"`Tika Utsav` will continue for 10-12 days so that those who are eligible get themselves vaccinated. Lockdown is not the solution for Covid-19 but vaccination, maintaining social distancing, wearing face masks is. We should avoid public meetings and unnecessary gatherings," added Sawant while speaking at an event organised by the Directorate of Fire and Emergency Services.

"Get tested immediately if you have COVID-19 signs and symptoms and maintain home isolation. If we need to contain the spread of the infection, then people will have to cooperate. The government will not lag behind when it comes to hospitalisation or providing Covid-19 care kits. Early treatment is the key," said the Goa Chief Minister.

The `Tika Utsav` programme was announced by Prime Minister Narendra Modi as a four-day mass vaccination campaign for inoculation of people above the age of 45 years from April 11 to April 14.

Sawant said that while the neighbouring state of Maharashtra had gone into lockdown, a similar fate should not "befall" Goa, urging people to maintain social distancing and adhere to Standard Operating Procedures (SOPs).

Goa to extend 'Tika Utsav' by 10-12 days: CM

Prime Minister Narendra Modi, during a high-level meeting convened on Wednesday to decide on the CBSE board examinations amid the rising Covid cases in the country, looked like a concerned guardian of the children. He expressed concern about the health of the students who were supposed to take part in class 10 board exams. According to highly placed sources, the officials had come to the meeting with a proposal to postpone the board exams and not to cancel them.

The officials affirmed that once the situation gets normal, exams can be conducted, but the Prime Minister put his foot down and clearly said, the country cannot take the risk with the health of the children as they are underage. Therefore, it is necessary to cancel the exams altogether, rather than defer them. However, Prime Minister Modi approved the cancellation of class 10 exams and the postponement of the class 12 examinations.

Officials present in the meeting said that the class 12 students will have to seek higher education once they complete school. Therefore, their exams can be conducted later. Highly placed sources present in the meeting said that it was only after the intervention of the Prime Minister that the examinations for class 10 were declared to be cancelled.

Prime Minister Modi, as per the highly placed sources present in the meeting, said that class 12 students must be informed well in advance about whenever their exams will be conducted and all help must be accorded to them and their parents by the Ministry of Education and their educational institutions. This must not lead to despair among the students, the Prime Minister said.

Education Minister Ramesh Pokhriyal Nishank informed about the decisions after the high-level meeting chaired by the Prime Minister ended.

He said that the CBSE Class 10 examination to be held from May 4 to June 14 stands cancelled and the CBSE will declare the result on the basis of the performance of students in their schools. Dissatisfied students can appeal against it, and may get a chance to sit in the examination later.

The Education Minister said the decision to hold class 12 exam will be taken after reviewing the situation on June 1. The candidates will be informed 15 days in advance, he said.

Russia and India are committed to adhering to timelines and other obligations under the S-400 missile deal, Russian ambassador Nikolay Kudashev said on Wednesday amid apprehensions of possible US sanctions against New Delhi over procurement of the weapons systems.

The envoy also said that both Russia and India do not recognise bilateral sanctions as they are "illegal tools" of "unlawful and unfair" competition and pressure.

During his visit to India last month, US Defence Secretary Lloyd Austin said there was no discussion with Defence Minister Rajnath Singh on the possibility of American sanctions against India over its S-400 deal with Russia as there has been no delivery of the missiles.

At the same time, Austin urged all allies and partners of the US to avoid buying Russian equipment that may invite US sanctions.

"Together with India, we do not recognise bilateral sanctions as they are illegal tools of unlawful and unfair, should I say, competition, pressure and even blackmail. It was clearly stated by the two foreign ministers in the course of their exchange," Kudashev said.

"With regard to S-400 and broader agreements, both sides are committed to the agreed timelines and other obligations. This contract is being successfully fulfilled," he added.

The US has already imposed sanctions on Turkey under the Countering America's Adversaries Through Sanctions Act (CAATSA) for purchase of S-400 missile defences from Russia.

Kudashev also said that the world order should be free from "unilateral approaches, illegal sanctions, double standards" and interference in domestic affairs of sovereign states.

"Collective international law based solutions should prevail over zero-sum games," he said, in his initial statement.

