Russia is ready to deliver MIG29 and SU30 MKI fighter jets in the shortest possible timeframe to India. This after it emerged that Indian air force plans to order over 30 fighter jets from Russia which will be a government to government deal and comes amidst the India China border tension.

WION has learnt that the Russians are ready to assess the issue of early delivery even as Moscow is currently helping Indian air force in MiG 29 modernization programme. The modernization will help increase combat capabilities and expand the functional properties of MiG-29 fighters to a level comparable to the Fourth-generation jet fighter.

Post modernization MiG 29 will allow integration of weapons of Russian and foreign production, tracking of air targets in a wide range of flight speeds and altitudes, tracking of heat-contrasting air objects & perform “hidden” (without the use of radar) attacks on them. Modern materials and technologies for corrosion protection will increase the service life of MiG-29 fighters up to 40 years.

When it comes to Su-30MKI, Indian Air Force commissioned its first squadron of Su-30MKI fighter jet armed with the BrahMos-A cruise missile earlier this year in January.

The importance of Sukhoi jets can be gauged by the fact that it is the only Indian aircraft capable of using BrahMos supersonic missiles.

At DefExpo India 2020 BrahMos Aerospace's representative said to the Russian RIA Novosti news agency, that in two years IAF's Su-30MKIs would receive new missile for use against airborne early warning aircraft. Thus JV could enter the air-to-air missiles domain.

The first contract to deliver Su-30MKI jets to the IAF was signed on 30th November 1996 in Irkutsk, Russia, between Rosvooruzhenie state intermediary company and Indian Defence Ministry. It envisaged the delivery of 32 Su-30MKI, all of which were produced in 2002-2004.

Satisfied with the performance of the aircraft, the Indian defence ministry placed additional orders. In December of 2000, both sides signed a contract for organizing the licensed production of Su-30MKI in India at HAL's facilities. 2012 saw another contract for technological kits of Su-30MKI signed. Generally, Su-30MKI has proved itself as a reliable and effective multirole heavy aerial platform for IAF.

The Su-30MKI project has become one of the largest in the history of military cooperation of India with foreign countries and also has contributed to the sales of Su-30MK family aircraft to other countries. Moreover, the program has directly influenced the development of Su-30SM fighter jet, which is currently being delivered to the Russian Air Force and offered at arms market as Su-30SME.

The Supreme Court has directed its registry to explain why the petition filed by businessman Vijay Mallya, who has sought review of its 2017 order holding him guilty of contempt of court for transferring USD 40 million to his children, was not listed before the concerned court for last three years.

A bench of Justices U U Lalit and Ashok Bhushan, which took up Mallya's review petition in-chamber on June 16, directed the apex court registry to furnish all the details including names of officials who had dealt with the file concerning the review petition for last three years.

"According to the record, placed before us, the review petition was not listed before the court for last three years.

"Before we deal with the submissions raised in the review petition, we direct the registry to explain why the review petition was not listed before the concerned court for last three years," the bench said in its June 16 order which was uploaded on the apex court website on Friday.

Taking strong note of the undue delay in listing of the review petition, the bench asked the registry to furnish explanation within two weeks.

"The review petition shall, thereafter, be considered on merits," the bench said in its order, adding, "As per office report on limitation the review petition was filed in time."

Mallya had filed the petition seeking review of the apex court's May 9, 2017 order by which he was held guilty of contempt of court for transferring USD 40 million to his children in violation of the court's order.

Mallya, who is an accused in a bank loan default case of over Rs 9,000 crore involving his defunct Kingfisher Airlines, is presently in the United Kingdom.

The apex court's 2017 order had come on a plea by consortium of banks led by the State Bank of India (SBI), which had said that Mallya had allegedly transferred USD 40 million received from British firm Diageo, to his children in "flagrant violation" of various judicial orders.

The apex court had earlier asked Mallya about the "truthfulness" of his disclosure of assets and the transfer of money to his children.

It was dealing with pleas of lending banks seeking contempt action and a direction to Mallya to deposit USD 40 million received from offshore firm Diageo respectively.

The banks had then alleged that Mallya concealed the facts and diverted the money to his son Siddharth Mallya and daughters Leanna Mallya and Tanya Mallya in "flagrant violation" of the orders passed by the Karnataka High Court.

Prior to that, the apex court had rapped Mallya for not making full disclosure of his overseas properties and had asked him to do so within a month.

Mallya had last month lost his application seeking leave to appeal his extradition to India in the UK Supreme Court, setting a 28-day clock on his removal from the UK.

