President Volodymyr Zelenskiy signed a bill on Tuesday to lower the mobilisation age for combat duty from 27 to 25, a move that should help Ukraine generate more fighting power in its war with Russia.

The bill had been on Zelenskiy's table since it was approved by lawmakers in May 2023, and it was not immediately clear what prompted him to sign it. Parliament has been discussing a separate bill to broadly tighten draft rules for months.

The move expands the number of civilians the army can mobilise into its ranks to fight under martial law, which has been in place since Russia launched its full-scale invasion in February 2022.

Ukrainian troops are on the back foot on the battlefield, facing a shortage of ammunition supplies with vital funding from the U.S. blocked by Republicans in Congress for months and the European Union failing to deliver promised ammunition on time.

The signing of the legislation was not immediately announced by the president's office. Parliament merely updated the entry for the bill on its website to read: "returned with the signature of the president of Ukraine".

Zelenskiy said last winter that he would only sign the bill if he was given a strong enough argument of the need to do so.

The Ukrainian leader said in December that the military had proposed mobilising up to 500,000 more Ukrainians into the armed forces, something he said then-commander of the armed forces had asked for.

Since then, Ukraine has changed the head of the armed forces and the new chief, Oleksandr Syrskyi, said last week that the figure was no longer up-to-date and that it had been "significantly reduced" after a review of resources.

Zelenskiy separately signed a second bill requiring men given waivers from some military service on disability grounds to undergo another medical assessment.

A third bill he also signed aimed to create an online database of those eligible for military service. Both those bills could potentially help the military draft more fighters.

A string of strict measures set out in an earlier draft of that bill were gutted following a public outcry.

Zelenskiy has warned that Russia may plan another offensive later this spring or in summer, and Kyiv's troops have been scaling up their efforts to build up strong defensive fortifications along a sprawling front line.

The controversial law that is modelled on Russia's "foreign agents law" has faced criticism from human rights bodies and groups who say it is restrictive and will stigmatise them and create unnecessary bureaucratic hurdles.

As per Reuters, the law uses language similar to Russia's 2012 law on "foreign agents". It imposes additional reporting obligations on NGOs with foreign funding that are engaged in "political" activities.

The law, as per VOA, states that any organisation receiving foreign funding must register as a "foreign representative."&nbsp;

In a statement, Kyrgyz President Sadyr Japarov said, "You have been working with foreign donors for 30 years and no one has prosecuted you for taking money. Are we going to start doing that now? As the Head of state, I guarantee there will be no persecution."

"Our state has no secrets to hide from you and your donors," he said, adding, "All our information is in the public domain. If you can, get billions, not millions. It will only benefit our country."

<h2>Critics warn of 'overwhelmingly negative impact'</h2>

Previously, in February, the Organisation for Security and Cooperation in Europe warned that passing the bill "would have an overwhelmingly negative impact on civil society, human rights defenders, and the media in Kyrgyzstan".

Furthermore, the passing of the bill, described as a crackdown on independent media, was criticised by the US State Department, which said it was "deeply concerned" by the adoption of the law.

Stating that the law puts the work of NGOs at risk, US State Department spokesperson Matt Miller said the law "is the latest in a series of Kyrgyz government actions that have undermined democratic governance and civil society."

The Committee to Protect Journalists, an NGO that promotes press freedom worldwide, has called for the law's repeal.

Gulnoza Said, CPJ's Europe and Central Asia program coordinator, in New York warned,&nbsp;"President Sadyr Japarov's decision to follow Russia's lead on 'foreign agent' legislation threatens to erase Kyrgyzstan's 30-year status as a relative haven of free speech and democracy in post-Soviet Central Asia."

This new technology will ease the burden on patients and allow them to manage their condition more easily, without needing to draw blood or wear a continuous glucose monitor."&nbsp;

Notably, there are currently 269,095 people living in England with type 1 diabetes.&nbsp;

According to NHS, some people with type 1 diabetes will no longer need to inject themselves with insulin with the availability of this technology. However, they will have to rely on technology to receive this life-saving medication.&nbsp;

North Korea fired a suspected intermediate-range ballistic missile into the sea on Tuesday in a possible test, drawing swift condemnation from South Korea, Japan and the United States.

