Bharatiya Janata Party (BJP) leader Subramanian Swamy on Friday termed <a href="http://wionews.com/south-asia/pakistan-polls-khan-should-have-no-problems-forming-government-with-small-coalition-partners-say-reports--155008">Pakistan's Prime Minister-in-waiting Imran Khan</a>'s willingness to resolve Kashmir issue with India a "pipe dream".

Speaking to ANI, Swamy said there is no need for talks on Kashmir issue with Pakistan.

"He can have his pipe dream. He can dream for all he cares. There is no need for talks. Pakistan is on illegal possession of one-third of our Kashmir, and Pakistan must return it or face the disintegration of Pakistan sometime in the future for which we have to prepare," Swamy said.

Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan, on Thursday, laid the roadmap for his country's development and governance while spelling out his priorities in foreign policy in his maiden speech after the general elections in Pakistan.

In his first speech after the elections, Khan said he would like to have good relations with India and work to resolve all outstanding issues through dialogue. Mentioning Kashmir as the core issue of the difference between the two nations, Khan said that it was time the two countries sat across the table and discussed the issues of concern.

"We should sit across and resolve the issues instead of we blaming India for problems in Balochistan and they blame us for problems in Kashmir. I can say that if you (India) will take one step forward, we will take two steps forward. The relationship between the two countries has been one-sided so far and Pakistan has been blamed for all sorts of terrorism in the world. We want friendship with India and want to resolve all issues through dialogue," asserted Khan.

The Election Commission of Pakistan is yet to announce the final result.

He also highlighted the fact that India was preferred by African students as a favourable place for study.

He said, "Several African students come to India to study and also receive scholarships".

BRICS 2018: PM Modi stresses on India-Africa ties, calls for investment in digital infrastructure

Renowned educators debated and brainstormed on the subject of world peace in a symposium organized by the Bharat Soka Gakkai (BSG) in Ahmedabad recently.

BSG, the Indian affiliate of the Soka Gakkai International (SGI), a UN recognized NGO, has over 2 million members who work in the field of education and humanitarian work based on Buddhist philosophy. The peace symposium was held to discuss the 38th peace proposal written and submitted to the UN by SGI’s president Dr Daisaku Ikeda. 
 
Covering issues like nuclear disarmament, education for migrants, women empowerment, the peace proposal was lauded by the speakers for the evening Dr Bhushan Punani, executive secretary, Blind People's Association, Prof Errol D'Souza, director, Indian Institute of Management Ahmedabad, Dr Preeti Shroff, dean, MICA and Kartikeya Sarabhai, founder and director, Centre for Environment Education.

Prof D’Souza said, “No nation, no institution can take away one’s right to be human. Dr Ikeda in his proposal discusses how when one nation wants to develop nuclear arms, so does the other in a bid to be protected and that begins an arms race. In the end, many lives are lost. By having such foresight, Dr Ikeda makes it clear that to be human, we should know the consequences of our actions.”&nbsp

Touching upon the issue of migrants, Prof D’Souza wondered if there were any straight answers. “All states want migrants that will fill their coffers, they want to spend little, extract maximum talent. In most states, low-skilled worker migrants are not welcome. But in an exemplary country like Sweden where everybody is welcome, the figures say that 60% low skilled migrants arrived in just the last 10 years. So it is not impossible to work out a system that gives dignity and rights to every human,” he said.

Dr Bhushan Punani, who has decades of illustrious work in the field of improving the lives of physically impaired people, said peace cannot be discussed unless we speak of the 25 million who have a disability of some kind in the world. His suggestions were simple and effective. “We need education, medical care and compassion for the disabled instead of attaching stigma to them,” he said. He went on to cite an incident where a fire at a mental asylum in Erwady had claimed 25 lives because these were patients chained to their beds. “Several petitions later, an Act has been introduced that has made chaining of mentally ill patients illegal. Another landmark judgment by Justice Mohit Shah has allowed a blind girl named Palak Jain to study and become the first visually impaired physiotherapist in the world. It is efforts like these that will bring about peace for all, marginalized minorities included,” Dr Punani said.&nbsp&nbsp

Speaking of how women are natural leaders, Dr Preeti Shroff urged everyone to not stereotype the girl child or burden her with redundant social norms. “Women make creative societies, not cut-throat ones. Let the girls grow up and become leaders instead of being stressed about gender roles,” she said.

The keynote speaker, Padma Shri Kartikeya Sarabhai spoke of how the Earth Charter, an organization he has been a part of, has twin ideals to the SGI. “The movement for peace cannot come externally. This kind of a debate that Dr Ikeda’s peace proposal has begun, is the cornerstone of thinking up solutions.&nbsp Dialogue is the best way ahead,” he said.