Ahead of Austin's high-profile India visit, Senator Robert Menendez, Chairman of the powerful Senate Foreign Relations Committee, in a letter urged the US Defence Secretary to take up with Indian leaders the issue of New Delhi procuring Russian S-400 missile defence system.

In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, despite a warning from the Trump administration that going ahead with the contract may invite US sanctions.

India made the first tranche of payment of around USD 800 million to Russia for the missile systems in 2019. The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system.

Following the US sanctions on Turkey, there have been apprehensions that Washington may impose similar punitive measures on India.

China has opened a 5G signal base at the Ganbala radar station in the remote Himalayan region of Tibet which is the world's highest manually operated radar station at an elevation of 5,374 meters, the Chinese military's official website reported on Monday.

The mountain is located in Nagarze County in Tibet which is in the vicinity of borders with India and Bhutan.

At the end of last year, the People's Liberation Army started to coordinate with civilian enterprises to launch 5G base station construction in Ganbala to solve the difficulty of network access for the border defence troops, the website said.

The stable and high-speed 5G signal enables the soldiers in the deep mountains to keep up with the information society, leaving the monotonous and boring life on the border, it said.

It is part of efforts to improve training and on-duty conditions for soldiers stationed in border areas, it added.

Radar operator Lin Linghui told the website said that serving in the military on plateau areas means that he could not get together with family members often, but he could now have video chat with his family freely and witness the growth of his child.

Delhi has approved Russia's Sputnik V vaccine for emergency use. It is the third jab in India's arsenal after Covishield and Covaxin but could this have been done earlier?

Sputnik has been approved in 59 countries. Millions of shots have already been administered. What does this say about India's vaccination drive?

A third vaccine to tackle a second wave, India is all set to roll out Russia's Sputnik V. A committee of experts has approved the jab for emergency use. A green light from the national regulator is just a formality now. India has approved two other shots, Covishield manufactured by the Serum Institute and Covaxin developed by Bharat Biotech. The timing of Sputnik's approval is crucial. India is entering the business end of its vaccination drive. Next on the eligibility list is the country's youth.

A mammoth demographic of close to 700 million people. So, a third vaccine will give India an edge but how is Sputnik-V different from Covishield and Covaxin?

Sputnik-V has a reported efficacy of 91.6 per cent. Covishield's latest efficacy number is 79% and for Covaxin it's 81% but experts say don't get carried away by efficacy numbers.

Remember, all vaccines are intended to prevent hospitalisation and death not the disease itself. What about the cost?

Sputnik is priced at less than 10 dollars. It can be stored in conventional refrigerators and much like Covishield and Covaxin, it is administered in two doses. Ideally, they should be 21 days apart.

The Russian developers have signed multiple deals to produce in India. 200 million doses with Virchow Biotech and Stelis Biopharma. 100 million more from Panacea Biotec. Combined, India has the capacity to produce 850 million Sputnik doses per year.

For Indian regulators, it is expected to be a busy couple of months. Four more vaccine candidates are waiting in line, Johnson and Johnson, Novavax, Zydus Cadila's vaccine and Bharat Biotech's intranasal vaccine. Reports say they could all get approval by October 2021.

What's driving this slew of approvals? Fear of shortages. The world's pharmacy is running out of jabs. India is producing around 70 million doses per month but India's daily vaccination rate is 3.5 million. That's more than 105 million shots a month. The equation is simple. India needs 100 million doses but it is producing only 70 million.

India has three options here. One, to spend public money to boost private production. The Serum Institute wants 3,000 crore rupees to expand capacity. The government could oblige.

Number two, approve more vaccines like Sputnik-V. And number three, rope in more vaccine manufacturing centres. We're talking about private labs and factories dedicated to other vaccines.

This call must be taken by the producers. There is a fourth more drastic option to ban vaccine exports, the global north has already done this. There is domestic pressure to freeze exports but India is keen to fulfil its global commitments. India's policy was flawed to begin with. Two vaccines for 1.2 billion people were never going to work. The vaccine gifts and exports were added pressure. New Delhi got humanitarianism and politics right, the arithmetic not so much.

