban source said on condition of anonymity there was frustration on some issues during the peace talks and that a senior member of the Islamist group told US officials at one point that the Taliban are "not their servants" and need no US approval for any future decisions.

Washington intervened in Afghanistan in 2001 to help overthrow a Taliban government that had sheltered Osama bin Laden`s al Qaeda group, responsible for the September 11 attacks that killed nearly 3,000 people in the United States.

A US-led international force has fought since then against a Taliban insurgency. The foreign presence peaked in 2010 at more than 130,000 troops including 100,000 Americans but was sharply cut back after 2014.

Nearly 3,500 foreign troops including 2,300 Americans have died in Afghanistan. The United Nations has tallied the deaths of more than 30,000 Afghan civilians since 2009, most killed by insurgent attacks. US, Taliban talks end for now with no Afghan peace deal

On February 20, WION held its first ever Global Summit, “Unleashing the Power of South Asia” in Dubai, UAE. At the event, influencers from Sri Lanka, Bangladesh, Afghanistan, Maldives, UAE, USA and India, came together to provide suggestions to improve regional relations. As a guest speaker, I was fortunate to speak about ‘Women in South Asia: Are we caught between Tradition and Modernity?’ Afghanistan plays a significant role in the success or failure of women in South Asia, so I focused on Afghan women. &nbsp;

I began my speech with a historical story that has resonated with me since childhood: The July 1879 Second Afghan Anglo War. British forces of the 66th regiment, equipped with modern machinery, encountered Afghan troops under the command of Ghazi Ayub Khan at Maiwand region of Qandahar province. As the fighting intensified, the Afghans were at the bottom of Maiwand mountain holding on to their swords, as the British came down the mountain on high morale assured by their modern weaponry advantage. As the British advanced to the Afghan position, several Afghan fighters were killed and many others were injured. At that moment, Commander Ayub Khan didn’t know what course of action to take. Amongst the ranks of the Afghans were many women - to help the wounded. Malalai, a daughter of a shepherd from a local tribe, watched as her father and her fiancé battled on. As the situation dramatically worsened when the Afghan flag bearer was killed, Malalai appeared on the battlefield, removing her veil, shouting "Young love, if you do not fall in the battle of Maiwand, someone is saving you as a symbol of shame." This battle cry gave the Afghan warriors new resolve and their efforts redoubled. Her leadership drove the Afghans to victory. &nbsp;

Malalai of Maiwand is a legendary icon of bravery. There are many Malalai amongst us in the modern era, ready to be recognised. In my speech, I highlighted important Afghan women in countering violent extremism and tech, noting that women are in a constant process of modernisation. Afghan women have become change agents in Afghanistan, modernising what it means to be an Afghan woman while maintaining Afghan traditions. We believe that educating and strengthening a female translates to building the family unit. That is why, in honour of Women’s month, I wanted to shed light on a few influential Afghan women who deserve recognition.&nbsp;

These four Afghan female figures have influenced not only Afghan women but women all over the world. Mariam Atash is a member of the International Association of Women; US-Afghan Women’s Council; American Women for International Understanding; Virginia and California State Bar Association, entrepreneur, mother and a mentor. She is passionate and outspoken about women’s empowerment. From writing to advocating on major news stations, radio stations and speaking events, she wants to help identify paths to better the lives of women and ultimately improve society as a whole. &nbsp;

After the Soviet invasion, the strong stories of Afghan women were rarely told as the focus turned to war. The rise of the Afghan Mujahideen, a term for one engaged in Jihad (literally, ‘struggle’), was coined by their spokeswoman, Fatima Gailani, a living embodiment of empowerment. Fatima Gailani obtained her BA and MA degree in Persian Literature and Sufism and another MA in Islamic Studies. Intelligent and articulate, the Afghan aristocrat played a vital role in drawing the world's attention to the events taking place in her country. She attended the Bonne Conference on Afghanistan. After her return to Afghanistan, she was chosen as a delegate to the Emergency Loya Jirga – Grand Council and appointed as a constitution drafting and ratifying commissioner. Following her decorated political career, she joined the Afghan Red Crescent to follow her passion, making a difference in the lives of the most vulnerable in her country and around the world. Today, Fatima Gailani is the head of the Gulf Cooperation Council Cluster on behalf of the International Federation of the Red Cross Red Crescent and is a leading Afghan humanitarian. &nbsp;

