National Conference leader Omar Abdullah Monday ruled out a pre-poll alliance with any party for the Jammu and Kashmir Assembly elections, saying his party had joined hands with the PDP and Congress to "save the state".

The PDP had on November 21 staked claim to form a government with the backing of rival National Conference (NC) and the Congress. This was followed by another bid from the two-member People's Conference which claimed the support of the BJP and 18 MLAs from other parties.

After these developments, Governor Satyapal Malik abruptly dissolved the Jammu and Kashmir Assembly on the night of November 21.

"We will fight the (assembly) election on our own. When we talk about forming the next government on our own, then there is no scope of leaving any seat for anyone, even as I know they are eyeing some seats," Abdullah said Monday while addressing a function at party headquarters here.

Defending his party's decision to join hands with the PDP and Congress to stake a claim for the formation government, the NC vice president said it was a difficult decision, taken to save the state after fighting as bitter rivals in the 2014 elections.

"We decided to do something to save the state, to strengthen the communal harmony and brotherhood, to restore peace - it was not an easy decision. I was aware that my party will suffer politically due to this decision," he said.

Asserting that he choose the state over his party, as it was for the betterment of Jammu and Kashmir and its people, Abdullah said the NC was to extend support to the PDP and Congress from outside and the government was to run for the time being till the situation gets back to normal for holding of fresh elections.

He called for holding of assembly polls in the state along with the general elections next year, and also challenged the BJP to announce its chief ministerial candidate while accusing the saffron party of betraying the people of Jammu region who had given it 26 seats in the last state elections.

The NC vice president said his party is prepared to face the people, unlike the BJP which is "trying to delay the elections on one pretext or the other knowing fully that it will face a drubbing in polls".

"We have started the selection of candidates for the state polls. The only condition is, give me a candidate who can win. There may be some seats where we have no chance, but there are seats which we have been winning and the time has come to take these seats back," the former chief minister said.

He said the BJP claimed that the plan to form the government was orchestrated in Dubai and London at the behest of Pakistan.

"We were not the one. But the second letter (from Peoples Conference chairman Sajad Lone) came from London," Abdullah said.

"When I asked him (Ram Madhav) to prove (the allegation), he took his words back, because he was caught in his own lies," he said.

BJP general secretary Ram Madhav on November 22 withdrew his words after a furious Omar Abdullah dared him to prove his allegation that his party had tied up with the PDP to form a government in Jammu and Kashmir at Pakistan's behest.

Abdullah said the PDP-Congress-NC combine had the numbers and there was no scope for horse-trading or any other malpractice here, unlike the BJP-supported group which had only 28 MLAs together.

The governor claimed that there were horse-trading attempts, he said and asked the BJP where did the other MLAs require to form the government came from.

"I can say with authority that the MLAs got threats from agencies. One MLA was told that either be part of the government for two years or prepare for arrest by NIA.

"Another senior MLA was threatened that a CBI case against him will be opened. This is the problem, those who are not able to come from the front door, are trying to grab the power by breaking the back door like a thief," Abdullah said."

"The compulsion when they (BJP) handed over the chief minister post to Mufti Mohammad Sayeed is understood as they had 26 MLAs while the PDP had 28. But how they can justify bringing a chief minister from a two-member party," he said.

The NC vice president claimed that the BJP will face a drubbing in the next assembly elections given the mood of the people.

"When the bugle for assembly elections is sounded, we will emerge as winners," he said.

"Our strategy will be -- to highlight the failures of the previous government and to reach out to the people and make them aware about the programmes and planning of the party for different sections of the society, besides focusing on basic amenities like water, power and roads," Abdullah said.

UK court orders Vijay Mallya's extradition, CBI says 'we welcome the verdict'

Reserve Bank Governor Urjit Patel, who faced the possibility of an unprecedented action from the government over differences on a variety of issues, Monday <a href="http://www.wionews.com/india-news/rbi-governor-urjit-patel-resigns-cites-personal-reasons-182915">resigned from his job citing personal reasons</a>.

