Nobel laureate Abhijit Banerjee has said that there is no certainty that India will gain from shifting of businesses from China in the wake of coronavirus pandemic.

Speaking to a Bengali news channel ABP Ananda on Monday evening, Banerjee said that everyone is blaming China for the COVID-19 outbreak as it has origin there.

"China is being blamed now for the coronavirus outbreak. Even people are saying that India stands to benefit as businesses will shift from China and come to India. But that may not be true," the economist said.

Banerjee, who is also a member of Global Advisory Board formed by the West Bengal government to prepare a roadmap for COVID-19 response in the state, said, "What happens if China depreciates its currency. In that case, Chinese products will be cheaper and people will continue to buy their products".

Talking about the proportion of gross domestic product (GDP) planned to be spent by the Centre for a relief package, Banerjee said countries like the US, UK and Japan are spending a high share of their respective GDPs.

"India plans to spend less than one per cent of its GDP at Rs 1.70 lakh crore. We should spend much increased proportion of GDP," he said.

The Centre had announced a more than Rs 1.70-lakh crore package to alleviate the hardship of the poor hit by economic disruption due to coronavirus outbreak.

The Economics Nobel Prize winner said main problem is that people of the country do not have high purchasing power.

"The poor people now do not have the money and they hardly have any purchasing power. There is no demand as well. The government should give money in the hands of the common people because they run the economy, not the rich," he said.

Money should be given in the hands of poor people in phases over a period of three to six months, the economist said, adding that if they do not spend that, there is no problem.

Banerjee felt that it is the responsibility of the Centre to look after the migrant workers.

"We have not thought of their problems that they will face. They have no shelter and money in their pockets," he said.

There is a need to issue emergency ration cards to all for a period of three or six months, he said.

"It is the responsibility of the Centre as the migrant workers pass through various states to reach their homes," Banerjee noted.

He said the central government has taken some steps to provide relief to the people, of which extending moratorium on loan repayment is one.

"There is need for taking other steps as well. But the problem is where is the demand," he said.

The MIT professor said there is no dearth of work in India.

"Workers in Delhi and Bangalore are being asked not to leave the states as there are works," he pointed out.

Talking about the nationwide lockdown imposed to contain coronavirus outbreak, he said it has been extended in phases and people were made aware of social distancing and asked to wear masks.

"But that stage is not reached about how to run the economy by maintaining social distancing," he said, adding that it is easier said than done.

Regarding testing of samples, he said India is a big country and the quantum of test should have been more from the beginning.

"We do not know the extent of the coronavirus outbreak as there was no population testing done," he said, adding that more testing should be conducted before lifting the lockdown.

He further said, "More the test, lesser will be the death rates. In West Bengal, the number of tests has increased now. So, the incremental death rate is gradually falling".

On increasing number of COVID-19 cases in the country, he said, "It is rising linearly, not exponentially".&nbsp;

India -- as part of the Mission Sagar -- will send 600 tonnes of food items to the Maldives via Indian Naval Ship Kesari amid the coronavirus crisis.&nbsp;

India's gift comes even as the country observes Ramzan. The package includes 200 tonnes of rice, 140 tonnes of wheat flour, 120 tonnes of yellow dal, 80 tonnes of sugar, 26 tonnes of onions and 14 tonnes of Potato.

India's envoy to Maldives Sunjay Sudhir last week told WION, "Within a week's time, we will also be gifting 580 tonnes of essential food items including wheat, flour, eggs, sugar, potatoes and onions to the government of Maldives."

Onboard with INS Kesari will be two medical assistance teams which will be deployed in Mauritius and Comoros, helping the Governments in those countries deal with coronavirus emergency and dengue fever (in case of Comoros).