I find the below passage a fitting choice for the circumstances of Afghan women today:&nbsp;

This passage demonstrates the past holds no bearing on the future. The women of Afghanistan are strong in will and determination, and shall push past historic barriers to redefine what it means to be an Afghan woman. These four women are strong examples of female empowerment, as they seek to improve and strengthen women in every society. &nbsp;

At least 25 Afghan soldiers were killed as they repelled an attack on Friday by the Taliban on a military base in Helmand province in southern Afghanistan, officials said.

Afghan forces killed at least nine Taliban insurgents, including three suicide bombers, during the attack by the hardline Islamist group, the provincial governor said in a statement. Afghan commando forces were clearing the area, he said.

The 215 Maiwand Army Corps came under attack in the early hours of Friday, said a senior security official in Kabul, adding the attack was the Taliban's third attempt to overrun Camp Shorab, a strategic military installation, in the past 48 hours.

An Afghan security forces officer in Helmand said one of the suicide bombers had blown himself up in a dining room inside the military corps compound, and clashes continued.

The U.S. advise and assist mission, which works alongside Afghan troops, operates from the base. Foreign forces present at the base were safe as the Taliban could not breach the walls of their compound, two other security officials said.

Security officials in Kabul say clashes between the Taliban and government forces backed by foreign forces have not subsided even as U.S. and Taliban officials are holding talks in Qatar to seek a negotiated solution to end Afghanistan's long war.

Repeated raids on Camp Shorab, a sprawling base situated on what used to be Camp Bastion, the former British airbase, and Camp Leatherneck, the old U.S. Marine Corps base in Helmand, have underlined the Taliban's ability to target critical security installations.

Abdul Bari, who abandoned his home in an insurgent fiefdom in Uruzgan province three months ago, spoke darkly of life under the white flag of the Taliban.

"They would stage public executions from time to time," the 66-year-old told AFP in Kandahar, where he fled with his family.

"Their fighters would decide the fate of people."

'People are terrified'

Taliban courts preside over justice in huge swathes of the country -- even areas ostensibly under government control, said Ashley Jackson, a research associate with the Overseas Development Institute.

Verdicts under their own strict interpretation of Sharia law are swift, and punishments severe, from limbs amputated for theft to condemned prisoners hung by roadsides as a warning.

"People are terrified of them," said Sayed Omar, who escaped Taliban brutality in Uruzgan.

"They have not changed, they are the same as they were during their rule."

Mohammad Qasem, a shopkeeper who spoke to AFP by phone from another Taliban bastion in Kandahar, said the militants had banned smartphones and confined women to the home -- effectively reversing the clock to 1996, when they stormed to power.

But they were "a bit easier" on men having shorter beards -- a floggable offence under their former regime.

The Taliban have told AFP they want to establish "an Islamic system" as opposed to the democracy built since 2001, but that they have modified their stance on some issues including dropping a ban on the education of women and girls.

AFP was unable to speak to any women currently living under Taliban rule.

Human Rights Watch senior researcher Heather Barr said in some areas the militants now allow girls to attend primary school, "if it was segregated by gender, the teachers were female, and the Taliban controlled the curriculum".

However, it was "ridiculous and harmful" to suggest that proved the Taliban had softened their stance on women, she said.

"Limiting girls to primary education is an extreme form of misogyny ... Too many men are in a rush to argue that a Taliban deal will be fine for women. Women know better -- but is anyone listening to them?"