India looks to tackle second wave successfully as Sputnik V jab gets nod

How will we remember the coronavirus pandemic? Surely, as a source of great hardships but in the larger scheme of things, the virus was a pivot. It didn't just change our lives. It turned it upside down.

We realised that home can be work and work can be home. Same for schools. Our mobile phones became the rudders of our life, our source of entertainment and our source of livelihood.

The pandemic taught us that meet and greet is over-rated. Is isolation any better? Not really, but the pandemic made us more flexible. More open to changes. They say the post-pandemic world will be different.

For us, yes. Things will be a lot different but what about the power brokers of our world? The politicians, the spiritual gurus, the athletes, etc. Will things truly change for them?

In most countries, politicians were first in line for the vaccines. The virus tested leaders and their credentials. What would their message be? How quickly would they act?

Some leaders simply did not have the answers and they were promptly voted out. There's one underway in Peru and this is the scene at polling booths. Massive crowds turned up because voting is mandatory there. Every citizen must vote. Co-morbidities and life-threatening conditions are not entertained as excuses. What a great sense of civic duty? Contrast that with Peru's pandemic response: 55,000 reported deaths and a health system in complete collapse.

Eighteen presidential hopefuls were in the fray and six of them ended up getting the virus. Maybe, these public rallies had something to do with that. Lockdowns for people, but rallies for politicians.

And it's not just Peru, it is election season in India as well. Every single political party has staged public rallies. Thousands of people attended these, right in the middle of a second wave. Elections are important, nobody is denying that but campaigning must be responsibly done. Right now, everybody seems happy working from home, except the politicians.

Keep the mask on, say the courts, even if you're alone in a car, because your car is a public space. No such rules for election campaigns, clearly.

Our second talking point is religion. It's given solace to millions in these tough times but it has also given us difficult scenes.

In Kumbh Mela at Haridwar, nearly a million devotees are there. All of them are heading to the banks of the Ganga. Taking a dip in the river during this time is considered auspicious but there are concerns.

And looking at these pictures, it is clear what those concerns are: no masks, no social distancing and one common body of water. It is a guaranteed super-spreader. Right now, India is hosting the biggest T20 league in the world, the Indian Premier League. It is being played behind closed doors. Only a handful of stadiums are hosting matches and even with such strict measures, a few players have got the virus. What if this cluster expands?

Remember, it's not just the players inside bio-bubbles, there is a huge support team, such as umpires, ground staff, broadcasters, etc. Just last week, 14 members of the broadcast team tested positive. So, here's the question? Is the IPL essential?

Depends on how you look at it. For the sponsors and the cricketing board, yes but in the middle of a second wave, the risks are just too high. Not just cricket, club football, basketball, baseball and others have returned. Some with limited audience. There's a reason they call it a bio-bubble. It is not iron clad. One let-up and we could have a full-blown crisis in Indian cricket. So, what's the solution here?

It's simple rule of law. What happened in Norway recently? The prime minister was fined more than 2,000 dollars. Because she hosted a birthday party that violated virus controls. The PM apologised and agreed to pay the fine.

This spirit must be replicated everywhere. Politicians must be held accountable for their massive rallies. Sports administrators must answer for staging these massive leagues. The virus infects without discrimination. So, our response too must be sans blinkers.

How will we remember the coronavirus pandemic? Surely, as a source of great hardships but in the larger scheme of things, the virus was a pivot. It didn't just change our lives.

