The Centre for Science and Environment (CSE), in a new report, said of the two billion global vehicle fleet, over 40 million vehicles -- 4 per cent of global automobile ownership- reach end-of-life every year.

Entire developing world, including vehicle-producing countries like India that use vehicles more intensely, face the challenge of scrapping their large stocks of end-of-life vehicles without the requisite capacity, the report said.

Even developing countries that produce vehicles (like India) and use them more intensely and longer need to adopt end-of-life regulations to scrap and recover precious material, the report said.

"The government of India is coming up with a scrappage policy but we still do not have what we call an end-of-life regulation which is absolutely essential," said Anumita Roy Chowdhury, Executive Director at the CSE.

All office-bearers of the Peoples Democratic Party submitted their resignation to party president and former Jammu and Kashmir Chief Minister Mehbooba Mufti on Monday.&nbsp;

The six office bearers' resignation came following Mufti's maternal uncle Sartaj Madni decision to put in his papers in a bid to silence the rebels and save the organisation from falling apart, reports said.&nbsp;

The &nbsp;resignations came about three weeks after issues erupted in PDP after a number of party leaders, including a former minister, accused Mufti of promoting "family raj."

PDP chief spokesman Rafi Mir said that all office-bearers, including Madni, four general secretaries, and a treasurer, had submitted their resignation.

Sources in the party said the PDP president was planning to restructure the party and some key position would be given to the members, who were senior ministers in the PDP-BJP coalition government.

While Madni refused to answer any questions, his resignation is believed to be part of efforts within the PDP to bring back the disgruntled legislators.&nbsp;

"I have submitted my resignation to Mehbooba Mufti (PDP president)," Madni told PTI. The PDP leader said he has resigned from the post in the "larger interests" of the party, including its stability and unity.&nbsp;

The reports said he suffered serious injuries and was rushed to North Evanston hospital, where he was admitted to the critical care unit.

Headley has been sentenced to 35 years in prison by a US court for the 2008 terrorist attack on Mumbai that killed more than 160 people.

Headley who recced various Indian cities, including Mumbai before the 26/11 attacks,&nbsp;was arrested in 2009.

Former Gujarat BJP MLA Jayanti Bhanushali has been asked to appear before court after being accused of rape by two women in Surat.&nbsp;

The former lawmaker is required to appear before the police so that his statement is recorded and medical examination conducted as part of the investigation, police said. The summons have been issued under CrPC Section 160 by Deputy Commissioner of Police Leena Patil.

"We have issued summons to Bhanushali under section 160 of the CrPC in the rape case filed at the Sarthana police station in the city in which he is the accused," said Police Commissioner Satish Sharma, as quoted by PTI.

The first complaint was filed by a 21-year-old woman on July 19 and was registered under various sections of the Indian Penal Code or IPC related to public servant committing rape, criminal intimidation, cheating, wrongful confinement and forgery, among others.

More recently, another woman, 32-year-old widow from Nadiad, accused him of sexually exploiting her. She released an audio statement levelling charges against the former MLA from Abdasa constituency, and also made public tapes of the conversations they had over the years, reports said.&nbsp;

As per reports, the audio tape included the woman claiming to have been having financial troubles when she first met Bhanushali and that she and the politician were in a sexual relationship for six years.&nbsp;

She further said that Bhanushali used to meet her financial requirements in lieu of the sexual relations between them and stopped six months ago. The woman allegedly said that she even went to the cops to file a complaint but it was denied.&nbsp;

Bhanushali represented the Abdasa assembly segment in Kutch district from 2007 to 2012. In the wake of the allegations, the 53-year-old leader had to step down from the post of Gujarat BJP vice-president.

He had then described the allegations as baseless and said they were aimed at finishing his political career. The former lawmaker had also said he will not take up any post till his name is cleared in the case.

The police directed him to appear at Sarthana police station for investigation and medical examination.

After the one-on-one talks with President Kagame, PM Modi, the first Indian prime minister to visit the East African country, announced that India will soon open its mission in Rwanda.

"We are going to open a High Commission in Rwanda. This will not only establish communication between our respective governments but also enable facilities for consular, passport, visa," PM Modi said at a joint press statement.

He noted that India and Rwanda relationships have stood the test of time.

Besides one-to-one meeting, the two leaders also participated in delegation-level talks to strengthen partnership in trade and investment, capacity building, development partnership and people to people ties.

The two countries signed agreements on cooperation in the field of defence, trade, agriculture and animal resources.

They agreed on cooperation in defence capacity building, industry, science and technology.

India extended two lines of credit -- one of $100 million for development of industrial parks and Kigali special economic zone (SEZ) in Rwanda and another one for $100 million for agriculture.

