The prospect of Imran Khan as the Prime Minister surprises not many as he has emerged as military-backed candidate in Pakistan. With him, the Pakistan army has achieved its four fundamental goals:

	&nbsp;</li>
	<li>To convey a message to India that it’s the Pakistan army that is the real stake holder on the matters related to national security and Kashmir</li>
</ul>

India is now faced with a very unpleasant regional scenario - Imran Khan with a history of &nbsp;hobnobbing with fundamentalist cum terrorist forces in North Western region of Pakistan on the one hand, and unpredictable Donald trump on the other. 
 
Under no circumstances Trump can be trusted as a well wisher or an ally of India given the history of his contradictory statements and position on the range of issues. Moreover, China remains an “all weather” friend of Pakistan. This regional scenario leaves little maneuvering space for India to deal diplomatically with Pakistan. 
 
With the prospect of Imran Khan government in Pakistan lacking &nbsp;popular legitimacy, &nbsp;it will be depended on support from a coalition partner of Islamic fundamentalist leaning and will be counting on military for its survival. Thus, it cannot, unlike previous Nawaz Sharif government, chart out a clear, effective policy on terrorism. 
 
Rather the chances are more that Pakistan will be further destabilised with increase in terror incidents, which&nbsp;will constraint the government to take a hardline position on Kashmir issue in order to cover its internal domestic failure. 
 
India must deal very cautiously,&nbsp;which demands that while government of India must recognise the electoral outcomes of Pakistan and offer peaceful negotiation or hold talks with upcoming government on various issues, including Kashmir.

Opinion: The uncertain future of India-Pakistan relations

Consideration for others, patience, peace and self love, are the traits that children need to learn to overcome destructive emotions and various challenges life throws at us. And, Delhi government has taken a significant step towards the aim - teaching kids to stay happy, content , confident and grateful.

Delhi government has launched 'Happiness Curriculum' for students of nursery to class 8. About 10 lakh students of government schools in the national capital are covered under the curriculum.&nbsp;

The 45-minute 'Happiness Period' begins with mindfulness session, followed by meditation, value education, storytelling and other activities to help students understand their role and responsibilities in the social system.

The curriculum was prepared with the help of over 40 teachers, educators and volunteers in about six months.

Why should 'Happiness Curriculum' be implemented across the country?

Like all of us, children too find it difficult to overcome negative emotions (anger, hatred, jealousy, frustration), stress and depression. Mental health of students has become a cause of concern for policymakers.

The curriculum introduced by the Delhi government would play an important role in improving physical and mental well being of the children -motivating them to embrace positive behaviour and thinking. This would also help them face emotional setbacks and handle success in more balanced way.&nbsp;

Researchers from Tulane University in the US also say that mindfulness activities improve psychosocial and emotional quality of life scores for students.&nbsp; 
&nbsp; 
It is indeed a remarkable reform, which focuses on human-centric education. If we teach children the importance of calm and positive attitude, balanced thoughts and gratitude, from the beginning- they would grow up to be more responsible and humble.

According to experts, the curriculum would be a lot more helpful for the unprivileged children as they face additional difficulties and are more vulnerable. Moreover, mindfulness activities and mental exercises could also help in early detection of any kind of mental disorders among students.

According to the data compiled by the National Crime Records Bureau (NCRB), every hour, one student commits suicide. A 2012 Lancet report adds that the world’s highest suicide rates for youth aged 15 to 29.

There is a need to revamp the existing education system. We need a balanced policy that would create responsible, socially conscious and morally sound citizens. Therefore, schools across the country should think about adopting the 'Happiness Curriculum', which is innovative and breaks away from regular teaching practices. Union minister Alphons Kannanthanam has come out in support of a 21-year-old Kerala woman, who became a victim of cyberbullying after her video of selling fish after college went viral.

The story of Hanan, a BSc student at a private college in Thodupuzha, selling fish at Thammanam in Ernakulam after her college hours, was carried by leading Malayalam daily 'Mathrubhumi' two days ago.

Her touching story was widely shared on social media by people, including film artists and politicians.

But, a section of people on social media expressed doubts on Hanan's story and termed it as "fake".