Time to tread cautiously as Covid cases rise

New Delhi [India], April 13 (ANI): A new wave of festive cheer is being observed as the holy month of Ramadan has started from today and will continue till May 12. It is the ninth month of the Islamic calendar and is celebrated by people belonging to the Muslim community all around the world. This annual observance is regarded as one of the five pillars of Islam. It lasts between one sighting of the crescent moon and the next. It is said that Ramadan is the commemoration of Prophet Muhammad`s first revelation. While the festivity is all about heightening one`s spiritual credence and detoxifying the body by fasting from dawn to dusk, it may prove to be enervating for those who do not prepare themselves adequately for it.During Ramadan, people have their first meal before sunrise known as `sehri` (also called suhoor) and the other meal is iftar, which is served after sunset. However, fasting during the holy month can take a toll on one`s body. With all the changes to eating and sleeping habits combined with the sweltering outdoor heat, staying fit during Ramadan in summer can prove to be a task.Dehydration could also be a common hassle among people at this time of the year. For those who want to save themselves from the same phenomenon, here is a list of a few tips and tricks to help you keep hydrated for the whole day:1. Drink enough waterA simple and important way to stay hydrated is drinking enough water during suhur. According to various studies, minimum of 60 ounces or nearly 2 litres of water can help you keep hydrated for an entire day during the fast that falls in the season of summer. The tip is to sip gradually and not chug up all at once.2. Light and healthy is the ruleSehri meal should be light and healthy. If you think that eating a lot would suffice you all day, then you are wrong. The key is to have a rich in fibre diet that will leave you feeling energized the whole day.3. Dates are a mustDates are given priority during Ramadan and it has been a tradition to include them in the meals as Prophet Mohammad did so in history. Scientifically, dates are considered important during fasting because they are rich in copper, selenium, and magnesium. It also contains Vitamin K, which coagulates your bones. It helps human body cells to store fluids as they are a natural source of glucose. Therefore, it can increase the uptake of sodium and water in the intestines.4. Early to bed and early to riseOverall wellness of the body is built on the foundations of sufficient sleep. And waking up early morning is known to have many benefits. Hence, one of the key factors of staying fit during fasting is getting proper sleep. It is especially important for one to wake up on time in order to have suhoor, which is a pre-dawn meal during Ramadan and is the most vital part of the day. If one will be fasting till the sunset, they need the energy to carry them through the day.Hence, no matter how tired you are, it is important that you set up your alarm at least 40-50 minutes before Fajr to wake up on time, prepare the meal, freshen up and enjoy it in peace. This is recommended because the human body needs enough time to digest the first meal that is taken during dawn time. On the other hand, it is also unhealthy to gulp food if you eat everything in the last 5-10 minutes of sehri.5. Don`t skip the yogurtEven a spoonful of yogurt could work wonders! Eating yogurt at the end of your sehri meal is scientifically correct and beneficial as it helps to soothe your stomach and prevent acidity, eventually preventing you from getting dehydrated.6. An apple and banana a day, will keep the dehydration awayBanana and apple are recommended as they will add roughage to your diet. Both the fruits are low in calories and high in necessary nutrition like fibre, Vitamin C, and various antioxidants that can help you from feeling drained.7. Avoid salty, spicy and sugary foodKeeping spice, salt, and sugar low in your meal could help you from feeling thirsty. Sodium in these types of foods helps balance fluid inside your body. When you consume high salty foods, water is drawn away from your cells, which later triggers thirst.8. Add water-rich, juicy fruitsAdding water-rich foods like cucumber, tomato salad, and juicy fruits like watermelon, oranges, kiwi, and more in your sehri meal could keep you hydrated throughout the day. These were a few tips and tricks to help smoothen the fast practice for the holy month. Following these will not only prevent one from getting dehydrated but also from catching an infection.Keep a check on your iftar meal too as it is very important to replace fluids lost during the day and to start the next day of fasting well-hydrated and with a light stomach.Feast and indulge in your favourite delicacies this Ramadan but don`t forget to add these tips to your daily routine.Wishing you a happy Ramadan that will inspire you with courage and strength and will help you win every challenge in life! Delhi gets more than 11,000 beds in private hospitals to tackle fresh Covid wave

The new wave of Covid-19 infections sweeping parts of India is "worrisome" and threatens the 12.5 per cent growth projection, an International Monetary Fund expert for the region said on Tuesday.

Jonathan Otry, the Deputy Director of the IMF`s Asia Pacific Department, said that "the current surge in infections presents a worrisome downside risk revisions" for India which "has seen a more sizeable upward revision to 12 and a half per cent on account of continued normalisation of its economy and a more growth-friendly fiscal policy".

In projections made before the current spike in Covid-19 cases and released last week, the IMF had raised its estimate of India`s gross domestic product (GDP) growth by 1 per cent from the January projection to the historically high rate of 12.5 per cent -- the highest in the world for large economies -- during this fiscal year. The growth was projected to moderate to 6.9 per cent next fiscal year.

Otry said at a news conference that a faster vaccine rollout "will propel the economic recovery" around the region.

