<h2>Excessive force</h2>

Amid a fierce debate over the use of excessive force, the preliminary inquiry, as per CNN, suggests that the driver opened fire on the officers first. However, his family and attorneys have questioned why multiple plain-clothed officers swarmed his car with guns drawn, firing a barrage of bullets at him.

The fatal incident unfolded in Chicago's Garfield Park neighbourhood on March 21 and has since raised troubling questions about police conduct and accountability.&nbsp;

Newly revealed bodycam recordings, made public on Tuesday (Apr 9) by Chicago's Civilian Office of Police Accountability, paint a vivid and unsettling picture of the encounter. &nbsp;

In one video, an officer wearing a hooded jacket, a baseball cap and a tactical vest with a badge on it can be heard repeatedly instructing Reed to lower his window as the tension escalates. Footage also shows multiple officers drawing their firearms, demanding that Reed unlock his doors.&nbsp;

However, moments later, chaos erupts as dozens of shots are fired at Reed in rapid succession.

Once the gunfire subsides, the 26-year-old can be seen lying motionless face down behind his vehicle. An officer can be heard claiming, "He started shooting at us," as another examines Reed's car and discovers a firearm inside.

"The gun's right there," says the officer, shining a flashlight into the car.

An officer was shot in the wrist during the altercation, and was hospitalised in good condition, said the Chicago police.

What began as a routine traffic stop, reportedly for a seatbelt violation, quickly spiralled into a deadly confrontation.&nbsp;

According to the Civilian Office of Police Accountability, "Preliminary reports indicate that this incident began when five Chicago Police officers assigned to an 11th District tactical unit engaged in a traffic stop of Dexter Reed, Jr. for purportedly not wearing a seatbelt".

In response, officers discharged their weapons approximately 96 times in just 41 seconds, resulting in Reed's tragic demise.

"Upon stopping Mr Reed, multiple officers surrounded his vehicle while giving verbal commands. When Mr Reed did not comply with these commands, officers pointed their firearms at Mr Reed and ultimately there was an exchange of gunfire which left Mr Reed dead and an officer shot in the forearm," added the agency responsible for investigating allegations of police misconduct and all police shootings.

The release of the bodycam footage has sparked outrage and renewed scrutiny of police tactics. Reed's family and their legal team have condemned the officers' actions, questioning the need for such a forceful response to a minor traffic violation.

"Dexter was pulled over for failing to wear his seat belt. Now this leaves many, many questions," said their attorney Steven Hart.

"Why were tactical officers jumping out of an unmarked police car with their guns drawn for a simple traffic violation of not wearing a seatbelt?" he asked.

"After he was shot up … you added clips to your gun? That is nothing but plain murder to me," said Reed's uncle Roosevelt Banks.

The police department in a statement&nbsp;said that the shooting is under investigation, while the Cook County State's Attorney Kim Foxx said that it is their job to determine whether the officers will face criminal charges.

"Our Law Enforcement Accountability Division – also called LEAD – will carefully examine the totality of the circumstances and determine whether the force used here by the officers was warranted or constitute grounds for criminal charges."&nbsp;

The top court in the US state of Arizona, on Tuesday (Apr 9) ruled that the state can enforce its long-dormant 19th-century law that criminalises nearly all abortions. The ruling marks yet another setback for reproductive rights in the state where abortion was already banned starting at 15 weeks of pregnancy.

The 1864 law provides no exceptions for rape or incest and bans abortion in virtually all instances, except when a mother’s life is at stake. The Arizona Supreme Court ruled in favour of the law by a 4-2 majority.&nbsp;

The decision came after reviewing a 2022 decision by the state Court of Appeals which said doctors couldn’t be charged for performing the procedure in the first 15 weeks of pregnancy.&nbsp;

The ruling was also in favour of an anti-abortion obstetrician Eric Hazelrigg and Republican Yavapai County Attorney Dennis McGrane who took up the defence of the law after Arizona’s attorney general had declined to do so.

