Number of active cases stands at 1,47,018 out of which 41,664 cases are in &nbsp;Pune. The state is also battling Monsoon flooding.

West Bengal reported 2,716 new cases and 53 deaths in the last 24 hours, taking total cases to 78,232 including 54,818 discharges and 1,731 deaths.

Karnataka recorded 4,752 new cases and 98 deaths in the last 24 hours, taking total cases to 1,39,571 including 62,500 discharges and 2,594 deaths.

Ex-Chief Minister of Karnataka, Siddaramaiah, announced that he has tested positive for coronavirus. "I have been tested positive for #Covid19 &amp; also been admitted to the hospital on the advice of doctors as a precaution," he tweeted.

When scientists first unearthed fossils of a horned dinosaur called Centrosaurus in the badlands of Dinosaur Provincial Park in Canada’s Alberta province in 1989, they spotted a badly malformed leg bone they figured was a healed fracture.

A fresh examination, researchers said on Monday, shows something different. The malformation was a manifestation of osteosarcoma, an aggressive bone cancer, making this Centrosaurus, which lived 76 million years ago, the first known example of a dinosaur afflicted by malignant cancer.

About 20 feet (6 meters) long, Centrosaurus was a four-legged beaked plant-eating Cretaceous Period dinosaur possessing a long horn above its nose and a bony frill above its neck with two smaller hooked horns.

The Centrosaurus fibula, a lower leg bone, contained “a massive gnarly tumor larger than an apple,” said paleontologist David Evans of the Royal Ontario Museum in Toronto, one of the researchers in the study published in the journal Lancet Oncology.

“This particular Centrosaurus was likely weak and lamed by the cancer prior to its death. This remarkable find shows that no matter how big or powerful some dinosaurs may seem, they were affected by many of the same diseases we see in humans and other animals today, including cancer. Dinosaurs seem like mythical beasts, but they were living, breathing animals that suffered through horrible injuries and diseases,” he added.

Because most tumors occur in soft tissue that does not readily fossilize, there is scant evidence of cancer in the fossil record.

“This finding speaks to the biology of cancer. It is not something novel or new, but probably has occurred since time immemorial and is an expected complication in all animals,” said study co-author Dr. Mark Crowther, a professor of medicine, pathology and molecular medicine at McMaster University in Ontario.

“Osteosarcoma generally occurs in rapidly growing bones and as such is found in children and young adults. Presumably dinosaurs were also at risk because of the fact that they grew at enormous rates,” Crowther added.

The tumor destroys the bone and can spread to other tissues, Crowther said. In people, treatment consists of chemotherapy and surgery that sometimes involves amputation.

The researchers confirmed it was a tumor using high-resolution CT scans and by looking at thin sections of it under the microscope. “We were not only able to demonstrate that the bone tissue showed the hallmarks of osteosarcoma, but that the tumor spiraled through the cortex of bone, discounting its original identification of a healed fracture,” Evans said.

Cancer, however, may not have killed the Centrosaurus. Its body was found in a vast bonebed containing the remains of hundreds of Centrosaurus individuals, suggesting they died as part of a herd caught in a flood, Evans said.

Its cancer may have reduced its mobility to make it an inviting target for big predators like Gorgosaurus and Daspletosaurus. But living within a large herd, Evans said, may have provided safety in numbers that enabled the Centrosaurus to avoid predation as the cancer progressed.

North Korea is pressing on with its nuclear weapons program and several countries believe it has “probably developed miniaturized nuclear devices to fit into the warheads of its ballistic missiles,” according to a confidential U.N. report.

The report by an independent panel of experts monitoring UN sanctions said the countries, which it did not identify, believed North Korea’s past six nuclear tests had likely helped it develop miniaturized nuclear devices. Pyongyang has not conducted a nuclear test since September 2017.

The U.N. report said one country, which it did not identify, assessed that North Korea “may seek to further develop miniaturisation in order to allow incorporation of technological improvements such as penetration aid packages or, potentially, to develop multiple warhead systems.”

North Korea has been subjected to U.N. sanctions since 2006 over its nuclear and ballistic missile programs. While the Security Council has steadily strengthened sanctions in a bid to cut off funding for those programs.

The U.N. report said that as only tunnel entrances were known to have been destroyed and there is no indication of a comprehensive demolition, one country had assessed that North Korea could rebuild and reinstall within three months the infrastructure needed to support a nuclear test.

The U.N. experts said North Korea is violating sanctions, including “through illicit maritime exports of coal, though it suspended these temporarily between late January and early March 2020” due to the coronavirus pandemic.

Last year the U.N. experts said North Korea has generated an estimated $2 billion using widespread and sophisticated cyberattacks to steal from banks and cryptocurrency exchanges.

“The Panel continues to assess that virtual asset service providers and virtual assets will continue to remain lucrative targets for the Democratic People’s Republic of Korea to generate revenue, as well as mining cryptocurrencies,” the latest report said.

Classified US-UK trade documents leaked ahead of Britain’s 2019 election were stolen from the email account of former trade minister Liam Fox by suspected Russian hackers, two sources with direct knowledge of the matter told Reuters.

The sources, who spoke on condition of anonymity because a law enforcement investigation is underway, said the hackers accessed the account multiple times between July 12 and Oct. 21 last year.

They declined to name which Russian group or organisation they believed was responsible, but said the attack bore the hallmarks of a state-backed operation.

