India has come strongly on Islamabad a day after Pakistan's High Commissioner to India Sohail Mahmood was summoned after Pakistani foreign minister Shah Mahmood Qureshi spoke with separatist leader Mirwaiz Umar Farooq, who heads All Parties Hurriyat Conference in the Valley.

Highlighting the divergence in the Pakistani government, ministry of external affairs spokesperson Raveesh Kumar said, "this is bit confusing is while one part of the government is talking about building bridges and peace, the other part which is exactly acting the opposite of what one part is talking about. Absolutely no clarity and it lacks seriousness."

On the Qureshi-Mirwaiz phone call, Raveesh Kumar said: "No doubt that this again exposes Pakistan's duplicity when they talk about peace at one hand and at the same time working together with forces which are pushing or fomenting anti-India sentiments. "

This comes even as Islamabad summoned the Indian High Commissioner to Pakistan Ajay Bisaria on Thursday morning. Islamabad has also in a press release issued by Pakistan's foreign ministry "dismissed" objections raised by India on the phone call.

FM Qureshi will be visiting the United Kingdom soon for a number of events including anti-India conferences on Kashmir. Events that are being organized in London includes an event at House of Commons and an exhibition from 4-5 February.

Reacting to the development, MEA spokesperson said, "What we have noticed in recent months, the level at which anti-India sentiments are being pushed across the world, this is something unprecedented. I don't think we have noticed this level of action on their part."

India has "strongly" taken the issue up with UK and hopes "they do understand our objections to proposed conference and take appropriate action"

Adding further, Raveesh said,"UK is aware about our sensitivities in the matter. As a friendly country and as a strategic partner, we hope that government of UK will address our concerns which we have explained to them on the proposed conference which very clearly is intended to undermine the unity, sovereignty and territorial integrity of India."

On Jan 26th this year, India's Republic Day, the Indian flag was burnt by Pakistan backed Khalistani elements.

India has said it is "closely following the developments related to peace and reconciliation efforts in Afghanistan which have been undertaken by different stakeholders" and it will participate in "all formats of talks" which could "bring peace and security in the region."

Reacting to a question on recent developments in Afghan peace process, Ministry of External Affairs Spokesperson Raveesh Kumar said,"India supports efforts which can achieve an inclusive political settlement. In this context, it is an important presidential election in Afghanistan which takes place as per schedule."

Last week after the United States-Taliban talks in Doha, it was announced that both sides may soon come up with a pact that may see American forces leave Afghanistan after 17 years.

While reiterating its official stand on the Afghan peace process, Kumar said, "We continue to support Afghan-led, Afghan-owned and Afghan-controlled process."

In 2018 at the Moscow talks on Afghanistan, India participated "non-officially" and sent two former envoys-- former Indian ambassador to Afghanistan Amar Sinha and former Indian High Commissioner to Pakistan TCA Raghavan. Taliban was also present at the meet.

Asked if "participation in all formats" means even if Taliban is present, MEA spokesperson said, "it is speculative. It depends from meeting to meeting. Let us see for which meetings we are being invited and then we will take a decision as to what level and what capacity we participate".

India doesn't engage with the Taliban as an official policy. Russia is again planning another Moscow format talks on Afghanistan with the presence of Taliban which India expects it will be invited.

Raveesh also highlighted the issue of terror emanating from neighbouring countries without taking names and said: "we also feel that for enduring peace and stability in Afghanistan terrorist safe havens and sanctuaries need to be eliminated."

According to the US intelligence community report terror attacks in Afghanistan and India may increase due to Islamabad's resistance to act on terror groups on its territory.

India has confirmed the visit of Israeli Prime Minister Benjamin Netanyahu next month.

The ministry of external affairs spokesperson, Raveesh Kumar said, "We have agreed to receive the PM of Israel for short working visit to India".

The Israeli PM's visit comes a year after his maiden India visit in January 2018. Netanyahu has been touting better ties with India as a key foreign policy achievement in the year when the west Asian country goes to elections.

