<p>Since Monday (Dec 18), the Indian Tri-services (Army, Navy, Air Force) and Coast Guard have rescued more than 1,000 persons, including pregnant women, infants and elderly from the floods in south Tamil Nadu. Four districts in southern Tamil Nadu - Tirunelveli, Thoothukudi, Tenkasi and Kanyakumari had received unprecedented amounts of rainfall during the weekend as well as Monday.</p>

<p>It is estimated that the worst-hit districts of Thoothukudi and Tirunelveli received their entire quantum of annual rainfall in a span of two days. It is under such circumstances that the Tamil Nadu Government sought the assistance of the Indian armed forces, Coast Guard and National Disaster Response Force (NDRF).&nbsp;&nbsp;</p>

<p>The Indian Coast Guard (ICG) had deployed ICG Ship Sujay, with an onboard helicopter, well before the heavy rainfall began. Later, as the flood situation started affecting the districts, the ICG enhanced its presence by deploying a fixed-wing Dornier maritime patrol aircraft and two Advanced Light Helicopters of the latest Mark 3 variant, to undertake relief operations.</p>

<p>Seven ICG disaster relief teams with rescue boats and essential aid, continue to provide succour to the affected population. ICG teams have rescued more than 200 persons, at the time of writing.&nbsp;</p>

<p>Operating from the Madurai Airport, an IAF Mi-17V5 chopper and four ALH choppers undertook humanitarian aid and disaster relief operations. In all, the helicopters flew 22 hours on Tuesday and air dropped more than 10 tonnes of supplies. The relief team also rescued four persons including one pregnant lady and a 17-month-old baby, who were winched into the chopper and flown to Madurai.&nbsp;</p>

<p>The Indian Navy has positioned two Dornier planes at Madurai airport to transport relief material to Thoothukudi Airport. The Navy planes have transported more than 400 kg of relief material and plan to ferry more than 3.5 tonnes of material to Thoothukudi airport on Wednesday. Two flood relief teams of the Navy have been deployed in the affected regions and continue to distribute relief material and carry out evacuations.</p>

<p>In addition to this, the Navy's Advanced Light Helicopters and First Response Teams are being continuously deployed to render assistance to the affected people. Notably, the Indian Navy chopper dropped 150 kg of food and essential supplies for the train passengers (approx 800 persons) stranded at Srivaikundam railway station in the Tuticorin district.</p>

Operating in the flooded district of Thoothukudi, the Army personnel assisted over 150 people (including a pregnant woman and&nbsp;19 children including 3 infants) in moving to safe zones well past the sunset. <p>This consortium has accepted a Rs 860 crore (approximately $105 million) contract for building five such rockets and is readying them for launch. This is part of the Indian government's effort to outsource routine and established processes to industry partners in order to support them and help ISRO to carry out scientific,&nbsp;technological and&nbsp;developmental activities.</p>

<p>As per local residents, a crocodile was sighted at Alapakkam, New Perungalathur, Chennai. Pictures doing the rounds indicate that the crocodile was lying by the road, in the vegetation adjoining a compound wall. Within a few hours, the police, local authorities and Forest Department personnel are said to have been alerted and they arrived at the spot. As word spread about the crocodile in the area, a crowd had gathered there. It was suspected that the crocodile belonged to one of the nearby water bodies.</p>

<p>Commenting on the earlier video of the crocodile crossing a road in Chennai, Supriya Sahu, IAS, Additional Chief Secretary, Environment Climate Change &amp; Forests, Government of Tamil Nadu, mentioned that there are few mugger crocodiles in several of the water bodies in Chennai. <p>"The expert committee (comprising members from the State and Central Pollution Control Board, Indian Coast Guard and academia) had made extensive field visits and concluded that oil spillage had happened from the premises of CPCL entering into Buckingham Canal from Guard Ponds and Storm water drain ponds finally reaching Ennore Creek," said the Tamil Nadu government, following a meeting led by its Chief Secretary, the top bureaucrat.&nbsp;</p>

