Amma Makkal Munnetra Kazhagam (AMMK) leader TTV Dinakaran`s lawyer Raja Sendurapandian on Tuesday appeared before the Justice Arumugasamy Commission which is probing into the death of AIADMK supremo J. Jayalalithaa.

"We had appeared before the commission for inquiry today. The Apollo hospital's lawyer has filed an adjournment petition stating that they are moving the Madras High Court against the dismissal order for constituting the medical board. So, it has been challenged and is going to be listed before this week by the High Court. Based on the petition Justice Arumugasamy has adjourned the proceedings to February 11," Sendurapandian told ANI.

"I requested today that the medical witnesses have nothing to do with the political witnesses... But the Judge has insisted that only after the Apollo petition is over, I can bring the political witness," he added.

In September 2017, Justice A Arumughaswamy was appointed to head the probe into the death of the former Chief Minister.

Popularly known as 'Amma', Jayalalithaa was taken to Chennai's Apollo hospital on September 22, 2016, and treated in the hospital for 75 days before she breathed her last on December 5.

Following her death, allegations of foul play began to do the rounds and state Forest Minister Dindigul Sreenivasan even claimed that all cabinet ministers had lied to the people about her hospitalisation and death.

In December last year, the Apollo Hospital demanded constitution of a medical board comprising doctors and medical professionals to examine the medical records of Jayalalithaa.

In an affidavit filed to the Justice Arumughaswamy Commission, the hospital raised the demand citing that errors crept in due to the inability of a typist to comprehend and type correct medical terms. Apollo Hospital further said that words like 'intubation' were recorded as `incubation` and other fatal errors.

An alliance of regional parties in India is working on a combined economic plan, one of its leaders said, in the latest sign that Prime Minister Narendra Modi faces an increasingly united opposition in the upcoming general election.

That plan is likely to include a landmark policy floated by India’s main opposition Congress party to provide the poor with a minimum income if it wins polls due by May, N Chandrababu Naidu, the politician who helped forge the common front, told Reuters in an interview.

The alliance – consisting of 23 parties that came together in a giant rally in Kolkata last month – would focus on poverty eradication, agriculture, employment and a “minimum income for every family”, he added.

"So many political parties are working (on a) consensus. The farmers' crisis is the biggest issue, unemployment is the biggest issue,” Naidu said. "The economy (is where) you have to concentrate”.

Polls have forecast Modi's ruling alliance will fall short of a majority in the election, which could potentially allow a coalition of regional parties to take a shot at coming to power.

However, there are questions over who could lead the opposition alliance, or whether regional parties would be open to supporting Congress chief Rahul Gandhi should his party emerge with a significant number of seats.

"A prime minister will be decided afterwards with consensus," Naidu said, ruling out selecting a figurehead before the polls. "First of all we have to win the elections."

As chief minister of Andhra Pradesh, Naidu has been credited with implementing business-friendly polices that attracted firms like Microsoft to the southern state.

His Telugu Desam Party, one of the largest regional parties in India's parliament, was part of a coalition led by Modi’s ruling Bharatiya Janata Party (BJP) till last March, when he broke away after disagreements over funding for Andhra Pradesh.

Since then, he has emerged as one of the main architects of an informal alliance seeking to unseat the BJP.

"First of all we have to win the elections." As chief minister of Andhra Pradesh, Naidu has been credited with implementing business-friendly polices that attracted firms like Microsoft to the southern state. Union Minister Arun Jaitley is likely to return back from the United States, where he has been undergoing medical treatment, by this weekend, a source with knowledge of the matter said.

Jaitley, who was Finance Minister before a medical procedure led to the charge being temporarily taken away from him, missed presenting the sixth and the final Budget of the Narendra Modi Government. In his absence, the charge of the Ministry was given to Railways Minister Piyush Goyal.

Jaitley, however, has been active on social media tweeting and writing Facebook posts and had also met reporters through a video call from New York and fielded questions on the Budget. He also gave interviews on the subject.

The source said Jaitley is recovering well and is likely to be back in India by this weekend and depending on doctor's advice, may also attend Parliament next week.
He, however, did not offer any details.

It is unclear if he would be renamed the finance minister soon after his return.

In an interview to PTI in New York after the Budget presentation, he said he was on recovery course and return to India in time to reply to the Budget debate in Parliament will depend on when his doctors allow him to leave.

