Tearing into the Congress-JDS coalition in Karnataka over its alleged corruption and dynasty politics, Prime Minister Narendra Modi Friday dubbed it a "20 per cent government", saying their only mission was "commission."

Intensifying his campaign blitz in Karnataka, Modi also asserted there was a wave across the country for the return of the BJP-led NDA government in the Lok Sabha polls, which was between "Rashtravad (nationalism) and Pariwarvad (dynasty)."

He lashed out at the Deve Gowda family, targeting the JDS supremo's son Chief Minister H D Kumaraswamy over his reported remark that only those who cannot get two square meals a day seek jobs in the services, terming it an 'insult' to the armed forces.

He also hit out at Gowda's other son and minister H D Revanna, without naming him, for his remark that he would retire from politics if Modi was voted back to power.

The Prime Minister is addressing back to back rallies in Karnataka, where the BJP has targetted to win 22 of the 28 Lok Sabha seats, riding on what it perceives as a "Modi wave".

BJP is also hoping to cash in on mutual hostility between the ruling coalition partners at the grassroots level in several constituencies.
The BJP won 17 seats in the 2014 polls.

The Prime Minister said the 2019 election is between Rashtrawad (nationalism) and parivarwad (dynasty). "The election was between nation first or family first," he said.

"In Karnataka Congress and JD(S) are signs of Parivarwad. Both parties that have lost touch with the people are that much connected to their families...Their only mission is commission," Modi said.

"When there was Congress government, there was Mr 10 per cent.
Do you remember Mr 10 per cent? Now they have joined together 10 per cent is theirs and the other 10 per cent of others. Now Karnataka is going on with 20 per cent," he said.

In his campaign during the May 2018 assembly polls, Modi had attacked the then Siddaramaiah dispensation as a "10 per cent commission government.

The Prime Minister said he had seen media reports yesterday of Kumaraswamy saying that those who don't get food two times a day join the Army.

"What kind of thinking is thisKumaraswamy ji? You cannot escape by saying that your statement has been wrongly interpreted. You have said what is in your heart," Modi said.

"...Is it not an insult to our brave soldiers and armed forces...Will you seek vote on this? Those who serve the country and ready to sacrifice for it facing all odds...Such words for them, such thinking.

Doob maro doob maro (die drowning), those who insult the country's army," he said.

Modi said such people could not understand the "tapasya" of the Army as they were born with a silver spoon. Those who have remained in power for three generations could never understand the poor and their dignity, Modi said.

"This is the thinking with Congress and JD(S) and their mahamilavati (adulterated) dal....(they) don't give importance to the country's security," the Prime Minister said.

Accusing Congress and JD(S) of being against "Rashtrawadis" and those protecting the country, Modi said they don't feel ashamed in standing with those shouting slogans 'Bharat tere tukde honge' and dream about it.

The Prime Minister said such people stand with those supporting the secession of Jammu Kashmir from the country.

"They have money for Sultan's utsav, but have shortage of money to remember Hampis pride," Modi, said referring to the state government's controversial celebrations of "Tipu Jayanti" on November 10 every year in memory of Tipu Sultan, the 18th-century ruler of the erstwhile Mysore kingdom.

On Revanna's remarks that he would retire from politics if Modi came back to power, the prime minister said "Do you believe them? Will these people speak the truth any time?"

He reminded the crowd that in the 2014 elections, Deve Gowda had himself said that if Modi won and became the prime minister, he would take "sanyas".

"Did he take sanyas? Did father (Deve Gowda) take sanyas? Will son take sanyas? Leave sanyas, they are giving tickets to those remaining in the family."

On the response to his rallies across the country and the surging crows at the meeting here, Modi said, "This scene shows which way the wind is blowing."

"Wherever I have had the opportunity to go across the country, phir ek baar..." Modi said, to which the public roared in unison "Modi sarkar".

"This is the voice of the people across the country. There is a wave that is going on. Your love is spoiling the sleep of those sitting in Delhi," he told the surging crowds.

Modi stopped his speech four or five times as the crowds continued to swell and surged forward chanting "Modi, Modi."

Referring to the first phase of voting on Thursday, the Prime Minister said the opposition would not be able to sustain and there was a complete wave of BJP and its allies.

"There is chaos (afra tafri) in West Bengal, they are indulging in killing...But people phir ek baar."

Accusing Congress of having looted the money over which children and pregnant women had their rights, to "buy votes," he said, "they committed another corruption for this Lok Sabha polls, called the Tuglaq Raod Election scam."

Pointing out there is a Tuglaq Road in Delhi, where there are prominent leaders' residences, Modi said,..." in Madhya Pradesh, where Congress formed the government a few months ago, several crores of Rupees was sent to Delhi for election. This money was meant for malnourished children..." he said.