Qasem said the restrictions were unpopular. Times have changed since the Taliban were deposed, he added.

"This time, if they don't change, it might create a backlash," he told AFP.

There are some signs the insurgents are listening.

Phone use is permitted during the day and televisions watched without fear of punishment, a far cry from the violent Taliban purges against technology in the past.

"What they say is don't listen to music, listen to sermons and religious programs. But there is no smashing of TV sets anymore," Thomas Ruttig, from the Afghanistan Analysts Network, told AFP.&nbsp;

Carrot and stick

The Taliban are also keen to show they can govern a modern nation.

In territory where control is split with the government, the militants ensure teachers and clinic staff show up for work and prod electricity providers to fix power outages.

Jackson said this Taliban "shadow government" exists partly to embarrass corrupt local politicians, but also to exert soft power and demonstrate competence.

"It's both carrot and stick. I think they realise they have to provide... some tangible benefit," Jackson said.

Mullah Rauf, a former Taliban commander, said the insurgents had evolved.

"They can't have a hardline government anymore. Nowhere in the world do such governments exist," he told AFP by telephone from Panjwaee, a Taliban district in Kandahar.

As America pushes for a peace deal, many Afghans want to know the Taliban's intentions once foreign troops leave.

The militants say they do not want to rule by force, but share power with other parties.

Taliban justice is one area "where compromise will be the hardest", Jackson said.

Ruttig said the militants had not abandoned their ideology, but know "they cannot rule against the population", and therefore might be open to some compromise.

"But whether that's good enough for most Afghans -- who now have tasted completely different freedoms than what they had under the Taliban -- that will be up to the Afghan population," Ruttig said.

The Taliban have not changed, warn Afghans living under their rule

After 17 years of war, Afghanistan is on the cusp of peace. The kind of peace Ronald Reagan spoke about — not the absence of conflict, but the ability to manage conflict by peaceful means. The Americans are pushing forth with a ceasefire agreement. The Russians are holding an intra-Afghan dialogue. Simultaneous attempts are underway. It’s the course that suits all sides.

All but two. The Government of Afghanistan and the Government of India. One has been left out of the peace talks, the second remains reluctant to join them.

Let’s begin with India. Some things have remained constant in the evolving matrix of Indian foreign policy. One is the assertion that talks and terror don’t go hand in hand. The second is India’s refusal to send troops to a foreign land without a United Nations mandate. Exceptions have been made, but Afghanistan may not qualify for that just yet. It’s an election year in India. Talking to the Taliban is just the kind of foreign policy hot potato any government would avoid, especially this one.

You could call it dithering. You could say India is weighing its options. You could also say that India is waiting to see how the chips fall. Delhi has tested the waters. In a major departure from policy, it sent two “unofficial representatives” to Moscow last year to “observe” the peace talks. But it’s not something the government wants to discuss. When the Army Chief in India said we should talk to the Taliban without preconditions, the government pretended the episode never took place. Radio silence. Some off-the-record reactions called it the Army Chief’s “personal opinion”.

The fact is that India is too deeply invested in Afghanistan, both in terms of money and diplomatic capital. India is Afghanistan’s biggest regional donor. Development assistance from New Delhi to Kabul stands at more than $2 billion. India started pouring in help right after the fall of the Taliban regime.&nbsp;

They’re now being treated as legitimate stakeholders. The Afghan politicians call them “one of us”. The outsiders are only too happy to accept, bury the hatchet and move on. Look at the peace talks and those brokering them.

He wants out and in his desperation trusts the Taliban to espouse peace and keep their word. The Pakistanis want these talks. They have nurtured the Taliban at the risk of upsetting the world and now want to seize their chance to play kingmakers in the strategically vital neighbourhood. The Russians are still coming to terms with their unceremonious exit a few decades ago, have revived their presence, and now want peace to safeguard their Central Asian assets.&nbsp;

And of course, the Taliban themselves. They control more than 60 per cent of Afghan territory. They want foreign forces to exit their land. They’re talking on their terms and have already secured the promise of America’s exit without giving anything in return. The Taliban strikes in Afghanistan haven’t abated with progress in the talks.