"It depends on after my treatment here, which is all over. I am on the recovery course. It's when my doctors allow me to go back. As of present, as I understand, Piyush Goyal will be replying (to the Budget debate in Parliament)," he said.

The Budget session of Parliament ends on February 13, and debate on the interim budget, presented by Goyal, is supposed to happen before that.

"Will be back soon. I am much better now. Hopefully, will be back soon," Jaitley had said on February 1, when asked when would he come back.

Jaitley, 66, had last month flown to New York for the treatment after being reportedly diagnosed with soft tissue cancer which required surgery.

This is his first overseas visit after he underwent renal transplant surgery on May 14, 2018, at AIIMS.

He had stopped attending office at the beginning of April last year due to his kidney ailment and was back in North Block - the seat of Finance Ministry - on August 23, 2018. Even then, Goyal had manned the Ministry for about 100 days.

Jaitley in September 2014 underwent bariatric surgery to treat weight gain that he suffered because of a long-standing diabetic condition.

The Supreme Court came down heavily on the Centre Tuesday over Assam's National Register of Citizens (NRC), saying it is hell bent on not allowingwork to continue.

The top court rapped the Ministry of Home Affairs for its plea seeking to stall NRC work for two weeks keeping in mind the role of the Central Armed Police Forces (CAPF) in election duty.

Reiterating that the July 31 deadline for the completion of the NRC exercise will not be extended, a bench headed by Chief Justice Ranjan Gogoi said the Centre is not cooperating in the NRC process and it seems the entire effort of the MHA is to destroy the process.

The apex court asked the Election Commission to consider exempting certain state officers from election duty to ensure that the NRC process continues.

The top court had said on January 24 that the July 31, 2019 deadline to finalise the NRC for Assam cannot be extended. It had asked the state government, the NRC co-ordinator and the EC to ensure that the upcoming general elections did not slow down the process.

The draft National Register of Citizens for Assam was published on July 30, 2018 in which the names of 2.89 crore of the 3.29 crore people were included. The names of 40,70,707 people did not figure in the list. Of these, 37,59,630 names have been rejected and the remaining 2,48,077 are on hold.

Earlier, the apex court had extended till December 31, 2018 the deadline for filing claims and objections for inclusion of names in the NRC in Assam by those who have been left out in the draft NRC.

It had also made clear that the deadline for verifying the claims for inclusion in the NRC would be February 15, 2019 instead of February 1.

The apex court had allowed the use of five more documents by claimants for the draft Assam NRC, saying the premise "better to exclude genuine person than to include a wrongful person" can't be accepted.

The claimants for draft Assam NRC can now stake claim with the help of total 15 documents provided in List-A of the claim form.

The five new documents allowed by the bench to prove the legacy for the claimants include extract of names in NRC, 1951; extract/certified copy of Electoral Rolls up to the midnight of March 24, 1971 and Citizenship Certificate and refugee certificate issued by competent authority (up to March 24, 1971 midnight).

The other two legacy documents include Certified copies of pre-1971 Electoral Roll, particularly, those issued from Tripura and the ration card.

The court had also accepted the Standard Operating Procedures (SOP) prepared by the Centre and had fixed the timeline for various stages in publication of draft final NRC.

The apex court had on September 5 had allowed use any one of the 10 of a total 15 documents provided in List-A of the claim form to be used by the claimants for proving legacy.

The ten legacy documents which were made admissible include land documents like registered sale deed, permanent residential certificate issued from outside the State, passport and LIC insurance policy of the relevant period.

The first draft of the NRC for Assam was published on the intervening night of December 31 and January 1 in accordance with the top court's direction. Names of 1.9 crore people out of the 3.29 crore applicants were incorporated then.

Assam, which had faced influx of people from Bangladesh since the early 20th century, is the only state to have an NRC, first prepared in 1951.

RSS is one of the most secular and inclusive organisations as it has always respected the right of individuals to practice their own faith, Maharashtra Governor Ch Vidyasagar Rao said Tuesday.

Speaking at the inauguration of the New Academic Complex and a gurukulam named after late RSS sarsanghchalak Golwalkar guruji at Kavikulaguru Kalidas Sanskrit Vishwavidyalaya (KKSV) at Ramtek near here, the governor said the journey of the Sangh has been spectacular as well as tough.