Patel, 55, who took over as the 24th Governor of the central bank on September 5, 2016, had the shortest tenure since 1992.

He was hand-picked by the BJP-led government after his predecessor Raghuram Rajan was denied a second term.

"On account of personal reasons, I have decided to step down from my current position effective immediately," Patel said in a brief statement.

His resignation was being speculated right from the time the government cited a never-before-used provision of the RBI Act to get him to consider its views on relaxing lending norms for segments such as small and medium enterprises, appropriate size of reserves the central bank must maintain and easing norms for weak banks.

In his statement, Patel thanked his colleagues at the RBI but made no mention of the government or the finance ministry.

"It has been my privilege and honour to serve in the Reserve Bank of India in various capacities over the years. The support and hard work of RBI staff, officers and management has been the proximate driver of the bank's considerable accomplishments in recent years.

"I take this opportunity to express gratitude to my colleagues and Directors of the RBI Central Board, and wish them all the best for the future," he said.

Patel had more than eight months of the first three-year tenure left and was eligible for a second term as was given to several of his predecessors barring Rajan.

Prior to taking over on September 6, 2016, he was a Deputy Governor overseeing the monetary policy department at the RBI under Rajan and was known as his 'inflation-warrior'.

Patel, who has worked with the International Monetary Fund, Boston Consulting Group and Reliance Industries, among other organisations, took over after Rajan completed his three-year term on September 4.

Patel is among the few with a corporate background to become RBI governor, the top post at the Mint Street that has been previously held by mostly career bureaucrats and economists.

Patel was the eighth RBI deputy governor to be made Governor, the last being YV&nbsp; Reddy. Besides, at least five former governors had served at the IMF before becoming RBI chief, while a few others went on to work at IMF after leaving the central bank.

However, some deputy governors served as governors only for interim periods.&nbsp;

India successfully test-fired nuclear-capable ballistic missile Agni-5, which has a strike range of 5,000 km, from Dr Abdul Kalam Island off the Odisha coast Monday.

This is the seventh trial of the indigenously-developed surface-to-surface missile, defence sources said.

Agni-5 is a three-stage missile and is 17 meters tall and 2 meters wide. It is capable of carrying 1.5 tonnes of nuclear warheads.

"The missile was launched with the help of a mobile launcher from launch pad-4 of the Integrated Test Range (ITR) at Dr Abdul Kalam Island in the Bay of Bengal on Monday afternoon," said a defence source.

"It was a user associated trial. Strategic force command along with DRDO scientists conducted it," the source added.

During this trial, the flight performance of the missile was tracked and monitored by radars, tracking instruments and observation stations, said the source.

India has in its armoury the Agni missile series &nbsp;Agni-1 with a range of 700 km, Agni-2 with a range of 2,000 km, Agni-3 and Agni-4 with 2,500 km to more than 3,500 km range.

The Agni-5 is the latest and most advanced variant in terms of navigation and guidance, warhead and engine.

"The high-speed onboard computer and fault-tolerant software, along with robust and reliable bus guided the (Agni-5) missile flawlessly (during the test)," an official said.

The missile is programmed in such a way that after reaching the peak of its trajectory, it turns towards the earth to continue its journey to the target with an increased speed, due to the earth's gravitational pull, and its path precisely directed by the advanced onboard computer and inertial navigation system.

As the missile enters the earth's atmosphere, the atmospheric air rubbing its outer surface skin raises the temperature to beyond 4,000 degree Celsius.

However, the indigenously-designed and developed heat shield maintains the inside temperature at less than 50 degree Celsius.

Finally, commanded by the onboard computer with the support of laser gyro-based inertial navigation system, micro inertial navigation system (MINS), fully digital control system and advanced compact avionics, the missile hit the designated target point accurately, meeting all mission objectives, the sources said.

The ships located in mid-range and at the target point tracked the vehicle and witnessed the final event.