The student had to face vicious trolling.

However, Hanan's college principal and neighbours came out in support of her and said the story published in the regional daily was not fake.

Reacting to the news, Kannanthanam yesterday wrote on his Facebook page, Kerala sharks stop attacking #Hanan. I'm ashamed. Here is a girl trying to put together a shattered life. You vultures!.

The tourism minister hailed the woman's attitude to do hard work and move forward in life.

Kannanthanam also referred to the difficulties faced by Prime Minister Narendra Modi during his teenage and said the latter fought against all odds to become the prime minister.

A teary-eyed Hanan appealed to her critics with folded hands to leave her alone.

''I do not want any help. Kindly leave me alone and allow me to do any kind of menial jobs to earn my daily bread," she said.

Kerala Women's Commission chairperson M C Josephine said she would visit Hanan in Kochi.

Any sort of attack on such a hardworking woman is condemnable, she said.

Hearing Hanan's story, a filmmaker, Arun Gopy, offered her a role in his forthcoming movie starring Malayalam superstar Mohanlal's son Pranav Mohanlal.

The trolls also targeted the filmmaker for such an offer, but Gopy remained firm on the offer.&nbsp

Former chief minister of Jammu and Kashmir, Omar Abdullah met with the TMC chief and West Bengal CM Mamata Banerjee on Friday.

Following his meeting with the TMC supremo, Abdullah said that there was no difference between the National Conference and the Trinamool Congress.

Answering a question about the alliance between the two parties he said that they have not yet decided what their alliance would be called.

However, Abdullah added that the party was open to anyone who was against BJP as they were fighting to defeat the BJP.

Hinting that the chief ministerial candidate for their alliance would be Mamata Banerjee, he said he would take Mamata to Delhi so that she can continue doing the work (that she did in West Bengal) in the entire country.

He also added that he discussed the ongoing situation of India and Jammu and Kashmir with the TMC leader.

He said,&nbsp;"Mamata didi has always been concerned about Kashmir. We discussed the current situation of my state. We had a discussion about the present situation in the nation and about the fear that prevails in minorities".

The meeting between the two leaders was held in West&nbsp; Bengal's Howrah.

The meeting holds importance as it was scheduled ahead of the 2019 Lok Sabha polls when all the opposition parties are gearing up to form a coalition against PM Modi.

Omar Abdullah meets Mamata Banerjee in West Bengal, holds alliance talks to oust BJP in 2019

Over a thousand rockets belonging to an 18th-century Muslim warrior king have been found by excavators in an abandoned well in India's southern Karnataka state, an official said Friday.

The excavation of the open well in Shimoga district led to unearthing of rockets and shells that were stored by Tipu Sultan for use in wars, according to the state's assistant director of archaeology.

The powerful ruler was killed in the fourth Anglo-Mysore war in 1799 after a string of victories in battle against the British East India Company.

He is credited with developing an early, indigenous rocket known as the Mysorean rocket, a prototype of British Congreve rockets used in the Napoleonic wars.

"Excavation of the open well led to unearthing of over 1,000 corroded rockets that were stored during Tipu's times for use in wars," R. Shejeshwara Nayaka told AFP from the site, some 385 kilometres (240 miles) northwest of state capital Bangalore.

"Digging of the dry well where its mud was smelling like gunpowder led to the discovery of the rockets and shells in a pile." &nbsp;

It took three days for the 15-member team of archaeologists, excavators and labourers to unearth the armoury and the ammunition.

The rockets, measuring between 23 and 26 centimetres (12-14 inches), would be kept for public display at a museum in Shimoga.

According to archeological records, the fort area in Shimoga was a part of Tipu Sultan's kingdom and the rockets were used in the wars that the ruler fought against the East India Company.

