In a year when Italy remembers one of its greatest poets Dante Alighieri, the country has increased its cultural outreach in India. Last week saw the Italian envoy to India, Vincenzo de Luca inaugurating the Festival of Italian Culture in India. The mega festival of Italian culture in India was opened in the presence of the Indian Minister of Foreign Affairs S. Jaishankar and the Director-General of the Indian Council for Cultural Relations, Dinesh K. Patnaik.

The event was hosted at the Italian embassy in Delhi. The event which followed all the COVID-19 protocol was the first such physical event hosted by the embassy since the outbreak of the COVID-19 pandemic.

The outreach will see an important focus on Dante Alighieri whose 700th death anniversary comes this year. As part of events to remember him, programs will be held that will see a number of events such as participation of experts at the Jaipur Literature Festival (JLF) to musical, theatrical, and cinematographic productions dedicated to his masterpiece "Divine Comedy".

During last year's India-Italy virtual summit, the then Italian PM Giuseppe Conte had invited the Indian PM Modi to his country for the anniversary celebrations of Dante Alighieri. He has made many references to India, including references to River Ganges in his "Divine Comedy".

Meanwhile, Italy will be present in the principal Indian film festivals and will promote "innovative projects" as part of the outreach. Screenings of documentaries dedicated to India by Italian film directors — Pasolini and Rossellini — are scheduled for open-air cinema sessions. The second half of 2021 will see an exhibition of Italian fashion inspired by India, which will be hosted in a historic monument in Delhi.

Prime Minister Narendra Modi on Sunday announced a unique initiative for young writers in India. During his Mann Ki Baat radio address, PM Modi invited young writer to write about India's freedom fight and freedom fighters.

"I call upon all countrymen and especially our young friends, to write about our freedom fighters, events associated with our independence. Write books about the tales of valor during freedom struggle from their areas," he said.

He further said that as India was moving towards completing 75 years of independence, such writing would be a fitting homage to heroes of Indian freedom fight. PM said that the initiative for young writer has been launched under 'India Seventy Five'. This initiative, he said, will encourage youngsters from all states and all languages to write. This in turn will help them develop into learned writers and thought leaders.

In his Mann Ki Baat, PM Modi highlighted India's fight against COVID-19 pandemic.

Highlighting that India is helping the world during the COVID-19 crisis, he said: "These days, I receive messages for India from Presidents and Prime Ministers of different countries of the world. You must also have seen recently how the President of Brazil, in a tweet thanked India - every Indian was proud of it. You must have noticed about the vaccination programme that India is able to help others because India today is self-reliant in the field of medicines and vaccines."

"In times of crisis, India is able to serve the world because India, today, is capable of medicines and vaccine, is self-sufficient. This is also the idea of a self-reliant India campaign. The more capable India is, the more it will serve humanity, the more the world will benefit," he added.

Ahead of its 45th Raising Day on Monday, February 1st, the Indian Coast Guard(ICG) has said that their force has grown from operating seven surface platforms in 1978 to operating 156 ships and 62 aircraft as on date. The Indian Coast Guard is the fourth largest Coast Guard in the world and is slated to have 200 surface platforms and 80 aircraft by 2025.

Amid the pandemic year, the Coast Guard has been deploying 50 ships and 12 aircraft every day to maintain vigil within India’s Exclusive Economic Zone(EEZ), which is approximately over 2.3 million square kms.

The Coast Guard’s actions at sea enabled seizure of contraband worth about ₹ 1,500 Crore and apprehension of more than 10 foreign fishing boats with 80 miscreants illegally operating in the Indian EEZ in the bygone year.

6,000 fishing boats with about 40,000 fishermen were escorted to safe harbours during the passage of 11 cyclones in the previous year, this is in line with the ICG’s ‘Preventive and Measured Response’ stance of operations introduced around 2019.

Some of the highlights of the bygone year have been - dousing a raging fire onboard the 333 M long Very Large Crude Carrier MT New Diamond with about 3 Lakh Metric Tonnes of crude oil off Sri Lanka, thereby averting a major ecological disaster.

In addition to this, ICG also provided Pollution Response assistance to Mauritius during the grounding of Merchant Vessel Wakashio and provided 30Tons of Pollution Response equipment, besides training.

In consonance with the Prime Minister’s vision of ‘SAGAR’, Security And Growth of All in the Region, besides rescue and aid, ICG is also collaborating with littoral countries to combat transnational maritime crimes and enhance maritime safety.