"Till now we were hearing about Congress' involvement in defence deal, land deal, submarine deal, helicopter deal.

Now they are looting the plates of innocent kids. Congress is hungry after remaining out of power for five years...Congress' sin cannot be cleared.

Congress-JDS coalition is a '20% commission government': PM Modi

The Supreme Court on Friday said that all the political parties will have to mandatorily disclose the details of donations received through electoral bonds. The bench, headed by Chief Justice of India Ranjan Gogoi, pronounced the order while hearing a petition filed by an NGO Association of Democratic Reforms opposing the use of electoral bonds for political funding.

The court said that electoral bonds will continue but further added that the details to be submitted before the Election Commission in a sealed envelope must also include the bank account details of the political parties. It asked the details of political funding till May 15 to be submitted by May 30.

The court had on Thursday reserved its verdict on petitions challenging the legality of electoral bonds.

The Centre and the Election Commission have taken contrary stands in the court over political funding with the government wanting to maintain anonymity of the donors of electoral bonds and poll panel batting for revealing the names of donors for transparency.

The NGO had sought interim reliefs that either the issuance of electoral bonds be stayed or the names of the donors be made public to ensure transparency in the poll process.

Appearing for the NGO, Advocate Prashant Bhushan told the top court during the hearing yesterday that electoral bonds were promoting undisclosed (anonymous) source of funds to political parties, thereby destroying the fabric of free and fair elections in India.

Attorney General KK Venugopal, appearing for the Centre, countered by saying, "This is the best scheme possible to combat the vice of black money in elections. I hope the court upholds it."

Meanwhile, the Election Commission told the top court that it was not against electoral bonds but the anonymity factor. "We are opposed to anonymity and we want transparency with full disclosure. We are concerned with the amendments brought to the Representation of the Peoples Act. Political parties should put it (info on donations) on their websites so people get to know," the commission said.

However, the Attorney General defended the government's stand by saying that the law was passed to eliminate black money and that the "secrecy of funding is necessary to ensure that those who fund the political parties are not victimised if the party which they did not fund comes to power".

Electoral bonds were introduced by amendments made through the Finance Act 2017 to the Reserve Bank of India Act 1934, Representation of Peoples Act 1951, Income Tax Act 1962 and Companies Act. In January last year, Modi government notified the scheme for electoral bonds, which are in nature of bearer instruments like a promissory note capable of being purchased by an Indian citizen or a body based in India. These electoral bonds can be purchased from an authorised bank and can be issued to a political party. The political party can encash the bond within 15 days.

The most important issue regarding the electoral bonds is that the identity of the donor is known only to the bank, which is any case is kept anonymous.

Something "very very serious" seems to be going on in West Bengal, the Supreme Court said on Friday (April 12) as it agreed to hear a plea alleging harassment of customs officials at Kolkata Airport for checking the luggage of a Trinamool Congress leader's wife.

The top court asked the West Bengal government to file its reply on the plea within four weeks.

A bench of Chief Justice Ranjan Gogoi and Justice Sanjiv Khanna said: "Someone has drawn our attention to something very very serious. We don't know yet whose claim is bona fide but we would like to go into the root of the matter."

Solicitor General Tushar Mehta, appearing for the customs department and assisted by advocate Ravi Prakash, told the bench that the plea pertains to the incident of March 15-16 when customs officials were obstructed from carrying out their duty.

The obstruction was caused to the officials, when two women including one Rujira Naroola Banerjee, wife of Abhishek Banerjee who is TMC MP and nephew of Chief Minister Mamata Banerjee, was intercepted at the airport for checking.

Senior advocate Abhishek M Singhvi objected to the issuance of notice and said that the petition is not maintainable as the petitioner Rajkumar Barthwal is a member of Central Board of Indirect Taxes and Customs and has no locus standi to file the plea.

To this, the bench observed that it does not know the bona fide of the petitioner but "We cannot ignore what is going on in West Bengal. If required we can ourselves take suo motu cognizance of the events and get to the bottom of the issue".

On March 29, the Centre had told the apex court that customs officials at the Netaji Subhas Chandra Bose International Airport in Kolkata were "intimidated, harassed and threatened" by the local police for checking the baggage of the wife of the TMC MP.

It had also alleged that "institutional anarchy" and "complete lawlessness" have been prevailing in West Bengal.

Mehta had told the court that on the intervening night of March 15-16 at around 1.10 AM, two women, who arrived from an international flight, and their luggage were checked by the customs officials.