M S Golwalkar, popularly known as guruji, was the second Sarsanghchalak of the Rashtriya Swayamsewak Sangh (RSS).

"The sapling planted by (RSS founder) Dr KB Hedgewar in the form of Sangh has grown into a large banyan tree having its branches all over the world," an official release quoted Rao as saying.

"This journey (of RSS) has been both spectacular and tough. The toughest challenge to the Sangh came soon after the assassination of Mahatma Gandhi, when it was banned by the government on February 4, 1948," he said.

Rao said Golwalkar played a crucial role and gave the call for a nationwide satyagraha from the prison.

"'Guruji" challenged the government to prove the charges against the RSS or lift the ban, which was finally lifted on July 12, 1949 thanks to persistent efforts of Golwalkar," he said.

Rao further said, "contrary to what the opponents of the Sangh say, the RSS is one of the most secular and inclusive organisations. RSS has always respected the right of individuals to practice their own faith and religion".

The governor said the RSS remembers saints, social reformers and patriots from various parts of the country in its morning prayer, which underlines "inclusiveness" of Sangh.

"In order to reclaim our glory as a 'Vishwa Guru', we need an education system that will be Indian and that will encourage the spirit of enquiry, innovation and enterprise," he said.

The Calcutta High Court Tuesday adjourned hearing on the West Bengal government's plea against the CBI's attempt to enter Kolkata police chief Rajeev Kumar's residence to question him in connection with the multi-crore chit fund scam cases.

The state government had on Monday pleaded for an immediate hearing on the incident from the day before when CBI sleuths appeared outside the police commissioner's official residence unannounced.

The high court had declined their plea said that it will take it up on Tuesday.

Appearing before Justice Shivakant Prasad at the beginning of the proceedings Tuesday morning, State Advocate General Kishore Dutta prayed for adjournment of the matter since the Supreme Court was already seized of the issue.

On the state government's prayer, Justice Prasad adjourned hearing in the matter till Thursday and verbally asked the AG to tell the state police to cooperate in the investigation.

The high court had on Monday refused an immediate hearing on the case following an objection by the Union government.

AG Dutta submitted on Monday that despite a stay by the high court on steps regarding notice to state police officials, the CBI sought to enter Kumar's residence on Sunday and question him.

He submitted that the court is scheduled to hear the matter on February 13 and as such, the CBI's attempt to enter Kumar's official residence was in violation of its order.

Additional Solicitor General Kaushik Chanda had submitted that the stay was on a CBI notice to only Arnab Ghosh, the then deputy commissioner (detective department) of Bidhannagar Police, which initially investigated the chit fund case, and two other police officials - Dilip Hazra and Sankar Bhattacharya.

He further told the court that the CBI has already moved the Supreme Court, on the order of which the central agency is investigating the chit fund cases, and as such the hearing on the state's prayer be adjourned.

Thousands of crores of rupees were raised for over a decade from lakhs of investors, but then defaults began on payments to investors who were promised huge returns and political fallouts appeared inevitable.

The ongoing stand-off between the CBI and the West Bengal government has its roots in two alleged ponzi scams associated with the Saradha Group and the Rose Valley Group, which got busted in 2013.

The fund-raising schemes, allegedly without necessary regulatory approvals and popularly known as 'chit funds' in this region, had been operating in West Bengal and its neighbouring states since 2000 and had mopped up thousands of crores of rupees from lakhs of investors.

Both the groups had invested heavily in sectors like tours and travels, realty, housing, resorts and hotels, entertainment and media.

Saradha Group, a consortium of over 239 private companies, is said to have mopped up Rs 4000 crore from over 1.7 million depositors before it collapsed in April 2013.

Rose Valley, on the other hand, is said to have mopped up around Rs 15000 crore.

Those associated with the two groups -- Sudipto Sen of Saradha and Gautam Kundu of Rose Valley -- were allegedly close to West Bengal's Left Front leaders earlier, but political pundits say they allegedly switched sides once Trinamool started gaining ground in the state.

However, fortunes of both the groups started faltering towards the end of 2012, after complaints began pouring in about their alleged payment defaults.

Saradha collapsed by April 2013 and Sudipto Sen along with his trusted aide Debjani Mukherjee fled from West Bengal.

