<p>The Chinese Coast Guard on Saturday (March 23) used water cannons against Filipino ships attempting to deliver supplies to troops at an outpost in the West Philippine Sea which Beijing asserts as the South China Sea.&nbsp;</p>

<p>The Filipino boat that came under Chinese attack was a civilian boat. It was then escorted by two navy ships and two coast guard vessels.&nbsp;</p>

<p>The boat was on a monthly supply run to a small number of Filipino marines stationed on the "Sierra Madre", a warship intentionally run aground on the Second Thomas Shoal in 1999 to reinforce Manila's maritime claims in the area.</p>

<h2><strong>What happened?</strong></h2>

<p>According to a statement from the Philippine Coast Guard, one of its ships was "impeded" and "encircled" by a Chinese coast guard vessel and two ships from the Chinese maritime militia.</p>

<p>Kohlmann, the CEO of cyber intelligence consultancy firm Cloudburst, added that the outfit had previously claimed responsibility for a handful of terrorist attacks by individuals who were inspired by it, but for whom there was not always evidence of a command-and-control relationship.&nbsp;</p>

<p>Kohlmann observed that apart from the Russian military targeting ISIS in Syria, there have also been recent battles between Russia's Wagner group and locally-based ISIS militants in the Sahel region of Africa.</p>

<p>Michael Kugelman, director of the South Asia Institute of the Wilson Centre, told the publication that ISIS rarely claimed attacks it does not carry out. “It’s one of the only global terror groups with the capacity to pull off a sophisticated attack like this. And the group has had Russia in its crosshairs for a long time,” Kugelman said.</p>

<p>Russia's FSB security service said the gunmen had contacts in Ukraine and were captured near the border. It said they were being transferred to Moscow. However, neither the FSB nor Putin presented any proof of a link with Ukraine. Ukrainian military intelligence spokesperson Andriy Yusov told the news agency Reuters that Kyiv had nothing to do with the attack.</p>

<h2>Crocus Group vows to restore concert hall&nbsp;</h2>

<p>In a statement, Crocus Group vowed to restore the concert hall building. "We will never forget those who fell victim to terrorists. What was destroyed by their dirty hands will be restored," the group said.</p>

<p>The city hall, with a capacity of more than 6,000 seats, was built by Crocus in 2009. All that was left after Friday's attack were the charred iron support beams and the steel frames of hundreds of seats.</p>

Let me repeat: we will identify and punish everyone who stood behind the terrorists, who prepared this attack against Russia, against our people."</p>

The trend shows the growing importance of overseas cash influx to the financial health of British universities.</p>

<p>According to a report in The Times, there has been a&nbsp;50 per cent increase in the number of foreign students in British universities&nbsp;over the past five years.</p>

<p>The report added that&nbsp;Russell Group universities now derive 57 per cent of their fee income from overseas students, up from 49 per cent in 2016-17.</p>

I cannot leave it."</p>

<p>Samy Lamrous won the men's race with a time of 13 minutes and 30 seconds.&nbsp;</p>

<p>Both winners received medals, two tickets each for the July 26 Olympic opening ceremony along the River Seine, and a night at a Paris hotel.</p>

<p>While the event was filled with smiles, participants acknowledged the demanding nature of their jobs. In France, waiters and waitresses are known for their assertiveness and can even be seen as abrupt or moody at times. However, they take pride in their profession and are not afraid to stand their ground.</p>