For this strong international cooperation is needed to ensure adequate vaccine production and universal distribution at affordable prices, he said, praising India`s programmes.

"In this respect, the efforts of China and India have been commendable. And we hope, both countries continue to make supplies available to other countries, while ensuring adequate supplies at home," he said.

While the Covid-19 pandemic may adversely impact efforts in some areas to combat climate change, he said that India has pledged to meet the Paris Climate Agreement goals and is even likely to exceed its commitments.

Otry also said that the recovery from the pandemic will be uneven across the Asia Pacific region.

China`s economy is projected to grow by 8.4 per cent this year, the second-highest globally. Japan, in contrast, will have a growth rate of only 3.3 per cent.

The rest of South Asia excluding India is also recovering despite the recent spike in infections because of higher than expected exports and remittances, he said.

The IMF`s growth projection for the South Asia region is 11 per cent.

Bangladesh is projected to grow by 5 per cent, Nepal 2.9 per cent, and Sri Lanka 4 per cent.

Pakistan, which is listed by the IMF in the Middle East and Central Asia region, is projected to have a growth rate of 1.5 per cent.

The two smallest South Asian countries are outliers in the growth projection for the region.

The Maldives, with a population of only 531,000 and a GDP on just $5.6 billion, outperforms most countries with a growth projection of 18.9 per cent.

Bhutan`s economy is, however, projected to continue shrinking, registering a negative growth rate of 1.9 per cent. (Bhutan`s population is 763,000 and GDP $2.5 billion.)

Among steps to be taken to ensure a strong recovery, Otry called for actions against "zombie" companies and support for "dynamic entrants".

He said "corporate debt vulnerabilities, especially among small and medium enterprises, need to be addressed".

"Balance sheet repair" should be facilitated to "enable zombie firms to exit, and allow dynamic entrants to thrive", he said.

"Insolvency frameworks need to be strengthened to allow non-viable firms to exit, while assuring adequate credit flow to productive firms, and facilitating fresh equity capital to help companies overcome debt overhangs and grow job opportunities," he added.

Otry emphasised the role of trade in the recovery.

"Easing of trade and technology tensions and facilitation of digital trade would also provide a welcome fillip to growth," he said.

"To fulfil Asia`s potential for trade-led growth, restrictions that impede trade need to be reduced. These include tariffs and non-tariff barriers, such as quotas, subsidies, local content rules, and licensing requirements, where progress has stalled since the 1990s," he added.

Amid increased violence in Pakistan, India is concerned about Indian Sikh pilgrims in the country for Baisakhi celebrations.

Top sources in Delhi have told WION that the Indian government is continuously monitoring the situation and is in touch with Pakistani authorities for the safety and wellbeing of its citizens.

Two people have died in Pakistan after massive protests in the backdrop of Pakistani authorities detaining Tehreek-i-Labbaik Pakistan (TLP) chief Saad Hussain Rizvi. The TLP chief has been detained ahead of the April 20 deadline to implement the group's demands, which includes expelling of the French envoy to Pakistan and cutting diplomatic ties with France.

Currently, around 900 Indian Sikh pilgrims are in Pakistan who will go to Panja Sahib Gurdwara for Baisakhi celebrations. Due to protests in Pakistan, they were taken to a Gurdwara in Lahore. Pakistan authorities have rescheduled their visits.

Satwant Singh of Pakistan Sikh Gurdwara Prabandhak Committee (PSGPC) told WION, "Security arrangements are being reviewed by the authorities..arrangements being made to facilitate the Jatha".

As per the schedule prepared earlier, they were to reach Panja Sahib on April 12 to April 14 to celebrate Baisakhi. But now authorities are rescheduling the itinerary.

The journey from Lahore to Punjab Sahib is approximately six hours by road, but the main roads are closed as of now due to the violence.

High Commission for Pakistan in India had issued over 1100 visas to Sikh pilgrims from India to participate in the annual Baisakhi celebrations from 12 to 22 April.

Under the framework of the Pakistan-India Protocol on Visits to Religious Shrines of 1974, a large number of Sikh Yatrees (pilgrims) from India visit Pakistan to observe various religious festivals/occasions every year.