India has maintained that peace in Afghanistan should be an Afghan-led process. India is the only one still sticking to that position, apart from President Ghani who is out on a limb. He wants to be part of the peace talks but the Taliban won’t have him. They don’t recognise this government. They call it America’s puppet, not worth talking to. He wants the Americans to stay, he’s offering concessions, but Donald Trump would have none of it. The US President says his country is done with nation-building. Nobody is betting on the incumbent Afghan government.

Meanwhile, the Taliban have reached out to New Delhi. They’re offering dialogue, promising to safeguard India’s investments in Chabahar, even promising to protect minorities, including Hindus and Sikhs, in Afghanistan. They’re sounding like a political party. They seem to want to morph into one and seek legitimacy to rule a country they already pretty much control.

The choice before India is not really a choice. It’s a question of when rather than if. It’s a tough question in an election year. And the Modi government seems to be in no hurry to answer it.

Taliban spokesman Zabihullah Mujahid spoke to AFP via WhatsApp a day after the US said talks with the militants are "on the right path", fuelling speculation of a breakthrough in the 17-year conflict.

The US president's apparent eagerness to pull troops out has weighed on the negotiations, which culminated with six straight days of meetings in Qatar last week.

"An agreement was reached on a principle framework... Which, if implemented, and if the Americans take honest steps and stick to it truthfully, then God willing we are hopeful that the Americans will end the occupation of Afghanistan," Mujahid said.

"It appears that Trump is serious," the Taliban spokesman continued. US special envoy Zalmay Khalilzad also spoke this week of a "draft framework" for a deal, though he warned that major hurdles -- including any US withdrawal -- remain.

Experts have hailed the development as a milestone in the conflict. But it has prompted concerns from Afghans and observers who feared foreign troops could withdraw before a lasting peace is reached between the insurgents and the government in Kabul.

The Taliban took over Afghanistan in 1996, imposing their brutal interpretation of Shariah law on the country until they were toppled in the US invasion of 2001.

They have since fought an insurgency demanding foreign troops leave and an Islamic state be re-established.

Mujahid said a foreign withdrawal was the first goal.

"Secondly, we want the establishment of an Islamic system," he continued, dampening tentative hopes among Afghans that the insurgents would agree to participate in the existing democratic system built since 2001.

He said they would establish such a system through "negotiations with different political sides, even if they have so far been under the umbrella of the invaders".

If the government in Kabul will not stand in the way, he added, "then of course there will be no need for war".

Mujahid said the insurgents are not seeking to monopolise power. "Inshallah (God willing) all Afghans, including different political sides" can take part, he told AFP.

Such a system would be based on the principle of shura, or council, with Islamic experts making decisions and "representatives of people and scholars" contributing.

Mujahid said the group was "100 percent hopeful" of establishing such a system.

He admitted that the Taliban regime of the 1990s experienced "a lot of economic, social and security problems" -- a key one being how to separate men from women.

Under the Taliban women were largely confined to their homes, venturing outside only with a male escort and hidden beneath a burqa. Girls education was banned and women were prohibited from the workplace save in some few areas such as medicine.

Now, the militants "don't oppose the education of women", Mujahid said. "We will try to provide a safe environment for the education and work of women," he told AFP, adding "whatever is permissible for women in Islamic Sharia will be allowed".

Many women have spoken to AFP of their fears that a peace deal could come at the cost of the few, hard-won rights they have managed to establish in the deeply patriarchal, conservative country since 2001.

Mujahid said the next round of talks with the US will again take place in Doha starting February 25.

It put districts under government control or influence at 53.8 per cent covering 63.5 per cent of the population by October 2018, with the rest of the country controlled or contested by the Taliban.