Vishesh Gupta, head, BSG, summarized the peace proposal’s human rights-focused approach to resolving global issues with a belief, that, such an approach, rooted in concern for the life and dignity of each individual, ‘can bring about the fusion of ethics and policy that is required for an effective response.’

Prime Minister Narendra Modi today held bilateral meetings with the presidents of Argentina and Angola on the sidelines of the BRICS Summit and discussed ways to boost ties, including in areas of energy and agriculture.

Ministry of External Affairs Spokesperson Raveesh Kumar tweeted a photograph of Prime Minister Modi and Angolan President Joao Lourenco together at the start of the talks.

India and Angola have traditionally enjoyed friendly ties. India supported the Angolan freedom struggle against the Portuguese colonial rule till it attained independence in 1975.

India has become the third-largest trading partner of Angola, sharing about 15 per cent of that country's external trade. Angola remained the second-largest source of crude oil for India, after Nigeria, in the Sub-Saharan Africa, according to information available on the MEA website.

There are estimated 4,000 people of Indian-origin in Angola holding passports of different nationalities.

The Prime Minister's Office tweeted that both leaders "discussed ways to enhance cooperation in trade, energy and other sectors."

In another tweet, the PMO said Modi held a separate bilateral meeting with Argentine President Mauricio Macri.

"Accelerating ties with Argentina. During their meeting, Presdent @mauriciomacri and PM @narendramodi talked about strengthening relations especially in the areas of agriculture, pharmaceuticals and investment (sic)," the PMO tweeted. 
As president of the G20, Macri was invited to participate in the BRICS Summit.

An AIADMK delegation led by Deputy Chief Minister O Panneerselvam on Thursday called on ailing DMK president M Karunanidhi at his residence in Chennai.

The AIADMK delegation, which included ministers SP Velumani and P Thangamani, held discussions with Karunanidhi's son and party's working president M K Stalin.

Senior DMK leaders, including Duraimurugan and TR Baalu, were also present during the meeting.

Fugitive diamantaire Mehul Choksi, allegedly involved in over USD 2 billion scam in Punjab National Bank, claims he had taken Antigua citizenship last year to expand his business as the passport of the Caribbean nation provides visa-free travel to 132 countries, local media in Antigua reported.

In a statement issued by his attorney David Dorsett on the diamantaire's behalf, Choksi said there was no truth in the allegations levelled by the Indian government, the Daily Observer, a newspaper in Antigua, reported.

Choksi, who was allegedly the partner-in-crime of his nephew Nirav Modi in the banking fraud, refused to say anything further on the issue, on the advice of his lawyers.

"I can, however, state that I lawfully applied to be registered as a citizen of Antigua and Barbuda under the Citizenship by Investment Program. During the course of my application, I did all that was lawfully required of me to do. My application for citizenship was in due course approved," the statement published in the newspaper said.

Choksi had taken the citizenship of Antigua in November 2017, and oath of allegiance on January 15 this year, according to a local newspaper Antigua Observer.

"My application was motivated by my desire to expand my business interest in the Caribbean and to obtain visa-free travel access to 130 or so countries," the statement said, adding that he was in the United States in January 2018 for medical treatment.

"Having received treatment I am still in a state convalescence. That being the case I have decided to reside in Antigua and Barbuda," it read.

After it emerged that Choksi had moved to the Caribbean country in July and also taken a local passport, the CBI wrote to Antiguan authorities seeking the whereabouts of the fugitive diamantaire.

The CBI, in its communication sent to Antiguan authority, has cited diffusion notice issued by the Interpol against the fugitive businessman and sought details of his movement and his present location.

The Antigua Government has indicated that it may consider "a legitimate request" from India to send back Nirav Modi and Mehul Choksi.

Nirav Modi and Choksi are being investigated by the ED and the CBI after it was detected that they allegedly cheated the Punjab National Bank of more than Rs 13,400 crore with the purported involvement of a few of the lender's employees.

The scam, which reportedly began in 2011, was detected in January this year, after which PNB officials reported it to the probe agencies. Choksi and Nirav Modi fled India in January this year nearly a fortnight before the scam was detected.

Choksi's actions show that he had planned his escape and subsequent life in advance knowing that the scam would blow up after the retirement of PNB employee Gokulnath Shetty, who was allegedly helping him with the renewal of letters of undertaking, sources had said.

A bill that seeks to further strengthen the US’ strategic relationship with India has been introduced in the House of Representatives by several influential American lawmakers.