A 12-year-old boy who shot and killed a fellow sixth-grader and severely injured two others at a school in Finland has said he was a target of bullying and that this was the motive for his attack, police said on Wednesday.

The boy on Tuesday brought a relative's revolver to Viertola school near Helsinki and shot the three 12-year-olds and threatened several others. He had transferred to the school at the start of 2024, investigators said.

Finland held a national day of mourning on Wednesday, with flags on public buildings flown at half-mast in a sign of respect for the dead child. The two other pupils remained in hospital, with what police said were life-threatening injuries.

"We just found out today that there was this bullying behind the tragedy," lead investigator Detective Chief Inspector Marko Sarkka told Reuters. He declined to elaborate.

Police have not said whether the attacker sought to target any specific individuals.

Finland has seen a rising level of bullying in schools, with 8.6% of pupils who are now around 12 years old saying they had been targeted at least once a week, up from 7.2% in 2019, according to a 2023 study by public health institute THL.

The permit for the revolver used in Tuesday's attack belonged to a relative of the suspect, police said. It was not immediately clear how the shooter had obtained the weapon.

Blinken’s delegation was forced to drive from Paris to the NATO headquarters in Brussels after his aircraft, an older model of the Boeing 737, which had been modified to be used by the US government was grounded, reported Bloomberg.

The distance between the two capitals is more than 300 kilometres. The details about the mechanical issue that Blinken’s aircraft encountered this time were not immediately known.&nbsp;

<h2>Not the first time</h2>

In January, Blinken was briefly stuck in Davos, Switzerland and had to switch planes after his aircraft suffered a “critical failure” due to an oxygen leak. At the time, a separate plane was sent to bring Washington’s top diplomat and his aides back to the US.&nbsp;

The technical issues with Blinken’s aircraft also come at a time when Boeing is facing intense scrutiny, particularly since the near-catastrophic mid-air blowout involving its Boeing 737 Max 9 operated by Alaska Airlines.&nbsp;

He would have turned 115 next month. Pérez officially became the record holder on February 4, 2022, when he was 112 years and 253 days old, according to Guinness.&nbsp;

<h2>Humanitarian groups suspend operations in Gaza</h2>

Several other countries expressed their outrage over the killing of seven international aid workers in Gaza as Israeli Prime Minister Benjamin Netanyahu said that the convoy was struck by the armed forces "unintentionally".

Meanwhile, humanitarian groups - like Anera and US-based Project Hope - announced that they are suspending operations in the territory in the aftermath of the tragic attack. World Central Kitchen had already halted its operations in Gaza.

Anera said that the decision was an “unprecedented step” and added that the killings, “alongside the loss of numerous other aid workers and their families, has led our team to conclude that delivering aid safely is no longer feasible”.

Seven aid workers of World Central Kitchen, who were leaving a warehouse in Deir al-Balah, were killed in an Israeli strike in central Gaza on Tuesday (April 2).

The seven aid workers were Palestinian, UK, Australian and Polish nationals and one was also a US-Canada dual citizen.

<h2>Israel faces international pressure&nbsp;</h2>

In the wake of the killing of the aid workers, Israel has been facing increasing international pressure and has promised to carry out an independent investigation.

Israeli President Isaac Herzog issued an apology for the deaths. Israeli Prime Minister Benjamin Netanyahu spoke to UK Prime Minister Rishi Sunak on the call, in which the latter called the situation in Gaza "increasingly intolerable" and "demanded a thorough and transparent independent investigation" into the aid workers' killing.

Polish Foreign Minister Radoslaw Sikorski said that he has asked his Israeli counterpart Israel Katz&nbsp;for an independent investigation.

Canadian Prime Minister Justin Trudeau stated that "full accountability" was required and added that it was "absolutely unacceptable for aid workers to be killed" by the IDF.

Australian Prime Minister Anthony Albanese said, "Someone going about providing aid and humanitarian assistance should [never] lose their life."&nbsp;

Netanyahu vowed for an independent investigation while acknowledging that Israel's forces had hit "innocent people".