"They were asked to allow checking of their baggage but they resisted. They were asked to show their passports after which they abused the officials present there," he had said.

Mehta had added that soon after the ladies left the airport, a huge contingent of police personnel entered the premises and tried to arrest the customs officials for checking the baggage of the women.

"This is institutional anarchy and complete lawlessness going on in West Bengal," he had said, adding that customs officials tried to lodge the FIR but no case was registered by the police so far.

A letter was written by Assistant Commissioner of Customs to Inspector-in-charge of Airport police station on March 22, seeking registration of an FIR for interfering, obstruction and criminal intimidation by the West Bengal police, he had said.

The custom commissioner has narrated the entire incident and said that one of the ladies whose baggage was checked was wife TMC MP, the nephew of the West Bengal CM, as per the letter.

The Commissioner alleged that police officers who entered the airport in different batches tried to intimidate, harass and threaten the customs officials with arrests.

The commissioner has said that West Bengal police wanted a Standard Operating Procedure (SOP) by the customs officials where VIPs were not "checked" and "a safe passage of their VIPs without any interception by customs".

Police personnel, who arrived at the airport, have claimed that they have received a complaint from one of the two women who was checked by customs officials alleging harassment, intimidation and extortion by them, the letter said.

As Jallianwala Bagh massacre will mark the 100th year on April 13, families of those killed said they demand an apology and not regret from Britain.

British Prime Minister Theresa May on Wednesday said that the Jallianwala Bagh tragedy was a shameful scar on British Indian history. She also said that the United Kingdom deeply regret the tragedy but she stopped short of a formal apology.

Punjab Chief Minister Captain Amarinder Singh on Friday also rejected Britain's regret and demanded an unequivocal official apology.

Terming the tragic event as a heart-wrenching moment in India's history, the chief minister said: "People of India wanted an unequivocal apology from Britain for the atrocity. The Punjab Vidhan Sabha had passed a resolution demanding the same."

"The candles that had been lit today had rekindled memories of the sad day and would serve as a reminder of the sacrifice of the hundreds who were killed in the massacre and went on become an inspiring source of patriotism and nationalism for generations of Indians," Amarinder Singh added.

Jallianwala Bagh massacre om April 13, 1919, was the deadliest attacks in the history of the world.

Colonial-era records show about 400 people died in the northern city of Amritsar when soldiers opened fire on men, women and children in an enclosed area, but Indian figures put the toll at closer to 1,000.

"My mama-Ji (maternal uncle) Mela Ram was martyred at the age of 18 in the massacre," said 86-year-old Krishana Chohan, recounting how she grew up hearing tales about the incident.

"When the troops started indiscriminate firing on the peaceful gathering, everybody panicked, people started running helter-skelter without having any understating where to go. It was plain ground and there was only one exit, which was a narrow lane. As a result, there was a stampede and many fell upon each other and some fell inside the well in the ground," she told PTI.

She said her uncle was one of those who fell inside the well.

Britain's foreign office Minister Mark Field said representatives from the British High Commission would visit the site to lay a wreath and that the government would also publicly acknowledge the centenary in Britain.

Jammu and Kashmir Thursday recorded an overall turnout of over 55 per cent in the Jammu and Baramulla constituencies in the first phase of the Lok Sabha elections, even as there were protests over defective EVMs in some areas.

The two constituencies house over 33 lakh electorate.

The overall turnout was 55-56 per cent, with the Jammu Lok Sabha constituency recording 72.19 per cent polling and Baramulla registering 35.01 per cent, Jammu and Kashmir Chief Electoral Officer Shaliendra Kumar told reporters.

Congress candidate from Jammu, Raman Bhalla, who cast his vote in Jammu, had alleged large scale EVM malfunction in Poonch and Mendhar belt of the constituency.

Another Congress spokesman had claimed that in the EVMs, button number four of the Congress was not functioning and complaints were lodged with poll officials.

While polling was underway, the National Conference and the PDP had alleged that uniformed personnel "coerced" had people to vote for the BJP.

PDP president Mehbooba Mufti tweeted a video showing voters raising anti-BJP slogans after they were allegedly "roughed up" by BSF jawans for not voting for the saffron party.

"A voter at polling booth in Jammu was manhandled by the BSF because he refused to cast his vote for BJP. Using armed forces at polling stations to coerce people to vote for the BJP shows their desperation and hunger to usurp power by hook or crook," she said in her tweet.

To this, the chief electoral officer said a BSF assistant commandant and a few other personnel were replaced following the incident over dereliction of duty as they were unable to handle the situation.

He, however, counselled politicians to verify facts before putting them in the public domain as he said BSF personnel were not involved in beating the people.

