Union Minister of State for Defence Subhash Bhamre said Thursday the details relating to the Rafale deal are not revealed in the national interest.

The Congress Thursday urged the CAG to carry out a forensic audit of the "Rs 60,150-crore" Rafale fighter jet deal and bring all "facts" on record to enable Parliament to fix accountability for the alleged scam in the contract.

"Our basic price of Rafale aircraft is nine per cent less that that decided under the UPA government. When we purchase a raw Rafale aircraft, it is only for transportation but to convert it into a potent air defence aircraft, a lot of things need to be added," the minister said.

"So if we reveal what are these additional things to media, our enemy across the border will not need to deploy a secret service agency (to find out these details) and this why, in the national interest, the information is not being divulged," Bhamre told reporters here.

Refuting the allegations of irregularities in the deal, Bhamre said all norms and procedures were followed.

Talking about the depleted number of squadrons of the Indian Air Force, Bhamre said if India needs to fight on two fronts, the air force needs a total of 42 squadrons.

"Currently we have 33 squadrons. This operational criticality is there since 2001, but the Congress, despite knowing the country's requirement, did not take any decision (to purchase new aircraft) till 2013," he said.

When the Congress-led UPA did not negotiate any deal, on what basis it was saying that the price fixed then was lower, the minister asked.

"The Modi government has an impeccable record in the last four years, and that is why the opposition is frustrated. They just need an issue before the elections," he said.

The allegations levelled by the opposition are manufactured, baseless and not in the interest of the country, he said.

Earlier Thursday, Bhamre inaugurated Dr Babasaheb Ambedkar Memorial Industrial Training Institute (ITI) in Pune Cantonment. It is the first ITI under the Ministry of Defence situated in a cantonment area.

The White House on Thursday said that it's going extra length for countries like India and Iraq to find substitute for Iranian oil.

The US National Security Advisor John Bolton told reporters at a White House news conference that he had conversations (with Indian officials on purchase of Iranian oil). Others in the administration have had conversations with senior Indian officials, he was quoted as saying according to news agency PTI.

Bolton who last month met his Indian counterpart Ajit K Doval here, a week after the two-plus-two dialogue in New Delhi, said the Trump Administration has made its views clear to Indians on Iran.

"One of the things I think that's important, whether it's for Iraq or India or anyone else -- particularly that's been a purchaser of Iranian oil -- we've gone to really extra lengths to try and find substitute sellers of oil so that there would be alternative supplies at market rates," Bolton was quoted as saying.

"That will help. This is something, obviously, the Obama administration wasn't doing at all. And I think this will help toward our effort of persuading companies and governments, particularly in Asia, that there are alternatives to Iran that they can pursue," he reportedly said in response to a question.

According to Bolton, as the second wave of sanctions come back onto Iran on November 4, the objective of the Trump administration is to put maximum pressure on the government in Tehran.

"It's our objective that there be no waivers from the sanctions, that exports of Iranian oil and gas drop to zero," he said.

"I might say, also, that we're not going to stop with the resumption of the sanctions that existed pre-2015. We're looking at others that we can impose as well," Bolton said.

Women police personnel will be posted at Sabarimala this month to facilitate pilgrimage of women devotees in view of the Supreme Court order permitting women of all age groups to enter the Lord Ayyappa shrine, Kerala police chief Loknath Behera said Friday.

The DGP said everyone in the force should have to perform their duties irrespective of their religion and politics.

"They (women) will be posted there (at Sabarimala). We are a law enforcement agency. No gender, no religion. .. Nothing. All will have to perform their duties," Behera told reporters here.

His statement comes against the backdrop of Chief Minister Pinarayi Vijayan's recent statement that the government would implement the verdict in the coming pilgrimage season itself.

A high-level meeting of the Travancore Devaswom Board, which manages the shrine, has also decided to make necessary arrangements for women pilgrims visiting the temple when it opens for the annual pilgrimage season on October 16.