The UK top court's decision marks a big legal setback to the 64-year-old flamboyant businessman, who had earlier lost his High Court appeal against an extradition order to India on charges of alleged fraud and money laundering related to unrecovered loans to his now-defunct Kingfisher Airlines.

Mallya has been based in the UK since March 2016 and remains on bail on an extradition warrant executed three years ago by Scotland Yard on April 18, 2017.

This emergency use authorisation has been given on several conditions. The company has to take written consent from each patient. Also, in the first 1,000 patients, the pharma company has to do active post-market surveillance to evaluate the efficacy and safety of the drug being administered."

"The patient will receive a dose of 3,600 mg on the first day as a loading dose. After this, the patient would receive 1,800 mg for some days which will depend upon his/her viral load," he said.

"The drug cannot be given to patients with severe liver and renal diseases including pregnant and lactating mother," added the official.

For the 19 vacancies in Rajya Sabha for which results were announced on Friday, there were 28 candidates in the fray of which 24 were never members of Rajya Sabha.

Friday's contest is between such freshers in Gujarat, Manipur, Meghalaya and Mizoram.

An all-party meeting called by Prime Minister Narendra Modi to discuss the situation along the India-China border on Friday saw leaders of major political parties putting across their views on the sensitive issue.

The virtual meeting began with participants paying tributes to the 20 Indian soldiers killed in the violent face-off with Chinese troops in East Ladakh earlier this week.

Prime Minister Modi, Defence Minister Rajnath Singh, External Affairs Minister S Jaishankar were seen standing in silence as a mark of respect for the fallen army men.

Singh and Jaishankar spoke on the stand-off at the meeting.

The government had invited presidents of major political parties for the meet.

Opposition parties, including the Congress, have been asking the government to be transparent about the situation on the border and slammed its handling of the issue.

Congress president Sonia Gandhi, to this end, asked the government whether there was any intelligence failure on the situation, and sought an assurance from the prime minister that status quo ante would be restored at the border and China will revert to its original position.

She posed a set of questions to the government, asking specifics about when Chinese troops intruded into the Indian territory in Ladakh and whether the country's external intelligence agencies did not report any unusual activity there.

"The question is, what next? What is the way forward? The entire country would like an assurance that the status quo ante would be restored and China will revert to the original position on the Line of Actual Control," she said.

Gandhi alleged that valuable time was lost between May 5 and June 6 and the government failed to use all avenues of talks to ease the situation and the result was the loss of 20 lives as well as injury to dozens of personnel.

She also asked about the current status of the Mountain Strike Corps, with two mountain infantry divisions, that was sanctioned in 2013. "Should the government not treat it with utmost priority," she asked.

West Bengal Chief Minister and TMC supremo Mamata Banerjee, on her part, said India should not allow entry of Chinese firms in telecom, railway, and aviation sectors.

Apart from them, BJP chief J P Nadda, NCP leader Sharad Pawar, TRS leader K Chandrashekhar Rao, JD (U) leader Nitish Kumar, DMK's M K Stalin, YSR Congress Party's YS Jagan Mohan Reddy and Shiv Sena leader Uddhav Thackeray were among those who attended the meeting.

Nepal's Upper House on Thursday passed a controversial bill that claims Indian territories of Lipulekh, Kalapani and Limpiyadhura as its own.

The Constitution Amendment Bill will now go to the President, Bidhya Devi Bhandari, for her signature and then the new map will become part of the national emblem of Nepal.

India considers Lipulekh, Kalapani and Limpiyadhura as part of Uttarakhand's Pithoragarh district and now, Nepal has officially laid claim to these territories.

It all began with Nepal objecting to a road built by India in this region. This was a new link road to Kailash Mansarovar that goes through the Lipulekh pass in Uttarakhand. The link road was inaugurated by defence minister Rajnath Singh last month, and just like China, Nepal grew suspicious about India's intentions.

India has managed and developed these areas for decades and never used them for military activities or to provoke Nepal, but despite this Kathmandu claims that India violated its territorial sovereignty.

The government of Nepal is highly unstable due to constant infighting and there's a risk that the Nepal Communist Party may split. To add to that, the prime minister is under fire for not doing enough to contain the Wuhan virus.

The Communist Party of China knows the pressure comrade Oli faces, so it has decided to micro-manage Nepal's affairs. Last month, the Chinese ambassador met several political stakeholders to settle the internal dispute and at the same time, the Chinese embassy fueled anti-India rhetoric.