Over a thousand rockets belonging to an 18th-century Muslim warrior king have been found by excavators in an abandoned well in India's southern Karnataka state, an official said Friday. The excavation of the open well in Shimoga district led to unearthing of rockets and shells that were stored by Tipu Sultan for use in wars, according to the state's assistant director of archaeology. The powerful ruler was killed in the fourth Anglo-Mysore war in 1799 after a string of victories in battle against the British East India Company. He is credited with developing an early, indigenous rocket known as the Mysorean rocket, a prototype of British Congreve rockets used in the Napoleonic wars. "Excavation of the open well led to unearthing of over 1,000 corroded rockets that were stored during Tipu's times for use in wars," R. Shejeshwara Nayaka told AFP from the site, some 385 kilometres (240 miles) northwest of state capital Bangalore. "Digging of the dry well where its mud was smelling like gunpowder led to the discovery of the rockets and shells in a pile." It took three days for the 15-member team of archaeologists, excavators and labourers to unearth the armoury and the ammunition. The rockets, measuring between 23 and 26 centimetres (12-14 inches), would be kept for public display at a museum in Shimoga. According to archeological records, the fort area in Shimoga was a part of Tipu Sultan's kingdom and the rockets were used in the wars that the ruler fought against the East India Company.

The MET office said that southwest monsoon was "active" over east Uttar Pradesh and "vigorous" over the western part of the state causing moderate to heavy rain and thundershowers at most places.&nbsp;

Meanwhile, the Indian Meteorological Department has said that Delhi, NCR would continue to receive rainfall for the next 48 hours. The&nbsp;Dy Director General of IMD also&nbsp;added that the&nbsp;capital had only received moderate rainfall till now.

Former Chief Election Commissioner of India Shahabuddin Yaqoob Quraishi was in Pakistan during the general elections and spoke to WION about some of the key observations made by his team.

Quraishi stated that most of the election went smoothly and peacefully across Pakistan and that the Army, despite being present inside and outside the polling stations, was not intimidating.&nbsp;

Were Pak polls free and fair?

"Pakistan's polls were found largely transparent and fair by the diplomatic committee and the EU Commission. I was part of the Commonwealth delegation. We went to 7-8 cities and found everything in order," Quraishi stated.&nbsp;

The Ex-Indian poll chief also shared that his team saw no incidents of complaints and that people voted with enthusiasm with a large number of women participating.

Rigging allegations

"It is probably what we would call pre-poll rigging, something that happens in our country too. Before the elections, party members or supporters may switch the party -- we call it political engineering and not rigging," Quraishi stated.&nbsp;

Army's presence

"Everyone had talked about large Army deployment inside and outside the polling station and we were very particular about observing the activities there but although we found troops stationed, they didn't come across as intimidating. They ensured security and safety," he added.

Electoral mechanism: India vs Pakistan

Quraishi also talked about the gaping difference between Indian elections and Pakistan's polling process. "First of all, they are still using the ballot system, something that we had given up almost twenty years back. They proceed with the counting of votes immediately which I think never helps, in India, we give a break of three days and the results are declared within 3-4 hours. Our mechanism is smoother, more efficient," Quraishi noted.&nbsp;

Simultaneous polls in India?

Quraishi stated that the idea of holding simultaneous polls in India is debatable and can be explored. "We observed that provincial and national assembly elections went smoothly and hand-in-hand in Pakistan. The idea is debatable for India, something that can be explored," he concluded.&nbsp;

Heavy rains paralysed normal life in Ghaziabad and other National Capital Region (NCR) towns in western Uttar Pradesh. Vasundhara, Khoda and Greater Noida (West) were the worst hit localities in the city.

Traffic came to a near-standstill on NH 24, NH 58, NH 91 and the newly-constructed Raj Nagar Extension Elevated Road in Ghaziabad, besides most other city roads, due to waterlogging.&nbsp

Due to heavy rainfall, a wall in Khoda locality bordering Delhi collapsed in which a child was killed.&nbsp

The downpour also posed a threat to the lives of residents of various housing societies here, including Vartalok and Pragyakunj societies of Vasundhara area. Empty plots adjoining the walls of such societies were filled with rainwater. As a precautionary measure, residents of the affected sides of the buildings were asked to temporarily vacate their flats.

A road connecting Vartalok with Mewar Institute got washed away following waterlogging, severely affecting communication on the road.

What surprised the people most was flooding of the newly-constructed 10-km elevated road from UP Gate to Raj Nagar Extension, which looked like a canal carrying water to irrigate fields. This exposed a major technical flaw in the construction of this road.