All in all India will be reaching out to five Indian ocean countries under the "Mission Sagar" -- Maldives, Mauritius, Madagascar, Comoros and Seychelles. The Indian navy ship is carrying consignments of COVID-19 related essential medicines and food items to all these countries.&nbsp;

Essential medicines will be sent to four countries -- Mauritius, Madagascar, Comoros and Seychelles. The medical consignments meant for Madagascar and Comoros will include Hydroxychloroquine tablets, which have already been sent earlier to Mauritius, Maldives and Seychelles.&nbsp;

"In line with its time-tested role as the first responder in the region, India has already supported the efforts of the Governments of Maldives, Sri Lanka, Mauritius and Seychelles by providing them consignments of Covid-19 related essential medicines," a statement by the MEA said.

It is also interesting to know that New Delhi is sending a special consignment of Ayurvedic medicines to Mauritius.&nbsp;

Mauritius was one of the first partner countries to which India sent medicines. The first consignment of around 13 tonnes of medicines -- including half a million tablets of Hydroxychloroquine -- from India arrived in Mauritius on April 15.

Coronavirus in India: Total COVID-19 cases top 67,000; more than 2,200 dead

The Centre has asked states to ensure uninterrupted movement of doctors and other healthcare workers during the ongoing lockdown, saying curbs on them can lead to severe constraints in rendering COVID and non-COVID medical services.

There have been reports of health care services being affected in some places including in the national capital after neighbouring states closed down inter-state borders and barred movement of medical workers.

In a letter to chief secretaries of all states and union territories, Union Home Secretary Ajay Bhalla said inter-state movement of doctors and paramedics should be facilitated wherever required.

"Any restrictions on the movement of medical professionals and paramedical staff can lead to severe constraints in rendering COVID and non-COVID medical services.

"As such, ensuring the unhindered movement of all such medical professionals is essential for meeting public health requirements and saving precious human lives," he said in the letter.

Bhalla said there have been reports of many private clinics and nursing homes not being allowed to open at several places.

The functioning of these medical facilities, which supplement the regular medical infrastructure, and relieve the burden on hospitals, is also crucial, he noted.

"I would urge all States and UTs to ensure that such clinics and nursing homes continue to function without any hindrances," he said.

The home secretary said all states and UT governments should ensure that their field officials allow smooth movement of all medical professionals, nurses, paramedical, sanitation personnel and ambulances.

They should also ensure the opening of all private clinics, nursing homes and labs with all their medical professional and staff.

Bhalla also referred to a meeting held by Cabinet Secretary Rajiv Gauba on Sunday where the issue of restrictions being imposed by some States and UTs on the movement of medical professionals and para-medical personnel was flagged.

"As you are aware, the services of the medical and para-medical staff are urgently required in meeting the challenge of COVID-19 pandemic.

"Furthermore, the existing staff, apart from this duty, also has to render normal responsibilities, such as conducting immunisation programmes, handling the onset of vector and other seasonal diseases, and meeting other non-COVID emergencies," he said.

The lockdown was first announced by Prime Minister Narendra Modi on March 24 for 21 days to contain the spread of coronavirus.

It was first extended till May 3 and again till May 17.

India on Sunday said its security forces had a face-off with that of China in northern Sikkim and in eastern Ladakh, posing a greater concern in the time of global coronavirus crisis.

The first face-off took place in the Nakula area of North Sikkim with both sides suffering injuries.

To this end, a defence spokesperson, in a statement, said, "Aggressive behaviour by the two sides resulted in minor injuries to troops. The two sides disengaged after a dialogue and interaction at local level.

"Temporary and short duration face-offs between the border guarding troops do occur as boundaries are not resolved."

Sources told WION there was nothing "extra-ordinary" about the scuffle&nbsp;in Sikkim and that "more face-offs happen in summer than winters."

The second face-off took place in eastern Ladakh in the intervening night of May 5 and 6. Sources told WION that during the clashes some soldiers were hurt, and the issue was finally resolved.

WION asked Chinese embassy for a response on the face-off, but to no avail.

The last major stand-off that took place between India and China was the 2017 Doklam crisis at the trijunction of India, China and Bhutan. The over two-month long stand-off started with Chinese army building a road into Bhutanese territory and this was stopped by Indian troops.