While Jammu district recorded 72.19 per cent polling, Samba registered the highest turnout of 73.8 per cent, followed by Rajouri district with 65.7 per cent and Poonch with 68 per cent, they said.

In the Baramulla seat, Kupwara district registered the highest turnout of 47.7 per cent, followed by Bandipora (30.1 per cent), Baramulla (22.3 per cent), while Kashmiri migrants polled 45 per cent for Baramulla seat, they added.

The Jammu parliamentary constituency has the highest number of 24 candidates among all the seats.

The Jammu parliamentary seat has the highest number of 20,05,730 lakh voters, including 9,64,834 women and 20 transgenders, officials said, adding 2,740 polling stations, including dozens near the LoC and the International Border (IB), were set up for the polling.

Hundred Indian fishermen, released by Pakistan, arrived in Vadodara after crossing the Attari-Wagah border earlier this week.

The fishermen are from the state`s Veraval region and were caught by Pakistan coast guard for crossing the international sea borders.

They were kept in Karachi jail for over a one-and-a-half year before being released on April 8.

"Many of us accidentally cross the border while some go to that side knowingly for catching fishes. I was in Pakistan for about 17 months. We were always confined in a particular cell and were never allowed to venture out. We were clearly told to stay in the definite cell for our own safety," a fisherman reportedly told ANI.
"I was caught accidentally while we were sleeping on the boat. The boat had accidentally crossed inside their border," another fishermanVikram told AN.

The fishermen were brought to Vadodara through train from Amritsar by the state fisheries department.

Ramesh Kumar, Assistant Director, Fisheries Department said, "These were released from Pakistan on April 8. Our team had gone to Amritsar to receive them and have brought them here through a train."

On April 5, Pakistan had announced that it will be releasing 360 Indian prisoners upon completion of their sentences, starting April 8.

The decision comes after India sent a note verbale to Pakistan on Tuesday, urging it to make necessary arrangements for an immediate release and repatriation of Indian prisoners who had completed their respective prison sentences.

A bipartisan group of half a dozen influential American lawmakers has reintroduced important legislation in the House of Representatives which seeks to advance the US-India strategic relationship.

If enacted, the legislation would ensure that the US State Department treat India as a NATO ally for the purposes of the Arms Export Control Act.

It would send a powerful signal that defence sales to India should be prioritised according to US-India Strategic Partnership Forum, which had worked on this important legislation.

The bill H R 2123 was introduced this week by Congressman Joe Wilson, a senior member of the House Foreign Affairs Committee.

"India is the world's largest democracy, a pillar of stability in the region, and has shown strong commitments to export control policies," said Wilson.

"This adjustment to US law will further allow the US-India partnership to flourish in line with our security commitment to the Indo-Pacific region. I am grateful for the US-India Strategic Partnership Forum (USISPF), led by Dr Mukesh Aghi, and their support for this legislation," he said.

The original co-sponsors of the legislation are Congressman Ami Bera, the longest-serving Indian-American in Congress and the House India Caucus Co-Chairs, Congressmen George Holding, Brad Sherman and Congresswoman Tulsi Gabbard and Congressman Ted Yoho.

The National Defense Authorization Act (NDAA) for fiscal 2017 included special language recognising the unique US-India defence relationship that designated India as a "Major Defence Partner" of the United States.

The language seeks unique consideration for trade and technology sharing with India and increased attention and support to advance this relationship in the areas of defence trade and technology sharing.

"The legislation bolsters national security and helps ensure full alignment between the Department of Defence and the Department of State.

"Such a change will institutionalise the gains made in the relationship and provide a more stable foundation upon which both countries can solidify this unique defence partnership," USISPF said.

Although powerful in its own right, the NDAA FY 2017 has no legal bearing on the State Department's body of legislation, nor does it compel the State Department to view defence with India more favourably, USISPF said in a statement.

To fulfil the spirit and intent of the NDAA 2017, the US-India Enhanced Cooperation Act would amend the Arms Export Control Act to put India on par with NATO allies and Israel, South Korea, New Zealand, Australia and Japan.

"We applaud Congressman Wilson's leadership in reintroducing this important bill. We are confident the US Congress will continue to enact legislation that bolsters the bilateral. The great power competition is not lost on Members of Congress, who understand the strategic imperative for a deeper relationship with India," said Aghi, president and CEO of USISPF.

"This legislation would be a major breakthrough for the US-India defence relationship. As Chairman of USISPF, I support this move because it would ultimately further strengthen the strategic partnership between the two countries. The future is bright for the US-India relationship and we hope this legislation is enacted soon," USISPF chairman John Chambers said.