The Kremlin did not immediately respond to a request for comment on Monday.

Among the stolen information were six tranches of documents detailing British trade negotiations with the United States, which Reuters first reported last year were leaked and disseminated online by a Russian disinformation campaign.

British foreign minister Dominic Raab confirmed that report last month, saying that “Russian actors” had sought to interfere in the election “through the online amplification of illicitly acquired and leaked Government documents”.

Reuters was not able to determine which of Fox’s email accounts was hacked and when it was first compromised. It is not clear if Fox, who is still a member of parliament but stood down as trade minister on July 24 last year in a cabinet reshuffle, was a minister at the time.

The 82-year-old revealed he would leave the country in a letter to his son, the current King Felipe VI who accepted his decision and thanked him, the royal palace said in a statement.

"Guided by the conviction to best serve the people of Spain, its institutions, and you as king, I inform you of my decision at this time to go into exile outside Spain," Juan Carlos wrote.

"It's a decision I take with deep anguish, but great peace of mind," he added. He did not say where he would go.

Trump said that the US is beginning to see evidence of significant progress. Nationwide, the number of positive cases has declined by nearly six percent from the week before, and the positive test rate has also dropped from 8.7 per cent to 8 per cent over that same period of time.

"Hotspots across the South and West; we have seen slow improvements from their recent weekly peaks," he said, adding that Arizona's weekly case counts have dropped 37 per cent that is a tremendous drop and the governor and the state have done a fantastic job down 37 per cent, Texas down 18.7 per cent, and Florida 21.2 per cent drop.

"As we begin to contain the virus in these states, we must focus on new flare ups in the states where the case numbers have risen, including Georgia, Mississippi, Tennessee, Oklahoma, Missouri, and I think you will find that they are soon going to be very much under control," he said.

Meanwhile, 18 states continue to have very low case numbers and low test positivity rates under five per cent, including New Jersey, New York, Alaska, Connecticut, Delaware, Illinois, Maine, Maryland and Massachusetts. 
Even in these states, however, where the virus is under control and at a very low number, Americans should continue to be vigilant, be careful in order to prevent the new hotspots from opening up, he said.

"To that end, I urge all Americans to continue to socially distance, wash your hands, wear a mask when you cannot avoid crowded places and to protect the elderly very, very important, protect the elderly. It is much different....," Trump said.

It is important for all Americans to recognise that a permanent lockdown is not a viable path towards producing the results that one wants or certainly not a viable path forward and would ultimately inflict more harm than it would prevent, he said.

"As we are seeing in foreign countries around the world where cases are once again surging, you have many places where we thought they were under control doing a great job, and they are doing a great job, but this is a very tough invisible enemy. Lockdowns do not prevent infection in the future. They just don't. It comes back many times...," he said.

The purpose of a lockdown is to buy time to build capacity in hospitals, learn more about the disease and develop effective treatments, he asserted.

"We are doing very well with the vaccines and the therapeutic. Countries, where there have been very significant flare ups over the last short period of time, are Spain, Germany, France, Australia, Japan, and also, as you probably heard in Hong Kong, they have had some very serious flare ups. Japan has gone a lot of--six-fold, six-fold flareup, that's a lot, but they will get it under control," he said.

"In our current phase, we must focus on protecting those at highest risk while allowing younger and healthier Americans to resume work and school with careful precautions. Ideally, we want to open those schools. We want to open them.

"At the same time, we are placing an emphasis on continuing to drive down the mortality rate with improved care, treatment, and medical interventions building a bridge to the introduction of a vaccine. The vaccines are coming along incredibly well," Trump said.

The Delhi High Court on Tuesday refused to entertain a public interest litigation (PIL) seeking directions to the Delhi government to take steps to waive off the school tuition fee amid the ongoing coronavirus-induced lockdown.

"This is clear misconduct," the bench said, after which advocate N Pradeep Sharma sought an apology from the High Court and withdrew the PIL as the court was not convinced by his arguments.

The plea, filed by one Naresh Kumar, prayed for the interpretation of Force Majeure clauses in the present pandemic situation and sought directions to the Directorate of Education, Government of NCT Delhi to take steps to waver off the school tuition fee.

According to the petition, the impact of COVID-19 is building by the day, supply chains are being significantly disrupted and businesses` rights and obligations under contracts are coming into sharp focus.

The plea said that private school administrations have been demanding school fee and other charges without rendering any services. It said that the school admission form does not have any clause that in case of an adverse situation, the school would charge tuition fees for providing online classes.

"The students are facing several side effects and such online classes offered by schools have other medical and psychological implications, which is against the concept of school education," the plea said.

"The schools are duty-bound to follow and abide the terms and conditions which are a part of school prospectus and if there is no Force Majeure clause in the school prospectus, demanding of tuition fee, without providing the actual education, is a violation of law in terms of a contract and also against the principle of natural justice," it added.

The plea said that it would not be out of the question to mention that the school prospectus does not contain any clause with respect to a pandemic or like situation and further that in such a condition, the school would provide online classes and charge tuition fees for the same.It also said that the entire student community is facing a lot of problems to gain knowledge through the online education system.

"Some homework and class tests are required to be undertaken under the guidance of trained teachers so as to achieve, through the online way of teaching. It would be important to mention that private schools are either being run by the Society or trust and are not doing any social service to society. Even otherwise, the school is a service provider and thus is covered under the Consumer Act also," the plea said.