All the radars and electro-optical systems along the path monitored the parameters of the missile and displayed them in real time.

The first two flights of Agni-5 in 2012 and 2013 were in open configuration. The third, fourth and fifth launch were from canister integrated with a mobile launcher, that enables the launch of the missile in a shorter time as compared to an open launch.

The missile has advantages of higher reliability, longer shelf life, less maintenance and enhanced mobility.

The first test was conducted on April 19, 2012, the second on September 15, 2013, the third on January 31, 2015, and the fourth one on December 26, 2016. The fifth test was held on January 18 this year and the last one was held on June 3, 2018. All the trials were successful.

This was followed by another bid from the two-member People's Conference, which claimed the support of the BJP and 18 legislators from other parties.

PDP president Mehbooba Mufti wrote to the governor that her party, which has 29 MLAs, was backed by the National Conference and the Congress with 15 and 12 legislators, respectively.

The dissolution was announced by Malik in a communique released by the Raj Bhavan.

The six-month tenure of governor's rule ends on December 18. This will be followed by the president's rule. The state assembly's tenure was till October 2020.

Governor's rule was clamped in the state on June 19 for a six-month period following the collapse of the Mehbooba Mufti-headed PDP-BJP coalition government after the saffron party withdrew support.

The state assembly was kept in suspended animation so political parties could explore the possibility of forming a new government.

RLSP chief Upendra Kushwaha quits as Union Minister, likely to quit NDA: Reports

Authorities at the Arthur Road prison here have kept a high-security cell ready for liquor tycoon Vijay Mallya if he is extradited from UK in connection with loan default cases against him in India, an official said Monday.

Mallya, wanted in India on charges of fraud and money laundering amounting to around Rs 9,000 crore, is set to appear before the Westminster Magistrates' Court in London on Monday when his extradition trial is listed for judgement.

The 62-year-old former Kingfisher Airlines boss has been on bail since his arrest on an extradition warrant in April last year.

If extradited, Mallya will be lodged in one of the high-security barracks located in a two-storey building inside the prison complex, which also housed 26/11 Mumbai attack terrorist Mohammad Ajmal Kasab, a prison official said.

A high-security cell has been kept ready at the jail located in central Mumbai, he said.

"We are fully prepared to lodge him safely at our correction centre. If he is brought here, we will take care of his safety and security," the official said.

In case of a medical emergency, Mallya can be treated at the dispensary located close to the barrack, where doctors and other staff are present to provide basic treatment to prisoners, he said.

The high-security barracks are located separately from other cells. These barracks are under constant CCTV surveillance and security guards with sophisticated arms are deployed there, he added.

An official from the Union Ministry of Home Affairs earlier said Mumbai's Arthur Road Jail was one of the best in the country.

The comments had come after a court in the UK asked Indian authorities to submit a video of the Arthur Road Jail cell where they plan to keep Mallya following his extradition.

The official said adequate medical facilities were available to treat prisoners in Arthur Road Jail, where Mallya would get full security cover as an undertrial prisoner and it was highly secured in accordance with international standards.

The central government has already conducted an assessment of security cover given to prisoners in the Arthur Road Jail and its findings conveyed to the UK court.

The Delhi High Court on Monday sought response of the Centre, the AAP government and police on a PIL seeking entry of women into the sanctum sanctorum of the Hazrat Nizamuddin Aulia Dargah in the national capital.

Apart from the Centre, the Delhi government and police, a bench of Chief Justice Rajendra Menon and Justice VK Rao also issued notice to the trust managing the 'dargah' (shrine) and sought their stand on the plea by April 11, 2019.

The court was hearing a plea by three women law students, who have claimed that the dargah here does not permit entry of women into the shrine.

The petition, filed though advocate Kamlesh Kumar Mishra, has claimed that there is a notice put up outside the 'dargah' -- a shrine built over the grave of a religious figure -- clearly stating in English and Hindi that women are not allowed inside.