The rains played the leveller across the city, with free water flowing entering the collectorate premises, civil courts compound, residential compounds of district officials and municipal officials` residences, among others.

Similar complaints were also reported from the residents of Govindpuram, Karpuri Puram and Swarn Jayantipuram, who had to wade through knee-deep water to make it to their workplaces.

Drains could be seen overflowing in front of commercial establishments at RDC, Navyug Market, Clock Tower and other prominent business centres of the city.&nbsp

"We have deployed our entire team of officers in the affected areas. The police, home guards, citizen volunteers, NDRF personnel and civil defence volunteers are in action in the worst affected areas so as to minimise inconvenience to the people," said CP Singh, the Municipal Commissioner of Ghaziabad.

Two Indians -- one a psychiatrist who works for the mentally-ill street persons and another whose initiative to harness science and culture creatively for economic progress improved the lives of the Ladakhi youth - were&nbspdeclared the winners of this year's Ramon Magsaysay Award.

Bharat Vatwani and Sonam Wangchuk are among six individuals who were declared winners of the award, regarded as the Asian version of the Nobel Prize.&nbsp

Vatwani was recognised for "his tremendous courage and healing compassion in embracing India's mentally-afflicted destitute, and his steadfast and magnanimous dedication to the work of restoring and affirming the human dignity of even the most ostracized," the Ramon Magsaysay Award Foundation said in its citation for the winner.&nbsp

Vatwani, who is based in Mumbai, and his wife started an informal operation of bringing mentally-ill street persons to their private clinic for treatment, leading them to establish Shraddha Rehabilitation Foundation in 1988, aimed at rescuing mentally-ill persons living on the streets providing free shelter, food, and psychiatric treatment and reuniting them with their families.&nbsp

Wangchuk, 51, was recognised for "his uniquely systematic, collaborative and community-driven reform of learning systems in remote northern India, thus improving the life opportunities of Ladakhi youth, and his constructive engagement of all sectors in local society to harness science and culture creatively for economic progress, thus setting an example for minority peoples in the world," the citation said.

Wngchuk was a 19-year-old engineering student at the National Institute of Technology in Srinagar when he went into tutoring to finance his schooling and help woefully unprepared students pass the national college matriculation exams.

In 1988, after earning his engineering degree, Wangchuk founded Students' Education and Cultural Movement of Ladakh (SECMOL) and started coaching Ladakhi student, 95% of whom used to fail the government exams.

In 1994, with Wangchuk in the lead, Operation New Hope (ONH) was launched to expand and consolidate the partnership-driven educational reform programme.&nbsp

The results of their leadership are manifest in the changed lives of the many they have influenced," she said.

"All are unafraid to take on large causes. All have refused to give up, despite meagre resources, daunting adversity and strong opposition. Their approaches are all deeply anchored on a respect for human dignity, and a faith in the power of collective endeavour," she said.

Established in 1957, the Ramon Magsaysay Award is Asia's highest honour. It celebrates the memory and leadership example of the third Philippine president after whom the award is named, and is given every year to individuals or organisations in Asia who manifest the same selfless service and transformative influence that ruled the life of the late and beloved Filipino leader.

A day after Rahul Gandhi said BJP MPs step back on seeing him as they fear he might hug them, BJP MP Nishikant Dubey today took a jibe, saying the leaders may be divorced by their wives if they embrace the Congress president as "Section 377 hasn't been scrapped as yet".

Dubey said BJP MPs can hug Gandhi only when the Congress president gets married, news agency PTI reported.

"Why should we hug him. Section 377 hasn't been scrapped as yet. And our wives will also give divorce to us. If Rahul Gandhi gets married, then we will hug him," he was quoted as saying.

The IPC's Section 377 criminalises sex among people of the same gender.

Yesterday, at an event, Gandhi said the BJP's MPs take "two steps back" on seeing him fearing he may embrace them.

Gandhi was severely criticised by BJP leaders for hugging Prime Minister Narendra Modi during the no-confidence motion against the government last week.

The Congress chief had said he may have a difference of opinion with the ruling party leaders and he can fight them, but he doesn't need to hate them.