"You have seen Chowkidar's government which is strong and takes decisions. Scams and decision-making delays were the order of the day during the remote-controlled government (UPA) earlier," Modi said.

If people compare the Congress-led alliance with the NDA, the latter's "buland irade" (strong intentions) are visible, Modi said.

"During the UPA rule, bomb blasts were frequent in which farmers, middle-class people and traders were killed. Blasts happened in trains, buses and stations. But under the Chowkidar's rule, where are the bomb blasts," he said.

"This is because the Chowkidar has instilled fear in minds of the terror perpetrators that even a single mistake would prove costly for them. The Chowkidar will find them from hell and punish them," Modi said, asking the crowd if it agreed with his policy of eliminating terrorists by going into their territory and killing them.

Modi said the earlier government looked weak "in front of Pakistan and rest of the world".

"Our army wanted to take revenge but the (then) government kept quiet. This Chowkidar gave permission (to army) to kill terrorists by going inside their territory. Are you happy with this strong government," he said.

On the National Conference demanding Prime Minister's post for Jammu and Kashmir, Modi said, "the Congress and NCP are supporting those who demand that Jammu and Kashmir have a Prime Minister."

"I have no expectation from the Congress since it has stopped thinking about people long ago," he said. "This sin is the creation of that party," he added.

Modi said NCP chief Sharad Pawar had quit the Congress in the name of the country. "Sharad rao, how can you be silent on the two PM demand. Why are you silent? Is this acceptable to you?

"Your party's name is Rashtravadi but you see the country through a foreign lens after allying with the Congress again. Is the name Rashtravadi in your party to fool people," Modi said.

"How can you (Pawar) sleep despite being from the land of Chhatrapati Shivaji Maharaj," he said.

Modi said the Congress wants to scrap the special powers of the armed forces.

Reaching out to first-time voters, Modi said,"those born in the 21st century will be voting for the first time. Do you agree with the weak approach of previous governments and their compromising national security? Is this acceptable to you?"

Modi said he has been able to work on various development projects, including farmers welfare, because of people's support.

He expressed confidence that the "Modi sarkar" will be re-elected on May 23 when results of the ongoing Lok Sabha polls are declared.

Modi said after being re-elected to power, his government would have a separate ministry for water management. He accused the Congress-NCP combine of being enemies of farmers.

Modi said the Congress needs to be decisively defeated to ensure poverty eradication, modern infrastructure and development of all sections of society.

Continuing his tirade against Rahul Gandhi, Modi linked the IT raids on aides of Madhya Pradesh Chief Minister Kamal Nath, claiming this was
"Tughlak Road chunavi ghotala" (election scam).

Tughlak Road is the residence of a "naamdar neta" in Delhi where funds are being sent, Modi said.

"Child nutrition funds given to Madhya Pradesh government are being used for elections. Habits of the Congress won't go. The Chowkidar is alert and that is why he could arrest the thieves," he said.

Notably, Madhya Pradesh Chief Minister Kamal Nath's residence as an MP is at 1, Tughlaq Road in New Delhi, while Congress president Rahul Gandhi's official residence as an MP is 12, Tughlak Lane in the national capital.

The Income Tax Department recently conducted raids on close aides of Madhya Pradesh Chief Minister and Congress leader Kamal Nath and others in four states on Sunday.

The CBDT, that frames policy for the I-T department, had said the department has also detected a trail of Rs 20 crore suspect cash allegedly being moved to the "headquarters of a major political party in Delhi" from the house of an important person who lives on Tughlaq Road, home to many VIPs.

"Searches in Madhya Pradesh have detected widespread and well-organised racket of collection of unaccounted cash of about Rs 281 crore through various persons in different walks of life, including business, politics and public service," it had said.

Seeking to make the Lok Sabha polls a contest between him and Congress chief Rahul Gandhi, Prime Minister Narendra Modi Friday asked voters to chose between 'imaandar chowkidar' and 'bhrashtachari naamdar'. Gandhi has been hurling the "chowkidar chor hai" jibe at Modi to claim irregularities in Rafale deal, while the PM has been calling the Congress chief as 'naamdar' (dynast). At a rally here to campaign for BJP-Shiv Sena alliance candidates of Ahmednagar and Shirdi Lok Sabha constituencies respectively, Modi said, "You have to decide the country's future and which direction will it take in this election.'' Terrorists, Naxals afraid of BJP government: Yogi Adityanath

The Delhi High Court Friday directed the CBI to file a timeline of events relating to the ongoing investigation in a bribery case involving the agency's former special director Rakesh Asthana and the need for sending Letters Rogatory (LRs) to various countries.