The US India Enhanced Cooperation Act was introduced by Congressman Joe Wilson along with Indian-origin lawmaker Ami Bera, George Holding and Tulsi Gabbard.

The Senate and House Armed Services Committee in a joint conference report to the National Defense Authorisation Act (NDAA)-2019 provided a modified waiver to section 231 of the Countering America's Adversaries Through Sanctions Act or CAATSA. A conference report refers to the final version of a bill that is negotiated between the House of Representatives and the Senate via the conference committee.

The act seeks legislative changes in the Arms Export Control Act that would bring India on par with its major allies.

“The United States-India relationship is a cornerstone of security in the Indo-Pacific region. By designating India as a Major Defence Partner, we can strengthen our alliance and enhance our defence and security cooperation with India,” Wilson said.

“Together, we can address emerging common threats, support maritime security in the region, and enhance military cooperation for joint exercises and humanitarian assistance,” he said.

“The citizens of America and India cherish the same values and independent freedoms, and the United States-India Enhanced Cooperation Act will strengthen this important alliance,” Wilson said.

CAATSA waiver though general in nature is intended at preventing US sanctions on India, which is planning to buy five S-400 Triumf air defence systems for around $4.5 billion from Russia.

Unlike the existing version of the act, the proposed modified waiver requires presidential certifications designed to protect US alliances, military operations, and sensitive technology, said a statement issued by the Senate Armed Services Committee after the two committees announced details of the conference report.

The John McCain National Defence Authorisation Act for Fiscal Year 2019, which authorises funding for the Department of Defense and the national security programmes of the Department of Energy,&nbsp encourages US allies and partners to reduce the inventory of Russian-produced major defence equipment and advanced conventional weapons.

The proposed legislative amendments would provide a valid ground to the Trump administration to provide necessary waiver to India, even if it goes ahead with its decision to buy S-400.

India's dependence on Russia for its military hardware has experienced sustained reduction over the last one decade. At the same time, India's defence trade with the US has increased.

India is in the process of placing orders worth of billions of dollars to the US – ranging from fighter jets to unmanned drones. Over the past few months, CAATSA had emerged as a major irritant to India-US relationship. An India-centric top American business advocacy group today welcomed the Congressional move.

At the same time, it excludes the possibility of waivers for Russian intelligence agencies and other entities engaged in cyber attacks.

Seeking to enhance the capabilities of the US and India to address emerging common threats, increase security cooperation, and expand joint military exercises, the act urges the US to encourage and facilitate India’s role as priority partners in the South Asia and greater Indo-Asia-Pacific regions.

It asks the US to support the mutual interest in maritime security and maritime domain awareness, as well as enhanced military cooperation in joint exercises, training, and humanitarian assistance and disaster relief.

The act says the US is committed to continuing to work towards facilitating technology sharing with and transfer of advanced strategic military capability to India on a level commensurate with that of its closest allies and partners.

The leaders of the two countries reached an understanding under which India would receive licence-free access to a wide range of dual-use technologies in conjunction with steps that India had committed to take to advance its export control objectives, it said.&nbsp

The move comes days after US defence secretary Jim Mattis asked the Congress to give the secretary of state the waiver authority. "Doing so allows nations to build a closer security relationship with the US as they continue to transition from reliance on Russian military equipment," he said.

"The fundamental question we must ask ourselves is do we wish to strengthen our partners in key regions or leave them with no other option than to turn to Russia, thereby undermining a once-in-a-generation opportunity to more closely align nations with the US vision for global security and stability," Mattis said.

Bill to enhance strategic relationship with India introduced in US Congress

Internet services in Navi Mumbai township have been suspended since the morning today, a police official said. The decision was taken in the wake of the situation in areas like Kopar Khairne, which witnessed violence during the Maratha quota agitation yesterday, he said.

The situation in Kopar Khairne is still tense, the official said.

Violence marred on Tuesday where a constable died and nine other policemen were injured amid suicide attempt by three agitators.

On Wednesday, many protesters blocked roads, forced people to shut shops and overturned a vegetable cart. The Maratha quota stir turned violent after clashes broke out between two groups in Udgir in Latur district.

Last evening, the police had to use teargas shells and also baton-charged those causing violence in Kopar Khairane area after a group of protesters stoned vehicles, clashed with local people and indulged in arson.

Miscreants had also set fire to a police outpost. The incidents took place after the Maratha organisations, seeking reservations in government jobs and education, had called off the bandh.

A group of protesters who were returning home last night had hurled stones at vehicles of those residing in Kopar Khairane, a police official earlier said.