This map move is only a preview of what's to come. A new report claims that foreign news channels may lose transmission rights in Nepal if they don't beam ad-free content. In other words, foreign TV channels will have to air content without any commercials.

Thousands of Nepalese viewers prefer Indian channels for entertainment, and now they may not receive permission to air permanently if Nepal goes ahead with this plan. By all means, no network will agree to such a policy because it is not economically viable.

Map move: Why is Nepal provoking India?

India has told two government-run telecoms firms to use locally-made rather than Chinese telecom equipment to upgrade their mobile networks to 4G.

New Delhi's move comes amid a backlash against companies from China after the killing this week of 20 Indian soldiers by Chinese forces in a Himalayan border dispute.

The instruction is aimed at Chinese telecom gear makers Huawei and ZTE, after India last year announced an almost $8 billion plan, some of which was earmarked for network upgrades, to help loss-making operators Bharat Sanchar Nigam (BSNL) and Mahanagar Telephone Nigam (MTNL).

The ministry has also directed all concerned departments to make the purchase of goods manufactured in India as their topmost priority as part of the Centre's push for "Aatmanirbhar Bharat".

Chinese companies face a public backlash after the worst clash since 1967 between China and India, where anti-Chinese sentiment is already strong.

Beijing has also come under fire over the coronavirus outbreak, with social media campaigns urging Indians to boycott Chinese goods.

The effective ban on the use of Chinese network gear could extend to private telcos like Bharti Airtel and Vodafone Idea which also use it in their networks.

The auctions for 5G spectrum will not be held this year, and this, hence, gives the government the time to make a decision over Huawei.

Border vs business: India tells two state firms to not use China telecoms gear

The worst two mistakes a military can make are to send unarmed troops to the border, and start a war when you cannot afford one.

So, can china afford an all-out war with India? The answer would be 'no'.

The major reason being that military deployment is a big challenge for China right now as it is already engaged in one too many fronts.

Another reason would be that the country is already fighting its internal war, and China cannot afford to fire right now as there is already too much global heat against it.

Also watch| There is not much clarity on outcome of talks between India and China

Military deployment

What a country needs during a war is to quickly round up its forces at the frontline, and this is the last thing China can do right now.

China is fighting fires at several fronts as we speak. Its ground forces, its navy, its war planes are all engaged.

On one hand, Chinese fighter jets are busy intruding into Taiwan's airspace, fighting a proxy war of unification.

On the other hand,China also has its ships at the South China sea, trying to fortify its claim over the water and its islands. In the South China sea alone, Beijing is currently engaged with six countries -- Taiwan, Vietnam, the Philippines, Brunei, Indonesia and Malaysia.

Also read| China's claims over Galwan Valley 'exaggerated and untenable': India

The People's Liberation Army (PLA) is creating artificial islands and carrying out exercises here.

Not just this, China is also in bad water with Japan right now, as Beijing's ships recently entered the Japanese water -- making Japan the seventh country to be at crossroads with China at the waters alone.

Then there is Hong Kong, and its ongoing pro-democracy movement. Striking a war with India right now will mean compromising on its surveillance in Hong Kong. The last thing Beijing wants is an uprising there.

Internal conflicts

China already has its plates full at home. There are one too many theatres of conflict.

China is still fighting to legitimise its claims on Tibet. It is also advocating for reunification of outer Mongolia. In addition to this, Chinese troops are engaged in the prosecution of Uighurs in Xinjiang.

And as we speak, they are fighting the second wave of coronavirus in Beijing.

Can China leave all these fronts and move to Sino-India border?

Budgetary issues

Let's say, hypothetically, the Chinese troops do abandon these posts and head to Ladakh, the question that arises then is that will the Chinese government be able to fund a war right now?

China's GDP stood at 20.65 trillion Yuan (2.91 trillion dollars) in the first quarter of 2020. Their GDP was down 6.9 per cent year-on-year.

It is not just the GDP that has observed a decline; China's relations with other countries, too, have observed a decline as industries are moving out of China.

Its manufacturing has slipped, and so has demand. There is a 8.5 per cent decline in imports.

The coronavirus has hammered the Chinese economy, and as a result, people are out of jobs and struggling to make ends meet.

The last thing China needs right now is a war. Too bad that Beijing, however, is already fighting one.

Trade war

China is in trade war with the United States. Although, it is economically at war with Australia too.

According to reports, the trade war with US cost China 35 billion dollars in the first half of 2019 alone. Among the hardest-hit sectors were computers and office machinery.