Notably, the fight to enforce the 19th-century law has been going on for years, but it was blocked after the US Supreme Court issued the 1973 landmark Roe v Wade ruling which guaranteed a constitutional right to an abortion.

However, in June 2022, the SCOTUS overturned the ruling which has led many Republican states to enforce new bans or restrictions on abortion.&nbsp;

Weeks after Roe v Wade was overturned, then-Republican Attorney General Mark Brnovich filed a motion to challenge the Planned Parenthood case which had sued the state in 1971 and won.&nbsp;

It is also worth noting that the law that the state’s top court has revived was enacted in 1864 before Arizona even became a US state.&nbsp;

The state would now not only be allowed to ban nearly all abortions but also impose a penalty of up to five years in prison on anyone who performs or helps a woman to get the medical procedure, in line with 19th-century law.&nbsp;

Notably, 14 out of the 50 US states are currently enforcing bans on abortion at all stages of pregnancy with some exceptions.&nbsp;

Arizona Attorney General Kris Mayes, a Democrat, called the ruling “unconscionable and an affront to freedom,” and said that she would not prosecute any doctor or woman under the “draconian law,” while in her position.&nbsp;

However, pro-choice activists are not going down without a fight. Last week, abortion rights advocates said that they had gathered enough signatures that would allow voters in November to vote on a measure which would enshrine a right to an abortion until fetal viability, in the state’s constitution.&nbsp;

US President Joe Biden and the First Lady Dr Jill Biden on Tuesday evening welcomed Japanese Prime Minister Fumio Kishida and his wife, Yuko Kishida, at the White House and treated them with a seafood dinner at a city restaurant.

Biden has invited the Japanese Prime Minister for a State Dinner on Wednesday as part of the efforts to strengthen ties with countries in the Indo-Pacific region.

The president had last year hosted Prime Minister Narendra Modi for a State visit.

The 17-inch table was crafted from American black walnut wood – one of the most precious woods native to North America. It also included a plaque to commemorate the Official Visit.

The US First lady gifted Kishida a framed painting of the Yoshino cherry tree that she planted with Kishida on the South Lawn last spring.

She also presented an autographed soccer ball that was signed by the US Women's National Soccer Team and the Japanese Women's National Football Team before the United States and Japan played in the SheBelieves Cup semifinal match in Atlanta, Georgia, last weekend.

The couples then went to BlackSalt, a seafood restaurant in the Palisades neighbourhood of Northwest DC.

The two leaders have met nearly a dozen times over the past three years in Tokyo and Washington and in cities around the world.

"This official state visit will build on the immense progress between our two nations that we've made towards creating a safer and more secure Indo-Pacific, as well as mutual prosperity for our peoples.

"Over the course of the visit, the president and the prime minister will highlight the high ambition of our alliance, in the defence and technology space but also across the board, deepening our partnerships on space, technology, economic investment, fighting climate change, coordinating global diplomacy, and strengthening our people to people ties," said US National Security Advisor Jake Sullivan.

According to the NSA, the two leaders will announce measures to enhance defence and cooperation of forces.

"There will be major deliverables on space as we lead the way on space exploration and returning to the moon," Sullivan told reporters at a news conference.

"There will be announcements of significant research partnerships between our leading institutions on critical and emerging technologies such as AI, quantum, semiconductors, and clean energy. All of this will strengthen our economic ties and economic security as we announce significant commercial deals as part of the state visit," he said.

Japan is one of the largest providers of economic assistance and budget support to Ukraine, one of the largest investors in development and infrastructure in Southeast Asia and the Pacific Islands.

The visit will highlight Japan's continued role in global diplomacy and development and the coordination that the US and Japan have together with significant deliverables on global assistance and investment both inside and outside the Indo-Pacific, Sullivan said.

"We will also announce new initiatives to further foster our cultural connections and promote ties between current changemakers and future generations of leaders," he said.

Following his visit, Kishida will initiate the evening that will carry through tomorrow, he said.

"President Biden will welcome President Marcos of the Philippines to the White House on Thursday for his second bilateral meeting at the White House in as many years,” Sullivan said.