After a no-holds barred and scathing criticism of Modi on several issues including the Rafale jet deal, Gandhi had walked across the well of the Lok Sabha to the prime minister and hugged him.&nbsp

The gesture had taken Modi as well as the treasury benches by surprise.&nbsp

Singh said Khan was supported by Pakistan's Army and that the cricketer-turned-politician was likely to follow policies of the military including in matters relating to India.

There has not been any reaction from the Ministry of External Affairs so far on Pakistan's election outcome.

(The) military is supporting him from the start. He has always been a military candidate," Singh, a former Home Secretary, said.

He said the elections in Pakistan were "rigged" and it has been said by political parties and observers in that country.&nbsp

Singh said the Pakistan military was behind ousting of Nawaz Sharif from power and putting him and his daughter in jail just before the elections.&nbsp

Bhalke, who represents Pandharpur in Solapur district, said he was resigning to express solidarity with quota protests.

Bhalke said he had visited the family of Maratha activist Kakasaheb Shinde, who committed suicide by jumping into the Godavari in Aurangabad district on July 23.

"The sentiments of the Maratha youth are intense. There is a&nbsp;lot of unrest over the lack of (job) opportunities. Promises made to them have not been fulfilled. I have decided to resign to express my solidarity with the Maratha quota protesters as well as in support of the demand for quota by the Dhangars and other deprived communities," Bhalke said.

"I am quitting membership of the assembly to highlight the unrest among the Marathas, Dhangars, Muslims and Mahadeo Koli communities," he said.

Bhalke said the Maharashtra government has stayed the previous Congress government's decision to allot quota for Muslims even though the (Bombay) high court had not passed any adverse comment on the Muslim reservation.

The high court in 2014 stayed implementation of the Congress-NCP government's decision to provide reservation to Marathas. It also stayed the decision to provide five per cent reservation to the Muslims in government service, but allowed quotas for them in educational institutions.

Aher, who represents Chandwad in Nashik district, announced in Nashik city that he was resigning as MLA.

He handed over his resignation letter to Maratha Kranti Morcha activists who were fasting in protest outside the district collector's office this afternoon.

"Please treat this letter as my resignation. Whenever required, the Maratha community members could hand it over to Assembly Speaker," he stated.

Yesterday, Harshvardhan Jadhav (Shiv Sena) and Bhausaheb Patil Chikatgaonkar (NCP) from Aurangabad district had offered to resign in support of the quota demand.

Jadhav, who represents Kannad assembly constituency, submitted his resignation letter to the office of the Assembly Speaker this morning.

Chikatgaonkar (Vaijapur constituency) said he had e-mailed his resignation to the Speaker.

Later today, Dattatraya Bharne, the NCP legislator from Indapur, also sent his resignation to the Speaker as well as to party leader Ajit Pawar.

"Despite oral as well as written promises by Chief Minister Devendra Fadnavis, no concrete decision on the reservation was taken to date which is a serious matter," Bharne said.

A Vidhan Bhavan official said an MLA who wished to resign was not required to specify the reason, but some of the MLAs who have quit have stated the reason -- that they were quitting in support of the agitation.

The resignation letter, which should be in a prescribed format, needs to be addressed to the Speaker, the official said.

National Commission for Women Chairperson Rekha Sharma today said she has "reservations" about the reservation system, arguing that women should make their own way in politics as quotas would only help the daughters and wives of some politicians.

Her remarks come at a time opposition parties are urging the government to ensure that the women's reservation bill, which calls for reserving 33 per cent of seats in the Lok Sabha and all state legislative assemblies for women, is passed in the ongoing Monsoon session of Parliament.

"If you ask me, I have reservations about the reservation, actually. It will be difficult for people like me and you to enter politics with the help of reservation. We have to pave our own path... (It will help only) daughters or wife of some politicians," she said at a discussion on "Political participation and representation of women in India' organised by the NCW.

Sharma also stressed the need to empower women, "the other 50 per cent of the population".&nbsp;

"How can we grow if 50 per cent of the population is not empowered politically? It is not possible at all. It is the right of women to elect and get elected," she said.

The women panel chief rued that "women still discuss with their husband before exercising their franchise".

