The reasons for such massive spike in cases in one battalion were discussed in a meeting chaired by Directorate General (DG) CRPF AP Maheshwari. In the meeting, Maheshwari also pointed out the laxness of officials in handling the coronavirus situation in the 31st battalion of CRPF.

Officials were informed in the meeting that the battalion had kept more jawans than its prescribed capacity in barracks and also had an insufficient number of toilets, which led to a compromise in social distancing, as mentioned in consolidated guidelines of lockdown issued by the Ministry of Home Affairs.

Gurudwaras and temples in Kenya have come together to reach out to the people in Kenya over COVID-19 crisis, with many opening doors and providing food. Gurudwaras and temples in Kenya have come together to reach out to the people in Kenya over COVID-19 crisis, with many opening doors and providing food. Speaking exclusively to our Diplomatic Correspondent Sidhant Sibal from Nairobi, Indian envoy to Kenya Rahul Chhabra said, "Kenyan govt appreciative the Indian community's support during COVID-19 crisis". He also said that Kenya is following on the footsteps of India on handling the COVID-19 situation and taking inspiration as well on imposing the lockdown. Meanwhile, New Delhi will be soon training many Africans including Kenyan healthcare workers to deal with COVID-19 crisis under thee ITEC courses. WION: How are India and Kenya cooperating with each other on Covid crisis? Rahul Chhabra: External Affairs Minister Dr Jaishankar spoke to the Foreign Minister of Kenya last week and during the course of the call, they discussed how India is showing solidarity to African countries and find a way on working forward. In that conversation, Kenya's Cabinet Secretary requested Dr Jaishankar for the relaxation of the export ban and for HCQ and that was granted on the spot by Dr Jaishankar and they were very much appreciative of the fact. In addition, we are also running an e-ITEC course. We managed to get five Kenyans to register for it and they are specially meant for health care professionals. This training on COVID-19 and it is extremely timely. This is the first of the course and we are hoping to have many more courses coming up and many more Kenyans participating in it. We had over 400 Kenyans go for ITEC courses just last year. So ITEC is a very popular programme. So we are helping in collaborating, in terms of the evacuation of Kenyan nationals who are currently in India. Many of them go there for treatments of all kinds, cancer, operations, knee.. because health care here is little weak and these Kenyans have received the treatment for other diseases and now waiting to come back. So Kenyan govt has requested us and we have facilitated not only the approval of flights to take off from India and bring back here but also in terms of road transport because these people are all over, in Chennai, Hyderabad and flight will take off only in Mumbai and Delhi. We need to get them all together, helping them get the permission to do road transport and in medium-term we looking to collaborate on -ArogyaBharti (Tele-medicine) which is a collaboration of hospitals through the internet. WION: This ITEC course for other African countries too? Rahul Chhabra: It is not only for Africa, but it is also for SAARC countries. It is for al our partner countries. ITEC has over 100 partner countries. They are tailormade and different languages. It is very interesting and fascinating. It is very timely and I am sure Kenyan govt will benefit from it and so will the rest of the people. WION: How many Indians stranded in the country due to COVID? Rahul Chhabra: 100 Indians stranded in Nairobi, over 150 in Mombasa which is a port town in Kenya, 5 in Somalia, so there are these 255-260 Indians who are actually stranded, meaning they came here for tourism, they came here for business or meet friends or relatives and now they can't go back. For them what we are doing is that we have maintained a list, we are regularly in contact with them, talking to them, advising them to be calm. Bear with all of us, bear with the country, bear with the world to beat this pandemic. we are also helping them fill up the visa form online from the Kenyan govt side. 20,000 Indian passport holders, 60,000 OCI cardholder in Kenya. For them, I have been doing a video conference with heads of the community associations. I have done calls over 25 heads came online and we discussed best practises, what they doing, shared experiences. There are more than 20 Gurudwaras, the one Gurudwara in Nairobi is serving hot meals to 400 people daily and dry rations to 150 people daily. The Hindu community has been giving 20,000 litres of disinfectant and hand sanitisers, 50,000 litres to govt and police personnel and 2 cubicles for testing COVID. The Hindu community's chapter in Nakuru fed 4000 families last month. The Lohana samaj is having a helpline for seniors so that they don't have to go out and expose themselves. This helpline is managed by teenagers and youth, so it is inculcating a sense of service. If you get a call on this helpline, you go out and shop and supply these elderly people. It is a very good way of fo training and upbringing. I want