The two sides signed MoUs on collaboration in the areas of leather and allied sectors, dairy cooperation, agricultural research and education collaborations between Rwanda Agricultural Board (RAB) and Indian Council of Agricultural Research (ICAR).

&nbspThe two countries agreed to facilitate, diversify and promote trade and economic cooperation.

President Kagame in his remarks said that Prime Minister Modi's visit represents a milestone between the long-standing friendship and cooperation between Rwanda and India.

The supreme court on Monday allowed hearing a transgender woman's plea against Air India for allegedly denying her a job as a cabin crew on grounds of her sexual orientation.

A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud allowed senior advocate Anand Grover, appearing for the petitioner, to file the amendment which raised some additional issues.

"Let the matter be listed after two weeks," the bench said.

Shanavi Ponnusamy alleged she was not hired by Air India because she is a transgender and the vacancies in the cabin crew were earmarked only for men or women.&nbsp

Ponnusamy, who had undergone gender surgery in 2014 to change into a woman, was born in Tamil Nadu in 1989, she said she graduated in engineering in 2010.

Shanavi concedes she applied in female category as there was no option to apply as a transgender. She argues even if it was Air India's policy that they will not give jobs to transgenders, the situation has changed after the 2014 SC judgment in NALSA case.

The petitioner said she got a call letter, appeared for group discussion and Personal Assessment tests and undertook four attempts, "but unfortunately she has not been short-listed for the post in question even though she fared well in the tests conducted".

"The Transgender Persons (Protection of Rights) Bill, 2016 prohibits discrimination. It is clear that no person shall discriminate against a transgender person in relation to employment or occupation," her plea said.

Citing the top court verdict of 2014, she said the apex court has given certain directions for protection of the rights of the transgenders by including a third category in documents like election card, passport, driving license and ration card, and for admission in educational institutions, hospitals, among others.

"By recognising diverse gender identities, the court has busted the dual gender structure of 'man' and 'woman' which is recognised by the society," she said in her plea.

A group of terrorists on Tuesday attacked CRPF party at Batmaloo in Jammu and Kashmir's Srinagar.

According to reports, the attack has injured at least two whereas one jawaan has succumbed to injuries. More details are awaited. The attack occurred near a sensitive area with a Police headquarters meters away from the spot of the incident.&nbsp;

The terrorists fired upon the security forces' party at a check-post near Batamaloo area of the city, a police official said. The injured have been moved to the nearest hospital.&nbsp;

Ashiq Hussain was injured when he reportedly started fiddling with some unexploded ammunition in Shahpur sector, a defence spokesman said.

He was rushed to a civilian hospital where doctors referred him to Government Medical College Jammu for specialised treatment, PTI reported.&nbsp;

There was no report of any casualty in the incident, officials noted.

A group of terrorists on Tuesday attacked CRPF party at Batmaloo in Jammu and Kashmir's Srinagar. According to reports, the attack has injured at least two whereas one jawaan has succumbed to injuries. More details are awaited. Far away from the hustle and bustle of the city, a community in Jammu and Kashmir is trying to preserve their culture and tradition.

The Pathans in the Gotli Bagh area of Kashmir migrated from parts of Pakistan and Afghanistan. They speak what they deem "pure Pashto."

Abdul Wadud Khan's father was a teenager when he migrated from Khyber Pakhtunkhwa in the northwest of Pakistan. &nbsp;Wadud, now 90, spends his life living in both countries since their migration. Often he travels to meet his two sons settled in Abbottabad.

Sitting on a charpoy with his grandchild and great-grandchild, he is a father of 10. He remembers why his family migrated to Kashmir.&nbsp;

"We wanted to live a peaceful life, and our father travelled from Khyber Pakhtunkhwa to Kashmir and decide to settle here," says Wadud adding that they marry within the community.&nbsp;

Wadud and his family were given the state subjects which helped them own the land. Before this, they were considered as outsiders and were taxed till mid-20th century.

Now the family of more than dozen owns orchards and exports apples. He wants his offsprings to teach their children their native language. He says, "our language is pure Pashto, we have kept our tradition alive. We teach Pashto to our grandchildren too."

"We watch Khyber TV, Voice of America and other channels which broadcast from Pakistan and Afghanistan."

In this village, they carry on customs such as holding 'jherga' councils to decide disputes. Villagers put the current numbers of Pathans in Gotli Bagh at around 10,000.