The law students, in their petition, have contended that they made several representations to authorities, including the Delhi Police, but no response was received and therefore, they moved the high court.

The plea has sought directions to the Centre, the Delhi government, police and the trust managing the shrine, to frame guidelines for ensuring entry of women into the dargah and declare the bar on entry of women as "unconstitutional".

The petitioners, who are law students from Pune, have contended that when the Supreme Court has allowed women of all ages into the Sabarimala shrine in Kerala, women in the heart of the national capital were being discriminated against.

According to the petition, the law students came to know of the bar on women's entry at the dargah when they visited the shrine on November 27 to offer prayers.

"Nizamuddin Dargah by its very nature is a public place and prohibition of entry of anyone in a public place on the basis of gender is contrary to the framework of the Constitution of India," the PIL said.

It also said that various other shrines like the Ajmer Sharif Dargah and the Haji Ali Dargah do not prohibit entry of women.

Army Chief General Bipin Rawat Saturday said the international community knew about the role of Pakistani terrorists in the Mumbai terror attack and that India did not want anyone's acknowledgement about it.
&nbsp; &nbsp;&nbsp;
The Army chief's comments came when asked about reported remarks of Pakistan Prime Minister Imran Khan that the 2008 Mumbai attack was "an act of terrorism" and that resolving the case was in Pakistan's interest.
&nbsp; &nbsp;&nbsp;
Khan's comments during a media interview were seen as an indirect acknowledgement of the involvement of Pakistani terrorists in the attack.&nbsp;
&nbsp; &nbsp;&nbsp;
"International community knows who did it...but even without it, we knew who did it," Gen. Rawat said on the sidelines of an event when asked about Khan's reported comments.
&nbsp; &nbsp;&nbsp;
The Army chief, however, said acceptance by Pakistan about the 26/11 terror attack was good.
&nbsp; &nbsp;&nbsp;
He further said, "We know who did it. I don't think we have to get anymore statement from anybody."
&nbsp; &nbsp;&nbsp;
Asked about comments by former Northern Army Commander Lt General (retd) D S Hooda that the "hype" around the 2016 surgical strikes on terror launchpads along the Line of Control in Jammu and Kashmir was unwarranted and that it is not good when military operations get politicised, Gen Rawat said the remarks were an individual's opinion.
&nbsp; &nbsp;&nbsp;
At the same time, Gen Rawat said, he respected Lt Gen (retd) Hooda's words.

&nbsp;Kerala Chief Minister Pinarayi Vijayan Sunday appealed to the Centre not to lease out the Thiruvananthapuram airport under Public Private Partnership (PPP) mode and requested it to entrust the aerodrome's management with the state government.

The Union Cabinet has recently approved a proposal to manage Ahmedabad, Jaipur, Lucknow, Guwahati, Mangaluru besides Thiruvananthapuram airports under PPP mode.

At the inauguration of the Kannur International airport, Vijayan said, "We can set up a special purpose vehicle (SPV) and manage the airport in a remarkable way. We are ready to take over the management of the Karipur International airport (Calicut) also if the Centre has any similar plans in future."

The feasibility study of a new airport proposed to be built at Erumeli near Sabarimala Temple was going on, the chief minister said and requested the Centre's support for the project as well.

Accusing the Congress-led UDF of delaying the Kannur airport project when it was in power, Vijayan said the alliance, which ruled the state between 2001 and 2006, had done nothing to make the long-pending dream a reality.

"The project got a fresh lease of life after the VS Achuthanandan government came to power in 2006," he said.

Vijayan alleged that the Ommen Chandy government had tried to create an impression that work on the airport was completed and carried out its inauguration before the LDF came to power in 2016.

"An Indian Air Force aircraft, which can land anywhere, was brought here and people were invited saying that the airport was being inaugurated," Vijayan said, adding the same airport has now been opened in its full-fledged form, two-and-a-half years after his government came to power.