the other communities to hear what communities are doing so that each of them can share the practices. On OCI cardholders, a number of prominent Indians here, like Mr Narendra Raval, he is a very big businessman here and he has donated a lot of money and he has now on President Kenyatta's emergency response fund. More like Bimal Shah, Manu Chandaria big business here who are donating generously to President Kenyatta's fund. When I briefed Cabinet Secretary for Foreign Affairs Raychelle Omamo, she is very happy with Indian community's support. In two small instances, there was an Indian solider in Indian army deployed in South Sudan. His flight was transiting via Nairobi, from here he left for Juba and just as he was about to land, South Sudan closed airspace and said no foreigner allowed. He was put on the flight back and he landed in Nairobi, which also closed itself and India also closed itself. The Indian soldier was in no man's land and we stepped in and helped him and he is still here and we look after him. Another Indian was stuck in Malawai. We got clearance for his plane, as a med evacuation, come to Nairobi and is currently in the city getting himself treated. He is quite happy and well looked after. WION: We are sending medicines to these countries also? Rahul Chhabra: Last week, over one and half-million dollars worth of HIV medicine arrived. Kenyan govt is very happy about it. This was a commitment made by PM Modi when he visited Kenya, few years back. The medicines have been coming in tranches but very welcome time. Kenya is purchasing 379 thousand tablets of HCQ from us and we have allowed. Other APIs they asking for permission, so we are going to process that and they will be able to access that. It is just not medicines, we just focus on the medicine part of it. Kenyan govt has requested for 1000 tonnes of chlorine, calcium hypochlorite which is a water disinfectant. We try best to supply them with that, we will probably give them as a grant. Locust issue is going on at the moment here for the last several weeks and FAOs consignment was coming here from India and India declared a lockdown. All the trucks were held up, again the embassy had to step in and get the permission and passes, and all the pesticides have arrived here to deal with the locust menace. Lastly, EXIM bank gave them a loan, year and a half back to modernise its textile factory which is the largest factory in East Africa at $30 million. Today, that factory to producing thousands and thousands of face mask. WION: Are we preparing a quarantine facility for stranded Indians? Rahul Chhabra: No need to do that, since no one requiring quarantine facility. No Indian has been infected but in anticipation of that Indian community members have been encouraged and they have done that, they have gone and spoken to hospitals and hotels to negotiate the rates in case, anyone requires to stay under quarantine. The community has also raised funds and kept money aside if somebody needs money and is admitted to these facilities, this money will be used to pay for the expense. WION: How has been the situation on the ground and how are diplomats coping up with it? Rahul Chhabra: The first case was identified in Kenya on March 6. Now, two months later we are at 400 cases and15 deaths. While testing is limited, they are ramping up testing, promising to really ramp it up a lot. In the meantime, authorities have taken a lot of measures. For example, 7 pm onwards there is a night curfew and even diplomats can not go out. Everyone is subject to night curfew till 5 am in the morning. Bars, mall are shut at 7 am and no congregations are allowed, including religious ones are banned. Schools, colleges are also suspended. Use of mask is also compulsory, they have taken a lot of measures. We hope they will come out of it and they had the experience of other countries going forward. We are taking full abundant precautions, maintaining social distance while still trying to keep up with our duties. We are trying our best to be ahead of the curve, monitor the evolving situation very closely and what all we can do to counter it. Like for example, visa wing is close so we using the time to renovate that wing to make it more professional and more user friendly. All the Indian diplomats and spouses are feeling safe and comfortable, in fact, my wife has regular skype calls with the wives of all the Indian diplomats and officers here. So every 2-3 days they catch up, chat for an hour. I have skype calls with them once in a while and we exchange that to keep our morale up. It is a tough situation and we try to keep up with that. WION: Have we shared any model of containment with them? Rahul Chhabra: The Kenyans are actively looking at all models across. They were looking at our lookdown, they said if India which is a country of 1.3 billion can have a full lockdown, why can we have a partial curfew. This is also a third world developing country, so they looked at that sort of intermediate step and they are quite strictly enforcing it. And also that eITEC COVID training, I am sure they going to pick up on how to handle the situation. They very closely monitor the situation in India and try and adapt it to own situation.