In the first Israeli cabinet meet of 2019 Netanyahu spoke of his country's exports to India as a major success of 2018 and said, "Exports to India and Latin America have risen by 27 per cent. These are all new markets that we are opening. This has increased exports and the GNP brings money into state coffers, creates jobs and raises Israeli citizens' wages."

Israel and India have seen a number of high-level visits in the last few years. Since 2015 a high-level visit has taken place between the two countries.

Indian Prime Minister Modi visited Israel in July 2017, which was the first visit by an Indian PM to Israel. During the visit, India's relationship with Israel was upgraded to a strategic level.

In 2015, the then President of India Pranab Mukherjee visited Israel followed by the visit of Israeli President Reuven Rivlin in 2016.

Trade between the two countries stood at US$ 5.02 billion (excluding defence) in 2016- 2017 with trade in diamonds constituting more than 53 per cent of bilateral trade. Defence is expected to be the key focus of the second visit of Netanyahu. New Delhi imports crucial defence technologies from that country.

India has been focusing on its historical and cultural ties with the country too. During last years visit, the teen murti chowk in Delhi was renamed as Haifa Chowk in honour of the Indian soldiers who laid lives during world war 1 in the battle of Haifa, a city in present-day Israel. The battle marked the end of Ottoman control over the city.

The BJP and Congress president Rahul Gandhi engaged in a war of words on Twitter today over a report on country's unemployment rate. The report published in a newspaper on Thursday said that the official survey that has been withheld by the government shows India's unemployment rate rose to a 45-year high during 2017-2018.

The assessment by the National Sample Survey Office (NSSO) conducted between July 2017-June 2018 showed the unemployment rate stood at 6.1 per cent, the highest since 1972-73, the newspaper reported. The report further said that joblessness stood at 7.8 per cent in urban areas compared with 5.3 parts in the countryside.

The government has so far not confirmed or denied the report.

Congress president Rahul Gandhi drew the first blood with a tweet attacking Prime Minister Narendra Modi. "NoMo Jobs! The Fuhrer promised us 2 Cr jobs a year. 5 years later, his leaked job creation report card reveals a National Disaster. Unemployment is at its highest in 45 yrs. 6.5 Cr youth are jobless in 2017-18 alone. Time for NoMo2Go," Rahul Gandhi said on Twitter.

Hitting back, the BJP on Thursday alleged that Congress president has a myopic understanding of issues and said only someone who has never held a proper job "can peddle such fake news".

The BJP tweeted that Rahul Gandhi had inherited shortsightedness of Mussolini, the Italian dictator.

"It's clear that he has inherited Mussolini's shortsightedness and has myopic understanding of issues. EPFO's real data shows sharp increase in jobs, created in just the last 15 months. Only a man who hasn't ever held a proper job and is totally jobless can peddle such #FakeNews!" the party said in a tweet from its official handle.

Two independent members of the National Statistical Commission quit on Wednesday over non-release of job figures. Stating that the National Statistical Commission (NSC) had recommended to release the employment report in January 2019, P C Mohanan and J V Meenakshi said the members were sidelined and were "unable to discharge" duties.

The government, however, said the two had not expressed any concern in panel meetings. "These concerns were not expressed by the members in any of the meetings of the Commission in the last few months," Ministry of Statistics and Programme Implementation (MoSPI) said in a statement on Wednesday. The ministry, it further added, values the advice of NSC and takes appropriate action.

NoMo Jobs!

The Supreme Court Wednesday allowed Karti Chidambaram, son of senior Congress leader P Chidambaram, to travel abroad after depositing Rs 10 crore with its registry.

The apex court asked Karti to appear before the Enforcement Directorate on March 5, 6, 7 and 12 for questioning in connection with the INX Media and Aircel Maxis cases, saying "don't play around with the law".

"You go wherever you want to go, between February 10 to 26 but you must cooperate with the investigation," a bench headed by Chief Justice Ranjan Gogoi said.

"Please tell your clients that he will have to cooperate. You have not cooperated. We wanted to say a lot of things. We are not saying them right now," the bench said.

Besides asking Karti to deposit Rs 10 crore with the secretary general of the Supreme Court, the bench also asked him to file an undertaking that he would return and cooperate with the investigation.

