After months of dillydallying and court cases, Tesla boss Elon Musk has proposed to buy&nbsp;Twitter Inc for the original offer price of $54.20 a share, totalling $44 billion according to a Bloomberg report.

The report stated that Musk made the proposal in a letter to Twitter. Immediately after the report came out, trading in Twitter was&nbsp;halted due to volatility in the market for jumping 6.7 per cent.&nbsp;

After Musk reached out with the deal, Twitter is considering the proposal but will not act on it instantly, according to a Washinton Post report. Instead, the microblogging platform will sit on it for another day as&nbsp;there is great distrust on both sides.&nbsp;

Attorneys representing Twitter are wary that the letter might be another clever ruse by Musk to circumvent the legal troubles.&nbsp;

Notably, the supposed proposal comes days before a trial was set to take place in Delaware Chancery Court, starting October 17.&nbsp;

The eccentric billionaire has stalled the deal by claiming that Twitter has close to 20 per cent bot accounts, as opposed to the five per cent that the company claims.

Musk announced in July that he was suspending the deal agreement, alleging Twitter had concealed information about these accounts.

In the texts, Musk told Agrawal that he does not want to be a boss, to which Agrawal responded by saying, "Treat me like an engineer instead of a CEO."&nbsp;

However, despite the deal turning chaotic, Twitter's shareholders approved the $44 billion buyout.&nbsp;According to Twitter, more than 98.6 per cent of votes were cast in favour of the deal.

Moscow has lauded Elon Musk after the latter conducted a Twitter poll on Monday and suggested that Ukraine should permanently cede Crimea to Russia.

Kremlin spokesman Dmitry Peskov told reporters that the Tesla boss was looking to achieve peace, unlike others.&nbsp;

"It is very positive that somebody like Elon Musk is looking for a peaceful way out of this situation," said&nbsp;Peskov

"Compared to many professional diplomats, Musk is still searching for ways to achieve peace. And achieving peace without fulfilling Russia's conditions is absolutely impossible," he added.&nbsp;

As reported by WION, in a Twitter poll on Monday, Musk listed conditions that he believed can end the war in Ukraine and then asked the people in the four regions of Ukraine, where the annexation referendums were held, to vote on their feelings towards the voting process.

Musk tweeted a list of conditions for bringing “peace” in Ukraine which included – “redoing the elections in regions recently annexed by Russia under United Nations supervision, recognising Russia's annexation of Crimea, assuring water supply to Crimea, and ensuring Ukrainian neutrality.”

"This is actually a kit belonging to the 12th Main Directorate of the Russian MoD. The directorate is responsible for nuclear munitions, their storage, maintenance, transport, and issuance to units," Konrad Muzyka, a defence analyst specialising in Ukraine was quoted as saying by The Telegraph. Three scientists jointly won this year’s Nobel Prize in physics on Tuesday for their work on quantum information science that has significant applications, for example in the field of encryption.

Frenchman Alain Aspect, American John F. Clauser and Austrian Anton Zeilinger were cited by the Royal Swedish Academy of Sciences for discovering the way that particles known as photons can be linked, or “entangled,” with each other even when they are separated by large distances.

“Quantum information science is a vibrant and rapidly developing field,” said Eva Olsson, a member of the Nobel committee. “It has broad and potential implications in areas such as secure information transfer, quantum computing and sensing technology."

“Its origin can be traced to that of quantum mechanics,” she said. “Its predictions have opened doors to another world, and it has also shaken the very foundations of how we interpret measurements.”

Speaking by phone at a news conference after the announcement, Zeilinger said he was “still kind of shocked” at hearing he had received the award.

“But it’s a very positive shock,” said Zeilinger, 77, who is based at the University of Vienna.

Clauser, Aspect, and Zeilinger have figured in Nobel speculation for more than a decade. In 2010 they won the Wolf Prize in Israel, seen as a possible precursor to the Nobel.

While physicists often tackle problems that appear at first glance to be far removed from everyday concerns - tiny particles and the vast mysteries of space and time - their research provides the foundations for many practical applications of science.

The Nobel committee said Clauser, 79, developed quantum theories first put forward in the 1960s into a practical experiment. Aspect, 75, was able to close a loophole in those theories, while Zeilinger demonstrated a phenomenon called quantum teleportation that effectively allows information to be transmitted over distances.

“Using entanglement you can transfer all the information which is carried by an object over to some other place where the object is, so to speak, reconstituted,” said Zeilinger. He added that this only works for tiny particles.

“It is not like in the Star Trek films (where one is) transporting something, certainly not the person, over some distance,” he said. When he began his research, Zeilinger said the experiments were “completely philosophical without any possible use or application.”

Since then, the laureates’ work has been used to develop the fields of quantum computers, quantum networks and secure quantum encrypted communication.

A week of Nobel Prize announcements kicked off Monday with Swedish scientist Svante Paabo receiving the award in medicine Monday for unlocking secrets of Neanderthal DNA that provided key insights into our immune system.

The prizes carry a cash award of nearly $900,000 and will be handed out on December 10. The money comes from a bequest left by the prize’s creator, Swedish inventor Alfred Nobel, who died in 1895.

Washington is expected to bring the sledgehammer on the export of advanced semiconductors and tools for logic and memory chip production that can be used for supercomputing and artificial intelligence. Additionally, the department will look to codify the previous guidance issued to specific companies. This is not the first time the US has moved to choke off Chinese firms' supply of chips. In 2020, former president Donald Trump's administration banned suppliers from selling chips made using US technology to tech giant Huawei without a special license. Lately, the Joe Biden government has also given signs regarding such restrictions. The IAEA said on Saturday it had been in contact with "the relevant authorities" without mentioning Russia by name and said it had been informed that Murashov was in "temporary detention".
