After six-week summer vacation, the Supreme Court will reopen on Monday and will hear many important and sensitive cases including Congress president Rahul Gandhi contempt case, Ayodhya Babri Masjid land dispute and Rafale review petitions among others.

The court was closed for the annual summer vacation from May 13 to June 30.

The apex court will work, after a full sanctioned strength of 31 judges -- after a long time -- with the recent appointment of two judges including Justices B R Gavai and Surya Kant.

The court will also pronounce the judgement on a slew of review petitions pending before it.

It had reserved its verdict after hearing from former ministers, Arun Shourie, Yashwant Sinha, Prashant Bhushan, AAP Rajya Sabha MP Sanjay Singh.

They wanted a direction to review the court's last year verdict, which had rejected their petitions for directing a probe into the purchase of 36 Rafale fighter jets from France.

The top court will also pronounce the order on review petitions filed in the entry of women of all ages into the popular Sabarimala temple in Kerala.

The Ayodhya Babri Masjid land dispute matter, the most sensitive and important case, would also be heard, as the court, in its last hearing, had granted more time and asked the panel of mediators to amicably resolve the case through dialogues by August 15.

Although Gandhi had tendered his unconditional apology for his alleged jibe on "chowkidar chor hai" remark, the Supreme Court will hear the case and see whether the prosecution should be initiated or not against him.

A five-judge Constitution Bench will also deliver its judgement in a case whether the Chief Justice of India's office is covered under the purview of the transparency law, Right to Information Act (RTI).

The top court will also begin hearing of pleas challenging the Citizenship (Amendment) Bill, 2016, which seeks to provide Indian citizenship to non-Muslims from Bangladesh, Pakistan and Afghanistan.

A roster which was issued, on June 2, by the top court will be implemented from Monday.

As per the new latest roster system, the Public Interest Litigation (PIL) matters will now be heard by the benches headed by Chief Justice Ranjan Gogoi and Justices SA Bobde, NV Ramana, Arun Mishra and Rohinton Fali Nariman.

The four Justices will hear the PILs assigned to them by the CJI.

The election matters, which were vested earlier exclusively with the bench headed by the Chief Justice of India, will now be shared with the bench headed by Justice Bobde.

According to the roster, Justices MM Shantanagoudar and S Abdul Nazeer will now head benches at the apex court.

Chief Ministers of Congress-ruled states to meet Rahul Gandhi today to urge against the resignation decision

The Defence Ministry on Monday issued four tenders worth over Rs 15,000 crore for the acquisition of warships and craft for the Navy and the Coast Guard.

"While the RFP for 6 Next Generation Missile Vessels (NGMVs) has been issued to seven shipyards, RFPs for 8 Fast Patrol Vessels (FPVs), 12 Air Cushion Vehicles (ACVs) and 8 Missile-cum-Ammunition Barges have been issued to shortlisted Indian shipyards," the ministry said in a release.

The RFP for hovercrafts also includes the initial requirement for six of these vessels of the Indian Army.

"In addition to the above, few more RFPs for more shipbuilding projects are likely to be issued in the next few months," the ministry said.

In order to make the process of qualifying the shipyards for the issue of RFPs for shipbuilding projects of various ships and craft of the Navy and the Coast Guard more objective and to encourage participation by a larger number of Indian shipyards, an exercise was undertaken by the ministry along with the Navy and the Coast Guard.

This led to the rationalisation of guidelines for the capacity assessment of shipyards that have been promulgated recently.

Rationalisation and promulgation of financial selection criteria have paved the way for issue of RFPs for a large number of shipbuilding projects that have been pending.

"In a significant move to encourage smaller shipyards, participation in the projects with the anticipated annual outflow of less than Rs 75 crore has been restricted to smaller shipyards having an average annual turnover less than Rs 500 crore," the release said.

In addition to a wide application in military and coastal surveillance, Air Cushion Vehicles have substantial potential in the commercial sector like civil transportation, disaster management and tourism.

Considering the need for absorbing the relevant design and construction technology for building these craft in India at affordable cost, a feature to encourage joint development of design by Indian shipyards in collaboration with a foreign design house of ACVs or by sourcing the design for construction of ACVs with substantial Indian content has been included in the RFP for ACVs.

News brief: Big stories of the day

India had its driest June in five years because monsoon rains were delayed, the weather department said late on Sunday, raising fears for crops and the broader economy.

Overall, the monsoon rains were a third lower than average, though, in some states including the sugar cane growing northern state of Uttar Pradesh, they were as much as 61 per cent lower, data from the India Meteorological Department (IMD) showed.

About 55% of India's arable land is rain-fed, and agriculture makes up about 15% of Asia's third-largest economy, which is already suffering a slowdown.

If the rains don't improve over the next two to three weeks, India could be facing a crisis that hammers harvests and rural demand, analysts said.

Companies that sell everything from tractors to fertilisers to consumer goods to farmers would be vulnerable.

Farmers had planted crops on 14.7 million hectares as on June 28, down almost 10% from the previous year, the farm ministry's data showed.

The extension is for a period of further 6 months which will come into effect from July 3.

The House also passed Jammu and Kashmir Reservation (Amendment) Bill, 2019.

On June 28, Lok Sabha approved the statutory resolution to extend President's Rule in Jammu & Kashmir with effect from July 3rd, 2019.

Union Home Minister Amit Shah had moved a resolution earlier in the lower house and had said that the extension was essential to facilitate fresh Assembly elections in the state later this year.

Shah, earlier in the day, said the government has no other option but to extend President's Rule in Jammu and Kashmir as the Election Commission wants to hold Assembly elections in the state by the end of 2019.