"They are generally oblivious to the candidates contesting the elections. They do not know on what basis a person should be elected. If we do not how to elect the right person, who will we ensure that we get our rights?" she asked.&nbsp;

According to Sharma, many women who have been elected at the panchayat level "have no clue about their work".

"They do not know how much money the government gives to a panchayat and what it is meant for. In many cases, their husbands, brothers or fathers put stamps on papers and attend meetings on their behalf," Sharma said.

The NCW chief appealed to women to keep their family concerns aside if they want to make a foray into politics.&nbsp;

She also stressed the need to change the mindset that husbands are not supposed to help women in their daily work.

"Power is needed to bring about a change" and it comes from politics, Sharma said.&nbsp;

"I understood this point when I was very young. To bring a significant, important change, you need power and it comes from politics. If you want to make new laws, you have to enter Parliament," she said.&nbsp;

The NCW chief said many educated people, especially the younger generation, are averse to joining politics, but "you have to get you hands dirty if you want to clean the sewer".&nbsp;

Sharma urged the women to "go beyond writing about social issues on Facebook" and become part of the system.&nbsp;

The 108th Constitution Amendment Bill, or the women's reservation bill, has been passed by the Rajya Sabha and awaits the nod of the Lok Sabha.

A bench of Acting Chief Justice Gita Mittal and C Hari Shankar issued a notice to the Ministry of Home Affairs on the plea which also sought direction to the authorities to spread awareness in this regard to track the pre-existed biometrics and Aadhaar details for re-uniting missing persons with their families across the country.

The bench asked the ministry to file an action taken a report on the representation made by petitioner advocate Amit Sahni to the authorities and listed the matter for further hearing on November 13.

The petition said the Centre be directed to issue appropriate and mandatory directions to the authorities for utilising biometric/Aadhaar of missing children, old aged persons and mentally challenged persons immediately for the purpose of tracing and reuniting them with their families as and when they are rescued by any department.

It said the petitioner was not challenging any question of law, which is already pending adjudication before the Supreme Court, that is, the constitutional validity of Aadhaar.

"There have been many debates regarding Aadhaar and the issue of its constitutional validity is pending before the Supreme Court of India but the same is very useful for tracing missing persons if the Aadhaar of such missing persons is pre-existed," it said.&nbsp;

The plea referred to the statistics of the National Crime Record Bureau (NCRB) 2016 as per which the total missing persons are 5,49,008 and untraced ones are 3,19,627.

"There is no greater vacuum or void than the helplessness felt by parents whose children have gone missing and the significance of timely recovering of the missing child can only be understood if one empathy with feelings of the missing child or that of a mother, who is unable to locate her child irrespective of the circumstances under which a child goes missing," it said.&nbsp;

Sahni also referred to a judicial order in which by the intervention of a trial court, a 31-year-old mentally challenged woman was reunited with her family in Rajasthan through Aadhaar.

In that case, a mentally challenged woman was rescued by Delhi Police and produced before Metropolitan Magistrate Abhilash Malhotra, who directed the authorities to help the victim to undergo the process of Aadhaar, which revealed that her biometric records pre-existed in the Aadhaar database.

The police obtained her details from the Unique Identification Authority of India after which she the woman was reunited with her family.&nbsp;

High Court seeks Centre's reply on the plea to use Aadhaar details of missing persons

Rajya Sabha MP and Dhangar community leader Vikas Mahatme today warned of an agitation by his community members if they are not granted the Scheduled Tribe (ST) status in Maharashtra.

The Dhangar (shepherd) community has been for long demanding the ST status which will allow them to avail reservation in government jobs and education.

The community is currently classified as a Nomadic Tribe (NT) in the state and Mahatme's comments come in the backdrop of the ongoing protests by the Marathas over their demand for reservation in government jobs and education.

Mahatme said he raised the ST status issue in the Rajya Sabha yesterday.

Talking to PTI over the phone, Mahatme said, "The issue of granting ST status to the Dhangar community has been pending since the last 70 years. The BJP, in its election manifesto, had promised ST status to the Dhangar community."

The state government should recommend to the Centre to include the Dhangars in the list of STs, said Mahatme.