Biden is also slated to host the first ever trilateral leaders summit between the United States, Japan, and the Philippines three closely aligned maritime democracies with increasingly convergent strategic objectives and interests.

"Just this past week, our three countries and Australia held joint naval drills in the South China Sea. When I met with my Japanese and Filipino counterparts in Tokyo last June, we agreed to enhance our nation's trilateral partnership, and this week is a culmination of months of effort since that meeting in Tokyo last June," he said.

According to the NSA, the three leaders will announce initiatives to enhance energy security, economic and maritime cooperation, partnerships on technology and cybersecurity, and joint investments in critical infrastructure.

"With this first ever leaders trilateral, we're continuing to deepen our cooperation with our closest partners to ensure what we've talked about many times from this podium and elsewhere, a free, open, and prosperous Indo-Pacific," Sullivan said.

Kyiv said it wanted to discuss "the situation in Ukraine and the safety, security and safeguards implications".

A&nbsp;Reddit user,&nbsp;gig_wizard, shared a picture of the mess on the flight on the social media platform. "Dog had messy accident in the aisle right in first class. Plane diverted to DFW. Ground crew spent over 2 hours cleaning carpets with paper towels," the user said. The incident was later confirmed by the airlines to&nbsp;Business Insider.

"Smell made me ill. Gate agents kept yelling at passengers and the cabin crew. The smell never quite went away. First class toilet declared unusable as the dog mess was apparently unresolved in there. Food went bad while on the ground so very few snacks left," the post continued.&nbsp;

As per the United Airlines website, pets are allowed on domestic flights if they can fit in a container beneath the seat and stay put throughout the journey. The post got&nbsp;significant attention from social media users since it was shared.

The moment that flight landed and got to the gate, and that exit door opened, that dog beat everyone off the plane and shat all over the jetway. We were delayed by 15 minutes getting off the plane as they had to clean it up. Kudos to the dog for holding it together," said a user.

"This was obviously not a small, lap-sized dog," commented a person.

A third user said, "I love my dogs and generally prefer dogs to people. That said, I am a firm believer that the only time a dog should be on a plane is when the owner is moving, and driving is not an option."

"And this is why dogs do not belong out in the open in public areas. You want to fly with your dog, put it in the carrier and keep it in the carrier from the minute you get to the airport until you get to your destination," another argued.&nbsp;

"I'm sorry but I flew for years without people bringing their pets on board. It's time to reverse this. If you can't fly without a pet don't fly. Take the bus," said a person.

Passengers&nbsp;who bought tickets for a special Delta flight, worth $1,150 to catch the sight of the eclipse from the sky were left disappointed.&nbsp;

The flight trip which took off from Austin to Dallas and Detroit had claimed that it would fly along the "path of totality" and capture a very rare view of the eclipse.

However, reports suggest that most of the passengers didn't even get a basic view of the eclipse from the flight as&nbsp;compared to those on the ground.

"I really don't think anybody on the plane actually caught the eclipse in full totality," said James Larounis, a travel industry expert on the Detroit flight, while speaking to the Business Insider.&nbsp;

Speaking to the Washington Post, passenger Melanie Elliott said, "It was a little disappointing." Elliott said that she would not repeat the experience. However, a lot of customers expressed satisfaction with the flights.

Speaking to the outlet, attorney Scott Kees said, "Even though we didn't get it completely, it was a fun community experience."

Kees had gone to Atlanta with his eight-year-old daughter Gabrielle, however, he said that they only caught a 'sliver' of the action.&nbsp;

Starlink had also posted a statement on social media platform X, stating: "If SpaceX obtains knowledge that a Starlink terminal is being used by a sanctioned or unauthorised party, we investigate the claim and take actions to deactivate the terminal if confirmed."&nbsp;

Ukraine had claimed without evidence that Russian forces obtained Starlink satellite terminals illicitly from third countries.&nbsp;

But the WSJ report mentioned that a Russian online retailer told the newspaper that his business saw a boost by selling dozens of Starlink internet terminals.&nbsp;