Responding to the S-400 deal between India and Russia, the United States has said that it doesn't want to damage the capabilities of its allies.

"The intent of our implementation of CAATSA is to impose costs on Russia for its malign behaviour, including by stopping the flow of money to Russia's defence sector. CAATSA is not intended to impose damage to the military capabilities of our allies or partners," the US embassy said in a statement.

"The waiver authority is not for a blanket waiver, it is transaction-specific. We cannot prejudge any sanctions decisions," it further added.

The US had earlier said that countries trading with Russia's defence and intelligence sectors would face automatic sanctions under a sweeping legislation called Countering America's Adversaries Through Sanctions Act or CAATSA.

A State Department spokesperson had said that the implementation of the sanctions act would be focused at countries acquiring weapons such as the S-400 missile batteries.

Last month, the United States imposed sanctions on China's military for its purchase of combat fighters as well as the S-400 missile system it bought from Russia this year.

On Friday, India agreed to buy S-400 surface to air missile systems from Russia disregarding US warnings that such a purchase could trigger sanctions. Although there was no public signing, the deal was sealed during President Vladimir Putin's ongoing visit to New Delhi for an annual summit.

After summit talks between Putin and Modi, the two countries signed eight agreements covering space, nuclear energy and railways at a televised news conference.

Political parties in Jammu and Kashmir Friday condemned the killing of two National Conference (NC) workers in a militant attack here, saying targeting political workers who "champion the cause of the masses" was "downright appalling".

Two NC workers were killed and an office bearer was injured after terrorists fired at them in the Karfali area of the city Friday. The deceased were identified as Mushtaq Ahmed Wani and Nazir Ahmed Bhat. The injured, Shakeel Ahmad, was a Halqa president of the National Conference.

"Attack on political workers who champion the cause of common masses is downright appalling & symptomatic of alien elements misrepresenting the ethos of Kashmir. We strongly condemn the brutal murder of @JKNC_ workers. Our hearts go out to their bereaved families," the Jammu and Kashmir Peoples Democratic Party (PDP) said on its official Twitter handle.

PDP president and former chief minister Mehbooba Mufti also condemned the killing.

"Pained to hear about the killing of two NC workers. My heart goes out to their families & children. Cannot possibly imagine what they must be going through," she tweeted.

The NC termed the killing of two of its workers "barbaric".

"Party President Dr. Farooq Abdulah, Vice President Mr. Omar Abdullah expressed profound grief over the barbaric killing of two party workers Nazir Ah Bhat and Mushtaq Ah Wani," the party said on Twitter.

Meanwhile, in separate tweets, Omar said, "I cannot condemn strongly enough the murderous terrorist attack against three of my party workers. Nazir Ahmed Bhat (working in the office of MLA Shamima Firdous) & Mushtaq Ahmed Wani have been killed. Allah Jannat naseeb karey (May God grant them heaven)."

"Shakeel Ahmad Zangoo has been injured & is in hospital. I pray for his complete & speedy recovery. May the families of Nazir, Mushtaq & Shakeel find strength in this most difficult time," he added in another tweet.

The killings come just three days ahead of polling for the first phase of elections to urban local bodies in the state.

The National Conference and the PDP have boycotted the polls on the grounds that the state's special status under Article 35A of the Constitution is under threat due to the legal challenge to the provision in the Supreme Court.

The Telangana Rashtra Samithi would not ally with the BJP or support it in the next Lok Sabha election as the regional party was secular and the two parties had "very strong differences of opinion", TRS leader and IT Minister KT Rama Rao said.

Rao, son of caretaker chief minister and TRS supremo K Chandrashekar Rao, also dubbed as "maha ghatia bandhan" (weak combine) the proposed grand alliance of Congress, TDP and some other parties for the coming assembly election in the state.

He made the comments during an interaction on social media platform Twitter Thursday.

"We are an extremely secular party which carries people of all hues and shades and all sections of society. We don't believe in polarising based on community and based on any other criteria that divides us. So, the question of joining (hands with) BJP or aligning with them does not arise," Rama Rao said.