This was followed by Wuhan informal summit in 2018 in which India Prime Minister Narendra Modi and China President Xi Jinping met in the Chinese city and gave guidance to their respective militaries -- in order to strengthen communication to "build trust and mutual understanding and enhance predictability and effectiveness in the management of border affairs" so that any repetition of Doklam crisis is avoided.

As the country stepped into the last week of lockdown 3.0 National Highways Authority of India (NHAI) claimed that FASTag will be a very beneficial tool post-lockdown.

FASTag&nbsp;is a technical tool that helps in collection of toll money on highways without human contact.

FASTag employs Radio Frequency Identification (RFID) technology for making toll payments on national highways directly from the prepaid or savings account linked to it. A prepaid tag, fixed on vehicles' windscreen, allows automated deduction of toll charges, and lets any vehicle pass through a toll plaza with zero human contact.

The tool will help post-lockdown as it will limit the human contact, making sure the deadly coronavirus does not spread through toll booths.

"FASTag nullifies the chances of contracting Corona virus as there is no human contact between drivers and the toll booth workers unlike during cash transactions," NHAI said.

A total of 1.68 crore FASTags have been issued across the country till the beginning of May 2020.

A series of investigation into the `Bois Locker Room` case has revealed that the conversation occurred between a girl (sender) and a boy (receiver) in which the girl sent messages through a fake account on social media platforms.

"Investigation has revealed that the alleged conversation is actually between a girl (sender) and a boy (receiver) in which the girl is sending chat messages through a fictional account in a social media named `Siddharth`. Using the fake identity of a male person, she suggested in the chat, a plan to sexually assault herself," said Anyesh Roy, Deputy Commissioner of Police (DCP) Cyber Cell.

Roy went on to add that the purpose of her sending such messages using a fake identity was to check the reaction of the receiver and "the strength of his character, especially when someone talks bad things about the girl herself."

The DCP said, "The receiver, also a juvenile, declined to participate in any such plan suggested by `Siddharth` and stopped further communication with `him`. Then he sent a screenshot of the messages and showed it to his friends, including the girl about whom the hypothetical conversation of<a href="https://www.wionews.com/india-news/all-you-need-to-know-about-bois-locker-room-scandal-296875"> sexual assault </a>took place. However, the girl, being aware of the fact that the account of `Siddharth` was created by herself, did not report it to anyone. Meanwhile, one of the other recipients of the screenshot posted it as a separate story, from where it started circulating in connected social media accounts of friends, schoolmates, etc."

"When the Bois Locker Room screenshots were revealed to others and started circulating on social media, the alleged previous conversation also got mixed with it due to its sensational nature and due to its availability in different student groups," Roy added while saying that efforts are being made to identify and examine/interview the <a href="https://www.wionews.com/opinions-blogs/bois-locker-room-its-high-time-to-bury-boys-will-be-boys-excuse-297199">remaining members</a> of the group at the earliest.

Elaborating on the latest development in the case, he said, "Partial information about the three accounts has been shared by the intermediary. Further technical details are being collected. The devices seized during the investigation have been sent for forensic analysis. Further investigation is underway."

The series of messages gathered public eyes when during social media monitoring, it was noticed that a chat group had been created in which the participants were sharing obscene comments and pictures of girls/women.&nbsp;

Acting immediately, the Cyber Crime Unit (CyPAD) registered an FIR under appropriate sections of law and started the investigation.

Based on the screenshots of the alleged chats between the group members in the public domain, one juvenile was identified and apprehended immediately after the registration of the case and the mobile phone used in the commission of the offence was seized.&nbsp;

Details of other members of the said group were collected from their educational institutions as well as from friends and acquaintances. The group admin, a resident of Noida, was arrested the very next day of the registration of the case. So far, more than twenty-four students connected with the case have been interviewed/examined and connected devices have been seized and sent for forensic analysis.&nbsp;