<p>The oil spill adversely impacted the people living in the nearby fishing villages, boats were seen coated with oil and the personal belongings of residents were damaged. In this regard, the State Government said that the CPCL was directed to deploy mitigation efforts with the necessary men and machinery&nbsp;to complete the cleanup task at the earliest. The SOS-CMG would continue to monitor the progress of this work daily, till the time it is completed, said the TN government.</p>

<p>Last week, Chennai Petroleum Corporation Limited (CPCL), which supplies fuels such as LPG, Petrol, Aviation Fuel and Diesel to Tamil Nadu, denied any pipeline leak at their refinery in Manali, north Chennai. In a social media post, the firm added that other industries of Manali were also badly affected due to Cyclone Michaung.</p>

<p>The State PCB also warned the Government-run firm that their operations are liable to be suspended if they are found to discharge oil containing water or polluted water, against the legally set norms for industries. <p>A week after the impact of Cyclone Michaung, many parts of the southern Indian city of Chennai are back to their daily routine. However, tears continue to flow for those living in certain parts of north Chennai, a part of the city that houses petrochemical and fertiliser industries, and power plants. These tears are not a result of the havoc wreaked by the five-foot floodwater, but because of&nbsp;an oil spill that spread across their locality, along with the surging floodwaters. With the floodwaters receding, the major issue remains the thick, smelly oil slick&nbsp;on their walls, doors, roads and inside their homes.</p>

<p>Speaking to WION, a resident of Ernavur in north Chennai&nbsp;recalled that their area had seen flooding during the 2015 Chennai floods and also last week. However, the effect of the oil spill is something that has made recovering from the damage significantly tougher this time around. When most parts of Chennai were getting inundated on Monday (Dec 4), the residential areas in Ernavur were no exception. However, they were caught unaware&nbsp;when oil and chemicals mixed with the floodwaters entered their locality.&nbsp;</p>

<p>At the time of writing, state government agencies led by the State Pollution Control Board were probing the origin of the oil leak and clarity is yet to emerge on the exact cause of the same. Since the time flood waters receded around Thursday (Dec 7), those in Ernavur have been engaged in cleanup activities.&nbsp;</p>

<p>While cleaning up the floodwaters and related damage has happened relatively quickly, the oil stains and slick&nbsp;remain in their areas. "We have been using turpentine and other chemicals to try and remove the marks left behind by the oil, but there is not much of a difference. The strong smell of the oil still lingers on and slicks continue to be on our roads. There are more than 500 families living here," a resident who has been staying in Ernavur for more than two decades, told WION.</p>

<p>Oil spill cleanups are complicated and not all agencies are equipped or trained to deal with such disasters. The Indian Coast Guard, ports, oil handling agencies and a few stakeholders of the petrochemical sectors alone have the wherewithal to deal with such cases. As the oil spill and the floodwaters from Ernavur flowed into the nearby Koasathalaiyar River, the spill spread across the water body and eventually reached the sea, thereby compounding the adverse effect of the spill and potentially affecting the marine ecosystem. Typically, when oil slicks float atop water, it prevents the permeation of oxygen to the marine life below and leads to mass death&nbsp;of marine life, affects the livelihoods of fishers and hurts the economy.&nbsp;</p>

<p>Over the weekend, Indian coast guard assets were deployed to assess the extent and spread of the spill in the waters and it is estimated to have spread to an area spanning 20 square kilometres. According to the Coast Guard, the spill has extended at sea from the Kosasthalaiyar river mouth to the Kasimedu fishing harbour, a hub for fisherfolk in the region and home to a huge fish market.&nbsp;</p>

<p>Mindful of its responsibilities of preserving and protecting the marine environment, Coast Guard ships and helicopters undertook extensive pollution response operations to address the spill and avert major damage to the delicate coastal ecosystem, said the Coast Guard.&nbsp;</p>

<p>It added that the State Pollution Control Board is working to solve the problem of the oil trapped in the interior land area and the creek,&nbsp;with the assistance of the Indian Coast Guard oil spill response specialists. <p>As on Friday, many arterial and central parts of Chennai city have returned to normal, while some residential areas remain severely waterlogged. It is unclear whether the data collected at this time would give an accurate picture of the extent flooding (much of which has receded) that affected the metropolis.</p>

<p>In addition to the government-run drone corporation, there are several drone firms in Chennai.</p>