Karti has sought permission to travel abroad from February 10 to 26 and again from March 23 to 31.

The bench was hearing Karti's plea seeking permission to travel to France, Spain, Germany and the United Kingdom for the next few months for international tennis tournaments organised by a company called 'Totus Tennis Ltd' having its registered office in the UK.

Go wherever you want but don't play around with the law: Supreme Court to Karti Chidambaram

The Supreme Court on Wednesday once again refused to stay amendments to the SC/ST Act that restored the no anticipatory bail provision and said all matters including the Centre's review petition will be heard on February 19.

A bench headed by Justice UU Lalit said the issue requires hearing in detail and it will be appropriate if all matters are heard on February 19.

The bench refused to stay the amendments to the SC/ST Act after senior advocate Vikas Singh, appearing for one of the petitioners who had challenged the changes made to the Act, sought an immediate stay on it.

The apex court had on January 25 said it will consider listing the Centre's review and petitions challenging the amendments to the SC/ ST Act 2018, together before an appropriate bench.

The top court had earlier refused to stay the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Act, 2018 which restored the provision that no anticipatory bail be granted to the accused.

Parliament on August 9 last year had passed a bill to overturn the apex court order relating to certain safeguards against arrest under the SC and ST law.

On March 20, 2018, the apex court had taken note of the rampant misuse of the stringent SC/ST Act against government servants and private individuals and said there would be no immediate arrest on any complaint filed under the law.

The top court had earlier said that the new amendments to the SC/ST law passed by Parliament cannot be stayed and had sought the Centre's response to pleas challenging the provisions.

The pleas have sought a declaration of the new amendments to the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act as ultra vires.

The amendments rule out any provision for anticipatory bail for a person accused of atrocities against SC/STs, notwithstanding any court order.

They provide that no preliminary inquiry will be required for registering a criminal case and an arrest under this law would not be subject to any approval.

The court was hearing the pleas alleging that two Houses of Parliament had "arbitrarily" decided to amend the law and restored the previous provisions in such a manner so that an innocent cannot avail the right of anticipatory bail.

India remains one of the most important strategic partners of the United States, a top American senator said. Mark Warner from the Democratic Party and Republican senator John Cornyn met the new Indian Envoy to the US, Harsh V Shringla, at the US Capital here. “India remains one of our most important strategic partners,” Cornyn said in a statement on Tuesday, a day after the meeting. Warner and Cornyn are co-chairs of the powerful India Caucus, the only country-specific caucus in the Senate. “I’m glad Senator Warner and I were able to meet with the Ambassador to welcome him to his post and discuss ways in which our two countries can continue to work together toward advancing our common interests on issues like trade and global security,” he said. During the meeting, the senators discussed how to further strengthen the partnership between the two countries. “I appreciate the opportunity to meet Ambassador Shringla to talk about the issues bridging our nations, especially since Virginia is home to one of the largest populations of Indian Americans,” said Warner, who is vice chairman of the powerful Senate Select Committee on Intelligence “The US and India have many shared economic and strategic interests, so I look forward to working with the Ambassador on these matters,” the Virginia senator added. Issues discussed in the meeting included areas of opportunity to deepen the strategic partnership, increasing international exchange programs between the two counties, and the implications of India’s decision to require all payment system providers to store their data exclusively in India. Shringla had presented his credentials to President Donald Trump at the White House on January 12.

While India is keenly watching the developments in Afghanistan including the expected pact between the United States and Taliban, top sources have told WION that New Delhi won't change its official stance of talking to Taliban and if a call is taken "it will be political".

Sources also dismissed that during US Special Representative on Afghanistan Zalmay Khalilzad, India held any conversation to dilute its policy on talks with Taliban.

India's official policy on Afghanistan's peace process has been that it should be Afghan-led, Afghan-owned, and Afghan-controlled and with the participation of the government of Afghanistan.

Sources said, barring one country no one would like Taliban to be back at the helm of affairs in Kabul and it seems highly unlikely that there will be a complete withdrawal of US forces from the landlocked South Asian country.