An Indian-origin psychiatrist in the US has to pay USD 145,000 as settlement to resolve allegations that he overprescribed opioids to his patients outside the usual course of his professional practice, the Justice Department said.

The USD 145,000 settlement stems from an investigation that the Drug Enforcement Administration (DEA) initiated into whether Prakash Bhatia improperly prescribed opioids to his patients at his clinic in violation of the civil provisions of the Controlled Substances Act.

Bhatia of San Diego previously owned and operated Progressive Health and Wellness clinic in California, practicing pain medicine.

The Justice Department on Thursday said that according to the Controlled Substances Act, health care providers may write prescriptions for opioids only for a legitimate medical purpose while acting in the usual course of their professional practice.

Based on its investigation, the DEA alleged that from March 2013 to December 2017, Bhatia wrote opioid prescriptions, including for drugs such as morphine, oxycodone, fentanyl and oxymorphone without a legitimate medical purpose and outside the usual course of his professional practice, in violation of the Controlled Substances Act.

Bhatia prescribed these medications in combination with depressant medications (including benzodiazepines and muscle relaxants), which are known to increase the risk of abuse, addiction and overdose.

"Overprescribing opioids to patients who need treatment for their pain has contributed to the opioid epidemic in this country," US Attorney Robert Brewer said.

The Justice Department said while it continues to aggressively investigate prescribers who brazenly seek to make money by writing opioid prescriptions to those who have no pain, the investigation signifies the department's willingness to scrutinize whether doctors treating patients who actually suffer painful conditions are nevertheless overprescribing opioids.

"Health care providers treating patients who suffer from pain must still only prescribe opioids in accordance with recognized and accepted medical standards," it said.

DEA Special Agent in Charge John Callery said by holding the medical community accountable for improperly writing opioid prescriptions, they are ensuring that people are "safe from illicit prescribers who enable the abuse of prescription drugs for financial benefit."

Punjab Chief Minister Captain Amarinder Singh has requested the Prime Minister to start special trains for the stranded migrant labours.

The request came after guidelines were issued in which the government stated that it will allow the stranded migrant labourers and students to go back to their hometown. the inter-state movement will be allowed only by buses which will ave to properly sanitised before use, and everyone will have to follow the protocols of social distancing.

"Estimates indicate that nearly one million workers will need transport to go back to their states. The only feasible option in the circumstances was to arrange special trains, which the Railways may run from point to point, keeping in view the number of persons to be transported to a given destination," Punjab CM wrote in a letter to Narendra Modi.

Talking specifically about the migrant labourers from Bihar, Uttar Pradesh and other states who are stranded in Punjab, he wrote, "These workers are engaged both in agriculture and industries. However most of them either lost their jobs or could not find employment/work due to curfew imposed in the state to contain coronavirus."

Singh conducted a video call with his state officials and informed everyone that he has requested the Prime Minister to ask the Railway Ministry to start special trains for such labourers and students.

He has asked the District Collectors (DCs) to prepare state-wise data of migrant labourers to coordinate their movement, and has assigned one officer for each state to coordinate the return of stranded migrants.

During the video call, he pointed out that Ludhiana alone had over seven lakh migrant labourers, with the whole of Punjab having over a million of them. He also added that 70 per cent labourers belong to bihar.

As the number of stranded labourers is huge, Singh feels transportation through trains will be easier and faster, when compared to buses.

Also, to make sure nobody in the state stays hungry, he has also ordered the Food Department to increase the quota of rations to be distributed to migrants and non-smart cardholders.