As reported, the Moscow-based salesman told the paper that he received orders from a region recently annexed by Russia, the man who was interviewed identified himself only as Oleg and referred to the region as the "new territories". He claimed that the terminals were for "use by the military" and he said volunteers delivered the equipment to Russian soldiers in Ukraine.&nbsp;

Not just Ukraine, Starlink terminals are also being bought and sold on the black market in Sudan. The report claimed that the Sudanese dealers resell units to the Rapid Support Forces, which is a paramilitary group.&nbsp;

But the easy and illegitimate access to its service might put Musk in a difficult spot. Starlink had also posted a statement on social media platform X, stating: "If SpaceX obtains knowledge that a Starlink terminal is being used by a sanctioned or unauthorised party, we investigate the claim and take actions to deactivate the terminal if confirmed." But the WSJ report mentioned that a Russian online retailer told the newspaper that his business saw a boost by selling dozens of Starlink internet terminals. As reported, the Moscow-based salesman told the paper that he received orders from a region recently annexed by Russia, the man who was interviewed identified himself only as Oleg and referred to the region as the "new territories". He claimed that the terminals were for "use by the military" and he said volunteers delivered the equipment to Russian soldiers in Ukraine. Not just Ukraine, Starlink terminals are also being bought and sold on the black market in Sudan. The report claimed that the Sudanese dealers resell units to the Rapid Support Forces, which is a paramilitary group. India's ruling Bharatiya Janata Party (BJP) has extended invitations to political parties from 25 countries to witness the Indian elections and the accompanying campaigning. The invitations, which have been dispatched to political parties from both ruling and opposition factions across the globe, include representatives from various regions such as Africa, Europe, and neighbouring countries.

Notably, political parties from Nepal, Bangladesh, and Sri Lanka have received invitations from the BJP, marking a concerted effort to engage with neighbouring countries and showcase the democratic process.

Dr. Vijay Chauthaiwale, in charge of the Foreign Affairs Department at the Bharatiya Janata Party, emphasised the significance of this initiative, stating, "They will get to witness the biggest democratic exercise." This marks the first instance of the BJP inviting foreign political parties to observe campaigning during national elections. In the past, the party has invited foreign political parties to witness campaigning in assembly elections.

As of now, confirmations have been received from representatives of 15 countries, with responses pending from others. Invitations have also been extended to political parties from African nations like Mauritius. They are likely to be in India during the 4th, and 5th poll phases.

“When I zoomed in, the whole committee was there and they told me. I was excited, surprised and happy," he added.&nbsp;

A report by Hamas media also said that two of Haniyeh’s grandchildren were also killed in the attack and a third was wounded.&nbsp;

In an interview with Al Jazeera Arabic, the Hamas leader confirmed the death of his sons saying that they were “martyred on the road to liberating Jerusalem and the Al-Aqsa Mosque.”

“Through the blood of the martyrs and the pain of the injured, we create hope, we create the future, we create independence and freedom for our people and our nation,” said Haniyeh.&nbsp;

The Hamas leader currently lives in Qatar in exile and is originally from Shati. Notably, Haniyeh has been the tough-talking face of the Palestinian militant group’s international diplomacy amid the ongoing war between Israel and Hamas in Gaza. &nbsp;

Italian utility group Enel confirmed that a fire had broken out on one of its transformers at its hydropower plant in Bargi, close to Bologna, in the early afternoon.

The fire brigade said earlier that an explosion had occurred around 3 pm&nbsp;(1300 GMT) at a dam on Lake Suviana, one of the three artificial lakes that feed the power station.

Marco Masinara, the mayor of the nearby town of Camugnano, said three dead bodies had been found and four people were missing, while three were "badly hurt" and taken to hospital.

He added that the initial indication was that the incident was probably caused by a defect in a turbine.

Enel has not commented on the cause. The company said the dam basin had not been damaged and that the plant was offline at the time of the incident so there was no impact on electricity supply.

Video supplied by firefighters showed thick smoke rising&nbsp;from the plant.