BJP president Amit Shah had arrived at Kannur in a chartered flight on October 27 before the airport was formally inaugurated.

With the commissioning of the Kannur airport, Kerala has become the first in the country to have four international airports, with Thiruvananthapuram, Kochi and Kozhikode being the other three.

Terming any grand alliance between various opposition parties as a 'sham,'<a href="http://www.wionews.com/india-news/we-will-conduct-rath-yatra-nobody-can-stop-us-amit-shah-182194"> BJP chief Amit Shah </a>Saturday said in the next parliamentary elections people will have to decide whether they want 'strong' or the 'helpless' government.

Shah said the proposed grand alliance may not have any impact in various states barring Uttar Pradesh where it could pose some challenge for the party, but he is hopeful for further improving its performance and is aiming for more than 51 per cent vote in the state.

Most of the regional parties are unlikely to have any impact on the electoral outcomes outside their respective states, Shah said while asserting that politics is also about chemistry.&nbsp;

Perhaps only in Uttar Pradesh, the grand alliance between SP and BSP could pose some challenge for the party. The BJP had got more than 40 per cent vote share in the state and will fight for more than 51 per cent vote share in the next general elections," he said.

Describing Prime Minister Narendra Modi as a strong and decisive leader, Shah said the next elections will be about either strong government led by Modi or helpless government of grand alliance.

"Now people have to decide in 2019, that whether they want mazboot sarkar aur mazboor sarkar (strong government or helpless government)," he said.

Confident of party's better performance in Lok Sabha elections next year, Shah said BJP got more than 17 crore votes in 2014 general elections and in the last four years of its government, it has provided benefits to more than 22 crore people through its various welfare schemes.

Replying a question on the issue of<a href="http://www.wionews.com/india-news/will-topple-govt-if-ram-temple-construction-is-opposed-subramanian-swamy-182345"> Ram temple</a>, Shah said the party has always maintained that the grand Lord Ram temple should be built at the earliest in Ayodhya.

Replying a question on the issue of Ram temple, Shah said the party has always maintained that the grand Lord Ram temple should be built at the earliest in Ayodhya.

2019 elections will be about 'strong' or 'helpless' government: Amit Shah

West Bengal BJP president Dilip Ghosh on Sunday claimed the TMC-led state government has not responded to requests for a meeting over the saffron party's proposed 'rath yatra'.

"We had sent the letters on Saturday and had requested for a meeting. We are yet to receive any response from the state government," Ghosh said at a press conference.

A division bench of the Calcutta High Court had on Friday directed the state's chief secretary, the home secretary and the director general of police (DGP) to hold a meeting with three representatives of the BJP by December 12, and take a decision on the matter by December 14.

Ghosh claimed that a senior police officer called up party officials on Sunday and said the DGP was "very busy".

"He declined to give us any specific time frame within which we can sit for a discussion with him (DGP) regarding the '<a href="http://www.wionews.com/india-news/bjp-files-caveat-in-sc-over-rath-yatra-in-west-bengal-182673">rath yatra</a>' programme," he said.

The state BJP chief said the party had also sent letters to the home secretary but in vain.

"This is really unfortunate that despite the court order, the officials of the state government are not ready for discussions," Ghosh said.

BJP national general secretary Kailash Vijayvargiya, who was also present at the press conference, also shared similar sentiments.

He said he had specially come from Delhi to talk to the DGP, but the West Bengal government officials were behaving like Trinamool Congress' (TMC) cadres.

"Even if the DGP is busy on Sunday and cannot meet BJP leaders to discuss the matter, he should at least give us a specific time, be it Monday or Tuesday, when he would be able to meet. Unfortunately, most of the police and government officials behave as cadres of the TMC," he said.

Vijayvargiya dismissed allegations that the BJP's 'rath yatra' was aimed at creating communal tension in the state.

"Not a single incident of communal riot has taken place in Bengal due to any BJP rally or programme. The allegations against us are completely baseless," he said.