This led to thousands of Saradha collection agents assemble before the TMC headquarters and demand action against Sen. The first cases against Saradha were lodged at Bidhanagar police commissioner which was then headed by Rajeev Kumar.

Kumar, a 1989 batch IPS officer, along with his team had then arrested Sen along with Debjani from Kashmir on April 18, 2013, and the state government formed a special investigation team (SIT) under him.

The SIT had arrested the then TMC Rajya Sabha MP and journalist Kunal Ghosh for his alleged involvement in the Saradha chit fund scam.

A CBI probe into the chit fund scam was ordered by the Supreme Court in May 2014 after senior Congress leader Abdul Mannan filed a plea.

Several top TMC leaders and MPs like Srinjoy Bose, TMC leader Rajat Majumdar and the then transport minister Madan Mitra were arrested by the CBI.

Senior BJP leader Mukul Roy, who was then TMC general secretary, was also questioned by the CBI in connection with the scam in 2015.

In mid-2015, Kundu of Rose Valley Group was arrested by the Enforcement Directorate (ED) and in December 2016 and January 2017, TMC MPs Tapas Pal and Sudip Bandopadhyay were arrested for their alleged involvement in the Rose Valley case.

In the last few months, the CBI has seized what is being seen as paintings of West Bengal Chief Minister Mamata Banerjee that were allegedly bought at huge costs by the so-called chit fund owners.

In January 2019, the CBI also arrested film producer Srikant Mohta for his alleged involvement in the Rose valley chit fund scam.

On February 2, the CBI claimed that Kumar had been "absconding" and was "being looked for" in the Saradha and Rose Valley ponzi scam cases.

On February 3, a team of 40-odd agency officers arrived at Kumar's official residence to question him but they were stopped by sentries and the Kolkata Police officials and these developments eventually led to Chief Minister Banerjee sitting on a dharna for what she has called her 'Save Constitution' protest.

Thousands of crores of rupees were raised for over a decade from lakhs of investors, but then defaults began on payments to investors who were promised huge returns and political fallouts appeared inevitable.

Union Law Minister Ravi Shankar Prasad on Tuesday hailed the Supreme Court judgment directing Kolkata Police Commissioner Rajeev Kumar to appear before CBI in the Saradha scam as a moral victory for the probe agency. He also stressed that there was no need to politicise the issue.

“This order was given by the Supreme Court to investigate the conspiracy angle and also the money laundering angle. This investigation must be done in a fair manner. Let`s not politicise it. This is a great moral victory for CBI,” said Ravi Shankar Prasad. He also said that Trinamool Congress supremo and West Bengal Chief Minister Mamata Banerjee and other opposition leaders are silent on the Saradha chit fund scam which was a "huge loot" of the money of small investors.“Today we have to ask larger questions on behalf of the party. Lakhs of small investors were cheated and looted of their money. Is it not our moral obligation for an investigation? Why is Mamata Banerjee silent on this? Why are the other political parties silent on this?” asked Prasad. Congress leader Mallikarjun Kharge said the BJP-led central government was "settling scores" with the opposition by "misusing" the autonomous bodies.“The government is settling scores with the opposition after interfering in autonomous bodies. We are fighting against those elements. It is not about an individual, an officer or a party. We are fighting against the government`s attempt to discredit autonomous bodies,” said Kharge. The Supreme Court on Tuesday directed Kolkata Police Commissioner Rajeev Kumar to appear before the CBI, in investigations related to the Saradha chit fund scam. The bench headed by Chief Justice of India Ranjan Gogoi also ruled that no coercive step should be taken against Kumar. The Supreme Court has also issued a contempt notice to the chief secretary of the West Bengal government, the DGP and the police commissioner on a plea for allegedly detaining the CBI probe team. Rajeev Kumar will now appear before the CBI in Shillong, Meghalaya as a neutral place. The case will now be heard on February 20. On the other hand, West Bengal Chief Minister Mamata Banerjee lauded the Supreme Court verdict as a moral victory. Addressing the media from her dharna site at Kolkata’s Metro Channel, Banerjee said that she and her party TMC have great respect for the judiciary, and today’s verdict will boost the morale of the officers.