<p>There are also drone teams and startups associated with&nbsp;IIT Madras and leading engineering colleges, that have proven their mettle at various disaster response operations and competitions across India.</p>

<p>"Well ahead of the cyclone and its aftermath, we had proactively made offers to the Tamil Nadu Government to operate our drones and support the efforts. However, we did not get the necessary Government clearance for the same, despite multiple requests offering our support" a representative from the drone industry told WION.&nbsp;</p>

<p>Since Monday (December 4), relief and rescue operations are being carried out in Chennai and adjoining districts. The Indian Army, Air Force, Navy, Coast Guard, National Disaster Response Force (NDRF) deployed their teams to render assistance to the Government of Tamil Nadu.</p>

<p>As part of this, the ground teams of the Army, Navy, Coast Guard and NDRF carried out evacuation via boats and delivered essential supplies at homes. The Indian Air Force and Coast Guard tasked their helicopters to perform multiple sorties to drop relief supplies (dry food and water) on the rooftops of homes&nbsp; in inaccessible locations.&nbsp;</p>

<p>Had the available fleets of drones been deployed early on, it could have offered various lessons and insights on the benefits and drawbacks of using such platforms for supporting the overall disaster response efforts of the Government.</p>

<p>With the Chennai airport also having had to shut down arrivals and departures for almost 24hours (between 4th and 5th December) owing to flooding, the clear airspace had also provided a favourable and safer opportunity for drone operations.</p>

<p>According to the authorities, more than 16,000 persons have been evacuated and taken to relief camps and nearly 6 million food packets have been distributed.&nbsp;</p>

Chennai floods: Why were drones missing in action for so long?

<p>Rescue and relief operations continue in flooded and&nbsp;waterlogged parts of the southern Indian city of Chennai and its adjoining regions as of Thursday (Dec 7) afternoon. Despite&nbsp;being more than 60 hours since the last spell of rain lashed the city&nbsp;as a result of the severe cyclonic storm Michaung, rescue&nbsp;operations have continued.</p>

<p>The city has been experiencing bright and sunny weather since Tuesday. Teams of the Indian Army, Indian Air Force (IAF), Indian Navy (IN), Indian Coast Guard (ICG) and National Disaster Response Force (NDRF) have been continuously rendering humanitarian aid and assistance to the people, on the request of the Tamil Nadu government.&nbsp;</p>

<p>As per the latest information, Indian Army teams have rescued and evacuated more than 3500 people from across flooded localities in Chennai and adjoining areas, whereas the Indian Navy teams have evacuated more than 700. The evacuations by boats have been carried out during day and night time. Additionally, food and water were also supplied via boats to the residents of localities with severe waterlogging.</p>

<p>The IAF deployed four Chetak helicopters from the Air Force Station, Tambaram&nbsp;in Chennai, to air-drop dry food and water supplies provided by the Tamil Nadu Government authorities. The Air Force choppers have been carrying out sorties since Tuesday evening and this effort continues with more than 2.3 tonnes of supplies being dropped.</p>

<p>The Indian Coast Guard also deployed its&nbsp;Advanced Light Helicopter Mark III and Chetak for similar efforts in the outskirts of Chennai. Coast Guard ground teams have also been carrying out evacuation via boats.&nbsp;</p>

<p>The Indian Coast Guard also ensured that no lives or property were lost at sea, during the various stages of the evolution of cyclone Michuang and its impact along the coast of Tamil Nadu and Andhra Pradesh. Working with all stakeholders, the ICG ensured the safe return of nearly 3000 fishing boats. The ICG deployed eight ships and two aircraft for patrolling and maintaining vigil in the waters.&nbsp;</p>

<p>While large parts of the city and arterial roads have returned to a considerable level of normalcy, there are areas in the city and in the outskirts that still remain waterlogged. Therefore, these areas have been without power supply for more than four days which has caused hardships to the residents there.&nbsp;</p>

<p>The Regional Meteorological Centre (RMC) said&nbsp;Cyclone Michuang in the Bay of Bengal, has intensified into a severe cyclonic storm and lay around 90kms north-northeast of Chennai city, as of Monday noon.&nbsp;</p>