Fighting India would mean losing out on Indian markets, and losing over 74.72 billion dollars from exports alone.

Another major reason China cannot afford to go to war with India right now is its lack of allies presently, excluding the debt-ridden Pakistan, or humble Nepal.

India, on the other hand, has the support of the world's leading powers -- diplomatically and militarily.

If China fires a shot at Ladakh, it will be abushed from all fronts and its economy will tank.

China faces the danger of being diplomatically isolated, and there is a chance the Chinese leadership will not survive this blow.

Trade war China is in trade war with the United States.

Lack of allies, funds and resources: why China cannot afford a War right now

Twenty Indian Army personnel including a colonel were killed in a fierce clash with the Chinese troops in the Galwan Valley in eastern Ladakh on Monday night, the biggest military confrontation in over five decades that has significantly escalated the already volatile border standoff in the region. And the Nepal parliament has passed a Bill changing the map of its country in which it incorporated a large swathe of Indian territory, from Kalapani to Limpiyadhura.

In short, China's interference and Nepal's belligerance are now a matter of record.

The question most people are hence asking is -- what is India doing to counter this?

India has expressed displeasure, but has remained guarded about its approach.

And Nepal seems to be reading this silence as a sign of weakness.

The question that arises now is what will happen next -- accompanied by a few others. We enlist them here.

IS THERE A ROOM FOR DIPLOMACY?

India currently has a lot to deal with.

There's coronavirus; a ravaged economy and China at the border. Nepal is not the priority now.

But that doesn't change the fact that Nepal altered the status quo without giving diplomacy a chance.

India must respond.

WHAT ARE INDIA'S OPTIONS?

Nepal is provoking India, and is going deeper into China's embrace.

What it does not realise is it still heavily relies on India, and that New Delhi remains it biggest trading partner, accounting for a third of Nepal's overall trade.

In addition, tens of thousands of Nepal's citizens live and work in India.

New Delhi has many levers -- diplomatic, economic and strategic -- when it comes to Kathmandu.

The only thing is what and when India uses.

WAS THE ROAD INAUGURATION ILL-TIMED?

In other words, could this have been avoided? Did India unwittingly precipitate this?

It may have come as a blessing in disguise for the politically embattled prime minister of Nepal.

PM KP Sharma Oli is facing pressure from all sides -- political and public. So India's actions gave him a new nationalistic lifeline -- a chance to stand up to a bigger partner and prove his nationalism.

Did India not see Nepal's reaction coming? Was there a miscalculation?

And have the responses from both sides further pushed ties to the brink?

In reply to Nepal's tirade against India, first the army chief spoke about an external hand; then the defence minister invoked old ties; and in between, there were long stretches of silence.

The political uneasiness, hence, is evident.

Nepal's optics and India's silence haven't helped matters. Quite clearly.

WHAT DOES NEPAL'S SO-CALLED CONSTITUTIONAL AMENDMENT CHANGE ON THE GROUND MEAN?

India is still very much in control of these territories. So Nepal may have redrawn its map -- but the change still remains on paper.

Will nepal push for greater control of these territories?

And will India simply let go of three strategic areas knowing the growing Chinese influence in Nepal?

Or are both sides doing what they're doing laregly because of domestic political compulsions?

The Supreme Court Friday dismissed a plea seeking a direction to the Centre to make appropriate use of Indian Community Welfare Fund (ICWF), aimed at assisting overseas Indian nationals in times of distress and emergency, for repatriation of economically weaker persons including migrant labourers who are stranded in Gulf countries due to the COVID-19 pandemic.

A bench headed by Justice Ashok Bhushan, however, said it would be open to the petitioner to make an appropriate representation in this regard to the government which may be considered in accordance with law.

Solicitor General Tushar Mehta, appearing for the Centre, told the court that these are "matter of policy" and if the petitioner makes a representation to the government, the same shall be considered by the Centre.

"We are of the view that no direction can be issued as prayed in the writ petition. The writ petition is accordingly dismissed. However, it shall be open for the petitioner to make an appropriate representation to the Government of India which may be considered in accordance with law," said the bench, also comprising Justices S K Kaul and M R Shah, which heard the matter through video-conferencing.

The counsel appearing for petitioner NGO Pravasi Legal Cell told the bench that ICWF could be utilised for repatriation of economically weaker persons stranded in Gulf countries due to the pandemic.

The plea, filed through advocate Jose Abraham, said that the government has decided to facilitate the return of Indians stranded abroad in a phased manner but is going to charge fare for such repatriation.