Later, some members of local communities had gathered at the spot and clashed with protesters, he said.

"The mob then hurled stones in which some offices and shops were damaged. They also set fire to a police chowki (outpost) near D-Mart supermarket in sector 6. Five to six cars and over a dozen two-wheelers parked in front of the outpost were also vandalised and torched," he said.

A hotel was also set on fire in sector 3, the official said.

Earlier, as the stir for reservation in jobs and education intensified, the Maratha Kranti Morcha, which is spearheading the agitation, is taking its battle to Mumbai where it has called for the shutdown. Another outfit, the Sakal Maratha Samaj, called for a&nbspbandh&nbsptoday in Navi Mumbai and Panvel as well.

Union Home Minister Rajnath Singh said on Wednesday that India was in talks with Bangladesh over the deportation of <a href="http://wionews.com/world/un-security-council-urges-myanmar-to-ease-rohingyas-safe-return-153995">Rohingyas</a> living illegally in the country.

The Union Minister said after getting the reports from the states they would forward it to the Ministry of External Affairs, following which the MEA would talk to her Myanmar counterpart to deport the Rohingyas.

Following the allegations, the Bihar Police has launched a probe and dug up the ground at the shelter home.

The Lok Sabha today passed the Anti-Trafficking Bill which aims at the protection and rehabilitation of victims of human trafficking and prosecution of offenders.&nbsp;

After the passage of the&nbsp;bill, the Minister for Women and Child Development Maneka Gandhi clarified said the bill will not facilitate or harass sex workers.

She said that the bill focuses on the victim and a voluntary sex worker is not a victim.

The Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2018, provides for confidentiality of victims, witnesses and complainants, time-bound trials and repatriation of the victims.

"This bill is not intended to harass those social workers who are voluntarily in the profession... This is a bill that has a compassionate view of people who have been victims of sex racket," Gandhi said.

The legislation proposes to create institutional mechanisms at the district, state and central levels. It calls for punishment ranging from 10 years of rigorous imprisonment and a fine not less than Rs 1 lakh.

Besides prevention, rescue and rehabilitation, it covers aggravated forms of trafficking such as forced labour, begging and marriage.

A rehabilitation fund with an initial corpus of Rs 10 crore would be created for the first time which will be used for the physical, psychological and social well being of the victims. Also, there would be designated courts in each district for speedy trial of the cases.

Gandhi also assured the members in the House that the amount would increase as and when required.

The Bill provides for attachment and forfeiture of property and also the proceeds of crime. The Minister, however, said that no property would be attached without giving notice.

Lok Sabha passes Anti-Trafficking Bill

In a landmark ruling, a Special CBI court on Wednesday sentenced to death two serving police officers in connection with the custodial death of a 26-year-old man in 2005.

K Jithakumar and S V Sreekumar, presently serving as assistant sub-inspector and civil police officer respectively, were awarded the death penalty, along with a fine of Rs 2 lakh by the court here.

Pronouncing the verdict, Judge J Nazer said "this is a brutal and dastardly murder by accused one and two."&nbsp;

"The acts of the accused persons would definitely adversely affect the very institution of the police department," the judge said.

This is believed to be the first time that capital punishment has been awarded to two serving police officers in Kerala, police sources said.

The court observed that police personnel were 'duty-bound' to protect the life and property of the citizen and if they venture in crimes, the safety of the public would be in jeopardy.

"And if the faith of the people in the institution is lost, that will affect the public order and law and order of the society and it is a dangerous situation," the court said.

Three other accused in the case, T K Haridas, E K Sabu and Ajit Kumar, have been sentenced to undergo three years imprisonment for destruction of evidence and conspiracy.

While Haridas is currently a deputy superintendent of police ranked officer, the other two had served as superintendents of police.

The third accused, K V Soman, died during the pendency of the case, while another accused, V P Mohanan, was acquitted by the court earlier.

The court also slapped a fine of Rs 5,000 on all the accused.

Manoj Kumar T P was the CBI Special prosecutor in the case, which had triggered widespread protests across the state.

According to the prosecution, Udayakumar was taken into custody in connection with a case of theft and had died in a police station here after being tortured by police.

Jithakumar and Sreekumar, who took Udayakumar into custody, were held responsible for the murder, while three others were found guilty of conspiracy and destroying evidence.

The Central Bureau of Investigation had taken over the probe following a high court order on a plea filed by Udayakumar's mother Prabhavathi.

"My son has got justice at last. No mother should face what I have undergone. This should be a lesson to all," said the 67-year-old woman, who fought for 13 years to get justice for her son.