ICG conducted SAR Exercise-2020 (SAREX-2020) to validate the existing strategy for undertaking Mass Rescue Operations. The service is also working in close coordination with Central and State agencies to put in place a robust Coastal Security mechanism

Mexico plans to import about 870,000 doses of AstraZeneca's COVID-19 vaccine from India in February, as well as producing it locally, President Andres Manuel Lopez Obrador said on Friday.

Mexico and Argentina have a deal with AstraZeneca to produce its vaccine for distribution in Latin America, with financial support from the foundation of Mexican billionaire Carlos Slim.

"We are also getting AstraZeneca vaccines, apart from the agreement we have with them - these vaccines are being made here in Mexico - we will bring AstraZeneca from India," Lopez Obrador said in a video broadcast on social media.

Meanwhile, deliveries of Pfizer's COVID-19 vaccine to Mexico would "very probably" resume on Feb. 10, Lopez Obrador said, after global delivery delays by the US company. Mexico was expecting about 1.5 million doses from Pfizer, he noted.

Mexico is trying to secure as much vaccine supply as possible amid delivery delays and a surge in cases. Mexico's death toll from COVID-19 was 156,579 on Friday.

Lopez Obrador, speaking publicly for the first time since revealing on Sunday he had COVID-19, said Mexico would also receive 870,000 doses of Russia's Sputnik V vaccine in February.

Additionally, Lopez Obrador said 1.8 million vaccine doses would arrive next month through a U.N.-backed mechanism, an apparent reference to the global COVAX facility.

Mexico has secured enough vaccines to cover 20 per cent of its 126 million people through COVAX, led by the GAVI vaccines alliance and the World Health Organization to promote equitable access.

Six million doses of the CanSino Biologics vaccine, which is due to share its clinical trial results soon, should arrive in Mexico in February, Lopez Obrador said.

It would also be "no problem" for Mexico to have 12 million doses of the Chinese vaccine in March, he added.

Multiple reports have confirmed a blast near the embassy of Israel in New Delhi on Friday evening. The blast happened while the Beating Retreat ceremony was underway just about 2 km away.

An investigation team of Delhi Police's Special Cell on Saturday visited the blast site near the Israeli Embassy to collect more evidence as part of its ongoing probe. Forensic experts have also collected some samples from the crime scene that will ascertain the chemical composition used in the low-intensity improvised explosive device (IED).

Official sources said ball bearings seized from the spot were found scattered on the ground and the impact of the explosion was felt within a radius of 20-25 metres.

The minor blast took place on Friday evening in a high-security zone of the national capital. No one was injured.

The bomb appeared to have been planted in a flower pot on the road divider, police said. An envelope addressed to the Israeli Embassy and containing a note was found at the site of the blast.

The letter, addressed “to Israel Embassy ambassador”, contains a threat and describes the explosion as a “trailer”, the sources said. It also refers to two “Iranian martyrs”, Qasem Soleimani and Dr Mohsen Fakhrizadeh, the sources said.

Maj Gen Soleimani, who was assassinated in a United States drone strike in January 2020, was Iran’s most powerful general.

Fakhrizadeh, who was assassinated in November last year, was Iran’s top nuclear scientist. Tehran believes he was killed by Israel using a remote-control weapon.

A 10-member team from the Forensic Science Laboratory (FSL) had on Friday visited the blast site and collected residues which include metallic swab and ball bearings.

Delhi Police Commissioner SN Shrivastava too had visited the site in the evening and took stock of the situation.

All materials seized from the spot have been handed over to the investigating officer of the Delhi Police, a source said.

"We are yet to receive the samples collected from the spot. Once the investigating officer submits the samples conclusively, we will be sending them to our explosives team. Only a chemical test will help us identify the exact composition of the samples," FSL sources said.

The blast took place when President Ram Nath Kovind, Vice President M Venkaiah Naidu and Prime Minister Narendra Modi were present a few kilometres away at the Beating Retreat ceremony at the culmination of the Republic Day celebrations.

Investigators have scanned footage retrieved from CCTV cameras installed nearby and spotted a vehicle moving suspiciously near the embassy just before the explosion, sources said.
The explosion took place on a day when India and Israel marked the completion of the 29th anniversary of establishment of their diplomatic relations.

India on Saturday strongly condemned the vandalisation of a statue of Mahatma Gandhi in the city of Davis in California and took up the matter with the US, seeking appropriate action against those responsible for the "despicable act".

The statue, which was gifted by India, was vandalised at the city's Central Park on January 28.

"The government of India strongly condemns this malicious and despicable act against a universally respected icon of peace and justice," the Ministry of External Affairs (MEA) said.

It said the Indian embassy in Washington has taken up the matter with the US Department of State for a thorough investigation into the incident and appropriate action against those responsible for it.