Previously, former J&K Chief Minister and National Conference leader Omar Abdullah criticised Shah’s argument in the House as an "unacceptable one".

“So the Home Minister’s argument is that because the Congress has used Article 356 more times than anyone else the Modi government is justified in denying the people of J&K an elected government. That’s an unacceptable argument,” Abdullah tweeted on Friday.

The Congress strongly opposed the extension, blaming the "incompatible" alliance of BJP and PDP for the current security situation in the state.

"Today the situation is such that we have to extend the President's Rule in Jammu and Kashmir for every six months. Its roots are in the incompatible alliance of PDP and BJP in 2015," Congress leader Manish Tewari said in the Lok Sabha on June 28.

The President's Rule was implemented in the state in June last year following the collapse of the PDP-BJP alliance. The State Assembly, initially kept in suspended animation was dissolved by Governor Satya Pal Malik in November.

Maharashtra Youth Congress chief spokesperson Anand Dubey on Sunday resigned from all post of the party after reports surfaced that he welcomed Rahul Gandhi's decision to step down as the party's president.

Satyajeet Tambe, the state youth Congress president, announced the news on Twitter and posted Dubey's resignation letter, saying he is "willing to join some another party".

"Maharashtra Youth Congress disagrees with his stand taken today on a few media channels. He has taken this stand as he left the party and is willing to join some another party," he wrote on Twitter.

The letter read, "It is with great gratitude and bit of sorrow, I tender my resignation from all the post of primary membership of Congress party with immediate effect. I intend to go on to other opportunities, which will allow me to serve the public.

"Dubey reportedly wrote a letter to Rahul Gandhi welcoming his decision to quit as the party president and emphasised that perhaps it was time for a "non-Gandhi" member to become the party chief.

Amid continuing uncertainty over Gandhi's position, veteran Congress leader M Veerappa Moily on Friday claimed that there was not even "one per cent" chance of the Nehru-Gandhi scion continuing as the party president.

"I do not... (think there) maybe even one per cent (possibility) of his (Gandhi's) coming back."

CWC will definitely meet before they consider any other name. Unless his resignation is accepted by CWC, speculations and his assertions will go on," Moily told ANI.

Several senior party office bearers across India have tendered their resignations, urging Gandhi to continue leading the party.

Congress managed to win only 52 seats in the recently-concluded Lok Sabha elections, while BJP emerged victorious in 303 seats.

Water crisis in India: Centre sends out 250 civil servants to driest areas

Apart from the drama of absurd which Congress party may witness on Tuesday, Congress Working Committee (CWC) is all set to meet either on Wednesday or Thursday to discuss the future of the party.

Despite young office holders planning to go in an indefinite strike in AICC to persuade Rahul Gandhi to remain as Congress president, two names have emerged as front runners for the position of the party president.

Two names are - former home minister Sushil Kumar Shinde and former leader of Congress in Lok Sabha Mallikarjun Kharge. Though Shinde lost the elections and also came under political storm because of the saffron terror controversy, he remains a Gandhi loyalist.

Shinde has also served in various positions in his forty-year career which includes the position of a governor and union minister. Mallikarjun Kharge's too is a very senior leader who started his career in 1972 but his stint at the Centre started in 2014 when he was appointed as the leader of the Congress Parliamentary Party in Lok Sabha.

As a last-ditch move, Congress chief ministers are meeting Rahul Gandhi to impress upon him that he should continue as the president of the party.

Sources also say that Rahul Gandhi remains firm on his decision and may join his sister Priyanka Gandhi Vadra with his mother Sonia Gandhi by end of the week in the United States where Robert Vadra is undergoing surgery.

It is a matter of debate as to what will happen inside the Congress Working Committee, but senior leaders have confirmed that the only way to end the crisis in the party is to convene the CWC. Only the CWC can pass a resolution for a particular person, as the name can only be ratified by the AICC. As per the rule, senior most general secretary of AICC can convene a CWC in the absence of a president.

Meanwhile, in a related development, an open rift has opened between junior and senior leaders. A source in the Congress confirmed that leaders going on protest have been told that they must not name senior leaders from the podium to resign. A point to be noted is that as of now no senior leader, CWC member or chief minister has offered to resign.

The move was opposed by scores of regional parties as well as national parties including the Congress. Former J&K Chief Minister and National Conference leader Omar Abdullah criticised Shah’s argument in the House as an "unacceptable one".

The Supreme Court on Monday allowed the Tamil Nadu government's plea seeking more time to file a reply in a case related to the probe into the death of former chief minister and AIADMK leader J Jayalalithaa.

A bench headed by Chief Justice Ranjan Gogoi allowed the state government's request.

The apex court had on April 26 stayed the Justice A Arumughaswamy Commission probe into the death of Jayalalithaa on an appeal by Apollo Hospitals against an order of the Madras High Court.

The case will now be heard by the Supreme Court after four weeks. Popularly known as 'Amma', Jayalalithaa was taken to Chennai's Apollo hospital on September 22, 2016, where she was treated for 75 days before she breathed her last on December 5.

In September 2017, Justice Arumughaswamy was appointed to head the probe into the death of the former chief minister.

Over a year later, the hospital had demanded the constitution of a medical board comprising doctors and medical professionals to examine Jayalalithaa's medical records.

In an affidavit filed before the Arumughaswamy Commission, the hospital had raised the demand citing that errors crept in due to the inability of a typist to comprehend and type correct medical terms.

It had said that words like 'intubation' were recorded as 'incubation' besides other errors.