Supreme Court verdict a moral victory for CBI: Ravi Shankar Prasad

The Delhi High Court today sought a response from the Enforcement Directorate (ED) on a plea by alleged lobbyist Deepak Talwar challenging his detention by Indian agencies after he was deported from the UAE last week.

The probe agency has claimed entities directly or indirectly controlled by the accused received exorbitant amounts from Qatar Airways, Emirates and Air Arabia and submitted a chart of total $60.54 million received by firms directly or indirectly owned by Deepak Talwar between April 23, 2008, to February 6, 2009.

A bench of Justices Siddharth Mridul and Sangita Dhingra Sehgal issued a notice to the ED and directed it to file a response to the petition by February 11.

The court listed the matter for further hearing on February 12.

Senior advocate Mukul Rohatgi, appearing for Deepak Talwar, contended that his client was picked up from Dubai and handed over to Indian authorities.

"Government of India abducted my client. More so when there was a summons for him to appear on February 4. There was no extradition and they picked him up," he argued.

The ED was represented by Central government standing counsel Amit Mahajan who sought time to respond to the plea.

Deepak Talwar, who is in ED custody, was deported from Dubai on January 30 and was arrested by the agency after reaching New Delhi.

The ED earlier alleged before a trial court that Deepak Talwar acted as a middleman in negotiations to favour foreign private airlines, causing loss to national carrier Air India.

ED said it needs to interrogate Deepak Talwar to get the names of officials of the Ministry of Civil Aviation, National Aviation Company of India Ltd and Air India, who favoured foreign airlines, including Qatar Airways, Emirates and Air Arabia.

He has been charged with criminal conspiracy, forgery and under various other sections of the FCRA for allegedly diverting Rs. 90.72 crore worth of foreign funds meant for ambulances and other articles received by his NGO from Europe's leading missile manufacturing company.

His role in some aviation deals during the previous Congress-led United Progressive Alliance's (UPA) regime at the Centre is under the scanner as well.

Deepak Talwar was booked by the ED and the Central Bureau of Investigation (CBI) in criminal cases of corruption, while the Income Tax Department charged him with tax evasion.

Kartarpur corridor: India to send draft to Pakistan as land acquisition process begins

The Indian media was not allowed entry into a global conference, which was projected as an ‘open’ event, addressed by Pakistani Foreign Minister Shah Mahmood Qureshi in a committee room in the UK House of Commons complex on Monday.

The International Conference on Kashmir was billed as an event to express “solidarity” with the people of Kashmir.

Chaired by Rehman Chishti, a Pakistan-occupied Kashmir-born Conservative Party MP, the event was organised by the All Party Parliamentary Group (APPG) on Pakistan.

There was restricted access allowed into what had been projected as an open conference. India had registered strong opposition over Qureshi being allowed to address such a meeting within the British Parliament complex.

The event was attended by Pakistani-origin British MPs and peers, including Khalid Mahmood and Baroness Sayeeda Warsi. British Sikh Labour Party MP, Tan Dhesi, was among the few Indian-origin parliamentarians seen entering the room.

The Ministry of External Affairs (MEA) had earlier said that India has “strongly” taken up the issue with the UK and hopes “they do understand our objections to proposed conference and take appropriate action”. In response, the UK government had said Qureshi was not an official guest as he was on a private visit to Britain.

“The UK’s longstanding position is that it is for India and Pakistan to find a lasting political resolution to the situation in Kashmir, taking into account the Kashmiri people’s wishes. Members of Parliament are independent of the government; it is for individual members to decide who they meet and for what purpose,” a Foreign and Commonwealth Office (FCO) source said in reference to the controversial meeting.

The UK event coincided with the “Kashmir Solidarity Day”, observed by Pakistan on February 5. A rally is planned at Parliament Square by separatist groups on Tuesday, with UK-based Kashmiri Hindu outfits planning a counter-protest.

“UK Hindus strongly oppose this rally as it is dangerous and threatens the measures to rehabilitate Kashmiri Hindus back to their homeland,” said the Indo-European Kashmir Forum, an umbrella body representing Indian community groups.

BJP leader Shahnawaz Hussain on Tuesday said the TMC-led government in West Bengal has denied the party permission for a rally in Murshidabad and alleged that there is complete lawlessness in the state.

Hussain said he will still go to Murshidabad and is already on the way.