In a statement, the MEA said the US Department of State has conveyed that the act of vandalism is unacceptable and expressed the hope that the perpetrators will be brought to justice as quickly as possible.

"The Consulate General of India in San Francisco has separately taken up the matter with the city of Davis and local law enforcement authorities, which have initiated the investigations," it said.

The MEA said the Mayor of Davis has deeply regretted the incident and informed that they have initiated an investigation.

The Central Government is likely to increase allocations toward its annual food subsidy spending by 4 to 6 per cent in the Union Budget 2021 to cover the cost of running the world's biggest food welfare programme.

The Economic Survey presented by Finance Minister Niramala on Friday stated: “While it is difficult to reduce the economic cost of food management in view of rising commitment towards food security, there is a need to consider the revision of CIP to reduce the bulging food subsidy bill.”

For Union Budget 2021-22, India's total outlay toward the food subsidy is expected to cross 2.1 trillion rupees ($28.7 billion), but the budgeted allocation is likely to go up by only 4 to 6 per cent from 1.16 trillion rupees earmarked in the previous year.

The allocation for food subsidy is likely to go up to 1.22 trillion to 1.24 trillion rupees mainly due to fiscal constraints, said the sources.

Finance Minister Nirmala Sitharaman is expected to outline the allocation when she presents the 2021/2022 budget on Monday.

Since the government's allocations would fall short of the required funds to finance its mammoth food welfare programme, government-backed Food Corporation of India (FCI) will likely have to borrow more than 800 billion rupees ($11 billion) in 2021/22, the sources said.

FCI, the main grain procurement agency, buys rice and wheat from farmers at guaranteed prices and resells them at a fraction of market rates to 67 per cent of India's 1.38 billion people.

The government pays the difference between FCI's procurement prices and sales prices by allocating funds for the food subsidy in its annual budget.

For the past few years, the government has not fully compensated FCI, forcing it to borrow. As a result, FCI's total debt has ballooned to 3.81 trillion rupees ($52.30 billion).

In the first nine months of the 2020/21 fiscal year, FCI borrowed 460 billion rupees to meet its expenses.

In the past decade, FCI's expenses have risen sharply as the guaranteed prices at which is buys common rice has climbed by 73 per cent and wheat by 64 per cent, while the prices at which FCI sells rice and wheat have remained unchanged.

In its annual economic survey released on Friday, the Indian government said the food subsidy bill is becoming "unmanageably large", and added there was a need to hike the prices of grains sold via the government's public distribution system to reduce the food subsidy bill.

The Israeli envoy to India Ron Malka has said that the blast near the country's mission in New Delhi was a terror attack and there was "some evidence from the scene" to suggest that. Speaking to our Principal Diplomatic Correspondent Sidhant Sibal, Malka said that it was "too early to say who is standing behind this evil attack... it is a terrorist attack, the target being the Israel embassy."

The minor blast near the Israeli mission in the high-security zone of India's national capital came even as the Beating Retreat ceremony was underway just 20 minutes away from the location.

The envoy pointed out, "this kind of events only strengthen us, give us more strength to go ahead, grow, progress" and "Israel, India ties will grow and thrive, and no one will be able to stop this."

The incident happened as both countries celebrate 29 years of the formal establishment of diplomatic ties.

WION: If you can give us the details of the Friday blast that took place near your mission?

Ambassador Ron Malka: Yesterday around 5 PM, there was a blast, an explosion just outside the Israeli embassy in Delhi. Once it happened, we raised an alert, and fortunately, nobody was hurt, and all the diplomats and families of diplomats are safe. We have our guidelines in these kinds of situations, and we follow them. We are safe now.

WION: What kind of conversations are you having with your Indian counterparts? The details.

Ambassador Ron Malka: Yesterday when this evil attack happened, we celebrated the 29th anniversary of the establishment of full diplomatic relations between India and Israel. Very fruitful and rewarding 29 years of diplomatic relations, so it might not be a coincidence.

The collaboration between India and Israel is a shining example for the world, how 2 countries should collaborate and cooperate.
Yesterday, EAM Jaishankar called our minister of foreign affairs. The foreign secretary called our DG, your NSA called our NSA, they know each other very well.

On a continuous basis we share, we collaborate, we joint effort in many aspects, and in this investigation, Israeli and Indian authorities' agencies are working together. Putting all the parts together, pieces together, and building the puzzle to understand what happened here as we get full support and assistance.

WION: Do you think Iran has been responsible for the incident near the Israeli embassy?

Ambassador Ron Malka: Investigation still in its early stages. Too early to say who is standing behind this evil attack. Our assumption, yes, it is a terrorist attack, the target being the Israel embassy. It will take some more time to bring all the pieces together and who is standing behind this attack. All the options on the table and will take some time. Will find those responsible for the attack and will bring them to justice.