This comes even as Russia is expected to host another round of talks under its Moscow format talks on Afghanistan involving the Taliban for which New Delhi is expected to get an "invitation very soon".

India last year participated on "unofficial level" at Moscow format talks by sending its former ambassador to Afghanistan Amar Sinha and former Indian high commissioner to Pakistan TCA Raghavan. A few days ago the Army chief General Bipin Rawat had backed talks with Taliban but without any preconditions.

Countries in the region are already engaging with the group. Iran has publically acknowledged its talks with the Taliban and has even offered its offices if New Delhi wants to engage with the grouping.
The US has been engaging with the Taliban and in its last meeting in Doha it was that a pact may be in the offing that can help American troops leave Afghanistan after 17 years.

On Monday, Russia's Special Representative on Afghanistan, Ambassador Zamir Kabulov was in Pakistan and met the Pakistani Foreign Minister Shah Mahmood Qureshi and according to the Pakistani release Islamabad, "Is facilitating the ongoing talks between the US and the Taliban as a shared responsibility and in good faith" and "hoped that the talks will result in an intra-Afghan dialogue leading to lasting peace in the country."

Rajiv Saxena, an accused in AgustaWestland chopper deal scam, was extradited from Dubai, UAE, to India on Wednesday, making it second such catch for the investigating agencies after Christian Michel.

According to sources, Saxena is likely to land in Delhi on Wednesday night.

In December last year, the UAE government had extradited Christian Michel, a British national and alleged middleman in the Rs 3,600 crore VVIP chopper deal scam.

“Saxena is likely to land here at 9.30 pm,” said sources.

The Enforcement Directorate (ED) in December last year, in reply against Dubai-based businessman Saxena’s bail plea, had informed the court about the request for his extradition from Dubai as he had failed to join the investigation even after repeated reminders.

On October 6 last year, a court in Delhi had issued a non-bailable warrant (NBW) against Saxena after the ED informed the court that he was not joining the investigation even after repeated summons. Saxena’s name figured in a charge sheet filed against his wife Shivani, currently out on bail after being arrested by the ED.

Geeta Luthra and Prateek Yadav, lawyers of Rajiv Saxena said when they asked to speak to UAE state security and demanded to understand what happened, they were told he is on flight and can’t be stopped. When they queried this further they were told “Ask the Indian Government".

They further added, "There were no extradition proceedings started in the UAE and he was not allowed access to his family or lawyers or essential daily medicine. He was boarded onto a private jet from a private terminal at Dubai International Airport".

News brief: Big stories of the day

President Xi Jinping's high profile anti-graft campaign has not made much of an impact as China's ranking on perceived corruption has fallen to 87, below India's 78, according to the annual index by global watchdog Transparency International.

Xi, who took over power towards the end of 2012 and is currently in his second five-year term as president, has made fighting corruption in the ruling Communist Party of China (CPC) and the military a major objective of his rule.

Over 1.3 million officials at various levels including former security czar, Zhou Yongkang, and over 50 top generals of the People's Liberation Army (PLA), including two vice chairmen of the Central Military Commission (CMC) - the overall high command of the Chinese military - have been sacked and punished.

The campaign was also carried out amid allegations that Xi effectively used it to consolidate his power base within the party and the military.

China slipped by 10 ranks to 87th place in Transparency International's 2018 Corruption Perceptions Index (CPI), the Hong Kong-based South China Morning Post reported on Tuesday.

India rose by three points to 78. Vietnam too figured high at 117 while Singapore moved up three spots to third place, behind first-placed Denmark and New Zealand, with the top spot signifying the least corrupt nation.

The US also fell, from 16th to 22nd position, tumbling out of the top 20 for the first time in recent years.

"The Asia-Pacific region is stagnating in the fight against corruption. A lack of progress is unsurprising given the prevalence of weak democratic institutions and a lack of laws and enforcement mechanisms," the Post quoted Transparency International in the report as saying.

Eugene Tan, associate professor at Singapore Management University's School of Law, said China's decline in the index revealed concerns that corruption was still prevalent, despite Xi's campaign.