Meanwhile, speaking at a seminar here, Chief Minister Pinarayi Vijayan said police should use their power judiciously for the people and the state.

"Police should be protectors of human rights. Power should not corrupt them," he said, adding that no leniency would be shown in torture cases.&nbsp;

The responsibility of the police is to protect the dignity and rights of common people. But, complaints are being raised about the acts of police and other private agencies that violate human rights.

Police should use their power responsibly. They should stand for justice, he said. The CM also added that the government will create a work atmosphere which encourages healthy practices.

Kerala custodial death: 2 cops get death, other accused 3 years jail term

Allegedly in the case data from nation's electorates and, Facebook users were compromised by London-based political consultant Cambridge Analytica.

Prasad while addressing the Rajya Sabha said, that the Central probe agency will investigate whether the British company violated laws to manipulate the electoral process during the 2014 general elections.

"Cambridge Analytica has denied that data from Indians was breached, but Facebook has made a contradictory statement," Prasad said in the Rajya Sabha.

"Notice also was sent to Facebook in March, and it promised to improve its internal processes regarding hacking of personal data. They also promised to take various other steps to ensure that such things don't recur," he added.

London-based embattled analytics company Cambridge Analytica two months back filed for bankruptcy in the Southern District of New York.

Cambridge Analytica illegally accessed data from millions of Facebook accounts, whistleblower Christopher Wylie had disclosed earlier.

Facebook confirmed the charge in April and informed that the data of a total of 87 million users was used without authorisation by the data firm.

Known for its connection with US President Donald Trump's 2016 Presidential campaign, Cambridge Analytica was recently alleged to have influenced the 2014 general elections in India as well.

J&K: 1 terrorist killed in encounter with security forces in Kupwara

The government today said 10 new cities are being built under its Smart Cities project, which envisages to develop 100 cities across the country.

Minister of State for Urban Development Hardeep Singh Puri said he was confident that each of these cities will complete projects identified for them in five years.&nbsp

"About 90 of them are brown field projects. In other words, the existing cities where there are already vast urban structures, they are being retro-fitted and retro-developed, but. But 10 per cent of them are greenfield projects, for instance Naya Raipur," he informed the Rajya Sabha.&nbsp&nbsp &nbsp&nbsp

Replying to supplementaries, he said, these 100 Smart Cities were selected in four instalments, starting in January 2016, and the 100th city was selected in June this year. Around 2.5 million citizens participated in selecting them.&nbsp

The scheme envisages that the Centre contributes Rs 500 crores in respect of each of these cities, he said.

There will be a matching contribution from each of the state governments and the urban local bodies and the remaining resources would be raised through convergence, through private-public partnerships, from loans and other sources, he said.

Puri said the amount of expenditure that had been incurred as a result of the contracting was about Rs 8,000 crores when he joined the ministry.&nbsp

"Presently, it is about Rs 30,000 crores and by December 2018, it will be about Rs 50,000 crores. So, this is a process which is ongoing. The government today said 10 new cities are being built under its Smart Cities project, which envisages to develop 100 cities across the country. Minister of State for Urban Development Hardeep Singh Puri said he was confident that each of these cities will complete projects identified for them in five years. "About 90 of them are brown field projects. In other words, the existing cities where there are already vast urban structures, they are being retro-fitted and retro-developed, but. But 10 per cent of them are greenfield projects, for instance Naya Raipur," he informed the Rajya Sabha. Replying to supplementaries, he said, these 100 Smart Cities were selected in four instalments, starting in January 2016, and the 100th city was selected in June this year. Around 2.5 million citizens participated in selecting them. The scheme envisages that the Centre contributes Rs 500 crores in respect of each of these cities, he said. There will be a matching contribution from each of the state governments and the urban local bodies and the remaining resources would be raised through convergence, through private-public partnerships, from loans and other sources, he said. Arguing for the "constitutional right" of Lord Ayappa, he said the deity's will to remain celibate needed to be respected under Articles 21 (right to life and personal liberty) and 25(1) (freedom of religion) of the Constitution.

He also said evidence be called from both sides on the existence of the custom that women in that age group cannot enter the temple given the character of the deity.

The bench, however, said that it cannot remain "oblivious" of the fact that the entry of women in the age group of 10-50 was barred into the shrine on "physiological ground" of menstruation.

Senior advocate Kailasanatha Pillai, appearing for 'Ayyappa Seva Sangham', opposed the plea seeking entry of women into the temple and said he did not want "another Ayodhya in Kerala".

"Your lordships have to be very circumspect when exercising judicial review in matters of faith," he said.&nbsp