The court questioned the CBI for not sending the LRs till now even though it had passed in January the order dismissing the pleas of Asthana and two others seeking to quash the FIR.

Justice Mukta Gupta said the document, to be filed through Additional Solicitor General (ASG) Vikramjit Banerjee, should also include when the requirement of issuing LRs came to the knowledge of the investigating officers and the details of the CBI officers who spent last 2-3 months on it.

"The ASG will prepare a list of dates and events indicating when the requirement of LRs came to the notice of the IOs. Who spent these 2-3 months and how, resulting in not sending the LRs till date," the court said, asking the agency to file the document in a sealed cover.

Letters Rogatory are a formal request from a court to a foreign court for some judicial assistance.

The court listed the matter for April 23 for further hearing on CBI's application seeking more time to complete the probe in the case lodged against Asthana, DSP Devender Kumar and middleman Manoj Prasad.

On January 11, the court had granted 10 weeks to the probe agency to complete its investigation.

ASG and advocate Rajdipa Behura, representing the CBI, sough six months to complete the investigation.

When the court observed that six months was too much, the CBI counsel suggested for giving four months.

"When this came to your notice that you need to send LRs to other countries. If you move at a snail's pace, who is responsible for it. I know how it works in a typical bureaucratic manner," the judge said.

On instructions, ASG said the CBI officials had come to know of the need of LRs earlier but a decision was taken on it in March.

The high court in January had disposed of three petitions of Asthana, Kumar and Prasad, by a common order in which CBI was directed to complete investigation in the case within ten weeks.

Earlier, Kumar's lawyers had told the court that the application was not maintainable according to section 362 of the Criminal Procedure Code which states that a court may not alter or review its final order in a matter except to correct a clerical or arithmetical error.

The court had not agreed with the contention, saying the instant matters were writ petitions and not a criminal complaint and therefore, section 362 may not be applicable.

Asthana was booked on the allegations of criminal conspiracy, corruption and criminal misconduct under the relevant sections of Prevention of Corruption Act.

Kumar, earlier the investigating officer in a case involving meat exporter Moin Qureshi, was arrested on the allegations of forgery in recording the statement of Hyderabad-based businessman Sathish Babu Sana, who had alleged having paid the bribe to get relief in the case.

He was arrested on October 22, 2018, and granted bail on October 31.

The figure is 1.27 per cent less than the total votes polled in the 2014 elections.

But Election Commission authorities here expect the percentage to increase by at least one per cent as the final tabulation of votes polled in all 175 Assembly segments was still continuing.

There are 3,93,45,717 voters in the state.

Polling continued past midnight Thursday in over 200 polling stations because of technical glitches in EVMs during the day.

"We are awaiting final reports from Returning Officers from all constituencies.

At last count early Friday morning, the polling percentage was 76.69. That could almost be the final figure. If at all, there could be a one per cent increase," a senior official in the EC here said.

The EC authorities initially expected the polling to cross 80 per cent as a large number of voters had queued up in all polling stations.

The saffron party also claimed that the TMC rigged those booths where state police personnel were on guard and the Election Commission failed to provide adequate security to the voters.

Polling was held in Cooch Bebar and Alipurduar seats in north Bengal in the first phase on Thursday and around 81 per cent of 34.52 lakh voters
exercised their franchise.

"There should be repoll in Cooch Behar Lok Sabha seat. Several booths were rigged by the TMC as the security in these booths were provided by the state police. We wanted central forces to provide security cover," BJP state president Dilip Ghosh said.

The BJP candidate of Cooch Behar seat Nishit Pramanik Thursday night held a protest in front of the district magistrate's office, demanding re-poll in all booths where central force was not deployed.

He claimed that at least 350 polling stations were rigged by the TMC.

Senior BJP leader Mukul Roy Friday visited the office of the Chief Electoral Officer in Kolkata and demanded repoll.

Echoing the views of Ghosh, BJP national general secretary Kailash Vijayvargiya claimed that West Bengal Chief Minister Mamata Banerjee does not respect democratic norms and should stop talking about democracy in the country.

Vijayvargiya said, "If she is so confident of victory, why isn't she not allowing free and fair polls? Why is the TMC trying to rig the elections?"

Ghosh had a word of caution for police officers who are allegedly working at the behest of the ruling party.

If they do not stop acting in an unbiased manner, they would have to face the music, he said.

"We would complain to the Election Commission and ensure that these officers are removed," Ghosh said.

The BJP and the TMC on Thursday had accused each other of using state police and central forces to "manipulate" the voting in Cooch Behar Lok Sabha seat.

"We want repoll in all the polling stations which were guarded by the state police and not by the central force personnel," Pramanik had said.