WION: You said, it's a terror attack. What is the evidence which makes you believe that it's a terror attack?

Ambassador Ron Malka: There is some evidence from the scene. We know what kind of bomb is used in this kind of event and other pieces. I don't want to get into the details of the investigation. Its still ongoing, but can share with you, Israeli diplomats all over the world, we are considered as a target in the eyes of our enemies. We are very well prepared.

There was an attack in 1992 at the Israeli embassy in Buenos Aires, there was a terror attack against Israeli diplomats in 2012. So we are very well prepared. In the last few weeks, due to some incidents that happened all over the world, some of them are related to Israel, we raised the level of alert.

So we are not surprised, we are very well prepared and those who think they might stop us, or threaten us, this kind of events only strengthen us, give us more strength to go ahead, grow progress and Israel, India ties will grow and thrive and no one will be able to stop this.

WION: Since it's anniversary year, how do you see ties between India and Israel?

Ambassador Ron Malka: Even under the Pandemic, we collaborated and whatever happened under the pandemic will shape what will happen in the future.

Israel and India are shining examples of how countries, friend countries should collaborate and work together. After the pandemic, we did join research on a rapid test for covid, a scientist from India and Israel joined forces and conducted a very high research effort.

We supported and helped each other in exchange of shared practices, medicines, and all over achievements, medical supplies, and medical equipment for tackling the pandemic.

This kind of collaboration is based on mutual respect and trust is a shining example of countries that should collaborate and even under the pandemic, we signed new agreements on water projects, innovation, health care, culture. Even under the pandemic, new centers of excellence for agriculture were established. That is what is going on between India and Israel. Ties are growing and expanding.

WION: How has been the counter-terror collaboration between the 2 countries?

Ambassador Ron Malka: As I always say, Israel and India, not only share the same values and interests, we also have similar hostilities and threats. As far as counter-terrorism is concerned, we collaborate, share information and knowledge, and practices. This is a shining example for our countries, to get united, collaborate, and work together. If the world will get united against terror, we are going to win against terrorism. Because terrorism is a global disease, the world should internalize that and get united and once this happens, we will defeat terror.

UN Secretary-General Antonio Guterres on Friday lauded India's role in the world as vaccine making hub. He applauded India for supply of COVID-19 doses to countries around the world. India is called pharmacy of the world and it is world's biggest makers of vaccines. Indian companies like Serum Institute of India and Bharat Biotech have played instrumental role in manufacture COVID-19 vaccines.

"I would like to say how much we count on India. I mean, India has one of the most advanced pharmaceutical industries. India played a very important role in the production of generics for use that was a very important element of democratisation of access to medicines all over the world," Guterres said.

"..we strongly hope that India will have all the instruments that are necessary to play a major role in making sure that a global vaccination campaign becomes possible. I think that the production capacity of India is one of the best assets the world has today, and I hope the world understands that it must be fully used," he said.

India has airlifted more than 6 million COVID-19 doses to nine countries in Phase-I under its initiative termed "Vaccine Maitri". Contractual supplies to various countries are also being undertaken in a phased manner and New Delhi has said it will gradually supply to the COVAX facility of the World Health Organization.

COVAX is the global initiative to ensure rapid and equitable access to COVID-19 vaccines for all countries, regardless of income level.

This month, COVAX had announced that, pending WHO emergency use listings, nearly 150 million doses of the AstraZeneca/Oxford candidate are anticipated to be available in the first quarter of 2021, via existing agreements with the Serum Institute of India (SII) and AstraZeneca.

× India has airlifted more than 6 million COVID-19 doses to nine countries in Phase-I under its initiative termed "Vaccine Maitri". Hungary is expected to order 500,000 doses of the vaccine. The country had approved Russia's Sputnik V vaccine last week. Hungary's drug regulator earlier had approved Britain's AstraZeneca as Budapest strives to lift coronavirus lockdown to boost the economy.

Hungary completed the vaccinations of medical professionals and begun inoculating the elderly.

PM Viktor Orban said the country will begin administering the general population from next month.

Several countries in Europe including Spain have halted administering vaccines as the doses have finished with Pfizer under fire from the EU to distribute more vaccines. Spain is one of the worst-hit country in Europe with over 2.7 million cases and over 57,000 deaths.

According to Spain's health ministry, the country has administered just over 78.9 per cent of the 1.76 million vaccines received as part of the EU's vaccination plan with shortages set to continue.

Meanwhile, the WHO said vaccine manufacturers were working to plug shortfalls in supplies.