<p>Over the next 24 hours, it is expected to move northwards towards the Andhra Pradesh Coast. The extremely heavy rains caused by the cyclone have brought life to a standstill in Chennai city, where the airport is shut for 14 hours on Monday (until 11:30 pm). All&nbsp;arterial roads in the city have been flooded, and train services are badly affected. Waterlogging in&nbsp;low-lying areas have forced evacuation effort by the authorities.</p>

<p>According to Dr Balachandran, Head of the RMC, Chennai, the severe cyclonic storm is predicted to make landfall between Nellore and Machilipatnam regions in Andhra Pradesh. The landfall could happen around Bapatla, on Tuesday.</p>

<p>He added that widespread rainfall has occurred over the North Tamil Nadu coastal districts, which include Chennai city and adjoining regions. Elaborating on the quantum of rainfall, he said that 15 locations have recorded heavy rainfall, 59 locations have recorded very heavy rainfall and 21 locations have witnessed extremely heavy rains. Wind speeds near the Chennai airport clocked 88 kmph, while the wind speeds at the core city area clocked 71 kmph, he said.</p>

<p>In the forecast for Chennai and adjoining districts, he said that heavy to extremely heavy rainfall would continue to lash the region, with winds gusting up to 70 kmph.</p>

According to the NRDF, five&nbsp;teams of 25 personnel each have been deployed as follows - one team in Chennai, two teams in Chengalpattu district and two teams in Villupuram district. The teams are carrying flood rescue equipment, tree-cutting chainsaws, collapsed structure search and rescue kits, communications gear etc. This comes after the city and adjoining regions were lashed by around 10 cms of rainfall on Wednesday, thereby causing waterlogging, immense build-up of vehicular traffic and inconvenience to commuters.</p>

<p>Chennai has been witnessing significant amounts of rainfall since Wednesday (Nov 29) and as per forecasts, the rainfall is only set to intensify over the weekend. According to the Regional Meteorological Centre (RMC), Chennai, under the Indian Meteorological Department (IMD), a prevailing low-pressure area over the south Andaman Sea and adjoining Southeast Bay of Bengal, evolved into a well-marked low-pressure area&nbsp;on Wednesday. On Thursday (Nov 30), it is likely to move north-northwest and concentrate into a depression. Typically, a low-pressure area is where the atmospheric pressure is lesser than the surrounding regions. Low-pressure areas are often associated with cloudy skies, windy conditions, rains and storms.&nbsp;</p>

<p>According to the RMC, this evolving weather system is likely to intensify into a cyclone&nbsp;around the weekend. In November, the Northeast monsoon has been active over the Tamil Nadu coast and yielding good rains. Given that the cyclone is expected to form around the weekend, heavy to very heavy rainfall has been forecast for Chennai and adjoining districts for Saturday and Sunday. The impact of this weather system could also bring heavy rains to other coastal districts of Tamil Nadu. As per the forecast, the heavy to very heavy rainfall could continue on Monday as well.&nbsp;</p>

This region usually gets the maximum share of rainfall during the October-December Northeast monsoon. Of the reservoirs that supply water to Chennai, three reservoirs are at around 90 per cent storage capacity. As of Thursday, the Puzhal reservoir is at 93.15 per cent storage level, the Thervoy Kandigai reservoir is at 93 per cent&nbsp;and the Chembarambakkam reservoir is at 89.33 per cent, based on data from the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB). The Chembarambakkam reservoir outlet feeds into the Adyar river that meanders through Chennai and authorities have started gradually releasing water from the reservoir, as a measure of abundant precaution. On Wednesday, water from the Chembarambakkam reservoir was being let out into the Adyar River at a rate of 1000 cusecs(1000 cubic feet per second) and this was increased to 6000 cusecs on Thursday.&nbsp;</p>

The Chembarambakkam reservoir outlet feeds into the Adyar river that meanders through Chennai and authorities have started gradually releasing water from the reservoir, as a measure of abundant precaution. On Wednesday, water from the Chembarambakkam reservoir was being let out into the Adyar River at a rate of 1000 cusecs(1000 cubic feet per second) and this was increased to 6000 cusecs on Thursday.