He was replying to a question if the TRS would support BJP in next year's Lok Sabha elections.

"We don't see eye-to-eye on a number of counts. In fact, we have very strong differences of opinion," he added.

He charged the Congress and the TDP with "doing great deal of injustice" to the people of the state, especially for those who championed the cause of statehood for Telangana.

According to him, the Congress and the TDP have given a "golden" opportunity to the people of Telangana to shoot two birds with one stone - hit the two parties with one vote.

My request is to vote them out of Telangana and ensure that TRS is elected again, he said.

He expressed hope the TRS would win the coming elections, necessitated by the premature dissolution of assembly by the party government, "very, very convincingly".

Rama Rao said he was focused on ensuring the return of party chief Rao as the chief minister.

He said the TRS was considering including an "unemployment allowance" in its election manifesto.

He also claimed that no government had done as much as their's for the youth, especially for the unemployed.

"We have already issued notifications for 90,000 (government) jobs to be filled in the last four years and nearly 40,000 recruitment has been done," he said.

As for government's criticism by some opposition parties, Rama Rao said political parties in a democracy have every right to criticise.

"...But unfortunately the main opposition (Congress), the principal opposition party in Telangana, has been stooping to new lows and body shaming my children...That is a new low in politics," he added.

The Trump administration is building new and stronger bonds with countries like India to advance its vision of a free and open Indo-Pacific, US Vice President Mike Pence has said, amidst China flexing its military muscles in the region.

The US recently renamed its oldest and largest military command - the Pacific Command - to Indo-Pacific Command, in a largely symbolic move to signal India's importance.

"To advance our vision of a free and open Indo-Pacific, we're building new and stronger bonds with nations that share our values, across the region - from India to Samoa. Our relationships will flow from a spirit of respect, built on partnership, not domination," Pence said Thursday in a major foreign policy speech at the Hudson Institute, a top American think-tank.

"We're forging new trade deals, on a bilateral basis, just as last week, President (Donald) Trump signed an improved trade deal with South Korea, and we will soon begin negotiating a historic bilateral free-trade deal with Japan," he said.

The US, he said, is streamlining international development and finance programs, giving foreign nations a just and transparent alternative to China's debt-trap diplomacy.

In July, the US had announced USD 113 million in new regional investments focused on digital connectivity, infrastructure and energy, amidst China flexing its military muscles in the Indo-Pacific region.

Pence said China was using its power like never before.

Chinese ships routinely patrol around the Senkaku Islands, which are administered by Japan, he said.

Despite China's "reckless harassment", the US Navy will continue to fly, sail and operate wherever international law allows and "our national interests demand", he said.

"We will not be intimidated; we will not stand down," Pence said.

He said America had hoped that economic liberalisation would bring China into greater partnership with the US and with the world, but China has chosen economic aggression, which has, in turn, emboldened its growing military.

Next month, Pence will represent the US in Singapore and Papua New Guinea, at ASEAN and APEC.

"There, we will unveil new measures and programs to support a free and open Indo-Pacific - and on behalf of the President, I will deliver the message that America's commitment to the Indo-Pacific has never been stronger," he said.

To protect US interests here at home, the administration has strengthened CFIUS - the Committee on Foreign Investment in the United States - heightening our scrutiny of Chinese investment in America, to protect national security from Beijing's predatory actions.

China claims almost all of the South China Sea. Vietnam, the Philippines, Malaysia, Brunei and Taiwan have counterclaims over the area.

China has deployed anti-ship cruise missiles and surface-to-surface missile systems in the disputed South China Sea amid frequent forays by US naval and surveillance aircraft over the region to assert the freedom of navigation especially around the artificial islands built by China, where it has also established garrisons.

"When it comes to Beijing's malign influence and interference in American politics and policy, we will continue to expose it, no matter the form it takes. And we will work with leaders at every level of society to defend our national interests and most cherished ideals. The American people will play the decisive role - and in fact, they already are," Pence added.