There are only a few buses which carry the villagers from the mountains to the market.&nbsp;

Sana Ullah Yousafzai is the head of 'jherga' council, having worked in the All India Radio, he now spends most of his time with his grandchildren teaching them about their identity with a fear that with time they may get mixed with the majority.&nbsp;

"95 per cent of marriages take place within the community so that our language and culture remain preserved," says Sana Ullah, whose family travelled during the British rule and settled here.&nbsp;

In Kashmir, community of Pashtuns strives to protect its culture, identity

The Supreme Court on Tuesday expressed displeasure over non-appointment of Lokpal by the central government.

A bench of top court, headed by Chief Justice of India Dipak Misra, referred the affidavit filed by the Central government in the case as unsatisfactory and asked to file a better one within four weeks.

The court's reaction came after the Centre on July 17 had informed the top court that a meeting of the Lokpal selection committee is called on July 19 for constituting a search panel.

A bench of the top court, headed by Justice Ranjan Gogoi, was informed by the Centre that the search committee will recommend a panel of names of people for appointing a Lokpal.

The Supreme Court is hearing a contempt petition filed by senior advocate Shanti Bhushan on behalf of an NGO, Common Cause, which states that the Centre failed to appoint a Lokpal despite the apex court's direction in this regard, issued on April 27, 2017.

Last year, the apex court had said there was no justification to keep the enforcement of Lokpal Act suspended until the proposed amendments were cleared by Parliament.

The Lokpal and Lokayuktas are governing bodies at the central and state levels, respectively, appointed to check corruption by all public servants, including the Prime Minister.

Under the Lokpal and Lokayukta Act of 2013, the high-level selection committee for appointments to Lokpal comprises the Prime Minister, Lok Sabha Speaker, the Leader of Opposition (LoP), the Chief Justice of India and an eminent jurist chosen by them.

China and Bhutan should work together to ensure peace along their border and keep pushing talks on the issue, a senior Chinese diplomat said during a rare visit to the country, following an ugly spat with India last year over the frontier.

China and India almost came to blows last year at the Doklam plateau near the borders of India, its ally Bhutan, and China, in the most serious and prolonged standoff in decades along the disputed Himalayan border.

While China and India subsequently withdrew their troops and have been working hard to mend ties, including with meetings between, Chinese President Xi and Indian Prime Minister Narendra Modi the two remain deeply suspicious of each other.

China and India have been competing for influence in South Asian countries which have traditionally been close to New Delhi, including Sri Lanka and the Maldives.

"Muslims should stop eating beef. The killing of cows should stop. You cannot stop mob lynching, security cannot be deployed everywhere. So a law should be made awarding strict punishment to those killing cows," Rizvi said.

Backing the statement of Rashtriya Swayamsevak Sangh (RSS) leader Indresh Kumar on cow killing, Rizvi further said that someone with the status of a mother should not be killed.

"I think Indresh Kumar's statement has a point. Religious sentiments should not be hurt. You can't kill someone who is given the status of a mother by a community," he added.

The RSS leader has drawn flak from various quarters including the Congress for his lynching remark.

On Monday, while addressing a conference in Delhi, the RSS leader said, "If cow-killing is stopped then mob lynchings will also automatically end. And the violence in any form practised by any person belonging to any caste, sex, religion is a deplorable act. In India, there is no such belief which okays cow slaughtering for religious practices."

His remark comes on the backdrop of Rajasthan's Alwar lynching incident where a 28-year-old Rakbar Khan was allegedly beaten to death by an agitated mob on suspicions of cow smuggling.

Prime Minister Narendra Modi on Tuesday called for boosting economic ties between India and Rwanda as he believes the two nations can do a lot together.

Prime Minister Modi's comments come during his maiden visit to Rwanda, where India and Rwanda also signed eight agreements in an effort to bolster bilateral cooperation between the two nations.

"We want to boost economic ties between India and Rwanda. Our nations can do a lot together. There are several opportunities in rural development and small scale industries," Prime Minister Modi said while addressing meet at the Business Forum in Kigali.

"India is growing exponentially but our mantra is 'Sabka saath sabka vikas'. We will grow but we will also help those grow, who are with us. We will walk together," he added.

Thanking Rwanda for the warm reception, Prime Minister Modi stated that this meeting would help to strengthen economic and cultural relations between the two countries.

"I thank the wonderful people of Rwanda for their warmth and affection. This visit adds tremendous strength to closer economic and cultural relations between India and Rwanda," he noted.

Furthering ties of trade and commerce, Prime Minister Modi and Rwandan President Paul Kagame addressed leading CEOs from India and Rwanda.

"The Girinka Programme is helping transform the lives of people across rural Rwanda. I also told President Paul Kagame about the initiatives we are taking in India for the development of our villages," Prime Minister Modi asserted.