"Solidarity does not necessarily mean that each country in the world starts (vaccinating) at exactly the same moment ... The good understanding is that no one is safe before everyone is safe," Hans Kluge, WHO director said.

"The reality is there is a shortage of vaccines...we don't doubt that manufacturers and producers are working 24-7 to bridge the gap and we're confident the delays we are seeing now are going to be made up by extra production in the future," Klunge added.

"Timely and calibrated decisions" taken by the government during the COVID-19 pandemic saved the lives of lakhs of citizens, President Ram Nath Kovind said on Friday while highlighting the rapid decline in the number of new coronavirus cases and the significant increase in the number of recoveries.

In his customary address to a joint sitting of both houses of Parliament that marks the start of the Budget session, Kovind said by making lakhs of COVID-19 vaccine doses available to several countries, India has fulfilled its obligation towards humanity in these times of difficulty.

During this period, the country has demonstrated its scientific capabilities, technical expertise and the strength of its start-up ecosystem by developing a network of over 2,200 laboratories in a short time span, manufacturing thousands of ventilators, PPE kits and test kits and thereby, attaining self-reliance.

Two vaccines -- Covishield manufactured by the Serum Institute of India and the indigenously-developed Covaxin of Bharat Biotech -- have been approved for restricted emergency use in India.

"It is a matter of immense pride that India is conducting the world's largest vaccination programme. Both the vaccines rolled out under this programme are produced indigenously. By making lakhs of corona vaccine doses available to several countries, India has fulfilled its obligation towards humanity in these times of difficulty.

"The accolades being showered on India globally for this work, along with the essence of our age-old cultural tradition of 'Sarve Santu Niramayaha' and the endeavour to work for human welfare, are imparting strength to our efforts," Kovind said.

During the coronavirus pandemic, which has affected every country in the world, India has emerged on the global stage with a renewed vigour, he underlined.

"It gives me satisfaction that due to the timely and calibrated decisions taken by my government, we were able to save the lives of lakhs of our countrymen. Today, there is a rapid decline in the number of new cases of the coronavirus and at the same time, there is a significant increase in the number of recoveries," the president said.

He said the gains from the work done by the government in the healthcare sector in the last six years were visible during the pandemic.

During these years, there was an emphasis not only on modernising the healthcare systems, but also on prevention of diseases. Programmes such as the Rashtriya Poshan Abhiyan, the Fit India Movement and the Khelo India Abhiyan have helped create awareness on health in the country, Kovind said.

"We have also witnessed the beneficial impact of the efforts made by my government to promote ayurveda and yoga," he said.

Highlighting the benefits of the Centre's healthcare schemes -- Ayushman Bharat and Pradhan Mantri Jan Arogya Yojana -- Kovind said?1.5 crore poor people of the country have received free treatment of up to Rs five lakh and as a result, they have been able to save a total amount of over Rs 30,000 crore.

"As a result of the efforts of my government, the poor are now able to avail the benefits of healthcare facilities with ease and their expenditure on treatment of diseases is progressively reducing.

"Today, the benefits of the Ayushman Bharat Yojana can be availed at more than 24,000 hospitals across the country. Similarly, under the Pradhan Mantri Bharatiya Janaushadhi Yojana, the poor are getting medicines at extremely affordable rates from 7,000 jan aushadhi kendras across the country. Lakhs of patients are purchasing medicines from these kendras daily and due to their reasonable prices, are able to save Rs 3,600 crore annually," he said.

Elaborating on the developments in the medical education sector, Kovind said the number of medical colleges in the country has gone up from 387 in 2014 to 562 and there has been an increase of over 50,000 seats at the under-graduate and postgraduate levels in medical education in the last six years.

Under the Pradhan Mantri Swasthya Suraksha Yojana, the government has sanctioned 22 new All India Institute of Medical Sciences (AIIMS), he pointed out.

It has also laid the foundation for historic reforms in the field of medical education by establishing the National Medical Commission (NMC), along with four autonomous boards, the president said.

The decades-old Medical Council of India (MCI) has been replaced with the NMC as a part of these reforms, he stated.

In order to ensure that infants from poor families do not get affected by serious illnesses, the government has not only increased the scope of the vaccination programme by including more diseases, but has also taken the vaccination campaign to remote tribal areas, which had hitherto not been covered, Kovind underscored.

More than 3.5 crore children were vaccinated under the Mission Indradhanush, he said.

The government has also initiated digitisation of medical services through the Rashtriya Digital Health Mission, the president said, adding that the citizens will be able to avail of facilities such as digital appointments, digital reports as well as digital health records through this mission in the coming days.