Last week, Uttar Pradesh Chief Minister Yogi Adityanath was denied permission to hold a rally in the state, which is witnessing a political slugfest between the ruling TMC and the BJP.

“I have been told that the district administration has not given permission to hold a rally in Murshidabad, which was scheduled for today. The party had sought permission and had informed the local administration in advance,” Hussain said.

The Mamata Banerjee-led government in the state and BJP are at loggerheads after the CBI tried to question Kolkata’s police commissioner in connection with chit fund scams. Banerjee has been on a ‘dharna’ since Sunday night over the CBI’s attempts to interrogate the police chief.

Goa Chief Minister Manohar Parrikar, who is currently admitted at AIIMS in Delhi, is “very unwell” and is “living” with God’s blessings, Deputy Speaker of the state Assembly Michael Lobo said Monday.

Lobo told reporters that the day Parrikar steps down as chief minister, or “something happens to him”, Goa will plunge into a political crisis.

Parrikar, 63, who is suffering from a pancreatic ailment, was admitted to the All India Institute of Medical Sciences (AIIMS) on January 31. He has been in and out of hospitals in Delhi, New York, Mumbai and Goa since last year.

“The ailment he has got has no cure. There will be no political crisis till Manohar Parrikar is in the chair. But the day he steps down on his health ground or something happens to him, there will be a political crisis. He is very unwell,” said Lobo, who is a senior BJP leader and represents Calangute Assembly constituency.

“He is still living and working with God’s blessings,” he added. Parrikar heads a coalition government, which is supported by the Goa Forward Party (GFP), the Maharashravadi Gomantak Party (MGP), and three Independent MLAs. Sources at the AIIMS Saturday said Parrikar’s condition was stable. A 60-year-old Indian man has pleaded guilty for his role in a complex, transnational conspiracy to smuggle individuals from India to the US for profit, which claimed at least one life and endangered many others, the US Justice Department said.

Yadvinder Singh Bhamba pleaded guilty last month to one count of conspiracy and 15 counts of smuggling aliens to the United States for profit before US Magistrate Judge Sivia Carreno-Coll of the District of Puerto Rico.

A sentencing hearing is scheduled for April.

According to admissions in Bhamba's plea agreement, since 2013, Bhamba had a leadership role in a human smuggling conspiracy operating out of the Dominican Republic, Haiti, Puerto Rico, India and elsewhere.

As part of the conspiracy, Bhamba personally assisted around 400 people to unlawfully enter the United States between 2013 and 2015.

He also oversaw and directed co-conspirators operating out of the Caribbean, Assistant Attorney General Brian Benczkowski of the Justice Department's Criminal Division said.

Individuals paid between US$ 30,000 and US$ 85,000 to be smuggled from India to the United States and from at least 2013 to 2016, human smuggling was Bhamba's primary source of income, the Department said.

Bhamba was arrested in the Dominican Republic in August 2017 and later transferred to Puerto Rico.

Bhamba and other members of the conspiracy made flight arrangements for people to travel from India through other countries including Thailand, the United Arab Emirates, Argentina, Iran, Panama, Venezuela, Belize, and Haiti to the Dominican Republic, which was used as a staging area, where aliens were housed before being transported to the United States.

The organisation brought groups of aliens from the Dominican Republic to Puerto Rico or Florida by boat and from there they were picked up by co-conspirators and taken to stash houses until flights could be arranged to California, New York, or elsewhere in the United States.

Bhamba and others arranged for fraudulent identifications for some aliens to use in the United States.

The Justice Department said that the boat trips organised by Bhamba and his co-conspirators were perilous. Boat captains used old, damaged, cracked, unlicensed, overcrowded, and unsafe boats to make the journey.

In at least one instance, a person died in a boat on his way to the United States.

At times, the smugglers would take passports from the aliens during their journeys, physically assault them, and threaten their families to collect money.

Bhamba used fraudulent Indian, Dominican, and Jamaican identifications for travel and financial transactions related to the conspiracy.

In some instances, he created and provided false employment documents on behalf of the aliens to authorities to obtain foreign visas.

Bhamba also instructed aliens travelling through foreign airports how to find, and in some instances, pay cash to, corrupt immigration officials, passport control officers, or airport employees in order to bypass regular immigration and passport control procedures.