Earlier in the day, the Prime Minister gifted 200 cows to villagers as a part of Rwandan Government's Girinka Programme.

Under this programme, the poorest residing in the region get cows from the government and gift the first female calf to a neighbour to promote brotherhood.

In the last leg of his three-nation Africa tour, the Prime Minister will visit South Africa to attend the 10th edition of the BRICS Summit, which is scheduled to take place in Johannesburg.&nbsp

Reams of newspaper print and scores of online articles continue to analyse the effect of his ‘fiery’ and ‘powerful’ speech.&nbsp; &nbsp;

It also tells us that curiouser times are ahead of us in the run-up to the 2019 general elections. The BJP, confident of its strength under the joint helmsmanship of Prime Minister Narendra Modi and its President Amit Shah is set on going solo in states like Maharashtra, Andhra Pradesh and perhaps Telangana. It is important to remember that in these states the BJP has seldom fought alone.&nbsp;&nbsp;

On the other hand, Congress, which has just held its first CWC meet after Rahul became party president, has all but thrown its doors open to prospective allies. In fact, the grand old party is seriously considering allying with the BSP in more than one state. The Congress has never done so before. But, with just 44 MPs and government in one and a half states (Puducherry(UT), Punjab and Karnataka), Congress needs allies more than ever before.&nbsp;

And, even though it is in its strongest ever position, the BJP too realises it needs alliances if it wants to come even closer to the number of seats it won in 2014. After a string of defeats in bypolls, the party’s tally has come down to 274 from the 282 it got in 2014. After this no-trust vote it should be clear to all that for the BJP allies are not likely to come by cheap or easy.&nbsp;&nbsp;

Test of Unity ahead of 2019&nbsp;

In the three states that go to elections in the next six months or so, BJP faces 15-year anti-incumbency in Chhattisgarh and Madhya Pradesh. In Rajasthan, the party has all but given up on winning, and according to reports, is happy to let the incumbent Chief Minister Vasundhara Raje take the blame for an inevitable defeat.&nbsp;&nbsp;

The no-trust vote numbers: Opposition’s 126 versus Government’s 325 hide the shifting undercurrents in national politics. While the BJP has done well for itself, former and present allies like the TDP, Shiva Sena, and JD(S) have been voicing their discontent at government’s economic policies and the BJP’s religion-based politics. Besides these commanalities, each ally including the Shiromani Akali Dal, which has been so far unwavering in its support, has a unique grudge against the Modi-Shah led BJP. &nbsp;

TDP, which moved the no-confidence motion, was promised Special Status for Andhra Pradesh. When the special status didn’t come through, its leader Chandrababu Naidu dropped the pretense and joined hands at the national level with the opposition.&nbsp;&nbsp;

Shiva Sena, still in government both in the centre and in Maharashtra, is BJP’s oldest and most reliable ally. The parties are compared to congenital twins, but it seems the time has come for a surgical separation in the wake of Sena’s abstention from the trust-vote. Sena is fighting for its survival as the BJP consolidates its stranglehold over Maharashtra politics.&nbsp;&nbsp;

With 40 Lok Sabha seats, Bihar is one of India’s politically most important states. Here too, the JD(U)-BJP coalition is teetering under the effect of communal statements by BJP union Ministers like Giriraj Singh. Muslims make up 16.5 per cent&nbsp;of the electorate in Bihar and their support is crucial for the JD(U) if it wants to remain relevant in national politics. JD(U) President and Bihar Chief Minister Nitish Kumar has repeatedly made it clear to his BJP counterpart that communal politics won’t be allowed a free-run as long as he is in-charge of the state. &nbsp;However, it’s not easy for the BJP to reign in leaders like Giriraj Singh and its state president Nityanand Rai, who enjoy widespread support among its core upper-caste Hindu voters.&nbsp;&nbsp;

It remains to be seen if this tenuous alliance will hold till the 2019 elections.&nbsp;&nbsp;

In Uttar Pradesh where BJP won 71 out of 80 Lok Sabha seats, the BJP is likely to face its toughest battle. As bypoll losses in Gorakhpur, Phulpur and Kairana show, if the SP-BSP alliance fights together, the BJP can be defeated quite easily. Although the BJP had contested the 2014 elections on its own besides the support of marginal players like Apna Dal, in 2019, with the likely coming together of SP, BSP, RLD and Congress, the BJP will struggle to retain even half of the seats it won last time.&nbsp;&nbsp;

The BJP-led NDA remains the strongest political formation ahead of 2019, but every chink in its armour adds strength to the Opposition, which has finally begun to find its feet. &nbsp;