"The massive ''Belt and Road Initiative'' is probably adding to the negative perception of graft-busting as being more for domestic consumption," he said.

"China's poor showing probably has more to do with how its intentions are perceived, particularly in overseas economic activity," he was quoted as saying by Post.

Last month, the CPC declared a "crushing victory" in the battle to stamp out corruption, while warning that the situation was still tough and the fight must go on.

The party's graft-busters detained another 23 "tigers", or high-ranking officials last year - five more than in 2017 - while prosecutors charged 32 provincial- and ministerial-level officials in 2018, 14 more than the previous year.

A paper released this month by the U4 Anti-Corruption Resource Centre noted the campaign had targeted "big tigers and little flies" but as corruption had enabled economic growth in China, the graft was difficult to eradicate.

Director of National Intelligence Dan Coats also said Pakistan's "narrow approach to counterterrorism cooperation — using some groups as policy tools and confronting only the militant groups that directly threaten Pakistan — almost certainly will frustrate US counterterrorism efforts against the Taliban."

"Militant groups supported by Pakistan will continue to take advantage of their safe haven in Pakistan to plan and conduct attacks in India and Afghanistan, including against US interests," Coats told the members of the Senate Select Committee on Intelligence.

Coats and heads of other top American intelligence agencies appeared before the Senate Select Committee on Intelligence on their worldwide threat assessment. Prominent among them included CIA Director Gina Haspel, who has just returned from a trip to India; FBI Director Christopher Wray and Defense Intelligence Agency Director Robert Ashley.

The comment on South Asia is part of US intelligence community's assessment of worldwide threats in 2019 and was presented in the form of a written document to the Senate Select Committee on Intelligence by Coats.

Coats said that the challenges facing South Asian states will grow in 2019 because of Afghanistan's presidential election in mid-July and the Taliban's large-scale attacks, Pakistan's recalcitrance in dealing with militant groups, and Indian elections that risk communal violence.

"We assess that neither the Afghan Government nor the Taliban will be able to gain a strategic military advantage in the Afghan war in the coming year if coalition support remains at current levels," he said.

Afghan forces generally have secured cities and other government strongholds, but the Taliban has increased large-scale attacks, and Afghan security suffers from a large number of forces being tied down in defensive missions, mobility shortfalls, and a lack of reliable forces to hold recaptured territory, Coats said.

India has expressed its dissatisfaction at the pace of reforms at the United Nations Security Council.

However, there is no process known to us here that has traversed winding pathways in the manner as this process of the Reform of the Security Council".

He added, "in terms of length, it is unparalleled. In terms of inertia too, it has no peer".

This is not for the first time India has expressed its dissatisfaction at the snail pace of reforms at the world body. India has been working with countries like the G-4 (India, Japan, Brazil and Germany) and L.69 (made up of cross-regional developing countries) to form a consensus for reforms. A large number of countries have supported India's bid for a place at the expanded UNSC including Russia and US.

New Delhi also backed African representation at the UNSC. Syed said,"We vociferously support the call for the reflection of the Common African Position, as specified in the Ezulwini Consensus and Sirte Declaration, in any document under consideration. It is a call to address a long-standing injustice. Africa’s voice cannot be excluded."

Ezulwini Consensus calls for a more democratic UNSC while Sirte Declaration says 2 permanent and 2 non-permanent seats of UNSC should go to Africa. It has been more than ten years since the start of the inter-government negotiation process on the reforms in 2008.

India has already put up its candidacy for the non-permanent seat at UNSC for the term of 2021-2022 which minister of state in the ministry of external affairs General VK Singh in the parliament said will "significantly strengthened India’s claim to permanent membership."

There is another group at the United Nation known as "Uniting for Consensus" (UfC) that has been calling only for the expansion in non-permanent seats at UNSC and has opposed any expansion beyond the current five permanent members of UNSC. Members of the grouping are Argentina, Canada, Colombia, Costa Rica, Italy, Malta, Mexico, Pakistan, Republic of Korea, San Marino, Spain and Turkey.