However most of them either lost their jobs or could not find employment/work due to curfew imposed in the state to contain coronavirus." Singh conducted a video call with his state officials and informed everyone that he has requested the Prime Minister to ask the Railway Ministry to start special trains for such labourers and students. He has asked the District Collectors (DCs) to prepare state-wise data of migrant labourers to coordinate their movement, and has assigned one officer for each state to coordinate the return of stranded migrants. As per the proposed amendment, the rate of tax will be restored to 25 per cent (effective rate 26.25 per cent including surcharge) on petrol and 16.40 per cent (effective rate 17.22 per cent including surcharge) on diesel, that is pre-October, 4, 2018 levels and a fixed rate of tax per litre may be increased from Rs. 8.15 (effective rate Rs. 8.56 including surcharge) per litre to Rs. 9.20 per litre (effective rate Rs.9.66 including surcharge) in case of diesel and from Rs.14.25 (effective rate Rs. 14.96 including surcharge) per litre to Rs. 15.20 per litre (effective rate Rs. 15.96 including surcharge) in case of petrol.

The Supreme Court Thursday said the Bar Council of India (BCI) may consider an emergency fund for independent practising advocates who need financial assistance and are “facing a tough time” during the COVID-19 pandemic.

A bench headed by Justice NV Ramana, hearing a plea on the matter through video-conferencing, said it cannot pass direction for the creation of funds and set up a special category for lawyers when unfortunately the entire country is facing a difficult situation.

The bench, also comprising Justices S K Kaul and B R Gavai, observed that some bar councils have taken up this issue and have also decided to help independent lawyers.

“This is something for the BCI to consider,” the bench told advocate Pawan Prakash Pathak, who filed the petition.

The apex court, while referring to the coronavirus or COVID-19 pandemic, said the whole country is suffering and lawyers are also a part of it.

Pathak referred to the provision of the Advocates Act and said the BCI is responsible for safeguarding the rights, privileges and interests of advocates.

He said that courts and tribunals are closed due to the COVID-19 lockdown and independent practising lawyers are left with no other source of income. He argued that the top court can direct the BCI to take action in this regard as also for the future.

The bench said however that it is for the BCI to consider as to how well it is in a position to help.

Pathak, who filed the plea along with advocate Alok Singh, said that “advocates are also hit by this lockdown and facing financial crunch and if the lockdown further extends then this poses a serious threat to the life and liberty of the advocates who have litigation as the there only source of income.”

The plea has claimed that various state bar associations across the country are coming up with financial aid scheme for advocates but there is “no uniformity or equality” in those policies.

It has also sought a direction to the BCI and bar council of states to frame a policy for fund disbursal to independent advocates who are in dire need of financial assistance within the specified time limit.

India, like many other countries, has been put under a strict lockdown to contain the spread of COVID-19. Dubbed as the world’s “strictest lockdown” owing to the nature of restrictions alongside the large swathe of population being under lockdown, India will suffer unprecedented economic losses.

According to Crisil Research, India might permanently lose four per cent of its gross domestic product value owing to the lockdown, which has now been extended upto May 17.

Even though the economy will eventually recover in many ways, this four per cent loss could be permanent, the research suggests.

Earlier, a zero growth rate was projected for the Indian economy if the lockdown was extended.

Regardless of the permanent loss, the economy is not expected to recover for the next three years.

This is way more than the impact of the Global Financial Crisis of 2008, which was, until now, seen as the benchmark of economic fallout.

However, if the GDP grows at an average rate of 8.5 per cent every year upto 2023, India can recover completely. The chances of such an exceptional performance are very low, based on India’s performance.

According to Crisil Research, the fiscal measures required by the country amount up to over Rs 3.5 lakh crores, as opposed to the current Rs 1.7 lakh crores.

The GDP forecast for the country has been halved to 1.8 per cent for 2020-21, the lowest in over two decades. In March, the projected rate of growth was estimated to be 3.5 per cent.

COVID-19: India's home ministry extends lockdown by two weeks till May 17

The new president of the United Nations Security Council Estonia has called for more transparency and information on COVID crisis even as the country has sought cooperation among members of the core UN body. Speaking exclusively to WION's diplomatic correspondent Sidhant Sibal Estonia's envoy to India Katrin Kivi this kind of threats can't stop on the state border. Estonia had presented COVID draft in March but due to lack of consensus among permanent UNSC members, it was not adopted. The country has also invited India to join in open meetings during their presidency. On Kashmir, she said, UNSC should be seized of other mater and no one should bring the bilateral issue on the table of the body.

WION: Key focus areas for Estonia as the President of UNSC?