Speaking about Prime Minister Narendra Modi's December 16 rally in Siliguri, which was supposed to be a part of the 'rath yatra' campaign, Ghosh said he was still hopeful that it would take place.

"We are hopeful that we would be able to conduct the rally of the prime minister as he has given us time. If we get permission for the 'rath yatra' programme by then, it will be part of it or else the rally will take place separately," he said.

BJP national president Amit Shah was to kickstart the campaign titled 'Save Democracy Rally' from Cooch Behar district on Friday, from Kakdwip in South 24 Parganas district on December 9, and from Tarapith temple in Birbhum district on December 14.

The 'rath yatras' were to cover all the 42 Lok Sabha constituencies of West Bengal.

The BJP moved the division bench of the Calcutta High Court after a single judge bench of Justice Tapabrata Chakraborty on Thursday refused permission to the party to hold the yatra.

No response from West Bengal govt to request for 'rath yatra' meeting: BJP

Union Home Minister Rajnath Singh Sunday said ending terrorist activities was a pre-condition for any dialogue with Pakistan as its "dual" role is unacceptable to India.

"Promoting terrorist activities and entering into a dialogue for peace cannot run together," he said when asked by reporters to explain why India is avoiding any dialogue with Pakistan.

He said either Islamabad should stop aiding terrorist activities or express its commitment against terrorism with an assurance that it would not allow it to grow in Pakistan.

"If it finds difficult to control terrorist activities, why it is not seeking help from its neighbour India?" he asked.

"If a crusade against Taliban can start in Afghanistan with the help of the US, why not commence a similar action in Pakistan? the home minister asked.

On the outcome of election results in Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana, he said, "Prayas to Bhartiya Janta Party ka yahi raha hai ki hame kamyabi mile, milni bhi chahiye yeh vishwas hai, parinam ki pratiksha kijiye (Efforts of BJP has been to win, we are confident of that, wait for the results)".

He disapproved that the election in the five states was a semi-final for the 2019 Lok Sabha election, adding that "final is final".

He refused to comment on the involvement of an army personnel in Bulandshahar incident on the plea that it was a state subject and the Yogi Adityanath government is looking after that.

On the Ram temple issue, he said, "everybody wants a majestic temple of Ram in Ayodhya".&nbsp;&nbsp; &nbsp;

Terming the culture of India as the best one, Singh said people feel the strength of "spiritual power" during their visit to India.

The minister said, since Lord Ram adopted values, he is worshipped, while Ravan failed to get an inch of that level, as he neglected values, even though he was more equipped with knowledge, wealth and power.&nbsp;

Singh advised the degree recipients to have broad thinking as it would not only prepare a platform for "sukh (pleasure)" to them, but their action would turn welfare-oriented.&nbsp;

Days before the commencement of the Parliament’s winter session, the Vishwa Hindu Parishad (VHP) will organise a massive rally Sunday demanding a bill for construction of a Ram temple in Ayodhya.

The VHP has been saying that it was confident that the bill will be tabled in the upcoming winter session of Parliament for paving the way for construction of a Ram temple in Ayodhya.

“The ‘dharam sansad’ – a congregation of Hindu priests – at the Ramlila ground today will be addressed by RSS’ executive head Suresh ‘Bhaiyyaji’ Joshi. It will be a massive gathering which will change the hearts of all those who are not in favour of bringing the bill for construction of a grand Ram temple in Ayodhya,” VHP’s spokesperson Vinod Bansal said here.

If in any case, the bill does not come in this winter session, then future course of action will be decided at the next ‘dharam sansad’, which will be held in Allahabad on the sidelines of ‘mahakumbh’ on January 31 and February 1, next year, its general secretary Surendra Jain said.

Besides Joshi, VHP’s president Vishnu Sadashiv Kokje and its international working president Alok Kumar will also address the rally, Bansal said, adding that various saints will also address the gathering.

The organisation has been carrying out the door-to-door campaign in the national capital and its adjoining areas for making this rally a grand success.