On the other hand, TMC secretary-general Partha Chatterjee said. "We have reports of central forces threatening voters. This is unprecedented. We condemn it and want the EC to look into it,"

BJP alleges rigging by TMC in Cooch Behar, demands repoll

In a controversial remark, Union minister Maneka Gandhi told Muslims to vote for her as they will need her once the Lok Sabha elections are over.

"We are not Mahatma Gandhi's children that we keep giving and not get anything in return," she said in Muslim-dominated Turabkhani area on Thursday.

Gandhi, the BJP candidate from Sultanpur Lok Sabha constituency, claimed she is all set to win and told the Muslim audience that "you might need me tomorrow".

The Congress reacted strongly with spokesperson Randeep Singh Surjewala saying she is trying to divide people on the basis of caste and community.

"I am winning. I am winning because of the help and love of the people," Maneka Gandhi said at the meeting in Sultanpur, a constituency earlier held by her son Varun Gandhi.

Narendra Modi is not going to come back to power: HD Kumaraswamy to WION

CBI told the Supreme Court Friday that it had closed in 2013 a preliminary inquiry against former Uttar Pradesh chief minister Mulayam Singh Yadav and his son Akhilesh in a disproportionate assets case.

Taking note of the oral submission of the agency, a bench headed by Chief Justice Ranjan Gogoi asked the CBI to file its response within four weeks on a fresh plea filed by a Congress activist seeking to know the status of probe in the assets case against the family members of the Samajwadi Party patriarch including his second son Prateek.

The bench, which also included Justice Sanjiv Khanna, had on March 25 granted two weeks to CBI, represented by Solicitor General Tushar Mehta, to file the response to the plea.

Yadav, who is contesting Lok Sabha polls from Mainpuri seat in Uttar Pradesh, in its reply has alleged that the petition, filed on the poll eve, was politically motivated.

He said the petition against him and his family was filed in 2005 and the CBI and the Income Tax Authorities did not find anything adverse.

He alleged in an affidavit that Congress activist Vishwanath Chaturvedi was trying to rake up an old disproportionate assets case against him and his family to malign their image during the current general elections.

Yadav, who had filed his affidavit in response to the notice issued to him on March 25, said Chaturvedi filed a fresh plea for extraneous reasons and with an objective to gain political mileage "just at the time and eve of the 2019 General Elections with mala fide reasons".

Chaturvedi has sought a direction to the CBI to place the status report on probe either before the apex court or before a magisterial court in the assets case against the three SP leaders -- Yadav and his two sons, Akhilesh, also a former Chief Minister, and Prateek.

"The petition is not bona fide and has been filed for extraneous reasons and considerations to malign the reputation of Yadav and his family particularly when the petitioner is aware that respondents would be contesting in the upcoming general elections," the affidavit claimed.

The petitioner is associated and affiliated to a political adversary and he himself contested assembly election in the past and lost, it added.

Yadav said even after a detailed enquiry, spread over the period of about two years, no case was found by the CBI against him or his son Akhilesh and daughter-in-law Dimple Yadav.

He had further submitted that due to one petition filed, he has been subjected to a prolonged investigation by the CBI but nothing was unearthed.

"It is stated that on account of the said proceedings, Yadav has been suffering and facing completely uncalled for embarrassment in the public sphere.
He has been subjected to the investigation only for the reason that he and his family members have been in public life and have held high offices both at the state and central level," he said in the affidavit.

Yadav had submitted that in the absence of any direction of registration of FIR or regular case by the CBI no directions can be given by the top court for placing the report of the probe agency before the jurisdictional magistrate as sought by the petitioner.

Chaturvedi, in 2005, had filed the PIL in the top court seeking a direction to the CBI to take appropriate action to prosecute Yadav, Akhilesh and his wife Dimple, and Prateek under the Prevention of Corruption Act for allegedly acquiring assets more than the known source of their income by misusing their power of authority.

The apex court in its verdict of March 1, 2007, had directed the CBI "to inquire into allegations" and find out as to as to whether the plea with regard to disproportionate assets of SP leaders was "correct or not".

In 2012, the court had dismissed the review petitions of Yadav and his sons against its verdict and directed the CBI to go ahead with the probe against them in the disproportionate assets case.

It had allowed the review plea of Dimple and directed the CBI to drop the inquiry against her saying that she was not holding any public office.

The court had also modified its March 1, 2007 order and asked the CBI to file the status report before the court, not the government.

The top court had on March 25, 2019, had also asked the probe agency to file a report within two weeks and said that "there was a status report (of 2007 by CBI) saying that prima facie case is made out. We are entitled to know as to what happened to the investigation".