The hardline Islamist group has been unable to seize a major Afghan city but has stepped up the pressure in rural areas and is now more powerful than any at other time since they were toppled by US-backed Afghan forces in late 2001.

SIGAR cited a US Forces-Afghanistan report that the Afghan National Defence and Security Forces had decreased to 308,693 troops, or 87.7 per cent of its assigned strength, the lowest since the creation of NATO's operation to train, advise and assist Afghans in January 2015.

The United States has some 14,000 troops in Afghanistan as part of the NATO-led Resolute Support mission and a separate counter-terrorism effort largely directed at groups such as al Qaeda and Islamic State.

Some 8,000 troops from 38 other countries also participate in Resolute Support.

The report did not detail the reasons for the decreasing numbers and the Afghan government does not publish casualty figures. However, security analysts say that re-enlistment and unauthorised absences remain major problems.

President Ashraf Ghani said in Switzerland last week 45,000 members of the Afghan security forces had been killed since he took office in 2014, a figure analyst said helped explain morale problems.

"That number indicates that in those roughly 53 months, around 849 Afghan security personnel have been killed per month on average," SIGAR said.

SIGAR also released figures suggesting the recruitment and retention of women in the national defence and security forces was a significant challenge.

Citing information declassified by US Forces-Afghanistan, SIGAR said Afghan forces had 4,735 female personnel - less than 2 per cent of currently assigned strength.

While India is keenly watching the developments in Afghanistan including the expected pact between the United States and Taliban, top sources have told WION that New Delhi won't change its official stance of talking to Taliban and if a call is taken "it will be political".&nbsp;

Sources also dismissed that during US Special Representative on Afghanistan Zalmay Khalilzad, India&nbsp;held any conversation&nbsp;to dilute its policy on talks with Taliban.

India's official policy on Afghanistan's peace process has been that it should be Afghan-led, Afghan-owned, and Afghan-controlled and with the participation of the government of Afghanistan.&nbsp;

Sources said, barring one country no one would like Taliban to be back at the helm of affairs in Kabul and it seems highly unlikely that there will be a complete withdrawal of US forces from the landlocked South Asian country.

This comes even as Russia is expected to host another round of talks under its Moscow format talks on Afghanistan involving the Taliban for which New Delhi is expected to get an "invitation very soon".

The White House has reacted to the developments in Afghanistan even as an Arab divide seems to shadow the Afghan peace talks.

White House Spokesperson Sarah Sanders in a briefing said, "Our priority is to end the war in Afghanistan and to ensure there is never a base for terrorism in Afghanistan again. Negotiations are going to continue".

But the Arab divide is looming large on the Afghan peace talks.

The United Arab Emirates Ambassador to India Dr. Ahmed Albanna lashed out at Qatar for hosting "terrorists". Doha last week hosted the US Taliban talks.

He said, "Qataris are hosting terrorist and exporting terrorist from there country. Terrorist are graduates of Guantanamo".

Adding, "Qatar supports extremism and continues to interfere in internal affairs of other states. Qatar represents a threat."

It is interesting to add that Abu Dhabi has also hosted US Taliban talks.&nbsp;

Asked about Abu Dhabi hosting the talks, the ambassador replied, "In order to implement our vision, we are a country that will like to see peace in the region and will do utmost to eliminate terrorist groups or reaching out that can ease of problems in the region. UAE has created a unique position. We have taken action and we are a major player in the implementation of certain polices in the region."

UAE along with Saudi Arabia, Bahrain, Egypt, Senegal, Jordan, Djibouti severed ties with Qatar in 2017.

Currently, Qatari planes and ships are denied airspace and sea route to these countries.

Afghan Peace talks: Arab divide shadows the talks as US says negotiations will continue

Areas in which both sides have hailed progress - plans for the withdrawal of foreign troops 17 years after the US-led ouster of the Taliban and assurances that Afghanistan won't become a base for al Qaeda or Islamic State - still need detailed negotiation, sources on both sides said.