"This is necessary otherwise the Dhangar community may hit the roads and start aggressive protests as being done by the Marathas," said Mahatme.

Last year, the Maharashtra government had said in the legislature that it is committed to including the Dhangar community in the ST category.

External Affairs Minister Sushma Swaraj today said the agent responsible for trafficking 39 Indians to Iraq&nbsp;was still operating his business and urged state women commissions to crackdown against such illegal agents.

Swaraj had told Parliament in March that the 39 Indians, who were abducted by the ISIS terror outfit in Mosul three years ago, were dead.

While addressing a national conference on state women commissions, she urged them to launch a crackdown on the illegal network of agents operating across the country.

She lamented that agent who transported the 39 Indians to Iraq was still sending people abroad.

Swaraj said the passage of the anti-trafficking bill was a very good step but till the network of such illegal agents was curbed its full impact could not be realised.

"Young boys are trafficked from Mumbai who says that they are being sent to different merchant ships as crew members, but in reality, they are being sent for smuggling and when they get arrested in other countries it becomes very difficult to rescue them from there," she rued.

Swaraj advised that people need to go only through authorised government agents.

"The ministry has all the information of people who go through government authorised agents and we know who is the employer. So in case of any unforeseen incident, we have an agent responsible for them," she said.&nbsp;

She said the state commissions need to identify these illegal agents and give their names to the chief minister and ask him to take action against "so-called agents".

"Half of the problem would be solved if such agents are identified and a crackdown is launched against them," she added.&nbsp;

He alleged that the defence offset contract went to a private company, Reliance Defence, which had zero experience of manufacturing fighter aircraft.&nbsp;

He also alleged that Reliance Defence was formed 12 days before the announcement of the purchase of 36 Rafale aircraft by the prime minister in France on April 10, 2015, and did not have the licence to manufacture fighter jets.

Reliance Aerostructure was given the licence to manufacture fighter aircraft by the Defence Ministry but it did not own any land or building on the date of the licence on February 22, 2016, Surjewala added.

Reliance Aerostructure was incorporated on April 24, 2015, 14 days after the announcement of the purchase of 36 Rafale aircraft, he said.

According to the Congress leader, guidelines on defence contracts were violated. The Defence Ministry has to give its permission whenever a defence offset contract is signed, he said.&nbsp;

He also cited the rule that a contract should be audited by the Defence Ministry.&nbsp;

"All these rules were violated," Surjewala said, adding that there was no approval for the defence offset contract to Reliance Defence from Defence Minister Nirmala Sitharaman. "This is in complete violation of guidelines."

"Why are Prime Minister Modi and Defence Minister Sitharaman lying on the issue," he asked.

The Congress leader demanded that the prime minister and the defence minister answer questions raised by people of the country on the deal.

The National Green Tribunal today said the water of the Ganga river, between Haridwar and Unnao in Uttar Pradesh, was unfit for drinking and bathing and expressed anguish over the situation.&nbsp;

The green panel said that innocent people drank and bathed in the river with reverence, without knowing that it may adversely affect their health.

"Innocent persons are drinking and bathing in the Ganga out of reverence and respect. They don't know that it may be dangerous to their health. If cigarette packets can contain a warning saying it is 'injurious to health', why not the people be informed of the adverse effects (of the river water)," the NGT said.

The bench, headed by NGT chairperson A K Goel, said "we are of the view that on account of great reverence to great Ganga, innocent persons may drink and bathe without knowing that the water is unfit for consumption. It is of utmost necessity to comply with the right to life of persons using Ganga water and they are put to notice about the fitness of water."&nbsp;

The green panel also directed National Mission for Clean Ganga (NMCG) to install display boards at a gap of 100 kilometres, indicating whether the water was fit for bathing or drinking.&nbsp;

It directed the NMCG and the Central Pollution Control Board to place on their website, within two weeks, a prominent map showing where the water was good for bathing and drinking.&nbsp;

A security guard and a civilian sustained injuries today in Jammu and Kashmir's Shopian district after a terrorist attack.

A group of terrorists in the afternoon had barged into J&K bank in Kulgam and disarmed the security guard of the bank.

A gun battle that followed later between the terrorists and the&nbspguards injured two people.&nbsp