Ambassador Katrin Kivi: Thank you for inviting me, it a pleasure to share some insights about the Estonian Presidency at UNSC. We have a number of priorities, starting with the ongoing COVID-19 crisis. Estonia will push to address the issue because the ongoing pandemic can have a huge impact on global peace and security and many humanitarian issues.

We will also look at many cybersecurity-related issues because in recent times, cybercrime, cybersecurity incidents have significantly grown and we must contribute to making our society more resilient to that.

Furthermore, we will also address the issue of climate change and security because there as well a clear security link. Changes going on a global level, and they may one day have a very dramatic impact to our security.

Of course, there are many global conflicts and wars, like the conflict in Syria, conflict in Ukraine. Estonia pays attention, also, rule of law--both offline and online should be applicable.

As you all know we have to work now remotely, the same goes for UNSC, that remains working from home offices, at least for the month of May and the role of presidency remains that these meetings remain substantial, transparent and natural one, that looks like the normal meetings.

WION: UNSC has been found missing on COVID crisis..how hopeful you are that your presidency will see an action?Ambassador

Ambassador Katrin Kivi: Yes, Estonia was pushing since the month of March to put the COVID crisis on the Agenda of the UNSC. It took for a while because we could not get consensus immediately among some permanent members of the council but of 9th April, the issue was on the agenda and was discussed and we could make some press conclusions from that.

Of course, we will continue to address the issue because we need more information. We have to be transparent and continue cooperation because only this way we could solve the issue.

WION: More information, you talked about, the world has been asking for transparency on the COVID-19 crisis?

Ambassador Katrin Kivi: I think it is time for multilateral efforts also in the framework of WHO. It is not yet time to concentrate on who is guilty or who was not able to do this or that.

We need to cooperate because this kind of threat can't stop on the state border and we need, also all security council members on board while discussing and addressing the issue.

Once we have some solution, then it is time to make to take lessons learnt, conclusions on how to better react in the future. Only in that way we can assure an adequate and kind of reaction that makes a difference.

WION: Your FM spoke to EAM earlier this week, what was the focus of the talks?

Ambassador Katrin Kivi: My FM called his counterpart EAM Jaishankar on Monday, and they mainly had two issues to discuss, one was the upcoming chairmanship or presidency of Estonia at the security council and my FM invited EAM to take part in some of the council meetings in May.

Some of them are open to all member states, some of them are informal. For example on cyber stability, conflict prevention, and starting from May 8 we will mark 75th year of the end of World War-II.

This is also an occasion to address the security situation, security architecture in Europe or globally in order to avoid a similar kind of atrocities like we have been witnessing during the second world war.

The second was the digitalization. DIgital cooperation and our two countries are very advance and it is most natural that Estonia and India cooperate on cybersecurity, on e-governance and also we have MoUs with Indian computing emergency response team and Estonian information authorities.

Our respective companies and state actors are working together because of digitalisation offerers many answers to the current crisis, how to better and safely work from home.

It is time for working from home or home office, and security setting there maybe not best updated to the current challenges as to working normally from home. Estonian cybersecurity companies have made many mobile applications and digital platforms accessible free of charge as our contribution to the current crisis.

WION: Technology is something Estonia is master of, how much will that be the focus of your presidency?

Ambassador Katrin Kivi: In the UNSC and at the UN, there is a group of friends of cybersecurity and e-governance and Estonia and Singapore are co-chairs of these groups and we will raise the issue of how also other states could give the best digital solution available on the same platform to the rest of the world.

We will for sure address the issue in the month of May and we are very happy about the cooperation with India, especially since you are joining the UNSC as of next year and we will be working together--not only this year in May but we will continue our cooperation.

WION: Kashmir is something one country in the region is keen to talk about...under your presidency, will it be raked?

Ambassador Katrin Kivi: Our view about addressing the issue at the UNSC has not changed. We think it is a bilateral issue that should be resolved through direct contact and dialogue.

We would encourage both parties to further work on it. But UNSC should really be seized for a very, very serious global conflict like chemical weapons use in Syria or similar magnitude.

We encourage further India and Pakistan if necessary take direct contact and resolve it bilaterally and not raise the issue at UNSC.