The withdrawal, for example, is contingent on a ceasefire that the Taliban have yet to discuss.

"We want to be absolutely sure that the US is leaving before we call off the fight," said a senior Taliban official on condition of anonymity.

The official, who declined to be identified, described "significant progress" in talks last week with Afghan Taliban militants in Qatar on a foreign troop pullout, but more negotiations were needed on a ceasefire and its timing.

The cargo will contain mung beans and each container will weigh about 22 tons. The delivery of cargo will be carried out under theInternational Road Transports (TIR) system.

According to Afghanistan's ministry of foreign affairs and transport quoted by Iranian ministry, "this cargo will be shipped as a pilot form Afghanistan to India."

TIR system streamlines procedures at borders and reduces the administrative burden for customs authorities.

The development comes a month after India took over operations at the port. The Commercial operations at the port began on 30th December with the arrival of a Cyprus registered bulk carrier with 72458 MT of corn cargo. The vessel MV Macheras berthed at the terminal on 30th December 2018. This is the first time India will be operating a port outside its territories.

The port is crucial for India's connectivity to Afghanistan and to Central Asia and North-South Transport Corridor that connects Mumbai to Moscow.

The port is very important for landlocked Afghanistan which is keen to get connect itself with international markets. It already has an air corridor with India, opened in 2017.

US peace envoy Zalmay Khalilzad raised doubts Thursday about the Taliban's desire to end the 17-year war, after the militants refused to meet with a Kabul-backed negotiating team.

While he was certain the Afghan government wanted to stop the conflict, Khalilzad told Ariana News that he questioned whether the Taliban were "genuinely seeking peace".

But the Taliban would not meet with a 12-person Afghan delegation, Khalilzad said, describing the decision as "wrong".

Afghan forces, backed by US advisers and air power, are targeting Taliban field commanders seen as a major obstacle to possible peace talks, as they step up military pressure on the insurgents, security officials said.

"The war-hardened Taliban field commanders are the biggest obstacle to peace efforts because they believe they are winning militarily," said a senior government official, who spoke on condition of anonymity because he is not authorised to talk to the media.

"The plan was designed to eliminate them and pave the way for future talks," he said.

Najib Danish, interior ministry spokesman, said government forces would use all means to remove hurdles blocking peace and stability.

Senior commanders have been targeted regularly in the past but the current campaign is part of a strategy to apply heavier battlefield pressure on the Taliban even while diplomatic efforts to start peace talks intensify ahead of presidential elections next year.

The Taliban, whose fighters briefly overran the central city of Ghazni in August, have steadily increased territorial gains since NATO forces ended combat missions in 2014, leaving the government in control of no more than two thirds of the country.

But as moves towards a possible start to talks with the Taliban have stepped up following US President Donald Trump's appointment of former ambassador Zalmay Khalilzad as special peace envoy, fighting has intensified.

'PRECISELY TARGET'

Air and ground operations have surged in recent weeks as General Scott Miller, who took command of US forces in Afghanistan in September, has pressed government forces to go on the attack to strengthen their hand in any talks.

"We've realigned support and precision lethal assets to precisely target the Taliban more often and more effectively to set conditions for the negotiated settlement," said Colonel David Butler, spokesman for US Forces Afghanistan.

Under his successor, Mullah Haibatullah Akhundzada, that system changed, with field commanders given more independence and control over revenues, meaning many have an interest in seeing conflict and lawlessness go on.

"Local commanders were told to earn and fund their own fighting in areas under their command. That helped them get very rich and they by no means wanted any peace," a second security official said.

Local officials said the Shebkoh district of Farah province, bordering Iran, has been under Taliban siege for months, making it difficult for the government to send reinforcements.

Mosa Nazari, deputy governor of Farah, said Afghanistan's military leadership faced difficulty supplying and reinforcing the troops in Shebkoh district and it had been decided to withdraw in order to avoid casualties.