CBI told the Supreme Court Friday that it had closed in 2013 a preliminary inquiry against former Uttar Pradesh chief minister Mulayam Singh Yadav and his son Akhilesh in a disproportionate assets case.

Preliminary inquiry against Mulayam Singh Yadav, Akhilesh in DA case closed in 2013: CBI to Supreme Court

The Delhi High Court on Friday sought response of the Centre on a plea which has challenged the constitutional validity of the recent Aadhaar Ordinance on the grounds that it was brought to "overturn" the Supreme Court decision regarding the use of Aadhaar by the private sector.

A bench of Chief Justice Rajendra Menon and Justice A J Bhambhani asked the Ministry of Law to indicate its stand by July 9, the next date of hearing.

The matter came up before the bench as the apex court on April 5 had directed the petitioners, both lawyers, to first move the high court.

A five-judge Constitution bench of the apex court had in September last year declared the Centre's flagship Aadhaar scheme as constitutionally valid but struck down some of its provisions including its linking with bank accounts, mobile phones and school admissions.

The court had held that while Aadhaar would remain mandatory for the filing of Income Tax returns and allotment of Permanent Account Number (PAN), it would not be mandatory to link Aadhaar to bank accounts and telecom service providers cannot seek its linking for mobile connections.

According to the petitioners, Reepak Kansal and Yadunandan Bansal, the ordinance allows the private sector to use the Aadhaar infrastructure through the back door by amending the Indian Telegraph Act.

The petition has said that the ordinance amends the Telegraph Act to provide for voluntary use of Aadhaar for identity verification.

It has claimed that this allows telecom companies to use Aadhaar ID for identity verification.

The petitioners have also contended that there was "no extraordinary situation" which required passing of such an ordinance.

President Ram Nath Kovind had last month given his assent to the Aadhaar Ordinance that allowed voluntary use of Aadhaar as ID proof for obtaining mobile SIM cards and opening bank accounts.

The ordinance was necessitated because Rajya Sabha could not approve a Bill after its passage by Lok Sabha.

The Cabinet had approved the promulgation of the ordinance to give effect to changes proposed in Aadhaar and two others legislations.

The amendments provide for stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy.

It bans storing of core biometric information as well as Aadhaar number by service providers in cases of individuals who have voluntarily offered the national ID as a means of authentication.

However, the amendments make it clear that anyone not offering Aadhaar cannot be denied any service, be it opening of a bank account or obtaining a mobile phone SIM card.

Addressing a rally here, Shah said the BJD rule in the state was marked by misrule and corruption.

Taking a jibe at the chief minister, Shah said, "Even after 19 years of rule in Odisha, Naveen (Patnaik) babu cannot talk to his people in Odia."

He asserted that people across the country are raising slogans in favour of the BJP.

"From Kashmir to Kanyakumari, from Odisha to Gujarat, people are raising slogans in favour of Narendra Modi. We can hear Modi... Modi... Chants everywhere," Shah said.

Slamming the opposition Congress, Shah said: "Rahul Baba's party ruled the country for 70 years, but could not eradicate poverty."

"The BJP-led government, on the other hand, launched an era of development in the country, marked by speedy and concrete steps to eradicate poverty," he insisted.

Sharing his plans for the tribal-dominated district, the BJP chief said a steel plant will be set up here if the saffron party is re-elected to power at the Centre.

"Under District Mineral Fund, Rs 1600 crore has been allocated to this district. If the BJP is voted to power again, all forest produces will be procured from the tribals at Minimum Support Price (MSP) and no GST will be levied on tendu leaves," Shah added.

Jammu and Kashmir: Three civilians injured in Pakistan shelling along LoC in Pooch district

The bill HR 2123 was introduced this week by Congressman Joe Wilson, a senior member of the House Foreign Affairs Committee.

"India is the world's largest democracy, a pillar of stability in the region, and has shown strong commitments to export control policies," said Mr Wilson.

"This adjustment to US law will further allow the US-India partnership to flourish in line with our security commitment to the Indo-Pacific region. I am grateful for the US-India Strategic Partnership Forum (USISPF), led by Dr Mukesh Aghi, and their support for this legislation," he said.

The original co-sponsors of the legislation are Congressman Ami Bera - the longest-serving Indian-American in the US Congress - and the House India Caucus Co-Chairs, Congressmen George Holding, Brad Sherman and Congresswoman Tulsi Gabbard and Congressman Ted Yoho.

"The legislation bolsters national security and helps ensure full alignment between the Department of Defense and the Department of State."

The great power competition is not lost on Members of Congress, who understand the strategic imperative for a deeper relationship with India," said Mr Aghi, president and CEO of USISPF.