It claimed that a vast majority of Indian expatriates in Gulf countries are involved in low-skilled labour and are struggling to meet their basic needs in the dire jobless situation arising out of the coronavirus pandemic.

"Fixing fare for repatriation of at the time of distress would further put burden on the migrant labourers who are already out of job and proper shelter, putting them in a vulnerable condition living abroad," the plea said.

It said that the government authorities should use the ICWF, set up in 2009, which is aimed at assisting overseas Indian nationals in times of distress and emergency in the 'most deserving cases' on a 'means tested basis' for repatriating poor migrant labourers.

It said that ICWF was set up by the government for critical support in emergency evacuation of Indian nationals from conflict zones, countries affected by natural disasters and other challenging situations.

The plea said the government should consider the situation of migrant workers, who have already lost their jobs and are living in miserable condition in Gulf countries, and make use of ICWF for bearing the cost of repatriation of such needy Indian citizens without any charge.

China on Friday said it "presently" has not detained any Indian soldiers, amidst reports that the Chinese military took some Indian troops captive after a deadly clash in the Galwan Valley on June 15.

The brief statement of the Chinese Foreign Ministry spokesman Zhao Lijian came a day after the Indian Army said that all Indian soldiers involved in the clashes with the Chinese army at the Galwan Valley in eastern Ladakh on Monday night have been accounted for.

"As far as I know, China presently has not detained any Indian personnel," Zhao told a media briefing here while answering questions on the tense standoff between the Indian and Chinese troops at the Galwan Valley.

"I would like to reiterate that regarding the serious situation in the Galwan Valley, the right and wrong is very clear and the responsibility entirely lies with the Indian side," he added.

An Indian national, linked to a group of Indians who had defrauded the Singapore taxman out of SGD 570,000 by making false Goods and Services Tax (GST) refund claims, has been jailed for 18 months by a court here.

Muthuvel Sankar, 41, pleaded guilty to two counts of corruption, three counts of GST fraud and one amalgamated charge of money laundering, The Straits Times reported.

He was jailed for 18 months and slapped with a SGD 66,891 tax penalty by the court on Thursday. Six other charges were taken into consideration.

Sankar avoided arrest when the authorities here busted the Indian syndicate in 2014 as he was not in Singapore at the time.

In October last year, he tried to re-enter Singapore as a tourist but was nabbed and charged in the court.

For the Corrupt Practices Investigation Bureau's (CPIB) director of operations, Chin Wee Liam, Sankar's prosecution has put to bed a case of some significance.

"Singapore is a tourist hub so if we don't put a stop to these kinds of practices, you can imagine the financial damage caused to public funds," he told The Straits Times.

It was the Inland Revenue Authority of Singapore (Iras) that discovered the fraud in 2013 after its data analytics tool flagged several suspicious GST refund claims made through the electronic tourist refund scheme (eTRS). Singapore Customs and the CPIB were then alerted.

It emerged that a group of four Indian nationals had made false GST tourist refund claims of about SGD 570,000 between September 2012 and January 2014, according to the Straits Times report.

They gave bribes to Mohamed Yusof Abdul Rahman, then a Customs officer at Changi Airport's GST Refund Inspection Counter, as reward for approving the claims.

The Indian nationals bought jewellery receipts from bona fide shoppers, obtained eTRS tickets from the retailers, and presented the tickets to Yusof, who endorsed them without verifying the goods.

Collecting the refunds in cash, the Indian nationals would spend some of the money on duty-free items before leaving for India.

The court heard on Thursday that Sankar was introduced to this fraud scheme in 2013 by a friend.

Using a similar modus operandi, Sankar made at least six false claims between June and November 2013, fraudulently obtaining SGD 29,800.

He took some of the money out of Singapore on at least five occasions.

No restitution has been made. Sankar also gave, or conspired with his friend to give, SGD 2,800 in bribes to Yusof on five occasions between 2013 and 2014.

Chin said Sankar had already been identified as a person of interest when they arrested his four accomplices in January 2014.
"Unfortunately, Sankar was not around when we moved in," he said.

After finally nabbing him last year, CPIB worked with Iras and the police's Commercial Affairs Department to investigate his offences.

In court, Deputy Public Prosecutor Eric Hu said that Sankar did not return after leaving Singapore on November 24, 2013, as he had heard many Indian nationals were arrested for defrauding Iras.

But he took a risk and returned because five years had passed and was immediately arrested.

While Chin did not rule out other accomplices who might still be at large, he said the key men have now been taken to task.
