Vehicles, not marches, to mark Iran's annual anti-Israel rally, says President Rouhani

Spain's government will seek a fresh extension of its state of emergency that will last "about a month" until the transition out of lockdown is completed, Prime Minister Pedro Sanchez said on Saturday.&nbsp;

Spain's overnight death toll from the coronavirus was 102 on Saturday, the health ministry said, marking the lowest 24-hour rise since mid March.

The lockdown was first declared on March 14 to slow the spread of the virus in Spain, which has suffered one of the world's most deadly outbreaks with 27,000 deaths and more than 230,000 cases.&nbsp;

The Central paramilitary forces reported 24 fresh coronavirus cases on Saturday while over 150 personnel recovered, officials said. 
These forces have now begun sending the recovered troops for another 14 days of home quarantine.

With a total of 159 personnel cured in the last 24 hours, the active COVID-19 cases in these five forces, CRPF, BSF, CISF, ITBP and SSB, stand at 731, a senior official told PTI.

Six personnel of these organisations, called the Central Armed Police Forces (CAPFs) or paramilitary forces, have succumbed to the disease.

Among the latest recoveries, 44 personnel are from the CRPF's Delhi-based 31st battalion.

The unit was a major hotspot after about 140 men living in its campus in Mayur Vihar phase-III were infected with coronavirus and a 55-year-old sub-inspector had died.

Of the 24 fresh cases, 16 were reported in Border Security Force that also had 98 recoveries since Friday.

The number of active cases in the border guarding force with a strength of around 2.5 lakh personnel now stands at 208.

"All infected personnel are under treatment in COVID-19 designated hospitals. The 16 personnel reported with the infection today are asymptomatic," BSF spokesperson Shubhendu Bhardwaj said.

"A total of 135 personnel have recovered from the pandemic till now," he said.

The CRPF, the country's largest paramilitary with 3.25 lakh personnel, also saw five fresh infections and the active coronavirus cases in the force are 233.

The Central Industrial Security Force, that has lost the maximum three personnel to COVID-19 among CAPFs, reported three fresh cases. The CISF's 118 staffers are in isolation and undergoing treatment.

Two other forces, the Indo-Tibetan Border Police and the Sashastra Seema Bal, reported no fresh case of the viral disease. 
The number of active cases are 151 and 21 in the ITBP and SSB respectively.

The Sashastra Seema Bal, that guards Nepal and Bhutan borders, saw nine recoveries.

These forces under the command of the Union home ministry have a combined strength of around 10 lakh personnel and are deployed for a variety of duties in the internal security domain and border guarding.

Foreign embassies have been told to postpone the return of diplomats and personnel rotation for a further two weeks.

Some diplomats have complained that Beijing’s restrictions on movement are excessive and contravene the Vienna Convention on Diplomatic Relations of 1961, which guarantees the free passage of envoys and diplomatic personnel.

The 84-year-old, who is&nbsp;Rwanda's most-wanted man and had a $5 million US&nbsp;bounty on his head, was living under a false identity in a flat in Asnieres-Sur-Seine, according to the ministry.

French gendarmes arrested him at 0530 GMT on Saturday, the ministry said.

Kabuga was indicted in 1997 on seven criminal counts including genocide, complicity in genocide and incitement to commit genocide, all in relation to the 1994&nbsp;Rwanda&nbsp;genocide, according to the UN-established International Residual Mechanism for Criminal Tribunals (IRMCT).

Rwanda's two main ethnic groups are the Hutus and Tutsis, who have historically had an antagonistic relationship and fought a civil war in the early 1990s.

A Hutu businessman, Kabuga is accused of funding the militias that massacred some 800,000 Tutsis and moderate Hutus over a span of 100 days in 1994.

"Since 1994, Felicien Kabuga, known to have been the financier of&nbsp;Rwanda&nbsp;genocide, had with impunity stayed in Germany, Belgium, Congo-Kinshasa, Kenya, or Switzerland,"

the statement said.

The arrest paves the way for bringing the fugitive in front of the Paris Appeal Court and later to the international court in The Hague, it added.

Two other&nbsp;Rwandan genocide suspects, Augustin Bizimana and Protais Mpiranya, are still being pursued by international justice.

"The arrest of Félicien Kabuga today is a reminder that those responsible for genocide can be brought to account, even twenty-six years after their crimes," IRMCT's Chief Prosecutor Serge Brammertz said in a statement immediately after the arrest.

He added the arrest was the result of cooperation between law enforcement agencies in France and other countries including the US,&nbsp;Rwanda, Belgium, the United Kingdom, Germany, the Netherlands and others.