"The plan to leave the district was there for months and it was finally decided," Nazari told Reuters, adding that the forces withdrew all ammunition and vehicles to the provincial capital of Farah.

US military advisers have regularly pressed Afghan commanders to concentrate their forces and avoid exposed outposts that are difficult to defend and supply.

The Taliban, fighting to drive out foreign forces and re-impose its version of strict Islamic Law, said in a statement the Afghan government abandoned the district after a heavy firefight overnight, and the group seized an amount of ammunition.

A sparsely populated province, Farah has been the scene of intense fighting since the beginning of the year. Afghan forces have suffered heavy losses, including the killings of dozens of well-armed elite special forces there.

Shebkoh is a route for narcotics being smuggled from Helmand, the main source of poppy cultivation in Afghanistan, to Farah and Iran.

Afghan officials have accused Tehran, which the United States says is trying to extend its influence in western Afghanistan, of providing the insurgents with money, modern weapons and explosives. Iran denies the accusation.

Pakistan's army on Thursday threw its support behind the latest US efforts for a political settlement with the Afghan Taliban to end a 17-year-old war, urging Washington to leave Kabul as a friend of the region rather than a "failure".

"As much as we can, we will facilitate," Ghafoor told a news conference in the garrison city of Rawalpindi, replying to a query about what Pakistan could do to help the United States negotiate a political settlement with the Taliban.

"What the US is expecting from us, and the foreign office is cooperating with, is that somehow they could have these negotiations with them (Taliban)."

Ghafoor added, "We wish that (the) US leaves Afghanistan as a friend of the region, not as a failure." He did not elaborate.

Khalilzad, an Afghan-born veteran US&nbsp;diplomat who served as George W&nbsp;Bush's ambassador to Afghanistan, Iraq and the United Nations, was named by the Trump administration three months ago as a special envoy to negotiate peace.

The Pentagon`s pick for the next commander of US Central Command said on Tuesday the high casualty rate of Afghan security forces would not be sustainable even with the stalemate in the fight against Taliban militants.

"Their losses have been very high. They are fighting hard, but their losses are not going to be sustainable unless we correct this problem," Lieutenant General Kenneth McKenzie said during a Senate Armed Services Committee hearing.

The assessment comes as both Western-backed security forces and the Taliban have pushed to gain momentum as the United States has stepped up efforts to find a peaceful settlement to end the 17-year-long war in Afghanistan.

Afghan President Ashraf Ghani said last month that since 2015 more than 28,000 members of the Afghan security forces had been killed.

McKenzie said the United States would have to work with Afghan forces to improve how they recruit, train and carry out missions.

He added that Afghan forces were not capable of securing the mountainous South Asian country without help from the nearly 14,000 US troops deployed there.

"If we left precipitously right now, I do not believe they would be able to successfully defend their country," McKenzie said.

He said he did not know how long it would take for Afghan forces to be self-sufficient and that Taliban fighters were estimated at 60,000.

US President Donald Trump wants to end the conflict between Afghan security forces and the Taliban, who are fighting to drive out international forces and reestablish their version of strict Islamic law after their 2001 ouster.

McKenzie said he was unaware of any plans to significantly change the US military footprint in Afghanistan.

Recent attacks underscore the pressure on Afghanistan`s overstretched security forces, suffering from their highest-ever level of casualties, estimates from the NATO-led "Resolute Support" mission show.

The Kabul government no longer releases exact casualty figures, but officials say at least 500 men are being killed each month and hundreds more wounded, a tally many consider low.

In November dozens of elite commandos were among the casualties suffered by Afghan security forces as the Taliban claimed to have taken a district in Ghazni province.

US commanders have said they expect the Taliban to step up military efforts to better their position while they maintain contacts with U.S. special envoy Zalmay Khalilzad aimed at opening peace negotiations.
